Abstract:
Food insecurity is a significant issue in the Victorian Aboriginal population, contributing to the health disparity and reduced life expectancy. Community food programs are a strategy used to minimise individual level food insecurity, with little evidence regarding their effectiveness for Aboriginal populations. The aim of this study was to explore the role of community food programs operating for Aboriginal people in Victoria and their perceived influence on food access and nutrition. Semistructured interviews were conducted with staff (n = 23) from a purposive sample of 18 community food programs across Victoria. Interviews explored the programs’ operation, key benefits to the community, challenges and recommendations for setting up a successful community food program. Results were analysed using a qualitative thematic approach and revealed three main themes regarding key factors for the success of community food programs: (1) community food programs for Aboriginal people should support access to safe, affordable, nutritious food in a socially and culturally acceptable environment; (2) a community development approach is essential for program sustainability; and (3) there is a need to build the capacity of community food programs as part of a strategy to ensure sustainability. Community food programs may be an effective initiative for reducing food insecurity in the Victorian Aboriginal population.

Abstract:
Objective Government policy and planning set the direction for community decisions related to resource allocation, infrastructure, services, programs, workforce and social environments. The aim of the present study was to examine the policy and planning context for oral health promotion in Victoria, Australia, over the period 2007–12. Methods Key Victorian policies and plans related to oral health promotion in place during the 2007–12 planning cycle were identified through online searching, and content analysis was performed. Inclusion of oral health (and oral health-related) promotion initiatives was assessed within the goals, objectives and strategies sections of each plan. Results Six of the 223 public health plans analysed (3%) included oral health ‘goals’ (including one plan representing nine agencies). Oral health was an ‘objective’ in 10 documents. Fifty-six plan objectives, and 70 plan strategies related to oral health or healthy eating for young children. Oral health was included in municipal plans (44%) more frequently than the other plans examined. Conclusion There is a policy opportunity to address oral health at a community level, and to implement population approaches aligned with the Ottawa Charter that address the social determinants of health. What is known about the topic? Poor oral health is a significant global health concern and places a major burden on individuals and the healthcare system, affecting approximately 50% of all children and 75%–95% of adults in Australia. The Ottawa Charter acknowledges the key role of policy in improving the health of a population; however, little is known about the policy emphasis placed on oral health by local government, primary care partnerships and community health agencies in Victoria, Australia. What does this paper add? This is a review of oral health content within local government (municipal) and community health plans in Victoria, Australia. What are the implications for practitioners? The findings identify several opportunities for public health and community health practitioners and policy makers to place greater emphasis on prevention and improvement of the oral health of Victorians through policy development.

Abstract:
This paper reports on research conducted through Monash University located in the state of Victoria, Australia. The outcome of the research was the development of a Health Promotion Community Participation Framework, providing guidelines for health professionals in community health centres and services to assist them with facilitating community participation in health promotion. A literature review was conducted and information collected from health professionals working in metropolitan and rural community health centres and services across the state of Victoria, Australia. The Framework does not emphasise levels of community participation as a hierarchy, but instead proposes using the levels or types of participation across a continuum. This has been done to encourage the use of appropriate transparent strategies that will enable both individual community members and different sections of communities to participate in health promotion activities. This is particularly important where government policies dictate the direction of health promotion, as this "top down" approach can lead to the community being excluded for health promotion processes. The use of a continuum promotes the concept that participation can be effective at different levels, even when the issue to be addressed has already been identified. The Framework also proposes that in order for community participation strategies to take place, there needs to be capacity building at both the organisational level and the community level.

In Australia, local government plays an essential role in emergency management, although not a provider of emergency services. The role of supporting emergency services and the community both during and after emergencies has been a traditional role. Added to this is an increasing responsibility as the focal point for the conduct of local mitigation using risk analysis, prioritization, and treatment under the methodology of emergency risk management. This role is part of a shift in the emphasis of emergency management in Australia away from the strong focus on emergencies and the emergency services, towards an emphasis on the sustainability of the community and its life in the context of the risk of loss posed by natural and other hazards. Models of municipal emergency risk management planning are presented to assist municipalities to connect or even integrate their emergency management planning processes with other similar community safety activities such as crime and injury prevention.

