Abstract This book contains 11 chapters demonstrating the incredible complexity characterizing the relationship between peer-to-peer (P2P) loding and commmunity resilience, by considering multiple stakeholder perspectives and examining a diverse array of destination communities. The research within this book clearly shows how P2P lodging can foster resilience by helping to make communities more economically, environmentally and socially sustainable. However, the research also clearly shows how P2P lodging can itself be the external force of undesirable change against which communities may struggle to be resilient, and how P2P lodging can destabilize communities in ways that leave the communities vulnerable and less resilient to future disrupting forces. This conflicting duality highlights the complexity of the P2P lodging phenomenon, and the nuance with which one therefore must understand it. This volume will prove to be so valuable for students, academics, policy makers and community leaders looking to better understand the intersection between P2P lodging and community resilience.

Community Resilience: Equitable Practices for an Uncertain Future presents rich research findings, enlivened by stories of lived experience, to reflect on the forces that nurture resilience and promote health equity. This volume lifts up the value of innovation and engagement to build the community power essential to making change. In this fifth volume of the Robert Wood Johnson Foundation’s Culture of Health series, chapters highlight the importance of resilience, or the capacity of a dynamic system, such as a community, to anticipate and adapt successfully to challenges. Whether stressors are acute (e.g. a storm, an environmental disaster, an abuse of police power) or chronic (e.g. those engendered by poverty and racism), local innovation and community engagement are key to nurturing resilience and promoting health equity. Community Resilience positions storytelling and narrative shifts as essential to influencing our perceptions of who deserves empathy or support, and who does not, by examining the systemic barriers to resilience and the opportunities to reshape the landscape to overcome those barriers. The central message of this volume—across immigration or imprisonment, opioids or trauma, housing or disaster preparedness—is that we must act intentionally to support a shift in power to communities.

Abstract:
In this book, I argue that successful community-based civic activities after a catastrophic event may generate vulnerable resilience, a state in which active neighborhood recovery efforts escalate the city’s susceptibility to future risks. I contend that while local communities exert a considerable influence on post-disaster recovery, they do so in a more complicated way than what previous research has hitherto suggested. Instead of casting uniformly positive effects, I argue, civic capacity presents both opportunities and challenges with regard to overcoming crises and building resilience in a city. On the one hand, the civic capacity of communities can help people concentrate resources on restoring damages and facilitate reconstruction immediately after disaster. In this sense, strong civic capacity is closely associated with community resilience. On the other hand, the same capacity and sense of belonging and empowerment may also reinforce challenges that can ultimately undermine the city’s resilience. While the civic capacity of communities may facilitate revitalization in a smaller spatial scale of neighborhoods, the collective pursuit of recovery and rebuilding tends to generate conflicts at the city level. As civic actors continue to request protection and pursue development in the city’s unsafe areas, as was the case in New Orleans, certain sections of the city may generate greater vulnerabilities than before, distancing themselves from the communities that have led sustainable, resilient redevelopment during the same period. This haphazard spatial recovery compromises the city’s ability to mitigate future disasters and reduce urban inequality.
