Abstract:
This study focused on community development education and practice for the democratic and transformative South context. Social and community development are relatively new approaches to social welfare and community development is emerging as a discipline and profession to contribute to the goal of developmental social welfare. Community work, albeit to a minimal extent and not community development was viewed as a method of social work during apartheid. With community development being prioritized as an intervention strategy for poverty reduction by the national government, the gap in community development education needs to be addressed. The goal of the study was to develop an undergraduate curriculum framework for community development education that would produce a new generation of ethical community development professionals to contribute to the goal of developmental social welfare. The study focused on the integrated approach to community development education and practice; with education of the student as a whole human being as critical for community development in a transformative South Africa. To achieve its goal, the study identified three themes that were critical to the research: a conceptual framework, clarifying key terms; a curriculum framework for community development education; and qualities and ethics for a new generation of development practitioners. The qualitative study was based in the Eastern Cape Province, South Africa and because of the lack of a referential framework for community development education, the researcher looked towards learning from India which has over fifty years of experience in social and community development education and practice. The state of Kerala established a social development approach in 1957 and was chosen as a learning experience. The state’s Kudumbashree Mission which aims at poverty alleviation through the empowerment of women was chosen as a case study. The integral and values based education system of Sri Sathya Sai University in the state of Andhra Pradesh and the community development education and practice of Loyola College in the state of Kerala were examined. The research design was exploratory, conceptual, descriptive and developmental in nature. The qualitative methodology best suited the nature of this study and a combination of methods to obtain data from a variety of sources across national boundaries was employed. The participants interviewed in both countries were purposively selected for their involvement in social and community development directly as target groups, practitioners, managers and policy makers. The research produced a philosophical and theoretical framework that is unitary and integral and aligned with the current social development policy to guide community development education and practice. The unitary and integral framework encompasses the individual within the family and community context and locates the various dimensions of development such as the social, physical, cultural, psychological, spiritual, political and economical dimensions within a unitary platform. The framework is dominated by the holistic and humanistic philosophies without negating the rational and pragmatic perspectives. In conclusion, the study conceptualizes community development as a natural process; the integration of individual and collective consciousness and an intervention. The outcome of the study is a recommended curriculum framework for community development education that would be of relevance to the Eastern Cape Province in particular and for the South African context generally.

Abstract:
Despite according high priority to regional economic integration and being clustered by regional economic schemes, Africa’s regional economic integration record is not inspiring. With the transformation of the OAU to the African Union (AU), the New Partnership for Africa`s Development (NEPAD) was adopted as the development program of the continent to drive the impetus of economic integration through trade. At the time NEPAD was adopted, regional integration schemes in Africa were facing problems of low intra-regional trade levels despite trade being identified as the engine of activity and economic growth for regional economic integration. The study was centered on Southern Africa with precise attention on SADC. Even though trade is accepted as a vital engine of economic growth and development, this is not the case with SADC. The study was looking at the contribution of NEPAD in intra-regional trade in Africa with special focus on SADC. This was prompted by the fact that regional integration is business as usual within the sub region while problems that have been confronting regional schemes are continuing unabated after the adoption of NEPAD. The study used the historical approach because it provides the study with an advantage of accessing existing literature with regards to what is really stalling intra-regional trade in SADC. The study findings noted that NEPAD has not fully addressed the problems of intra-regional trade within SADC and the continent at large. The study lastly concludes by giving a way forward for NEPAD to respond to the specific needs of SADC for the promotion of intra-regional and equitable trade.

Abstract:
This thesis resituates the Community Development programme as the key social intervention attempted by the British Colonial Office in Africa in the late 1940s and early 1950s. A preference for planning, growing confidence in metropolitan intervention, and the gradualist determination of Fabian socialist politicians and experts resulted in a programme that stressed modernity, progressive individualism, initiative, cooperative communities and a new type of responsible citizenship. Eventual self-rule would be well-served by this new contract between colonial administrations and African citizens. The thesis focuses on the implementation of the Mass Education programme in Nyasaland, and, more specifically, on a small but significant Mass Education scheme at Domasi, that operated between 1949 and 1954 in Nyasaland??s south. The political and social context in which the Mass Education scheme was implemented in Nyasaland is important. The approach taken by the government of the Protectorate before the mid-1940s is discussed, and previous welfare interventions described and critically assessed. The initial approach to Mass Education in Nyasaland is also dwelt upon in some detail. The narrative concentrates upon the scheme itself. Three themes emerge and are discussed successively ?? the provision of social services adapted to the perceived needs of Africans, the enforcement of environmental restrictions and inappropriate social and agricultural models, and the attempted introduction of representative local government. All three interventions were intended to promote the precepts of Mass Education, but instead resulted in the extension of state administrative power. The manner in which this occurred is explored throughout the thesis. Mass Education at Domasi did not result in the creation of a new form of citizenship in Nyasaland. It contributed instead to a breakdown in the narrative of social development and eventual self-rule that had legitimised British rule. The riots that occurred in 1953 tore at the precepts that underpinned the Mass Education programme. The immediacy of self-rule and independence resulted in a shift in emphasis within the Colonial Office and the colonial government in Nyasaland from social intervention and to constitutional reform and political development. There simultaneously emerged a new rural transcript, one that privileged open opposition to the colonial social prescription over subtle and hidden rural resistance. At a time when nationalist politics was in disarray in Nyasaland, rural Africans spoke back to colonial power.

Community participation is a concept that is frequently mentioned in community development. Practitioners in development believe that in order for projects to succeed, communities need to actively take part in designing, implementing and shaping the projects that affect them. The aim of this thesis is to evaluate community participation by measuring quantitative and qualitative indicators of participation. It is important to note that there are no universal indicators of participation. The thesis presents three projects as case studies. In order to measure participation in the three cases, the quantitative and qualitative indicators of participation of Oakley et al. are reviewed. The indicators are applied across all three cases and the analysis indicates whether they were high, low or absent. It is also important to note that to measure participation effectively requires one to spend lengthy periods at the project site and this proved to be a challenge, as will be shown in the thesis. The thesis also demonstrates that to a large extent community participation is contextual. Of the three projects, two were rural projects and one an urban project. The two rural projects, Mongoaneng Development Forum and TsweloPele Women‟s Co-operative, were initiated by members of the community and aimed at addressing issues of poverty. The urban project, Motherwell Youth Development Forum, was specifically targeting young people with the aim of providing them with skills. Key findings include the fact that each of the cases was highly diverse, and furthermore, when measuring these cases, a common thread was that not all participation indicators were present at any given stage. Another key finding is that co-operation amongst project members tends to yield positive results and the reverse yields negative results. Another finding relates to the sustainability of the projects, pointing to the fact that even though two of the cases were doing well, their sustainability was questionable.

ENGLISH ABSTRACT: The Government of South Africa introduced the Reconstruction and Development Programme (RDP) as a means of addressing the sub-standard, living conditions many underprivileged and disadvantaged societies were experiencing in the country. That gave community development impetus. The RDP, as a government policy, presupposed that public institutions would be responsible for its implementation. That implied that public officials, inter alia, would have to facilitate community development. This change agent status of public officials also implied that they would have, out of necessity and demand, to acquire or to demonstrate knowledge of project and community development management skills. Management sciences argue that an organisations' effectiveness is, amongst other, the result of interplay between the internal capacity (inputs), outputs (production) and outcomes (impacts). Internal capacity includes, among others, the training of personnel for the achievement of goals. This study, as stated in the research question, seeks to explain the relationship between project management training and effective community development. It seeks to establish whether there are a significant number of public officials who are trained in project management for community development. The study focuses on the Province of the Eastern Cape, especially the Department of Sport, Recreation, Arts and Culture, with special reference to cultural officers. The study further presents the Willowvale Case Study to demonstrate in a practical way the relevance of project management skills to the implementation of community development programmes. This case study also serves as base to launch arguments in favour of trained public officials. The research results suggest that public officials, especially cultural officers, lack project management skills. These findings presuppose that the implementation of some community development projects may be flawed, delayed or postponed. The study recommends that the Province of the Eastern Cape consider setting up an interdepartmental body for the purpose of establishing an integrated project and community development training policy, in consultation with relevant tertiary institutions for support and advice.
AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse regering het die Heropbou- en Ontwikkelingsprogram (HOP) ingestel as instrument om die substandaard lewensomstandighede wat verskeie minderbevoorregte en agtergestelde gemeenskappe in die land ervaar, aan te spreek. Die HOP, as regeringsbeleid veronderstel dat openbare instellings verantwoordelik is vir die implementering daarvan. Dit impliseer dat openbare amptenare, onder andere, gemeenskapsontwikkeling moet fasiliteer. Hierdie veranderingsagent status van openbare amptenare impliseer dat hulle as 'n noodsaaklikheid vaardighede in projekbestuur en gemeenskapsontwikkeling moet bekom of oor beskik. In die bestuurswetenskappe word geargumenteer dat organisatoriese effektiwiteit onder andere die resultaat is van 'n verwantskap tussen interne kapasiteit, uitsette en uitkomste. Interne kapasiteit fokus onder andere weer op opleiding vir die bereiking van doelwitte. Abstract:
Globalisation has changed the world economy. Manufacturers face vigorous competition in both local and export markets and need to have a genuine competitive advantage in order to prosper and grow. South Africa is still predominantly a resource based exporter with high aspirations of developing trade in value-added products. The government has recognised the importance of developing national manufacturing capacity as a means of increasing employment and reducing poverty. To this end the government provides substantial support to both the manufacturing and exporting sectors. The government also negotiated the Southern African Development Community (SADC) agreement which leverages some powerful competitive advantages for South African manufacturers exporting into the region. However, since ratification of the SADC agreement in 2008 there has been no perceptible increase in export activity to the region when compared to other markets. This research study was conducted to determine why this is the case and what factors are influencing the process. A literature review was undertaken encapsulating three principal themes; namely, export barriers, the role of the South African government in the export process, and the SADC agreement. Based on the findings of the literature review a research questionnaire was constructed and subsequently completed by a cross section of manufacturers in the Eastern Cape. It was found that export barriers do not pose a major obstacle to trade into the SADC region. The role the government plays was less conclusive with some successes noted, but on the whole the impact is not meaningfully positive. On the other hand the SADC agreement and the dynamics prevailing in the free trade area do have a positive impact on exports to the region. The level of awareness with regard to the government support initiatives was disappointingly low. The government offers a number of helpful support initiatives which are unknown to more than half the response group. The awareness level of the dynamics prevailing in the SADC region are an improvement but are still surprisingly low. South African manufacturers enjoy significant competitive advantages within the region that are going largely unnoticed. It is recommended, inter alia, that the government consolidates some of its support initiatives, as well as provides a dedicated SADC support desk. Management should adopt an export culture and re-evaluate the opportunity to trade with the SADC region.

