Negli ultimi vent'anni č cresciuto l'interesse del mondo accademico per la dimensione urbana dei conflitti. L'idea di "cittŕ divisa" č stata usata per descrivere una varietŕ di conflitti politici, economici e sociali in diverse cittŕ del mondo, spesso in chiave comparativa. L'insistenza su questo concetto č un segnale, da un lato, della sempre maggiore importanza attribuita da accademici eall'osservazione delle tendenze e ai fenomeni collegati al mondo urbano. Dall'altro, l'enfasi sul concetto di cittŕ divisa nasconde una grande varietŕ di definizioni, approcci, metodologie relative allo studio dei conflitti urbani. Questo articolo cerca di presentare una sintetica rassegna della letteratura di riferimento proponendo una tassonomia del conflitto urbano basata sui tre idealtipi di cittŕ divisa, contesa e segregata.

Immigration is a main political topic. In Western Europe social conflicts, party systems and political parties have been restructured around an emerging cleavage between integration and demarcation. At the urban level, conflict among immigrant groups and native ones and contention between immigrants and the local authorities are major political dynamics. Main literature has explained why do we observe clashes between immigrants and natives in some locations, but not in others; and what accounts for change in immigrant conflict within locales over time. Not a lot has been written about the outcomes of these conflicts and their impact on citizenship. An emerging literature is measuring important effects in terms of political inclusion, but other effects on civic and social citizenships remain partially unexplored. Empirical researches collected for this special issue stress the dimension of agency of immigrant contentious politics, and show the heuristic value of new approaches in the theory of action, taking into account recognition as well as institutional and normative constraints.

La notte è passata dall'essere una dimensione "residuale" della giornata ad un importante segmento della socialità e dell'economia di molte città, diventando anche una "fucina" di nuove pratiche di consumo e di fruizione degli spazi urbani. Non mancano però contrasti e conflitti: tra le varie popolazioni che fruiscono degli stessi spazi, ma anche tra la diffusione di alcune pratiche e le politiche dell'ammi¬nistrazione locale che tentano di regolarle. Questo articolo si propone di approfondire gli usi dello spazio pubblico da parte degli studenti a Bologna e Montpellier, evidenziando le pratiche sociali e di consumo messe in atto durante la notte.

Eppure la norma di oggi è il prodotto - codificato e temporaneamente fissato - di una lenta costruzione sociale e tecnico-amministrativa. L'articolo si interroga su come sia possibile incorporare e generalizzare, da parte della pubblica amministrazione, le esperienze regolative maturate nei conflitti e nelle contraddizioni di società e mercati in trasformazione strutturale. Tre sezioni fanno luce sulla rilevanza della stratificazione delle stagioni storiche dei codici urbani, delle relazioni fra gli elementi della città nella predisposizione di nuovi quadri di riferimento, e delle ragioni per riconsiderare, nella città del riuso, le condizioni operative dei codici stessi.

What is the contribution of urban conflicts to the migrants and poor city dwellers empowerment? The paper is based on the observation of three contentious situations - fighting against the eviction of a little slum settled by Roma migrants from the Ex-Yougoslavia in Tours (France), complaining for land facilities and other collective goods in the informal areas of Dakar and Tunis. Urban conflicts mainly contribute to social regulation. Nevertheless, by incitating the public authorities to provide facilities (Dakar, Tunis) or temporary hosting systems (Tours) these mobilizations produced positive effects on capacity building and political participation of migrants and poor city dwellers. These resources, which have a strong spatial dimension, can be converted to symbolical capital. In addition to that, the land facilities can reinforce the economical capital of the deprived populations (or, better, of a part of them).

Un'inedita cronaca manoscritta tratta degli eventi vissuti e delle terre visitate o soltanto osservate nel corso di quindici navigazioni compiute dal suo autore, imbarcato su una delle galere dell'Ordine mediceo di Santo Stefano negli anni tra 1602-1616, all'interno dell'intero bacino del Mediterraneo. Le descrizioni, che non si limitano ai soli caratteri fisici, ma sono arricchite da note su struttura sociale, usanze e tradizioni, economia locale e principali risorse produttive, sono arricchite da circa 200 disegni. L'assoluta autonomia dell'autore, che scrive per se stesso e non per un committente da compiacere, induce a considerare le informazioni fornite come oggettive. Ciň consente di ricostruire l'immagine precisa e realistica di terre e popoli mediterranei, all'interno di un importante momento storico: l'etŕ delle guerre dei corsari e dei conflitti tra le principali potenze, impegnate a contendersi il predominio sul Mediterraneo e sull'Occidente (Francia, Spagna, Impero Ottomano), e gli Stati loro alleati. Particolarmente significativa, a tal proposito, č la descrizione dei territori ellenici, presenza importante a\ll'interno del manoscritto e in cui la cristianitŕ convive in maniera piů o meno pacifica con il nemico ottomano. Poucos conceitos têm sido tão amplamente utilizados como o de desenvolvimento sustentável, num aparente consenso revelador mais de imprecisão do que de clareza em torno de seu significado. Com base em uma revisão de abordagens recentes, argumenta-se que a noção de desenvolvimento urbano sustentável traz consigo conflitos teóricos de difícil, porém não impossível, reconciliação: a) entre as trajetórias da análise ambiental e da análise urbana que, originando-se em áreas do conhecimento diferentes, confluíram na proposta de desenvolvimento sustentável; b) entre formulações teóricas e propostas de intervenção, traduzindo-se no distanciamento entre análise social/urbana crítica e planejamento urbano. São examinadas propostas de planejamento que adotam o discurso e/ou pressupostos de sustentabilidade urbana, discutindo exemplos da literatura internacional — as cidades compactas européias, o movimento californiano por cidades sustentáveis — e, no caso brasileiro, a experiência recente de planejamento urbano em Belo Horizonte.Palavras-chave: planejamento urbano; desenvolvimento sustentável; meio ambiente; política urbana. Abstract: Few concepts have been so widely adopted as sustainable urban development, an apparent consensus revealing more imprecision than coherence of meaning. The paper discusses some aspects of such theoretical and conceptual fragility as a contribution to building an alternative for the future. The concept is considered to have been worn out by excessive fashionable repetition. The paper argues, however, based on a review of recent approaches ranging from political economy to the contributions of political ecology and post-structuralism, that the concept of sustainable urban development embodies conflicts that are difficult but not impossible to solve: a) the conflict between the different origins of and paths followed by environmental analysis and urban analysis, both converging on the proposition of sustainable development; b) the conflict between theory and practice represented by the growing distance between critical social/urban analysis and urban planning. Finally, some planning proposals are examined as examples of adoption of the discourse and assumptions of sustainable development. They are the European compact city proposal; the Californian sustainable cities movement; and, in the Brazilian case, the recent urban planning experience in Belo Horizonte.Keywords: urban planning; sustainable development; environment; urban policy.