It is argued that the state in Victoria, Australia, has pursued five key trends in urban planning throughout the 1980s: Privatisation, liberalisation, subsidisation, commercialisation, and elitism. These trends are a response to conditions wrought by global economic restructuring, the dominance of economic fundamentalism as a political discourse in Australia, the institutional structure of federal–State government financial relations, and a resultant perception of fiscal crisis. These developments in urban planning have resulted in financial costs and a loss of democratic accountability to the Victorian community.

Abstract:
The objective of this paper is to present small area analyses of diabetes complications in Victoria, Australia, and to illustrate their importance for targeting public health and health services interventions. Local government areas in Victoria were aggregated into 32 Primary Care Partnerships (PCP), which are voluntary alliances of primary care providers. The 32 PCP areas were used as the basic geographic units for small area analyses. Admission rates for diabetes complications were age and sex standardised using the direct method and the 1996 Victorian population as the reference. Admission rate ratios were calculated using the Victorian admission rates as the reference. The 95 per cent confidence intervals for the standardised admission rate ratios were based on the Poisson distribution. There was a wide variation (almost fivefold) in admission rates for diabetes complications across the PCP catchments, with the lowest standardised rate ratio of 0.37 and the highest of 1.75. There were 11 PCPs (seven metropolitan, four rural) with admission rate ratios significantly higher than the Victorian average. The seven metropolitan PCPs contributed more than 43% of all admissions and bed days for diabetes complications in Victoria. Small area analyses of diabetes complications are an exciting new development aimed at stimulating an evidence-based dialogue between local area health service providers, planners and policy-makers. The purpose is to provide opportunities to target public health and health services interventions at the local level to improve the management of diabetes complications in the community.

Abstract:
This paper draws on evidence from Victoria to examine why more innovation takes place in some areas than in others. In so doing, it explores the relationship between innovation and networks.
Despite a large number of recent government policy statements on innovation, there has been very little attention paid to the spatial dimensions of innovation.
The literature on innovation increasingly points to the important role played by local and regional networks in driving innovation. Innovation is the result of the production, use and diffusion of knowledge, and this demands collaboration involving networks of individuals, organisations and institutions.
To test the theory of a connection between networks and innovation across regional Victoria, patent data is used as a proxy measure for innovation. This data is then cross-referenced with various social and economic data sets.
The analysis reveals that innovation in Victoria is substantially concentrated in ‘hot spots’ such as inner Melbourne. In some parts of Victoria very little innovation takes place at all.
This research has found that all things being equal, more innovation will take place in those areas in which there is a greater density of informal networks. However, not all types of networks are positive, and they are more important in provincial areas than in big cities. Innovation clearly has a spatial aspect, and innovation policy needs to give particular attention to the requirements of provincial areas.

Abstract:
In this thesis I explore community mapping as a tool for transformative community learning and planning for sustainability. This inquiry is set within the context of “grassroots post-modernism” which prioritizes the realm of locally-based knowledge and narrative. The first part of the thesis explores the landscape of discourse and the tension between hegemonic and situated knowledge. Deconstructing the power relations behind colonial and globalized worldviews provides a foundation for examining pedagogy and its relationship to power relations and everyday life. The argument is made for an inclusive community and eco-system-based approach to knowledge production as a cornerstone of healthy and sustainable development. This leads into the second part of the thesis: the exploration of mapping and case study of community mapping as a practical application of this theoretical framework. As discourse, I look at maps as subjective reflections of the world and the culture of the mapmaker. In this sense they are paradigmatic. They reflect cultural patterns and worldviews and therefore offer a medium for inquiry that reveals the interdependence of worldview, pedagogy and planning. Maps can help to create a sense of place, provide space for dialogue, and bridge personal knowledge to community learning and planning. Mapping is also a tool for narrative, for “storied residence,” and, when applied in a community context, it can facilitate creative and engaging expression. Overall, maps have significant spatial power, reflecting social, economic, and ecological relations that influence communities and patterns of development worldwide. The thesis attempts to show how mapping discourse, grounded in ecological and social narrative, can be tied practically to asset-based community learning, and participatory planning for sustainability. This is accomplished through a case study of the Common Ground Community Mapping Project based in Victoria, British Columbia and through a profile of various approaches to, and examples of, community mapping methodologies and projects.

