La realizzazione di "grandi" infrastrutture di trasporto si sviluppa spesso all'interno di contesti decisionali caratterizzati da elevati livelli di conflittualità, che le descrizioni più diffuse tendono a ricondurre al ben noto schema NIMBY (Not In My Backyard). Scopo del contributo è quello di ricostruire il network politico territoriale degli attori e degli interessi coinvolti in processi decisionali relativi a quattro grandi infrastrutture di trasporto (autostrada Brebemi-TEM di Milano, Pedemontana lombarda, nuova linea ferroviaria Torino-Lione, nuova trasversale ferroviaria alpina), evidenziando scale (territorialiistituzionali) e forme di legittimazione delle scelte. L'analisi delle esperienze praticate vuole fare emergere diverse forme e visioni dell'"interesse generale".

Para isso, foi necessária a transcrição (decupagem) dos principais documentários da referida série para que as análises dos contextos abordados por Cowell permitissem reafirmar as estratégias e disputas envolvendo inúmeros destruidores e vítimas desse árduo processo histórico como indicado por Milanez (2013), Rios (2008) e Cowell (1990 e 2008). Trata-se, portanto, de uma leitura geográfica dos conflitos territoriais e ambientais materializados na Amazônia, envolvendo indígenas, posseiros, sem terra, seringueiros, entre outros povos e comunidades tradicionais imersos em conflitos e disputas; seja sob a égide da Ditadura ou Democracia os conflitos seguem vigentes.Palavras-chave: Amazônia; Conflitos Territoriais; Documentários; Década da Destruição.ABSTRACTIn this essay the Amazon revealed in the films of Adrian Cowell is analyzed from some elements of the series “The Decade of Destruction”, which refer to the geographic structure on recent territorial transformations in the Amazon. Thus, it was necessary to write down the main documentaries of this series, to facilitate the analyzes of the contexts covered by Cowell allowed and reaffirm the strategies and disputes involving countless destroyers and victims of this arduous historical process as indicated by Milanez (2013), Rios ( 2008) and Cowell (1990 and 2008). It is, therefore, a geographic interpretation of the territorial and environmental conflicts materialized in the Amazon, involving indigenous people, squatters, landless, rubber tappers, among other peoples and traditional communities, immersed in conflicts and disputes, whether under the aegis of the Dictatorship or Democracy conflicts are still ongoing.Keywords: Amazon; Territorial Conflicts; Documentaries; Decade of Destruction.RÉSUMÉDans cet article on analyse l´Amazonie qui apparaît dans l´œuvre cinématographique d´ Adrian Cowell. Cela est fait à partir de quelques élements de la série – La décenie de la destruction – qui renvoient au cadre géographique des transformations territoriales les plus recentes dans l´Amazonie. Il a fallu faire auparavant le decoupage des principaux documentaires de la série pour que les analyses des contextes qui apparaissent en Cowell permettaient de réafirmer les stratégies et les litiges entre les inombrables destructeurs et les victimes de ce procès historique difficil indiqué par Milanez (2013), Rios (2008) e Cowell (1990 e 2008). Lo schema analitico delle fratture elaborato da Stein Rokkan e Seymour M. Lipset può essere utilmente applicato alla "questione meridionale", in quanto riguarda la doppia dimensione del processo politico, caratterizzato da conflitti culturale-territoriali ed economicofunzionali Passando da queste opzioni metodologiche, per quanto riguarda il "Mezzogiorno", è importante notare che le premesse costitutive prevedevano il superamento della frattura all'interno dei processi di democratizzazione dell'ordinamento giuridico guidati dai partiti politici e basati, in larga misura, sulla regionalizzazione; il ritardo nell'attuazione delle Regioni, tuttavia, ha portato immediatamente al carattere centralizzato e tecnocratico delle grandi riforme volte a incidere sulla condizione meridionale: la riforma agraria e l'intervento straordinario attraverso la "Cassa per il Mezzogiorno". E, una volta costituite, le Regioni non sono più quelle auspicate dall'assemblea costituente: da enti legislativi e pianificatori, diventano minuscoli organi amministrativi affollati di dipendenti, in sistemi ipertrofici. Diventano quindi il veicolo di infiltrazione dei partiti politici - lontani dall'idea costituzionale - che pervadono le agenzie che avrebbero dovuto occuparsi della frattura Nord-Sud. Le politiche - dopo un primo successo - si degradano e falliscono. Ma l'asimmetria territoriale rimane la questione principale. Senza risolverla, l'Italia sarà sempre meno adeguata ad affrontare la concorrenza nella dimensione europea e internazionale: al "ritardo" del "Mezzogiorno" si aggiunge ora quello dell'intero Paese. Per questo motivo, i nuovi impulsi per una "separazione del Nord", nell'illusione di creare piccole patrie economiche su scala regionale, sono particolarmente rischiosi.

Theoretical research on evolutionary aspects of territoriality has a long history. Existing studies, however, differ widely in modelling approach and research question. A generalized view on the evolution of territoriality is accordingly still missing. In this review, we show that territorial conflicts can be classified into qualitatively distinct types according to what mode of access to a territory which competitor attempts to gain. We argue that many of the inconsistencies between existing studies can be traced back to the fact that, while using the same terminology, different instances of these types of conflicts have been investigated. We discuss the connections of each type of conflict to existing research within the wider area of animal conflicts. We conclude that a clear conceptual separation of different types of territorial conflicts is helpful but that a more general theory of territoriality has to account for interdependencies between them and that a more mechanistic approach to modelling territoriality is needed.

