Abstract:
Advances in mobile computing technology and software applications have led to an expansion in potential uses for handheld computers for various tasks. One strong application area is in maintenance and inspection. Network Rail has been progressively developing and applying handheld computers to field-based maintenance and inspection operations, with the aims of improving work productivity and quality, and personal and system safety. However, it is clear that these aims so far have been achieved with varying degrees of success. Handheld computer devices have the potential to enhance the procedure of performing the tasks in many different ways. However, the current handheld computers introduced to maintenance and inspection tasks in Network Rail have principally been designed as data entry tools and in most cases the primary objective is to reduce the amount of paper work and the associated costs and errors. This highlights the need for fundamental research into the ways in which handheld computer technologies should be specified, designed and implemented for effective use in a complex distributed environment such as the rail industry. The main purpose of this research was to study the applications of handheld computers in the rail industry and to generate a set of design principles for development of future systems within Network Rail. The findings of this research have contributed to the identification of human factors principles that need to be considered for design and implementation of successful handheld computer applications. A framework was also developed to summarise and organise information and functional requirements of maintenance workers. Investigating maintenance workers’ requirements through interviews and observations emphasised the importance of rail specific spatial information and the benefits of providing this knowledge to maintenance workers through a mobile computing device which is portable and easy to use. However, displaying rail specific spatial information on the small screen of a handheld computer introduces various HCI issues and challenges. These were addressed in part through a programme of experiments, and therefore the final section of this research focused on examining fundamental aspects of presenting rail specific spatial information on handheld computer screens. The main findings from different stages of this research have been collated into a set of recommendations for design and development of usable and useful applications for handheld computer devices in the rail industry.

The main problem is that the workers themselves do not understand how to organize and manage a huge amount of knowledge capital has, and the importance of this to improve organizational performance. This research is based on understanding the importance of knowledge management practices and policies within an organisation. This is based on research to understand the importance of knowledge management practices and policies within the organization. This research focuses on building a framework based on the knowledge of social issues within the organization and its impact on business. This research will explore strategies that can be used for organizations in order to integrate this knowledge into their business social benefit from social ontology. To enable this framework, a business organization knowledge management integrated social ontology framework (BOKMISOf) was built with a focus on telecommunications industry in Saudi Arabia and the Gulf states. In order to understand the social aspects of an organisation, a social ontology was developed which was incorporated into the knowledge management framework. The BOKMISO framework was evaluated with case studies, within telecommunication companies, in Saudi Arabia and the Gulf states. The employees of these companies contributed in data collection activity via questionnaire, whereas the managers of these companies contributed via semi-structured interview. Results that were gathered from data collection showed that BOKMISO framework was valid, appropriate, useful and added value to an organisation. Further work can be done to apply the BOKMISOf within other telecommunications companies in Saudi Arabia.