Abstract:
Attaining high levels of economic growth and development has been one the goals of the Southern African Development Community (SADC). This paper investigates the relationship between financial liberalisation and economic growth in SADC countries. Annual data for the 15 SADC countries for the period 1985-2011 was used to develop a fixed effect model, generalised method of moments (GMM) as well as the fully-modified OLS (FMOLS) cointegration test. The results revealed that there is a positive relationship between financial liberalisation and economic growth in SADC but there is no long-run relationship between the two variables. It is recommended that the SADC adopt measures to increase the level of financial openness in the region in order to increase economic growth but this policy should be supplemented by other growth enhancing policies in order to increase economic growth over the long-term. However, prior to the increase in the level of financial openness, well-defined property rights and a sound regulatory framework should be in place to monitor the financial liberalisation process in order to avoid financial crises.

People have their own different understanding of the meaning of participation. Thus cannot put one meaning to participation. As a woman who grew up in the rural areas for most of my life, I have witnessed the problems in most of the rural development projects. I have first ‐ hand experience of how the unavailability of these projects has affected the rural communities at large, at the same time, I have witnessed how those who have managed to get some of these projects started have benefitted more ways than one way in these rural development projects. Some of these projects have become a success and some have failed dismally. What contributed to the success or failure of these very important projects needs to be examined. More importantly, the level of community participation needs to be evaluated. Relatively few studies have been conducted to evaluate community participation in rural development projects. Some, if not most of the remote villages in the Eastern Cape Province are still without those basic necessities the government has promised, such as the building of houses and provision of clean water. Another sad story is that not enough is done to educate and empower rural communities about their basic rights and needs. Hence, one of the focal points to the study is to scrutinize the level of participation of the community, as some may be suffering from ignorance, apathy and lack of motivation. to scrutinize their level of participation (community participation). Abstract:
Local Economic Development (LED) is an applied economic development strategy which seeks to address site-specific needs through locally appropriate solutions. In this thesis, the faith being accorded to the potential of LED in South Africa is critically examined. The study is based on a detailed examination of the experience of regional development and several emerging cases of LED in the Eastern Cape Province of South Africa. High levels of poverty and unemployment necessitate and justify innovative approaches to address such problems. The thesis examines the potential of LED strategies and identifies applied policy guidelines which can help address the Province's development needs. The theoretical framework of this research is based on a critical examination of international and South African literature dealing with development issues, LED and localities theory. A detailed documentary examination of early LED endeavours and the experience of regional development in the present century was undertaken. Results suggest that LED is not a new concept and that regional development, through its political bias, achieved only limited success. Contemporary examples of LED were identified and examined through detailed site-specific investigations. This was carried out through the use of semistructured interviews supplemented by participatory rural appraisal and questionnaire surveys which served as a means to triangulate the results. The research findings indicate that regional development, as applied in the study area, did not lead to the establishment of a permanent industrial base. In terms of the concept of LED, it is apparent that it has allowed for socio-political empowerment but has only improved economic conditions in the more well-endowed case-studies. In these areas, positive antecedent conditions and the key role played by community supportive nongovernmental organizations is apparent. Despite the limited degree of success which many initiatives attain, the thesis regards LED as a development alternative for areas which are unlikely to draw in external investment. Some of the key contributions of the thesis include the advancement of a refined typology of LED, the development of a research schedule to investigate and assess LED initiatives and the postulation of appropriate development guidelines and theoretical constructs.

ENGLISH ABSTRACT: Community associations and community centres have become a common phenomenon throughout South Africa. The aims of these associations and centres are closely linked to community development. Research has found that activities related to development programmes at such centres come to an end when facilitators hand the programmes over to the community. This was indeed the case at the Darling Focus Association and Centre in Darling. A possible reason for this was that the community's needs and expectations were not being met. The purpose of this study was to establish whether this Community Association and the services, activities and programmes presented at the Centre meet the needs and expectations of the rural community. A literature review was undertaken to present an in-depth look into the body of knowledge surrounding the study. Rural community development and the notion of rural community were discussed, since they create the context in which community associations and community centres function. Special attention was given to the revision of literature on the purposes and functions of community associations and centres. The concepts of community needs and community expectations were reviewed. The literature review concluded with a reference to the sustainability of activities following on training and development programmes based on community needs. The geographically demarcated area of the study was the rural town of Darling, as well as the Darling Focus Association and Centre. A context analysis was done and documents were analysed to gain knowledge of the functioning of the Association and the Centre. The activities, services and programmes offered by the Association at the Centre were established. A survey was undertaken among the Darling community, the members of the management committee of the Darling Focus Association and the participants in activities at the Darling Focus Centre. Samples were selected from these three groups, after which three different questionnaires were designed and tested and finally administered to the three groups. Statistical analysis was carried out on the data gathered during the community survey, and frequency tables and cross-tabulations were constructed. Data gathered from the management and participant surveys was analysed and described using frequency tables. The analysis showed that the community, the members of the management committee and the participants in activities at the Centre had different viewpoints on the functioning of the Association and the Centre. The community survey also revealed the needs of the community for certain activities, services and programmes, as well as their expectations of the Association. Comparisons were made between the needs of the community and the activities, services and programmes offered by the Association. The expectations and viewpoints of the community were also compared with the viewpoints of the management committee members and the participants. The conclusions of the study indicated that the activities, services and programmes offered by the Association at the Centre did not meet the needs of the community, and shortcomings were identified. The viewpoints of the management committee and the participants in activities did not comply with the expectations and viewpoints of the community. It is argued that this might be the reason for the low sustainability of activities, services and programmes of the Association. Recommendations are made to the Association to increase participation within the community and to address the community's needs in order to improve the sustainability of the activities, services and programmes of the Association.