Em São Luís (MA), projetos de desenvolvimento implicam ampliação do Complexo Portuário e conflitos com comunidades tradicionais que demandam a legalização da Reserva Extrativista de Tauá-Mirim. Confrontam-se lógicas diferenciadas de ocupação territorial e de concepções da natureza, em um conflito ambiental que toma novos contornos com projetos de ampliação de equipamentos de infraestrutura e industriais, além de modificações na legislação urbanística do município. Assim, o objetivo aqui é analisar como concepções de desenvolvimento que orientam os vários agentes provocam consequências sociais e ambientais e se desdobram em situações conflitivas. Parte-se de trabalho de pesquisa efetivado por dez anos, através de levantamento bibliográfico, realização de entrevistas, conversas informais, acompanhamento de reuniões, assembleias, audiências públicas e manifestações públicas. A lógica de ocupação e uso do espaço que tem orientado planejadores e agentes de desenvolvimento estatais e privados em São Luís desqualifica modos de vida de comunidades rurais cujas principais lideranças, na busca de manter seu território, acionam repertórios de luta e constroem mecanismos de enfrentamento.Palavras-chave: Conflitos ambientais. Face territorial occupation and conceptions of nature differents logics, in an environmental conflict with new contours with projects of expansion of infrastructure and industrial equipment and modifications in the urban legislation. Therefore, the goal here is to analyse how development concepts that guide the various agents cause social and environmental consequences unfold in situations of conflicts. This article part of research work realized for ten years, through bibliographical survey, interviews, informal conversations, follow-up assemblies, meetings, public audiences, and public manifestations. Resumo: No contexto de uma agrariedade ampliada, em que se busca superar os limites do direito e do estado fundados no capitalismo, com reflexões socioambientais includentes de comunidades tradicionais, propõe-se no presente artigo, a análise jurídica dos direitos territoriais quilombolas e da questão terra propriedade individual versus espaço comunal, tendo por referência a Comunidade Kalunga. A questão centra-se em manter territorialidades pelo preservar da propriedade comum em desfavor da propriedade privada com titulação individual, problema que aparece no debate em várias comunidades quilombolas. O texto traz uma reflexão crítica do direito como instrumento de dominação e está estruturado em três partes: síntese histórica da Comunidade Kalunga e da gênese do conflito interno para organizar as posses e estabelecimentos territoriais; legislação acerca dos direitos territoriais quilombolas; análise a partir de categorias teóricas bourdieusianas da reprodução social, da violência simbólica e do direito, e de recortes teóricos de autores brasileiros. A ordem jurídica brasileira, tanto da perspectiva constitucional como da legislação infraconstitucional mostram-se ineficientes para dar conta das questões territoriais quilombolas.Abstract: In the context of an expanded agrarian system, which seeks to overcome the limits of the right and the state based on capitalism, with social-environmental reflections that include traditional communities, it is proposed in this article, the legal analysis of territorial rights quilombolas and land ownership individual versus communal space, with reference to the Kalunga Community. The issue focuses on maintaining territoriality by preserving common property in detriment of private ownership with individual titling, a problem that appears in the debate in several quilombola communities. The text brings a critical reflection of law as an instrument of domination and is structured in three parts: historical synthesis of the Kalunga Community and the genesis of the internal conflict to organize the territorial possessions and establishments; quilombola territorial rights legislation; analysis based on theoretical and bourdieusian categories of social reproduction, symbolic violence and law, and theoretical cut-outs of Brazilian authors. The Brazilian legal order, both from the constitutional perspective and from the infraconstitutional legislation, are inefficient to deal with quilombola territorial issues.

Resumo O poder da mineração no Brasil, particularmente em Minas Gerais, interfere no planejamento territorial e nos direitos da população atingida, que habita as áreas de interesse das mineradoras. Este artigo propõe refletir sobre a correlação de forças que resultou no rompimento da barragem em Mariana (MG), em 2015, e os conflitos territoriais em torno da desterritorialização de Bento Rodrigues e Paracatu de Baixo. A metodologia inclui revisão bibliográfica e análise dos discursos pós-desastre de atores locais. Debater sobre o modelo exploratório da mineração subentende refletir sobre participação popular no planejamento territorial, sendo necessária uma leitura crítica sobre o refreamento da autonomia dos atingidos, buscando reconhecer o conflito como motor na construção de cidadania e justiça social e ambiental nas cidades.

