Abstract:
'The possibilities that the technology can offer are seemingly endless and remain to be fully explored in [visual] art education." (Callow. 2001. p,43) The aim of this research is to investigate whether the integration of Visual Arts Technology Tools (TECH-TOOLS) into Traditional Visual Arts Programs (TRAD-['ROG) enhance the students' learning in terms of Arts Ideas (AI) and Arts Skills and Processes (ASP) and whether it is a cost effective option for Western Australian primary schools. To determine whether it is worth the inclusion of TECH-TOOLS in terms of enhancing learning. this research will statistically state whether the combination of TECH-TOOLS and Traditional Visual Arts Media (TRAD-MEDIA) enhance the expressive outcomes of Year Seven boys' artwork. The comparative case study method has been chosen as the most suitable method to enable the Researcher to establish the impact that combining TECH-TOOLS with TRAD-MEDIA have upon Year Seven boys' artwork. The Control group only used TRAD-MEDIA and the Experimental group used both TRAD-MEDIA and TECH-TOOLS to create a piece of artwork based on the chosen theme, Character Cars. There were 23 students in the Control group and 24 students in the Experimental group, however not all students attempted or completed the task for reasons which will be explained in Chapter Four. Each group was involved in three sequenced activities based on the chosen theme, with the second activity varying only according to the media used to complete the task. Combinations of quantitative and qualitative methods have been used in this research. To present quantitative data which provides insights into whether Visual Arts (VA) teachers should be combining TECH-TOOLS with TRAD-MEDIA in their Visual Arts Programs (VAP), each piece of artwork was assessed and analysed using descriptive analysis of the data. Each participant completed a written feedback form outlining their attitudes, feelings and thoughts about their artwork and the media that they used. The Researcher and an independent Visual Arts Education (V AE) expert also took anecdotal records during the VA activities with the aim of recording the participants' involvement and enjoyment of the activities. This study is significantly different from the current research in this area u!; it will: provide quantitative data which will demonstrate Whether the combination of TECH-TOOLS and TRAD-MEDlA enhances students' artwork; link the relevant literature and findings of this study to the Western Australian primary school context; provide links to the Western Australian Curriculum Council's Curriculum Framework; and comment on the influence of gender in VAE. All of these factors contribute to the uniqueness of this study.

Abstract:
This thesis consists of the production of an inter-active computer-based artwork, an analysis of its research outcomes, and an exploration of the theoretical issues that influenced the artistic practice. The artwork, Postcard from Tunis, is an Integrationist exploration of writing and its transformation at the human-computer interface. It is set in a personal portrait of Tunis, a city with a rich history of writing. The thesis starts with the theory of writing. The conventional view of real writing as representation of speech is shown to have serious limitations.Postcard from Tunis offers users who are not Arabic-literate the perception that there are actually no fixed boundaries between writing and pictures, as both are based on spatial configurations. User interaction with Postcard from Tunis, particularly rollover activity, creates a variety of dynamic signs that cannot be theorised by a bipartate theory of signs and that transcend a distinction between the verbal and the non-verbal altogether. Postcard from Tunis both extends Integrationist theory into writing and human-computer interaction and also uniquely articulates this integration of activities in a way that is impossible with written words on paper. The research asserts the validity of the Integrationist theory of writing, language and human communication and of uncoupling these from spoken words. A framework is outlined for future Integrationist research into icons and human-computer interaction.

Abstract:
The purpose of this study was to investigate the relationship between computer attitudes held by tertiary students and the selected variables of gender, age and previous computer experience. It was hypothesized that no statistically significant differences would be found within the relationships tested. A questionnaire comprising the Computer Attitude Scale (CAS), demographic and other questions was administered to the population enrolled in an introductory computer unit at the University of Canberra, Australian Capital Territory in Semester 1, 1992. The results were subjected to t-test and one-way analysis of variance testing. Statistically significant findings were noted between both gender and computer anxiety, and gender and computer confidence, with female students being more anxious and male students being more confident. Students with previous computer experience were found to be significantly less anxious and more confident with computers. More research on possible causes of these relationships and ways of overcoming computer anxiety is needed before the findings can be fully implemented.

