Abstract:
Conclusion. It is probably now appropriate to close a chapter in the history of public communication campaigning. Weaknesses which have usually been seen as instrumental can now be seen for what they are: conceptual failures grounded in compromised ontologies and false epistemologies. As I showed in the last chapter, even when viewed within their own narrow empiricist frame, public communication campaigns fail to satisfy a test of empirical efficacy. But empirical failure reveals a deeper moral failure: the failure of government to properly engage in a conversation with the citizens to whom they are ultimately responsible. Whether public communication campaigns are a symptom or a cause of this failure lies beyond the scope of this thesis. But there can be little doubt that the practice of these campaigns has encouraged the persistence of an inappropriate relation between state and citizens. The originators and managers of mass media public communication campaigns conceive of and execute their creations as persuasive devices aimed at the targets who have been selected to receive their messages. But we do not see ourselves as targets (and there are profound ethical reasons why we should not be treated as such), neither do we engage with the mass media as message receivers. On the contrary, as social beings, we become actively and creatively involved with the communicative events which we attend to and participate in; the mass media, like all other communication opportunities, provide the means for generating new meanings, new ways of understanding, new social realities. But people are constrained from participating fully in public discussion about social issues; the government's construal of individuals as targets and of communication as transmitted messages does not provide the discursive space for mutual interaction. Governments should aim to encourage the active engagement of citizens in public discussion by conceiving of and executing public communication as part of a continuing conversation, not as packaged commodities to be marketed and consumed, or as messages to be received. It is time to encourage alternative practices-practices which open up the possibility of productive conversations which will help transform the relationship between citizens and state. However, as I have argued in this thesis, changed practices must be accompanied by profound changes in thinking, otherwise we continue to reinvent the past. Communication practice is informed by the ontology of communication which is itself embedded within other ontologies and epistemologies. The dominant paradigm of communication is at present in a state of crisis, caught between two views of communication power. On the one hand it displays an obsession with instrumental effectiveness on which it cannot deliver. On the other hand-in an attempt to discard the accumulated baggage of dualist philosophy and mechanistic models of effective communication-it indulges in a humourless critique of language which, as Robert Hughes astutely observes, is little more than an enclave of abstract complaint (Hughes 1993:72). This thesis has been an attempt to open up a space for a new ontology, within which we might create new possibilities.

Abstract:

In this master thesis, I have studied conflicts that have arisen because of a development project, in a wetland in the Lake Victoria region in Kenya. The aim of the project is to improve the standards of living for the local community by increased food production and employment, but it has developed into a conflict because of, among other things, competition over natural resources. The objective of this study is to analyse these conflicts and identify the causes behind them. A further aim is to analyse if the communication has been sufficient in Yala Swamp, from the stakeholders’ point of view, through out the implementation of the project. The stakeholders that were identified in the conflict are the local community that have been affected by the project, the county councils where the project is located, and the company Dominion, which is the exploiter. Conflict theory is the analytical tool used to identify causes to the conflict. Primary data was collected through qualitative research interviews and secondary data are various reports. The result of the conflict analysis shows that there is a conflict between the local community on one side, and Dominion and the county councils on the other side. The conflict is caused by incompatible goals. The goals that are incompatible, which depend on contested resources, have to the largest extent to do with land access and to some extent with employment. The reason for contested resources has its origin in that the local community feel they have been deprived the land they used to farm on and have not gained what they were promised. They also live in absolute poverty and therefore whish to have more land than they have now. Conflicts over land leads to environmental degradation when people are squeezed into limited areas and put more pressure on land. This issue needs immediate attention to not lead to violent conflicts and further environmental degradation. Foremost the local community is dissatisfied with how the communication between the stakeholders worked before the implementation of the development project and after. A committee was going to be set, but today it does not seem to work adequately from the community members’ point of view. A committee would, however, probably improve the communication and resolve some conflicts. This would reduce the conflict potential and lead to a more sustainable development for all stakeholders.

