Abstract:
AbstractOrganization of international medical congresses is a perfect example of multidisciplinary cooperation with professional medical associations and Medical schools on one side and professional congress organizers on the other. Medical congresses are perhaps most frequent congresses in the world. Organization of medical congresses can be achieved in a number of ways: Organizers can be local professional associations or Medical schools, international professional associations and international professional congress organizers. To be nominated for organization of a congress, successful cooperation of medical professionals is needed, especially doctors and professional congress organizers. Success largely depends on knowledge of the availability of conference halls, available accommodations in the vicinity of the congress halls, ease of access to the congress destination, expectancies of possible candidates who will attend in connection to the congress destination, lobbying for nomination for organization of a congress. This article will analyze availability of conference halls in Croatia, accommodation capacities, transport possibilities. For the needs of this article, pilot questionnaire was constructed about demands of possible participants and their preferable destinations to be visited. Statistical analysis of Medical congresses in Europe is also shown according to geographical spreading. Concluding the article, we show that better education of medical staff about the possibilities of professional congress organizing are very important, as well as sharing of the experiences from big congresses among the medical professional in the field of medical congress organization. With multidisciplinary approach of all participants in organization of the congress (Ministry of Tourism, Croatian Tourist Association, Croatian Associations of professionals in congress tourism, hotels, medical professionals) Croatia could be much better recognized as destination for organizing medical congresses.

Abstract:
For me, there is no doubt about the complete failure of the XIIIth Medical Congress; the main goals of international congresses were not achieved and the vast majority remained dissatisfied with this congress. The main goal of the congresses is to familiarize themselves with the current state of science: the members who have presented their reports, of course, wish to familiarize as many comrades as possible with their work; members who have not submitted reports wish to familiarize themselves with new works of interest to them. The second purpose of the congresses is to get closer to associates; it is clear that the participants in international congresses wish to get to know each other and get close to foreign comrades.

Abstract:
The article studies the practice of congresses of the Orthodox military clergy in 1917. To discuss their work in new social and political conditions, the priests gathered at the level of divisions, corps, and armies. Adoption of general decisions required more representative meetings: in the spring and summer of 1917, congresses of the military clergy of the South-Western, Romanian, Western, and Northern fronts were held, and in July 1917, the Second All-Russian Congress of the Military and Naval Clergy was held in Mogilev. Studying minutes of the front-line congresses identifies issues that bothered priests serving in military units and institutions of various fronts of the Russian army and proposed solutions for urgent problems. The study is to consider the work of the congresses of the military clergy of the Romanian Front and to determine their place among congresses of the military clergy in 1917. To that end, the main decisions have been analyzed and compared with the decisions of other meetings. The article also discusses an attempt to increase the number of representatives of the front in Mogilev, explaining the reasons for its failure. The participants in the military clergy congresses of the Romanian front expressed interests of a fairly large number of priests: as of May 1917, approximately 410 pastors served in the military units and institutions of the young front. At the first congress (May 15–16, 1917) of the clergy of the Romanian front, most important (according to delegates) issues were discussed: state of the army, measures of its improvement, delegation of front priests to the All-Russian Congress of the Military and Naval Clergy, support for the dismissed clergy, representation in the Synod, etc. The second congress (June 25, 1917) convened to elect delegates to Mogilev. The source base of the study is documents from the fonds of the Russian State Historical Archive: minutes of the congresses of clergy of the Romanian, Western, South-Western, Northern fronts, minutes of the Second All-Russian Congress of the Military and Naval Clergy, telegrams, reports, and other documents concerning the protopresbyter’s office. Data on the work of the congresses of clergy of the Romanian front is being introduced into scientific use for the first time.

