It is proposed to consider digital transformation as a response to civilizational challenges, the essence of which is reduced to the existence of civilizational cognitive contradictions of mankind. It is the presence of civilizational cognitive contradictions that is a prerequisite for the systemic adoption of wrong decisions, the unrestrained accumulation of which is the source of degradation of civilization. An understanding of the civilizational mission of digital transformation has been formed.

Background: In modern era of civilization, computers have become integral part of day to day life. Software professionals who work on computers for long hours in a day are prone for various health hazards, of which vision is of primary importance. This study was carried out to assess the burden of visual problems among women IT professionals.Methods: A cross sectional study was carried out among 609 women IT professionals working in an IT company in Chennai. Women with over one year of work experience with computers were included. Symptoms of vision problems were elicited. Visual acuity was measured using Snellen’s chart. Colour vision was evaluated using Ishihara Chart.Results: Computer vision syndrome was present in 62.6% of the study participants. Blurring of vision was present in 26.6% and irritation in the eyes was present in 25.3%. Prolonged duration of work was significantly associated with visual problems (p<0.05).Conclusions: Unavoidable exposure to computer at workplace needs to be managed effectively by way of implementing preventive and rehabilitative measures at individual and organizational level.

Abstract:
A transition from the industrial to the post-industrial phase of the development of civilization takes place currently. In the traditional phase of development (until the twentieth century), the researchers and thinkers focus was on the nature study. In the industrial times (XX century) - the machines world was comprehended and developed. The most important result of this period was the creation of computers. Now the world is entering to the post-industrial phase, where the focus is on the person. This is changing applied mathematics, computer reality. There is a bifurcation in which a significant part of applied mathematics is becoming an industry. A number of promising innovative projects draw attention in this context. There is a transition from "continuous" to "discrete" mathematics, largely associated with the development of cryptography. Another feature of the moment is the neural network revolution in machine learning, which gave a new powerful impetus to the artificial intelligence (AI) development progress. It led to the widespread use of devices and systems that solve "intelligent" problems at the human level and above. The possibilities for solving very complex problems are limited by means that contradict the established views that thinking and reason are based on the soul, which has limitless possibilities. The strong AI (general AI, AGI) creating problem is not in building devices with magical capabilities, but in creating limited systems that can learn to solve many of the problems available. An important AGI property should be cooperation with people, taking into account civilizational norms. This property has not only a technical side, it depends on social relations. Sustainable development requires an agency approach to AGI. Modern applied mathematics has faced fundamental difficulties in complex problems. Multiple increases in the performance of computing systems did not lead to breakthrough results. As new paradigms, "analog" computing systems working with the use of new principles are neural networks and quantum computers. It is shown that these approaches, at best, can help to solve the "past tasks", and not the "future tasks" associated with the post-industrial phase of the development of civilization. The domestic applied mathematics efforts should be used to solve the central problems of the post-industrial society development in Russia using interdisciplinary approaches. This can make it possible to return to the number of countries with advanced technologies in the most important modern production areas. The alternative directions of the science development related to the human capabilities expansion are considered. The key one is related to AI, which can change reality. The article pays special attention to alternative approaches to AI development.

Abstract:
This article investigates three types of content presentation (video documentary, computerized dictionary, and games) within interactive computer use at the Quebec Museum of Civilization. The visitors' viewpoint is particularly relevant for interface designing outcomes, since they argued that terminals require specific content display for disseminating information in the museum. We have identified five factors: 1) effortless knowledge; 2) sorted navigational paths; 3) exhaustiveness of topics; 4) combined audio and video media as first means; and 5) the quiz as a primary source of presentation. As first insight, terminals in exhibitions are perceived as multipurpose tools giving direct access to a wider selection of content, although it was shown that computer literate individuals have experienced problems to gain information, because of the content presentation and ergonomics. In addition, the commands provided did not properly assist visitors. Exhibit interface designers should build a “generic model interface” that best corresponds to the know-how of casual users, in order to avoid an arbitrary perusal of contents.