Abstract:
The central arguments in this thesis rest on two premises. Firstly language and context are intimately bound up in the social construction of workplace gender inequalities. Secondly, organisational understandings and management of womens access to employment opportunities and rewards in modern bureaucratic organisations are constituted through discourses or systems of organisational knowledges, practices and rules of organising. This study uses the concept of discourse to account for the productive and powerful role of knowledge and language practices in constituting the organisational contexts and meanings through which people make sense of and experience complex organisations.

Abstract:

Abstract:
2010 was the year of the wedding between Sweden’s crown princess Victoria and Daniel Westling. Although the wedding was partly financed with tax payer’s money, the newspapers did not investigate it further. The main theme of the published articles was lighter and with an entertainment value rather than finding out what the tax money really went. We read two of Sweden’s biggest newspapers, one morning paper (Dagens Nyheter) and one evening paper (Aftonbladet) and counted the articles that contained information about the wedding 1st June – 25th June. 93 percent of the 137 articles in Aftonbladet did not have any critical content at all. Dagens Nyheter published 48 articles during the same period and the percentage of non-critical content was 86 percent. We also divided the articles into different categories for example wedding dress, weather and safety. This to find out what the newspapers choose to write about.

Abstract:
Grassroots activist groups have received limited attention in Australia and research-based examinations of their communication and relationship to social change are rare. My central research question asks: what changes are occurring in the approach of grassroots activists to contemporary communication, and, as a form of social relations, does this differ from the approach of state and business organisations? My thesis analyses the scope and significance of three grassroots activists’ campaigns in south-west Victoria, Australia, between 1995 and 2003 that are distinctive for their sustained vigour and inclusive, ethical and novel approaches to communication. They are: Werribee Residents Against Toxic Dump (WRATD), Batesford and Geelong Action Group (BAGAG) and Otway Ranges Environment Network (OREN). My thesis also focuses on the groups’ response to public relations issued by the state and business interests they opposed. To investigate the case study data – that is face to face interviews with case study participants, media transcripts and textual samples from the campaigns, such as flyers and newsletters – I use a double research methodology: discourse analysis and reception analysis. These methods reveal how meanings are created that influence power and control in society and any transformations in this. As an overarching framework for analysis, I apply Ulrich Beck’s theories of risk society, reflexive modernisation and individualisation. These theories discuss social conditions transforming the contemporary world. In particular, I use them to explain the growth of sub-political networks, what grassroots activists seek to promote and their capacity to create change in state and business sectors. I also draw on a range of other communicative and citizenship theories that shed light on some of the invisible effects of communication on society, particularly unethical practices. Lastly, my thesis sets out an alternative set of social relations to public relations that I call ‘public communication’. The principles of public communication are distilled from the case studies and are inclusive of all organisational types and seek to address the inherent problems and flawed coherences of public relations. The results of this research provide policy decision makers, educators, activists and other communication strategists with deep and unusual understanding of public communication and public relations and its relationship to social change. Overall, this thesis explores a rupture – a point of transformation in the relationship between contemporary civil, state and business sectors in Australia and the surfacing of a new discursive formation. In particular, it explores a transformation in texts, discursive practice and social practice (Fairclough 1999) and analyses its significance, within an emerging and distinct discursive formation, peculiar to late modernity.

Abstract:
Worldwide, governments and representatives of the community sector believe that the adoption of ICT by community-sector organisations is important because it contributes to the achievement of mission, strategic and business objectives, and benefits the communities those organisations serve. However, despite the fact that many organisations have developed innovative ICT applications, most experience problems in taking up ICT (Burt & Taylor 1999, Surman 2001, DCITA 2005b). This thesis explores the conditions for success and barriers to the take-up and effective use of information and communications technology (ICT), specifically websites and online services, by community-based non-profit organisations, using a study of seventeen organisations based in rural and regional Victoria in Australia, and Tuscany in Italy. In particular, it examines the structural barriers and the inter-organisational relationships that act to facilitate the take-up, or otherwise, of technology by community sector non-profit organisations. The study adopts a grounded theory approach, based on a two-stage data analysis: using the LIAISE framework for the take-up of ICT (Schauder et al. 2005), to identify the factors or conditions that contribute to the development of effective, sustainable websites; and social network analysis to explore the extent to which organisational networks enable the achievement of those conditions. The broad aims of this approach are to enable the evaluation of the existing LIAISE framework and to develop it as a more dynamic systems model capable of serving as a guide to policy and action. The study finds that although the LIAISE framework provides a good taxonomy of the factors important to the take-up of ICT by community-based non-profit organisations, it has weaknesses in that it does not explicitly identify user literacy as a factor, nor does it sufficiently emphasise the importance of an organisation’s external relationships, which provide an essential means of accessing required information and resources such as technical skills, and of enhancing core internal skills such as the ability to develop strategic plans. A new model is proposed to address these weaknesses: ALLIANCE (Applications; Literacy; user Literacy; Infrastructure; Access; Networks; Computing support; and Evaluation).