Abstract:
AbstractThis article draws on Party and government documents, Chinese-language books and articles, interviews and firsthand observation, and electoral outcome data to contribute to the emerging literature on the changing role of people's congresses in mainland China. It focuses on the crucially important but neglected relationship between local congresses and local Communist Party committees in the selection of congress and government leaders. It analyses the 1995 reforms to Party regulations and the law, which resulted in electoral losses of more than 17,000 Communist Party candidates in the first set of elections after 1995. It concludes that the reforms created the conditions for local congress delegates to matter – and delegates responded. More broadly, it concludes that congressional assertiveness has significant (although not radical) implications for the relationship between the congresses and Party committees. The winners in the broader (not narrowly electoral) sense of the term are both the congresses and the ruling Communist Party, strengthened as an organization with selection of leaders opened up to more players.

Abstract:
ObjectivesTo obtain an overview of gender equity at European rheumatology conferences.MethodsThe proportion of women invited as either moderators or speakers to the European Alliance of Associations for Rheumatology (EULAR) annual congresses and national conferences in Europe was calculated from the published congress materials from EULAR annual congresses (2015–2019) and the 2019 national conferences of France, Germany, Italy, Spain and the UK. Data from EULAR congresses were further categorised by type of session. Significance testing was conducted using χ2 tests with the level of statistical significance set at p<0.05.ResultsThe proportion of combined women moderators and speakers at EULAR varied from 40% to 43% between 2015 and 2019 with no obvious trend over time. There were higher proportions of women in the Health Professionals in Rheumatology and People with Arthritis and Rheumatism sessions (>50% consistently). However, these sessions represent <25% of EULAR congress invitations. Representation of women at the EULAR congress in 2019 (39.6%) was significantly higher than at the national congresses in France (28.6%) and Germany (29.6%) but similar to that observed in Italy (33.7%), Spain (41.7%) and the UK (42%).ConclusionWomen account for less than half of invited moderators and speakers at the conferences reviewed. Compared with historical EULAR data in 2003 (16%) and in 2004 (19%), the gender gap at EULAR congresses has narrowed considerably, but there remains a need to monitor and improve women’s representation.

Abstract:
For over 65 years, the United Nations has held congresses aimed at strengthening international cooperation against expanding crime. The First Congress on the Prevention of Crime and Treatment of Offenders took place in Geneva in 1955. Sixty-six years later, in 2021, this tradition continued, postponed by the Covid-19 epidemic, as the Fourteenth United Nations Congress on Crime Prevention and Criminal Justice took place in the former capital of Japan — Kyoto. The aim of the paper is to present the most important achievements of all 14 congresses, especially focusing on the development of UN standards and norms in crime prevention and criminal justice. The author also presents the history of the participation and activities of Polish participants of the Congresses (official delegates and individual experts) in the years 1960–2021. The general conclusion is that the institution of the UN Crime Congresses is a major high-level forum to steer the development of the rule of law, to promote global security and good governance, and to improve the response to crime.

Van, Boening Mark Virgil. "Call versus continuous auctions: An experimental study of market organization." Diss., The University of Arizona, 1991. http://hdl.handle.net/10150/185542.

Full text
Abstract:
The results from 17 new experiments and 19 previously reported experiments are compared in an investigation of call and continuous auctions. The call auction used is the computerized PLATO sealed bid/offer (SBO), uniform price auction. The continuous auction used is the PLATO double auction (DA), a computerized version of the "open outcry" double auction. The SBO call auction has temporal consolidation of market orders and has limited information about trading activity. The continuous DA auction is characterized by sequential bilateral trades, and trading information (bids, offers, and prices) is publicly displayed. The paper first explores the effect of multiple crossings per trading period in the SBO call auction. Next, a comparison of SBO and DA is made, based on market experiments using flow supply and demand schedules. The institutional comparison is then extended to experimental asset markets. The results imply the following. First, multiple calls per period increase the efficiency of the SBO call auction, relative to one call per period, but they also induce greater misrepresentation of costs and values in the first crossing each period. Buyers and sellers also withhold units from the first crossing in a further attempt to gain strategic advantage. However, neither the withholding nor the misrepresentation appears to have any substantial influence on price. Second, the SBO auction with two calls per period is as efficient as the DA auction. In markets with a random competitive equilibrium (CE) each period, the SBO auction does a better job than DA at tracking the random CE price. Thus the SBO auction is equally as efficient as the DA, and has the further attributes of lower price volatility and greater privacy. Third, in laboratory asset markets, the SBO auction exhibits price bubbles similar to those observed in DA markets. Price dynamics in the two institutions are comparable, despite the stark differences in order flow and information dissemination.

