Abstract:
This article examines four normative expectations of community-driven development (CDD) programs and their concomitant criticisms from the perspective of community-based volunteers (CBVs). These volunteers compromise on the ideals of CDD to achieve results. Their compromises often become the focus of criticism. In devolving limited control over development resources to the local level, CDD also devolves the responsibility for failure. Based on a case study of a CDD program in Medan, Indonesia, this article argues that the way CBVs negotiate the impossibilities of CDD in urban contexts should become the starting point for a more realistic approach to making CDD succeed.

Abstract Since the beginning, the great idea of transmigration program has actually been directed towards exploiting, processing and development of the two major potential resource, namely: (1) the potential of natural resources and (2) the potential of human resources. Since its implementation, the transmigration program has shown success in improving the living standards and welfare of the population and the development of previously untapped areas, although in some locations and regions it also shows the lack of success caused by various problems. At least there are three major domains of transmigration areas and community development in the future, namely: (1). Develop undeveloped regions into new productive and growing areas in accordance with its natural resource potential including New Transmigration Settlements (PTB) and New Integrated Self-establishment City (KTM). (2). Developing the existing transmigration area becoming the new growth centers of the region through the development of Integrated Self-establishment City (KTM). (3). Improving the welfare of smallholders and poor farm workers through the provision and control of production assets (land). Community and transmigration areas development in the future should be based on 5 basic principles, those are : (1). Development of land and human resources. (2). Development of sustainable agriculture system. (3). Development of business activities based on agribusiness range. (4). Development of private participation, cooperatives, State Owned Enterprises (BUMN) and individual farmers / transmigrants. (5). Integrated area development. Investment in physical development and institutional innovation in development of transmigration areas should be done gradually by following the stadia of regional development which generally consists of: Stadia I, II, III, IV, V, VI. There are two conditions that can be realized through development of transmigration areas in the future, namely: (1). First, to realize a more equally and equitable development. (2). Second, to realize a competitive nation. At least six policy direction in the construction and development of society and transmigration areas in the future. First, pay particular attention to the elements of the development of the competitiveness of the region. Second, strengthening the new orientation to provide support to: (a) Increased public income, (b) food security and board needs, (c) Creation of employment opportunities. Third, the mainstreaming of Integrated Self-Establishing City (KTM) from the planning process to the development of the area. Fourth, focusing and prioritizing the development of communities and transmigration areas. Fifth, enhancing cross-sectoral and local government participation in the planning and implementation of development of communities and transmigration areas. Sixth, increasing community independence in transmigration area. Keywords: Basic principles, Integrated self-establishing city, policy direction, stadia of regional development.

The tourism industry has several goals, including to meet the physical, spiritual and intellectual needs of every tourist with recreation and travel and can improve the community's economy in order to realize the welfare of the community. Development StrategyHalal tourism is an alternative for the tourism industry in Indonesia along with the development of halal tourism which is part of the global Islamic economy industry. The rapid development of tourism has given rise to a new trend of developing halal tourism. However, its development still faces several obstacles and becomes a challenge in various parts of Indonesia. This study aims to describe the obstacles and challenges in the development of halal tourism in Indonesia and propose strategies that can be used to overcome these obstacles and challenges. This study uses a qualitative descriptive approach for data collection and uses content analysis techniques. The results of the study show that the obstacles to the development of halal tourism are the unprepared human resources and the lack of in-depth understanding of stakeholders and the community regarding the concept of developing halal tourism, community participation, which lacks innovation in promotional programs and inadequate facilities. Meanwhile, the challenges are the absence of regulations regarding the development of halal tourism in Indonesia and the lack of halal certification from the Indonesian Ulema Council.

It is undeniable that there is a relevance between advances in science and technology, especially information and communication technology, which has an impact on the progress of the development of the economic sector and human welfare. This paper aims to obtain evidence of the study of technological innovation on economic capacity and development. Supporting data for this study are a number of scientific journal publications, books and websites that discuss issues of technology and economic welfare. Before answering this question, we conducted a data analysis involving a data evaluation system, data coding and deep interpretation to obtain valid and convincing answers. Based on the analysis, the discussion of our results confirms that through the evidence of the study there is a very deep relevance of technological development and innovation impact on economic development. Therefore, the policy-making parties should take advantage of any technological developments for the development of the Indonesian economy.