ABSTRACT The breakthrough of the computer and information technologies in all the segments of the society, led to the needs for the computer and information technologies. The knowledge of information technology is now part of general literacy. The computer literacy does not require comprehensive and detailed knowledge of the electronics or programming. Although with the electronic computer which is the invention of our age, the attempts of the construction of the first machine for the processing of the information reach far in the history of human civilization. The only and global function of a computer data processing can be naturally separated into the series of the other elementary operations, as for examples are: ‘the followup of the data, their registration, reproduction, selection, sorting, and comparison’ and so on. The computers are being classified according to ‘the purpose, type and computer size’. According to the purpose the computers it can be of the general and specific purposes. The computers for the general purpose serve for the commercial applications or any other application that is necessary. If medical informatics is regarded as a scientific discipline dealing with theory and practice of information processes in medicine, comprising data communication by information and communication technologies (ICT), with computers as an especially important ICT, then it can be stated that the history medical informatics is connected with the beginnings of computer usage in medicine. The medical informatics is the foundation for understanding and practice of the up-to-day medicine. Its basic tool is the computer, subject of studying and the means by which the aspects and achieve the new knowledge in the studying of a man, his health and disease, and functioning of the total health activities. Current network system possesses the limited global performance in the organization of health care, and that is especially expressed in the clinical medicine, where the computer technology has not received the wanted applications yet. In front of us lies the brilliant future of the medical informatics. It should expect that the application of terminal and personal computers with more simple manners of operation will enable routine use of computer technology by all health professionals in the fields of telemedicine, distance learning (DL) (web-based medical education), application of ICT, medical robotics, genomics, etc. The development of nature languages for communication with the computers and the identification of input voice will make the work simpler. Regarding the future of medical informatics education there are numerous controversies. Everybody agrees that the medical informatics is very significant for the whole health care and for the needs for personnel. However, there is not yet the general agreement regarding the teaching programs, because the medical informatics is very involved and propulsive, what makes the performance of the stable education programs more difficult. There are also not general agreement in which year of studding should transfer the knowledge from medical informatics. The majority of the experts still agree that the priority should be given in later study years, since more and more students enroll the faculties with prior informatics illiteracy, and the comprehension of some medical informatics fields is not possible without prior clinical knowledge. As a continuation of the discussion on the social perception of civilization in the light of people with disabilities using information and (tele)communication technologies, the authors of the article attempt to analyze their use of information and (tele)communication technologies. The problem is discussed with reference to people with disabilities who are provided with social welfare services and those who are not. Also the use of those technologies in households is discussed. The authors used the results of the 2015 research conducted in Poland on 28.9 million adults. The authors believe that the results of the research can serve as a basis for a set of actions amending the social exclusion of people with disabilities in social welfare programs and people with disabilities who do not use social welfare services.

This paper is studying influence of new technologies on city development with accent on socio-spatial dimension. The primary goal of the paper is to point out the reflections of earlier ideas in the context of modern technological processes in cities. All social, technical and technological components of a community, and finally civilization, are reflected within space of the city. Although having remained the greatest consumer of many material goods, city has also become a ‘’producer’’ of many technical-technological and spiritual values of civilization. Taking into account acceleration of phenomena in the world of technology and technology featuring modernity, it reasonably brings a question on realistic chance for prediction of their further course and related social changes that are about to cause it. In many scenarios of urban future, one can sense the idea of a city as a result of high technological achievements of civilization. Special attention is paid on informational city which, connecting a lot of people into systems of interactive information technology change the way of their mutual communication, as well as their social life and culture of behaviour. Measure of organization and function of city is set by telecommunication technologies, information, and computers. If city is a ‘’print of a society in space’’, then a contemporary moment refers to ‘’digitalization’’ of human beings, digitalization of their interactions, new aesthetics, value and other criteria. The tendency of this paper is to contribute to the understanding of new technologies on 21st century cities interpreted primarily through the prism of certain theoretical and experimental ideas and concepts of the 20th century.

Carbon-based refers to the real environment of the physical world, while silicon-based refers to the digital virtual environment composed of computers. This paper discusses the relationship between the virtual environment and the real environment, as well as the influence of the meta-cosmic wave on the architectural design of real life. The world is changing rapidly, civilization is virtualizing rapidly, and the fate of cities is beginning to deviate from the historical track of certainty. How does the future arrive? How do individuals live? It involves such challenging ideological issues as urban decay, co-base strategy, humanistic revival, nature and urban-rural mixing, local resistance to the globalized meta-universe, architects’ new workspace and the reconstruction of meaning system. In the carbon-based world on which our bodies depend, the carrying capacity and transmission efficiency of information is extremely low compared to the silicon-based world, which is its obvious shortcoming. Human civilization was originally organized by physical space. All events depend on a specific container of carbon-based space. And silicon-based space is obviously a more advanced tissue container, a more efficient event trigger. It can easily bring people together virtually, bringing countless organizational possibilities for meeting, communicating, and cooperating.

Currently, world civilization is taking significant steps in science and practice related to quantum calculations. Significant steps are being taken to achieve the competitive advantage of countries in the field of quantum information science and the practice of introducing quantum technologies. Scientific and practical research is first aimed at reducing the risks related to quantum computers on cybersecurity, economic and national security. Although the full range of quantum computers is still unknown, it is obvious that further technological and scientific leadership of states will at least partially depend on the country's ability to maintain a competitive advantage in quantum computing and quantum information science. However, along with the potential advantages, quantum calculations are likely to cause significant risks about economic and national security. Specific actions are determined that technologically developed states that begin a long-term process of transferring vulnerable computer systems to quantum-resistant cryptography. An important problem in cryptology is to analyze ways of reducing risks for vulnerable cryptographic systems and the state of their development, adoption and implementation at the international and national levels of post-quantum standards of asymmetric cryptotransformations of electronic signatures (ES), asymmetric ciphers (AC) and key encapsulation protocols (KEP). Therefore, the processes of reducing risks for vulnerable existing standardized cryptographic systems and determining the directions of development of mathematical methods and the study of the prospects for their application in the creation of standardized AC, KEP and ES are significantly significant. They are reduced to justification and definition of mathematical methods and mechanisms that will create promising (post-quantum) standardized AC, KEP and ES. The course of analysis, evaluation and results of comparison of existing and post-quantum asymmetric cryptotransformations of AC, KEP and ES, and standardization at the international and national levels, including for transitional and post-quantum periods, are the main objective of this article.