Landelike gemeenskapsontwikkeling asook die begrip landelike gemeenskappe, wat die konteks vorm waarbinne landelike gemeenskapsverenigings en -sentrums funksioneer, is bespreek. Spesiale aandag is gegee aan die oorsig oor literatuur aangaande die doel en funksies van gemeenskapsverenigings en -sentrums. Die konsep van gemeenskapsbehoeftes en - verwagtinge is bespreek en die literatuuroorsig is afgesluit met verwysing na die volhoubaarheid van aktiwiteite wat volg op opleidings- en ontwikkelingsprogramme, gebaseer op gemeenskapsbehoeftes. Die geografies-afgebakende studiegebied was die landelike dorpie Darling, asook die Darling Fokus Vereniging en Sentrum. 'n Konteksanalise is gedoen en dokumente is geanaliseer om kennis te bekom van die funksionering van die Vereniging en die Sentrum. Die aktiwiteite, dienste en programme wat die Vereniging aan die gemeenskap by die Gemeenskapsentrum bied, is vasgestel. 'n Opname is verder onderneem onder die Darling gemeenskap, die lede van die bestuurskomitee van die Darling Fokus Vereniging en die deelnemers aan die aktiwiteite by die Darling Fokus Sentrum. Steekproewe is van die drie groepe getrek, drie verskillende vraelyste is ontwerp en getoets en daarna op die drie verskillende groepe toegepas. 'n Statistiese analise is op die data uitgevoer wat in die gemeenskapsopname ingesamel is, en frekwensietabelle en kruistabulasies is opgestel. Data wat in die bestuurs- en deelnemersopnames ingesamel is, is ontleed en met behulp van frekwensietabelle beskryf. Die analises het getoon dat die gemeenskap, die lede van die bestuurskomitee en die deelnemers aan aktiwiteite by die Sentrum verskillende sieninge oor die funksionering van die Vereniging en die Sentrum het. Die gemeenskapsopname het ook die behoeftes van die gemeenskap vir sekere aktiwiteite, dienste en programme, asook hul verwagtinge van die Vereniging, uitgewys. Vergelykings is getref tussen die behoeftes van die gemeenskap en die aktiwiteite, dienste en programme wat deur die Vereniging aangebied word. Die verwagtinge en sieninge van die gemeenskap is ook vergelyk met die sieninge van die bestuurslede en die deelnemers. Die bevindinge van die studie het getoon dat die aktiwiteite, dienste en programme wat die Vereniging aan die gemeenskap bied, nie in die behoeftes van die gemeenskap voorsien nie, en leemtes is geïdentifiseer. Die sieninge van die bestuurskomitee en die deelnemers aan aktiwiteite stem nie ooreen met die verwagtinge en sieninge van die gemeenskap nie. Daar word verder redeneer dat dit moontlik die rede mag wees. vir die lae volhoubaarheid van aktiwiteite, dienste en programme van die Vereniging. Aanbevelings word gemaak vir die Vereniging om die deelname van die gemeenskap te verhoog en om aandag te gee aan die gemeenskap se behoeftes om sodoende die volhoubaarheid van die aktiwiteite, dienste en programme van die Vereniging te verbeter.

The study aims to provide insights into the nature and extent of development funding provided to various poverty eradication projects by the National Development Agency (NDA) and its subsequent impact on reducing poverty in the predominantly rural communities of the Makhuduthamaga Municipality in the Limpopo Province. It examines in detail the impact made by the NDA on community development through the disbursement of funds to poverty eradication projects. It also provides insights into the total number of the NDA-funded projects and the total proportion of the NDA-funds allocated to them in the Makhuduthamaga Municipality. The study further examines the nature of the NDA support regarding the design of the interventions, relevance, participation of communities, delivery modalities and sustainability. The effectiveness of the NDA-funded projects in community development is determined using employment opportunities created, income generated, skills transferred, assets accumulated, sustainability mechanisms and community empowerment indicators. Although all of these indicators are found to be tightly linked to the NDA’s mandate of poverty eradication, the extent to which the NDA has achieved its objectives in disbursing development funding earmarked for poverty eradication and strengthening of CSOs was yet to be determined, hence the relevance of this study. The study, therefore, highlights key issues regarding the types of employment opportunities created and levels of income emanating from the NDA-funded projects. The study further highlights various areas of community empowerment, financial and sustainability measures put in place for the sustainability of the NDA-funded projects. Using a combined method of research, that is the qualitative and quantitative case study approach, the study highlights in detail insights into the impact made by the NDA on community development, particularly on Makhuduthamaga Municipality. The study highlights that while the NDA made some strides in the creation of employment opportunities, income generation, food security and community empowerment, both financial and institutional sustainability proved to be a daunting challenge for the NDA-funded projects Tailor-made and accredited training interventions coupled with the introduction of market-driven products to the NDA-funded projects as opposed to heavy reliance on donor funding will go a long way in bringing about productivity and, most probably, positive balance sheets and the maximum impact on the NDA funded projects.

Introduction: Education of physiotherapists still fails to meet the health and social needs of society. One instrument to steer change in health sciences education is a re-designed curriculum. The overall intent of this study was to develop standards of competencies, teaching and learning strategies, and assessment, for an undergraduate community physiotherapy curriculum in South Africa. The grounding for this research was pragmatism. The Six-step model for curriculum development and the Clinical Prevention and Population Health Curriculum framework guided the research process and main analysis. Methods : A sequential mixed method design was used. First, a two-phase parallel situation analysis was conducted which included a qualitative document analysis of community physiotherapy curricula of the eight physiotherapy university departments in South Africa and a review of health policy documents. The experience of 12 purposively selected physiotherapists who had completed a compulsory community service year was qualitatively explored through interviews within an appreciative inquiry stance. In phase 2, input was gained from physiotherapists, from all ecological levels, on the community physiotherapy curriculum through a Delphi study. Three rounds were used. Round 1 explored the roles of physiotherapy in community health, round 2 quantified consensus in overarching competency domains, and round 3 gathered learning and teaching, and assessment, strategies to gain these competencies. Results : All eight universities had gaps in their community physiotherapy curriculum and were variedly aligned with South African health policies and health profile. Graduates need to be able to provide physiotherapy over the lifespan, to conditions mirroring the quadruple burden of disease, in settings varying from hospitals to homes of clients, with emphasis on health education and promotion within an interprofessional team. They must be prepared for suboptimal practice environments and to utilise the compulsory community service year as a gateway in professional development. Graduates need resilience to cope during the year and awareness about the importance of identifying a mentor in the frequent absence of a profession-specific supervisor. Community physiotherapy needs three core knowledge and skill sets; i.e. clinical physiotherapy, population health and community development. Consensus of 70%+ was gained on competency criteria in the domains of the following professional roles: clinician, professional, communicator and collaborator, scholar, health promoter, public health practitioner, community developer (change agent), and manager/leader. Service-learning was identified as a strategy to develop these roles supported by learning and assessment portfolios. Reflection in different formats – essays, presentations, case analysis, projects such as community wellness programmes, diaries - is a core activity to facilitate learning. A range of complementary strategies were suggested that included direct observation, role-play, and journal clubs. Core to assessment for professional competencies is for the students to be able to give evidence of their own learning (e.g. in a portfolio or oral examination) and to get frequent formative feedback. Conclusion : The physiotherapy profession is important for improving the health status of the South African population. Physiotherapy students should be educated to take on relevant professional roles through the application of appropriate educational standards. The study recommends that the curriculum standards be implemented and evaluated and that the application of complex theory in the further development and implementation of the curriculum be investigated. Lastly, future research in the generic professional domains, such as public health and community development, should be interprofessional in nature.

Unemployment in South Africa has been escalating over the past few years. Unemployment is the most serious economic problem facing South African society. It is not only partly responsible for the widespread poverty, continuing violence and an unacceptably high incidence of crime, but it deprives many South Africans of the privilege of fulfilling their vocation. There is no single satisfactory answer of unemployment and its impact on the economy of South Africa. The aim of the research report is to evaluate unemployment-curbing projects in the Mdantsane community in order to improve the living conditions of the inhabitants. In order to formulate a conceptual and theoretical framework of the study, a theoretical foundation of the study, unemployment frameworks, theories of development particularly local economic development, the meaning of Local Economic, development and theories underpinning Local economic development and related literature on unemployment. The research methodology for the study is descriptive, sourced from available literature. Due to the restricted extent of the research, no empirical survey will be conducted. A number of normative criteria to deal with the research problem will be identified from the available literature, from which conclusions will be drawn and recommendations made.

