The textbook considers the subject and tasks of the discipline, highlights the medical and biological foundations of ensuring human security in the conditions of natural, man-made and biological-social emergencies, as well as when using modern weapons of destruction by a probable enemy. Briefly, but quite informative, the structure of the human body and the basics of its functioning are described. The specificity and mechanism of the toxic effect of harmful substances on a person, the energy effect and the combined effect of the main damaging factors of the sources of emergency situations of peacetime and wartime are shown. The article highlights the medical and biological aspects of ensuring the safe life of people in adverse environmental conditions, including in regions with hot and cold climates (the Arctic). The methods of forecasting and assessing the medical situation in emergency zones and lesions are presented. The means and methods of medical and biological protection and first aid to the affected are shown. The main tasks and organizational structure of formations and institutions of the medical rescue service of the GO, the All-Russian Service of Disaster Medicine and medical formations of the EMERCOM of Russia are considered. Organizational issues of medical and biological protection in emergency situations are highlighted. The features of the organization of medical support for those affected by terrorist attacks are considered. It is intended for students and cadets of educational institutions of higher education studying under the bachelor's degree program in the following areas of training: "Technosphere security", "Infocommunication technologies and communication systems", "Information systems and technologies", "State and municipal management", "Economics", "Mechatronics and robotics", "Operation of transport and technological machines and complexes", "Informatics and computer engineering", "Air Navigation", "System analysis and management". It can also be useful for researchers and a wide range of specialists engaged in practical work on planning and organizing medical and biological protection of the population.

Generation Disaster: Coming of Age Post-9/11 is an in-depth examination of the multiple stressors that shaped the developmental environment for today’s emerging adults in their youth and as they now take on adult responsibilities in an unprecedentedly complex world. Those stressors include all of the societal changes that occurred in the United States after the attacks of September 11, 2001, as well as other threats like the increase in school shootings and other human-caused disasters, worsening natural disasters and concerns about the future due to climate change, and the global pandemic. The omnipresence of social media amplifies these issues and heightens political divisiveness, while the difficult job market, growing wealth gap between rich and poor, and burden of student debt make many emerging adults doubt they’ll ever find a satisfying career, be able to start a family, or buy a home. As a result, many are stressed out and pessimistic about their futures, yet others are flourishing despite all of the challenges they face. Generation Disaster provides a detailed look into the many forces that are shaping this cohort of emerging adults, drawing on quantitative and qualitative research and including extensive quotations that allow its members to speak for themselves to counter the negative stereotypes older people often perpetuate about them.

Earthquakes are a huge global threat. In thirty-six countries, severe seismic risks threaten populations and their increasingly interdependent systems of transportation, communication, energy, and finance. This book provides an examination of how twelve communities in nine countries responded to destructive earthquakes between 1999 and 2015. And many of the book's lessons can also be applied to other large-scale risks. The book sets the global problem of seismic risk in the framework of complex adaptive systems to explore how the consequences of such events ripple across jurisdictions, communities, and organizations in complex societies, triggering unexpected alliances but also exposing social, economic, and legal gaps. It assesses how the networks of organizations involved in response and recovery adapted and acted collectively after the twelve earthquakes it examines. It describes how advances in information technology enabled some communities to anticipate seismic risk better and to manage response and recovery operations more effectively, decreasing losses. Finally, the book shows why investing substantively in global information infrastructure would create shared awareness of seismic risk and make post-disaster relief more effective and less expensive. The result is a landmark study of how to improve the way we prepare for and respond to earthquakes and other disasters in our ever-more-complex world.

Informed by historical interests and contemporary trauma theories, this chapter reads written prophecy in the Hebrew Bible—as opposed to its oral iteration—as ancient Israel’s disaster and survival literature. Specifically, the literarization of prophecy connects word and sign-act to prophetic performance of the realities of trauma. When this complex alchemy “enacts” the horrors of war, exile, and confinement through the prism of word and deed, it (1) gives expression to unspeakable loss, (2) generates space for the work of grief, and (3) constructs new trajectories of meaning for survivors struggling to cope with the collapse of their social and symbolic worlds.

Health figures centrally in late twentieth-century environmental activism. There are many competing claims about the health of ecosystems, the health of the planet, and the health of humans, yet there is little agreement among the likes of D.C. lobbyists, grassroots organizers, eco-anarchist collectives, and science-based advocacy organizations about whose health matters most, or what health even means. In this book, Jennifer Thomson untangles the complex web of political, social, and intellectual developments that gave rise to the multiplicity of claims and concerns about environmental health. Thomson traces four strands of activism from the 1970s to the present: the environmental lobby, environmental justice groups, radical environmentalism and bioregionalism, and climate justice activism. By focusing on health, environmentalists were empowered to intervene in the rise of neoliberalism, the erosion of the regulatory state, and the decimation of mass-based progressive politics. Yet, as this book reveals, an individualist definition of health ultimately won out over more communal understandings. Considering this turn from collective solidarity toward individual health helps explain the near paralysis of collective action in the face of planetary disaster.

This chapter examines how the people of Halifax integrated disaster relief aid into their complex family economies following the explosion. Relief workers and managers offered aid that seemed obvious after the Halifax explosion destroyed houses and rendered them uninhabitable. However, only a few people availed themselves of the help extended by the army, people, and institutions of Halifax, often preferring to stay in their ruined houses, in the overcrowded homes of their friends and relatives, or even in hastily jerry-rigged shacks. Drawing on a random sample of 739 case files of the Halifax Relief Commission, this chapter considers how survivors and other Haligonians engaged in delicate, subtle, and often tacit negotiations as they sought to maximize the material aid they claimed from the state while minimizing the autonomy and privacy the state took from them in return. It shows that many Haligonians rejected, or tried to reject, the new bureaucratic machine that offered them money and other material aid, and instead turned to the reciprocal solidarity of people they knew.

Federal housing finance policy and mortgage-backed securities have gained widespread attention in recent years because of the 2008 financial crisis, but issues of government credit have been part of American life since the nation's founding. From the 1780s, when a watershed national land credit policy was established, to the postwar foundations of our current housing finance system, this book examines the evolution of securitization and federal credit programs. The book shows that since the Westward expansion, the US government has used financial markets to manage America's complex social divides, and politicians and officials across the political spectrum have turned to land sales, home ownership, and credit to provide economic opportunity without the appearance of market intervention or direct wealth redistribution. Highly technical systems, securitization, and credit programs have been fundamental to how Americans determined what they could and should owe one another. Over time, government officials embraced credit as a political tool that allowed them to navigate an increasingly complex and fractured political system, affirming the government's role as a consequential and creative market participant. Neither intermittent nor marginal, credit programs supported the growth of powerful industries, from railroads and farms to housing and finance; have been used for disaster relief, foreign policy, and military efforts; and were promoters of amortized mortgages, lending abroad, venture capital investment, and mortgage securitization. Illuminating America's market-heavy social policies, this book illustrates how political institutions became involved in the nation's lending practices.