Nel 1971, al termine della sanguinosissima guerra di separazione dal Pakistan, il Bangladesh appariva un paese senza speranza. L’elevatissima crescita demografica -una delle maggiori al mondo- le calamità naturali quali alluvioni e tifoni, la povertà grave e diffusa - con una percentuale di popolazione sotto la soglia di povertà intorno al 30% - la situazione politica interna, con instabilità sociale e latenti conflitti etnici, rendevano il pronostico più che verosimile. A distanza di 40 anni, il BGD è riuscito a smentire in gran parte tale previsione, conseguendo successi nello sviluppo economico, nella salute pubblica e nella trasformazione sociale. Il controllo del tasso di fertilità, la lotta a “big killer” quali la TBC e la diarrea infantile, il miglioramento delle condizioni igieniche e la realizzazione di presidi sanitari territoriali di prima assistenza (community-clinic), efficaci campagne sanitarie, il contrasto di malattie endemiche, sono stati ottenuti grazie all’impiego coordinato delle misure sanitarie dei programmi internazionali. Risultati, questi, conseguiti attraverso una politica sanitaria basata su una proficua collaborazione tra il Ministero della salute nazionale (Ministry of Health and Family Welfare), ONG, organismi sanitari internazionali, istituzioni e fondazioni internazionali. Il BGD ha così conseguito il traguardo della pressoché totale eliminazione delle malattie neglette endemiche nel paese (leishmaniosi viscerale, filariasi linfatica, dengue, lebbra, parassitosi intestinali – infezioni da elminti). L’articolo valuta i fattori che hanno caratterizzato il successo nel programma di eliminazione della filariasi linfatica. Dall’analisi di tali fattori è derivato un possibile modello di governance per la lotta alle malattie neglette in regioni endemiche comparabili sotto il profilo geo-politico. ---------- In 1971, at the end of the bloodstained separation war with Pakistan, Bangladesh appeared as a country without hope. The intense population growth – one of the highest in the world – natural disasters such as flooding and typhoons, acute and diffuse poverty – with a percentage of population below poverty line of 30% – the internal political scenario, with social instability and underlying ethnical conflicts – made this situation less likely to improve. 40 years later, Bangladesh succeeded in disproving such prevision, with a significant growth in economic development, public healthcare and social conditions. Birth control, countermeasures against “big killers” such as tuberculosis and diarrhea in babies, improvement of hygienic conditions and the implementation of local emergency units (community-clinic), effective sanitary campaigns and prevention of endemic diseases have been accomplished thanks to the coordinated use of sanitary measures in international programmes. Results obtained through a sanitary policy based on fruitful collaborations among the Ministry of Health and Family Welfare, NGOs, international health organizations, international institutions and foundations. This way Bangladesh achieved the result of an almost total elimination of neglected endemic disease in the country (visceral leishmaniasis, lymphatic filariasis, dengue, plague, intestinal parasitosys – helminth infections). The article analyses the factors contributing to the success of the Lymphatic Filariasis Elimination Programme. The study of such factors permitted to identify a governance model for fighting neglected diseases in endemic regions with similar geo-political environments.

Se consultaron bases de datos de revistas científicas a partir de la combinación de las palabras territorio, conflicto armado y paz, incluyendo material desde 2008. Se encontró que este tipo de estudios han abordado la dimensión simbólica del territorio para analizar aspectos como el desplazamiento forzado, las resistencias territoriales en contextos de conflicto armado que se constituyen como iniciativas de paz desde las comunidades afectadas por la violencia y el estudio de las transformaciones territoriales producidas por el conflicto armado. Se identificaron investigaciones que se ocupan del análisis de la gestión territorial con relación al conflicto armado y como herramienta importante para la construcción de paz. Se concluye puntualizando los desafíos que, actualmente, dejan abiertos los estudios en este campo.

Barbara Walter’s application of reputation theory to self-determination movements has advanced our understanding of why many separatist movements result in armed conflict. Walter has shown that governments of multi-ethnic societies often respond to territorial disputes with violence to deter similar future demands by other ethnic groups. When governments grant territorial accommodation to one ethnic group, they encourage other ethnic groups to seek similar concessions. However, a number of recent empirical studies casts doubt on the validity of Walter’s argument. We address recent challenges to the efficacy of reputation building in the context of territorial conflicts by delineating the precise scope conditions of reputation theory. First, we argue that only concessions granted after fighting should trigger additional conflict onsets. Second, the demonstration effects should particularly apply to groups with grievances against the state. We then test the observable implications of our conditional argument for political power-sharing concessions. Using a global sample of ethnic groups in 120 states between 1946 and 2013, we find support for our arguments. Our theoretical framework enables us to identify the conditions under which different types of governmental concessions are likely to trigger future conflicts, and thus has important implications for conflict resolution.

Como procedimentos metodológicos, o estudo encontra-se articulado por uma pesquisa bibliográfica e exploratória acerca da questão conceitual de conflitos, terra, território, poder e espaço agrário pelos estudos de Freitas (2013); Germani (2009); Simmel (1983); Castro (2009, 2013); Raffestin (1993); Serra (2009); Oliveira (1994; 2007; 2015) e Tomiasi (2012). Um debate teórico-conceitual que dialoga alguns fragmentos de pesquisa desses autores com o cenário contemporâneo no campo brasileiro, o qual por ser contraditório e complementar subsidia o contínuo processo de conflito territorial no campo.

La investigación analizó la relación entre los órdenes territoriales y la implementación del Acuerdo de Paz en la cuenca media del San Juan, enfocándose en la formulación de los PDET y la gestión de diversidad de territorialidades y nociones de paz territorial. Metodológicamente, se optó por un enfoque cualitativo de triangulación hermenéutica que permitió contrastar las voces de diferentes actores. Se identificó que la construcción e implementación de los PDET tiene por lo menos tres grandes retos en materia de ordenamiento territorial: la presencia de actividades mineras desde el periodo colonial, práctica que se ha transformado hasta la actualidad, donde predomina la minería mecanizada ambiental y socialmente insostenible; la sobreposición de distintas figuras de administración y ordenamiento territorial, y el carácter mayoritariamente étnico de la población que representa una territorialidad diferente tipificada como agrominera. La formulación del PDET se presenta como escenario de encuentro de territorialidades y de nociones de paz, en el que existen dificultades de articulación de diferentes visiones, así como problemas en el reconocimiento del contexto geohistórico minero en el cual se territorializa la política pública, lo cual ha dado paso a la imposición de lógicas y espacialidades estatales en los territorios afectados por el conflicto armado.