Although the Internet is the dominant broadband network, it still has a fundamental shortcoming in traffic management that does not properly support efficient use of resources together with differentiated quality of service for mixed traffic types. Even though a number of mechanisms have been proposed under key approaches of resource adaptation, resource reservation, and resource pricing, this problem remains unsolved to date because of its complexity and the way it relates to so many considerations of engineering and economics, and the diverse range of services desired by users. Hence it is considered difficult to devise a perfect mechanism that can universally solve this problem. In this respect, this dissertation contributes to insights into potential combinations and trade-offs of key approaches above in some efficient manner for managing traffic and scarce resources in the Internet. The first part of this work considers the combination of relaxed resource reservation and resource pricing schemes for handling the unfair bandwidth distribution problem in soft-bandwidth guarantee services of the Differentiated Services (DiffServ) Internet. We show that this unfairness problem can be handled using a network-user cooperative approach that addresses both individual user satisfaction and global optimization. We propose to add a mechanism based on price-based feedback signaling to DiffServ-capable routers providing Assured Forwarding (AF) Service so that they can offer per-flow signaling. This still allows them to work at an aggregate traffic level, hence the scalability feature of the DiffServ network can be retained. Our proposed mechanism allows the network to offer reliable service assurances via a distributed optimization algorithm, without introducing special protocols or requiring routers to have access of individual user requirements. Moreover, it can provide incentives for users to cooperate so that optimum performance can be accomplished. This approach has broad applicability and is relevant to all types of assured service classes. The second part of this work considers the combination of a specific resource pricing scheme based on a distributed optimization algorithm and multimedia adaptation schemes. Such a capability has not been available because most utility functions of multimedia applications do not meet the concavity constraints required by optimization algorithm. We proposed to overcome this limitation by redefining user utility functions into equivalent discrete forms and using combinatorial (discrete) optimization so that interfacing the resource-pricing scheme can be done in a normal way. However, to obtain feasible solutions in a scalable manner, an agent is included into the scheme for solving the combinatorial (discrete) optimization on behalf of a small group of users. In return, all users belonging to this group can benefit from social welfare maximization of their utilities over a network resource constraint. The last part of this work considers the combination of relaxed resource reservation and resource pricing schemes to enable a proper charging scheme for adaptive applications in the DiffServ Internet. We provide an optimization formulation of the problems of revenue and social welfare maximization, applied at a service provider (SP) who gives access to the DiffServ Internet. In this scheme, resources are provisioned per QoS-oriented class in a long time scale (service level agreement (SLA) duration), then priced based on user demand in the short time scale. We also show that the proposed charging scheme can provide feedback and incentives for users to use the network resource optimally via the standard packet marking, hence eliminating the need for specific pricing protocol. All of the proposals in this work can be used together, solving these key problems as a coordinated whole, and all use readily available network mechanisms.

Attempts to bridge the digital divide between urban and rural Information and Communications Technology (ICT) users have led to the deployment of ICT platforms in remote rural areas. This puts an increased demand for skilled support in rural ICT platforms to assist users in resolving technical problems that they face on a daily basis. A web based help desk system is developed and implemented to allow knowledge sharing and collaboration amongst users and experts as a way of ensuring the technical sustainability of the Siyakhula Living Lab, a remote rural based Information and Communications Technology (ICT4D) intervention. The research describes the use of Transactional and Innovation & Creative knowledge management strategies and their associated applications such as case-based reasoning (CBR) methods and collaborative knowledge approaches to develop a help desk support system for a geographically distributed multipurpose ICT centre in Dwesa, a rural remote area in the Eastern Cape Province, South Africa. The system implemented in this study has been validated for functional adequacy and usability within the Siyakhula Living Lab. The results of the evaluation are presented in this thesis to provide the initial validation of the effectiveness of the help desk system. Abstract:

The purpose of our thesis is to research the Swedish telecommunication company, BISC’s potential on the Chinese market. We have used five different theoretical tools to examine the external and internal environment of the company; Pest analysis, a market analysis, a Porter’s five forces analysis, a firm’s resources and capabilities analysis, and a SWOT. All have been used to categorise and summarize the findings in the analyses. Our findings gave both positive and negative answers in terms of our research question: Should BISC enter the Chinese telecommunication market? The Pest analysis led us to conclude that BISC could potentially handle the macro environment of China well. The market analysis showed the astonishing market potential availability in the country. The Porter industry analysis gave a rather pessimistic outcome, with few customers and high entry barriers. The firm’s resources and capabilities analysis found several significant assets. The firm’s human capital, external network and financial health showed that the company is well equipped to potentially run a subsidiary within China. A SWOT summary of the analyses made us draw the conclusion that BISC’s hypothetical strengths and opportunities in China outweigh the hypothetical weaknesses and threats, while the high barriers of entry can be overcome with the internal resources of BISC. Our advice to BISC is, therefore: enter the Chinese telecommunication market.

