Abstract:
Oceania is characterized by the diversity of countries and by highly variable provision of mental health services and community mental health care. Countries such as Australian and New Zealand have well-developed mental health services with a high level of provision, but many less developed countries lack mental health infrastructure. Some developing countries such as Samoa and Tonga have passed mental health legislation with provision for community treatment orders, but this legal measure is probably not a useful mechanism for advancing mental health care in developing countries. Instead, efforts to improve provision of care seem best directed to the primary care sector, and to the general health workforce, rather than to specialists. The UN CRPD offer extensions of human rights to people with mental illness and most countries in Oceania have signed it. However, the absence of a regional rights tribunal potentially limits the realization of those rights.

Abstract:
The promotion of mental well-being is an overarching aim of music therapy as a psychosocial practice. Music therapy is offered from a key principle that central to a person’s well-being is their need for meaningful relating. Music therapy can offer an alternative pathway of expression and connection with others that can help develop one’s capacity to engage with and maintain relationships outside of the therapeutic work. Music therapy can be offered as a stand-alone therapeutic process or as an adjunct to other standard mental health treatment. In the early years of music therapy’s development as a profession in Europe, Australia, and the US, it was introduced in large institutions through programmes that focused on the treatment of mental illness. Music therapy has now become a diverse practice that encompasses preventative care through community based models, wellness programmes, as well as continuing to provide services within mental health care contexts.

Abstract:
The volume presents a critical history of deinstitutionalisation and the subsequent policy of community care. It explores the development of the asylum regime, the challenges to it and finally the development of community care. It argues that the vision of community based mental health services has never been realized. The failings of community care in the 1990s and the media reporting of high-profile cases led to a backlash against the policy. Despite this, it has been adopted across the world and international perspectives are discussed. The links between deinstitutionalization and the expansion of the use of imprisonment are examined. The final chapters examine the landscape of contemporary mental health services.