ENGLISH ABSTRACT: Poverty is a widespread phenomenon within the coloured community of South Africa. In 1976 the Theron Commission reported on coloured poverty and recommended widespread reform to the apartheid system to incorporate coloureds into social and economic life on an equal footing with whites. The commission was of the opinion that the poorest 40% of coloureds lived in a state of chronic community poverty. This conclusion was based on the culture of poverty approach, which states that negative external factors and an internal process of self-perpetuation can sometimes combine to cause a povertysyndrome. The original culture of poverty approach was widely misinterpreted and criticised and consequently lost much of its support. However, if properly understood, the approach can still be used effectively. Since the Theron commission made a healthy reinterpretation of this approach it also provides a good theoretical framework to analyse coloured poverty. The socio-economic position of coloureds has improved markedly since the era of the Theron commission. Total fertility rates and infant mortality rates declined, while life expectancy increased. The educational status of coloureds increased considerably. There is, however, still a large disparity between rural and urban coloureds. The per capita income of coloureds almost doubled in this period. This rise in income can be attributed to an improvement in occupational status (which was in turn influenced by an improvement in educational status) as well as a decrease in wage discrimination. In spite of the overall improvement in the socio-economic position of coloureds, poverty rates did not decrease significantly since the era of the Theron Commission. Although poverty is still more widespread in rural areas, there has been a relative improvement in the socioeconomic position of rural coloureds and agricultural labourers. This has partly been caused by the urbanisation of the rural poor. Coloured poverty is, however, still at much lower levels than black poverty. Since the era of the Theron Commission the culture of poverty has been positively influenced by several factors: racial discrimination in public education and other social spending decreased, levels of education improved and contributed to the rise in per capita income, social work has become better focussed and is provided on a more equal basis and the socio-political emancipation of coloureds were achieved with the rise of a democratic society. However, it seems that the good economic growth rates during the 1960's and early 1970's provided the biggest thrust to the upward socio-economic mobility of coloureds and played a more important role than the Theron report or any other socio-political changes. It can be concluded that the culture of poverty as it existed at the time of the Theron report has weakened considerably and that the approach should therefore not be used as the basic model to describe the socio-economic position of poor coloureds any more. Current anti-poverty measures should be focussed on job creation, community building and education.
AFRIKAANSE OPSOMMING: Armoede is 'n wydverspreide probleem in die kleurlinggemeenskap van Suid- Afrika. Tog lyk dit of die goeie ekonomiese groei van die sestigerjare en vroeë sewentqerjare 'n groter invloed op die opwaartse sosioekonomiese mobiliteit van kleurlinge gehad het as die Theron verslag en ander sosio-politieke veranderinge. Dit beteken egter nie dat daar nie nog steeds akute armoedeprobleme in sekere dele van die kleurlinggemeenskap bestaan nie. Huidige armoede-verligtingsbeleid moet fokus op werkskepping, gemeenskapsbou en onderwys.

This thesis explored the empowerment needs of volunteer members of Women for Peace at the Nobantu Centre, Mfuleni in the Western Cape. The volunteer members, the majority of whom are women, come from a previously disadvantaged background created by the Apartheid system used in South Africa from 1948-1994. Apartheid driven education purposefully taught an inferior form of education to the black masses. This case study investigated the needs of the volunteer members, the impact that the four empowerment programmes had on the volunteer members and their future needs after being empowered.

For many decades, black rural women have been underprivileged, illiterate, with limited access to resources in general. They were not only faced with discrimination and segregation, both in organised labour markets and in informal sector employment, but they also had different legal rights regarding inheritance, land and credit. They got less education if any at all, lower pay, although they worked longer hours and had less access to professional training then men (Moser, 1993). For many years, development projects have been technical projects or construction projects focussing on construction work. Since the 1970s, possibilities for women participating in the planning, management and maintenance of development projects were broadened. In many of the projects, the project managers/planners would say that they have worked with the villages, leaders and committees, yet the majority of the time, they work with males living in the village. Women are usually targeted only for health education. More gender sensitive approach was shown in the 1980s, when women had several roles to play in matters of development (Syme, 1992: 6). In the past couple of years, South Africa has had a growing acceptance of a gender-focused approach to development. In accepting the gender-focused approach to development, the country went as far as creating a department of women, children and disabled to fight for the rights of women, children and the disabled. The country also signed a protocol of the SADC on gender and development. This protocol encompasses commitments made in all regional, global and continental instruments for achieving gender equality. It enhances these instruments by addressing gaps and setting specific, measurable targets where these do not already exist. The protocol advances gender equality by ensuring accountability by all SADC member states, as well as providing a forum for the sharing of best practices, peer support and review (SADC, 2008).

ENGLISH ABSTRACT: The community development workers’ programme (CDWP) is a strategic policy intervention by government to address challenges of service delivery to communities. The purpose of the CDWP is to facilitate the removal of obstacles in the course of providing services to communities. The CDWP is located in local government. Its purpose is often misunderstood by the stakeholders, because of the perception that the programme is meant to deliver services like provision of water, electricity and other social services. In essence, the CDWP is meant to facilitate communication between government and communities in order to ensure that services are delivered effectively and efficiently. Some of the challenges faced in the Makhado Local Municipality relate to the lack of infrastructure maintenance initiatives, including expansion plans that are well funded. Massive backlogs of infrastructure and services remain in the areas of water and sanitation, energy provision, housing, social security and others. If these problems relating to infrastructure and access to services are not adequately addressed, it will be impossible for the implementation of the CDWP to be successful. It is, therefore, critical that the government as a whole, and working with the private sector, should develop a comprehensive programme that mobilises society through both public and private initiatives. The purpose of this study was to investigate the challenges faced by community development workers (CDWs) in the implementation of the CDWP in Makhado Local Municipality. A qualitative research paradigm was adopted for the study. A literature review, focus groups and interviews were employed within the context of structured questions formulated in line with the framework of the study. The above were meant to facilitate a response to the research question of the study, which sought to find out what the challenges was faced by CDWs in the implementation of the CDWP in Makhado Local Municipality. One of the recommendations of the study is that the CDWP should be integrated with the Makhado Local Municipality plans and budget in order to ensure that it is sustainable and meets its stated objectives. Once this is achieved, it will be possible to confidently say that:  The introduction of CDWs is succeeding in addressing challenges of service delivery in the implementation of the CDWP  Challenges of CDWs in municipalities are being resolved through the effective implementation of the CDWP If the CDWP can be implemented fully in the Makhado Local Municipality, challenges of service delivery can be resolved over a reasonable period. It is, therefore, critical that the CDWP should remain an intergovernmental programme that fosters planning and partnership between the public, as beneficiary, and the government as service provider.
AFRIKAANSE OPSOMMING: Die Gemeenskapsontwikkelingswerkers Program (GOWP) is ‘n strategiese beleidsintervensie deur die regering om uitdagings met betrekking tot dienslewering aan gemeenskappe aan te spreek. Die doel van die GOWP is om hindernisse tot dienslewering aan gemeenskappe uit die weg te ruim, en die program is binne die plaaslike regering gesetel. Misverstand oor die doel daarvan kom dikwels onder belanghebbendes voor vanweë die veronderstelling dat die program bedoel is om dienste soos die voorsiening van water, elektrisiteit en ander maatskaplike dienste te lewer. In wese is die GOWP bedoel om kommunikasie tussen die regering en gemeenskappe te bewerkstellig om te verseker dat dienste doeltreffend en effektief gelewer word. Uitdagings vir die Plaaslike Munisipaliteit van Makhado staan in verband met die gebrek aan inisiatiewe om infrastruktuur in stand te hou, insluitend goed befondste uitbreidingsplanne. ’n Massiewe agterstand van infrastruktuur en dienste bestaan steeds op die gebied van water en sanitasie, kragvoorsiening, behuising en sosiale sekerheid. Indien hierdie probleem met betrekking tot infrastruktuur en toegang tot dienste nie voldoende aangespreek word nie, sal die implementering van die GOWP geen sukses behaal nie. Dit is dus van uiterste belang dat die regering, in geheel, en met die samewerking van die private sektor, ‘n omvattende program ontwikkel wat die gemeenskap deur middel van openbare en private inisiatiewe mobiliseer. Die doel van die huidige studie was om die uitdagings waarvoor gemeenskapswerkers met die implementering van die gemeenskaps- ontwikkelingswerkers program in die Plaaslike Munisipaliteit van Makhado te staan kom, te ondersoek. ’n Kwalitatiewe navorsingsplan is vir die studie gebruik. ‘n Oorsig van die literatuur, fokusgroep en onderhoude is gebruik, met gestruktureerde vrae wat binne die raamwerk van die studie geformuleer is. Die vrae was bedoel om ‘n respons tot die navorsingsvraag oor die uitdagings wat deur die gemeenskapsontwikkelingswerkers met die implementering van die GOWP in Makhado ondervind word, te fasiliteer. Een van die aanbevelings van die studie is dat die GOWP by die planne en begroting van die Plaaslike Munisipaliteit van Makhado geïntegreer moet word om die onderhoubaarheid van die program te verseker en dat die gestelde doelwitte bereik word. Wanneer dit geskied, sal dit moontlik wees om te sê dat:  Die instelling van die gemeenskapsontwikkerlingswerkers behaal sukses ten opsigte van die uitdagings van dienslewering binne die Gemeenskapsontwikkelingswerkers program.  Die uitdagings aan gemeenskapsontwikkelingswerkers in die munisipaliteite word deur die effektiewe implementering van die GOWP oorkom. Indien die GOWP ten volle in die Makhado Munisipaliteit geïmplementeer kan word, kan die probleem rondom dienslewering binne ‘n redelike tydperk opgelos word. Dit is dus belangrik dat ‘n onderneming soos die program vir die gemeenskapsontwikkelingswerkers behoue bly as ‘n inter-regeringsprojek wat die vennootskap tussen mense en die regering ondersteun.