Abstract:
Disaster risk Reduction (DRR) is well known and practiced in many nations. Community Based Disaster Risk Reduction (CBDRR) is a sub-component of DRR which is slowly being practiced in most at risk communities. However, there are still gaps regarding the principles and guidelines that guide the process of CBDRR. This study stipulates numerous guiding principles that govern the processes of CBDRR activities. These are: traditional knowledge, understanding of community members, capacity of community members, community participation, political will and training of community members. Furthermore the study used the guidelines to evaluate which activities by the Oshakati community members relate to the principles and guidelines of CBDRR as a way of reducing the risk of recurring floods in the community. Through focus group discussions and semi-structured individual interviews, it was found that the community members in Oshakati adhere to most principles of CBDRR such as the use of traditional knowledge, community members having the capacity to work together to solve common societal problems and to understand community structures. However, guidelines such as community participation, political will and training of community members were not adhered to due to various challenges such as the lack of institutional capacity and limited resources. The findings further stipulate that those guidelines were not adhered to due to inadequate knowledge on DRR and lack of support from the local government due to limited availability of resources. The study recommends that in order for the local government to reduce the risk of recurring floods in the community, the local government need to build capacity of its personnel working directly with DRR aspects. These can be achieved through a shift in the approach of responding to flooding to being proactive, creating awareness regarding the hazard and ensuring genuine participation of community members into local government CBDRR activities.

Abstract:
By drawing on community development values and principles as well as a social constructivist theoretical perspective, this study aims to understand how people who are homeless and the volunteers who serve them perceive their roles in terms of empowerment and disempowerment. Twenty-nine individuals have participated in this study: 18 had personal experiences of homelessness and 11 volunteered in the homelessness sector. This study collects data through informal in-depth interviews, and it thematically examines a research diary. Research outcomes suggest that volunteers feel elements of perceived and actual power in their volunteerism. The study argues that such power stems from a belief that volunteering benefits the volunteer, people experiencing homelessness and broader society. These findings are consistent with existing literature and popular discourse; however, my research discovers that volunteers also express guilt and a reluctance to self-identify as a volunteer. This reticence, which accompanies volunteers’ scrutiny of the role’s characterisation as superior, runs contrary to how scholarship and popular discourse often understand volunteers. Participants with first-hand experiences of homelessness characterise the role of the Australian ‘homeless person’ through notions of disempowerment and empowerment. They perceive disempowerment in the various ways they experience social disconnection: family rejection, a lack of companionship through friends and low-quality or precarious relationships within the home-less community. They also connect socially expected behaviours, rights, obligations, beliefs and norms to the disempowerment of welfare users. Nevertheless, through topics of public space, safety and protection, these participants express a sense of belonging and perceived empowerment. Crucially, this study finds that 13 of the 18 ‘homeless’ participants had volunteered in the homelessness sector. This unanticipated observation expands the study’s analytical focus beyond an oppression-privilege binary in order to explore the nuances of participants’ complex social positions. As a result, the study tracks the ways by which volunteering challenges what it means to be ‘homeless’ in Australia and how it helps some ‘homeless people’ overcome aspects of the power inequalities encountered in mainstream society and welfare contexts. Overall, the study submits that volunteering signals the personal resources, abilities, skills, knowledge and potential that home-less people possess to improve their own lives and determine their own future. Finally, the process of research challenges the student researcher’s expectations of what it means to perform as an effective scholar. The willingness and ability to listen - to offer kindness, sympathy and compassion – reconfigures how the student understands himself, others and good social work.