The field of informatics is the domain that emerged by applying the mathematical logic on electronic devices called computers in order to simplify many tasks for humans. The application of informatics in all economic and scientific areas is the most important factor that made our civilization reach our current phase of development. Nowadays, the experts and even the beginners of informatics are eager to use quantum computers. However, there is still an unsolved problem of classical theoretical informatics in ordinary electronic computers. It is the famous philosophical problem of the “Millenium Prize” of the Clay Mathematics Institute concerning the complexity of problems that has been treated by many other researchers but without acceptable sufficient answers. A solution to this problem can make all the fields based on informatics make huge progress. And thus, thanks to my short studies about informatics, I present to you this mathematical proof that deals with the sets of P problems, NP-Complete problems and NP-Hard problems in the field of classical electronic computers in order to prove new formulas about the cardinals of each group of complexity problems and about the intersections of each one of these sets. The aim is to contribute to an acceptable solution for this Millenium Problem and the methodology is purely logical and mathematical. The readers won’t need any complicated notions from the background of previous informatics or mathematics research in order to understand the demonstrations of this article since the proof is based only on notions of sets by starting with easy logical considerations. Furthermore, you will find in this work a proof of an interesting theorem about the complexity of problems that allows us to identify NP-problems even if their algorithms have infinite time of execution. This paper ends by proving that the set of NP-Problems is definitely bigger than the set of PProblems. Hence, all the readers are invited to understand and develop this work by inspecting the applied logical considerations in order to succeed in finding a sufficient solution to the interesting Millenium Problem of complexity.

Most people look to the future with hope, but not Jeremy Rifkin, the American economist, and critic of modern civilization. He has called this period 'The Biotech Century'. In his opinion, humanity is treading on thin ice. He believes, that biotechnology brings more disadvantages than advantages. He is trying to convince us that scientists are playing God in their laboratories. They often invent great things like new medicines or therapies. However, Rifkin also points to the other side of the coin. Firstly, there is no way of predicting the effects of biotechnology. Secondly, the human genetic code will be used for commercial purposes. Our genes will be on the market, like any other product in the supermarket. And thirdly, Riffkin warns against the return of eugenics. But this new eugenic will be more powerful, and much more dangerous.

Departing from Niki de Saint Phalle's She (1966)—an immersive media environment presented as a recumbent female figure—the essay argues that lying in the gallery chimes with technologies of work post-Internet, our incorporation of its media platforms, and the generalization of the network as a ubiquitous and ambient resource.

This study was carried out in a library and the samples were visitors and people around the library who used male and female classifications. The data that has been collected will be analyzed using two forms of analysis, namely quantitative and qualitative. The findings of this study are that there are differences in tendencies in choosing reading sources or sources of scientific information between men and women. Women are more dominant in using digital scientific literacy via smartphones and via the internet, while men prefer to visit the library to read and search for scientific literacy. The existence of libraries in the digital era still contributes to increasing people's reading interest even though people's reading interest is still in the low category.

The Indian Ocean Region (IOR) has become one of the main economic forces globally, and countries within the IOR have attempted to promote their intra-regional trade. This study investigates the spatiotemporal evolution of the community structures of the intra-regional trade and the impact of determinant factors on the formation of trade community structures of the IOR from 1996 to 2017 using the methods of social network analysis. Trade communities are groups of countries with measurably denser intra-trade ties but with extra-trade ties that are measurably sparser among different communities. The results show that the extent of trade integration and the trade community structures of the IOR changed from strengthening between 1996 and 2014 to weakening between 2015 and 2017. The largest explanatory power of the formation of the IOR trade community structures was the IOR countries’ economic size, indicating that market remained the strongest driver. The second-largest explanatory power was geographical proximity, suggesting that countries within the IOR engaged in intra-regional trade still tended to select geographically proximate trading partners. The third- and the fourth-largest were common civilization and regional organizational memberships, respectively. This indicates that sharing a common civilization and constructing intra-regional institutional arrangements (especially open trade policies) helped the countries within the IOR strengthen their trade communities.