Abstract:
In this study, I expand the scope of the scholarship that Walter Ong and others have done in orality-literacy relations to examine the often uneasy juxtaposition of the oral and written traditions in the literature of the Victorian pulpit. I begin by examining the intersections of the oral and written traditions found in both the theory and the practice of Victorian preaching. I discuss the prominent place of the sermon within both the print and oral cultures of Victorian Britain; argue that the sermon's status as both oration and essay places it in the genre of "oral literature"; and analyze the debate over the extent to which writing should be employed in the preparation and delivery of sermons.

Abstract:
Victorian prisoners were increasingly out of sight due to the ending of public displays of punishment. Although punishment was hidden in the prison, prison life was a frequent subject for representation. In this dissertation, I examine the ways Victorian illustrated newspapers, paintings, and photographs mediated an encounter with prisoners during a time when the prison was closed to outsiders. Reports and images became a significant means by which many people learned about, and defined themselves in relation to, prisoners. Previous scholarship has focused on stereotypes of prisoners that defined them as the “criminal type,” but I argue prisoners were also depicted in more ambiguous ways that aligned them with “respectable” members of society. I focus on images that compare the worlds inside and outside the prison, which reveal instabilities in representations of “the prisoner” and the ways this figure was defined against a societal norm. Such images draw attention to the act of looking at prisoners and often challenge a notion of the prison as a space of one-sided surveillance.

Alarauhio, J. P. (Juha-Pekka). "Matthew Arnold’s epics:towards a communicative approach." Doctoral thesis, University of Oulu, 2019. http://urn.fi/urn:isbn:9789529414253.

Abstract:
Abstract This thesis is, on the one hand, an investigation into Matthew Arnold’s (1822–1888) literary communications and, on the other hand, an attempt to mediate between his writings and a twenty-first century readership. Arnold’s oeuvre is substantial and varied, but this study focuses on his epic poetry, which has remained a neglected part of his body of work despite its significance both to the author himself and to developing an understanding of Arnold’s development as a poet, cultural critic, and iconic ‘Victorian sage’. Furthermore, it is his epic poetry that seems to most fully address the theme of communication, and thus these longer poems function as points of orientation for a broader inquiry into Arnold’s communications. Arnold himself was keenly aware of the complicated status of communicative acts, but these complications have not always been acknowledged by the generations of criticism that have emerged since his death. Critics have thus produced images of Arnold which have not always done justice to the complexity of his communications. Based on an understanding of ‘communicative’ as a position of mediation between writers and readers, this thesis addresses the need for a more balanced communicative framework for mediating between Arnold’s writings in general — and his epic poetry in particular — his critics, and present audiences