Abstract:
This research investigates the roles that adult community education (ACE) providers and programs play in the development of social and cultural networks for people from culturally and linguistically diverse (CALD) backgrounds in a regional community context. Within the milieu of the Shire of Campaspe, a rural area in northern Victoria, there has emerged the issue of ‘new’ social diversity due to recent decades of internal population mobility and international migration to regional areas. Australian regional communities like Campaspe are growing and diversifying within a complex framework of ecological, economic, historical, social and human factors. This thesis explores the main themes emerging from this one regional context where adult education plays a role in facilitating social capital development for people from diverse cultural backgrounds. It shows individuals from a range of cultural backgrounds utilise adult education as a space to explore their own social and cultural isolation. Migration experiences, gender, life-stage and length of residence in Australia, all influenced the ACE experiences of the individuals who participated in the research. ACE organisations were able, in limited ways to respond to the needs of local adult learners but the providers also experienced difficulty in adapting to the complex individual needs of local people.

AbstractFor many decades, road safety measures in Australia focused almost exclusively on behavioral approaches. When Claes Tingvall was appointed Director of MUARC, he introduced the concept of “Vision Zero” to Australia and, with it, the “Safe System” approach. While political leaders initially regarded a vision for zero deaths as unachievable, they supported the inherent logic of the Safe System.Initially the Safe System was applied as four independent pillars. While this lack of integration had limitations, it did enable road safety measures to move beyond road user behavior to focus more on safer road infrastructure and vehicle safety.The initial Safe System approach became “Towards Zero” an approach that accepts humans are fragile, and the road system designed to protect from death or serious injury was adopted across all Australia jurisdictions between 2004 and 2018.Public education has been used to introduce and explain Towards Zero and bring greater attention to the importance of purchasing a safe vehicle. Infrastructure investment has moved from a “blackspot” approach to the Safe System approach. However, shifting community and decision-makers’ understanding of the importance of speed limits being set to match the safety standard and design of a road remains a challenge. Future opportunities involve better integration of the components of the Safe System, focusing on serious injuries and improving strategy delivery, performance reporting, management, and accountability.

AbstractFor many decades, road safety measures in Australia focused almost exclusively on behavioral approaches. When Claes Tingvall was appointed Director of MUARC, he introduced the concept of “Vision Zero” to Australia and, with it, the “Safe System” approach. While political leaders initially regarded a vision for zero deaths as unachievable, they supported the inherent logic of the Safe System.Initially the Safe System was applied as four independent pillars. While this lack of integration had limitations, it did enable road safety measures to move beyond road user behavior to focus more on safer road infrastructure and vehicle safety.The initial Safe System approach became “Towards Zero” an approach that accepts humans are fragile, and the road system designed to protect from death or serious injury was adopted across all Australia jurisdictions between 2004 and 2018.Public education has been used to introduce and explain Towards Zero and bring greater attention to the importance of purchasing a safe vehicle. Infrastructure investment has moved from a “blackspot” approach to the Safe System approach. However, shifting community and decision-makers’ understanding of the importance of speed limits being set to match the safety standard and design of a road remains a challenge. Future opportunities involve better integration of the components of the Safe System, focusing on serious injuries and improving strategy delivery, performance reporting, management, and accountability.

Lin and Japhet have each worked on both ‘sides’ of the funding relationship and through their discussion they offer insights into the day-to-day realities of managing funding relationships. They analyse the risks and challenges involved, but also the possibilities for effective funding for community empowerment. Their discussion of funding speaks to perennially important themes within community development such as power, agency, community ownership, process versus outcome, and the meaning of ‘success’.