As interações entre os riscos e conflitos de oleodutos, na cidade de Mossoró/RN, se dá perante o uso e ocupação do solo pelos agentes sociais, grandes transformadores deste espaço. O presente artigo analisa os riscos e os conflitos associados ao uso e ocupação do solo em áreas de oleodutos no perímetro urbano de Mossoró/RN, abrangendo análise da presença de oleodutos frente a possíveis riscos e conflitos na área urbana e identificação da classe de uso e ocupação com maior grau de risco a vazamentos de oleodutos. O uso de Sistema de Informações Geográficas - SIG permitiu a geração de informações georreferenciadas e especializadas da paisagem, por meio de mapas e buffers de interferências às classes de uso e ocupação do solo urbano da cidade. Os resultados mostraram que a classe de uso residencial, comercial e serviços apresenta-se como a maior área susceptível a riscos e conflitos por meio da interferência de oleodutos na área urbana (31,13%). Nesse sentido, espera-se que o estudo possa servir como um instrumento delineador nas tomadas de decisões pelo poder público e possibilite mitigar possíveis danos à saúde e as perdas causadas por esses fatores a partir de ações preventivas. Risks and socioenvironmental conflicts of oil pipelines in the urban perimeter of Mossoró-RN A B S T R A C TThe interactions between the risks and conflicts of pipelines in the city of Mossoró / RN are due to the use and occupation of the soil by the social agents, great transformers of this space. The present article analyzes the risks and conflicts associated to the use and occupation of the soil in pipeline areas in the urban area of Mossoró / RN, including analysis of the presence of oil pipelines in face of possible risks and conflicts in the urban area and identification of the class of use and occupation with a higher degree of risk to pipeline leaks. The use of Geographic Information System - GIS allowed the generation of georeferenced and specialized information of the landscape, through maps and buffers of interferences to the classes of use and occupation of the city's urban soil. The results showed that the residential, commercial and services class is the largest area susceptible to risks and conflicts through pipeline interference in the urban area (31.13%). In this sense, it is hoped that the study can serve as a delineating tool in the decision making by the public power and make it possible to mitigate possible damages to health and the losses caused by these factors from preventive actions.Keywords: Conflicts. En este texto se analiza el conflicto socio-espacial suscitado por el proyecto conocido como la “Supervía”, con objeto de explorar cómo se ha transformado el perfil de la Ciudad de México en aspectos tales como la movilidad, los espacios públicos y la infraestructura, así como en relación a la diversidad de nuevos actores sociales, organismos de defensa de derechos humanos y organizaciones de la sociedad civil, entre otros. Se rescata la concepción del espacio urbano marcado por la desigualdad y el conflicto, donde confluyen procesos productivos de urbanización y construcción con elementos sociales de producción, intercambio y reproducción. El texto contribuye a entender el desarrollo del conflicto en torno al proyecto de la Supervía, la construcción de movimientos a su favor y en su contra, las identidades adquiridas y la falta de planeación urbana, así como los graves problemas de vialidad que presenta la Ciudad de México. Especial atención recibe el impacto ambiental que la carretera urbana ha provocado, así como los mecanismos de mediación y compensación practicados en la negociación del conflicto. AbstractThis paper analyzes the socio-spatial conflict caused by the project known as the “Superhighway,” in order to explore how it has transformed the profile of Mexico City in aspects such as mobility, public spaces and infrastructure and the link with the range of new social actors and human rights and civil society organizations. It explores the conception of urban space marked by inequality and conflict, where urbanization and construction coexist with social elements of production, exchange and reproduction. The text helps to explain the development of the conflict over the Superhighway project, the creation of movements for and against it, the identities acquired and the lack of urban planning, as well as Mexico City’s severe traffic problems. Special attention is paid to the environmental impact of the urban highway as well as the mediation and compensation mechanisms implemented during the negotiation of the conflict.

Desvendar processos espaciais e possibilidades de planejamento em áreas de transição rural-urbana é o objetivo deste trabalho. Partiu-se do pressuposto de que, embora essas áreas não tenham sido historicamente o foco central do planejamento urbano, expressam hoje forte convergência de interesses, processos e conflitos socioeconômicos, territoriais e ambientais. Portanto, não é possível promover a ocupação e o uso sustentável e socialmente justo de todo o território municipal, como define o Estatuto da Cidade (Lei nº 10.257/01), se não há descritores técnicos e instrumentos urbanísticos capazes de garantir efetivas possibilidades de planejamento nas áreas de transição rural-urbana. Pôde-se constatar que, apesar dos recentes avanços legais/institucionais no campo da reforma urbana, ainda há muitas limitações no que diz respeito ao enfrentamento dos graves problemas decorrentes do processo histórico de uso e ocupação do território, espraiado, incompleto, especulativo, e o seu consequente planejamento. Abstract: To investigate spatial processes and city planning possibilities for the rural-urban transition areas is the objective in this paper. Was anticipated that even if these areas have not been, historically, centered by urban planning focus, they express, currently, a strong convergence of interests, processes and conflicts on social-economic, territorial and environmental issues. So, it’s not possible to promote a sustainable and socially just occupation and land use of the whole municipality area – as it is defined by the Estatuto da Cidade (“City Statute”, a 2001 Brazilian Federal Law) – if we do not have urban policy instruments that could actually guarantee urban planning possibilities for the rural-urban transition areas. Was evident that although the recent legal and institutional advances for the Urban Reform ideals in Brazil, it stills many difficulties to face the serious problems that come from an historical process of spread, incomplete and speculative land use and occupation, and its consequent planning issues. Em São Luís (MA), projetos de desenvolvimento implicam ampliação do Complexo Portuário e conflitos com comunidades tradicionais que demandam a legalização da Reserva Extrativista de Tauá-Mirim. Confrontam-se lógicas diferenciadas de ocupação territorial e de concepções da natureza, em um conflito ambiental que toma novos contornos com projetos de ampliação de equipamentos de infraestrutura e industriais, além de modificações na legislação urbanística do município. Assim, o objetivo aqui é analisar como concepções de desenvolvimento que orientam os vários agentes provocam consequências sociais e ambientais e se desdobram em situações conflitivas. Parte-se de trabalho de pesquisa efetivado por dez anos, através de levantamento bibliográfico, realização de entrevistas, conversas informais, acompanhamento de reuniões, assembleias, audiências públicas e manifestações públicas. A lógica de ocupação e uso do espaço que tem orientado planejadores e agentes de desenvolvimento estatais e privados em São Luís desqualifica modos de vida de comunidades rurais cujas principais lideranças, na busca de manter seu território, acionam repertórios de luta e constroem mecanismos de enfrentamento.Palavras-chave: Conflitos ambientais. Therefore, the goal here is to analyse how development concepts that guide the various agents cause social and environmental consequences unfold in situations of conflicts. This article part of research work realized for ten years, through bibliographical survey, interviews, informal conversations, follow-up assemblies, meetings, public audiences, and public manifestations. Altas taxas de urbanização e baixa capacidade de atender aos cidadãos resultam em constantes conflitos urbanos na América Latina. Remoções urbanas compõem este cenário e, apesar de causadas também por políticas públicas, são pouco estudadas nesta área de estudos. Este trabalho atua nesta lacuna, investigando como, no decorrer de um conflito urbano, os vários atores interagem para mudar o processo de transformação urbana. O artigo apresenta um framework analítico aliando o direito à cidade à sociologia dos problemas públicos, que é empregado para apreciar dois casos de remoção, em São Paulo e Medellín, elaborados a partir de ampla pesquisa de campo. O artigo avança em duas contribuições: na criação e operacionalização do framework para a análise de conflitos urbanos e na identificação dos dispositivos de publicização e cursos de ação que favorecem ou impedem o alcance do direito à cidade.