Abstract:
Advertising constantly surrounds us in different ways and it affects us in our everyday lives. The underwear industry has often been criticized for sexist and excluding advertisements and women has often been depicted in a stereotyped way. Today marketing has become more inclusive, as diversity of people in advertisements has become a hot topic of discussion. It is interesting to examine this topic out of a Swedish context as it in many ways is a country that is on the cutting edge when it comes to inclusion and diversity. This study aims to, based on images and commercials from Victoria’s Secret Sweden and Lindex, examine how and in what ways inclusion and exclusion depicts in female underwear advertising. Our theoretical framework consists of following theories: representation, stereotyping, intersectionality, and following terms: norm, norm creativity and femininity. Our analysis is made with semiotic image analysis as the chosen method. The main conclusion of this study is that our material included women with different skin colors and ethnicities, and partly women with varying body types and ages. People with visible disabilities was excluded from the advertisements. Factors such as class, sexual orientation, religious beliefs, gender identity and invisible disabilities we could not distinguish, which made it impossible for us to assess whether these groups was included or excluded in the advertisements. Thus, the advertisements was both including and excluding, however we question whether it is possible for companies to include all types of groups and people in their advertisements.

Abstract:
This essay explores how a brand’s image affects consumers’ self-image through acase study of the lingerie brand Victoria’s Secret in order to reflect over the role ofgraphic designers as visual communicators in society. The study conducts a semioticanalysis of the brand and a qualitative research consisting of interviews and a focusgroup of a selection of women within the brand’s target audience. The conclusion isthat Victoria’s Secret, through its models, contributes to an unrealistic feminineideal that the study participants’ self-image was perceptibly affected by. Whileperception is personal and signs are context reliant, semiotics is not only useful foranalyzing visual communication but also as a tool that graphic designers can use forcreating ads with the consumer’s needs in mind.

Wu, Tianchu. "La réception de Victor Hugo en Chine." Thesis, Paris 3, 2019. http://www.theses.fr/2019PA030014.

Full text
Abstract:
This thesis aims to study in a complete, systematic and thorough way the reception of Victor Hugo in Chin, a receiving country which presents for over a hundred years translations and research as abundant as various of the French writer. It fits into the perspective of world literature and uses mainly the theory of cultural transfer (transfert culturel) initiated by Michel Espagne. The idea is to highlight, alongside the importance of the Chinese host context, the geopolitical complexity that characterizes the recognition of the author of Les Misérables in China. The first part, which is divided into four chapters, maps the circulation and translation of Hugo’s works from France to China, by browsing other cultural areas, namely Japan and Russia. The second part, composed of two chapters, deals with the chronological analysis of the interpretation and the metamorphosis of the works conveyed and translated in China in a more detailed way, borrowing the imagological approach. Two representative portraits of the writer are sketched respectively: the romantic and the humanist. This research shows finally that Hugo’s reception in China, whether in terms of circulation, translation or interpretation, not only engages France and China, but results from the cooperation of several different cultural areas that draw together a complex “map” of cultural transfer. On this map, the cultural areas concerned move according to the host context and contribute to the variation of Hugo’s images over time

Koehler, Karin. "A modern Wessex of the 'penny post' : letters and the post in Thomas Hardy's novels." Thesis, University of St Andrews, 2015. http://hdl.handle.net/10023/6393.

Full text
Abstract:
This thesis examines the use and representation of letters (and other written messages) in Thomas Hardy's novels, and it considers how Hardy's writing engages with Victorian communication technologies. The 1895 Preface to Far from the Madding Crowd describes Hardy's fictional setting as a ‘a modern Wessex of railways, the penny post, mowing and reaping machines, union workhouses, lucifer matches, labourers who could read and write, and National school children'. The penny post, a communication revolution with an enormous social, economic, and cultural impact, was introduced on 10 January 1840, just a few months before Hardy was born. This thesis aims to demonstrate how a consideration of the material, technological and cultural conditions of communication in Victorian England might reshape our understanding of Hardy's novels, especially of the countless letters, notes, and telegrams which permeate his texts. The written messages in Hardy's novels serve as a means for exploring the process of human communication, and the way this process shapes individual identity, interpersonal relationships, and social interactions alike. Chapter I of this thesis relates Hardy's portrayal of letters to the historical transition from oral tradition to written culture. Chapter II enquires into the relationship between letter writing and notions of privacy and publicity in Hardy's novels. Chapters III and IV argue that Hardy uses letters so as to give a strikingly modern complexity to his representation of human subjectivity and intersubjectivity. The two final chapters investigate how the modalities and technological conditions of written communication influence the construction of Hardy's narratives, the design of his plots. Taken together, the six chapters examine Hardy's perception of one of the most fundamental human activities: communication.