Abstract:
In order to assess the question as to whether the Southern African Development Community in principle attracts foreign direct investment, literature and data have been cited that compared the economic profiles and relative privatisation programs of member states of the Southern African Development Community with relative high inflows of foreign direct investment with the economic profiles and relative privatisation programs of member states with relative low inflows of foreign direct investment. Qualitative research has been conducted, and the author is of opinion that generally the member states with relative high foreign direct investment inflows had economic profiles and relative privatisation programs that encouraged foreign direct investment, and member states with relative low foreign direct investment inflows had economic profiles and relative privatisation programs that deterred foreign direct investment inflows. From the above the author has inferred that the Southern African Development Community in principle attracted foreign direct investment, but not to its full potential. The reason may be that although the member states’ economic profiles are favourable for foreign direct investment, their economic growths tend to fluctuate, and the future economic profiles are therefore unpredictable. With the above in mind this mini-treatise aims to address the question as to what steps the governments of the Southern African Development Community’s member states could follow in order to attract foreign direct investment. iii The author is of opinion that the member states should endeavour to maintain an annual average economic growth rate, and that the governments continue to engage into privatisation programs in order to encourage foreign direct investment.

ENGLISH ABSTRACT: Reliable and valid methods of studying needs of communities are an essential tool in the development of those communities. This study looks at different ways in which community needs could be assessed and uses two of those methods in assessing needs of the Langa community. The findings are that for a successful needs assessment, the key is, to identify a method or a combination of methods appropriate to the issues and to one's goals and resources, and implementing it well. Queeney (1995) states that one must always choose a technique that will give accurate results of the community being studied, and resources used should be cost-effective. Langa was chosen as a case study because of its diverse socia-economic structure. The type of housing that one occupies is indicative of the socioeconomic background of that person. The housing types found in Langa are shacks, hostels, public houses and private houses. The methods used in the Langa area for this study were the key informant approach and the survey approach. The key informant approach was used with community leaders in Langa while a survey was conducted with sampled dwelling units in the area. The reason for using the two methods was to get a more comprehensive picture of community needs in the area. Key informant approach Representatives of 10 of the 15 community organisations operating in the Langa area were interviewed. Priority needs for the community differed according to the organisation that key informants represented. Survey approach The total number of people interviewed using the survey approach was 425. Of the total number respondents living shacks, approximately 40% were in full time employment. In public housing, it was approximately 47% of the respondents. The private houses had by far the highest number of respondents in full time employment (73%) followed by hostels at 59%. The high number for private housing was not surprising considering that the occupants were mostly government employees. People in shacks did not have access to basic services. However, their first priority was housing. This was the same as the priority in the overcrowded migrant labour hostels. In public housing the priority need was jobs. Private housing dwellers mentioned housing for shack dwellers as their first priority. The close proximity of shack dwellers to private housing made private housing private housing dwellers aware of the conditions under which people in shacks live. Recommendations Most of the community organisation in the Langa area existed because of a need that was identified by the community. The priority needs cited by representatives of the various organisations were needed by the Langa community. In the survey approach housing and jobs were the main priorities. Priority needs raised by key informants as well as survey respondents need to be addressed urgently to ensure the development of the Langa community.

Abstract:
The two opposing views on the finance-growth nexus can the compared to the “chicken and egg’ adage. The one school of economic thinking as proposed by Bagehot (1873) and Hick (1969) in Levine (1997, p.688) states that industrialisation in England was ignited by the availability of capital to undertake “immense works”. To support this argument, Schumpter (1912) in Levine (1997, p.688) contends that the banking institutions encourage technological innovation by identifying and supporting those entrepreneurs with the most innovative products or processes. In contrast to this, Levine (1997, p.688) also presents the arguments of those economists (Robertson [1952] and Lucas [1988]) who contend simply that finance follows enterprise and that financial markets are a consequence of growth. However, considerable empirical research on the subject of the nexus between financial market development and economic growth was carried out in the 1990’s, which supports the positive causal effect between financial market development and economic growth. The recent global financial crisis (GFC) has shed light on the impact that financial markets have on the economy of nations. For this reason, an investigation into the finance-growth nexus within the SADC regional context was undertaken. The study used data from 13 countries over a 19 year period from 1993 to 2011. The Granger causality results indicate that there is a demand-leading phenomenon where finance follows growth, however panel data regression models could not conclusively predict a relationship between economic growth and financial market development. However, it was found that the level of banking sector development did have the greatest impact on economic growth when compared to other financial market indicators.

Abstract:
Understanding stakeholders’ perception on the participation process is imperative so that strategies that foster people’s participation in community projects are implemented. This will facilitate that community members take part and contribute in their own development projects. In most projects perceptions can influence and impede participation. Most often the challenges experienced include acts of inequalities, lack of financial resources and informal and formal barriers that limit decision making and the capacity of people to participate effectively. As a consequence, authentic participation in community development projects intended to enhance and encourage more people to participate is not possible. The focus of the study was to explore and analyse perceptions of community stakeholders towards participation in community development activities in Mdantsane, a township situated between East London and King William’s Town. The research asked the following question: What are the perceptions of community stakeholders regarding the participation process in community development projects. This study was conducted using the qualitative approach to explore and gain an understanding of the underlying reasons, opinions and motivation for data gathered. The sample groups were the project staff and the government officials that had a better knowledge of the projects. Data was collected through the use of in-depth structured and semi structured interviews. The data showed that a large number of participants believed that participation involvement in project activities was motivated by regular meetings and material and financial incentives. The data further revealed that poor planning, lack of resources, constrained decision-making processes, selective reporting on the project progress were among the limitations of participation. Restraining these participation impediments will enhance and expand participation in community development projects. It is the author’s hope that recommendations made by this study, if implemented will improve participation in community projects in Mdantsane development projects to understand the concept and significance of community participation.

The fight against poverty is one of South African government priorities and challenges. Despite the large amounts of funds donated by government to poverty alleviation in South Africa almost half of the population still continue to live below the poverty line. There have been many government interventions towards projects. These projects are established in an effort to reduce poverty. However, most of these projects have had a minimal impact on the poverty level of the country. In this study, the researcher illustrated the impact of community development projects on poverty alleviation in Lubala village in Ingquza Hill Local municipality. The research methodology for the study is descriptive, sourced from available literature.

Abstract:

This essay deals with the topic of regional integration in Africa. Using the Southern African Development Community (SADC) as an example, it seeks to answer the question what constitutes a successful region organisation. To do this a number of criteria defining success were developed and subsequently applied to the SADC, the main one beeing the organisations ability to adapt to change. In order to be able to show whether and how the SADC has reacted to and accommodated changes, the analysis was built around a description of the historical evolution of the SADC(C). The changes made by the SADC (political structure, membership, goals) have been summarised and assessed. Special attention was paid to the (potential) problems identified by Winfried Lang (1982).

Guided by the thoughts of Winfried Lang and the criteria used in this essay defining what constitutes a successful regional organisation, we find that the Southern African Development Community is rather successful. The SADCC seems to have created a good basis for integration, and the organisation has proven ist ability to adapt to changes, even if they are as all-embracing as the end of the apartheid regime in the RSA and the subsequent membership of the former opponent. One can thus suppose that the SADC could, if necessary, accomodate changed circumstances again, and is thus unlikely to become one of the many failed regional organisations in Africa.