Las narrativas de identidad, recopiladas en trabajo de campo manifestaron los procesos de conservación, cambio y resistencia entre lo rural y lo urbano en el municipio de Chalco, Estado de México.Résumé:Cet article présente les analyses des récits d'identité, d'une ville avec leur population en conflit. Les résultats présentés ont comme contexte, le processus de transformation du territoire par la construction d'un ensemble de maisons d'intérêt social. Les récits d'identité, résumées dans ce travail de terrain manifestent le processus de conservation, le changement et la résistance entre le milieu rural et urbain dans la municipalité de Chalco, État de Mexico.Abstract:This paper presents the analyses of identity narratives, of a town with their population in conflict. Neste artigo objetiva-se discutir a questão da representação fílmica da paisagem urbana, entendendo que o cinema influencia as relações espaciais a partir da construção de novas formas de percepção do espaço urbano. Ênfase aqui é dada à construção da paisagem urbana considerada sob diferentes perspectivas teóricas, na intenção de discutir sobre a noção geográfica do "palpável" - aquilo que normalmente se conhece pelo "real" -, relacionando-a à premissa da paisagem urbana, como espaço de experiência (em sua concretude), e da paisagem fílmica, como construtora de uma dinâmica da subjetividade. A proposta deste capítulo é também pensar uma "geografia cinemática específica" que surge no contexto de certas experiências urbanas relacionadas às diversas formas de marginalidade e que são associadas à contemporaneidade. Diferença, fragmentação, pluralidade e conflito são partes indissociáveis e intrinsecamente conectadas a uma relação de causa-efeito e que, pelo menos no que se refere ao espaço urbano contemporâneo, estão relacionadas ao processo de marginalização crescente nas grandes metrópoles em todo o mundo. Exemplos tomados da produção cinematográfica brasileira contemporânea servirão aqui como contraponto na reflexão sobre a construção de uma "geografia" em que os mais diferentes formatos de diferenças, fragmentações, pluralidade e conflitos entram em ação no espaço fílmico para representar, em um determinado "formato", a sociedade urbana contemporânea.

O trabalho parte de uma leitura do conhecimento produzido sobre meio ambiente, no âmbito dos Encontros da Anpur dos anos 90, para discutir a emergência do meio ambiente urbano como área de investigação que constrói e reconstrói mitos sobre a sustentabilidade ou insustentabilidade do espaço urbano. Para tanto, numa primeira seção, são analisados documentos que constituem o marco institucional da área e realiza-se um breve resgate de marcos teórico-conceituais estabelecidos em algumas disciplinas, sugerindo que eles devem ser desconstruídos, para que o meio ambiente urbano seja apreendido com um olhar baseado em uma racionalidade não-instrumental. Na seção seguinte, são discutidos os focos social-histórico e político-espacial de três pares de noções/conceitos: ambiente/meio ambiente, desenvolvimento sustentável/sustentabilidade e território/urbanização, para se chegar a um entendimento sobre sustentabilidade urbana. Tais focos orientam as questões centrais que perpassam a área: qualidade ambiental urbana, instrumentos de gestão ambiental e conflito de interesses entre os atores. À guisa de conclusão, mostra-se que, embora a maioria dos discursos sobre o meio ambiente urbano considere o espaço urbano como insustentável, há caminhos que apontam para uma definição da área.Palavras-chave: meio ambiente; sustentabilidade; espaço urbano. Abstract: The work is based on a study of knowledge concerning the environment, within the scope of the 1990s ANPUR Meetings, which discussed the emergence of the urban environment as a field of inquiry that constructs and reconstructs myths concerning the sustainability or unsustainability of urban space. To this end, the first section analyses documents which constitute the institutional imprint of the field, followed by a brief recollection of theoretical-conceptual landmarks established in some disciplines. It is suggested that these be deconstructed, so that the urban environment may be understood through a perspective based on a non-instrumental rationality. In the following section, the socio-historical and politico-spatial focuses of three pairs of notions/concepts are discussed: ambient-environment, sustainable development-sustainability and territory-urbanization, in order to arrive at an understanding of urban sustainability. Such focuses guide the central issues that are related to the field: urban environmental quality, instruments of environmental management and the conflict of interests among actors. In conclusion it is shown that, although most of the discourse on the urban environment considers urban space to be unsustainable, there are paths that point to a definition of the field.Keywords: environment; sustainability; urban space.