One of the most serious issues in culturally diverse societies, like in Manipur, is the demand for territorial autonomy by ethnic conglomerates, which see themselves as a distinct nation. The communities included in the conglomerates are purposively mobilised on ethnic similarities to sharpen the claim for securing separate territories. The study on ethnic conflicts in Manipur highlights that most of the communities within the conglomerate groups are not only culturally diverse but also territorially dispersed. Thus, this article highlights two points. First, the trend of ethnic nationalism that emerged in Manipur (and other parts of the northeast region) is different from the earlier instances of nationalism found elsewhere. Second, the politics of differentiation within the conglomerates is a source not only for producing new demands for separate territories but also for intensifying ethnic conflicts in Manipur. As disagreements between them cannot be easily resolved, smaller groups often challenge the dominance of larger groups and demand new territories. This shows that when negotiating the claims of multiple identities, each of which sees itself as a distinct nation, conceding territorial autonomy will not resolve inter-ethnic conflict in a state like Manipur unless the issues of internal differences are adequately addressed.

Os conflitos por terra no estado do Tocantins têm se agravado na última década, segundo dados da Comissão Pastoral da Terra. Mortes, despejos, ameaças, ações de jagunços contratados por grileiros são algumas das características da produção territorial do conflito agrário nesse estado. O discurso de “última fronteira agrícola” e a expansão do capital, principalmente estrangeiro para a produção de commodities, tem feito surgir um aumento pela busca por terra nessa parte do bioma Cerrado, onde uma classe política/agrária se utiliza de suas relações dominantes de poder para expropriar e dispor terras para o capital. Nessa conjuntura agrária que se encontra o estado do Tocantins, políticas públicas de Estado, como a formalização do território do MATOPIBA em 2015, reforça e potencializa os conflitos por terra, que cada vez mais se mostra violento e perverso.

Este artículo aborda el conflicto territorial entre el pueblo indígena Barí y la Asociación Campesina del Catatumbo (ascamcat), que se expresa en el traslape de la pretensión para ampliar los dos resguardos indígenas del pueblo Barí y la constitución de la Zona de Reserva Campesina del Catatumbo, en los municipios de Tibú, El Tarra, Teorama, Convención y El Carmen, en Norte de Santander. El análisis se enmarca en el posconflicto y en la implementación del Acuerdo de Paz y sus programas, especialmente los propuestos en la Reforma Rural Integral y en el punto sobre la Solución al problema de las drogas ilícitas. A su vez, este artículo presenta el conflicto territorial entre indígenas y algunas comunidades campesinas, el cual fue visibilizado en esta coyuntura del posconflicto, y que se ha expresado en el desarrollo de la Sentencia T-052 de 2017 de la Corte Constitucional. Es en este contexto donde emergen con más fuerza propuestas de ordenamiento y de diálogo interétnico para la elaboración de propuestas sobre el territorio, teniendo en cuenta este elemento como eje fundamental de las transformaciones desde las comunidades y la construcción de paz.
Abstract: This article develops an analysis of the territorial conflict between the indigenous Barí and the peasant organization ascamcat in Catatumbo, North of Santander. This conflict is expressed in the overlapping of the indigenous claim and the constitution of the Catatumbo Peasant Reserve Zone in Tibú, El Tarra, Teorama, Convención and El Carmen. The analysis frames in the post-conflict and the implementation of the Peace Agreement and its programs, especially those proposed in the Integral Rural Reform and on the Solution to the problem of illicit drug. This article presents the territorial conflict between indigenous and some peasant communities, which was evident a few years ago. And has been expressed in the development of Judgment T-052 of 2017 of the Constitutional Court. It is in this context that proposals for planning and inter-ethnic dialogue for building proposals for territory, taking into account this element as the fundamental axis of the transformations from the communities and peacebuilding.

The change in land use leads to territorial spatial conflict. Territorial spatial conflicts mainly show that the boundaries of agricultural space, urban space, and ecological space overlap each other and interfere with each other’s functions, which will have a negative impact on regional high-quality development. The Aksu River, the most principal source of the Tarim River, the largest instream river in China, is a key area for maintaining ecological security in Northwestern China. It is highly significant to identify the spatial conflict characteristics of land use in this region to promote the sustainable use of regional land resources, optimization of spatial patterns, and the balance between economic construction and ecological environmental protection in mountainous areas. This paper takes the Aksu River Basin as the research area. Using Arcgis 10.8 software, Yaahp software, and SPSSAU software, it builds a land use spatial conflict measurement model based on a quantitative analysis of land use changes from 1990 to 2020 and explores the spatial and temporal evolution characteristics of land use conflicts in the Aksu River Basin. The results show that: (1) From 1990 to 2020, the spatial conflict pattern of the study area was dominated by ecological spatial conflicts. The spatial conflict area shows dynamic changes, but the overall trend is decreasing. (2) The spatial conflict pattern of territorial space in the Aksu River Basin has basically formed, and the three types of spatial conflicts are closely related to the level of local economic development. (3) Ecological spatial conflicts are mainly distributed in high-altitude mountains, river valleys, and oasis-to-desert transition areas. Urban spatial conflicts are mainly distributed in the middle and lower reaches of the Aksu River plain oasis. Agricultural spatial conflicts are scattered but large in scale, with small differences in the proportion of conflict distribution among the counties.