The Seven Valleys is an interactive 3D installation based artwork inspired by mystical writings of the Bahá'í Faith. Created as a modification of the firstperson shooter Unreal Tournament 2003 (Epic, 2003) it subverts the original paradigm of the game to create an experience of the numinous, which in spirit, is diametrically opposed to the original intent of the gameplay design. This artwork presents an exploration of, and allusion to, the often subtle and illusive concepts found in the sacred treatise The Seven Valleys (Bahá'u'lláh, 1991) in which the user engages in an experiential journey through the work. The user is faced with conditions and situations that provide motivation to question, explore and attempt to fathom the abstract sense of the numinous. Each of The Seven Valleys contains its own individual mysteries while at the same time contributing its part to the telling of a collective story.

Abstract:
This study explores the internet experiences of women living in rural and regional Australia, their motives for internet uptake and use, the benefits they gain from using the internet, the difficulties they encounter in using the internet and whether the benefits are affected by technical factors, such as computer equipment and telecommunication infrastructure, availability of opportunities for developing online skills, and perceptions of the internet. Data was collected via an email snowball technique to contact women living in rural and regional Australia, resulting in participation by 40 women from throughout rural and regional areas. The research drew on the literature of internet research and media uses-and-gratifications. Although the internet is a relatively new communication technology, it has attracted a large amount of scholarly interest. However, there has been little research into internet use by individual populations. Women living in rural and regional areas of Australia experience geographical and social isolation, with limited access to goods, services and information, and could be expected, therefore, to gain significant benefits from use of the internet. However, the potential benefits of the internet could be offset by difficulties with internet use in rural and regional areas. A narrative approach was used to determine the motives for internet use by women living in rural and regional Australia, the benefits they gain from using the internet, the difficulties they encounter in using it and whether the difficulties affect the benefits they gain from internet use. The research findings show that, more than anything else, women living in rural and regional Australia use the internet to build and maintain relationships, including keeping in touch with family and friends, re-connecting with friends for the past and making new friends online. They also use the internet to facilitate involvement in community organisations, to contribute to social issues at the national, state and local level and to participate in community projects and events. In addition, women living in rural and regional Australia use the internet to undertake business and education related activities, pursue personal interests, seek emotional support and undertake practical tasks, such as finding and disseminating information, banking and shopping. However, the many benefits of the internet are offset to some extent by the many frustrations encountered in using it, particularly in regard to technical factors and developing online skills. Spam mail and viruses also cause considerable inconvenience.

Abstract:
The case studies carried out in four non-government primary schools in the ACT aimed to look at the way teachers were using computers in classrooms in order to shed light on the factors which may determine how teachers chose to use computers to enhance learning. The case study method allowed the researcher to use triangulation to provide in-depth information about the processes involved in the delivery of a lesson using a computer. The findings were positive in that more than half of the teachers were found to be using computers at a high level of adoption, predominantly running simulation programs. In most schools, this was in spite of either hardware or software constraints, inadequate professional development opportunities or administrative obstacles. Whether the teachers taught in a laboratory or had one computer in the classroom did not seem to retard their enthusiasm for finding the best strategies to effectively integrate computer use. Cooperative learning strategies had been adopted by most of the teachers so their transition to computer use was made easier since their students had already been 'routinised'.The data also pointed to formal Computer Education as a possible determinant of a high level computer user. However, research on a wider scale would be needed to validate the result. Differences in the way classes were managed in a onecomputer classroom and a laboratory were evident. Teachers spent most time with those students working away from the computer in the one-computer classroom and most time with those working at the computer in the laboratory setting. Methods of evaluation were shown to be necessarily different depending on whether work was carried out in a laboratory or a one-computer classroom. Finally, the study pointed to the need for non-government schools and system managers to begin long-term planning for hardware and software purchase and resource management in order to provide teachers with the tools needed to integrate computer use effectively. Such planning would need to include provision for professional development.

