Social media is changing the business of representation and lawmaker reputation building, and this book uses the US Senate to illustrate the constituent-driven nature of political communication. I offer a critical analysis of senators’ communication on Twitter, the forces that shape it, and the agendas that result. Senators strategically communicate a political image that reflects their unique political persona. They have to decide what they want to be known for, crafting communications that prioritize legislation, constituent service, and party politics in ways that meet the interests of their constituencies and foster promising electoral returns. Senators’ communicated, public priorities—what is termed in this book as the rhetorical agenda—offer a necessary tool for understanding how senators link their carefully crafted public image with potential voters. The rhetorical agenda uses more than 180,000 lawmaker tweets to challenge what we know about representation, removing the institutional and political constraints on congressional communication and giving lawmakers a messaging platform where individual discretion is high, the relative costs are low, and someone is always watching.

Since the popular emergence of the World Wide Web in the early 1990s, nothing has been clearer about the digital environment than that it changes at a breakneck pace, making it a constant challenge of adaptation for content providers. Public historians who may have come of age in the context of writing either concise wall labels for the public or extended scholarly articles and conference papers for their fellow historians might find the pace and the level of flexibility and interactivity of the Web disconcerting, but in the end, the advantages for the practice of public history are extensive. Breaking the constraints of a physical site by effectively using the Web leaves public historians constrained only by their time, resources, and imagination. This chapter deals specifically with the various modes of communication that are available to public historians through the use of new media.

Abstract:
The behavioral choices made by various types of political organizations differ based on the communication goals and constraints placed upon various types of actors. This chapter offers case studies exploring these variations over time, examining the development of campaign communication strategies over time as well as the pace and pattern of communication innovation and imitation. The chapter starts by connecting the major innovations in campaign communication tactics from 1796 through the 1990s, spanning the Elite, Mass, and Broadcast political communication orders (PCOs). Next, it provides a more detailed examination of the history of online campaign innovations, with particular emphasis on the build-up to and aftermath of the 2008 Obama campaign. This chapter concludes by evaluating the extent to which the successful Obama model was replicated and how campaign communication has stabilized in the years since, including the unconventional 2016 election.