Abstract:
This study, “‘I’ve never been politically correct – truthfully it takes far too much time and can often make it more difficult to achieve total victory’ - a Critical Discourse Analysis of Donald Trump's speeches during United States presidential election of 2016”, examines the political communication through linguistic strategies throughout 10 of Donald Trump’s speeches from the Trump rallies during the election year 2016. In order to serve that purpose, this thesis investigates which ones of the discourses that dominates the republican agenda in this context. Accordingly to the Critical Discourse Analysis the aim is also to see whether the worldview in Trumps speeches is constructed or deconstructed. The study is based on a theoretical framework with theories about social constructionism, nationalism and populism. A quantitative content analysis was made through the online text tool “Textometrica” in order to see Trumps main discourses. The qualitative content analysis was made through Norman Faircloughs three-dimensional model for a Critical Discourse Analysis. According to the analysis of this study, the five main discourses are Establishment, Trump, USA, Immigration and Work. Around these discourses, Donald Trump’s main strategy is constructing an opposition between “us” and “them”, where “us” consist with Trump himself and the american people, and “them” includes the establishment, other countries and immigrants. Based on these opponents, and through disparaging “them” in a strategy, here called “the thief-strategy”, Trump constructs a reality where “us” is the better half and he appears as the hero in this duo. In conclusion, Trumps strategy in order to win the presidential election 2016 included running a political agenda characterized by populism which later on can lead to a polarized community, and a dissatisfied american people who will be open for change and a new leader.

Abstract:
This thesis aims to analyze the TV celebration of the Victory over Nazi Germany in post-Soviet Russia. In particular, the analysis focuses on the broadcast of the military parade of 9 May in Moscow’s Red Square, the great media event in Putin’s and Medvedev’s Russia, and follows the path begun by Dayan and Katz in the study of media events. As indicated in the subtitle of the thesis, this analysis is cross-sectional; in addition to the broadcast of the main event of the commemoration, it also analyzes the presidential speeches from 2000 to 2010 —using narrative semiotics methods—, the programming on 9 May of Russia’s main television channel from 1964 to 2010 and the agenda of the main television news programmes in the country from April 19 to May 16 in 2010. The goal of this thesis is to highlight the different strategies that turn the commemoration of Victory into a hegemonic media event in present Russia, and how through this event the basis of post-Soviet Russian identity is constructed, turning the Russian citizen into a soldier of the historical memory of Victory.

Sabbatorsi, Marjorie. "Les termes d'adresse dans des romans victoriens." Thesis, Toulon, 2014. http://www.theses.fr/2014TOUL3004/document.

Abstract:
In verbal exchange between several speakers, a particular category of linguistic sign is frequently used when naming the participants: these are known as terms of address. Insofar as they provide information about the nature of the relation that unite the members of the group, these terms can be regarded as a means of creating links between language and society. They are also among the main contributors to the various systems implemented in the expression and communication of courtesy, familiarity, distance, affection, loathing, etc. Apart from their semantic value, they are of an indubitable socio-cultural interest. The eight novels, written by four major Victorian authors (Charlotte Brontë, Charles Dickens, George Eliot and Anthony Trollope) that have been chosen for this study, provide, for the curious reader, a precious insight into the second half of the nineteenth century. Of great appeal to the lay reader, the themes developed in their historical context – apart from the purely literary aspect – cannot fail to interest the social historian and the customs and conventions described contain precious data for the sociologist. This synchronic study of terms of address, not only reveals the plurality of the terms that are available in verbal exchange, but also underlines the importance of the linguistic, paralinguistic and extra-linguistic factors that should be taken into account in any study of this nature