Abstract:
Cyberhistory is a thesis presented at The University of Western Australia for the Degree of Master of Science. Computer history is its prime field of focus. Cyberhistory pursues four key themes in computer history. These are, gender, the notion of the periphery, access and the role of the proselytiser. Cyberhistory argues that, gender issues are significant to computer history, culture ascribes gender to computing, and culture has driven computer development as much as technological progress. Cyberhistory identifies significant factors in the progress of computer technology in the 20th century. Cyberhistory finds that, innovation can occur on the periphery, access to computers can liberate and lead to progress, key proselytisers have impacted the development of computing and computing has become decentralised due to a need for greater access to the information machine. Cyberhistory traces a symbolic journey from the industrial periphery to the centres of computing development during WWII, then out to a marginal computer centre and into the personal space of the room. From the room, Cyberhistory connects into cyberspace. Cyberhistory finds that, despite its chaos, the Internet can act like a sanctuary for those seeking to bring imagination and creativity to computing.

Abstract:
This thesis examines the development of copyright and patent protection in the United States, United Kingdom and Australia and proposes that intellectual property is not the correct mechanism for protecting computer software. Both copyright and patent protection are evaluated in relation to their application to protecting the various elements of software. The increased desire for patent protection of software in the United States has recently impacted the debate over the correct regime for intellectual property protection. There has also been a corresponding restriction in the application of copyright protection by the courts. Combined with an undercurrent of sui generis software legislation being advocated by academia this has lead to the situation where there is continuing uncertainty over which method of protection should be provided for software. It will be shown that copyright is inadequate for the protection of computer software and that it does not address the correct element requiring protection. Patents, by corollary, provide protection that is excessive. The socio-economic effects of patent protection will be shown to demonstrate that it is not a worthy successor or adjunct to copyright. While copyright has attempted to protect one aspect (source code) patents have attempted to protect another (functionality). The thesis identifies the fundamental flaws in the protection offered by both regimes and proposes that they are equally unsuitable for the protection of software. Software will be shown to possess a diverse array of elements that are largely indivisible if adequate protection is to be provided. It is proposed that software be considered as a new form of property, referred to as Binary property, which covers informational and information processing entities. Further, the existing common law principles should be applied to the aspects that are at the heart of the intellectual property protection dilemma. In reality the elements requiring protection in software are activities that wrongfully duplicate a work or replicate it to create clones. It will be shown that the common law principles of theft, trespass, breach of contract and passing-off are suitable for protecting developers from these infringements. It will also be contended that any legislative intervention should be limited so that a certain degree of replication is allowable where there is a benefit to society through technological advancement or enhancement through standardisation. As such the application of common law principles are applied in a minimalist legalistic environment. The minimalist approach takes the position that there should be minimal legislative intervention in the computer industry. It proposes that there should be legislative intervention to enable the existing common law to take account of computer technology and provide for its continuing impact on society that will accelerate into the next millennium. It further shows that the continuing development of computer technology will outpace intellectual property necessitating the recognition of computer software as a unique form of new property in existing jurisprudence. The application of existing common law principles of property and the reduction in the monopolistic nature of intellectual property will not only benefit the highly dynamic and creative international computer industry but it will also be in the best interests of the Australian software development industry.