Given the new decentralization legislation in Indonesia, citizen participation is an increasingly important factor in planning and development policies. Yet policymakers have inadequate information about the types of individuals likely to contribute their knowledge, time, and economic resources to the development process. This paper provides a background and conceptual framework for understanding citizen participation in community development as well as the related components of civil society and social capital in Indonesia. A series of logistic and ordinary least squares regression models are used to analyze the effect of individual demographic and socioeconomic characteristics on the likelihood of participation in community development. I conclude that participatory community development (1) restricts women's participation beyond the role of family caretaker, and (2) has a limited capacity to help the poor.

This paper is a literature study on issues, concepts, and strategies for empowerment in the discourse of development in Indonesia. The discourse of community empowerment in Indonesia's national development, in principle, is not something new. Philosophically and normatively, the ideals of community empowerment as the goal of national development have been strengthened in the 1945 Constitution as the constitutional foundation of the Unitary State of the Republic of Indonesia. However, at the practical level, these ideal goals are not implemented in the implementation of the national development program. Poverty and inequality are still crucial issues, even though the Reformation era, which represents a democratic government, has been running for two decades.

In fact, often the interplay between boarding school with life and the surrounding environment exceeds the effect of the administrative area of the village or surrounding villages. human resource development for the students should refer to the needs of the community itself, because then the students will return to the community after they finish their studies, the return of the students is expected to be an agent of renewal (agent of change) and build community. At various pesatren in Indonesia, social mobility has happened quite a long time due to their boarding system integration with the public system followed by the developments taking place in the community. The integration of these two systems allows a community to access various economic resources of both. It certainly can be a cause of social mobility. The transition from being a profession of chaplain / counselor religion only later become professional workers such as employers, educators, politicians, and so is the most dominant cause of mobility in schools. Likewise, the development of community schools in terms of both economic and social development of the world of work and marriage among layers cause high mobility both vertically and horizontally. Social mobility in society is strongly influenced by the social system and values that exist therein. A society with a closed system, would not allow for social mobility can occur vertically or horiziontal subsequently leading to the failure of a rearrangement in society.</p><strong>Keywords: </strong>Mobility, Islamic boarding school

Community empowerment in the field of technology and the populist economy, the use of appropriate technology (TTG) has many advantages other than saving time, being able to increase production or processed products from the business that is run and optimally by transferring technology from sources to the community through empowerment. The purpose of the study was to determine: [1] the level of community participation in the implementation of urban agricultural development in the City of Banjarbaru and [2] the factors that influence participation in the implementation of urban agriculture in the City of Banjarbaru. The study used qualitative methods to examine the participant's perspectives with an interactive and flexible strategy. Determination of the location purposively. The sampling technique is proportional random sampling. Data were analyzed using the following tests: [1] scoring method and [2] statistically to see the effect of each independent variable on the dependent variable using logistic regression. The results showed that most of the people had a high level of education and most had incomes>3 million to 5 million rupiah. Most people think that in the implementation of urban agriculture a two-way method is used. The level of community participation is already high. In the participation stage, the decision-making, implementation, and evaluation stages are high, while the enjoyment stage is low. Age, education level, income level as well as access and control are not significantly related to the level of community participation. Factors that have a significant relationship with the level of participation are the leadership style of the group leader and the influence of the driving factor.

Abstract:
Almost all countries in the world are being hit by the Covid-19 pandemic, including Indonesia. The Indonesian government is trying to take steps to improve the welfare of its people in the midst of this pandemic situation. This paper aims to analyze how the state responds to the impact of Covid-19 and how community development is being carried out in the face of Covid-19. This paper uses descriptive qualitative research with literature study methods related to government policies for the welfare of the community in the Covid-19 pandemic which is associated with the state response and the community development process in Indonesia. The results of this study show that the state's response is through issuing health protocol regulations, providing assistance to reduce electricity rates, distributing basic foodstuffs, and cash. The state also improves emergency response mechanisms, conducts outreach, involves the community, conducts tracing intensively. The state also faces obstacles, however input from the public and global organizations is used as evaluation material which makes further response increases. Meanwhile, community development in dealing with Covid-19 is carried out through active and sustainable community strengthening based on the principles of social justice, cooperation and participation from the community in making it happen. This article will discuss the practice and impact of the locality development model that has been implemented in various regions in Indonesia from four (4) journal articles about study case research on locality development. It was found that not all practices used community development techniques as a tool to support their practice. The resulting impact is in accordance with the objectives of locality development, although only one of the eight articles has a significant impact on the economic condition of the community.