The cognitive universe of this belief induces the Evangelical voter to make electoral decisions on the basis of religious premises. It teaches the voter to conceive, without much reflection, the spiritual battle and the electoral game as territorial disputes.Uma nova interpretação para a crescente participação de atores evangélicos nas disputas político-eleitorais do Brasil é que elementos pentecostais predispõem a fazer a leitura do mundo como sendo resultado da disputa desde sempre travada entre Deus e o Diabo. Importante aspecto desta teologia é a crença em demônios dotados de jurisdição territorial, referidos como espíritos territoriais. Abstract.A key challenge for comparative politics is to explain the varying degrees of political conflict triggered by the territorial redistribution of financial resources. Federal systems pose this question particularly acutely since they typically operate equalization programs that generate different levels and patterns of intergovernmental conflict. For instance, in Canada equalization has generated serious conflict between federal and provincial governments whereas in Australia it has only led to low-level grumblings on the part of some states which have taken shots at others. This article sheds light on the causes for conflict around the territorial redistribution of financial resources by explaining why equalization has produced more severe intergovernmental conflict in Canada than in Australia. It argues that institutional factors linked to the governance structures of equalization and the nature of federalism are at the heart of the cross-national difference. More specifically, the presence of an arms-length agency administrating equalization in Australia compared to executive discretion over the program in Canada and the weaker status and lesser power of states in comparison to Canadian provinces means that equalization policy is more subject to political challenges in Australia than in Canada.Résumé.Une question majeure pour la politique comparée contemporaine, et plus particulièrement le fédéralisme comparé, est celle des conflits politiques et intergouvernementaux générés par la distribution territoriale des ressources fiscales. Résumé L’approche territoriale paraît constituer une sorte d’instrument universel, susceptible de traiter à la fois la question sociale et celle du développement économique. Or, lorsqu’on tente de cerner les effets sociaux et économiques des comportements territoriaux des ménages et des entreprises en France, cette équation doit être discutée. D’une part, la relation entre égalité sociale et égalité territoriale n’est pas simple : la localisation des groupes sociaux dans l’espace peut fort bien aboutir à une égalisation des conditions moyennes à l’échelle d’une région en même temps qu’à une aggravation des inégalités de revenus à l’échelle communale. D’autre part, les politiques de développement local visant à conjuguer développement et cohésion paraissent d’autant plus efficaces qu’elles fonctionnent dans un contexte keynésien (fondé sur la demande), alors qu’elles sont moins performantes dans des contextes néoclassiques (fondés sur l’offre). Dès lors, l’appel au développement local et à l’accroissement de la compétition entre territoires pourrait bien aboutir à des formes de conflits d’échelles, dans lesquels les territoires infrarégionaux auraient intérêt à choisir un modèle de rente, au détriment de la production de richesse (par ailleurs nécessaire à l’alimentation de la rente). Paradoxalement, une logique de développement territorial poussée à son terme pourrait contribuer à appauvrir un pays comme la France.

A expansão do capitalismo no campo brasileiro produz contradições que são inerentes à sua existência: ao mesmo tempo que gera riqueza e a concentra para garantir a sua reprodução, expropria e submete sujeitos que se opõem a sua lógica de desenvolvimento, produzindo e acentuando as desigualdades entre as classes sociais. O texto pretende descrever e refletir sobre a violência no campo gerada pelo desenvolvimento do capitalismo, que lacera a paisagem e a relação dos sujeitos com seus territórios, violando direitos individuais e coletivos, ao mesmo tempo que promove inúmeros conflitos territoriais. O trabalho foi elaborado através da sistematização de diálogos e registros fotográficos nos locais visitados (Cariri cearense, semiárido do Piauí e Cerrado tocantinense em janeiro de 2020), acompanhada de uma leitura crítica dos processos percebidos durante as visitas. Como resultado, identificamos elementos compostos dialeticamente na paisagem e no território e os classificamos em dois grupos: a) as paisagens do conflito territorial (a paisagem percebida concretamente) e as paisagens da resistência territorial do campesinato (a paisagem que materializa as práticas de resistência dos sujeitos).

