Abstract:
The concept of Corporate Social Responsibility (CSR) has been identified as an early concept that provides a platform for corporations and community relationship. It is also being discussed that through CSR initiatives corporations would be able to assist in community development efforts. However, to achieve this objective, CSR strategies were required to be implemented according to the needs for community development. This paper will discuss how corporate and community relations through CSR strategies are being implemented for this purpose. The research was conducted on a qualitative case study on a CSR contract farming project by a multinational corporation towards the local farmers' community in Pasir Puteh, Kelantan, Malaysia. A total of 45 farmers who were involved in the project were interviewed. Verbatim data were analyzed to develop themes that could help to provide an understanding of the implementation strategy based on the perspective of the farmers as the recipients of the project. This study has identified the roles played by each of the parties involved based on 38 basic themes emerged from the analysis. These basic themes have been clustered into seven main themes (MT), namely MT1 - Strong Farmers Relationships, MT2 - Support by LFA, MT3 - Positive Attitude of Farmers, MT4 - Farmers Initiative, MT5 - Guaranteed Markets by Corporations, MT6 - Leadership of LFA and MT7 - Learning Process. These themes indicated that the implementation of the CSR project by the corporations was executed in collaboration with the relevant development agency that is the Local Farmers Association (LFA) with the farmer's active involvement. This project is seen to be executed as Public-Private Partnership approach and has assisted the local farmers' community to develop components of community development through the development of skills, attitudes and opportunities for the larger market.

Abstract:
Objective: In 2014, Malaysia suffered a severe flood disaster and many people lost their home and belongings. Despite regular flooding in this area, the status of community disaster resilience (CDR) is unknown. This paper thus aims to assess the association between demographic characteristics and community disaster resilience factors. Methods: A cross-sectional study was completed using the Conjoint Community Resiliency Assessment Measure (CCRAM28) questionnaire six months after the flood event occurred. All selected respondents who met the inclusion criteria were recruited, and IBM SPSS software was used to undertake descriptive and inferential analysis. Results: A total of 386 respondents completed the questionnaires. Respondents were mostly female (57%); married (83.9%); with children under 17 years old (58.8%); from villages or rural area (97.2%); living in basic housing (95.6%); of average income; Muslim (97.5%); educated to primary or secondary level (81.1%); and not involved with any community organizations (95.1%), including volunteering, emergency teams, or military service. The mean age was 49 years, and length of time living in the area ranged from 1 to 85 years. CDR scores ranged between medium (2.34- 3.66) and high (3.67- 5.00). An analysis of the results showed that only gender (p = 0.003) and education (p = 0.001) were significantly related to CDR level. Positive and strong correlations were seen between resilience factors, however, particularly leadership (p = 0.001), collective efficacy (p = 0.001); preparedness (p = 0.001); place attachment (p = 0.001); and social trust (p = 0.001). Conclusion: The study provides a timely insight into the impact of demographic characteristics and resilience factors in Kelantan, developing the knowledge base needed to create comprehensive, improved community-relevant strategies for the future. This assessment enables top-down initiatives to better understand resilience levels, and this could act as tool to enable the government to prepare communities for future disasters or emergency events.

Small Changes, a community organization in Malaysia (www.smallchangesmy.org), was founded in 2011 to raise funds and provide support for underprivileged individuals in the community. With an interesting tagline of Cultivating Volunteerism, Empowering Generations this community organizations has raised hundreds of thousands and has attracted tens of Malaysian students from local and overseas universities. The team consists of an enthusiastic group of young Malaysians who believe that it is possible to create big differences in the community with small changes. I had the pleasure of meeting the team in one of their social event in Kuala Lumpur. What you are going to read is the responses provided by the Vice President of Strategic Planning Unit, Mr. Muhammad Affan Othman, who kindly consented to an E-mail interview.The interviewVN[1]: Perhaps we could start with a short introduction of Small Changes. Could you please tell our readers about your organization and its objective?MAO[2]: Small Changes started from an idea coined by our founders in which they aspire to create social awareness by making one small change at a time. For example, they started helping flood victims in flood prone locations in Malaysia such as in Kelantan and reaching out orphanage by offering them some help in terms of financial aid. As the organization grows, they started diving into more projects that have diverse aims such as tackling education inequality, which is translated into our Seeds of Deeds initiative, which has been done annually since 2014. However, since 2016, Small Changes has decided to shift gears and start to focus on becoming an organization that offers a platform for volunteering for youths and at the same time empowering both its volunteers and its beneficiaries. These will be made possible through our projects that allow Malaysian youths to participate and become empowered as they are actively participating in a nation building effort. Through these projects, volunteers could experience a change of perspective in their worldview since most of them tend to come from a pool of people that do have a well-off background. They can see the disparities that do exist within Malaysia’s realities when they actively participate in our projects.VN: What made you think of establishing Small Changes? What makes it special?MAO: Small Changes is an organization that was established with the aim of spreading consciousness among youths and empowering them in Malaysia. We often hear complaints about structural problems that exist in our society. Problems such as why we fail to speak English properly, low self-esteem among teenagers, and how we are always backwards as compared to other individuals in the first world countries. Small Changes capitalizes in its pool of volunteers where we try to incorporate volunteers from different backgrounds such as some who are studying abroad and some who are studying in local institutions. The ones who obtain their education abroad help share their exposure; for example, utilizing strategic tools that they are exposed to abroad which could help solve certain social problems that exist in Malaysia. Our volunteers who are studying locally could share the current issues that are deeply rooted in Malaysia and they, too, help to engage in discussions with officers from governmental institutions as a way to have constructive dialogues.VN: Do you have any interesting stories from your experiences with training underprivileged (if we should call them so) children?MAO: The underprivileged students from schools that Small Changes have reached out to so far have a problem of low self-esteem and they have a tendency to internalize their problems on their own. Conflicts and dilemmas are natural aspects of living except for we deal with them with various methods. To some, they are easy to handle, but more often than not, people do not know how to deal with their conflicts. The students that we have met, I would argue, do not have the proper skill in handling their dilemma. They have to meet the expectations set by their caregivers but at the same time they do not have the resources to meet these expectations. Sometimes, just engaging a normal conversation with them is enough to know that they are struggling. What Small Changes is doing is to make our volunteers aware that everyone needs help and a person of privilege should always be mindful that the privilege that one has should be shared. On the other end of this spectrum, we are also helping the students see that they do have an important role in the society.VN: These days most academicians and researchers in the area of education are obsessed with gaps in research. Has your experience revealed any interesting areas for impactful research?MAO: I would suggest that researchers should study the effectiveness of non-governmental organization initiatives in aiding areas such as education, students’ performance after joining such initiatives, and myth about the Y generation (since most of them are doing more good than bad i.e. becoming volunteers, etc.).VN: Apart from gaps in research, do you see any gaps in educational practice that call for action?MAO: We do feel that teachers in general should be more open to the help that Malaysian students may have to offer. We do understand that there will be skepticism, but as an organization that takes pride in creating social awareness, we aspire to be held accountable in the initiatives that we implement. For example, the seeds of deeds camps are led by facilitators who have prior experience in working with youngsters and have had extensive volunteering experience. From the pool of experienced facilitators that we have, we make sure that our volunteers are trained by them with useful tips especially when dealing with high school students.VN: How can our readers (mostly academicians) join Small Changes in case they have ideas or would like to volunteer to help?MAO: As a non-governmental organization, we welcome everyone, especially university students as we want them to be exposed to certain realities that are not obvious to them. Not only that, our organization encourages people to volunteer, which means that people are forgoing their own self-interest putting others first. This is an effective mechanism in creating better human capital, as they are equipped with positive values that could help make a greater change in Malaysia.As for academicians, we welcome any form of collaborations, particularly in the area of programme content development and impact measurements. We believe research-based inputs will further refine the impact desired to our beneficiaries, solidify the aims and purposes of foundation of the organization.VN: What are some of the future directions of Small Changes?MAO: Small Changes plans to diversify in its efforts of creating more volunteering opportunities so that more people can do good and create change for the better. That is definitely what we hope to see where our volunteers would be interested in holding leadership roles within the organization and continue to spread our values.We also aim at planning more critical projects. The reason may be we humans are inherently good and just; however, we are not taught the proper way to make effective changes. Abstract:
Politics plays a major role in every aspect of the government development plan. Kelantan is an interesting case in understanding the different political leadership involved in the implementation process. This study reports how politics influenced the development of rural transport accessibility in Kuala Krai, Kelantan. In-depth interviews were conducted among 33 respondents; 13 policymakers from the federal, state and local level and 20 villagers covering all the three sub-districts in Kuala Krai, Kelantan, Malaysia. The findings were presented based on the emerging themes emerged from the analysis. The findings confirmed that politics is the primary mover in formulating and implementing any transport accessibility plan in the study area. The findings also provided ultimate insights for policymakers at multiple decision-making level involved in formulating and implementing for an accessible rural transport system for the rural communities.