Telecommunication (telecom) companies face increasingly tough times as digitization reshapes the industrial landscape. In 2012, telecom companies acknowledged that over-the-top (OTT) communication services have become the greatest threat to their revenues. OTT communication services use the internet to deliver an array of services such as voice, video calls, and messaging. Some of the most popular OTT companies are Skype, WhatsApp, WeChat, Google Hangouts, Viber, Line, etc. The continued business disruption is driving telecom companies to investigate platform-based business models as key ingredients to survival. Platform business models are the core of some of the most powerful and fastest-growing companies such as Alibaba, Uber, Airbnb, Facebook, etc. Platform businesses bring together producers and users in efficient exchanges of value. These models are known for leveraging network effects, which means the more participants on the platform, the greater the value produced. With the appearance of the 5th generation (5G) of mobile network connectivity, telecom companies need to know how they can protect themselves from being delegated by disruptors as commodity connectivity providers. In this thesis, we explored the areas where 5G can have an impact in the next five years. We used a technique developed by Professor Marshall Van Alstyne. The technique consists of plotting an interaction's perceived value versus interaction volume then selecting the area with the highest interaction of perceived value and volume. Results showed that immersive media has these characteristics. After we identified the area, we selected a platform using the concept evaluation methodology. The most feasible multi-sided platform (MSP) for the telecom industry in the next five years is a 3600 HD video platform with live and recorded long-tail content (large number of unique items with relatively small quantities). The MSP consists of four sides: users, content developers, advertisers, and software developers. Platform launch, monetization, openness and network effects strategies are proposed. Moreover, a financial analysis was performed. Results show the proposed MSP is a feasible option. Finally, a stakeholder analysis compares an existing digital platform versus our proposed platform. Results show similar behavior.

This thesis deals with development of Telecommunication Industry in The Czech Republic. The first part of the paper captures more complexly overview of global tendencies in the industry. Generally, the key focus is on the last five years from 2009 to 2013 as this was the most dynamic period of the industry so far: new trends such as MVNOs or M2M appeared, telecommunication regulations have tighten up due to united European Union regulations, which all together led to increasing competition in the industry and necessary acquisitions. One of the recent acquisitions -- Telefónica Czech Republic Group and its subsidiaries gained by PPF Group, is analysed in the second part of this thesis through financial analysis. The acquisition's importance and potential benefits are unquestionable as the operator has performed within the last five years that it can react very well during difficult economic and financial times, and it can prosper from its advantages over its main competitors.

The internet, mobile communication, social media, and other digital services have integrated so much into our daily lives and businesses alike. Companies facing digital transformation experience this as exceptionally challenging. While there are several studies that state the importance of digital transformation and how it influences current and future businesses, there is little academic literature available on factors that affect the success or failure of digital transformation in companies. It is unclear what factors affect digital transformation in an established telecommunications company. The aim of this study was therefore to explore the factors that affect digital transformation in a telecommunications company in South Africa, and to what extent. One primary research question was posed, namely: “What factors affect digital transformation in a telecommunications company in South Africa?” To answer the question, a study was conducted at a telecommunications company in South Africa. The researcher adopted a subjective ontological and interpretivist epistemological stance, as the data collected from the participants’ perspective were interpreted to make claims about the truth, and because there are many ways of looking at the phenomena. An inductive approach was selected to enable the researcher to gain in-depth insight into the views and perspective of factors that influence digital transformation in the specific company. The explorative research strategy was used to gain an understanding of the underlying views, reasons, opinions, and thoughts of the 15 participants by means of semi-structured interviews. The participants were made aware that they do not have to answer any question if they are uncomfortable, and they could withdraw their answers at any time. The data collected were transcribed, summarised, and categorised to provide a clear understanding of the data. For this study, 36 findings were identified. From this research, it was inter alia concluded that successful digital transformation of companies depends on how Management drives digital transformation, and the benefits of new digital technologies should be carefully considered when planning to implement digital transformation.

