Abstract:
L’océan Indien, porte d’accès à l’énergie et voie essentielle du transport maritime international, a toujours été important pour la Chine. Avec le projet Route maritime de la soie, il se positionne comme l’incubateur d’une nouvelle conception chinoise de la puissance maritime. Cette vision à dominante géoéconomique et le concept de « connectivité maritime » qui la sous-tend ne se traduisent pas par le développement de partenariats et de coopérations avec les États littoraux, car elle se heurte à un système maritime anarchique, dominé par des visions traditionnelles de la sécurité et des rivalités de puissances. Dans ce contexte compétitif, l’approche chinoise se cantonne à un rapport de force économique vis-à-vis de ses partenaires et à la mise en place d’infrastructures à usage dual, civil et militaire qui reflète l’ambivalence de sa posture.

Abstract:
L'objectif de cette étude est de comprendre comment les effets spatiaux influencent le trafic conteneurisé des ports européens. Nous utilisons différentes méthodes d’estimation spatiale sur un échantillon de 123 ports européens sur la période 2005-2019. Les principaux résultats sont : (i) l'existence d'effets d'autocorrélation spatiale positifs et significatifs ; (ii) l’augmentation du PIB par habitant de la région impacte positivement les flux de conteneurs sur les terminaux portuaires ; (iii) la hausse du nombre de liaisons maritimes de 10 % pourrait conduire à augmenter le débit de conteneurs d’environ 4 % ; (iv) l’augmentation d'un écart-type de l’indice de spécialisation en hydrocarbures permettrait de diminuer le trafic conteneurisé d’environ 42 %. Ces résultats confirment l’importance pour les autorités portuaires de renforcer la coordination et la coopération entre les ports de la même région.

À partir de la fin du XIVe siècle, la présence à Marseille de corsaires venus de la Couronne de Castille apparaît de plus en plus importante dans les archives provençales. Ceux que les documents notariés appellent « yspani » profitent des guerres menées par les souverains angevins ainsi que du conflit qui oppose après 1423 la Provence à la Couronne d’Aragon pour venir prêter leurs services aux rois de la seconde maison d’Anjou et au gouvernement urbain de Marseille. En s’appuyant sur un corpus documentaire inédit provenant des archives municipales de Marseille et des archives départementales des Bouches-du-Rhône, cet article s'interroge sur la place et le rôle de ces hommes dans le contexte marseillais des années 1380-1430. À travers quatre trajectoires singulières, il est possible d’identifier deux « modèles » de corsaires : d’une part les grands mercenaires castillans qui s’engagent auprès des souverains et auprès du pape et qui peuvent être considérés comme des experts de la guerre maritime et, de l’autre, des patrons de navires qui exercent également comme marchands et qui profitent après 1423 des opportunités commerciales fournies par une ville en guerre pour venir s’installer à Marseille. Par leurs mobilités et par les liens profonds qu’ils entretiennent avec les cités, ces corsaires peuvent être considérés comme des acteurs de la connectivité méditerranéenne.