O presente artigo tem por objetivo destacar a importância do ordenamento territorial para o equacionamento de conflitos socioambientais decorrentes da mineração no município de Jaboatão dos Guararapes. A expansão urbana desordenada tem avançado na direção de áreas de extração de agregados da construção civil e, com isso, gerado conflitos socioambientais de diversas ordens. A metodologia adotada baseou-se nas seguintes etapas: levantamento bibliográfico sobre o ordenamento territorial; coleta de dados secundários junto a órgãos públicos de planejamento e de pesquisa mineral; trabalho de campo para produção de acervo fotográfico das áreas dos conflitos; elaboração de mapas concernentes à geologia, geomorfologia, mineração e sobreposição de áreas rurais e urbanas da área de estudo. Dentre os resultados, verificou-se que a atividade mineira gerou passivos ambientais como cavas abandonadas, instalações obsoletas, vias de acesso desativadas, reservas remanescentes, dentre outros. Associados a tais problemas, emergem os conflitos socioambientais em áreas de ocupação urbana desordenada, com evidência de riscos às populações que habitam próximo a encostas íngremes e comprometimento dos cursos d’água. Este trabalho ressalta a necessidade de atualização do Plano Diretor de Mineração da Região Metropolitana do Recife, elaborado em 1995, no intuito de procurar estabelecer uma convivência menos conflituosa entre o crescimento da cidade e a mineração de agregados da construção civil na perspectiva do desenvolvimento sustentável.Palavras-chave: ordenamento territorial, impactos ambientais, mineração de agregados, o uso e ocupação do solo e conflitos socioambientais. Mineral Analysis in Urban Areas in the Context of Territorial Ordering: A Case Study of Jaboatão dosGguararapes City, Brazilian Northeast ABSTRACT This article has as an objective to highlight the importance of the territorial ordering for the solution of social-environmental conflicts due to mining activities in the Jaboatão dos Guararapes. The disordered urban expansion has advanced towards the extraction of building aggregates, and consequently generating social-environmental conflicts because of many reasons. The adopted methodology was based on the following steps: bibliographic research concerning the territorial ordering; secondary data collection from public institutes of mineral planning and research; fieldwork to produce the photographic collection of the conflicted areas; development of maps concerning the geology, geomorphology, mining and superposition of rural and urban study areas. Among the results, it was verified that the mining activity generated environmental liabilities such as abandoned pits, obsolete installations, deactivated access paths, remaining reserves, and others. Associated to these problems, the social-environmental conflicts appear in disordered urban occupied areas, with evidences risks to the population that inhabits close to the steep slopes and river courses. This paper highlights the necessity of updating in the Director Plan of Mining of the Metropolitan Region of the Recife, created in 1995, in order to establish a less conflicted interaction between the city growth and mining activities of building aggregates in the perspective of a sustainable development. <p class="Normal2">Fortaleza evidencia-se, no cenário das metrópoles brasileiras, pelas dinâmicas referentes ao avanço das práticas marítimas modernas na zona costeira, notadamente a vilegiatura marítima, o turismo e a atividade portuária. Referido processo está pautado na apropriação do litoral pelas classes abastadas, gerando conflitos e esgarçamento do tecido social urbano. Elevada ao <em>status</em> de <em>lócus</em> do segmento turístico de sol e praia, a capital cearense busca a diversificação de seu produto através da inserção do turismo de eventos e negócios, alocando equipamentos e receptando eventos voltados à atração de empresários, praticantes de esportes, amantes de megaeventos esportivos e visitantes em busca de outras segmentações turísticas. Dessa forma, o artigo busca abordar a imagem de Fortaleza publicizada no mercado turístico, evidenciando a atuação dos agentes produtores do espaço urbano e os conflitos existentes no litoral norte da capital. Abordagens sobre o planejamento urbano e a conformação da imagem da cidade são importantes para a compreensão do desenvolvimento do turismo, da gradual inserção na divisão territorial do trabalho e da atração de investimentos públicos e privados. Nota-se que a valorização da zona costeira, o fomento a eventos e a modernização da infraestrutura são estratégias na busca pela consolidação da capital cearense como principal nó da rede urbana de cidades litorâneas do estado, e um dos principais destinos turísticos do país, permeado de segregação, resistências e conflitos.</p><p class="Normal2"><strong>Palavras-chaves: </strong>Turismo, Imagem turística, Conflitos socioespaciais, Segregação.</p><p class="Normal2"><strong>Abstract</strong></p><p class="Normal2">Fortaleza evident itself, in the scenario of the brazilian metropolises, by the dynamics related to the advance of modern maritime practices in the coastal zone, notably the maritime vilegiature, tourism and port activity. High to the status of place of the tourist segment of sun and beach, the capital of Ceará search the diversification of its product through the insertion of tourism of events and businesses, allocating equipment and hosting events aimed to attract entrepreneurs, sportsmen, lovers of sports megaevents and visitors in search of other tourist segments. Thus, the article seeks to approach the image of Fortaleza publicized in the tourist market, evidencing the performance of the producers agents of the urban space and the conflicts on the north litoral of the capital. Approaches about urban planning and the conformation of the city's image are important for the understanding of the development of tourism, of the gradual insertion into the territorial division of labor, and of the attraction of public and private investment. It's noteworthy that the valorization of the coastal zone, the promotion of events and the modernization of infrastructure are strategies in the search for the consolidation of the capital of Ceará as the main node on the urban network of coastal cities of the state, and one of the main tourist destinations in the country, permeated by segregation, resistance and conflicts.</p><p class="Normal2"><strong>Keywords: </strong>Tourism, Tourist image, Sociospatial conflicts, Segregation.</p>

O espaço urbano caracteriza-se, dentre outras coisas, pela profusão dos diferentes grupos que abriga. Tal diversidade é perceptível através dos conflitos existentes nos fluxos, na ocupação dos espaços e em hábitos culturais, manifestos em ações populares ou em intervenções urbanas permanentes. Com a exigência do isolamento e do distanciamento social motivados pela pandemia da covid-19, as interações entre as pessoas e a cultura das cidades foram profundamente modificadas. O fluxo de pessoas nas ruas, da mesma maneira, também foi alterado, de modo que até mesmo a percepção da arte urbana já não se dá pelos mesmos mecanismos. Nesse sentido, a fotografia tem sido um veículo de propagação da arte e da cultura urbana, revelando os conflitos presentes nas manifestações artísticas desenvolvidas no espaço urbano, principalmente através de redes sociais, como o Instagram. Este artigo analisa a fotografia como veículo de comunicação e ressignificação das cidades através das representações de intervenções artísticas urbanas.