Since its establishment in 1992, NTT DoCoMo had accomplished rapid growth by developing innovative strategies and meeting consumer demands. However, the population-based penetration rate of Japanese wireless phones now exceeds 70%, and the market is approaching saturation. Tariff reduction battles have occurred among competitors since the introduction of flat rate packages in 2004. Furthermore, this competitive environment will become even more fierce with the introduction of Mobile Number Portability and the addition of new entrants It is difficult for Japanese wireless telecom operators to achieve sustainable growth if they continue to follow existing business models. DoCoMo therefore has begun to implement a new business platform, 'Mobile Wallet' on which DoCoMo aims to build an unprecedented business model-the fusion of its credit card and wireless phone businesses. DoCoMo still generates a high level of cash flow from its existing businesses, even though its growth rate has decelerated. In addition to the new strategy that has been implemented for the domestic market, I believe DoCoMo should reinvest its abundant investment resources effectively into markets with high growth potential in order to increase the company's corporate growth.

In the past, DoCoMo acquired a minority stake in several wireless telecom operators in developed countries for the purpose of expanding its W-CDMA and i-mode platforms (developed by DoCoMo) but not for pursuing returns on its investment. In contrast, Vodafone, DoCoMo's chief rival telecom operator, acquired a majority stake in several wireless telecom operators in order to expand the scope and scale of its business and to pursue synergy effects. DoCoMo's present basic strategy can be defined as a technology-driven policy, while Vodafone's basic strategy focuses on financial matters as a finance-driven policy. In this thesis, I analyze the global strategies of these two wireless telecom operators, comparing their respective technology-driven policy and finance-driven policy. I present a philosophy and methodology for a global investment strategy that will creates future sustainable growth for DoCoMo. Finally, I examine specific investment candidates who could bolster the implementation of the new strategy.

Abstract:
There is a dearth of decision-support models or frameworks to aid managers in the Information and Communications Technology (ICT) industry in uniformly assessing the key factors in the decision to standardize innovative technologies. Making the proper decision is consequential and potentially fraught with risks for the firm such as competitive exposure, high expenditures with inadequate returns, restrictive inbound or outbound patent licensing obligations, and related complications. This study presents a framework to guide managers in the ICT industry in assessing the factors that inform the decision to participate in the development of technology standards. Using multi-criteria decision analysis and judgment data from panels of experts, a robust model is developed that comprehends the essential criteria and outcomes within the context of computer interconnect technologies. The resultant, generalizable model is validated against the case of the extant Universal Serial Bus (USB) interconnect standard and found to be congruent with the assessment of the experts. Scholarship on technology standards development is rich and multifaceted--spanning numerous streams of inquiry. This research contextualizes technology standardization within the economic, strategic, organizational, and legal perspectives. The resultant model demonstrates that strategic planning is regarded by the experts as the principal driver in the decision to participate in a technology standardization effort. Furthermore, the primacy of commitment and leadership within the standards-setting organization is unambiguously established through rigorous quantitative analysis. The proposed model verifies that the firm's desire to align its product roadmap to the emerging standard is the chief criterion in the decision to contribute to the standards development effort. Other criteria of high interest include the leveraging of network externalities to glean disruptive trends within the ecosystem, the exploration of opportunities to expand the total available market for the firm, and the availability and terms of IP licenses. Sensitivity analysis affirms the overall predictive strength and robustness of the model and its widespread applicability. Future research on model expansion and application to other technologies, as well as the development of uniform patent valuation methods will further enrich the knowledge base.