Abstract:
Organizations are experiencing problems with the control of information in computer-based information systems. Records management is a system that consists of a number of elements to control recorded information over its life cycle. Previous studies have ranked various records management activities. However, these studies were not conducted in Australia, were not specifically related to computerbased information systems, and were based on the frequency with which records management tasks, or duties and responsibilities were being performed by records management personnel rather than the perceived importance of records management elements for overcoming problems. This study is conducted in Australia on the role of records management within the context of computer-based information systems. It has two purposes: to determine whether there is an appreciable difference in the perceived importance of the various records management elements for overcoming excessive quantity, poor quality and storage media problems in computer-based information systems by RMAA individual members; and to determine whether regardless of professional involvement and level of education of RMAA individual members, there is no statistically significant difference in the perceived importance of the various records management elements in computer-based information systems for overcoming these three problems. To carry out the research a questionnaire was devised and distributed to individual members of the Records Management Association of Australia. The survey obtained a usable response rate of 53.1 percent from a population of 399 individual members of the Association. The study indicated that there is a difference in the perceived importance of the various records management elements for overcoming excessive quantity, poor quality and storage media problems in computer-based information systems. There was evidence to suggest that respondents frequently involved in professional activities are more likely to consider certain records management elements more important than respondents not frequently involved in these activities. The study also found that level of education is associated with the selection of certain records management elements. In particular, those respondents with no tertiary qualifications are more likely to consider the records management elements mail management and a records retention and disposition schedule important than respondents with tertiary qualifications.

Abstract:
This program of research was aimed at investigating a novel application of computer aided text analysis (CATA). To date, CATA has been used in a wide variety of disciplines, including Psychology, but never in the area of personnel selection. Traditional personnel selection techniques have met with limited success in the prediction of costly training failures for some occupational groups such as pilot and air traffic controller. Accordingly, the overall purpose of this thesis was to assess the validity of linguistic style to select personnel. Several studies were used to examine the structure of language in a personnel selection setting; the relationship between linguistic style and the individual differences dimensions of ability, personality and vocational interests; the validity of linguistic style as a personnel selection tool and the differences in linguistic style across occupational groups. The participants for the studies contained in this thesis consisted of a group of 810 Royal Australian Air Force Pilot, Air Traffic Control and Air Defence Officer trainees. The results partially supported two of the eight hypotheses; the other six hypotheses were supported. The structure of the linguistic style measure was found to be different in this study compared with the structure found in previous research. Linguistic style was found to be unrelated to ability or vocational interests, although some overlap was found between linguistic style and the measure of personality. In terms of personnel selection validity, linguistic style was found to relate to the outcome of training for the occupations of Pilot, Air Traffic Control and Air Defence Officer. Linguistic style also demonstrated incremental validity beyond traditional ability and selection interview measures. The findings are discussed in light of the Five Factor Theory of Personality, and motivational theory and a modified spreading activation network model of semantic memory and knowledge. A general conclusion is drawn that the analysis of linguistic style is a promising new tool in the area of personnel selection.

Abstract:
This thesis examines issues in Australian undergraduate engineering management studies in the context of flexible learning delivery. It is proposed that, within an Australian context: a) the management skills and competencies required by graduate engineers can be determined and classified on a rational basis, permitting an educational focus on those elements most appropriate for graduates; and b) on-line and other computer-based technologies are a practical and effective method for the support of undergraduate engineering management studies. The doctoral project incorporates: • an examination of the nature of engineering management; • a review of the relevant literature establishing the importance of management studies in undergraduate engineering courses; • a review of historical and recent developments in Australian undergraduate engineering management studies; • an investigation of the management skills and competencies required by graduate engineers - based on original research; • an examination of flexible delivery of engineering education - based on professional practice experience; and • an evaluation of case studies of flexible delivery of engineering management education - based on original research and professional practice experience. A framework of ranked classified management skills is developed. Broadly, the ranking framework is generic professional skills, followed by general management skills and technical discipline specific management skills, followed by other professional discipline skills and theoretical skills. This framework provides a rational basis for design of undergraduate engineering management studies. This is supplemented by consideration of the management skills required for the future of engineering practice. It is concluded that undergraduate engineering management education is well suited to delivery and support by on-line and computer-based technology. Recent developments in improved access to the Internet, software systems for on-line collaboration and changes in copyright legislation to create a broad-based right to communication via on-line media have contributed to the facilitation of on-line delivery of teaching and learning. It is noted that though many on-line infrastructure issues have been satisfactorily resolved, higher level issues will emerge as being crucial, including the academic staff development and reward for operating in an online teaching environment and the financial sustainability of on-line development and delivery of courses.