With the amazing support from the Scientific Program Committee, consisting of several dozen reviewers from all over the world, all the submissions were subjected to strict peer review and the event has broken all previous CE congresses’ records for quality and quantity. Major recognition must be given to the Italian Clinical Engineers Association (AIIC) and IFMBE/Clinical Engineering Division (CED) for hosting and collaborating on the organization of this event and for engaging early on practitioners around the world to respond to the Call for Papers and vendors to exhibit their ware. This is also the first time that the Congress’s proceedings are published and available in print and on-line (GlobalCE.org). The Global Clinical Engineering Journal’s commitment to the promotion and sharing of knowledge is evident by committing to and the timely accomplishment of this major task.

Full text
Abstract:
The net benefits of CAFTA and their distribution among sectors of the economy and social groups are major concerns of policy makers in Central America. The objective of the Bank's support to Central America is to assist in the design of policies that maximize total net benefits while improving the welfare of the poorer segments of society, the majority of whom reside in rural areas. The purpose of this study is to provide a conceptual framework in order to identify policies that will meet these objectives. It is important to note that CAFTA has not been ratified yet by all congresses of the signatory countries, but throughout this paper we assume that all will ratify CAFTA as it stands today.

Status quo, trends, and policy options for the Austrian and European light-weight community, with a focus on mobility. BMK - Bundesministerium für Klimaschutz, Umwelt, Energie, Mobilität, Innovation und Technologie, December 2022. http://dx.doi.org/10.22163/fteval.2022.639.

Full text
Abstract:
Lightweight construction, as a set of cross-sectional technologies, has the potential to contribute to several challenges, which are prevalent now and in the near future. Starting from the mobility sector, which has traditionally been a key driver for innovation for lightweighting, it has the potential to contribute to resource and energy efficiency in a broad set of sectors and locations as long as it does not contradict, i.e., complies with the principles of a circular economy. This study investigates lightweight construction in Austria. For that purpose, we identify relevant actors in Austria, show the economic significance of the lightweight construction sector, and present the development of applied research projects in different lightweight relevant technology fields supported by the Austrian R&D agency FFG. Subsequently, we present the research and development potentials for Austrian companies as well as the strengths, weaknesses, opportunities and risks of lightweight construction in Austria. We finally set the Austrian lightweight construction ‘sector’ in an international context, based on Horizon research funding data, a comprehensive overview of lightweight topics at international congresses, and an investigation of the importance of lightweight construction at the strategic level in selected countries.

Full text
Abstract:
This paper proposes an agenda for the study of the determinants and the processes by which strong policymaking institutions emerge, with emphasis on the most central democratic institution: the legislature. It reviews extant theories of institutionalization, and proposes further ways of specifying and studying the concept. It emphasizes the notion that investments and beliefs are the driving force of Congress institutionalization and of its relevance in the policymaking process. Making use of several indicators of Congress institutionalization, it provides evidence suggesting that Congress institutionalization has an impact on the qualities of public policies and on economic and social development outcomes. It also explores some "constitutional" factors that may promote Congress institutionalization. Given that a central theoretical argument of this paper is that the institutionalization of legislatures is a process that includes various self-reinforcing dynamics, the paper also undertakes the preliminary steps in developing a comparative case study of the evolution of Congress institutionalization in two Latin American countries: Argentina and Chile.