Abstract:
To date the SADC region has managed to develop a manufacturing base but this base is still small as evidenced by its low contribution to GDP. For example, only three out of the fourteen SADC countries, viz. Mauritius, South Africa and Swaziland, had over 20 percent of their GDP originating from the manufacturing sector throughout the 1990s. Also to note is that while the manufacturing sector is quite diversified, the sector is dominated by industrial processes which are more of resource and labour-intensive in nature than those processes of scale-intensive, differentiated and science based in nature. TIle trade performance of the manufacturing sector supports these observations and as such the region is heavily dependent on imports for scale-intensive, differentiated and science based commodities. However, despite the fact that the region tends to focus more on resource- and labour-intensive manufacturing activities, products from these manufacturing activities are still significant components of manufactured goods imports into the region. Also to note is that since resource- and labour-intensive industries dominate manufacturing activities; these are the areas in which investment opportunities abound. For example, agro-based manufacturing presents most of the investment opportunities, with food processing presenting the majority of the investment opportunities followed by garments and textiles production. Mineral processing also presents significant investment opportunities. The analyses of the nature of the manufacturing sector also show that in a few SADC countries, viz. Mauritius, South Africa and Zimbabwe; scale-intensive, differentiated and science based industries also form a significant component of the industrial base implying more technologically complex manufacturing sectors. Since high technology and technologically complex manufacturing activities are limited, investment opportunities in these manufacturing sub-sectors are also limited to just a few countries However, with the SADC ITA in place, opportunities could arise for these limited technology-related manufacturing facilities to expand or engage in import substitution production so as to meet the demands of the growing regional market. It is also important to note that, while the region may not have as competitive advantage in these industries as in the resource- and labour-intensive industries, there is a need for the region to selectively identify and target such industries for priority development, a lesson SADC could learn from the East Asian NIC's took in their industrialisation strategy. The study also shows that the manufacturing sector has been a priority sector for both domestic and foreign investors. This has implications for industrial development because a strong and dynamic manufacturing sector would be developed, forming a sound basis for industrialisation as well as being able to effectively link and support all the other sectors of the economy. FDI could help the region to fully utilise the labour-intensive industries and use them as a stepping-stone to higher levels of industrial development. This is a lesson to SADC from the experiences of the East Asian NICs where while industrialisation was initiated by labour-intensive manufacturing, the countries were able to move into capital-intensive manufacturing due to FDI as it enabled the establishment of the industrial bases, thus leading to a rise in the share of manufactured exports. FDI could also help to develop the resource-intensive industries further by promoting further processing of raw materials into products of more value, thus propelling industrialisation through a resource-led industrial development programme as the current resource-intensive industries become fully utilised. The raw materials which occur in great abundance in the region's primary sector would have a ready market in the manufacturing sector where they would serve as inputs to the production of high value products. The currently smaller industrial base for scale-intensive products, differentiated and science-based manufactured products would benefit from the improved technological capabilities and managerial skills that result from FDI. Therefore, by impacting positively on manufacturing activities of both low and high MVA, FDI would thus have a facilitating role in establishing a more solid industrial base, broadening the current manufacturing base, and improving installed capacity utilisation. The study also shows that investment in productive capacity in the form of machinery and equipment is of great importance in the sampled SADC countries. Investment towards the acquisition of this capital is very important as this is directly relevant towards improving productive capacity. FDI could thus play a facilitating role by augmenting the current domestic investment in machinery and equipment. While the manufacturing sector within the region is still small and the current utilisation of installed industrial capacity is low, there is potential for further industrial growth. The current process to usher in the SADC Free Trade Area would have a facilitating role through various ways: viz. increasing the market size and enabling easier access through the reduction of tariff and non-tariff barriers, promoting regional competitiveness, improved utilisation of regional corridors, increasing opportunities for utilising identified intra-industry trade potentials, and providing opportunities for increased regional cross-border investment. Apart from the SADC FTA, the USA African Growth and Opportunity Act (AGOA) and the Cotonou Agreement will also motivate the identification and utilisation of existing and new potentials within the manufacturing sector in SADC. In order to improve the current nature of industries in the region, there is also a need to design and implement appropriate industrial policies and strategies. Such policies should consider the region's trade policies and the recently launched Regional Indicative Strategic Development Plan (RISDP) so as to complement them. The industrial policies should also address issues relating to industrial investment, technology and local technological capabilities development, human resources development, the structure and nature of industry, the competitiveness of industries, as well as facilitating the complementarities between the agricultural and manufacturing sectors. To this end therefore, instead of relying solely on individual national industrial policies, SADC is in the process of formulating a regional industrial policy and strategies which seek to promote and support sustainable industrial growth across the region, thus facilitating industrial development.

The transformation of SADCC into the Southern African Development Community (SADC) has paved the way towards closer regional economic integration in southern Africa. The regional grouping no longer only focuses on sectoral cooperation, but is steadily moving towards increased cooperation in trade development and promotion, industrial development and the diversification of national economies, with the aim of increasing regional economic integration. A free trade area ranks second lowest in the steps towards the highest levels of economic integration. Thus, the signing of the SADC Trade Protocol, which serves to pave way for a SADC Free Trade Area, has initiated steps to facilitate and promote the formal economic integration of all countries in the southern African region. It has been noted that at various periods, the region has adopted a variety of approaches to integration. As such, the present study reviews the different approaches to integration, namely the market integration model, the neo-functional integration model, the development integration model and the theory of common markets. Since the essential question with which this thesis is concerned is whether, and to what extent, the benefits expected from SADC and SACU in terms of their aims and objectives have accrued to member states, an insight into the expected benefits arising from the application of each theoretical framework can help to facilitate an evaluation of the benefits which the countries have enjoyed from these two regional groupings. The thesis highlights that throughout the ten years during which the original SADCC was in place, it based its approach to regional integration on the neo-functional and development integration models, although the former tended to be more dominant. With the regional grouping transforming into SADC, the market integration model was adopted, even though the grouping still had features of the aforementioned approaches. The relevance of the three approaches can be seen in: (i) the continued importance of SADC's sectoral projects, particularly in the field of transport and communication: (ii) continued attempts to put in place a suitable regional) industrial development strategy and implement policies to attract foreign investment; and (iii) the signing of the SADCC Trade Protocol to facilitate the implementation of a free trade area. The thesis argues that member states have enjoyed considerable economic benefits from the SADC sectoral projects. However, in some cases, members have lost out on potential benefits as a result of projects failing to be implemented or completed, mainly due to inadequate funding. Further, delays and inefficiencies at some border posts constitute significant non-tariff barriers which could be a hindrance to intra-regional trade. Progress towards diversification of exports has been limited as the region still relies mostly on the export of the traditional agricultural and mineral raw materials. While all countries have made efforts to diversify their industrial bases, attempts at implementing a meaningful regional industrial development strategy have met with limited success. Intra-regional trade has been increasing over the years. Since the SADC Trade Protocol only came into effect in September 2000, the increased levels of trade integration in the region appear to have been a result of the bilateral trade agreements between countries, and the customs union between South Africa and Botswana, Lesotho, Namibia and Swaziland (BLNS), as well as the structural adjustment programmes and the significant growth experienced in some countries. Outstanding intra-regional trade volumes have been experienced within SACU. In trade terms, benefits have varied between member states, with the more powerful countries like South Africa, Zimbabwe and Mauritius experiencing substantial trade surpluses vis-a.-vis their trade, partners. Countries with bilateral preferential trade agreements have also benefited more due to increased access into each other's markets compared to those without or with bilateral trade agreements of an MFN nature. However, it is important to note that, despite the increase in trade integration in the region, southern Africa is still heavily dependent on the rest of the world for its export markets and as its source of imports. The study finds that intra-industry trade (IIT) exists within the region and, in a number of sectors, high IIT indices are recorded;--although some such sectors do not display significant trade - voIumes. The opening of the region through the implementation of the SADC FTA could promote the expansion of IIT .as-the free trade area )'Till create an enlarged regional market. As such, SADC could benefit from dynamic effects such as scale economies in production and marketing, with member states working on having complementary production structures so as to facilitate specialisation. The thesis argues that the potential for intra-regional trade expansion in the SADC FT A also exists bearing in mind trade complementarity between countries as well as revealed comparative advantages in different sectors. One of the benefits which have accrued to the region as a result of facilitating and promoting greater cooperation and deepening the integration process has been an expansion in cross border investment. The study finds that the 1990s witnessed a gradual increase in cross border investment to take advantage of investment opportunities in member states. South Africa has become the primary source of foreign direct investment flows to a number of SADC countries, with mergers and acquisitions being the dominant mode of its foreign direct investment. Cross border investment helps in supplementing low domestic savings, thus providing substantial parts of the shortfall in capital needed to finance economic growth and development. It can thus promote development in the industrial sector, transfer of capital, skills and technology, and development of infrastructure. Many SADC countries are unable to compete effectively due to lack of export supply capacity. The thesis suggests that capitalising on investment by South African firms could enhance local supply capabilities and raise export competitiveness. The study concludes that for market integration to succeed in the SADC region, the neofunctional and development integration approaches need to be actively pursued simultaneously, particularly with respect to infrastructural and industrial development.

Abstract:
This thesis is structured around two main and interwoven assumptions operating at two levels. On the one level the external dimension of security threat in Southern Africa is assumed to be the most critical factor for regional renewal and stability. It hinges on pertinent regional issues such as negative trade balances, economic dependence, poverty, unemployment, poor economic growth rates and so forth. The corollary of this assumption is that within the operative framework of SADC, Southern African states are assumed capable of effectively integrating their economies through trade and related arrangements with dominant external actors in the highly competitive global economy. The European Union (EU) and the United States (US) are used as the focal points for illumination. A structured interaction between SADC and the EU within a revised North-South framework of interaction is hypothesized and critically examined. On the other hand, SADC-US interactions are assessed within the context of the new US Africa policy. At another level, the assumption is also made that the post-apartheid democratic state possesses both the political will and the wherewithal to provide regiol].al Leadership. This latter assumption is put to test within the framework of South Africa's regional foreign policy. Adopting an explicit regional unit of analysis, the study utilizes international regime theory as the theoretical and conceptual point of departure. The realist conception of the international system and the underlying assumptions usually considered as obstacles to international cooperation are critically examined in the context of the post-Cold War expanded security agenda. Regime theory is used to provide insight on the motivations that lead states to cooperate in situations of mutual dilemma by institutionalizing patterns of interaction at the regional and international systemic levels. Interstate economic relations at these levels are explained as state actions that are influenced by certain norms and that such norm-governed behaviour is wholly consistent with the pursuit of national interest. Application of the theory explains why such foreign policy behaviour of states is particularly relevant in the post-Cold War era. The thesis has argued that SADC states are capable of conducting a coordinated trade foreign policy in which regional positions are elaborated and adopted. It is argued further that a regional capacity to institute trade and economic policies that reflect local circumstances (necessary for effective integration with the world economy) calls for strong regional developmental democracies in the tradition of social market economy. Regional leadership by South Africa is considered indispensable where Sbuth Africa must find a sustainable balance between its national and regional interests.