Abstract:
Interruptions have a profound impact on our attentional orientation in everyday life. Recent advances in mobile information technology increase the number of potentially disruptive notifications on mobile devices by an increasing availability of services. Understanding the contextual intricacies that make us receptive to these interruptions is paramount to devising technology that supports interruption management. This thesis makes a number of contributions to the methodology of studying mobile experiences in situ, understanding receptivity to interruptions, and designing context-sensitive systems. This thesis presents a series of real-world studies that investigate opportune moments for interruptions in mobile settings. In order to facilitate the study of the multi-faceted ways opportune moments surface from participants' involvement in the world this thesis develops: - a model of the contextual factors that interact to guide receptivity to interruptions, and - an adaptation of the Experience-Sampling Method (ESM) to capture behavioural response to interruptions in situ. In two naturalistic experiments, participants' experiences of being interrupted on a mobile phone are sampled as they go about their everyday lives. In a field study, participants' experiences are observed and recorded as they use a notification-driven mobile application to create photo-stories in a theme park. Experiment 1 explores the effects of content and time of delivery of the interruption. The results show that receptivity to text messages is significantly affected by message content, while scheduling one's own interruption times in advance does not improve receptivity over randomly timed interruptions. Experiment 2 investigates the hypothesis that opportune moments to deliver notifications are located at the endings of episodes of mobile interaction such as texting and calling. This notification strategy is supported by significant effects in behavioural measures of receptivity, while self-reports and interviews reveal complexities in the subjective experience of the interruption. By employing a mixed methods approach of interviews, observations and an analysis of system logs in the field study, it is shown that participants appreciated location-based notifications as prompts to foreground the application during relative 'downtimes' from other activities. However, an unexpected quantity of redundant notifications meant that visitors soon habituated to and eventually ignored them, which suggests careful, sparing use of notifications in interactive experiences. Overall, the studies showed that contextual mediation of the timing of interruptions (e.g. by phone activity in Experiment 2 and opportune places in the field study) is more likely to lead to interruptions at opportune moments than when participants schedule their own interruptions. However, momentary receptivity and responsiveness to an interruption is determined by the complex and situated interactions of local and relational contextual factors. These contextual factors are captured in a model of receptivity that underlies the interruption process. The studies highlight implications for the design of systems that seek to manage interruptions by adapting the timing of interruptions to the user's situation. In particular, applications to manage interruptions in personal communication and pervasive experiences are considered.

Abstract:
In this thesis, we consider the application of parallel simulation to the performance modelling of telecommunication networks. A largely automated approach was first explored using a parallelizing compiler to speed up the simulation of simple models of circuit-switched networks. This yielded reasonable results for relatively little effort compared with other approaches. However, more complex simulation models of packet- and cell-based telecommunication networks, requiring the use of discrete event techniques, need an alternative approach. A critical review of parallel discrete event simulation indicated that a distributed model components approach using conservative or optimistic synchronization would be worth exploring. Experiments were therefore conducted using simulation models of queuing networks and Asynchronous Transfer Mode (ATM) networks to explore the potential speed-up possible using this approach. Specifically, it is shown that these techniques can be used successfully to speed-up the execution of useful telecommunication network simulations. A detailed investigation has demonstrated that conservative synchronization performs very well for applications with good look ahead properties and sufficient message traffic density and, given such properties, will significantly outperform optimistic synchronization. Optimistic synchronization, however, gives reasonable speed-up for models with a wider range of such properties and can be optimized for speed-up and memory usage at run time. Thus, it is confirmed as being more generally applicable particularly as model development is somewhat easier than for conservative synchronization. This has to be balanced against the more difficult task of developing and debugging an optimistic synchronization kernel and the application models.

Abstract:
This thesis presents a theorem proving approach to automatically detecting feature interactions in telecommunications systems. Feature requirements are formalized as specifications using Linear Temporal Logic (LTL) formulas and feature conflicts are specified by LTL formulas expressing logical inconsistency of specifications of two requirements of two different features. These LTL formulas are translated into First-Order Logic (FOL) formulas. We begin with an existing FOL theorem prover and optimize and enrich this prover for our application. In particular, we develop algorithms for integers and relational expressions which appear in translated FOL formulas and integrate these algorithms into the existing proof search procedure. Implementation and experiments in lambdaProlog demonstrate that our theorem prover is efficient and powerful when applied to the task of feature interaction detection. We also develop a proof checker to verify proofs obtained from our prover.