ABSTRAKPerkembangan kelautan di Indonesia semakin berkembang dari tahun ke tahun hingga dicetuskannya konsep ‘poros maritim’ oleh Presiden Joko Widodo. Konsep ‘poros maritim’ menekankan pada terwujudnya konektifitas antar pulau melalui pengembangan industri pelayaran serta transportasi laut. Dengan demikian dibutuhkan akselerasi pembangunan pelabuhan di wilayah-wilayah kepulauan seperti maluku dan Riau. Sayangnya alokasi dana dari pusat untuk daerah masih didasarkan pada luas wilayah daratan. Hal ini menjadikan daerah dengan wilayah perairan yang lebih banyak tidak mendapatkan alokasi dana sebagaimana daerah yang mempunyai wilayah daratan yang luas. Padahal percepatan pembangunan di wilayah kepulauan sangat dibutuhkan dalam mewujudkan Indonesia sebagai ‘poros maritim’ dunia. Tulisan ini akan menganalisa tantangan dan peluang pembangunan wilayah kepulauan yang berlandaskan poros maritim dalam perspektif negara kepulauan. Pembangunan Wilayah Kepulauan sangat diperlukan untuk mewujudkan konsep Poros Maritim. Akan tetapi perlu diperhatikan mengenai perimbangan keuangan daerah dalam mewujudkan akselerasi pembangunan tersebut. Dibutuhkan pengembalian mindset masyarakat Indonesia ke kelautan serta harmonisasi aturan dan kelembagaan dalam mewujudkan ‘poros maritim’ dalam perspektif negara kepulauan yang berimplikasi pada perimbangan keuangan daerah antara daerah biasa dengan daerah yang terdiri dari kepulauan. Kata kunci: peluang; poros maritim; tantangan; wilayah kepulauanABSTRACTThe development of maritime affairs in Indonesia is growing rapidly until the inception of ‘maritime fulcrum’ by President Joko Widodo. Such concept emphasizes the establishment of inter-island connectivity through the development of shipping and sea transportation industries. Thus, the acceleration of port and facilities development in islands region such as Maluku and Riau is needed. Unfortunately, fund allocation from the central government to region areas is still based on how large the land areas of certain region. This makes island regions have less fund allocation than those of regions with large areas of land. While, on the other hand, the establishment of ‘maritime fulcrum’ concept is largely depends on the acceleration of national development in island regions. This paper aims to analyze challenges and opportunities in developing island regions based on ‘maritime fulcrum’ concept within the perspectives of archipelagic state principles. National development in island regions of Indonesia is important to support the establishment of ‘maritime fulcrum’, however, the usage of the term ‘archipelagic’ should also carefully consider legal implication of the term ‘archipelago’ according to International Law. Restoration of Indonesian people’s orientation to the ocean is crucial. In addition to this, the harmonization of related legal instruments as well as institutional arrengement, especially focusing on balancing reginal funding is also urgent.Keywords: challenges; island regions; maritime fulcrum; opportunities

AbstractRealizing the Development of Indonesian Maritime Connectivity needs to be supported by excellent public services. Indonesia as a maritime country needs to improve to improve global shipping. This study aims to determine the responsiveness of the integrated Kalimas ship service center in realizing the development of Indonesian maritime connectivity. This study uses a descriptive qualitative approach. The research locus is at Pelindo III Tanjung Perak Surabaya branch. Collecting data by observation, interviews and literature study. Checking the validity of the data used data triangulation. Analysis of the data used qualitative analysis of the interactive model. The results of the research on the responsiveness of the integrated Kalimas ship service center, the service speed indicator is considered fast. For indicators of officer responsiveness to complaints and difficulties experienced by service users related to the services provided have also been assessed as good and responsive. Meanwhile, the responsiveness indicator in providing information to service users is also considered quite good.Abstrak Mewujudkan Pembangunan Konektivitas Maritim Indonesia perlu didukung pelayanan publik prima. Indonesia sebagai negara maritim perlu berbenah untuk meningkatkan pelayaran global. Penelitian ini bertujuan untuk mengetahui responsiveness pusat pelayanan kapal kalimas terpadu dalam mewujudkan pembangunan konektivitas maritim indonesia. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Lokus penelitian di Pelindo III cabang Tanjung Perak Surabaya. Pengumpulan data dengan observasi, wawancara dan studi pustaka. Pemeriksaan keabsahan data digunakan triangulasi data. Analisis data digunakan analisis kualitatif model interatif. Hasil penelitian responsiveness pusat pelayanan kapal kalimas terpadu indikator kecepatan pelayanan dinilai sudah cepat. Untuk indikator ketanggapan petugas terhadap keluhan dan kesulitan yang dialami oleh pengguna layanan terkait pelayanan yang diberikan juga sudah dinilai baik dan tanggap. Sedangkan untuk indikator ketanggapan dalam pemberian informasi kepada pengguna layanan juga dianggap sudah cukup baik