How do popular communities self-represent and engage in resistance against unfavourable situations? This chapter explores the relationship between visual artistic experiences of popular sectors, their disputes in and about the community, and the possibilities of activating imaginaries of community resistance. In so doing, it draws on two experiences: the political muralism of the población (shantytown) La Victoria in Santiago de Chile, an emblematic neighbourhood known for its organized takeover of land (1957) and for its resistance against the Chilean dictatorship (1973-1989); and the murals and graffiti produced by the inhabitants of the Favela Santa Marta, the shantytown-laboratory of the pacification process (2008) that preceded the sports mega-events in Rio de Janeiro. We highlight how both neighbourhoods are exemplars in terms of their paths of struggle, and in terms of being epicentres for popular occupation strategies that have been fundamental to the configuration of both cities. Muralism, in this way, appears not only as an indigenous form of expression of and by the community, but also as an aesthetic space or form that reflects ongoing disputes about what should be portrayed as reflecting that community.

This chapter features a selection of excerpts from Cavendish’s stories and plays. The passages treat a number of topics and issues: agency; authority; imagination; rhetoric; gender; feminism; social and political capital; the interdependence of creatures; government; war; materialism; the relationship between mind and body; ideas as imagistic pictures; theology; and poetry. In Blazing World, perhaps the first piece of science fiction ever written, Cavendish has her main character (eventually the Empress) transported to an alternate world whose inhabitants take seriously the prospect of a woman in a position of authority, for example as a scientist, mathematician, military strategist, and philosopher. In Bell in Campo, Lady Victoria is regarded as a military authority by a critical mass of the women in her community; she leads them to battle, executes a clever strategy to steal weapons from the enemy, and rescues the male army from defeat. In The She-Anchoret, the main character receives audience after audience of individuals who seek her wisdom and counsel on matters scientific, philosophical, mathematical, political, and theological, to name just a few. All three characters inhabit counterfactual environments that are not antagonistic to the development and reception of their skills and capacities, and they flourish.

Information communications technology (ICT) has been identified as a key enabler in the achievement of regional and rural success, particularly in terms of economic and business development. The potential of achieving equity of service through improved communications infrastructure and enhanced access to government, health, education, and other services has been identified. ICT has also been linked to the aspiration of community empowerment, where dimensions include revitalizing a sense of community, building regional capacity, enhancing democracy, and increasing social capital. In Australia, there has been a vision for online services to be used to open up regional communities to the rest of the world. Government support has been seen “as enhancing the competence levels of local economies and communities so they become strong enough to deal equitably in an increasingly open marketplace” (McGrath & More, 2002, p. 40). In a regional and rural context, the availability of practical assistance is often limited. Identification of the most appropriate online services for a particular community is sometimes difficult (Ashford, 1999; Papandrea & Wade, 2000; Pattulock & Albury Wodonga Area Consultative Committee, 2000). Calls, however, continue for regional communities to join the globalized, online world. These are supported by the view that success today is based less and less on natural resource wealth, labor costs, and relative exchange rates, and more and more on individual knowledge, skills, and innovation. But how can regional communities “grab their share of this wealth” and use it to strengthen local communities (Simpson 1999, p. 6)? Should communities be moving, as Porter (2001, p. 18) recommends (for business), away from the rhetoric about “Internet industries,” “e-business strategies,” and the “new economy,” to see the Internet as “an enabling technology—a powerful set of tools that can be used, wisely or unwisely, in almost any industry and as part of almost any strategy?” Recent Australian literature (particularly government literature) does indeed demonstrate somewhat of a shift in terms of the expectations of ICT and e-commerce (National Office for the Information Economy, 2001; Multimedia Victoria, 2002; National Office for the Information Economy, 2002). Consistent with reflections on international industry experience, there is now a greater emphasis on identifying locally appropriate initiatives, exploring opportunities for improving existing communication and service quality, and for using the Internet and ICT to support more efficient community processes and relationships (Hunter, 1999; Municipal Association of Victoria and ETC Electronic Trading Concepts Pty Ltd., 2000; National Office for the Information Economy, 2002). The objective of this article is to explore whether welldeveloped and well-implemented online services can make a positive contribution to the future of regional and rural communities. This will be achieved by disseminating some of the learning from the implementation of the MainStreet Regional Portal project (www.mainstreet.net.au). To provide a context for this case study, the next section introduces some theory relevant to virtual communities and portals. The concept of online communities is introduced and then literature is reviewed to identify factors that have been acknowledged as important in the success of online community and portal initiatives.