As a propaedeutic of this work, a brief analysis of digitalization (as total computerization) is carried out, some considerations about culture and civilization are given. In general, sharing the idea of culture as a technology of human activity and the views of O. Spengler, N.A. Berdyaev and J. Huizinga on the ratio of (“spiritualityˮ) culture and (“materialityˮ) civilization, the authors believe that digitalization embodies the formal, organizing, ordering, “technically - machineˮ side of modern socio-humanitarian processes, while the essence of culture exists in emphasizing goal-setting, in the creative development of their content. Primary, and at the same time, the best mediator for communication is the language. The language, with all the found ways of fixing in tangible symbols, falls into the prehistory of what is now called the communication system. By creating an alphabet, and thus the possibility of written communication, conditions have been created for connecting and socializing people on a civilized scale. Starting with Johan Gutenberg, the inventor of the printing technique, that is, the civilization of the letter, the application of the printing machine, begins with a new culture that was developed by finding new communication channels (telegraph, telephone, radio, gramophone records, film, television, satellites, computers, the Internet). So that new inventions, especially in the field of digital electronics, are not waiting for centuries but are available in a very short time. Since the industrial revolution in England around the 18thcentury, the world changed in very fast motion. Sequentially steam engine was found, printing machines, computers, and finally the internet network—a forerunner of the digital era. These all affect without exception, including Indonesia. We live in a world connected one another through communication technology. Departing from this issue, this study focused on the face of religious thought, educational patterns, and culture—especially in Muslims society. Trying to integrate William F. Ogburn's Cultural Lag theory and Disruptive Innovation of Clayton Cristensen, this study found the symptom connection between them. Civilization which consists of two elements: material (technology) and non-material (culture; education) are clearly separated by the abyss. One element flies very fast, and the other crawls slowly. These two things ultimately influence the Muslim religious thinking today. Overlapping the information in digital media every day made religious people did not have time to digest or analyze it. In fact, we found unilateral truth claims from certain groups—in the name of a complete understanding of religion, which is deeply turned out to be ahistorical. Here; disruption is caused by the movement of information that coming so fast—unstoppable and created a shallow, instant and hasty knowledge.

Games, live broadcasts, and short videos are all new products under big data. Especially for short videos, the huge database records the preferences of billions of users. With the combination of collaborative filtering algorithms and content-based recommendation algorithms, computers can always accurately recommend suitable videos to various users. In this paper, improvement of this method is aimed at the item-based algorithm in the collaborative filtering algorithm. For the item-attribute matrix, first, use the Jaccard distance to calculate the similarity, and then use this similarity value instead of the Euler distance formula to bring it into the k-means clustering, and use iteration to obtain countless different clusters. Finally, set a threshold x, which is the distance between each cluster center. Whenever there is a new matrix to be classified, the similarity y corresponding to this matrix is calculated first. If y<x, the matrix is classified into the corresponding cluster. This approach can improve the diversity of recommended videos and tap the potential interests of users. Such improvements to the matrix can improve the accuracy of the algorithm and user stickiness.

The authors of the article present the idea of an anthroposocioecological approach in philosophical anthropology and philosophy of civilizational processes, working on the approved state budget research topic “Anthroposocioecological configurations of modern philosophy of the XXI century”. Attracting the scientific thought of academician V.S. Stepin, who identified such major global crises of technogenic civilization as ecological and anthropological, problems of “transhumanism”, the concept of “inorganic body of civilization”, universals of civilizational and cultural development, the article reflects modern philosophical knowledge, rethinking the concept of “nature — man — society — individual” from the point of view of the anthroposocioecological approach. The main part of the article formulates the prerequisites and essence of the anthroposocioecological approach in the context of modern challenges and examines the philosophical and ethical component of the anthroposocioecological approach. At the same time, the authors single out the anthroposocioetic component, placing in the center an ethical problem that goes beyond the boundaries of ethics proper as a philosophical science, and which in modern knowledge falls into a broad ideological field and practice-oriented actions. The essence of the anthroposocioecological approach in modern philosophy is characterized by ideological and ethical universals, including universal life values. The relevance of the anthroposocioecological approach is due to the significance of such a supreme macroethical universal as human dignity, starting from the virtue of feeling one’s own subjective psychologically experienced dignity to the conscious recognition of state-national and universal dignity in the new multipolar world order. In the light of the latest innovations in computer technology, the authors pay attention to the problems of power, responsibility and dignity in a multipolar world, which, according to the authors, are associated with an anthroposocioecological philosophical and prognostic approach, given the powerful technological progress and the “clash” of technogenic and traditionalist civilizations. The authors express the hope that an anthroposocioecological philosophical approach based on value universals in the future will take place in the analysis of Russian, Asian and European positive experience in the formation of a new type of intercultural interaction. Among the practical goals of the anthroposocioecological approach, it is important to cooperate at different levels of corporations, global communities based on ideological and ethical universals. At the end of the article, it is argued that the anthroposocioecological approach, due to a new stage of civilizational development, rethinking human dignity in a multipolar world, is an urgent problem in modern philosophical anthropology and philosophy of civilizational processes.

One of the technological forms of overcoming this global problem is digitalization, which is a window of opportunity to get out of the crisis. Society had to quickly rebuild itself in the conditions of the compression of traditional markets, the replacement of a number of professions with automated systems, and the growth of cybercrime. In responding to these challenges, the issues of digital economy analysis presented in this study come to the fore. o study the development of the digital economy, the following quantitative indicators were selected: the proportion of organizations using digital technologies, the number of personal computers in the surveyed organizations, including those with access to global information networks, the proportion of organizations using the Internet, data on the use of information and communication technologies in organizations by type of economic activity, the proportion of organizations using special software, as well as data on the use of information and communication technologies in organizations by collective classification groupings of economic activities. As a result, it was revealed that Russia lags behind the leading countries in terms of the level of development of the information society and the digital economy. The most popular digital technologies turned out to be cloud services, which relieve companies from the need to create their own digital infrastructure for data storage. The tendency of reduction of personal computers by organizations and the share of enterprises using software has been revealed, which indicates the predominantly remote nature of work during the pandemic. The importance of investing in the installation of specialized software and training personnel to work with software and digital literacy is noted. The coronavirus pandemic as a whole has helped Russian companies to begin restructuring their business organization towards digitalization. Institutions that ensure the development of the Russian digital economy are encouraged in almost all government programs and activities aimed at improving information and communication technologies and creating conditions for the use of digital services in business.

