Abstract:
The impact of a particular computer language on the process of developing an information system is not well understood. This paper explores the issues through interviews with 16 software developers who changed, or considered changing, from a third to a fourth generation computer language. The conclusion is that there can be considerable costs in hardware, inflexibility and project planning errors incurred by changing to a fourth generation language. The benefits are unlikely to compensate for the costs of changing languages. The key factors influencing the productivity of software developers emerged as social, not technical.

In article the made attempt to tell about some scientific schools in the field of digital electronic computer facilities in days of its formation. It is necessary to note results of huge self-denying work of collectives scientific and operated them on maintenance with computer facilities of space researches, atomic engineering, rocket production, the first class systems of supervision over space, antimissile і antiaircraft defence. Necessity of the additional information at studying of such disciplines as: «Computer science», «the Engineering and computer drawing», «Metrology», «Standardization», etc. has shown, that it is necessary to give on employment to students an additional material from history of development of digital systems in different fields of knowledge. Therefore we have laid down for ourselves the aim in given article to result some examples of historical aspects of development of digital measuring systems in Ukraine and their industrial application. This additional information can be used at studying of discipline «Standardization» with attraction general The technical, and also profile subjects. The huge role in formation of a new direction (computing systems) was brought by Victor Mihajlovich Glushkov. In December, 1957 the laboratory has been transformed to Computer centre AN USSR with the scientific research institute rights. In 1962 the Computer centre has been transformed to Institute of cybernetics AN USSR which director till the end of a life there was V. M. Glushkov. At this institute under the guidance of Victor Mihajlovicha there were created tens types of the COMPUTER, many of which not only answered the world standards, but also have opened absolutely new directions in computer facilities development. So, for example, cars of a series the WORLD (the car for engineering calculations) became a prototype of personal computers. It has been even more designed different operating systems and complexes. The institute became a leader in working out and in manufacture of the automated control systems. This small analysis which has been executed from material ordering which concerns directly all general technical and professional disciplines.

The paper proposes ways to reduce the time and improve the quality of development of electronic equipment using computer simulation. The paper considers an example of the development and debugging of a radio-electronic module, which has found its direct application in a local navigation system that operates on the basis of the method of point landmarks. The paper considers a hardware-software complex for the implementation of the study of the health of both individual functional units and radio rangefinder equipment as a whole, as well as for the modernization of the radio-electronic module of the navigation system. The various computer simulation environments available today allow the development and design of electronic equipment at various levels. In the proposed work, computer simulation was carried out in MATLAB / Simulink, LabVIEW, Multisim and MicroCap. The work also provided for the possibility of using data collection and processing modules, which provides the opportunity in one software development and modeling environment to compare the results obtained using simulation modeling and physical research of the object. The result of the work is a hardwaresoftware kit of the radio-electronic module of the navigation system through which it is possible to evaluate the influence of various external influences on the accuracy of determining the range from the interrogator (moving object) to the transponder (stationary beacon).

Software-intensive information systems have a major impact on our lives, both privately and professionally. Development of these systems is a complex activity that requires the involvement of people with different competences and skills. Even though software-intensive systems have been developed since the 1960s, the success rate is still low. A major hindrance to successful system development projects is the lack of consistent terminology. Since systems development is a collaborative activity, involving not only systems developers but also domain experts and user representatives, the understanding of each other is a prerequisite for an effective collaboration. The aim of this paper is to explore and present definitions, dependencies, and relationships of the most fundamental concepts in systems development in the form of an ontology. The ontology consists of four categories of concepts: General concepts, Description concepts, Realization concepts, and Appearance concepts. The overview includes the history of efforts to develop CIGs, features of and relationships among current major CIG systems, current status of standards developments pertinent to CIGs and identification of unsolved problems and needs for future researchLiterature re view based on PubMed, AMIA conference proceedings and key references from publications identified. Search terms included practice guidelines, decision support, controlled vocabulary and medical record systems. Papers were reviewed by both authors and summarized narratively.There is a consensus that guideline delivery systems must be integrated with electronic health records (EHRs) to be most effective. Several evolving CIG formalisms have in common, use of a task network model. There is currently no dominant CIG system. The major challenge in development of interoperable CIGs, is agreement on a standard controlled vocabulary. Such standards are under development, but not widely used, particularly in commercial EHR systems. The Virtual Medical Record (VMR) concept has been proposed as a standard that would serve as an intermediary between guideline vocabulary and that used in EHR implementation.CIG systems are in a state of evolution. Standards efforts promise to improve interoperability without compromising innovation. The VMR concept can assist guideline development even before clinical systems routinely adhere to standards. Frontiers for future work include using the principles learned by computer implementation of guidelines to improve the guideline development process and evaluation methods that isolate the effects of specific CIG features.

Intelligent control is a class of control techniques that use various AI computing approaches like neural networks, Bayesian probability, fuzzy logic, machine learning, evolutionary computation and genetic algorithms. In computer science and related fields, artificial neural networks are computational models inspired by animals’ central nervous systems (in particular the brain) that are capable of machine learning and pattern recognition. They are usually presented as systems of interconnected “neurons” that can compute values from inputs by feeding information through the network. Like other machine learning methods, neural networks have been used to solve a wide variety of tasks that are hard to solve using ordinary rule-based programming, including computer vision and speech recognition.

Abstract:
The approaches to the development and management of computer security justification documents on computer security policy, program and plan, computer incident response plan, reports related to computer security are considered in the paper. Requirements for computer security policy, program and plan are presented, and the analysis of different approaches adopted and reflected in the documents of the International Atomic Energy Agency, U.S. Nuclear Regulatory Commission and International Electrotechnical Commission is carried out. It is noted that the approaches used by these organizations to the development and management of computer security justification documents are quite similar. The paper provides suggestions for the development of requirements for computer security justification documents on the instrumentation and control systems at Ukrainian NPPs. The analysis of different international approaches to the development, implementation, and management of the computer security policy, program and plan has allowed developing requirements for the above-mentioned documents, which will be reflected in the new regulation taking into account the current situation at Ukrainian NPPs. Besides, it is planned to include separate requirements for computer security documentation of the developers of instrumentation and control systems regarding computer incident response plan and reporting documents on computer security in this regulation. The paper presents recommendations for the content, implementation and management of computer security justification documents.