Minas foi cenário de conflitos territoriais ao longo do século XIX, pois, tratava-se de uma região estratégica, com saídas para São Paulo, Rio de Janeiro, onde a família real encontrava-se instalada e o Espírito Santo e seus afluentes das águas do Rio Doce. A partir desse contexto, o presente escrito apresentará alguns conflitos territoriais fronteiriços importantes para a formação dos limites do atual estado mineiro. Com isso, torna-se o objetivo geral analisar conflitos territoriais que influenciaram na formação do estado de Minas Gerais no século XIX, pautando-se em alguns objetivos específicos: identificar e descrever os conflitos territoriais em Minas Gerais; contextualizar a economia da época. Os conflitos serão descritos independentemente de sua importância política. AbstractJustice and peace are commonly seen as mutually reinforcing, and key international peacebuilding documents stress the importance of human rights. Is this apparent normative shift reflected in post-Cold War peace agreements? The existing literature is divided on this issue but has crucially treated both conflicts and peace agreements as aggregate categories. This article argues that the conflict type and the agreement's ‘core deal’ impact on the inclusion, or exclusion, of human rights provisions. Based on new coding of the 29 comprehensive agreements signed between 1990 and 2010, it compares agreements signed in territorial and non-territorial conflicts, and agreements with and without territorial autonomy. Qualitative Comparative Analysis is used to examine the different combinations of conditions that led to the inclusion of human rights. The analysis finds that agreements signed in territorial conflicts are significantly less likely to include effective human rights provisions, especially if the settlement includes territorial autonomy. Moreover, such provisions tend to be the result of high levels of international involvement, and the consequent lack of local commitment, or outright resistance, undermines their implementation. These findings point to important trade-offs between group rights and individual rights, and qualifies the notion of a liberal peace.

Este proceso está caracterizado por una presencia diferenciada del Estado y por las acciones de grupos con intereses, estrategias y fuerzas heterogéneas que configuran un escenario de asimetría de poderes, lo cual, ha llevado a la permanencia de conflictos territoriales, ambientales, sociales y económicas que son, al mismo tiempo, causa y efecto del conflicto armado. La firma del acuerdo de paz con las guerrillas representa una oportunidad para resolver las problemáticas del país y garantizar el cumplimiento de los objetivos del proceso de gestión territorial. El documento analiza los impactos en la resolución de los conflictos del país derivados de la terminación del conflicto armado. Se presentan algunas lecturas teóricas heterodoxas y algunas alternativas de acción para la construcción de paz del acuerdo.</p>

Este artigo analisa a situação de injustiça ambiental e conflito decorrentes da construção de uma via expressa sobre o território da Reserva Extrativista (Resex) Marinha do Pirajubaé, no município de Florianópolis, sul do Brasil. Para isso, foi realizada análise documental e entrevistas semiestruturadas com extrativistas da Resex e técnicos do ICMBio. Observou-se que os significados e interesses relacionados à apropriação e uso do território da Resex instituíram a situação de injustiça ambiental sobre os extrativistas e são o objeto do conflito entre eles e o poder público e setor empresarial envolvidos com a execução da obra, incluindo o licenciamento ambiental prévio e obrigatório. Na situação observada, os interesses econômicos prevaleceram sobre o controle ambiental e os interesses dos extrativistas que resistiram à execução da obra. Embora a existência de uma Resex não impeça situações de injustiça ambiental e conflitos territoriais, ela é relevante para seu enfrentamento pelos extrativistas.

El presente artículo intenta contribuir al debate sobre las dife- rentes formas de ordenación territorial, que a manera de ejer- cicios de poder están impactando los territorios étnicos en el suroccidente colombiano. En ese orden, se da una mirada crí- tica a diferentes factores que tienen efectos nefastos sobre los territorios y las territorialidades étnicas, entre ellos: el conflicto armado; el narcotráfico y la producción de cultivos de uso ilícito; las propuestas estatales de desarrollo minero, forestal y la puesta en marcha de modelos económicos y territoriales erigidos sobre la lógica de los agronegocios. Lo que se propone es que todos los aspectos anteriores deben ser asumidos como parte fundamental de un análisis sistémico encaminado a comprender el conflicto territorial en esta región; ello, porque históricamente en esta misma área, las minorías étnicas también vienen adelantando sus propios “ordenamientos del territorio”, amparadas, por su- puesto, en las facultades legales establecidas en la Constitución Política, en sus propios usos y costumbres, y en las demás legis- laciones especiales que los cobijan. En resumen, el texto plantea elementos de discusión que buscan generar un acercamiento crí- tico a lo que acontece en esta región de Colombia.
The following article intends to contribute to the discussion of the different forms of territorial organization which, evidenc- ing power, are impacting the ethnical territories of Colombian southwest. In this sense, a critical view is presented about the different factors with disastrous effects for the territories and ethnical territorialities. Some of these are the armed conflict, drug trafficking, the production of illicit crops, the State pro- posals for mining and forest development, and the setting up of territorial and economic models based on the logic of agri- businesses. The proposal consists in considering all the previ- ous factors as a fundamental part of a systemic analysis aimed at understanding the territorial conflict in this region because, historically speaking, in this same area, ethnical minorities have been carrying out their own “territorial organizations” and these decisions are supported, of course, by the legal faculties established in the Political Constitution, by their own uses and costumes and by the other special laws that uphold their rights. To sum up, the text sets out some discussion factors that intend to generate a critical approach on what is happening in this re- gion of Colombia.

Este trabalho propõe uma reflexão sobre as recentes ocupações urbanas organizadas da Região Metropolitana de Belo Horizonte. Ele procura explorar conflitos e contradições que envolvem a constituição e a dinâmica cotidiana desses espaços, tendo como contribuições teóricas principais alguns conceitos de Rancière e de Lefebvre. Defendemos que a própria constituição deles é poiesis política e que o seu cotidiano, marcado por contradições, heterogeneidades e conflitos, aponta para a impossibilidade da política como ordem instituída. Além disso, como espaços diferenciais escavados no espaço abstrato, essas ocupações se tornam espaços do que difere e do que não difere, bem como do conflito entre ambos. Elas se inscrevem no movimento de produção-reprodução que muda e repete o cotidiano da metrópole. Com isso, recolocam a questão da possibilidade do planejamento em relação ao que é efetivamente político.