The traditional hierarchical 'top-down" approach which characterised the way projects were initiated and managed by construction professionals in the past has lost favour with the Department of Public Works (DPW). It is therefore necessary for professionals to change their thinking, react and adapt to change. This will require a major paradigm shift on the part of the construction professional consultants. The World Bank advocates three measures to reform the provision of infrastructure services, namely wider application of commercial principles to service providers, broader use of competition, and increased involvement of users where commercial and competitive behaviour is constrained. The need for people involved in development to be placed in the centre also suggests the implementation of specific and intruding shifts in emphasis. Policies and strategies directed mainly at the control of natural settings, technological considerations, economic structures and demographic conditions have to be replaced by policies that take full cognisance of concomitant values, customs, social structures and political participation. The study examined the lack of community participation in current community development projects in South Africa which resulted in their diminished usefulness to beneficiary communities. The study had five main objectives namely (a) To highlight the importance of community participation in development projects through a theoretical study; (b) With the use of surveys establish whether community development projects involve the participation of the beneficiary community in all the stages of a project; (c) To show the Current project delivery systems enhance community participation; (d) To highlight the effect that community dynamics has on the process of delivering development projects and (e) Show through a survey that beneficiary communities do not accept ownership of projects unless they participate in these projects.

The focus of this research was to investigate the lack of access to primary education in King William's Town district in Eastern Cape which is inhibiting rural community development. The aim of the study was to determine whether geographic location have effects on attendance of school, to perceive gender discrepancy in primary education, to investigate what cost as a factor that contributes to a child's access and attendance to a primary education and to make recommendations to improve the situation. The study followed a descriptive research method. Data was collected by studying relevant existing literature. Document analysis was used to analyse the data and recommendations for improvement were made. The findings revealed that the day to day attendance of learners is below what it should be, which lead to dropouts, non-compliance with legislation, inadequate monitoring and evaluation. There is a need to recruit Department officials with a particular level of education, knowledge, understanding and expertise to minimise the chances of failure. Recommendations are finally made to mitigate the problem situation

ENGLISH ABSTRACT: The goal of this study is to determine, which of two development approaches, i.e., the "bottom-up approach" or the "top-down" approach (or social development and social engineering, respectively) have been successful in determining the felt needs of the community of Zwelihle. For this purpose a needs assessment was executed in Zwelihle community, close to Hermanus, in September 2001. The assessment procedure was done according to the Priority index and Community profile method (P+C-index), applying the Schutte scale during semi-structured focus group interviews. "Qualiquantitative" data (quantifies a qualitative response) was gathered from five different neighbourhoods in Zwelihle, each with different priority needs. Previously to this study, another community development project, the "housing project", was conducted in 1998 in the community of Zwelihle and more specifically in Thambo Square, presently named Airfield, fulfilling a housing need. The present study only considered the first three phases of the development process (needs assessment, problem identification and planning) to be relevant, of which all these phases have been executed and completed by the "housing project". However, no further follow-up phases of the community development process have been executed since the completion of the P+C index needs assessment. Each of these two involvements in the Zwelihle community had a different approach to development. The former, the P+C index needs assessment, had a social development approach (bottom-up), and the latter, the "housing project", had a social engineering approach (top-down). By applying a measuring tool, the principles and features of effective community development (Swanepoel, 1997:3) during the initial, needs assessment phase, an attempt was made to determine which of the two approaches have been successful in determining the community's "felt" needs and in so doing have managed an effective community development process. The finding was that the P+C-index method, as far as the first phase of community development was concerned, applied all the community development principles and reflected the features of effective community development. Although the outcome or characteristics of these applied "principles and features" may not be recognised or measured, this present study has realised these principles and features during the needs assessment phase. The "housing project" has fallen short in applying any of these principles and did therefore fail to reflect any characteristics of an effective development process. The differences between the two approaches essentially are that the P+C index empowered the community, by allowing the members at "grassroots" level participation in order for them to personally express their "felt" needs during focus group interviews. The 'housing project' on the contrary has allowed the community at "grassroots" level participation but only to a certain extent, by filling out questionnaires identifying a "real" need ("top" down need identification). The community leaders, though, were allowed to speak on their behalf. In conclusion, it may be possible to determine which of the two mentioned approaches have been successful in determining the "felt" needs of the community of Zwelihle and in doing so have been effective, by socially developing the people.
AFRIKAANSE OPSOMMING: Die doel met hierdie studie is om te bepaal watter twee ontwikkelingsbenaderinge, m.a.w., die "bottom-up" benadering of die "top-down" benadering (of sosiaal ontwikkelings en sosiaal manipulasie, onderskeidelik) suksesvol was in die bepaling van die "gevoelde behoeftes" (felt) van die Zwelihle gemeenskap. Vir hierdie doel is 'n behoeftebepaling uitgevoer in Zwelihle gemeenskap, aangrensend aan Hermanus, gedurende September 2001. Die behoeftebepalingsprosedure wat gevolg is, is uitgevoer volgens die Prioriteits indeks (P-Indeks) en Gemeenskapsprofielmetode (C-indeks), waartydens 'n Schutte skaal aangewend is, gedurende semigestruktureerde fokus-groep onderhoude. Voor die aanvang van hierdie studie is 'n ander gemeenskapsontwikkelingsprojek , bekend as die "behuisingsprojek", in 1998 in dieselfde gemeenskap uitgevoer. The possible role and involvement of the Church in social development has reemerged as an important focus of contemporary academic and religious development discourse in South Africa. There are strong voices arguing for churches and other Faith-Based Organisations to be regarded as strategic in contributing to addressing the challenge of poverty as agents of social development. Yet, as church congregations multiply throughout South Africa, they appear to be less responsive to the challenge of poverty facing South African communities, contrary to the rich history of churches in the past. The need for churches to be involved in sustainable community-driven development initiatives to fight poverty in their local communities cannot be denied nor be met with just rhetoric and scholarly dissertations by theologians and academics. The vicious cycle of poverty in our communities must be eradicated as it represents a social injustice in terms of South Africa‘s Constitution and speaks to deep structural inequalities inherent in our society. Whilst researchers have made several proposals for churches to move from social welfare and relief, there appears to be little research with a clear practical strategy which congregations can implement to enhance their social service delivery role from social relief to sustainable community development. This has left a considerable gap which the current research sought to address. This study thus responds to the call by previous research for churches to implement strategies other than mere relief. Hence, this study contributes to the religious development discourse in South Africa, by developing a strategy to enhance Church-based social service delivery initiatives from social relief efforts which are not sustainable, to community development efforts which are sustainable and which will be consistent with the current social development policy context and contextually relevant to the socio-economic challenges of poverty and its consequences in South Africa. The study was conducted in two phases. During phase one, the main purpose was to gain a deeper understanding of the historical and current involvement of the Church in providing social services which address poverty in communities, to enhance understanding of the factors which influence the provision of social services by churches, as well as to understand participants views of how church-based social service delivery can be improved in order to fight poverty. For phase two, the goal was to develop a strategy to enhance church-based social service delivery from being social relief to being community development oriented. The following objectives guided the research process: To review selected and applicable literature to gain a deeper understanding of the historical and current involvement of the Church in the delivery of social services in order to fight poverty; To explore and describe the perceptions of church leaders and congregation members of the historical and current involvement of the Church in the delivery of social services in order to fight poverty; To explore and describe the factors which influence Church-based social service delivery in fighting poverty; To explore the views of church leaders and congregation members on how church-based social service delivery can be improved in their churches to inform the development of a strategy to enhance church-based social service delivery in fighting poverty. This study employed a qualitative research approach grounded in the interpretivist social science paradigm. The qualitative research approach necessitated an exploratory, descriptive and contextual method of inquiry. A descriptive case study method was also used, with the Methodist Church of Southern Africa selected as the main case of focus. The target population in this research comprised of Christian churches with a historical involvement in social service delivery in pre-apartheid South Africa. Purposeful sampling of 5 churches was undertaken, namely; Roman Catholic Church (RCC), Anglican Church (AC), Dutch Reformed Church (DRC), KwaSizabantu Mission (KSB) and Methodist Church of Southern Africa (MCSA). Data collection was conducted in two phases. Phase one comprised a literature review; Phase two comprised gathering empirical evidence by conducting face to face semi-structured interviews with clergy and from conducting one focus group interview with congregants. The information obtained from participants was transcribed, coded and analysed using content analysis and by a computer-assisted qualitative data analysis software (CAQDAS), namely ATLAS.ti. Findings revealed a marked difference between the historical and current churchbased social service delivery suggestive of decline, accompanied by the lack of empowerment opportunities for current church leaders and congregation members in community development facilitation. Further evidence suggest the lack of cooperation between church leaders and congregation members; as well as the lack of sustainability of interventions owing to an absence of resources and the lack of capacity to create sustainable economic opportunities. Findings also revealed that church congregations are rich with people with various assets - skills, strengths, capabilities, passions, gifts, talents in various fields, which they can share with one another as congregations and communities. The discussion of findings reflected that historically, Church-based social service provision involved holistic intervention mechanisms, empowerment, collaborations and sustainability of interventions suggestive of second generation strategies of community development, while currently, Church-based social service provision involves mostly social relief and social welfare efforts suggestive of first generation strategies. The findings suggest a holistic strategy for ―reawakening the co-operativeness‖ of congregations to facilitate sustainable Church-based social service delivery towards fighting poverty in local communities. The strategy which was then developed and described with its sub-strategies, namely: Establishment of collaborative relationships Creation of empowerment opportunities Facilitation of holistic interventions The goal of the strategy is to guide church leaders and congregation members in facilitating sustainable Church-based social service programmes to fight poverty.