Abstract:
The study seeks to examine the brief history of political Islam in Malaysia with a focus on Pan-Malaysian Islamic Party/Parti Islam Se-Malaysia (PAS). The emergence of PAS in the early 1950s marks the beginning of the involvement of Islamic Movements in politics as a platform for the revivalism of Islam in the region. In addition, the role of PAS leaderships also briefly discussed with a great emphasis on the leadership of PAS political maestro, Tuan Guru Nik Aziz bin Nik Mat. His piety in Islam is translated into his political thought which are influential during his involvement in politics. Tuan Guru’s upbringing and his education background had biggest influence towards his worldview on politics. This study described his contribution on Islam and in Malaysian politics, especially his grand idea on the establishment of Islamic state in Kelantan. The idea of ideal Islamic model of a state was established in Kelantan. It is in line with his perspective of how a society should operate and the functions of government in micro-managing the society. As a conclusion, Tuan Guru Nik Aziz plays an important role within PAS and to the establishment of the model of Islamic State in Kelantan.

Abstract:
Flood is a routine disaster encountered by the people in the east coast of Peninsular Malaysia. However, there were no specific studies that observed the elements of community resilience by which a strategy can be drawn up to help disaster victims. With this in mind, this study was conducted to explain the reality of community resilience in the context of community capitals. A total of 361 heads of household (HoH) from three states of Malaysia, namely Pahang, Terengganu and Kelantan were selected as research subjects by using the purposive sampling method. Data were analyzed by means of the descriptive and inferential statistics (MANOVA and ANOVA). The analysis reveals three main findings: i) The level of community resilience among respondents is mostly moderate for three dimensions of community resilience; ii) the differentiation of community resilience according to different community capitals; and iii) the differentiation of community resilience based on different states (Roy’s Largest Root = 0.04, F (4.516) = 3.00, p <0.004), with respondents from Kelantan showing the highest result in dimensions of recovery (df = 2, 80.846, P = .037 <.05). This paper provides three key recommendations based on the findings: i) the need to enhance the existing capacity of community capitals; ii) to emancipate ‘social routines’; and iii) to encompass the other community capitals for the future research.Keywords: Community resilience, community capital, flood disaster, social routine, capacity building.Cite as: Amir Zal, W.A. Abstract:
The application of Islamic rules in Aceh and Kelantan is also related to the political power. There is a significant difference about political treatment on the application of Islamic law in Aceh and Kelantan. In Aceh, the central government (Indonesia) thinks that it is needed to apply jinâyah law in Aceh as a strategy to solve conflicts. This political rule has been applied in the republic of Indonesia since the leadership of Habibie, Abdurrahman Wahid, Megawati Soekarno Putri to Susilo Bambang Yudhoyono. The main factor that influences the Indonesian political government rule is the central conflict with the Acehnese in the leadership of Soeharto presidential to the Helsinski Agreement 2005. Some vertical conflicts happened between the central government and the Acehnese were solved by giving special autonomy in applying the Islamic rules. Not only family law and economic law which are given autonomy to be applied in Aceh, but also the autonomy to apply jinâyah Law. In Kelantan, Federal government (Malaysia) did not have political wish to apply Jinayah Law in Kelantan since the leadership of Mahathir Muhammad, Abdullah Badawi to Najib Razak. Moreover the federal government made the issue of the application of jinâyah law as the political commodity to get the political sympathy from the people, who are the partner of non Moslem voters in the national ranks and some Moslem voters who are not affiliated with PAS. Abstract:
Background: Lately, smoking among adolescents is increasing despite various campaigns to address it being carried out. Previously, this habit was common among men, however, nowadays, smoking has become a habit for women as well. The purpose of this study was to determine the prevalence and its associated factors that influence smoking behavior among women inmates in Kelantan. Methods: A cross-sectional study was carried out among women inmates from Pengkalan Chepa Women’s Prison, Kota Bharu, Kelantan. A total of 274 respondents were needed to answer a self-administered questionnaire. The data were analyzed using Multiple Logistic Regression. Results: A total of 183 participants were smokers. Women who were single and divorced had a lower chance of being influenced to smoke compared to married women. Parents with smoking habits were more associated with children who smoked compared to parents who did not smoke. A participant with secondary level education had higher odds of smoking compared to a participant with primary level education. Smoking peers significantly influenced their friends and, therefore, peer practice was a main factor influencing smoking among women inmates. Conclusion: The prevalence of smoking among women inmates in Kelantan was found to be quite high. Religion (majority (90.5%) of women in the study were Muslims; it would be inappropriate to draw conclusion that religion is an influencing factor), marital status, parents’ practice, peer practice and education significantly influenced women inmates to smoke.