Em Minas Gerais, o Quadrilátero Ferrífero abriga jazidas minerais e remanescentes naturais que garantem os serviços ecossistêmicos para a porção mais populosa do Estado: a Região Metropolitana de Belo Horizonte. Quando mal planejados, os diversos usos da terra podem causar a fragmentação de habitats e desencadear conflitos territoriais. O presente estudo visou analisar o padrão estrutural da paisagem na porção oeste do Quadrilátero Ferrífero como subsídio ao planejamento ambiental do território. Para atingir o objetivo, foram utilizadas técnicas de Sistema de Informação Geográfica (SIG) e de Ecologia de Paisagem que permitiram avaliar o cenário ambiental da região entre os anos de 1984 e 2013. Os resultados evidenciaram forte efeito das atividades antrópicas sobre os fragmentos de vegetação nativa; uma conflituosa representatividade espacial das áreas legalmente protegidas; e os principais fragmentos de habitat que podem contribuir para a manutenção da paisagem natural.Abstract:In Minas Gerais, the Quadrilátero Ferrífero host a mineral deposits and natural remnants that insure ecosystem services for the most populous portion of the State: the Belo Horizonte Metropolitan Region. When poorly planned, the diverse uses of land can cause the habitat’s fragmentation and territorial conflicts. The present study aimed to analyze the structural pattern of the landscape in the western portion of the Quadrilátero Ferrífero as a subsidy to the territory environmental planning. For reach the objective, Geographic Information System (GIS) and Landscape Ecology techniques were used to analyze the environmental scenario between 1984 and 2013. The results showed a strong effect of the anthropic activities on the remaining natural; a conflicted spatial representativeness of the legally protected areas; and the principal habitat patches that can contribute to the maintenance of the natural landscape.Keywords: fragmentation; territorial conflict; environmental planning.

The article examines the peculiarities of the occurrence of spatial conflicts, divides conflicts by type, analyzes the main causes of the occurrence and resolution of spatial conflicts in cities using the example of the Ivano-Frankivsk OTG. It has been proven that regardless of the forms of ownership or different forms of management, the concept of urban planning and territorial planning should be taken as a basis and they should play a significant role in preventing the occurrence of spatial conflicts. Analysis of the emergence of spatial conflicts indicates that they have a significant impact on the activities of local authorities, and urban planning and territorial planning are an effective tool and means of their resolution. It was determined that the development of urban planning documentation, with the involvement of wide circles of the public, placing it in public access, as a source of forming initial data for design, establishing a transparent process of issuing or obtaining permits for the entire cycle of creating objects - is an effective means of prevention and an effective way resolution of spatial conflict situations. It is substantiated that the concepts of urban planning and territorial planning will significantly reduce or avoid conflict situations in the urban space of life and activities of people and communities. It has been proven that when solving spatial conflicts, classification should be carried out and distribution by types of conflicts in space should be provided; take into account which are most important for the city or community; take into account the cause-and-effect analysis of the occurrence and development of spatial conflicts with the determined root cause of the appearance of the conflict and probable means of their settlement in space.

The article presents the materials of a round table held at the National Research Institute for the Communications Development (Moscow, Russia), the main topic of which was the experience of resolving territorial conflicts.A wide range of issues related to the theory and practice of crisis resolution practices is considered. The main political and legal approaches and diplomatic instruments to international mediation in the settlement of territorial conflicts are characterized. The results of the study of the historical experience of international mediation in the settlement of territorial conflicts are presented. A data-based methodology is proposed that allows evaluate information sources covering the conflict.The conflicts in Central Asia and the Caucasus that took place in different periods are considered. Territorial conflicts are numerous in the Central Asian region. They are mainly related to the absence of official state borders between the three countries: Kyrgyzstan, Tajikistan, Uzbekistan. The most complex, large-scale, and bloody is the conflict between Kyrgyzstan and Tajikistan in 2021, which was supported by the armed forces of the two countries. Negotiations, delimitation, and demarcation of borders are still the most significant alternative to existing conflicts.The tools for managing these events are highlighted. A set of recommendations is proposed that has scientific and practical significance in terms of anti-crisis response strategies in the post-Soviet space.