Current realities do not allow enterprises to exist in a comfort zone without internal obstacles; otherwise, an institution simply will not survive. This article is based on both the positive meaning of conflict and on an analysis of the negative aspects of conflict, specifically regarding modern technologies which allow resolving conflict contradictions in some cases or to avoid it completely in others, for example, when there are rudiments of their maturation. Purpose of the article: to analyze modern technologies for resolving conflicts in an organization. Subject of the article: Modern technologies for conflict resolution. There are quite a few types of intra-organizational conflicts, but we will focus on the contradictions that arise in teams. The article analyzes the technologies of conflict resolution in two projections: in resolving a conflict that has already arisen and in its prevention. Research methods: The following research methods were used: ⎯ theoretical analysis of scientific sources; ⎯ analysis of foreign conflict resolution techniques. Modern conflict resolution technologies are focused on the constructive participation of all parties to the conflict. At the same time, the managers’ actions play a certain role, as they are endowed with exclusive functions for managing conflicts within their department and they are personally responsible for the situation in the team. Of course, it is necessary to apply preventive methods to prevent contradictions. If nevertheless the conflict emerged for various reasons: either the contradiction was implicit, or this issue was not given due attention, it is necessary to be guided by slightly different methods. In any case, the resolution of intra-organizational conflicts in a team should be focused on the psychological aspect of employees. It is necessary to work with each employee, paying attention to his or her needs and interests. Conclusion. This article examined the main modern methods for preventing and resolving conflicts, used in many organizations. The theoretical aspects of intra-organizational conflicts, including the cause of the conflict, its’ structure and typology were considered. Land use conflicts can present major obstacles to sustainable land management. An accurate understanding of their actor constellations and conflict lines is therefore crucial in developing tools for successful landscape governance. In this context, actors from cities and actors from rural areas are often seen as typical opponents. Hence, the objective of this paper is to analyze the extent to which empirical conflict lines indeed run between urban and rural actors. We applied qualitative text analysis to examine 124 land use conflicts in the urban–rural fringe of Schwerin, Germany, which were identified through semistructured interviews with key land use actors in the region. Results showed that actors from the city and the rural fringe were on opposing sides in almost half of the conflicts. However, they were also frequently in conflict among themselves, and many actor constellations involved actors from other regions or administrative levels. In conclusion, the narrative of the urban–rural dichotomy appears in the empirical data but does not appropriately convey the complexity of the actual conflict lines. The findings of this paper therefore emphasize that it is important to empirically identify the actor constellations in land use conflicts rather than rely on preconceived ideas about typical conflict lines.

This article examines the role of social conflicts in the context of migration and discusses the relation between such conflicts and institutional change. We understand conflicts as tensions that evoke contradiction between different social groups or institutional actors. Varied urban contexts together with dynamic immigration of heterogeneous population groups can induce negotiation processes that affect institutional settings and actors. Conflicts have therefore been an integral part of urban coexistence, and cities have always been places where these conflicts play out. We assume that conflicts are social phenomena, which have multiple causes and effects. Public assumptions about conflicts in connection with migration often have a negative or destructive impetus, while conflict theory ascribes to conflicts potential positive effects on societal change. Conflicts can represent forms of socialization and the possibility of adapting or changing social conditions. This article discusses the extent to which migration-related conflicts induce institutional change. Using qualitative empirical results from the BMBF-funded research project MigraChance, we present a case study that reconstructs the emergence and course of a conflict surrounding the construction of a Syriac-Orthodox church in Bebra (Hesse) in the 1990s. Analyzing this conflict both in depth and in relation to its local context, we show that migration is only one part of what we refer to as migration-related conflicts, and we shed light on the complexity of factors that can result in institutional change. Change can also occur indirectly, in small steps, and with ambivalent normative implications.

Urban regeneration, as an important way to enhance urban sustainable development capacity, is advancing at a high speed in China. However, urban regeneration involves various stakeholders, and there are frequent conflicts between these stakeholders due to the vast differences in their interests. When conflicts among stakeholders are not effectively controlled, they can have serious negative social and economic impacts, such as increased pressure on the government to maintain stability, increased costs to developers and reduced willingness of property owners to participate. These are all critical factor affecting the sustainability of urban regeneration. Therefore, this paper explored the mechanism underlying stakeholder conflict conduction in urban regeneration. Next, a literature review and case study were conducted to identify key conflict factors. Then, the factors of stakeholder conflict were assessed using questionnaire survey. Finally, the structural equation model (SEM) was used to analyze the pathways of stakeholder conflict conduction in urban regeneration; and 35 conflict conduction paths were found. Based on Pareto’s Law, 7 of the 35 stakeholder conflict paths were identified as critical paths with coefficients between 0.245–0.364. Empirical results revealed that different types of conflict factors have different impacts on stakeholder conflict conduction, among which interest distribution and stakeholder coordination were the critical factors to be considered. The findings provide alternatives Social-Based Solutions (SBS) for resolving stakeholder conflicts and provide practical guidance for integrating stakeholders, which is important to ensuring the sustainability of urban regeneration.

As cidades brasileiras, em escala variável, têm apresentado problemas resultantes do uso indevido do espaço urbano, principalmente, em relação aos recursos naturais. Neste caso, o estudo da dinâmica de uso das terras é importante na compreensão dos processos ocorridos no ambiente urbano. O objetivo deste trabalho foi analisar a dinâmica espacial e temporal de ocupação das terras em áreas urbanas de Santa Maria - RS, determinando seus conflitos de uso através do Sistema de Avaliação do Potencial de Uso Urbano das Terras (SAPUT), considerando informações do período de 1975 a 2002. O uso urbano das terras cresceu de 9%, em 1975, para 33%, em 2002. Os conflitos de uso das terras aumentaram de 19%, em 1975, para 37%, em 1995, reduzindo para 33% em 2002. Os principais problemas de uso indevido das terras se relacionam à fragilidade do material geológico e do recurso solo para uso em construções e agricultura urbana.

Comment, alors, analyser adéquatement les conflits urbains auxquels prennent part des acteurs et des actrices qui ne participent pas d’un mouvement social et de ses organisations? Le texte présente une typologie qui recouvre potentiellement l’ensemble des conflits urbains, quels que soient les acteurs et actrices qui y participent. A partir del relato de un episodio concreto de mi trabajo de campo etnográfico, desarrollado en Copenhague en 2009, trataremos de analizar el papel de la ciudad en los recientes movimientos sociales. Desde el final del movimiento antiglobalización a las revueltas urbanas de la segunda década del siglo XXI, la ciudad se ha convertido en un objeto central del debate político, social y epistemológico. Un objeto central de los discursos y las narrativas contemporáneas. Describiendo la revuelta y el conflicto urbano desde un punto de vista simbólico y material, pero también semántico, atenderemos a una semántica del conflicto urbano que nos revela una ciudad narrada compuesta de múltiples voces y líneas argumentales. El conflicto social, inherente a la vida urbana y a la cotidianidad del activismo y los movimientos sociales, se analiza aquí desde el punto de vista de los imaginarios, las historias y las narraciones. Contraponiendo los discursos de las élites a los discursos activistas, se observarán también los procesos de marketización y empresarialismo urbano así como la retórica de la ciudad marca y la ciudad creativa.