Abstract This chapter argues that attitudes towards the past, morality, and community continued to underpin responses to the more rapid social, political, and cultural changes of the late nineteenth and early twentieth centuries. It reflects on changing political vocabularies, and the sharpening of languages of ‘class’ and ‘capitalism’ in this period. It focuses in particular on the emergence of new visions of the responsibility of the state towards individuals, communities, and the poor, especially in the lectures and writings of T. H. Green and L. T. Hobhouse. The chapter stresses that the tenacious hold of notions of morality and community in Britain lent a distinctive flavour to the ‘new liberal’ social reforms of the early twentieth century, as compared to those which took place in countries with different historic traditions, such as Germany. It concludes, therefore, that the past, morals, and community shaped the values and attitudes of the whole of the Victorian period, and that attempts to judge Britain’s nineteenth-century development on the terms set by theorists of ‘modernisation’ fundamentally misunderstand the society in question.

Higher education programs need to prepare their graduates for the practical challenges they can expect to face upon entering the workforce. Students can be better prepared if their academic learning is reinforced through authentic workplace experience, where the link between theory and professional practice can be realized. Increasingly, such learning in the workplace is being seen as an integral part of the university curricula as evidenced through the implementation of the Learning the Workplace & Community (LiWC) Policy at Victoria University, Australia. This policy mandates a minimum of 25% content and assessment of all academic programs be related to work-integrated learning. Recognizing the need for authentic workplace experience in the IT undergraduate program, a review found that the existing work-related learning component accounted for only half the required 25% LiWC commitment. Currently, the LiWC component is an industry-based capstone project that spans two semesters in the final year of study. These projects allow students to work on real-life software development tasks where they experience the practical challenges of building software systems whilst appreciating the needs of a business client. In a search of the literature, campus-located industry projects were identified as one of the two most common work-related learning experiences in IT programs, the other being internships sited in the workplace. By retaining the current project-based component, it was decided to add an internship to the program to further bolster the student learning experience and graduate outcomes. This paper details the existing program structure and explores two possible implementations for the achievement of the LiWC policy. The first approach necessitates the addition of one academic year of cooperative education internship to be placed strategically between the current second and third years. Alternatively, the second proposal sacrifices several elective units to accommodate a final semester internship experience. The paper discusses both alternatives against various issues under consideration: staffing and administration, assessment, industry partnerships, professional accreditation and its impact upon differing cohorts of students.

This Working Paper seeks to explore current and emerging framings of decolonising knowledge for development. It does this with the intent of helping to better understand the importance of diverse voices, knowledges, and perspectives in an emerging agenda for development research. It aims to offer conceptual ideas and practical lessons on how to engage with more diverse voices and perspectives in understanding and addressing the impacts of Covid-19. The authors situate their thoughts and reflections around experiences recently shared by participants in international dialogues that include the Covid Collective; an international network of practitioners working in development contexts; engagement and dialogue with Community-based Research Canada, and their work with the Victoria Forum. Through these stories and reflections, they bring together key themes, tensions, and insights on the decolonisation of knowledge for development in the context of the Covid-19 era as well as offering some potential ways forward for individuals and organisations to transform current knowledge inequities and power asymmetries. These pathways, among other solutions identified, call for the inclusion of those whose challenges are being addressed, reflective spaces for inclusive processes, and connection, sharing and demonstrating the value of decolonised knowledge for liberation and trust.