Hasil penelitian diperoleh bahwa mayoritas responden literasi TIK (Komputer / laptop, Smartphone/android, internet, dan media sosial) menjadi bagian yang tidak terpisahkan dari kegiatan sehari-hari. Berdasarkan hasil penelitian, ditemukan beberapa bagian literasi TIK, yang memiliki porsi tinggi, sehingga dapat dikembangkan media-media yang dapat menunjang pembelajaran siswa SMA dan diminati oleh siswa. Turning civilization into a knowledge society requires mastering 21st Century skills. There are things that must be mastered in using information and communication technology (ICT Literacy Skills). Education plays an important and strategic role in building a knowledge society that has technology skills and media literacy. The purpose of this study is to examine how the conditions for mastering ICT in a school in the city of Semarang are. Thus, the opportunities for developing learning media in high school will be known. The research method used is descriptive with qualitative research. High school students' ICT literacy related to computers / laptops, smartphones / android, internet, and social media have been used by students in schools. The results showed that the majority of ICT literacy respondents (computers/laptops, smartphones/androids, internet, and social media) became an inseparable part of their daily activities. Based on the results of the study, it was found that several parts of ICT literacy have a high portion, so that media can be developed that can support high school student learning and are of interest to students.

New advancements in image capture and data processing have simplified the resolution of a wide range of agricultural concerns. Crop disease classification and identification are crucial for the agricultural industry’s technical and commercial well-being. In agriculture, image processing begins with a digital color picture of a diseased leaf. Plant health and disease detection must be monitored on a regular basis in property agriculture. Plant diseases have had a tremendous impact on civilization and the Earth as a whole. Extensions of detection strategies and classification methods try to identify and categorize each ailment that affects the plant rather than focusing on a single disease among several illnesses and symptoms. This article describes a new support vector machine and image processing-enabled approach for detecting and classifying grape leaf disease. The given architecture includes steps for image capture, denoising, enhancement, segmentation, feature extraction, classification, and detection. Image denoising is conducted using the mean function, image enhancement is performed using the CLAHE method, pictures are segmented using the fuzzy C Means algorithm, features are retrieved using PCA, and images are eventually classed using the PSO SVM, BPNN, and random forest algorithms. The accuracy of PSO SVM is higher in performing classification and detection of grape leaf diseases.

However, where predictive models are used for archaeological heritage management, they could benefit from using a more speedy and consequently useful methods including some well-consolidated factors studied in the literature. In this paper, an operative archaeological predictive model is developed, validated and discussed, in order to test its effectiveness. It is applied to Yangshao period (5000–3000 BC) in the Songshan area, where Chinese civilization emerged and developed, and uses 563 known settlement sites. The satisfactory results herein achieved clearly suggest that the model herein proposed can be reliably used to predict the geographical location of unknown settlements.

Therefore, it is necessary to use a timer to record and analyze data during the game. In the traditional sense, the game timer is a fixed system. And now we can design sports event timer operations through mobile phones, computers, and other equipment to assist in the calculation of game time and competition. Ferroelectric memory is a kind of random access memory, which combines the fast read and write access of dynamic random access memory with the ability to retain data. Based on this, the ferroelectric memory timer proposed in this paper is intended to improve the accuracy and fairness of sports events. Therefore, this article has tested the function of the timer designed in this article by studying the ferroelectric memory and experimental construction and testing methods and finally concluded that the design is reasonable, but there is still a problem of data susceptibility. The experimental results show that there is a certain gap between the time interval measurement level of the timer and SR, the difference is 47 ps, the pulse width difference is controlled at 0.004, and the measurement uncertainty of timer interval is better than 60 ps. This shows that the timer can be applied, but it needs further improvement.