Abstract:
This article contributes to ongoing debates about soft skills among students. In 2017, the unemployment rate in Malaysia was at 3.42 percent as compared to 2.85 percent in 2014. Education system must aim towards employability and ensure quality in education to reduce the percentage of unemployment. Thus, this study aims to investigate the development of soft skills among students through co-curriculum activities in UiTM Cawangan Kelantan. The sample were 113 students from UiTM Cawangan Kelantan. Questionnaires adapted from previous research to measure the communication skill, problem solving skill, team building skill, leadership skill and soft development of soft skills among students through co-curriculum activities. SEM-PLS 3.0 were employed in this study. The findings revealed only team building skill has significant influence on developments of soft skills among students through co-curriculum activities. However, the study indicates that communication skill, problem solving skill and leadership skill are not significant towards development of soft skills among students through cocurriculum activities.

Abstract:
Kelantan is a state that is often impacted by the yearly monsoonal floods resulting in the displacement of a large number of households as well as damages to crops, livestock and properties. The flood is a yearly occurrence that necessitates the community to prevent loss of lives and extensive property damage; however, previous studies have found that communities are unprepared to face flood disasters, especially in flood-prone areas. Thus this study aims to determine the relationship between attitude towards flood preparedness and the level of flood preparedness of households in Pasir Mas, Kelantan. A total of 220 respondents from 10 villages were selected with the assistance of the District Office to ensure the selection of villages with experience of flood or is flood-prone. Descriptive analysis was conducted to determine the level of attitude and flood preparedness. Results from the analysis found that the attitude and preparedness level was moderate. Therefore, it is suggested that the community’s attitude and preparedness level can be further enhanced with the assistance of the responding agencies and local authorities to empower a more resilient community.

Abstract:
Nowadays, improper solid waste disposal is a severe issue due to its impacts on environment, social, and economic sustainability. This manuscript aims to identify the knowledge and awareness of the rural community in Kg Tok Uban, Pasir Mas, Kelantan about solid waste disposal. Besides that, the socio-demographic factors that influence the knowledge and awareness of respondents have also been explored. The data was collected using an online survey questionnaire. A total of 232 respondents participated in this study through the convenience sampling method. The findings indicated that most respondents have good knowledge of proper solid waste disposal. Besides that, this study also revealed that most respondents have a good awareness of the impact of improper solid waste disposal. However, this study found that the respondents have moderate solid waste disposal practices. Even though people have good awareness and knowledge, it doesn’t lead them to good practices in solid waste disposal. Different gender, age, and income of respondents are significantly influence the knowledge and awareness of respondents. The findings of this study are significant for local governments to strive toward effective solid waste management in rural areas.

The Malay settlement at Kota Bharu is at the brink of disappearance. This paper employed mixed method indulging into the subject of the study. The finding illustrates the withering of Malay community along with the cultural transformation generated by development. The extent of this paper also reveals the life, essence, hopes and aspirations of the Malays in the process of urbanization. It is posited that the process of urbanization also tested the survival of the Malays, and one day the existence of the Malays may be the object of "museumification" in their own country. Abstract:
The ‘kelingkan’ embroidery is a traditional Malay art passed on from generation to generation. The art received the highest recognition from female nobility and aristocrats who wore it to important events in olden times. However, the art of embroidering ‘kelingkan’ faces extinction due to a decrease in demand from the community because of its high cost and shortage of skilled ‘kelingkan’ embroiderers. Moreover, there is a lack of reference materials and documentation of ‘kelingkan’; hence it is not widely known today. This paper, therefore, aimed to introduce a prominent ‘kelingkan’ practitioner from Kelantan named Nik Rahimah Nik Idris. The research delved into her role and contribution towards ‘kelingkan’ embroidery, specifically in Kelantan and Malaysia in general. Researchers conducted a literature review and then fieldwork to interview ‘kelingkan’ embroiderers. The results were then evaluated through content analysis. Findings showed that Nik Rahimah is indeed an important figure in the art of ‘kelingkan’ as she was a royal embroiderer, ‘kelingkan’ demonstrator, expert and promoter of the art in Malaysia and abroad. Holistic package of palliative care service for children is not available in most places in the South East Asia. This has resulted in unwanted suffering and loss of hope in the unfortunate families. Pediatric palliative care (PPC) is a new subspecialty in Malaysia. In our region, it was started in 2012 as a University’s ‘community engagement project’ following completion of self-initiated palliative care distance learning in Australia by a pediatrician. The grant was labeled as a flagship project and secured under the Division of Community & Industry Network of USM (BJIM) to provide service in the hospital and outreach home based PPC services, which include nursing care, needs assessment and psychosocial support for the patients and caregivers. ‘Knowledge transfer program’ was initiated, in collaboration with Yayasan Orang Kurang Upaya (YOKUK) or Kelantan Foundation for the Disabled, to equip the outreach team with skills dealing with children with life limiting illnesses (LLI) in Kelantan. The move has propagated regular training setup with transformational program from hospital to community settings. This setup has led to mutual cooperation across the disciplines and provided linkages for stronger networking and training either locally or internationally. Namun, tidak semua dalam kalangan masyarakat mengetahui tentang adanya proses perubatan secara tradisional di dalam persilatan dan kedua-duanya amat memerlukan antara satu sama lain. Dalam erti kata lain, perubatan tradisional dalam seni silat telah bergerak seiring dengan pembelajaran ilmu silat dan berfungsi sebagai ikhtiar untuk menyembuhkan pelbagai jenis penyakit. Aktiviti perubatan tradisional di dalam persilatan ini juga masih lagi diamalkan di Kelantan, yang juga terkenal dengan ritual perubatan melalui seni persembahan seperti Main Puteri dan Mak Yong. Walau bagaimanapun proses perubatan dalam seni silat yang dikaji berbeza dengan Main Puteri dan Mak Yong di mana ia tidak dipertontonkan di hadapan khalayak ramai. AbstractSilat is an art of self-defense that is well known among the Malay community and is widespread throughout the Malay Archipelago. However, the society might not be aware that in silat there is a practice of traditional healing and both need one another. In other words, traditional healing in silat have been moving along with the learning aspect of the martial art and serves as an effort to cure several illnesses suffered by a patient. Silat healing activities are still being practiced in Kelantan, which is known for its traditional healing rituals through the performance of Main Teri and Mak Yong. The healing process in the Seni Silat Pusaka Gayong Malaysia, Kelantan branch is different from Main Teri and Mak Yong and can’t be shown to the public. In looking deeper into the healing process in silat, the researcher analyses the objectives of this study which covered the types of illnesses experienced by patients and how healing processes were done by the ‘gurulatih’. This study aims to identify the level of transformational leadership of principals and the level of school effectiveness in TS25 schools in Gua Musang District, Kelantan. In addition, this study also seeks to look at the relationship between the two variables involved, transformational leadership and school effectiveness. This quantitative study by cross-sectional survey method used two types of instruments, namely the Transformational leadership instrument by Leithwood and Jantzi (1999) and the school effectiveness instrument adapted from the study of Lazaridou and Iordanidis (2011. The sampling of the study involved four TS25 secondary schools with a total of 162 teachers. The findings of the study showed that the level of transformational leadership of principals and the level of school effectiveness was at a high level, with values (M = 4.17, SP = .604) and (M = 4.19, SP = .613) respectively. Further, correlation analysis showed that there was a very strong and significant relationship (r = .89, p <.01) between the two variables involved, namely transformational leadership and school effectiveness. It is hoped that the findings of this study can be used as a guide by the parties involved, especially the Ministry of Education Malaysia in strengthening the characteristics of high-performing leadership among school administrators towards improving school effectiveness through professionalism programs.