AbstractAt the East Asia Summit in Naypyidaw, Myanmar, on November 13, 2014, President Joko Widodo conveyed the idea of Indonesia as a world maritime axis. The world’s maritime axis is intended as a strategic idea that is realized to ensure inter-island connectivity, develop the shipping and fishing industries, improve sea transportation, and focus on maritime security. This is consistent with Indonesia’s strategic location between the Indian Ocean and the Pacific Ocean, where the two oceans serve as global trade crossing lanes that power the global economy. Bearing in mind that Indonesia is the largest archipelagic country in the world and there is such a large amount of marine wealth, it is a valuable asset for the Indonesian people, so it is an ideal combination in relation to national interests, both domestically and abroad. Furthermore, to realize the above vision, at the Summit in Myanmar, the President also said that there are five pillars, one of which is maritime diplomacy. Through maritime diplomacy, serious efforts and hard work are needed, because apart from the advantages that have become Indonesia’s strengths, there are also various things that have the potential to become obstacles, which will be a challenge for Indonesia to make it happen. This research will focus on the study of the meaning of the world’s maritime axis and maritime diplomacy as a means of realizing it, and at the same time will briefly discuss the advantages and challenges that exist. AbstrakPada Konferensi Tingkat Tinggi Asia Timur, di Naypyidaw Myanmar pada tanggal 13 November 2014, Presiden Joko Widodo menyampaikan gagasan Indonesia sebagai Poros Maritim Dunia. Poros maritim dunia dimaksudkan sebagai sebuah gagasan strategis yang diwujudkan untuk menjamin konektivitas antar pulau, pengembangan industri perkapalan dan perikanan, perbaikan transportasi laut serta fokus pada keamanan maritim. Hal ini sesuai dengan Indonesia sebagai negara yang menempati posisi strategis diantara Samudera Hindia dan Samudera Pasifik, dimana kedua Samudera tersebut merupakan jalur perlintasan perdagangan global yang menjadi penggerak roda ekonomi dunia. Mengingat juga Indonesia sebagai negara kepulauan terbesar di dunia serta terdapatnya kekayaan laut yang demikian besarnya merupakan aset yang berharga bagi bangsa Indonesia, sehingga merupakan kombinasi yang ideal dalam kaitannya dengan kepentingan nasional, baik ke dalam negeri maupun keluar. Selanjutnya untuk mewujudkan visi di atas, pada Konferensi Tingkat Tinggi di Myanmar Presiden juga menyampaikan terdapat lima pilar, dimana salah satu pilarnya adalah diplomasi maritim. Melalui diplomasi maritim, diperlukan upaya yang sungguh-sungguh dan kerja keras, karena selain keuntungan yang sudah menjadi kekuatan Indonesai, juga terdapat berbagai hal yang berpotensi menjadi hambatan, yang akan menjadi tantangan bagi Indonesia dalam mewujudkannya. Dalam penelitian ini akan dititikberatkan pada kajian mengenai makna poros maritim dunia, diplomasi maritim sebagai sarana mewujudkan dan sekaligus akan dibahas singkat keuntungan dan tantangan yang ada.

On the African continent, Morocco is considered among the most connected countries, according to the liner shipping connectivity index. Since optimal shipping connectivity can reduce CO2 emissions and trade costs, through this paper we aimed to deepen the understanding of maritime connectivity based on the bilateral maritime connectivity index of Morocco and 138 of its economic partners. We first established an overview of the evolution of the bilateral maritime connectivity in Morocco and highlighted its main regional maritime partners, then defined through a statistical analysis the factors influencing the development of the bilateral maritime links of the country in order to strengthen sustainable maritime connectivity. The results of the descriptive analysis show that Morocco has developed strong maritime connections with Europe and the East of Asia and has an improved connectivity with East African countries (2006–2020). The statistical analysis of the selected factors using regression analysis combined with a gravity model shows that there has been a strong and positive impact of economic growth, logistics, linear connectivity and the maritime component, and bilateral connectivity. Moreover, economic trade and barriers have had no significant effects on bilateral connectivity.

Abstract:
Why is it essential to have maritime connectivity in South Asia? How do domestic and external actors play a role to promote maritime cooperation between Bangladesh., India and Sri Lanka? This article pursues answer to these questions. It argues that there is growing maritime challenges in the South Asian region. Additionally 90 percent of South Asian trade depends on the sea. Hence, maritime trade contributes significantly to the South Asian economy and development. Consequently, securing the maritime area of the region is of paramount interest in South Asia. Additionally, there are vast untapped maritime resources that need to explored and exploited. For this South Asian maritime connectivity will be imperative enough. The article argues that the role of the domestic and external actors in building maritime connectivity in South Asia needs to be taken into consideration seriously for successful maritime connectivity in the region.

Abstract:
The Maritime Highway Policy, as an effort by the Indonesian government to strengthen maritime connectivity and support economic growth, has become the main focus during the second term of President Joko Widodo's leadership. This research evaluates the concept, implementation and impact of this policy in the development of the maritime sector and national economy. The research results show that the Maritime Highway Policy has succeeded in increasing connectivity between regions, leveling economic growth, increasing investment, and supporting the revitalization of the maritime sector. With these efforts, Indonesia is further strengthening its image as a strong and competitive maritime country. This research provides insight into the important role of the Maritime Highway Policy in developing Indonesia's maritime economy and connectivity, supporting sustainable development, and reducing economic disparities between regions.