Overview Skin cancer prevention is a component of the new Cancer Plan 2022–27, which guides the work of the Cancer Institute NSW. To lessen the impact of skin cancer on the community, the Cancer Institute NSW works closely with the NSW Skin Cancer Prevention Advisory Committee, comprising governmental and non-governmental organisation representatives, to develop and implement the NSW Skin Cancer Prevention Strategy. Primary Health Networks and primary care providers are seen as important stakeholders in this work. To guide improvements in skin cancer prevention and inform the development of the next NSW Skin Cancer Prevention Strategy, an up-to-date review of the evidence on the effectiveness and feasibility of skin cancer prevention activities in primary care is required. A research team led by the Daffodil Centre, a joint venture between the University of Sydney and Cancer Council NSW, was contracted to undertake an Evidence Check review to address the questions below. Evidence Check questions This Evidence Check aimed to address the following questions: Question 1: What skin cancer primary prevention activities can be effectively administered in primary care settings? As part of this, identify the key components of such messages, strategies, programs or initiatives that have been effectively implemented and their feasibility in the NSW/Australian context. Question 2: What are the main barriers and enablers for primary care providers in delivering skin cancer primary prevention activities within their setting? Summary of methods The research team conducted a detailed analysis of the published and grey literature, based on a comprehensive search. We developed the search strategy in consultation with a medical librarian at the University of Sydney and the Cancer Institute NSW team, and implemented it across the databases Embase, MEDLINE, PsycInfo, Scopus, Cochrane Central and CINAHL. Results were exported and uploaded to Covidence for screening and further selection. The search strategy was designed according to the SPIDER tool for Qualitative and Mixed-Methods Evidence Synthesis, which is a systematic strategy for searching qualitative and mixed-methods research studies. The SPIDER tool facilitates rigour in research by defining key elements of non-quantitative research questions. We included peer-reviewed and grey literature that included skin cancer primary prevention strategies/ interventions/ techniques/ programs within primary care settings, e.g. involving general practitioners and primary care nurses. The literature was limited to publications since 2014, and for studies or programs conducted in Australia, the UK, New Zealand, Canada, Ireland, Western Europe and Scandinavia. We also included relevant systematic reviews and evidence syntheses based on a range of international evidence where also relevant to the Australian context. To address Question 1, about the effectiveness of skin cancer prevention activities in primary care settings, we summarised findings from the Evidence Check according to different skin cancer prevention activities. To address Question 2, about the barriers and enablers of skin cancer prevention activities in primary care settings, we summarised findings according to the Consolidated Framework for Implementation Research (CFIR). The CFIR is a framework for identifying important implementation considerations for novel interventions in healthcare settings and provides a practical guide for systematically assessing potential barriers and facilitators in preparation for implementing a new activity or program. We assessed study quality using the National Health and Medical Research Council (NHMRC) levels of evidence. Key findings We identified 25 peer-reviewed journal articles that met the eligibility criteria and we included these in the Evidence Check. Eight of the studies were conducted in Australia, six in the UK, and the others elsewhere (mainly other European countries). In addition, the grey literature search identified four relevant guidelines, 12 education/training resources, two Cancer Care pathways, two position statements, three reports and five other resources that we included in the Evidence Check. Question 1 (related to effectiveness) We categorised the studies into different types of skin cancer prevention activities: behavioural counselling (n=3); risk assessment and delivering risk-tailored information (n=10); new technologies for early detection and accompanying prevention advice (n=4); and education and training programs for general practitioners (GPs) and primary care nurses regarding skin cancer prevention (n=3). There was good evidence that behavioural counselling interventions can result in a small improvement in sun protection behaviours among adults with fair skin types (defined as ivory or pale skin, light hair and eye colour, freckles, or those who sunburn easily), which would include the majority of Australians. It was found that clinicians play an important role in counselling patients about sun-protective behaviours, and recommended tailoring messages to the age and demographics of target groups (e.g. high-risk groups) to have maximal influence on behaviours. Several web-based melanoma risk prediction tools are now available in Australia, mainly designed for health professionals to identify patients’ risk of a new or subsequent primary melanoma and guide discussions with patients about primary prevention and early detection. Intervention studies have demonstrated that use of these melanoma risk prediction tools is feasible and acceptable to participants in primary care settings, and there is some evidence, including from Australian studies, that using these risk prediction tools to tailor primary prevention and early detection messages can improve sun-related behaviours. Some studies examined novel technologies, such as apps, to support early detection through skin examinations, including a very limited focus on the provision of preventive advice. These novel technologies are still largely in the research domain rather than recommended for routine use but provide a potential future opportunity to incorporate more primary prevention tailored advice. There are a number of online short courses available for primary healthcare professionals specifically focusing on skin cancer prevention. Most education and training programs for GPs and primary care nurses in the field of skin cancer focus on treatment and early detection, though some programs have specifically incorporated primary prevention education and training. A notable example is the Dermoscopy for Victorian General Practice Program, in which 93% of participating GPs reported that they had increased preventive information provided to high-risk patients and during skin examinations. Question 2 (related to barriers and enablers) Key enablers of performing skin cancer prevention activities in primary care settings included: • Easy access and availability of guidelines and point-of-care tools and resources • A fit with existing workflows and systems, so there is minimal disruption to flow of care • Easy-to-understand patient information • Using the waiting room for collection of risk assessment information on an electronic device such as an iPad/tablet where possible • Pairing with early detection activities • Sharing of successful programs across jurisdictions. Key barriers to performing skin cancer prevention activities in primary care settings included: • Unclear requirements and lack of confidence (self-efficacy) about prevention counselling • Limited availability of GP services especially in regional and remote areas • Competing demands, low priority, lack of time • Lack of incentives.