Abstract:
Policies advocating the use of digital technologies in government schools are promoted by all public school education systems in Australia. This is reflected in the release of political media statements, policies, plans, budgets, digital networking rollouts, curriculum developments, and professional development activities. Resources are being directed towards such initiatives from within school education budgets and from departmental and 'whole of government' initiatives, at state, territory and federal levels. While there is considerable activity being supported by governments, outside of these activities academic publications specifically about these school level initiatives are limited. This research sets out to answer the question: 'what does public schooling mean in Australia in the 21st century given its past tradition of free, compulsory and secular schooling, and given the present policies that are urging the ubiquitous use of digital technologies?' The purpose of this research is to interpret, understand and explain the policies of the public schooling systems in Australia advocating the use of digital technologies. In doing so, this thesis aims to contribute to the development of a stock of Australian research specifically in the schooling sector, about the use of digital technologies in schools. Further, this thesis aims to stimulate and add to the conversations concerning these policies. It is argued that the use of digital technologies in schooling has the capacity to redefine what has previously been understood by 'public schooling'. This thesis is the outcome of an interpretative social inquiry where narrative theory and hegemony have provided its theoretical bases. This thesis has not set out to merge these theories nor has it attempted to reconcile the internal differences within them, but rather, to draw from them, and to use approaches that are pertinent to this study. While such an approach may be contentious and bring some inherent difficulties, the intention of the research has been to draw upon the abstract understandings afforded by these theories and apply them to concrete, particular, yet newly emerging educational activities. This is to provide interpretative and explanatory perspectives to the advocated use of digital technologies in Australian schools and systems, and, in Chapter Six, to forward a proposition for future action. There are several different ways in which this thesis could have been approached and finally could have been structured. Likewise, there are many avenues that require research but have been left without investigation due to limitations of size, space and time. This is not to negate their importance, but rather it is to recognise the limits of this project and to highlight the necessity for more research to be undertaken. Throughout the thesis distance education has been considered in conjunction with the policies directly impinging upon 'face to face' schooling. It is argued that with the advocated use of digital technologies as an inherent part of public schooling, there is emerging, a convergence in these two styles of schooling. Further it is argued that experiences from school level distance education practitioners have the potential to offer some insights that may be useful for those in 'face to face' schools using digital technologies. It is intended then, that the implications from this research will have the capacity to influence how we view centrally developed school education policies, curriculum leadership and management as well as what is intended to happen in the classroom. The thesis has been arranged into three parts. The first three chapters comprise Part One. Chapter One identifies the research space for the thesis. This is achieved by describing the fields of research from which this thesis draws, and introduces the theoretical bases used in the research space identified for this thesis. Chapter Two provides the theoretical bases for the thesis in more detail. In doing so, positivist approaches to the research are rejected. Chapter Three describes the research methods used to interpret,understand and explain the public schooling sectors' digital technologies policies. Together, these three chapters provide an outline of the nature of the research undertaking, and the theories and methods used. Part Two also has three chapters. These are structured around the temporal concept important to narrative theory; that of the past, the present and the future. Chapter Four looks to the past and provides an account of the history and three traditions, it is argued, impinge upon this research project. In particular, this chapter discusses what was intended by the phrase 'public education' in Australia during the 19th and 20th centuries. This chapter establishes the context for the interpretations of the policies that follow. Chapter Five seeks to understand and explain the policy narratives of the present, defined as the research period between 1997 and 2001. This period of time is thought of as sitting temporally between the past history and traditions outlined in Chapter Four and the possible scenarios for the future, proposed in Chapter Six. Part Three brings the thesis to its conclusion by reflecting on the central question identified for this thesis: 'what does public schooling mean in Australia in the 21st century, given its past tradition of free, compulsory and secular schooling, and given the present policies that are urging the ubiquitous use of digital technologies?'