Independent Waste Bank is a program of Corporate Social Responsibility (CSR) PT Holcim Indonesia Tbk. Cilacap Plant as a form of participation of companies in tackling the garbage problem in Cilacap. This paper reports on a case study of CSR program of Independent Waste Bank PT Holcim Indonesia Tbk.The results show that the pattern of dialogic communication between the company and the community through Community Communication Forum (FKM) and utilization of Information and Communication Technology (ICT) in the form of WhatsApp (WA) Group is capable of generating a positive relationship and be able to produce a chance to achieve unity in the difference between the company and the community. The CSR program managed to develop and empower local communities by promoting self-reliance and creativity, and consequently improve the welfare of the local community.

This research aims to determine the effect of (1) infrastructure and human development index on economic growth in Indonesia, (2) human development index and corruption on community’s prosperity in Indonesia, (3) economic growth on the prosperity of the community in Indonesia by using the simultaneous equation method with the Indirect Least Square Model and panel data from 2014 to 2018. The estimates of this research show that (1) the infrastructure has no significant effect on economic groeth in Indonesia (2) the human development index has a positive significant effect on economic growth in Indonesia (3) the human development index has a positive significant effect on the prosperity of community in Indonesia (4) the corruption does not have a significant effect on the prosperity of community in Indonesia (5) the economic growth has a positive significant effect on the prosperity of community in Indonesia.

Tourism has been an icon of countless regions in Indonesia since the founding of "Visit to Indonesia" in 2009 by the Government. All efforts were made by stakeholders (Government, managers of tourism destination, hotels and surrounding communities) in order to increase the visit of local tourist (Wiscal), archipelagic tourist (Wisnu) and foreign tourists (Wisman), one of the method is by implementing Saptapesona. The goal of this research is to distinguish the influence of reception of society of Sidoarjo toward marine ecotourism development through the implementation of Saptapesona. The type of this study is quantitative with data acquisition technique through observation and questionnaire, distributed to tourism managers, village and district government staff, and tourists in three different locations namely Sedati, Candi, and Jabon respectively for about 144 respondents. The data analysis was using simple linear regression. The results showed that there was a significant influence of community receptions on the development of marine ecotourism.

The phenomenon of sustainable forest management failure in Indonesia faces the reality of incompatible economic, social, and environmental approaches. Conventional forest management always assumes that good forests are only managed by the government through concession permit policies to large capital owners that are top-down and accompanied by a minimum condition of community involvement, which should be a key factor. Learning from the experience, Indonesia began to see the concept of social forestry as one of the efforts in the progress of a more sustainable development. Social forestry positions that the party that feels the greatest success or failure from forest management is the community around the forest itself. Communities must obtain the greatest access and incentives to manage forestry businesses as a source of life while preventing damage. In recent years, the agrarian reform program through social forestry is a breakthrough government program that is becoming increasingly demanded by communities. The rights to manage their surrounding lands in accordance with ancestral local wisdom are expected to be able to answer economic and ecological challenges. This paper specifically presents the development of social forestry and its issues and recommendations in the context of national development in Indonesia. The ecological harmony between humans and nature is a consideration of the importance of social forestry as a program to be continuously supported by the government, as well as to prioritize economic aspects in the principle of sustainable development.

This study aims to examine the community satisfaction, which consists of public service satisfaction, environmental satisfaction, recreational opportunity satisfaction, economic satisfaction, community involvement, and social opportunities and medical services satisfaction, has an effect on the support of tourism development in Indonesia. This purpose was set since the sustainability of tourism development is something important, so it requires support from the community. The data used are primary data collected through a survey in the form of a questionnaire. The population in this study were the people of Indonesia, while the sample was determined by using a simple random sampling technique. The analysis technique used is PLS-SEM considering the suitability of these techniques with research objectives. The findings of this study based on the results of data processing are that environmental satisfaction, economic satisfaction, community involvement, and social opportunities have an effect on tourism development support in Indonesia, while public service satisfaction, recreational opportunity satisfaction, and satisfaction with medical services have no effect.

This article is a discussion of problems related to the preparation of existing laws and regulations in Indonesia, where many of the formations seem rushed, the procedures/formalities are only carried out as a formality. The methodology used is a normative study, which focuses on the legal approach. Other data sources used are articles and journals. The results of the study that can be concluded that the preparation of Legislation is regulated in Law Number 12 of 2011 concerning the Formation of Legislation, where there is regulated how the procedure/systematic of its formation, the principles are contained in Article 5, also the content material is in Article 10. There is a need for greater involvement by the community, because the principle of openness, which is still lacking, moreover the impact of the law made on the community, must also provide benefits to the community. The number of laws and regulations that are formed if the visit is canceled is considered a legal product made by the government is not good, for that utilizing virtual media can increase public trust and participation in the formation of existing laws and regulations in Indonesia.