We consider it criminal and strongly condemn the violation of the territorial integrity and borders of Ukraine by the Russian Federation. We also consider inadmissible the statements of the leadership of the Russian Federation regarding our state, interference in the internal affairs of Ukraine by denying its civilizational subjectivity and demanding the abandonment of its own path of development. With great gratitude and confidence in the victory, we turn to the defenders of Ukraine: we are together, we are convinced of the strength and steadfastness of those who defend Democracy, Freedom, and Human Values! Resistance is not just military resistance. The opposition of every citizen is not to succumb to provocations and panic, to prevent escalation of tensions, to refute fakes, to maintain clarity of thinking. A patriot is someone who invests in the development of the country and preserves its defense capabilities in a way accessible to him. For representatives of pedagogical and psychological sciences — is to maintain the national identity and unity of the nation at the level of consciousness of every citizen, territorial community, society. This is the strengthening of the subjectivity of every citizen through his awareness of Ukrainian history from the times of Kyivan Rus, Ukrainian mentality of freedom from the Cossack era, the spirit of Ukrainian democracy from the Constitution of Philip Orlyk, invincibility of the Ukrainian army from the victories of Peter Konashevych-Sahaidachnyi and Bohdan Khmelnytskyi, exercise of self-awareness by Hryhorii Skovoroda and Taras Shevchenko. Scientists of the National Academy of Educational Sciences of Ukraine, as always, are ready for a dialogue with anyone who finds himself in difficult life circumstances, in situations of confusion or uncertainty, who needs advice or psychological help. We all have hard work ahead of us every day. But our goal is common and high — to preserve the sovereignty and territorial integrity of Ukraine. To this end, we have worked for Ukraine′s independence, we have also worked for the development of our state for the last 30 years, for this, we are mobilizing for further struggle! We will win! Glory to Ukraine!