Full text
Abstract:
The voice, in its acoustic essence, is the main signal of identity of an individual, it is a part of his social habitus. It shows his membership to a group, to a class, to a culture. The importance of vocal behaviour it was stressed by the Actio since ancient rhetoric and it resides in the capacity of raising or extinguishing emotions and attention; in the power of persuasion towards a big audience, or towards a single interlocutor. Voice is a means of contact, it reveals or it hides interiority, it is an instrument of self or of social control. This research concerns the vocal imagination during the years between 1830 and 1871, a period of strong political and social disputes. A period where mass communication starts his way, and with it, the importance of the persuasive effects of the voice takes an important place. This research turns its particular attention to a specific use of the voice: fictional conversations, in novels and operas, enjoyed by a large audience. Opera in Italy, novels in France and in Great Britain are the main instruments for divulgation of ideas and for promotion of patterns of behaviour, thanks to their diffusion in that period. These texts deal with the role and functions of the voice, and discover social relations and the interpretation of the reality traced by the authors. Especially when they are national monuments like Victor Hugo, Giuseppe Verdi and Charles Dickens, who live in a post-revolutionary historic context, in Countries having different social and economical structures, and different relations with 1789 events. The key-concept of this research is the interstice role played by the voice in a written text. Through it, very important (and conflicting) information may appear, concerning the interpretation of the reality advanced by the author, outside his same conscious control about emotions and exercise of power, inside and outside the plot dimension. Among the characters, and between authors and public. The first part considers the vocal habitus; the power relations, the “right” and the “censured” emotions; the degree of opening or closing of a communication. In the protagonist-speaker (with his credibility, his ethos) and in the main characters involved in speeches with a symbolic significance, in affection context (partners and parental relationships) and authority context (sovereign-subjects). The second part analyses the role of voice-sound towards the other elements of persuasion: pathos and logos, and especially the problems prompted by the protagonists as orators in their performances in the main point of the text (exordium, end, speeches where the character fights for his destiny). This research pays attention to the Actio, and to the “decorum-prepon”, to their effects on the characters inside the plot, and outside of it. So, the significance given to the resonant words can emerge, a paradoxical form of written orality, or “oralized” writing in XIX century society

Abstract:

Before Spain encountered the Americas, it first encountered the sea. This dissertation explores the roots of that encounter by examining perceptions of the sea in late medieval Castile-Leon reflected in art, literature, and law. It analyzes the changing attitudes of the Castilians towards the sea through an examination of its perceived place in their world, underscoring the complexity of Castilian attitudes toward the dangers and opportunities presented by the marine environment. Conceptual separation and union serve as the two foundational concepts employed for the analysis of evidence from each of the three genres under examination. Each genre highlights in various ways either the strong contrast drawn between land and sea or their seeming union conceptually. These complexities are manifest in a broad variety of sources, from collections of miracle tales to fifteenth century romances. Analysis of legal distinctions between land and sea reveal significant differences in perception regarding the nature of each environment and the rights and responsibilities of Castilians acting in either. Findings include that artistic sources reveal that a fearful attitude toward the sea accentuated by helplessness before its power dominated thirteenth century imagery, contrasting with the greater unity of land and sea reflected in miniatures from fifteenth century sources. A similar pattern of separation and union emerges in the literary evidence, where fear of the loss of agency when traveling at sea in early sources gives way to fifteenth century examples that praise its value. A comparison of the laws contained in the Siete Partidas with the late medieval records of the Cortes of Castile-Leon reveals that while the Castilian monarchs tended to consider the sea as firmly outside of their realm throughout the majority of the period of this study, strategic necessity led to an inexorable growth in the importance of the sea in the affairs of the kingdom generally. Together, the evidence supports the conclusion that by the mid-fourteenth century the view of the sea as other, typical of all early Castilian sources, gave way to a fifteenth century perspective that welcomed it in many respects, laying the foundation for the development of a great maritime empire.