This project paper aimed at identifying the dimensions for teacher leadership model. The instrument used to measure the dimensions was adapted from Teacher Leadership Self-Assessment (TLSA) by Katzenmeyer and Moller (2009). This measurement tool consists of 47 items distributed into seven dimensions namely 1) self-awareness, 2) leading change, 3) communication, 4) diversity, 5) instructional proficiency and leadership, 6) continuous improvement, and 7) self-organization. This project paper involved 130 teachers of Mara Junior Science Colleges in the state of Kelantan, Malaysia. Structural Equation Modelling technique was utilized to perform the required statistical analysis of the survey data. Exploratory Factor Analysis (EFA) and Confirmatory Factor Analysis (CFA) were carried out to substantiate the dimensions used. Based on the EFA and CFA, 4 dimensions are relevant for teacher leadership practice in Malaysian setting with 28 items identified to have high value of validity and reliability. The four dimensions are labelled as 1) self-awareness, 2) communication and change, 3) diversity and instructional proficiency, and 4) organized and continuous improvement. These dimensions could be characterized as values or roles of teacher leaders.

Pondok is the earliest traditional Islamic education institution established in Malaysia in the 19th century. Kelantan is one of the states in Malaysia with many pondoks until it’s known as "Serambi Mekah" (the veranda of Mecca). However, the pondok system has experienced a drastic decline since the 20th century and some were closed. Among the factors that led to the fall of this institution are the challenges from modern educational institutions such as the schools and madrasah, the death of teachers and the dependence on the traditional system of studies. So, the pondok system needs to be modernised with the purpose to spread Islamic education and knowledge to the Muslim community in Malaysia today. Hence, the objective of this study is to review the development of Pondok Sungai Durian and to study the modernisation of the education system practiced by this pondok. To achieve this objective, this study used qualitative method of study, which were the library research and field studies based on document analysis, interviews and observations at Pondok Sungai Durian to obtain research data. The findings show that the transformation of Pondok Sungai Durian has created harmonisation between traditional learning system based on the halaqah, talaqqi and the use of turath kitab with the modern system based on a classroom system with a more contemporary syllabus. In addition, this system encourages and enhances students' knowledge as they are exposed to the traditional and modern studies at the same time, and this is important in generating the culture of knowledge and producing authoritative `ulama’ in this era of globalisation. Hence, the survival of Pondok Sungai Durian as a centre of Islamic education that retains the elements of traditional and modern studies is very relevant today. The development of the pondok system, especially Pondok Sungai Durian, has contributed to the development of charismatic characters among the `ulama’ (Islamic scholars), the intellectual development, da'wah and the growth of Islamic knowledge among Muslim community.

Kajian ini mengukur pengetahuan perniagaan antarabangsa usahawan Narathiwat dan ini pengukuran tahap pengetahuan usahawan penting bukan sahaja mencerminkan kekuatan perniagaan merentas sempadan sekarangtetapi boleh menjadi petanda aras perancangan pelaksanaan Komuniti Ekonomi ASEAN (AEC). Dalam kajian ini, 30 usahawan mikro dan usahawan kecil daripada pelbagai perniagaan diselidiki pada April, 2014. Dengan menggunakan skala Likert, 1 pada tahap tidak tahu hingga 5 tahap sangat tahu, hasil kajianmenunjukkan usahawan mempunyai pengetahuan rendah dalam semua aspek: peraturan pengurusankewa ngan, dasar awam dan peluang perniagaan, AEC, rangkaian perniagaan, imej perusahaan serta logistik dan pengedaran. Penemuan ini tidak bagus dalam konteks perniagaan antarabangsa dan pada masa yang sama menimbulkan banyak persoalan. Untuk menangani hal ini, pemerintah Narathiwat dan kerajaan Thailand perlu meningkatkan pengetahuan usahawan melalui pembentukkan polisi awam untuk menyokong dan mengembangkan pengetahuan di kalangan usahawan. Dengan usaha sedemikian,usahawan di Narathiwat akan lebih bersedia untuk menyertai AEC AbstractNarathiwat is one of the 77 provinces in Thailand north of Kelantan, Malaysia. A majority of the population are Muslims and retain a similar socio-cultural practices as in Kelantan. At present, a variety of products from Thailand are exported to Malaysia through Kelantan. One of the prerequisites for internationalbusiness is knowledge about international business. This study investigates the level of knowledge among entrepreneurs in Narathiwat on international usiness. Measuring such knowledge does not only reflect the intensity of business across borders at present but also provide an early indicator of such activityupon the implementation of the Asean Economic Community (AEC). In this study, 30 micro and small-size entrepreneurs of various businesses from Narathiwat were surveyed in April, 2014. Using Likert Scale ranging from 1 (no knowledge) to 5 (highly knowledgeable), the findings showed that the entrepreneurs had low knowledge in regulation, financial management, public policy and business opportunity, AEC, enterprise image, international networking and logistics, and distributive trade. These findings are alarming and raise more questions. Therefore, Narathiwat and the Thai government should improve their entrepreneurs’ international knowledge by formulating a public policy to support and foster new knowledge on international business. By so doing, entrepreneurs in Narathiwat will be better prepared as the country embraces AEC.