The purpose of this research is to challenge the modernism view and principles by revealing the negative issues and impacts of technology as portrayed in Mosquitoes (2017) play script written by Lucy Kirkwood. The research uses a qualitative method in showing and elaborating the findings. To challenge the modernism view, the research undertaken uses postmodernism lens with Jean Baudrillard’s theory of simulation, simulacra, and hyperreality in analyzing situation and forms of those concepts which are hidden in the text. This research discovers that the advancement of technology makes the characters very dependent on technology itself, especially on computers, mobile phones, and the internet. However, this technological dependence is not accompanied by significant benefits as modernists assert, but rather tends to produce detrimental effects for the characters. The detrimental effect of using technology is that the characters are trapped in a world of hyperreality manifested in the form of fake news and cybercrimes, causing some serious problems that must be dealt with by them since the boundaries between real and fake have collapsed. Introduction. The relevance of the study. One of the key worldviews of the resurgent state ideology of modern Russia is the idea of a state-civilization, which acted as the doctrinal basis of the recently adopted Concept of Foreign Policy of the Russian Federation. In this regard, there is a need to describe the legal characteristics of the state-civilization and their adequate reflection in the constitutional legislation, which puts on the agenda the issue of developing and adopting a new Constitution of the Russian Federation that meets its civilizational characteristics and development goals. The purpose is to analyze the contradictions of the Constitution of the Russian Federation reformed in 2020, substantiate the idea of a state-civilization as the conceptual basis of the new Basic Law of the country, and argue for the need to start work on it in the near future. The methodological framework for the research is the civilizational approach in combination with the general scientific and special methods of cognition: analysis, synthesis, induction, deduction, technical, comparative law, and historical-legal. The scientific novelty of the study lies in the fact that, based on a civilizational approach, it outlines the tasks facing domestic legal science in connection with the official recognition of Russia as a civilizational state and identifies some conceptual ideas that, in the author’s opinion, could form the basis of the new Russian Constitution. Results and conclusions. The official recognition of Russia as a civilizational state is in fact an announcement of a course towards building an empire. Therefore, the main direction of constitutional reform at this historical stage is the legalization of the Russian government in this capacity. The main principles of the new Constitution of Russia, which allows for the consolidation of Russian society in its confrontation with the collective West, are the ideas of social justice and state sovereignty. It is in them that the request of Russian society to the state is revealed as fully as possible. All other political and legal principles and norms can be important, accepted by the public consciousness, and enshrined in the Constitution only if they correspond to these fundamental values.

Using the mathematical apparatus of the multifactor regression analysis, the concept of faults between civilizations is verified, formalized and refined. The ethnocultural civilizational distribution of the countries is specified on the basis of the fuzzy cluster method. The mathematical model of fault lines between civilizations is elaborated, which affords the opportunity to estimate and analyze the quantitative values of these faults. Formally, the developed model offers the way to determine evolutionary regularities, systematize and econometrically verify the defining characteristics of actual civilizational clashes. The results of an analysis and comparison of modeling data of intercivilizational faults in 2008 and 2018 revealed the tendencies of individual civilizations to unite and clash, and the effect of these faults on the global conflict as well. The dependence of global threats on the proliferation of weapons and their individual components is assessed. The conflict effect on the socio-economic indicators of clashing civilizations is determined. The correspondence of the modeling outcomes to the real state of intercivilizational faults is verified by comparison with actual historical data. The results of the study encourage to form a comprehensive vision of the nature of modern clashes, whose emergence is caused by the faults between civilizations, and to determine their formal characteristics and regularities of their course.

For a long time, technology has rooted in our lives, and now it is commonplace in the society to realize business partnerships with the help of information and telecommunication technologies, to provide information interaction between the bodies of public administration (state authorities and local self-government), on the one hand, and also, individuals and legal entities on the other. It began in 1801, with a large piece of slate hung on the wall in a school in Scotland to provide information to a large audience at one time. In the US by mid-19th century, every class room had a blackboard to teach students. The modern version of the blackboard is either green or brown board. This was introduced in late 1960s. The whiteboards came into use during the late 1980s. Projected aids have been used since 1420. The various devices used are the epidiascope, slide projector, overhead projector for transparencies and the micro projector. An instrument to project images from a horizontal surface onto a vertical screen was invented in the 1870s. By the 1960s, transparencies were in use in classrooms.The ‘Hyalotype’, a transparent image of a photograph using actual black and white photographs on a glass slide that could be projected was invented in 1851. By 1916, the German company Agfa started producing colored lantern slides. The first version of PowerPoint was released by Microsoft in the year 1990.Cell phones, palmtops, and handheld computers; tablets, laptops, and media players are included under mobile learning devices. With the evolution of technology, students achieved competence and interested in interactive learning. The education industry has moved from distance learning to e-learning and finally to m-learning as knowledge expanded exponentially and the demand escalated.While using teaching aids with advanced technology, we must not forget the lessons from the past, striking a balance between embracing new methods of teaching and learning while upholding the timeless principles of education. AbstractPerspectives and possibilities of search for signals of extraterrestrial civilizations in optical range are discussed. Two criteria of an artificial origin of an optical emission – the variations of its intensity which have a time structure of semiotic character and the presence of narrow laser lines are analyzed. For detection and study of these signals we propose to investigate the astronomical objects under suspection with extremely high time resolution – 10−7s. To solve this problem we use a special hard/software photometrical complex MANIA (Multichannel Analysis of Nanosecond Intensity Alterations) which consists of a photometer, a registration system which is a «time-code» converter, a PC/AT 486 computer and a tape recorder. Special statistical methods and programs for the search for and the analysis of any type of brightness variability of astronomical objects on a time scale of 10−7-102s are described. Criteria of choice of objects to search for extraterrestrial civilizations signals in their emission are discussed. To search for civilizations of I type (with energy consumption equal to one for our civilization) it is proposed to investigate 161 stars of F9V-G5V spectral classes in neighbourhood of the Sun with radius of 25 pc. As possible beacons (transmitters) of extraterrestrial civilizations of II type (with energy consumption equal to star luminosity) we propose to consider the objects that have unusual characteristics, particularly, lineless optical spectra. The results of observations of 60 objects of mentioned types and the limits for possible signals power are reported.