Abstract:
The aim of this thesis is to analyse the construction of a historical event in late medieval chronicles, in a way that increases our understanding of the mechanisms behind historiography. The analysis is based on how the coronation of Pope Clement V in 1305 and the accident which then took place, in which a wall crashed and killed a number of people, is depicted in a selection of 14th century chronicles, mainly from France. This event has been largely overlooked by previous research on Clement V and the Avignon Papacy, which has tended to emphasise its meaning as a bad omen for the pope. Through a close reading of the chronicles inspired by a comparative methodological approach and the theoretical framework of Suzanne Fleischman this thesis proves that the French chronicles do not give much actual support for the interpretation of the accident as a bad omen and that the event occurs in multiple versions, which can be explained by the chroniclers’ different attitudes towards the alliance between Pope Clement and King Philip the Fair of France. The different versions are dependent on the texts’ contrasting aims and uses of narratives and facts, and is ultimately defined by the communicative situation between writer and reader.

Abstract:
While much has been written on the Australian film and television industry, little has been presented by actual producers, filmmakers and technicians of their time and experiences within that same industry. Similarly, with historical documentaries, it has been academics rather than filmmakers who have led the debate. This thesis addresses this shortcoming and bridges the gap between practitioner experience and intellectual discussion, synthesising the debate and providing an important contribution from a filmmaker-academic, in its own way unique and insightful. The thesis is presented in two voices. First, my voice, the voice of memoir and recollected experience of my screen adventures over 38 years within the Australian industry, mainly producing historical documentaries for the ABC and the SBS. This is represented in italics. The second half and the alternate chapters provide the industry framework in which I worked with particular emphasis on documentaries and how this evolved and developed over a 40-year period, from 1970 to 2010. Within these two voices are three layers against which this history is reviewed and presented. Forming the base of the pyramid is the broad Australian film industry made up of feature films, documentary, television drama, animation and other types and styles of production. Above this is the genre documentary within this broad industry, and making up the small top tip of the pyramid, the sub-genre of historical documentary. These form the vertical structure within which industry issues are discussed. Threading through it are the duel determinants of production: ‘the market’ and ‘funding’. Underpinning the industry is the involvement of government, both state and federal, forming the three dimensional matrix for the thesis. For over 100 years the Australian film industry has depended on government support through subsidy, funding mechanisms, development assistance, broadcast policy and legislative provisions. This thesis aims to weave together these industry layers, binding them with the determinants of the market and funding, and immersing them beneath layers of government legislation and policy to present a new view of the Australian film industry.

Abstract:
This research regards universities as highly influential entities. Aside from producing and disseminating knowledge, one of the purposes of higher education is to contribute to the intellectual development of a society. In addition to this original purpose universities also have unique characteristics which, when recognised, can help them with designing new and creative approaches to marketing communication strategies. To identify these distinctive qualities, this study implemented an interpretive communication audit that focuses on the specifics and characteristics of international communication activities at Victoria University (VU). Specifically, this study set out three key research objectives: to identify specifics and characteristics of a university that can serve as a valuable source for designing new approaches to university marketing; to explore the creative potential of students to actively contribute to the development of university marketing and to test the viability of an interpretive communication audit within the university framework, while using the subjective insight and experience of a researcher. Emphasising the interpretive approach, this thesis analysed the interpretations of the University’s communication given by the international and domestic students of VU. In particular, focus groups and action groups, in which 29 VU students participated, served as specific methods for collecting these individual opinions and understandings. Following the philosophical and methodological practice of an interpretive communication audit, this thesis used students’ as well as the researcher’s own interpretations for developing creative feedforward that gives concrete recommendations on how to work with the University’s communication activities. The outcome of this mainly reveals how a university can benefit from cooperating with students on developing marketing strategies. Additionally, the last chapter of this thesis sets out specific ideas Victoria University can use for preparing new communication activities.

Abstract:
This thesis documents and highlights - within the context of other exclusionary practices - some of the spatial and architectural strategies deployed by the government and the privileged classes to exclude and evict homeless citizens from the spaces of the city. Although various spatial scales are incorporated into the argument - from the national to the municipal - this investigation focuses primarily on the Capital Region of British Columbia and the City of Victoria, where much of the statistical and empirical research has been gleaned. Through the implementation of regressive legislation, oppressive urban planning, and exclusionary architectural design, the visible and abject homeless body is systematically concealed, wrongfully prohibited, or violently evicted from private and public space. Indeed, not only are homeless citizens denied a fundamental right to a private space of secure, adequate, and affordable housing, they are also denied fundamental political and physical rights to the public spaces of the city.