As the world becomes more urbanized and wars are fought in more condensed areas it is important to continue to evaluate the propriety of certain methods of warfare in these new and varied contexts. This article offers that when debates arise over the propriety of using certain weapons systems, an outright or systematic ban of that weapon system should rarely be the outcome. Rather, it is far more appropriate to provide armies with as many tools as possible to bring an armed conflict to a quick and decisive end and to hold those commanders and warfighters accountable to using those tools in accordance with international law, treaties, and norms. To do otherwise would unnecessarily handcuff and endanger those that are doing the fighting. This article presents this argument through the lens of the United States’ policy toward using white phosphorus munitions in urban contexts. The United States, among other militaries, has continued to employ white phosphorus munitions in the face of increased international scrutiny. This article evaluates that policy and concludes that it is both legal and appropriate provided that targeting decisions are made in accordance with traditional law of armed conflict principles and with an eye toward humanitarian imperatives. This conclusion is supported by a survey of relevant international treaties, various states’ practice, and is illustrated by hypothetical anecdotes provided by the author. Dans un monde de plus en plus urbanisé, où des guerres se déroulent dans des régions plus densément peuplées, il est important de continuer à évaluer l’opportunité de certaines méthodes de guerre dans ces contextes nouveaux et variés. Cet article avance que, lorsque l’opportunité d’utiliser certains systèmes d’arme fait débat, cela ne devrait que rarement résulter dans une interdiction totale ou systématique du système d’arme en question. Au contraire, il est bien plus opportun de munir les armées d’autant d’instruments que possible pour mettre un terme aux conflits armés de manière rapide et décisive, et de tenir les commandants et les combattants responsables de l’utilisation de ces instruments, conformément au droit international, aux traités et aux normes. Agir autrement représenterait une entrave et une mise en danger inutiles des combattants sur le terrain. Cet article présente cette argumentation au travers de la politique des États-Unis en matière d’utilisation de munitions au phosphore blanc en milieu urbain. L’armée des États-Unis, parmi d’autres, a continué à utiliser des munitions au phosphore blanc malgré une surveillance internationale accrue. L’article évalue cette politique et conclut qu’elle est à la fois légale et appropriée, à condition que les décisions en matière de ciblage soient prises conformément aux principes consacrés du droit des conflits armés et en gardant à l’esprit les impératifs humanitaires. Cette conclusion est étayée par une étude des traités internationaux pertinents et des pratiques de différents États, et est illustrée par des anecdotes hypothétiques fournies par l’auteur. Integendeel, het is veel beter om legers van zoveel mogelijk middelen te voorzien om een gewapend conflict snel en beslissend te beëindigen en om commandanten en oorlogvoerende partijen verantwoordelijk te houden voor het gebruik van deze middelen overeenkomstig het internationaal recht en de internationale verdragen en normen. Anders zou dat degenen die de strijd voeren, onnodig beknotten en in gevaar brengen. Dit artikel bekijkt dit argument door de lens van het beleid van de Verenigde Staten betreffende het gebruik van witte fosformunitie in stedelijke omgevingen. De Verenigde Staten zijn, net zoals andere legers, doorgegaan met het gebruik van witte fosformunitie ondanks toegenomen internationaal toezicht. In dit artikel wordt dat beleid geëvalueerd en wordt geconcludeerd dat het zowel wettig als gepast is op voorwaarde dat de beslissingen over de doelbestrijding worden genomen in overeenstemming met de traditionele beginselen van het recht van de gewapende conflicten en met het oog op humanitaire vereisten. Deze conclusie wordt ondersteund door een overzicht van de relevante internationale verdragen en de praktijk van diverse staten, en wordt geïllustreerd aan de hand van hypothetische anekdotes van de auteur. Hacer lo contrario limitaría innecesariamente y pondría en peligro a quienes están combatiendo. Este artículo presenta este argumento a través de la lente de la política de los Estados Unidos hacia el uso de municiones de fósforo blanco en contextos urbanos. Estados Unidos, entre otros ejércitos, ha seguido empleando municiones de fósforo blanco ante el creciente escrutinio internacional. Este artículo evalúa esa política y concluye que es legal y apropiada siempre que las decisiones de selección de objetivos se tomen de acuerdo con los principios del Derecho tradicional de los conflictos armados y teniendo en cuenta los imperativos humanitarios. Esta conclusión está respaldada por un estudio de los tratados internacionales relevantes, la práctica de varios Estados y está ilustrada por anécdotas hipotéticas proporcionadas por el autor. Man mano che il mondo diventa più urbanizzato e le guerre si combattono in aree più concentrate, è importante continuare a valutare la correttezza di alcuni metodi di guerra in questi nuovi e cambiati contesti. Questo articolo afferma che quando sorgono dibattiti sull’opportunità di usare determinati armamenti, raramente il risultato dovrebbe essere un divieto totale o sistematico di quel sistema d’arma. Piuttosto, è molto più appropriato fornire agli eserciti quanti più strumenti possibili per porre fine in modo rapido e decisivo a un conflitto armato e ritenere quei comandanti e combattenti responsabili dell'uso di quegli strumenti in conformità con il diritto internazionale, i trattati e le norme. Fare altrimenti significherebbe immobilizzare inutilmente e mettere in pericolo coloro che stanno combattendo. Questo articolo presenta l’argomento attraverso l’ottica della politica degli Stati Uniti nei confronti dell'uso delle munizioni al fosforo bianco in contesti urbani. Gli Stati Uniti, tra gli altri eserciti, hanno continuato a impiegare munizioni al fosforo bianco a fronte di un maggior controllo internazionale. Questo articolo valuta tale politica e conclude che è sia legale che appropriata, a condizione che le decisioni a tal fine siano prese in conformità con i principi tradizionali del diritto dei conflitti armati e con attenzione agli imperativi umanitari. Questa conclusione è sostenuta da una revisione dei trattati internazionali pertinenti, dalla pratica di vari Stati, ed è corredata da ipotetici aneddoti forniti dall'autore. Da die Welt immer stärker urbanisiert wird und Kriege in immer stärker verdichteten Zonen geführt werden, ist es wichtig, die Geeignetheit bestimmter Methoden der Kriegsführung in diesen neuen und unterschiedlichen Kontexten weiterhin zu bewerten. Dieser Artikel behauptet, dass sich, wenn sich eine Debatte über die Geeignetheit der Verwendung bestimmter Waffensysteme anspinnt, daraus selten ein absolutes oder systematisches Verbot des betreffenden Waffensystems ergeben soll. Vielmehr ist es angebracht, Armeen mit möglichst vielen Mitteln auszustatten, damit ein bewaffneter Konflikt zu einem raschen und entscheidenden Ausgang gebracht wird, sowie Befehlshaber und Kombattanten hinsichtlich der Verwendung dieser Mittel in Übereinstimmung mit dem Völkerrecht, Verträgen und Normen zur Rechenschaft zu ziehen. Eine andere Vorgehensweise würde denjenigen, die kämpfen, unnötig Zügel anlegen und sie gefährden. Dieser Artikel betrachtet dieses Argument durch die Linse der Politik der Vereinigten Staaten in Bezug auf die Verwendung weißer Phosphormunition in einer städtischen Umgebung. Die Streitkräfte der Vereinigten Staaten haben, wie auch andere Streitkräfte, angesichts zunehmender internationaler Kritik, weiterhin weiße Phosphormunition verwendet. Der Artikel bewertet diese Politik und schlussfolgert, dass diese sowohl rechtmäßig als geeignet ist, vorausgesetzt, dass die Zielentscheidungen in Übereinstimmung mit den herkömmlichen Grundsätzen des Rechts der bewaffneten Konflikte und unter Berücksichtigung humanitärer Gebote getroffen werden. Diese Schlussfolgerung wird mit einem Überblick über relevante internationale Abkommen und die Praxis verschiedener Staaten untermauert und wird mit hypothetischen Anekdoten vom Autor illustriert.