<p>This article strives to examine which CSR assistance factors are effective in helping to alleviate the burdens of a community who lives near a cement site. The CSR factors are developed from underlying intens of Islamic law (<em>maqasid al-sharia</em>). The CSR activities which are done by the company towards the community residing near the site are in the form of community development and partnerships. This study was conducted in a community residing around a mine. Primary data were utilized. The data were retrieved with a survey technique, and 97 respondents were retrieved. Meanwhile, the data were analyzed by using a factor analysis. The analysis results depict that there are 6 kinds of education assistance in the CSR programs, where assistance in establishing free schools is not effective enough because it is used for employees’ children, while they comprise a very small portion of the community. There are 20 CSR health programs for the community, while the only one that is not very effective is the HIV prevention program, because the company does not implement an HIV prevention program for the community. There are 12 CSR programs for the environment, in which all of the programs are considered to be effective for the community. There are 6 CSR socio-religious programs, while only 2 of them are considered as not being effective, which are the holiday and animal sacrifice assistance. There are 4 CSR programs for public infrastructure, in which all of the programs are effective to alleviate the community’s burdens. There are 2 CSR programs for national holidays, in which all of the programs are effective for the community. There are 5 socio-cultural CSR programs, in which 2 of the CSR programs are considered to not be effective, which are the arts and culture mentoring as well as arts and culture festival assistance. There are 7 CSR programs for youth and sports activities, which are all considered effective for the community. There are 4 other CSR programs for social assistance, in which 2 of the programs are viewed as being ineffective, which are the retirement home and death assistance. There are 4 CSR programs for rotating fund assistance for SMEs, which are all deemed effective for the community. There are 3 CSR programs for managerial assistance for SMEs, in which 1 program is thought to be ineffective, which is the record keeping and accounting training program. There are 3 CSR programs for marketing assistance for SMEs, which are all considered effective for SMEs.</p>

People with intellectual disabilities in Indonesia are a group that needs targeted support in their lives. Everyone has the right to a decent life which is adaptive to his or her health and well-being. Karangpatihan is a village called Kampung Idiot (Idiot Village) because 86 of its people suffer from various levels of intellectual disabilities. A community development program in the form of a self-help group (SHG) named Rumah Harapan Karangpatihan Bangkit aimed to improve the social and economic capabilities of people with intellectual disabilities in Karangpatihan Village, Ponorogo, Indonesia. The researcher applied a qualitative method of research in the form of a case study. Data collection techniques used in this study were in the form of an in-depth interview with the Head of the Karangpatihan Village, managers of the Rumah Harapan Karangpatihan Bangkit as well as the people with intellectual disabilities involved in the program. Secondary data were obtained through the official SHG Rumah Harapan Karangpatihan Bangkit reports and mass media news clippings. The results showed that: (1) the community development program was successfully implemented by mentoring people with intellectual disabilities through various training activities such as crafts, catfish cultivation, animal husbandry as well as batik making; (2) the success of the program was supported by the active role of facilitators and the participation of local communities. The program was able to improve the lives and skill repertoire of the intellectually disabled. Therefore, they are able to be independent and creative while having a job and an income.

Covid-19 pandemic spreads more widely in Indonesia. As a developing country with high population growth, urban areas in Indonesia are getting denser along with the high urbanization rate. Limited land in urban areas generates slums, for example, in Surakarta. The slum management phenomenon in Surakarta, Indonesia, is the object of this case study research using Community-driven development (CDD) theory. Data on public participation in slum environment arrangement and management in Surakarta was collected using in-depth interviews, focus group discussion, and observation on and documentation related to the phenomenon. The result of the research showed some stages of slum arrangement in Surakarta: planning using FGD method conducted by citizens and stakeholders; implementing slum arrangement and management through repairing irrigation channel, providing feasible sanitation facility, building public open space, and developing Liquid Waste Processing Installation, and reviewing and evaluating the implementation of slum arrangement and management in Surakarta. The environment cleanliness and health maintaining behaviour is important to be habituated in urban communities to suppress Covid-19 transmission rate.