For any organisation to survive, it needs to be able to change. Due to problems that most governments are facing such as inefficiency, some governments have sought for corporatisation of state-owned enterprises (SOEs). Corporatisation means ‘efforts to make SOEs operate as if they were private firms facing a competitive market or if monopolies, efficient regulation’ (Shirley, 1999, p. 115). This is often conducted prior to privatisation. In contrast to the large quantity of literature concerning privatisation, little has been written on corporatisation. This research aims to fill this gap. One of the keys to organisational change is leadership. This study also aims to explore the behaviour of leaders in managing change. It seeks both to observe the approaches to change that leaders adopt, and to investigate what the corporatisation process involves, using activity theory as a theoretical lens. This research is based on a case study: the corporatisation process of Jabatan Telekom Brunei (JTB, which later became TelBru), a telecommunication organisation in one of the South-East Asian region, Brunei Darussalam. The official corporatisation of JTB took place in 2006. This research was conducted for four consecutive years, from 2009 until 2012. The findings are based on semi-structured interviews (eighty-eight interviews were conducted) supplemented with questionnaire and a substantial amount of documents related to the corporatisation, and are analysed using Miles and Huberman’s (1994) approach. The study identifies three distinct time periods: i) before the formation of TelBru; ii) the formation of TelBru (2002); iii) during the corporatisation period (2002-2006). Seven significant activities were found, all of which are described using the triangle Activity Model. The results of this research also provide empirical evidence that both top-down and bottom-up change approaches were adopted and overall, it was a slow change process characterised with both ‘snail’ (slow) and ‘rushing' (fast) change. Additionally, seven leadership behaviours have emerged from this research: Tasking, Supporter, Change Communicator, People Person, Change Preparator, Old McDonald, and Problem Maker. This study’s contributions to the research field, and other implications the findings may have, are also discussed.

Recent years have witnessed a continuing growth of developments in knowledge management systems to capture the information flows within organisations and tum them into exploitable management databases. Examples to this are such as the Total Quality Management and the Business Process Reengineedng models. There is no doubt, that during the last few years there has been a broad interest of exploiting knowledge. However, traditional Knowledge Management (KM) systems and frameworks do not necessarily take into account the specific nature of the telecommunication industry, particularly those related to capturing, sharing and exploiting unconventional data flows that occur between the personnel on the move such as technicians and engineers. Thus, a large amount of these data is lost and will never be able to benefit the organisation or its employees in any way. Therefore, this research addresses the development of a new KM framework to fill in this gap and provide the telecommunication organisations in general and the General Post and Telecommunication Company(GPITC) in Ubya in particular with a solid base where bulk and rough data will become exploitable and manageable in a concise and intelligent way. The main questions being posed by this research are as follow: Could the Existing Knowledge Management Systems help the GPTC in Libya in particular and the telecommunication industry in general to better manage their data flows and turn them into an exploitable knowledge base? and How a strategic Knowledge Management Framework (KMF) could contribute to establishing adequate guidelines and policies in such telecommunicatioenn vironment? In this regard, the investigations in this research will stress on the Identification of the broad range of issues that are preventing the adoption of KM systems within the GPTC or any given telecommunication organisation rather than trying to focus on a specific and unique question about the exploitation of KM. This approach is justified by the fact that no specific KMS appear to be developed for such Industry. Furthermore, the various parameters are described under this common framework which is expected to benefit the telecommunication sector as a whole.

The information technology industry is experiencing a diminishing pool of IT professionals, which is mainly due to the fast growing technology markets, which have resulted in a growing gap between the demand and availability of IT professionals. Major organizations continue to invest in new technologies therefore require skilled resources to implement these application solution in the form of IT Transformation Programmes. The IT professionals are important to the successful implementation of these programmes. The high turnover in IT skills tends to have a huge impact on these particular projects. This research seeks to establish the factors which lead to premature turnover of IT professionals on IT Transformation programmes, with a specific focus on the impact of pull and push factors. Further to this, the study seeks to understand and explore the influence of shocks on scripted turnover decisions of IT professionals in IT Transformation programmes. The study found vast differences in factors that lead to turnover intention for IT professionals in IT Transformation Programmes. The differences could be explained by different dynamics of the requirements or characteristics of the career itself, labour market and demographic factors of the individuals involved. This usually leads to IT professionals leaving projects prematurely. The results showed that none of the shows that none of the respondents left the programme after it ended. Pull factors accounted for more turnover decisions as opposed to Push factors for IT professionals.