But the main challenge for the Malaysian school leader is to improve and achieve the key performance indicators of high-performing schools. This study supports the aspirations of MEB 2013–2015 by identifying the best practices of leadership to achieve outstanding student performance as well as to maintain the high-performance of schools. Therefore, this study examines the influence of entrepreneurial leadership, sustainability leadership and empowerment towards high-performing school leaders in primary schools of East Coast Malaysia. The instrument used is a questionnaire adopted from several questionnaires developed by previous researches on entrepreneurial leadership, sustainable leadership, empowerment and high-performing school leaders. A total of 486 questionnaires were distributed to the respondents of 15 high-performing primary schools in Kelantan, Terengganu and Pahang using the random sampling technique. With a 58 percent return rate, the data were analyzed using SPSS version 24 and SmartPLS version 3.28 for descriptive analysis, measurement model and structural model. The findings show that variables such as entrepreneurial leadership exerted a significant influence on high-performing school leaders and sustainability leadership also exerted a significant influence on empowerment. In addition, the results of this study support the contributions of the study that have been proposed. The findings of this study will contribute to future research, particularly to researchers aiming to examine this leadership style in depth on school performance in Malaysia.

Developing academic goals amongst students is a key aspect for achieving excellence across schools in Malaysia. It is meant to act as a benchmark to determine the effectiveness of a principal’s leadership. The leadership of a principal, and the school’s climate are the main issues which drive the achievement of students across national secondary schools (SMK) in Malaysia. This quantitative study aims to examine the influence and role of a principal’s leadership on the school climate, as well as its impact on the student’s academic achievement in domestic national secondary schools nationals on the East Coast of Malaysia. A total of 348 teachers were selected across vocational schools in the states of Kelantan, Terengganu and Pahang, through the use of simple random sampling, for the purpose of quantitative reviews. The researchers used the Multifactor Leadership Questionnaire (MLQ) to measure the leadership aspects of the principals, and the Organizational Health Inventory (OHI-M) to measure the climate of the school, as well as the achievement of academic students, which was measured using the CGPA of the schools in the examination areas over the last three years. The analysis of descriptive traits, for example, the number, percentage, scoring average, and the standard deviation was used to describe the demographics of the respondents, and analyse the data using regression, Pearson t-test correlations, and ANOVA. This helped to understand several key leadership factors, i.e., the International Transform Leadership, Tran Witness Leadership, Laissez-Faire Leadership, School Climate , and the Academic Achievement of the hypothesis testing, which was built according to the obtained statistics . The findings showed that the principal’s leadership influenced the climate across the school, and the achievement of the students. Therefore, it was proposed that the principal’s leadership needs to adopt the Transformational leadership, Transactional leadership, and Laissez-faire leadership as a guide in managing the school’s climate, especially in ensuring the teacher’s commitments, and the Student Academic Achievements, which can be further enhanced in line with the Malaysian Education Quality Standards 2010 (SKPM), and the Malaysian Education Development Plan 2013 -2025.

The women were recruited from a reproductive health clinic. The key informants who had specialised knowledge related to child marriage were selectively chosen.ResultsThree themes emerged that aligned with the social-ecological model: immaturity in decision-making, family poverty and religious and cultural norms.ConclusionsThe findings imply that sex education and awareness-building activities regarding the consequences of child marriage must be implemented to eradicate child marriage in Malaysia. Such implementation must be coordinated as a team-based approach involving experts in such fields as law, religion, psychology, social-welfare and public health. In order to increase the awareness of child marriage consequences, the target for awareness must extend not only to the adolescent girls and their families, but also to the community and society at large by clearly communicating the negative consequences of and addressing the drivers for child marriage.

Local government is the closest level of government to the local community and identified as the third level of government after the federal and the state government. Local government are regulated under the Local Government Act 1976 and each has their own power to enact by-laws under their respective administration area. By-laws is a formulation of the law under the jurisdiction of local government in performing its duties and functions covering the administrative area that has been identified by the state government. Some of the by-laws play a part in shaping the behavior of the societies, especially in local government areas which are quite different approach such as Kota Bharu Municipal Council of Islamic Cities (MPKB-BRI) and others local government located at Kelantan. By-laws implemented by local government in Kelantan are very much different compared to local government in other states in Malaysia which is the provisions of the by-laws that focused on Islamic by-laws such as ban on unisex salons, enforcement of board guidelines advertisement that prohibit an advertisements that do not cover the aurat and the enforcement of proper clothing covering the aurat among the Muslim community and dressing politely for non-Muslims that suggests the aurat closure and wearing appropriate clothing among traders, business premises owners and also the societies. (1) Background: Social capital linking, bridging, and bonding have become fascinating options for sustainable development in rural Malaysia. (2) Objective: The aims of this research were (i) to evaluate how leadership styles affect the social capital in rural Malaysia, and (ii) to examine the moderating role of motivation in enhancing these relationships. (3) Methods: The researchers utilized a quantitative approach to analyze data collected through a self-administered survey involving 190 members of the Village Development and Security Committee (JKKK) in Malaysia. The concept of “leadership quality” was measured based on transformational, transactional, and laissez-faire leadership, while “motivations” cover its extrinsic and intrinsic components. The data were analyzed using a structural equation modeling (SEM) technique. (4) Results: The findings reveal that transformational, transactional, and laissez-faire leadership types are essential to increase social capital in rural Malaysia. It may therefore be suggested that community leadership and its effective styles should be nurtured within the rural community to address more complex problems regarding social capital development. On top of that, extrinsic and intrinsic motivations also appeared to be significant moderating factors in determining social capital development in rural Malaysia. (5) Conclusions: Based on the results, community leaders with different leadership styles may offer better social benefits to the rural community by using various incentives to engage rural residents in facilitating social activities. (6) Policy recommendations: This study suggests further implications for academics and policy makers focused on social capital for sustainable rural development in Malaysia.