Abstract:
In the most recent statistics, published by the Australian Bureau of Statistics in 2012, it was reported that slightly under one in five people stated they had a disability. A further twenty-one percent of the population (4.7 million people) reported that they had a long-term health condition that did not restrict their everyday activities. This total group of people who suffer either a disability or a long-term health condition numbers 8.9 million people, or over thirty-nine percent of the Australian population. Of the people reporting a disability, 3.7 million or eighty-eight percent of that group experienced limitations in the activities of self-care, mobility or communication, or were restricted in their education or employment. (W3C, 2013c) In 2010, the Australian Government Information Management Office (AGIMO) reported that an estimated one in five Australians or 3.95 million people experienced long term impairment. Of this figure, 2.6 million, or roughly fifteen percent of the population, of people with long term impairments are under the age of 65. At that time it was stated that eighty-six percent report that they experience a core limitation, which involves their mobility or communication and may restrict either their schooling or employment. (Australian Bureau of Statistics, 2010; Begbie, 2010) According to these figures, it would appear that the number of people with disabilities that restrict their daily lives has grown in line with population growth. In June 2010,the Australian Government released the Web Accessibility National Transition Strategy (NTS) (Australian Government Information Management Office (AGIMO), 2010a). This document outlines the plan for the adoption and implementation of the Web Content Accessibility Guidelines (WCAG) Version 2.0 (W3C, 2008d). This plan provides a strategy for all government websites to conform to WCAG 2.0 Priority Level A by December 2012 and Australian Government sites to WCAG 2.0 Priority Level AA by December 2014. In Australia, the Australian Human Rights Commission (AHRC) is responsible for administering the Disability Discrimination Act of 1992 (DDA) (Australian Government, 2013a) In order to assist organisations in complying with the DDA, the AHRC has produced the World Wide Web Access: Disability Discrimination Act Advisory Notes Version 4.0 (Advisory Notes). (Australian Human Rights Commission, 2010). These Advisory Notes reinforce the NTS, but also advise all non-government website holders to ensure their websites are compliant to WCAG 2.0 (W3C, 2008d). New non-government websites must adhere to WCAG 2.0 AA, and existing website owners have until December 31, 2013 to comply with this same level. (Australian Human Rights Commission, 2010) Australians have clearly embraced using the Web as their preferred method of dealing with the various levels of government. It is estimated that there are over 4600 registered domains in the gov.au space, with more than 4.2 million documents. Australians enter the federal government web space through ‘www.australia.gov.au’ which has led the transition to WCAG 2.0 by declaring their site compliant to WCAG 2.0 AA, with some elements complying with the AAA level. (Australian Government Information Management Office (AGIMO), 2009). The purpose of this research was to determine whether such a mandated approach by way of a federal government strategy would accomplish the goal of achieving compliance with WCAG 2.0. In order to accomplish this research goal, a selection of websites from government websites was assessed on a regular basis to observe their accessibility changes during the period of the NTS. In addition, this study included websites from non-government sites in order to observe their accessibility changes and also to compare these results with the government website results. The websites were selected in a targeted sample approach in an attempt to choose websites that would enable comparison of the accessibility results. For instance, the same category of websites from each state was selected including the state library, health, disability services, job search, emergency services and business development. Federal government websites were chosen to reflect these same categories plus additional websites with which it was considered Australians had the most contact, including but not limited to broadcasting, tax, health, and information services. The not-for-profit websites chosen represented those considered most well-known, while those selected for the government-affiliated category included a university from each state plus two utilities. The corporate website category included representatives from large corporations such as banks, airlines, mining companies and major shopping as well as representatives selected from organisations such as telecommunications, travel, public transportation, telecommunications and multimedia. In the local government category, the capital city and next largest city in terms of population was chosen from each state. The selection of websites was done in consultation with academic supervisors, members of the W3C as well as in consultation with staff at the Australian Government Information Management Office. Barriers in achieving compliance with WCAG 2.0 and critical success factors for those organisations which achieved the greatest level of compliance were identified both through the evaluation data and also through the surveys conducted throughout the research. The lack of a unified methodology for testing the websites for accessibility was highlighted as an area which needs to be addressed if the Government is to be able to conduct checks on agencies to monitor their progress toward achieving compliance with these accepted standards. The results of this research demonstrate that very few organisations succeeded in meeting even Level A of WCAG by the deadline of December 31, 2012. It is clear however that the government websites achieved greater compliance scores than non-government. In particular, the federal government websites both started as the most accessible and retained that position to the end of the data collection period. While very few websites in this research were successful in achieving compliance with WCAG 2.0 to even Level A, the NTS was successful in the raising of awareness of the issues and requirements of website accessibility, particularly for government agencies. Conversely, this means that the gap between the accessibility of government and non-government websites has widened which is clearly demonstrated by the results of this research.

