Abstract:
In the classic setup of the Condorcet Jury Theorem, voters decide by majority vote between two different options. The Competence Assumption is that all voters are more likely than not to identify the correct alternative with the same probability. The Independence Assumption is that the votes are statistically independent. The Sincerity Assumption is that the voters always vote for the alternative they believe to be correct. Two results follow if these conditions are met. First, the Non-asymptotic Result says that the probability of a correct decision increases in group size. Second, the Asymptotic Result says that this probability converges to 1. We show that this convergence happens very quickly.

Abstract:
This article provides the context for training, development, and competence. In the training section, theory, policy, and practice are considered, including the diversity of national systems for vocational education and training (VET) and the relationship between work organization and workplace learning. The development section is distinguished from training in terms of objectives and scope, while the emergence of Human Resource Development (HRD) is explained not only in terms of a more strategic focus but also in relation to initiatives like corporate universities. The competence section addresses the confusion surrounding the term, contrasting four predominant approaches derived from the USA, the UK, France, and Germany, each of which has influenced other countries to varying degrees. Drawing on these four traditions, a more holistic approach to competence is presented as the model currently being used to structure learning outcomes within the European Qualifications Framework.

Abstract:
The Governor’s Dilemma develops a general theory of indirect governance based on the tradeoff between governor control and intermediary competence; the empirical chapters apply that theory to a diverse range of cases encompassing both international relations and comparative politics. The theoretical framework paper starts from the observation that virtually all governance is indirect, carried out through intermediaries. But governors in indirect governance relationships face a dilemma: competent intermediaries gain power from the competencies they contribute, making them difficult to control, while efforts to control intermediary behavior limit important intermediary competencies, including expertise, credibility, and legitimacy. Thus, governors can obtain either high intermediary competence or strong control, but not both. The empirical chapters demonstrate that the competence–control tradeoff, and the governor’s dilemma, are common conditions of indirect governance, whether governors are domestic, international, or supranational, democratic or authoritarian; and whether governance addresses economic, security, or social issues. The empirical chapters analyze the operation and implications of the governor’s dilemma in cases involving the governance of violence (e.g. secret police, support for foreign rebel groups, private security companies), the governance of markets (e.g. the Euro crisis, capital markets, EU regulation, the G20), and cross-cutting governance issues (colonial empires, “Trump’s Dilemma”).

Abstract:
In the history of formal semantics, the successful joining of linguistic and philosophical work brought with it some difficult foundational questions concerning the nature of meaning and the nature of knowledge of language in the domain of semantics: questions in part about “what’s in the head” of a competent language-user. This chapter, part of a project on the history of formal semantics, revisits the central issues of Partee (1979) in a historical context, as a clash between two traditions, Fregean and Chomskyan, a clash that accompanied early work combining Montague’s semantics with Chomskyan syntax. Recent advances in philosophy of mind (from, e.g., Stalnaker and Burge) go a long way towards changing the framework of arguments about “psychological reality” and “competence”, challenging the suppositions on which the original dichotomy rested, thus largely defusing the tension.