Abstract Groundwater use in Malaysia is natural due to its high frequency. The survey study was conducted in northern Kelantan because the problem in this area is the increased use of groundwater, specially sourced from shallow aquifers among the local community. As a result, the purpose of this study is to evaluate the elements that influence the frequency of groundwater consumption and the projected expenses that the community will be responsible for paying in the state. The population of Kelantan was 1.88 million in 2019[1]. The number of people who participated in this survey is 89 people from 10 districts. Statistical Package for the Social Sciences (SPSS) manages and analyses social science data obtained from the study. Studies show that the frequency of using groundwater is high (94.4%) among the community. The cost of electricity bills is low when getting a high percentage value (98.9%) which supports the statement. The “Chi-square” test was used to determine some of the relationships studied, such as groundwater knowledge in the community, frequency of groundwater use, electricity bills charged to each home, and groundwater quality. The results show that the p-value is more effective than 0.05, referring to the relationship between groundwater knowledge and groundwater use. The p-value is also more significant than 0.5, referring to the relationship between groundwater quality and groundwater use.Meanwhile, the relationship between groundwater consumption and electricity bill, knowledge of groundwater benefits with groundwater consumption, and the relationship between groundwater color and odoris less than 0.05. With the study done, it can be proven that groundwater is very high in the community and the bills charged are very cheap and affordable. Therefore, groundwater use needs to be highlighted for its widespread use throughout Malaysia.

Introduction: Although pharmacists’ role in the care of human immunodeficiency virus (HIV)-infected and acquired immunodeficiency syndrome (AIDS) patients is well established, studies had reported pharmacists’ negative attitudes towards people living with HIV/AIDS (PLWHA), with negative impact on HIV management. This study aimed to explore pharmacists’ knowledge of HIV/AIDS, perception towards the changing of treatment regimens of HIV/AIDS, attitudes towards PLWHA, and to identify factors affecting the pharmacists’ attitudes towards PLWHA in the state of Kelantan, which reportedly have the third highest number of HIV/AIDS patients in Malaysia. Materials and method: A validated online 43-item questionnaire was distributed to 400 pharmacists in Kelantan. Multivariate logistic regression was performed to identify factors associated with pharmacists’ negative attitude towards PLWHA. Results: A total of 170 respondents (response rate 42%) completed the questionnaire. Respondents had knowledge on the potential causes of HIV infection [median(IQR) score=13.00(1); maximum score=14.00], and preventive measures of HIV/AIDS transmission [median(IQR) score=12.00(1); maximum score=12.00]. On decision in changing regimens, the respondents agreed on the need to change treatment regimen for HIV/AIDS when required [median(IQR) score=7.00(2); maximum score=8.00]. Up to 40.6% of respondents thought that the treatment regimen should not be switched based on cost. Two-thirds of the respondents had negative attitudes towards PLWHA (67.1%). Respondents who worked in community pharmacy reported positive attitudes towards PLWHA (Adj OR=0.125; 95%CI=0.025-0.623; p=0.011). Conclusion: Pharmacists in Kelantan had several misconceptions towards the causes of HIV/AIDS, preventive measures of HIV/AIDS transmission, and necessity in changing treatment regimen when required. Despite good disease related knowledge, most pharmacists had negative attitudes towards PLWHA, while pharmacists working in community settings presented more positive attitudes towards PLWHA.

Traditional medicine has deep historical linkages and cultural roots. In a rural community, it is practice based on the ethnological, medical and heritage of the practitioners. Temiar indigenous tribe of Orang Asli in Kelantan, have their traditional way of beliefs and healing practices. This study examines the remedies using medicinal plants and herbs among the tribe members in Kampung Pasik, Kelantan, Malaysia. A structured questionnaire and in-depth interviews were conducted with 250 respondents. A total of 18 species of medicinal plants was recorded preferably used by the tribes. Results indicate that traditional phytoremedies practices play an important role in helping their healthcare system with the help of the tribe healers. Cultivated medicinal plant species represent 94% of the source, whereas 4.4% were found wild in the forest and 1.6% grown around their settlement. This study revealed that five preparations methods such as boiling (27.56%), pounded (27.45%), squeeze (21.60%), drying (14.17%) or concoction of various part of medicinal plants (9.22%). The most applied were by drinking (35.29%), chewing (32.70%) and 19.89% rubbing, poultice (6.40%) and shower ingredients (5.72%).

Public buildings such as schools, religious buildings, including mosques or community halls, have been used as evacuation centres in Malaysia every year. Many studies identified many evacuees were facing many problems, particularly in terms of physical facilities, such as providing improper assistance in terms of facilities, privacy, and many others. This paper objectives are firstly, to review the requirements of the physical facilities for evacuation centre, secondly to assess the components of the physical facilities for evacuation centre and finally to propose the criteria of physical facilities for evacuation centre. A qualitative approach was adopted, and data were collected through observation, interview and secondary data through literature analysis. Three case studies in Kelantan were chosen based on three categories which are small capacity (Veteriner office, Kuala Krai), medium-capacity (Sekolah Menengah Kebangsaan Keroh, Kuala Krai) and big capacity (Sekolah Menengah Kebangsaan Agama Lati, Pasir Mas). The data were analysed to assess the physical facilities provided in the evacuation centre to facilitate the flood victims. The benefit of this research is to give awareness to flood victim for future disaster through technology, management, physical and mental. Thus, evacuation centre is important to create comfortable, privacy and rehabilitated environment to serve the flood victims physically and mentally.

The British pillboxes built in Kelantan in 1941 during World War II, although damaged, continue to attract tourists. However, they have considerably less impact on residents, with the exception of war veterans, and there are plans to relocate the pillboxes in Bachok. The present study uses a range of methods to analyze the structures and to evaluate community awareness of them: field observation and setting coordinates for all pillboxes, taking photographs to consolidate data, and administering a questionnaire to 100 respondents. The results show that these monuments can be an economic resource and can help to raise awareness of historical value in relation to the formation of Malaysia. Abstract:
This study aims to identify the level of principals’ instructional leadership practices and their relationship with the school-based management in secondary schools in Tumpat district, Kelantan. This study was conducted in the form of survey using a quantitative method with a total of 286 respondents using a questionnaire as a research instrument. Quantitative data were analyzed descriptively and inferentially using SPSS software version 25.0. The result of this study showed that the level of principal's instructional leadership practices was high (mean=4.25, s.d.=0.444) where the dimension of forming a positive school environment scored the highest mean (mean=4.30, s.d.=0.459). The level of school-based management was also high (mean=4.24, s.d.=0.427) with the highest score mean dimension was the dimension of planning and evaluation (mean=4.29, s.d.=0.450). The Pearson correlation test showed a significant relationship between the level of principals’ instructional leadership practices and school-based management which was at a high correlation level (r=0.895). Therefore, the implication of this study is able to provide an exposure to the Ministry of Education Malaysia who can take initiatives to make improvements in the basic aspects of education and also leadership programs in order to strengthen the leadership practices of principals in schools. This study also has implications to school principals in re-evaluating all their practices and actions in managing schools to further improve the effectiveness and the quality of their administration. In conclusion, this study gives the impression that principals’ instructional leadership practices have impacts on school-based management which to some extent can affect the performance of teachers and students as well as the results of the effectiveness of school functions.