They started diverging from advertising products sold by oneself on their own initiative. In the today teams of people are working at so that while watching TV we keep an eye on advertising blocks. However such a model of the advertisement started stirring up controversy a lot. We understand the necessity for her but its importunity is annoying us because the advertisement is pushing into all areas of reality, even between stages shown on television of films. For this reason they started searching for running different centers in to the customer, all the way to the moment when an Internet appeared. Cultural tourism development potential (CTDP) is the future value and supporting force of the environmental value, economic and social efficiency, innovation ability and supporting system of cultural tourism. At present, there are few relevant studies on CTDP, but the research results on the tourism development potential of cultural heritage are relatively rich, and the existing evaluation methods lack comprehensiveness, dynamics and visualization. Based on systems theory and sustainable development theory, this article attempts to innovate and collect time series data through the entropy method, multi-index comprehensive evaluation method, spatial kernel density estimation method, and centroid transferring model. The temporal and spatial evolution characteristics and the CTDP of 43 cities in the middle and lower reaches of the Yellow River are examined and analyzed. It is found that the CTDP in the middle and lower reaches of the Yellow River is divided into five levels; the overall potential intensity of the research area is small and has significant spatial differences; influenced by the time factor, the interaction and spatial correlation of within the research area are significant; the development of regional cultural tourism has strong regional dependence in the short range. The center of potential gradually moves to the geometric center. This study is significant for promoting the sustainable development of economic tourism in cradles of world civilization.

Abstract:
This work is about the spirit of Western civilization and its temptations. Drawing on Hegel's philosophy of history, the text explains why, until recently, this civilization was dominant over the rest of the world. The thing is that she understood the importance of rationality, subordinated all manifestations of life to her and especially, during capitalism (modernism), developed science and technology, and produced powerful weapons. Along the way, she incorporated all the significant achievements of other civilizations and peoples into her system of rationality. In this regard, Hegel says in the introduction to the Philosophy of History: „The only Thought which Philosophy brings with it to the contemplation of History, is the simple conception of Reason; that Reason is the Sovereign of the World; that the history of the world, therefore, presents us with a rational process.“ In other words, history is exclusively occupied with showing how Reason (Mind) comes to a recognition and adoption of the Truth. Of course, rationality is something that belongs to all civilizations and peoples, but other societies, for various reasons (geographical, climatic, religious, etc.) subordinated rationality to some other imperatives. Therefore, many of these communities were non-historical. Whatever it was, the West exploited its supremacy by colonizing other civilizations and destroying some. From the usual moral point of view, it is unacceptable, criminal. However, Hegel's philosophy, somewhat in Marx and Engels's interpretation, says something else. History makes sense. Its primary goal is to preserve humankind from anything that could destroy it, especially from various natural cataclysms and deadly diseases. The meaning of history is also its progress towards civil society as the realization of freedom and the end of history. This was only possible by adopting and practicing absolute rationality. Why guns and violence? Absolute rationality, in order to be histo-rically efficient, had to cover the whole world. In the West, as a "chosen civilization", it was to make it happen and he, militarily superior, did so by submiting other civilizati-ons and nations to the extreme violence. On the other hand, with this relentless exploitation of colonized areas, the West was able to develop rapidly in every way and thus, at the level of possibility, achieve the best destiny of humankind. Especially important was the XX century. Then this civilization, developing medicine, genetics, computer science, nanotechnology and robotics, managed to defeat various deadly diseases, begin space exploration, and turn deserts into fertile soils and, with the "green revolution", produce food for all the inhabitants of the planet. Seeing the advantages of rationality, other areas of the world, with varying success, followed the example of the West. Colonialism disappeared, and human rights and international relations were institutionalized, especially throughout the United Nations. The détente between the two blocs, capitalism and socialism, was established, and the nonaligned movement contributed to the stabilization of the world. As for the world's environmental prob-lems arising from the often-uncontrolled industrialization, they too, although excruciating and slow, seek to be solved on a global scale. Unlike modernism, which was constituted as a modern civil society with the adopted principle of equality of all, the current postmodernism is the opposite of everything civil. The market economy is functioning less and less, major utopian ideas, Christianity and Marxism, have been abandoned, the “new human rights” destroyed everything noble of the already proclaimed universal human rights. In the resulting hopeless chaos, worried about the rise of China and Russia, the most important forces in the West crossed in the "illegal" making a global deep state, the New Leviathan. They operate, as needed, both through formal and in-formal mechanisms. If necessary, they also oppose the authorities of their states if they deem their actions to be collapsing this civilization. As good disciples of Carl Schmitt, the German political philosopher, they are against the humanization of interpersonal relations; they have enormous financial and technical means and inhuman, eugenic ideas about reducing the world's population. There is no longer any doubt that their methods include the production and dissemination of deadly viruses. The action of these anti-liberal shadow minds is the destruction of all existing humanism, and has not-hing to do with history or any sense. Note. Leviathan is a sea monster mentioned in the biblical Book of Job, where it is associated with the forces of chaos and evil. Metaphorically, Leviathan is a huge and powerful social organism living secretly in the darck deep, out of any legal social control.