The role played by a governing authority is crucial to the long term survival and development of its governed unit, irrespective of the size and function of the said unit. In the event that a government fails to protect the interests of its governed, a state of wide-spread dissatisfaction and palpable frustration becomes inevitable. Through the application of an Interpretive Research Paradigm, this study assessed the role of the Nigerian government in one of the country’s most promising industries; The Mobile Telecommunications Industry. The study aimed to expose the predominant role of the Nigerian government in this industry with a focus on the relevant issues of Cybercrime and Mobile Broadband. This research enquiry applied the Qualitative Research Approach. As such, the researcher analyzed relevant policy documents on telecommunications and elicited the expert opinions of key industry players. In all, 18 industry representatives were questioned about the happenings in the Mobile Telecommunications Industry. The interview respondents for this research study included representatives of the Ministry of Communications, individuals within the Nigerian Communications Commission, and Mobile Telecommunications service providers/operators. To further validate the information gathered from these individuals, various industry reports were also examined. After a thorough analysis of the research data gathered from multiple sources, the conclusion drawn by this study was that the Nigerian government has failed to do what is necessary to ensure the long-term growth and development of the country’s Mobile Telecommunications Industry. The study proved that the government has constantly taken a somewhat lackadaisical stance with regard to the implementation of the policies and initiatives governing the industry and has subsequently given no explanations or justifications for its actions, or more appropriately, inactions. Conclusively, this research study recommended that the governing environment of the Nigerian Mobile Telecommunications Industry be restructured to include a government that not only formulates telecoms development strategies and expansion initiatives, but also executes these plans whilst maintaining an unwavering accountability for its actions and decisions.

The telecommunication industry is most likely to be a natural monopoly industry and is usually regulated by government. With the technology progress in communication industry, the regulation may not be social desirable. As the number of firms in a telecommunication industry increases, the interconnection among firms are desirable and access pricing issue arises. In most of the previous research in telecommunication industry, the retail price of the followers is assumed to be fixed. The purpose of this paper is to discuss the access pricing policy when the retail price of followers is not given. In addition, we compare the access prices in cases of given retail price and variable retail price. Based on Armstrong, Doyle and Vickers’ (1996) model, we discuss the incumbent’s optimal access prices when there are many price taking followers and also when there is only one follower. We have found in our model that: (1) when the follower is not a price taker, the optimal access charge is ECPR plus the subsidy on access paid to the follower in order to maintain its market power. (2) when the followers are price takers, the optimal access charge is marginal cost pricing. When we consider the existence of the fixed cost of an incumbent in the simple model, we have found that: (1) when the follower is not a price taker, we have the same as in the simple model without fixed cost. (2) when the followers are price takers, the optimal access charge is ECPR plus a positive Ramsey term, i.e., optimal access charge is greater than the ECPR.. This result is similar to the result in Armstrong, Doyle and Vickers (1996). In addition, comparing with the price taking followers case, we have found that the leader’s retail price is higher when the follower is not a price taker. However, the comparing of the access charges between two cases is not possible. It depends both on the leader’s opportunity costs subsidy to the followers. With the fixed cost, the leader’s retail price is higher when the followers are price takers, the optimal access charge is also higher when the follower are price takers.