This article explores sustainable approaches of using forests for tourism. This article is developed base on an exploratory study reflected on using forest as recreational area in the Indonesian context particularly in Bali. This study was conducted by reviewing activity reports, articles on ecotourism, and regulations especially in Indonesia. It discusses the current practices and the existing regulations related to the issues and presents recommendations for a safer way of using forest for tourism. It is discovered that: in anticipation to the high demand of forest tourism currently, tourism activities in forests especially the protected forests need to be regulated, guidelines need to be developed, e.g. the basic structures required incorporate sustainable designed and use environmentally friendly materials. Promoting local communities to manage forest tourism is for community development and this could become a solution to the prolonged conflict between locals and forest authorities. It is expected that the result could foster sustainable practices within forest tourism and in a broader spectrum of ecotourism specifically in Bali and in Indonesia in general; promote the use of the natural environment to support the living of people around the area without damaging the ecosystem.

Regional Planning prepares the development program for community welfare in future. This planning research focuses on the Food Estate development of North Sumatera Province of Indonesia. A food Estate of North Sumatera puts forward the agricultural sector as the fundamental element for the industry and services. Data obtained found that both the Central and local governments in North Sumatera already launched a food estate of around 61,042 hectares, covering four Regencies; namely, Humbang Hasundutan, Pakpak Barat, Tapanuli Tengah and Tapanuli Utara. The Ministry of Environment and Forestry also launched a 1,150-hectare botanical garden and a 500-hectare herbal science park. It concludes that the Regional Planning for sustainable agriculture prioritises the management of agricultural ecosystems covers biodiversity with the empowerment strategies supported by both the Central Government of Indonesia and local ones. Such Regional Planning increases community development and future welfare.

The purpose of this research is to analyse the role of Koperasi Wana Lestari Menoreh (KWLM) in implementing certification, the role in Community Economic Development and the role of external parties to develop the KWLM it-self. This research is qualitative with a case study method at KWLM with five subjects as a member of KWLM and five subjects as a non-member of KWLM. Interviews were conducted in-depth using semi-structured questions. Data and information use key informants and reviewed by several experts. This study concludes that, first, KWLM has met FSC certification standards in accordance with the demands of the world market and consumers. Next, regarding community economic development, there are several principles according to Bruce (2001) that need to be improved in KWLM including the need for a comprehensive strategy, building human resources, building local capacity, integrating economic objectives, and empowering communities. Finally, the role of external parties, namely PT. Solusi Bisnis Indonesia (SOBI) is needed for the continuation of KWLM. Especially in bridging the certification process (FSC and SVLK) forest products and marketing KWLM member timber.

This research aims to analyze the level of community development of the coastal areas of Makassar city. The research design used is a qualitative descriptive method with an inductive approach. The data sources in this study are the management of each institution, empowered community members, government officials of Makassar city, and the Non-Government Organizations who implement activities in coastal communities. Data collection was conducted through questionnaires, interviews, and documentation. Data analysis techniques used are qualitative data analysis and comparative case study. The results showed that economic development could be felt by traders and economic actors around the reclamation area, while shellfish-seeking fishing communities are experiencing difficulties because of reclamation. The institutional role in the development of tourism in the city of Makassar is still dominated by government agencies; the role is continually active, especially in programs and policies, while implementing many conducted by private parties. The development of marine tourism in coastal areas and small islands is one of the latest approaches to coastal communities. This is a manifestation of the community’s desire to maintain the existence of coastal and marine natural resources for the fulfillment of their needs to be utilized sustainably.

To achieve a prosperous village community by utilizing all the potential and resources they have, village development needs to be carried out in a planned and sustainable manner by the village government and the community. This research aims to analyze alternative community-based village development strategies, and formulate the best strategies and programs for community-based village development. The data analysis method used is multicriteria decision analysis (MCDA). The location of this research is Parentas Village and Cidugaleun Village, Indonesia. The results showed that the utilization of the five development capitals at the research site could not be utilized optimally. This is influenced by the poor state of infrastructure, which causes an increase in farm production costs and reduces the price of produce at harvest. From the results of the analysis, there are also five main strategic factors that influence community-based village development: the culture of mutual assistance, community dependence on assistance, private investment, availability of technology, and outside parties that can trigger conflicts between communities. From the results of the analysis, the best conclusion in the strategy that can be applied is to use alternative V in the form of maximizing government programs in infrastructure development by involving the community. Based on the results of the analysis, it is expected to be an alternative and strategy for the government in the development of community-based villages.