South Africa has long been a part of the region although it may be a new comer to some institutions established. One of the reasons why SADC was established was to reduce economic dependence on South Africa. The latter has since its first democratic elections been integrated into the region of South African Development Community which comprises of 14 members. South Africa commands an economy three times the size of all SADC economies. It is believed that the economic spread effects from integration with the South African economy will act as an engine of growth in the region. The effect of South Africa's economic dominant role on other SADC member states is a concern. The study seeks to determine the extent to which South Africa can be of assistance to other member States given its own internal problems such a unemployment and poverty. South Africa has a major role to play in terms of stabilising the region and given the expectations from the international community. It has vested interest in the region as it exports more than it imports from the region. The region has potential for investment opportunities and that is made impossible by political instability and political intolerance in the region. The SADC is faced with a serious question whether a member state can enter in the internal affairs of another member state whose internal activities adversely affect the economy of that particular country and that of other member states.

Tribal (rural) communities possess assets/resources that can be utilised in improving the quality of life of their residents. The processes involved in the usage of these assets toward community-led development can determine the success or failure of the development efforts by the community. The research conducted was aimed at investigating the processes involved in utilising these assets, with reference being placed on two community-led development approaches namely Asset Based Community Development and Sustainable Livelihood Framework. The research will examine the processes that the Royal Bafokeng Nation has used in the successful development of its community. A comparison of the community-led development processes will be compared to the Integrated Sustainable Development Strategy formulated by the South African government to develop rural communities. The results indicate that development is not just about asset identification, it‟s more complex than that. If development was just about resource identification then a lot of tribal communities would be developed. Development is about the interactions between leaders, community and external sources and in the case of RBN, administration as well. It is about interaction between leaders and community in the form of participation in development efforts; interaction between leaders (and administration) with external sources such as municipalities to enhance development; and interaction between community and external sources through social capital. The results also indicate that whilst it is the duty of government to provide basic services, communities can partake in other development initiatives. That development in it‟s entirely should not be left to government if communities have the means of initiating development. That government has to improve certain aspects in their development strategies, but that it has made strides in formulating strategies to develop rural communities. The challenges for government come in the implementation of these strategies. That partnership between community and government can lead to better and sustainable development initiatives.

The study explores the suitability of the evaluation criteria used in Microprojects Programme Trust (MPT), by looking at hard and soft components of the development programme. In this sense hard components of development refer to those components of projects that are tangible and can be physically observed and can bring material changes to the life of the community. Soft components of development refer to those components of projects that bring qualitative transformation to the life of the community, i.e. increased levels of awareness, human well-being and the empowerment process that addresses the community's abstract needs, these are not tangible and often cannot be physically observed. Midway through its contract periods MPT evaluate all projects. The purpose of these mid term evaluations is to make recommendations to MPT on future approaches and methodology for community development and operations. The mid-term evaluation also influences the distribution and allocation of resources and funding. It was therefore vital that the criteria used are subject to tests and critical analysis so as to assess their validity. The assessment of the mid-term evaluation criteria used in MPT projects has been to further determine the appropriateness or suitability of the evaluation criteria as an instrument to measure and guide the MPT community development approach in the Eastern Cape. The method used was to conduct focus group discussions so as to get an insight into the local community situation as well as to assess non-tangible improvements and changes that have occurred in the life of the community as a result of the project. The information generated was used to compare what the community believe they achieved with what the official mid-term evaluation reports indicate was assessed and achieved and that was contrasted with what the literature recommends should have been assessed. The study found that the mid-term evaluations conducted on MPT projects have no social context in which the evaluations themselves were conducted. The terms of reference and criteria were based on the programme design which was formulated and compiled by the European Union without the participation of the local South African community. The findings also indicated that projects become unsuccessful or partly successful if the "soft" components which have a bearing on social and economic realities are neglected. The thesis ends with recommendations on how the mid-term evaluations as well as MPT programme can be developed to be more responsive to the needs as identified by the communities themselves. It is strongly believed that this study will provide a valuable contribution towards increasing the ability of MPT programme to bring about both material and qualitative transformation to the I ives of the disadvantaged community of the Eastern Cape whilst ensuring that the mid-term evaluations are developed and shaped to become an appropriate instrument to measure and guide MPT programme approach to community development.

This thesis is an account of how a networking approach may assist participatory community development. The author undertakes naturalistic action research into how she can improve her social practice with a view to gaining equal participation amongst university and community members in a community development practicum. She describes how efforts to maximize group participation are typically countered with various forms of non-participation, analogous to a rebellion against authoritarianism. Dialogue with her doctoral peer group about tacit meanings from her personal history reveals that she is too heavily invested in community involvement. A stance of irreverence gives her the freedom to realize that her politically correct approach is conveying the message that "MY way of participation is THE way". She embarks on a networking programme of action in the hope of achieving more balanced participation. A multidisciplinary workshop and a study tour show her that openness to multiple inputs may free people from restrictive views and problematic styles of participation. She initiates the formation of a local network and finds that this is a more free-flowing structure that encourages fluid problem solving among community, government and university participants. The author's original anxieties are, however, revived when networking, too, becomes entangled in organizational complexities. She eventually realizes that she tends to base her actions on premises of power and justice and that it may be helpful to base new ventures on information flow and creativity instead. Her new approach to group facilitation elicits creative inputs from others. She finds that deliberate debate of the assumptions on which collective undertakings are based releases an awareness of alternative approaches to addressing unequal resource utilization in the commons. A review of the local Network's development over six years draws attention to networking resources, and its uses, structuring and management. The author's experiences continuously demonstrate that the assumptions of independence and freedom of choice may provide a more satisfactory basis upon which to manage community participation.

This study emanates from the concern by the researcher's supervisees that the communities they are servicing appear to be reluctant to participate in developmental projects. Communities serviced fall under the Eerstehoek District (specifically Greater Mpuluzi or Mayflower) and are predominantly rural, but have a basic infrastructure like schools. clinics and shops. It is estimated that 50% of the population is unemployed, resulting in poverty and a high rate cf crime. (This is obtained from the sample taken from Crime Registers for Mayflower Department of Safety and Security: 1996 and Intake register for Mayflower Social Services Branch Office: 1996) The researcher observes that 80% of the development projects - like disabled protective workshops. day-care centres for able and disabled children. and older persons' clubs — progress to implementation but are not functioning well. Only 20% of projects (mostly crèches) are functioning well. (Statistics on community work projects and community work register :1997). The problems regarding participation as cited by supervisees are as follows: o At the beginning of the community development process, consultation is done with the community regarding the identification of their probiems and needs whether individually or at a meeting level. The community co-operates well and at the first meeting, the turnout is good, but participation begins to decrease later on. o Community members are also reluctant to take portfolios and serve in committees. Sometimes people are chosen to serve in a committee but do not attend meetings. It also happens that tasks are allocated to committee members and when they are expected to provide feedback at the next meeting, it is discovered that they did not perform their allocated tasks. Participation is usually minimal because the social worker will be expected to carry out most of the tasks to be performed by the committee. Short-term projects like functions or celebrations are better attended, but then participants have difficulty in contributing to the expenditure of such projects. It can thus be concluded that; although community development projects are initiated to benefit the members themselves, there is however reluctance to participate actively.