ABSTRACT The mobile telecommunication service industry in Taiwan has entered its mature stage. However, the market remains very competitive due to the recent implementations of 3G services and mobile phone number portability services. While mobile telecommunication service providers in Taiwan try to expand their market occupancy through increasing the amounts of their subscribers, these service providers also increase their corporate operation risk through increasing subscribers’ arrears risk. This study intend to examine and define arrears risks for telecommunication service providers in Taiwan by analyzing past studies concerning arrears risk for financial service providers in Taiwan. The derived arrears risk factors are then further analyzed with logistic regression on subscriber’ arrears database of a telecommunication service provider in Taiwan. Form the perspective of subscriber’s consuming history, it is noticed that arrears risk is positively correlated with subscription duration while subscription history is less then 11.8 months; however, negative correlation is detected if subscription history is greater then 11.9 months. In general, the trend for the longer subscription history, the less arrears risk is established. From the perspective of subscriber’s consumer behaviors, it is measured that the subscribers are with higher arrears risk if their bill in average for last 5 month is greater then all subscriber’s average billing amount for last 5 month. Subscribers using “handset subsidy” contract type are with high risk than others subscriber using “non handset subsidy” contract type. In addition, it is also found that subscribers with high monthly fixed rate are with higher arrears risk than subscribers with lower monthly fixed rate. Furthermore, it is noticed that the “last 5 months bill in average” shows a significant indication on the subscriber’s arrears risk comparing with other types of subscriber’s telecommunication fee.

Abstract This study applies the Two-Stage data envelopment analysis (Two-Stage DEA) approach to explore the profitability efficiency and marketability efficiency of 44 leading global telecom companies during the global economic crisis in the period 2007-2009. This study also utilizes the Malmquist index to analyze operational performances of the Two-Stage and overall total factor production change from 2007 to 2009. Furthermore, we propose the managerial decision-making matrix to provide benchmarks and suggestions in order for managers in inefficient telecom industry to improve their performance. The Two-Stage DEA results indicate that approximately 76 percent of the 44 global telecom companies have relative inefficiency in the First Stage of the profitability efficiency process and 89 percent of them are inefficient in the Second Stage of the marketability efficiency process. The three-year average score of Two-Stage efficiency results relative high efficient in 2007 and relative low efficient in 2008. This indicates that telecom industry operational performance was influenced during global economic crisis. The Scheffe post results indicate significant difference in profitability efficiency in Asia and Europe area but no significant difference in marketability efficiency between four geographic areas of telecom companies in the period 2007-2009. Thirteen telecom companies are in zone 1 in the decision-making matrix represent outstanding competitive and leading position during the global economic crisis. These thirteen telecom companies can be benchmarks and may provide inefficient global telecom companies the first guideline to learn with. Three years of Malmquist productivity Index annual results show that the efficiency of telecom industry was influenced during global economic crisis with the annual total factor productivity change grew in First-Stage (annul means 1.107) and declined in Second-Stage (annul means 0.916) and both declined in Two-Stage in the period 2008-2009 (annul means 0.638,0.999 respectively). On average, the three-year overall Malmquist productivity Index annual results on 44 leading global telecom companies indicate further growth potential with annul means grew (annul means 1.071) and grew in the period 2007 and 2009 (annul means 1.105).

By the rapid expansion and spreading of knowledge, accumulating knowledge effectively becomes the prior priority in industry. Taiwan has been lacking of talents in technologies of telecomm industry, particularly in the expertises of R&D and executive management. It has been a long time that the key telecomm technologies have been dominated in the United States and Europe, and the technology life cycle in the telecomm industry is changing dramantically; therefore, the development of Taiwan''s R&D and human resource has been lagging behind, comparing to the advanced countries in the world. In order to prolong the duration of enterprises, the related employees in the enterprises should learn constantly to create, to share, to utilize and to spread knowledge not only within enterprises but also in nations. The purpose of this study is to explore the key influential factors of knowledge accumulation in Taiwan’s telecomm industry. The quantitative research method adopted in this study is utilizing AHP to analyze quantitative data, and the qualitative research method chosen in this study is based on the literature studies and the results of interviews with experts. This study selects the suppliers of telecomm facilities and experts of telecomm vendors as the questionnaire nominators. The results in this study shows that "Core Knowledge" is the significant factor to affect the knowledge accumulation by experts in the main dimensions. Knowledge from the access of internalization in an organization is more important than the access of externalization. As for the secondary dimensions, "Staff Centripetal Force" is the key factor to affect the knowledge accumulation, and the rest of factors in the secondary dimensions are followed by the series of "Staff Learning Attitude" and "Top Executive Managers Support".