The Malaysia Education Development Plan 2013-2025 focuses on empowering school principal leadership as the main platform for developing school excellence. Therefore, this study was conducted to look at the transformational leadership relationships practiced by principals into two main elements that influence school excellence, namely the school climate and also teacher job satisfaction. A cross-district survey was used to collect data involving regular daily secondary school teachers in Kelantan. A total of 390 teachers from the population of 10866 were randomly selected using the grade sampling method. The instrument consists of 20 items already used to measure transformational leadership among principals (Femke Geijsel, Peter Sleegers & Rudolf van den Berg, 1999), 3 things to measure teacher job satisfaction (Johnson, Stevens & Zvoch, 2007), and 21 items used to measure school climate (James Griffith, 2003). The data were analyzed using IBM SPSS Version 25.0. The findings show that there is a significant positive relationship between transformational leadership towards the school climate and teacher job satisfaction. The findings can be used by school leaders in efforts to develop the school climate and environment as well as to adopt recommended approaches to improve teacher job satisfaction levels.

Introduction: Thalassaemia is a common genetic blood disorder. Knowledge, awareness, attitude towards, and intention to screen for thalassaemia among Malaysians is poor. Screening for thalassaemia in unmarried individuals plays a key role in preventing thalassaemia major births. Methods: A cross-sectional study was conducted on unmarried individuals aged 18 years and older in Kota Bharu, Kelantan, Malaysia. A questionnaire was used to collect the general data of the participants, their knowledge of thalassaemia, attitude towards thalassaemia, and intention to screen for thalassaemia. Results: A total of 278 respondents were included in this study. The mean (SD) knowledge score was 8.8 (4.99) out of a possible score of 21, with higher scores indicating better knowledge. The factor associated with good knowledge of thalassaemia was being a professional. Most respondents agreed that unmarried individuals should be screened for thalassaemia before marriage. Conclusion: In conclusion, knowledge of thalassaemia among unmarried individuals who were not professionals was low.

<p>Malaysia witnessed the rise of Islamic education more than a century ago, partly evidenced by the establishment of traditional Islamic education institutions called pondok or madrasah. Starting in the nineteenth century, Islamic pondok schools spread in Malaysia, founded by ‘ulama (Islamic scholars) who gained financial support from the community. As time went by, many pondok, previously supported by civil society, began to face financial difficulties because of the changing political landscape, economic situation, the death of their founders, and changes in government policy. This paper investigates the experiences of two madrasahs in the state of Kelantan in Malaysia and the strategies they have adopted to resolve their financial issues. This paper argues decisions and strategies regarding financing were influenced by several factors, including the degree of attachment felt by the current asatidz (teachers) to the history of their pondok, their desire to preserve the legacy of the madrasah founder, and the level of economic pressure they experienced. The primary choice was between relinquishing ownership to the state by becoming a state (funded) school or remaining a self-governed school with limited access to state funds. </p>

Recycling is one of the practical approaches in reducing solid waste disposal directly into landfills. Unfortunately, the recycling practices among the B40 community in urban areas of Kelantan are low compared to other states. Therefore, this study focused on identifying the recyclables generated by the B40 community and examined their knowledge and awareness level of recycling practices. The total number of respondents who participated in this study was 278. This study revealed that food waste is the most solid waste generated by the B40 community from PPR Kota Bharu. Moreover, this study also found that the B40 community’s knowledge and awareness about recycling are good. However, this study has statistically proved that the knowledge level has a weak relationship and is not significant with the recycling practices among the B40 community (r=0.111, p=0.065). Besides that, this study found a significant weak association between recycling awareness and recycling practice among the B40 community (r=0.153, p=0.012). The findings of this study are important to local authorities to encourage recycling practices among the B40 community in PPR Kota Bharu and to make sure that the recyclable items are appropriately managed towards environmental sustainability.

The management of waste materials is a serious problem worldwide, especially in urbanizing countries like Malaysia. This study was conducted to compare the prevalence of health symptoms and diseases diagnosed among residents exposed to the solid waste open dumpsite in the suburb of Sabak with the non-exposed community. Research related to exposure to solid waste dumping with complete health problems has never been combined in one study. A comparative cross-sectional study was conducted. The exposed group included residents within a 1 km radius and the non-exposed group included residents between a 2.5 and 4.0 km radius from the dumpsite. The selected residents were interviewed using validated, structured questionnaires. A total of 170 residents from the exposed group and 119 residents from the non-exposed group were selected. The mean (SD) duration time of residence was 22.6 (18.9) years for the exposed group and 15.0 (12.0) years for the non-exposed group. Dumpsite exposure was significantly associated with sore throat (adjusted odd ratio (AOR) 1.88; 95% confidence interval (CI): 1.05, 3.38; p = 0.031), diabetes mellitus (AOR 2.84; 95% CI: 1.10, 7.30; p = 0.021) and hypertension (AOR 2.56; 95% CI: 1.27, 5.13; p = 0.006). This study provides evidence that the unsanitary solid waste disposal in Malaysia is hazardous to the health of residents in the surrounding 1 km, and efforts are needed to minimize the hazards.

After over six decades of Federal rule, the Barisan Nasional (BN) government has been replaced by a coalition of opposition parties, the Pakatan Harapan (PH) in the most recent general election. PH also managed to form several state governments traditionally held by BN in Peninsular Malaysia. This study aims to seek the perception of the Malays in West Malaysia in accepting the return of Tun Dr. Mahathir Mohamad into power. It focuses on the so-called political comeback of Tun Dr. Mahathir Mohamad – the first leader to be appointed Prime Minister twice considering this rarely happens in Malaysia. This study was conducted in West Malaysia involving eighty-eight respondents using the 5-point Likert-scale survey questionnaire. Respondents were given an option to answer the questionnaire in Bahasa Malaysia or English. The general result showed that perception towards political issues in Malaysia, especially with regard to Tun Dr. Mahathir Mohamad’s comeback drew mixed reactions. On the same note, it showed that people could have lost their hopes and direction of Malaysian politics.

Various initiatives have been taken to bridge the urban-rural digital divide in Malaysia, which has impacted the change of mindset among the rural community in terms of acceptance and assimilation of digital technologies in their daily life. This includes digital literacy-related activities for self-development, especially in cultivating reading habits. The main purpose of this study is to investigate digital reading practices among rural communities in low literacy rate areas in promoting reading culture in Malaysia under the 10-year National Reading Decade (DMK) 2021-2030 programme. A quantitative design of the study which involved 400 rural community respondents from 4 selected states in Malaysia (Kedah, Kelantan, Sarawak, and Sabah) using the multi-stage and mixed sampling method in administering the survey questionnaires. This study found that rural communities in low literacy rate areas in Malaysia did practice digital reading, primarily on smartphone. The empowerment of digital literacy in terms of digital reading practices is believed to be able to narrow down the digital divide among rural communities. The findings are expected to provide useful guidance for rural development in ICT and create better understanding and awareness among policymakers to create a rural society which is learned and well-informed through a more inclusive digital reading practices.

