Full textThe aim of this thesis is to propose a global and open platform for intelligent network management, by using object-oriented methods and artificial intelligence technologies. We propose a generic network model by using object-oriented methods. This model can be used to modelize different special networks, and at the same rime, to guide the design of new management systems and new networks. The analysis of the needs of network fault management and the study of artificial intelligence technologies have led us to propose a global and intelligent fault management system. This system has used an hybrid architecture which integrates different technics in a global system. To validate our proposition, we have implemented, with the collaboration of CS Telecom, an experimental management platform integrating an expert system for fault management. This platform has been presented at TN93 (Telecom Network 1993) in Paris

Full textThe oral route presents different advantages for the drug administration , but it presents multiple barriers that limit the bioavailability of peptides, proteins and other easily degraded molecules. This work, realized at the UMR CNRS 8612, consisted in the evaluation of a new approach, the gastrointestinal mucoadhesive patches, to the intestinal delivery of these drugs. These patch system in fact offer the possibility to reduce the drug degradation and increase the drug flow with a consequent increase of the drug absorption. The patches formulation that was realized in this thesis showed ex vivo and in vivo an increase of leuprolide absorption, a peptidic drug chosen as case study, compared with a control solution. This absorption enhancement was related to both the drug protection from degradation and the increase of the flow at the absorption interface. In order to describe in a more quantitative manner the absorption profiles obtained, a kinetic model was derived combining together the degradation ans the absorption occurring at the intestinal interface. Globally the pharmacokinetical results obtained ex vivo and in vivo demonstrated the importance of the patches geometry on the absorption and also that in order to have an optimal absorption it is necessary to assure the intestinal adhesion of the patches

Full textLe travail présenté dans ce mémoire vise à proposer des solutions innovantes au niveau de l'optimisation et de l'évaluation des performances des entrepôts de données. Nous avons en effet conçu une approche générique dont l'objectif est de proposer automatiquement à l'administrateur d'un entrepôt des solutions permettant d'optimiser les temps d'accès aux données. Le principe de cette approche est d'appliquer des techniques de fouille de données sur une charge (ensemble de requêtes) représentative de l'utilisation de l'entrepôt de données afin de déduire une configuration quasi-optimale d'index et/ou de vues matérialisées. Des modèles de coût permettent ensuite de sélectionner parmi ces structures de données les plus efficaces en terme de rapport gain de performance/surcharge.
Par ailleurs, l'évaluation de performance peut venir en appui de la conception des entrepôts de données. Ainsi, afin de valider notre approche de manière expérimentale, nous avons également conçu plusieurs bancs d'essais génériques. Le principe directeur qui a présidé à leur élaboration est l'adaptabilité. En effet, pour comparer l'efficacité de différentes techniques d'optimisation des performances, il est nécessaire de les tester dans différents environnements, sur différentes configurations de bases de données et de charges, etc. La possibilité d'évaluer l'impact de différents choix d'architecture est aussi une aide appréciable dans la conception des entrepôts de données. Nos bancs d'essais permettent donc de générer diverses configurations d'entrepôts de données, ainsi que des charges décisionnelles qui s'y appliquent.
Finalement, nos solutions d'optimisation et d'évaluation des performances ont été mises en oeuvre dans les contextes des entrepôts de données relationnels et XML.