The library profession is now heavily involved in providing access to information through library web sites and it is a challenge to design a web site that has reliable content and a user interface that is intuitive to those who use it. As web accessibility and usability are major issues in the design of library Web sites, this paper suggests that the design will be most successful when a usability analysis tool is used throughout the design and redesign of academic library web sites. The research drew on the literature of Human-computer Interaction and usability engineering examining best practice usability and accessibility design guidelines. It identified those guidelines that were relevant to academic library web sites. In order to establish the extent to which Australian academic library web sites met usability guidelines a usability analysis tool was developed and used to evaluate a randomly selected sample of web sites. The web sites were categorised under higher education institutional archetypes as suggested by DETYA (1998) and the results were discussed in light of these groups. The research found that there was no correlation of the usability of the web sites between the archetypes. In fact the pattern of usability was randomly distributed across all institutions, with the best and worst results appearing in each archetypical category. The study concluded that the web has provided a whole new start for all institutions and after examining the results, it suggested that the design of early web sites was not based on the size or the past history of the institution that it belonged to, but rather reflected those factors, already established in the literature, that faced library web managers at that time, when designing the library web page.

Data surveillance is the systematic use of personal data systems in the investigation or monitoring of the actions or communications of one or more persons. This collection of papers was the basis for a supplication under Rule 28 of the ANU's Degree of Doctor of Philosophy Rules. The papers develop a body of theory that explains the nature, applications and impacts of the data processing technologies that support the investigation or monitoring of individuals and populations. Literature review and analysis is supplemented by reports of field work undertaken in both the United States and Australia, which tested the body of theory, and enabled it to be articulated. The research programme established a firm theoretical foundation for further work. It provided insights into appropriate research methods, and delivered not only empirically-based descriptive and explanatory data, but also evaluative information relevant to policy-decisions. The body of work as a whole provides a basis on which more mature research work is able to build.

[Truncated abstract] Current literature about university teaching argues that online teaching requires online social learning based on social interaction to be effective. This implies a shift in pedagogy based on engagement and collaboration, instead of trying to reproduce face-to- face teaching, in online environments. However, when a university adopts an elearning platform (or Learning Management System, LMS), most teachers tend to reproduce their traditional teaching, delivering, through the LMS, educational material. This study explored factors which influence university teachers to adopt teaching models based on online social interaction (OSI) when an e-learning platform is used to complement undergraduate classroom teaching. Online teaching model adoption was considered in the framework of technology adoption and post-adoption behavior, i.e., adoption and use by individuals after an organization has adopted an ICT-based innovation (Jasperson, Carter, & Zmud, 2005). Behaviors were investigated using a model based on Ajzen's (1991) Theory of Planned Behavior (TPB). In total, 26 university teachers 15 from Australia and 11 from Italy holding undergraduate courses, were recruited. They responded to a semi-structured interview based on the TPB, built on purpose for this research. Teachers were divided into three different groups on the basis of their approach to online teaching, corresponding to three different levels of adoption of OSI. With an increasing proportion of older people in the Australian population and increasing health and longevity, paid work after the age of 65 years may become an option or a necessity in the future. The focus of this research is on Australian women of the baby boom generation, their working futures, and the work-retirement decision. This is explored both from the viewpoint of women and from a social policy perspective. The research draws on Considine�s model of public policy, futures studies, and Beck�s concept of risk society. The research comprises three studies. Using focus group research, Study 1 explored the views of Australian women of the baby boom generation on work after the age of 65 years. Study 2 aimed to explore current thinking on the research topic in Australia and overseas. Computer-mediated communication involving an Internet website and four scenarios for the year 2020 were used for this study. Study 3 consists of the analysis of quantitative data from the Healthy Retirement Project, focusing on attitudes towards retirement, retirement plans, and the preferred and expected age of retirement. The importance of choice and a work � life balance emerged throughout the research. Women in high-status occupations were found to be more likely to be open to the option of continuing paid work beyond age 65 than women in low-status jobs. However, the women were equally likely to embrace future volunteering. The research findings suggest that policies for an ageing female workforce should be based on the values of inclusiveness, fairness, self-determination, and social justice, and address issues of workplace flexibility, equality in the workplace, recognition for unpaid community and caring work, opportunities for life-long learning, complexity and inequities of the superannuation system, and planning for retirement. Further, providing a guaranteed minimum income for all Australians should be explored as a viable alternative to the current social security system.