In China, disordered development and utilization of land space usually lead to serious conflicts between urban, agricultural, and ecological spaces. The identification of these conflicts is an important basis for scientific zoning of the three types of spaces and has important theoretical and practical significance for the sustainable use of land space. In this study, a conflict identification method based on the space conversion matrix is proposed to provide a reference for scientific zoning of urban, agricultural, and ecological spaces. The method constructs several land space change indices, including overall conflict degree, type stability degree, and type conflict degree, to evaluate and identify the overall conflict degree, main functions, and main conflict types of evaluation units, respectively. This study used Hubei Province in China as an example to verify the method. Results showed that the main types of land space conflicts in Hubei Province in 2010–2016 were the occupations of agricultural space by urban space and ecological space by agricultural space. Moreover, high conflict areas were mainly concentrated in the central and eastern plains, especially the urban areas of prefectural-level cities. By comparing data between 2010–2013 and 2013–2016, the two major conflict types showed weakening and fragmenting trends. The land space conflict identification method proposed in this study demonstrates several advantages over previous methods. These advantages include the ability to evaluate conflict degree and identify conflict types simultaneously, the low requirement of data condition, and simple and intuitive representation of identification results.

A expansão urbana desordenada pode afetar a qualidade e quantidade dos recursos hídricos de uma região devido ao uso do solo desenfreado que provaca a redução da cobertura vegetal das áreas de preservação permanente (APP). Assim, o objetivo desse trabalho foi avaliar a expansão urbana entre 1974 e 2016 no Município de Rio Verde, Goiás, Brasil, bem como o conflito de uso das APP em 2017. Para a avaliação do uso em conflito em APP utilizou-se imagem de satélite Lansat de 2017 e para a análise da expansão urbana utlizou-se imagem Lansat dos anos de 1974, 1984, 1994, 2010, 2016 e 2017, processadas no software ARCMap. A área urbana atual do Município de Rio Verde é de 5.300 ha. O município possui taxa de crescimento urbano de 7,3% ao ano (77 ha ano-1) e populacional de 1,77% ao ano (3.841 habitantes ano-1). Dos 280 ha de APP que a área urbana possui, somente 45% encontra-se com vegetação nativa, sendo que 55% possui uso em conflito através da urbanização ou substituição por gramíneas. Dos 14 mananciais que compreendem a área urbana, o Córrego Barrinha é o que possui menor percentual de APP com vegetação nativa (12%), seguido do Córrego São Tomas (14%) e do Córrego Cruzeiro (31%), sendo essa a sequência prioritária para a tomada de decisão por parte do poder público. Pode-se concluir que a expansão urbana provocou a redução das APP urbanas, e que a técnica de geoprocessamento de imagens de satélite consolida-se como uma importante ferramenta para tomada de decisão e para o planejamento urbano no município.

Las pandillas proliferan en todo el mundo. Su forma de habitar la localidad, a través del ejercicio de una cruda transgresión violenta, las ha puesto en el centro de la preocupación sobre la seguridad en la ciudad. La pandilla acude a la criminalidad y administra la violencia, no cabe duda. No obstante, la mirada y la tramitación del conflicto urbano no pueden desconocer a los otros actores partícipes de las guerras de pavimento: los vecinos organizados en defensas urbanas, las operaciones de limpieza, los actores armados, la delincuencia y hasta la policía. Esta otra cara, donde queda comprometido el fundamento mismo de la institucionalidad, suele ser olvidada. Mediante la mirada a tres ciudades colombianas, el artículo aborda entonces el papel y las formas de operación de dos de estos otros actores de la conflictividad urbana: los vecinos y las operaciones de limpieza.

La arquitectura es el candidato interesante de los pioneros de la lingüística más allá de lo verbal. El cruce de la función, concepto central de la modernidad, y de la capacidad comunicativa del edificio, objetivo estigmatizado por esa misma modernidad, es el que hace interesante la apuesta. Sin embargo, donde el enfoque semiológico va a encontrar mayor desarrollo es en el ámbito urbano, no por razones de escala física, sino porque todo lenguaje, el del planeamiento urbano (de la modernidad) en primer lugar, es susceptible de ser entendido como instrumento de poder. De esta manera, el conflicto función/comunicación saltaría al plano de la sociología urbana y sus reivindicaciones. In this paper, I ask how migrant insertion into the local economy, in particular in the informal economy, has led to contestation over public space in Santa Cruz. Related to this issue, the paper asks what sorts of collective actions are used to defend rights to the use of urban public space, and what are the key points of contention. In my analysis, I look at theoretical connections between the informal economy and urban space, recent changes in the Santa Cruz local economy ‒including accelerated migration and the burgeoning informal economy‒ and conflicts over uses of public urban space.En este trabajo indago cómo la inserción migratoria en la economía local, particularmente en la economía informal, ha llevado a un debate sobre los usos del espacio público en Santa Cruz. En relación con esta problemática, mi trabajo explora qué tipo de acciones colectivas se utilizan para defender los derechos del uso del espacio público urbano, y cuáles son los puntos claves de conflicto. En mi análisis, exploro las conexiones teóricas entre la economía informal y el espacio urbano, los cambios recientes en la economía local de Santa Cruz ‒incluyendo la migración acelerada y la emergente economía informal‒ y los conflictos sobre usos del espacio urbano público.

The debate on overtourism still lacks conceptual precision in its delineation of the constituent elements and processes. In particular, conflict theory is rarely adopted, even though the social conflict is inscribed into the nature of this phenomenon. This article aims to frame the discussion about (over)tourism within the perspective of social conflict theory by adopting the conflict deconstructing methods in order to diagnose the constructs and intensity of disputes associated with overtourism. In pursuit of this aim, the study addresses the following two research questions: (1) To what extent has the heuristic power of the conflict theory been used in overtourism discourse? and (2) How can overtourism be measured by the nature of the social conflicts referring to urban tourism development? The systematic literature review was conducted to analyze research developments on social conflicts within the overtourism discourse. In the empirical section (the case studies of the Polish cities, Krakow and Poznan), we deconstruct the social conflicts into five functional causes (i.e., values, relationship, data, structural, and interests) to diagnose the nature of the conflicts with respect to urban tourism development. This study shows that value conflicts impact most intensively on the nature and dynamics of the conflicts related to overtourism.