Abstract:
Smoked clam (etak salai) is a popular traditional food and part of the intangible cultural heritage (ICH) of Kelantan state. The main objective of this study is to seek a path for its safeguarding. For this purpose, the sustainability of etak salai will be examined from economic and ecological viewpoints. Some Kelantanese fishing households inherit knowledge with regard to the harvesting and processing of etak (clams), and run micro-enterprises as vendors. Increasing the profitability of these micro-enterprises is a crucial factor for safeguarding etak salai. Through quantitative analysis based on Hayashi’s quantification theory type 2, this study determines that the profitability of these micro-enterprises chiefly depends on the initial investment amount. It also finds that inheritance of micro-enterprises without enhancement of profitability results in the reproduction of low-income households. Ecological factors also determine the sustainability of etak salai. The study reveals that deterioration of the local ecosystem has triggered continuous transition of the mode of production of etak salai. Commercial production of etak salai began only after the majority of community members moved away from the rivers. After severe degradation of local rivers, harvesters expanded the geographic scope of their activity to other states of Peninsular Malaysia. Currently, Thailand and Cambodia account for a majority of the supplies. These transformations have decreased the number of households that are able to transmit knowledge regarding the harvesting and processing of etak. This is a grave concern in terms of safeguarding ICH. Thus, the study concludes that injecting capital to vendors and restoring the local ecosystem could be useful measures for safeguarding ICH.

Inadequate men’s engagement with health services may be influenced by unmet needs and demands of the local men’s community. This study aimed to explore men’s experiences with primary health services and their expectations of the characteristics of friendly primary health services, from the perspective of men in Kelantan, Malaysia. A qualitative study using in-depth interviews was conducted with 15 men from six primary health facilities in Kelantan, Malaysia, who were selected based on maximum variation sampling. The data were transcribed and analyzed using the thematic analysis method. The study found that experiences with the existing primary health services were categorized into four subthemes: provision of health services, health promotion delivery, attributes of healthcare providers, and the physical environment of the health facilities. Meanwhile, the expectations of the characteristics of friendly primary health services were categorized into four subthemes: meeting the needs of men in primary health services, approaching men through effective health promotion strategies, standards of a healthcare provider from the viewpoint of men, and a comfortable physical environment for men. Prior experiences hugely influenced men’s expectations of friendly primary health services. Men want these health service characteristics customized to meet their needs, allowing them to use health services with confidence and comfort. Thus, to strengthen primary health services for men, it is essential to comprehend their prior experiences with and expectations of the services.

This article is discussing about experiences of conducting AFLES (ASEAN Future Leaders Summit), which started in 2013 with the collaboration between Universiti Sains Malaysia (USM) and Prince of Songkla University, Thailand (PSU). AFLES is an action-packed summit meant for ASEAN youth with exciting forums, discussions, lectures, team-work, outdoor activities, community work, services, sight-seeing and cultural events. With the main objectives of developing ASEAN youth community in terms of their leadership skills and to serve as a platform for ASEAN youth to get together and connected to each other, AFLES for the last sixth term (2013-2018), has evolved to be a looking after summit to participate by ASEAN university student leaders. Over the years AFLES has developed and progressed with a few more collaborators, namely AKEPT (Malaysia Higher Education Leadership Academy), UiTM (Universiti Teknologi MARA), UUM (Universiti Utara Malaysia) and UKM (Universiti Kebangsaan Malaysia). Community development, ASEAN unity and harmonization, and Internationalization of Higher Education Institutions in ASEAN are discussed regarding to the sustainability of AFLES in conducting an international program for youth across ASEAN region.

Abstract:
Earthenware pottery is one of the common artefacts found during archaeological excavation works. Earthenware pottery is one of the tools used by prehistoric society as a tool for use in daily life. Earthenware pottery found at archaeological sites should be determined whether it was made by the local community or brought in from outside. Therefore, chemical analysis using X-ray Fluorescence (XRF) and mineralogical analysis using X-ray Diffraction (XRD) methods need to be done to obtain the mineral content and elements of earthenware pottery that can be compared with clay found in the area. This comparison is to ascertain whether the prehistoric pottery was made in the vicinity of the discovery area or brought in from outside. The results of this study found that the pottery discovered during excavations at Gua Jaya was brought in from other areas. Besides, it was also determined that the pottery was burned openly due to the uneven combustion temperature. The content of the pottery element also indicates that the pottery was used as food storage containers and also as appliances for cooking.

<p><em>Literatures proposed that culture does influence the success of leadership communication. Mahathir was criticised to be a leader who promotes the betterment of the majority community and marginalised the Indians. Despite of that, the Indians in Malaysia showed advancement in various sectors including politics, economy and social. Therefore, this exploratory study aims to bridge the gap by investigating the attributes that link between Mahathir’s leadership communication and Indian community. Qualitative methodology was utilized and data were collected through a series of intensive interviews with 15 informants consists of Indian political, non-governmental organisation and community representatives. Based on the thematic analysis, two main attributes that strongly link to Indian culture were identified: leadership communication conception (Sattva Guna) and characteristics of good leadership communication (Sattva characteristics). This study has contributed to enhance understanding of leadership communication from multi-cultural context, specifically about the Indian’s cultural conceptions.</em></p>

This conceptual research intended to highlight the emergent concept of local leadership in Community-Based Rural Homestay (CBRH) in Malaysia. In addition, the development and progress of local participation in CBRH also become the focal point to be discussed. Undeniably, Community-Based Rural Homestay become a vehichle and development for local community to enhance their socioeconomy through engagement as homestay operators. Ministry of Tourism and Culture put a lot effort to improve infrastructure and facilities in every homestay providers to boost up tourist arrival. Apart of being source of income to local community, CBRH also offers various local product, quality rural experience and culture preservation and conservation for tourist. Thus, CBRH programme has proved as a platform for local community empowerment and distributed benefir as individual or collective basis. Most of the homestay operator motivated to participate in this programme due to value-added to their source of income and medium for them to promote their local culture to tourist. However, incompetent leaders to lead the CBRH initiatives become a challenge to homestay operator as they need a proactive leaders to drive and facilitate them in order to handle tourist and homestay operation.