Due to the complex nature of aquatic food webs, the interaction between abiotic and biotic factors that govern ecosystem dynamics is often elusive. Recent advancements in both the collection of reliable field data and the development of ecological models have enabled researchers to gain insights into these more complex interactions. In this study the relationship between physical and ecological processes has been explored by applying a process based coupled physical and ecological model (DYRESM-CAEDYM) to the data sets of three aquatic ecosystems. In the first, the role of zooplankton in the nutrient cycles of Lake Kinneret, Israel was quantified. The model was parameterized and calibrated using an extensive field data set. It was found that the excretion of dissolved nutrients by zooplankton accounted for up to 58% of phytoplankton demand and that this value varied seasonally in response to patterns of stratification and mixing. In the second ecosystem, Mono Lake, USA, results from model simulations were studied to determine the significance of the transport of nutrient rich hypolimnetic water via the benthic boundary layer (BBL) on lake productivity. Model results indicated that although on average the impact of BBL transport on Mono Lake ecology was not large, significant nutrient fluxes were simulated during periods when BBL transport was most active. The timing of these fluxes in the context of seasonal changes were found to be critical to specific aspects of food web dynamics. In the final application, the ecological gradients of the primary salt ponds of Shark Bay, Australia were studied with specific focus on the role of zooplankton as a determinant of ecosystem dynamics. Model results indicated that zooplankton grazing was responsible for reduced water column particulate organic matter and increased light available for the development of microbial mats. However, no direct 8 link between zooplankton grazing and observed changes in planktonic algal species composition or nutrient limitation across the salinity gradient of the ponds was found. Results from this study demonstrate the potential of a lake ecosystem model to extract useful process information to complement field data collection and address questions related to the relationship between physical and ecological processes in aquatic ecosystems.

That the outcomes of policy initiatives often diverge from initial policy intentions is widely known. In the realm of educational Information and Communication Technology (ICT) policy, the extent to which policy agendas are realised is somewhat obfuscated the complex, and often politicised, educational environment. The ‘undefined something’ that causes policy misalignment has proven to be elusive. This thesis outlines the journey taken to develop, execute upon and refine a framework and methodological approach to examining where, when, how, and why a large educational ICT policy – the Australian Digital Revolution (DER) / National Secondary Student Computer Fund (NSSCF) – saw mutation (realignment / misalignment) of its policy agenda. My approach was to blend the Actor Network Theory (ANT) for examining the macroscopic level of the policy environment (the structural relationships that made up the policy environment), with Luhmann’s Model of Autopoiesis for examining the microscopic level (the vectors between the actors which carry policy intent). Application of this new framework to the DER / NSSCF revealed several structures within the language of policy transmission that demonstratively gave rise to realignment, and thus mutation, of the original policy agenda. Furthermore, I identify how such policy realignment remains hidden from policymakers.