The present research featured the concept of conflict. The authors defined and classified urban conflicts, as well as the strategies chosen by their main actors, i.e. state and municipal authorities, business structures, and urban communities. The article introduces three cases of urban conflicts that happened in the Yaroslavl region in 2020–2021 and were triggered by such events as the transport reform, the "We Decide Together!" public vote, and the new master plan for the historical town of Pereslavl-Zalessky. The analysis focused on the main actors, i.e. their interaction, interests, strategies, patterns of action, key methods, and tools. The authors particularly stressed the importance of protests and digital tools. The analysis revealed two main strategies of urban conflicts: administrative-legal and informational-organizational. The dialogue between the conflict parties proved to be the most effective strategy. The article also contains some recommendations, e.g. collective appeals, information campaigns, etc.

O transporte urbano de mercadorias é responsável por atender a cadeia de consumo das cidades, sendo essencial no desenvolvimento destas, apesar dos conflitos e problemas advindos da atividade. Nesse contexto, este trabalho apresenta uma análise da implantação de Espaços Logísticos Urbanos como centros de distribuição intermediários no transporte de mercadorias em áreas urbanas, utilizando veículos de cargas e triciclos elétricos para reduzir os impactos negativos da distribuição urbana de mercadorias. Para tanto, uma rede de transporte para a região central da cidade de Belo Horizonte foi desenvolvida e, utilizando-se das ferramentas de localização e roteamento do TransCAD®, obteve-se a localização do Espaço Logístico Urbano e as rotas de entrega entre o centro de distribuição, este espaço e o cliente final. Os resultados da análise indicam que os custos de operação, a quilometragem percorrida, número de veículos e emissão de poluentes são reduzidos com a implantação de um Espaço Logístico Urbano, com benefícios para a mobilidade urbana.

Os benefícios da arborização urbana estão condicionados à qualidade de seu planejamento e manejo, visto que o negligenciamento destes resultam em conflitos com os equipamentos urbano, infraestrutura e pedestres. Tendo em vista o exposto, o presente estudo teve como objetivo realizar análise quali-quantitativa de compatibilidade das essências com meio onde estão inseridas, através do censo das espécies arbóreas. Analisou-se 458 indivíduos distribuídos em 36 espécies vegetais, 34 gêneros e 21 famílias botânicas, dentre estas, Poincianella pluviosa var. peltophoroides, Schinus molle e Ligustrum lucidum foram as espécies mais abundantes, representando juntas 75,8% da arborização urbana. A partir dos resultados obtidos, P. pluviosa e S. molle foram as espécies que notoriamente apresentaram maiores índices de conflitos entre planta/infraestrutura ao se avaliar, por exemplo, situação da raiz, rede elétrica, interferência no trânsito de pedestres, canteiro ao redor do espécime arbóreo e altura da primeira bifurcação, constatando a necessidade de manejo adequado da arborização, visando tornar o indivíduo arbóreo compatível com o meio, causando o mínimo conflito possível com equipamentos urbanos, passagem de veículos e pedestres.

The article examines the peculiarities of the occurrence of spatial conflicts, divides conflicts by type, analyzes the main causes of the occurrence and resolution of spatial conflicts in cities using the example of the Ivano-Frankivsk OTG. It has been proven that regardless of the forms of ownership or different forms of management, the concept of urban planning and territorial planning should be taken as a basis and they should play a significant role in preventing the occurrence of spatial conflicts. Analysis of the emergence of spatial conflicts indicates that they have a significant impact on the activities of local authorities, and urban planning and territorial planning are an effective tool and means of their resolution. It was determined that the development of urban planning documentation, with the involvement of wide circles of the public, placing it in public access, as a source of forming initial data for design, establishing a transparent process of issuing or obtaining permits for the entire cycle of creating objects - is an effective means of prevention and an effective way resolution of spatial conflict situations. It is substantiated that the concepts of urban planning and territorial planning will significantly reduce or avoid conflict situations in the urban space of life and activities of people and communities. It has been proven that when solving spatial conflicts, classification should be carried out and distribution by types of conflicts in space should be provided; take into account which are most important for the city or community; take into account the cause-and-effect analysis of the occurrence and development of spatial conflicts with the determined root cause of the appearance of the conflict and probable means of their settlement in space.

The delimitation of three land management red lines (LMRLs), which refers to urban growth boundaries (UGBs), ecological protection redlines (EPRs), and basic farmland protection zones (BFPZs), has been regarded as a control method for promoting sustainable urban development in China. However, in many Chinese cities, conflicts extensively exist among the three LMRLs in terms of spatial partitioning. This study clarifies the connotation of conflicts among the three LMRLs. Moreover, a red line conflict index (RLCI) is established to characterize the intensity of conflicts among the three LMRLs. The Wuhan Urban Development Area (WUDA) is used for a case study, in which the spatial patterns of the three types of conflicts among the three LMRLs (i.e., conflicts between EPRs and BFPZs, EPRs and UGBs, and UGBs and BFPZs) are analyzed through numerous spatial statistical analysis methods (including spatial autocorrelation, urban-rural gradient, and landscape pattern analyses). In addition, the driving forces of these conflicts are identified from the perspectives of natural physics, socioeconomic development, neighborhood, policy and planning using three binary logistic regression models. Results show that the conflicts between EPRs and BFPZs, EPRs and UGBs, and UGBs and BFPZs are mainly distributed on the edge of the WUDA, inside Wuhan’s third circulation line, and at the urban–rural transition zone, respectively. The patch of conflict between BFPZs and UGBs has the lowest aggregation degree, the highest fragmentation degree, and the most complex shape. Logistic regression results show that the combination and relative importance of driving factors vary in the three types of conflicts among the three LMRLs. In the conflict between EPRs and BFPZs, the distance to city centers is the most important influencing factor, followed by the proportion of ecological land and elevation. In the conflict between UGBs and EPRs, the proportion of construction land, the distance to city centers, and whether the land unit is within the scope of a restricted development zone are the three most important factors. The proportion of construction land, the distances to the Yangtze and Han Rivers, and the proportion of cultivated land significantly influence the conflict between UGBs and BFPZs. This study aids in our understanding of the causes and mechanisms of conflicts among the three LMRLs, and provides important information for the “integration of multi-planning” and land management in Wuhan and similar cities.