RESUMO:O avanço do agronegócio na região oeste do Pará tem produzido novos conflitos agrário-territoriais para o campesinato-agroextrativista, acirrando a problemática da terra e das disputas por territórios. O artigo analisa a situação fundiária e as dinâmicas socioterritoriais da Área Federal da Gleba da Bota, localizada no município de Belterra. A metodologia adotada assenta-se na abordagem qualitativa e cartográfica, trabalho de campo, entrevista e diálogos com instituições públicas e comunidades rurais afetadas pela monocultura da soja. Como resultado tem-se os conflitos entre os agentes hegemônicos e as comunidades rurais dos projetos de assentamentos, indicando a expropriação e grilagem de terras públicas pelo agronegócio e as resistências do campesinato-agroextrativista, com o fortalecimento das territorialidades camponesas e a defesa dos territórios culturais, de trabalho familiar e comunitário, exposto na síntese entre a geografia da estrada com a geografia dos rios.Palavras-chave: Amazônia; Território; Campesinato; Agronegócio; Espaço Agrário.ABSTRACT:The advance of agribusiness in the western Pará has produced new agrarian-territorial conflicts for the peasantry-agroextractivist, aggravating the problems of land and disputes over territories. The methodology adopted is based on the qualitative and cartographic approach, field work, interviews and dialogues with public institutions and rural communities affected by soy monoculture. As a result, there are conflicts between hegemonic agents and rural communities in settlement projects, indicating the expropriation and spoil of public lands by agribusiness and the resistance of the peasantry-agroextractivist, with the strengthening of peasant territorialities and the defense of cultural territories , of family and community patterns of work, exposed in the synthesis between the geography of the road and the geography of the rivers.Keywords: Amazon. Abstract In terms of Additional Protocol ii to the Geneva Conventions ‘territorial control’ is a requirement in order to determine whether, as contemplated by the provisions of the Protocol, a non-international armed conflict exists. Complex situations in which conflict is not confined to the territorial borders of the State where the non-international armed conflict originated increasingly present a challenge to those responsible for conflict classification under the conventional law of non-international armed conflict. In situations such as these, a non-international armed conflict is no longer restricted to the territory of a single State. Multiple non-international conflicts involving numerous actors can co-exist in a single territory at the same time or lead to fighting across borders. The complex conflict situations in the Central African Republic, Mali, South Sudan and the Democratic Republic of the Congo serve as examples. Attaining legal certainty is pivotal with respect to conflict classification because the category of conflict determines the applicable rules of the conventional law of armed conflict. Even though Additional Protocol ii remains the only comprehensive treaty dedicated to the regulation of non-international armed conflict, there is a paucity of literature which analyses its scope of application, and specifically the territorial control requirement. This article offers an in-depth examination of the territorial control requirement.

Así mismo, revela los sentidos, tensiones y relaciones de poder que desarrollan las comunidades Embera en Puerto Boyacá, mediante una perspectiva cualitativa donde presenta un conjunto de continuidades y rupturas que revelan cómo opera la territorialidad Embera en escenarios de violencia y marginalización. Finalmente, ofrece herramientas teórico-metodológicas para analizar el destierro y el desarraigo como parte de procesos de territorialización que contienen prácticas y discursos asociados a la producción social de territorios y narrativas.
Abstract: the article addresses how the banishment and uprooting derived from the armed conflict over two Embera communities settled in the municipality of Puerto Boyacá is perceived, interpreted and experienced through a narrative and territorial approach. The document describes the main socio-political characteristics of the Embera people and the humanitarian crisis through a qualitative approach that draws on life stories about the banishment and uprooting of the Upper San Juan river basin. The article reveals the senses, tensions and power relations that the Embera communities develop in Puerto Boyacá, through a qualitative perspective that presents a set of continuities, and ruptures that reveal how or Embera territoriality operates in scenarios of violence and marginalization. Finally, the article offers theoretical-methodological tools to analyze exile and uprooting as part of territorialization processes that involve practices and discourses associated with the social production of territories and narratives.

The relationship between inequality and civil conflict has attracted considerable interest in conflict research. Recent large -N studies have shown that inequalities significantly contribute to the outbreak of civil conflict and have proposed a number of causal pathways to account for this. These pathways, however, have rarely been assessed in systematic case-based research. This study implements a “middle -N” qualitative congruence analysis of 16 conflicts, focusing on the observable implications of the pathways through which inequalities are typically theorized to influence conflict. The study finds evidence to support some of the main pathways proposed in the quantitative literature. Furthermore, the analysis finds that different types of inequalities relate to different conflict categories. Specifically, vertical inequalities relate to non-ethnic governmental conflicts (via an “individual deprivation pathway”), regional inequalities to non-ethnic territorial conflicts (via a “separatist pathway”), and horizontal inequalities to ethnic conflicts (via a “group deprivation pathway”).

This essay focuses on the oppositional politics expressed in the historical geography of the Persian and Urdu poetry of Muhammad Iqbal (1877–1938), showing how it emerges from, and breaks with, Urdu and Persian travelogues and poetry of the nineteenth century. It explores the complex relationships between the politics of Muslim separatism in South Asia and European imperialist discourses. There are two defining tensions within this politics. The first is between territorial nationalism and the global imaginings of religious identity, and the second is between the homogenizing imperatives of nationalism and the subjectivity of individual selfhood. These tensions are reflected in the composite geography of Iqbal's work, which contains three elements: a sacred space, a political territoriality and the interiority of subjectivity. But these elements are in conflict with each other; in particular, the space of interiority in his poetry conflicts with the realm of politics in the external world.

Rivalries are likely to persist as long as contentious issues remain unresolved. Due to differing issue characteristics, some issues may be more intractable than others and therefore especially likely to prolong rivalry. In this study, I argue that rivalries rooted in territorial issues tend to be enduring due to broad-bases of domestic support for continuing to pursue territorial claims and loose linkages between territorial issues and particular political leaders, resulting in the persistence of territorial conflict over time despite changes of leadership. Alternatively, ideological and regime-related conflicts tend to be relatively fleeting due to narrow societal salience and close connections between such issues and particular political leaders, facilitating rivalry termination through leadership change. The empirical results reveal that territorial rivalries (as well as positional rivalries concerning influence/prestige) tend to be more enduring than rivalries rooted in ideological or regime-related conflict and that unlike territorial rivalries, ideological rivalries tend to terminate upon irregular changes of leadership.