Full textIntensity Modulated Radiotherapy (IMRT) is a high-precision radiotherapy technique based on the use of a multi-leaf collimator, placed at the output of the accelerator. The modulation is adapted to the patient's anatomical structures and obtained by leaves movement during the beam administration. To ensure that the delivered fluence is consistent with the expected one, a control is necessary. In clinical routine, this control isn't achieved on the patient, but on a phantom, before the beginning of the treatment New emerging solutions make possible an online control, done during the treatment of the patient. They can be divided into three classes: those which use data acquired by the accelerator, those which exploit the portal imager and those which use a dedicated detector placed at the exit of the head of the accelerator, upstream of the patient. The thesis work presented here relate to the development of a detector of this third class, Tradera (Transparent Detector for Radiotherapy). The choice was made to use a segmented plane ionization chamber.The first phase of the project was to design the detector thanks to studies made by Monte Carlo simulations. For this it was necessary to model the photon beam. The choice of a point source of photons, quick to set up, has been retained. The characteristics of the particles at the detector input obtained with our model were compared with those obtained with a more complex model: a phase space obtained from the database of the IAEA. Once the model validated, Geant4 code was used to size the various elements of our detector. A innovative geometry has been proposed. It consists in introducing material in the sensitive volume of the detector to limit the lateral travel of the electrons from the interaction of photons, and thus improve the spatial resolution of the detector. In practice, a checkerboard with plastic pads is introduced in the sensitive volume. The benefit of this solution has been shown by simulations.The second phase was to assess a prototype in a clinical beam with radiation equipment and test the performance of various associated acquisition electronics. For a long time, reading was made at the output of a single channel at a time. First, a picoammeter was used to measure the average output current. Then the ionization current has been studied at the time scale of a pulse of the beam, allowing the development of a charge preamplifier dedicated to our application. This charge preamplifier permit to know, for a single beam pulse, the electrical charge measured by one channel of the prototype with a uncertainty of 5%, and thus makes it possible to study the evolution of the charge pulse as a function of irradiation time. Once the choice of this readout electronics was validated, the charge preamplifier was realized in small series : the acquisition in multi-channels on an area of 3 cm square was possible. Full textThe cutaneous anti-inflammatory agents delivery is one of the main challenges in dermatological research. These Ph-D works, in collaboration with the Pierre Fabre Dermo-Cosmetic industry, describe the design of original catanionic self-assemblies aiming to cutaneously deliver anti-inflammatory drugs. The preparation of these catanionic assemblies is based on an acid-base reaction between equimolar amounts of an acidic anti-inflammatory drug and a basic and biocompatible sugar-derived surfactant. The surface active ion pairs obtained are able to self-associate, in aqueous solution, into supramolecular structures like vesicles. This original aggregation behaviour is exploited in order to elaborate bioactive formulations with improved therapeutic properties compared to the free drug. This new kind of formulation provides to the drug an enhanced anti-inflammatory activity, a controlled and sustained release through the skin and a protection against UV damages

Full textDesigning information systems is a lengthy and complex process that leads to numerous failures. Prototyping has been proposed as a solution to improve the specifications' quality in the beginning of an information system's life cycle. Every information system (IS) is based upon the information architecture ; it is, before all, a content about the perceived reality. A "domain" is a formalization of the perceived reality in which the IS users identify the representations of facts (the data) by means of semantic keys. IS designers have to transform this model using their knowledge about the abstract functioning of computers. The objective of our research is to guide the action of requirements specification in the initial design phase of "Communication Customer - Designer" and in the beginning of the development phase "Communication Designer - Developer" using prototyping artifacts. Our work actually opens the way where it becomes possible to envisage that every modification during the information system's life cycle could be done from within the domain model, which is an input for the "prototyper" and becomes then itself an information system. Full textThe notion of territorial collectivity seems to be one of the most well-known in french public law, and especially administrative law. Amongst its principal characteristics lays its identification as a public legal person. However, territorial collectivities haven't always been identified as "legal persons". Moreover, municipalities and departments haven't always been identified as "territorial collectivities". These latter qualities actually haven't always existed and were not refused as much as they hadn't been conceived early enough. Written law, case law and jurisprudence from the beginning of the 19th century did not use those notions, meaning nothing apparently lead certain administrative units, such as towns and departments, to be viewed as "territorial collectivities" endowed, as such, with legal personality. Beyond questions about legal regime, competencies assignment, self-government or decentralization, the notion of "legal personality of territorial collectivities" has only gradually emerged up to the point where it became stable in lawyers' minds and narratives. Still, albeit many studies have been lead on legal personality itself as well as related to the State, none has yet specifically concerned territorial collectivities. Thus, the aim of the present dissertation is to determine which process guided the wake of this notion, its genesis as well as its establishment, by following the path that brought to the idea that "territorial collectivities are public legal persons"