In this paper, we explore how Civilization, and – in a more general approach – computer games can enhance public administration (PA) education for interpreting technology-society concepts (or Science Technology Studies). We pose the research question, how computer games at the early stage of PA studies aligned with systematic curriculum design make educational experiences and the learning process more sensitised to system complexity, creativity and understanding the role of technology. The paper shows an educational experiment where Sid Meier’s Civilization series is used at the University of Public Service in Budapest. Civilization is one of the most famous turn-based strategy games, illustrating the complex causalities of economic development, geographical expansion, technology innovation, government structure and warfare. The players experience historical development through the ages of human Civilization – starting to build simple ancient huts to modern space exploration – and choosing different strategies to guide their Civilization through the challenges of allocating resources, managing conflicts, or deploying technological innovations. Civilization has been used in several classroom experiences for teaching history and complex system analysis.

The editor’s paper highlights the key issues of the feature of the journal “Legal Concept” = “Pravovaya Paradigma” under the title “Civilizational transformations in criminal procedural legal approaches”. The relevance of the feature is determined by the civilizational transformations that determine the vector of procedural law development, its methodological and technological approaches. The influence of criminal procedural legal approaches in the process of forming a new state, public and personal consciousness is investigated. The scientific novelty of the project prepared by the editorial board is determined by the fact that in any civilizational transformation, many circumstances should be taken into account to cope with solving not only the problems that have already accumulated, but also to understand the problems that are arising in connection with the introduction of the most complex information and telecommunications technologies, various gadgets and high-tech devices that are changing the daily lifestyle of a person. The criminal procedure sphere of law is no exception, whose methodological and technological approaches could not but undergo serious changes. The role of criminal procedural legal approaches cannot be underestimated, since the regulation of modern technologies in the relevant field of law, the management and control over them to ensure the normal, uninterrupted functioning of the state legal system as a whole depend on them to an equally important extent. This means that the scientific research presented in the heading “The main topic of the issue” is relevant and timely, and the conclusions, suggestions and recommendations formulated based on their results have both scientific and practical significance. The methodological framework for the collective research is made up of the general scientific methods of cognition used in the social sciences in general, including in law. They form a system of general, special and private methods of scientific research. Among the most significant general methods of cognition is the formal-logical method. The special and private methods are presented in the scientific papers of the heading mainly by the methods of consistency, analysis, statistical and comparative law. The results of the study. It is noted that law, along with other social regulators, is a necessary mechanism for implementing the foundations of modern civilization. It is rather difficult to determine the genesis of civilizational transformations in criminal procedural legal approaches, since every century is famous for its socio-economic transformations, which, as well as scientific and technological progress, always have to be taken into account by the legislator and modernize the legal system in a timely manner. In the era of the sixth way of technological development, information society, digitalization of all spheres of life, an instant response from the legislative, executive and judicial authorities is necessary. Otherwise, social development may suffer significant damage, measured not only in economic equivalents, but also in moral and ethical ones. This fact gives special importance to the scientific research presented in the heading “The main topic of the issue”. Conclusions. It is concluded that the authors of the papers presented in the heading “The main topic of the issue” have made a number of recommendations, suggestions and attempts to resolve the existing legal conflicts of substantive and procedural criminal law norms to improve modern legislation in the conditions of civilizational transformations. The study of criminal procedural legal approaches allows us to better understand the trends in the development of Russian and foreign civilizations at the turn of the information age and digital law. It is argued that as the significant results of the project, both theoretical and practical, it is possible to state the increment of knowledge in such branches of modern legal science as criminal law, criminal procedure and criminalistics.

Abstract:
The reign of the Abbasid dynasty reached its golden age during the reign of caliph Harun al-Rashid and caliph al-Ma'mun. At that time, literacy centers had developed, and the city of Baghdad was called a world professor because it had places of learning that gave birth to experts in several fields of knowledge, and became a center for translation facilities that translated many Arabic and non-Arabic books. However, in 1258 this dynasty entered a phase of destruction followed by the disappearance of scientific civilization as the Mongolian dynasty, which was then led by Hulagu Khan, came. The entire civilization of the Abbasid dynasty in Baghdad was destroyed and school buildings, mosques, universities and other buildings were torn down, all books were burned and thrown into the Tigris river, so that the river water turned black and many experts in the field of science were killed. All civilizations that once reached their heyday were immediately scorched to earth by the actions of the Mongolian troops. This was the beginning of the destruction of Islamic literacy because all evidence of books was destroyed and the deaths of experts in the field of knowledge who were sources of studying knowledge.

Abstract:
In this paper we explore how Civilization, one of the most popular turn based strategy games, enhances public administration (PA) education for entry level students. We pose the research question, how computer games in PA studies can be aligned systematically with curriculum design, and how they make educational experiences and processes more successful than standard teaching. We present an experiment which ran at the National University of Public Service in Budapest during the academic year of 2017/18 written up in a case study format. We describe the learning objectives of the Government Studies program and the objectives of the Information Society and System Analysis courses, where the students had been exposed to playing Civilization. Our findings suggest promising results using computer games in four aspects of PA: a) effectiveness and efficiency of learning, b) implications of advanced technologies in government studies, c) further applications of computer games (different uses of Civilization and others), d) PA problems that can be solved by games and how this idea is being receipt.