Communication skills are essential to the practice of medicine, and are now included in most medical curricula. Training in communication skills requires an experiential approach to teaching and assessment that focuses on mastery of performance. Simulated patients were introduced to the Communication Skills course for third year medical students at The University of Melbourne in 1995. This thesis describes the evaluation from the first two years of their use, and is set within the body of literature regarding this innovative educational method. The fundamental research question was: Did the introduction of simulated patients represent an improvement and enrichment in the teaching of communication skills to third year medical students? Cooper, David Edward. "An unequal coexistence: From 'station blacks' to 'Aboriginal custodians' in the Victoria River District of Northern Australia." Phd thesis, 2000. http://hdl.handle.net/1885/9513.

Full text
Abstract:
The thesis addresses the broader theme of coexistence between black and white Australians through an extended case study of the mediation of overlapping Aboriginal ‘heritage’ interests in land with the interests of non-Indigenous landowners and land managers in the Victoria River District of the Northern Territory (the ‘VRD’). The thesis shows that while an historical perspective reveals marked changes in many of the outward manifestations of intercultural relations (for example, changes in white categorisations of Aboriginal people from ‘station blacks’ to ‘Aboriginal custodians’, and changes in the conduct of relations from violent to non-violent behaviours), the overall tenor of relations has changed little. The VRD community remains ‘racially’ segregated, characterised by separate cultural domains, poor intercultural communication and entrenched Aboriginal marginality and socio-economic disadvantage. The thesis shows how recognition of Aboriginal heritage interests in land is largely determined by the parameters of this pattern of relations, which are analysed in the thesis through the themes of power, cultural difference and strategic action. The thesis also examines the Western paradigm of heritage, from its conceptual origins to the structures and processes which have subsequently been developed in Indigenous heritage policy, including heritage protection legislation and processes of consultation. The integration of heritage protection with development approvals processes has created many difficulties for Aboriginal communities in the VRD, whose heritage interests are often placed in opposition to the economic interests of the wider Australian community. The thesis endorses a coexistence approach to mediating Indigenous heritage interests with the interests and needs of non-Indigenous land owners and land managers. This must include effective statutory protection of Indigenous heritage interests together with mechanisms and resources to promote and negotiate voluntary agreements between Indigenous and non-Indigenous stakeholders.

Gunasekera, Srilal. "Design and Development of Protection, Control and SCADA of Model Zone Substation Laboratory Based on The IEC61850 Communication Standard." Thesis, 2017. https://vuir.vu.edu.au/40051/.

Full text
Abstract:
Introduction of IEC61850 standard for substation automation has envisaged higher efficiencies and reliability in operation of energy management systems (EMS). However, despite its benefits, utility companies are hesitant to adopt and integrate IEC61850 standard because of lack of knowledge and skills among engineers in power supply industry. Under this circumstance Victoria University has been a pioneer to model Victoria University Zone Substation Automation System based on IEC61850 standard which can be a test bench and training facility for people from industry and students in academic. Basically, the focus of this research project is concerned with the design and implementation of a model zone substation automation laboratory based on IEC61850. To simulate a real-world scenario, the model zone substation primary system is designed to match the exact requirements and arrangements as exists in Melbourne-Victoria grid terminal zone substations. Therefore, the Victoria University model Substation Automations Systems (SAS) also included two sub-transmission lines, two distribution transformers, bus couplers and feeders and their protection, control, measuring ang monitoring systems. For this SAS arrangements there are eight protection and control panels have been included to match the real-world scenario. Therefore, protection and control segregation have been designed for Main Protection (X - Protection) using ABB relays and Backup Protection (Y-Protection) using GE relays, and Communication switches, RTU and SCADA also from different venders like ABB, SIEMENS and other, and all of them compatible with the IEC61850 standard. For the designing purpose two stages have been defined; station bus level which includes configuration and communication between Protective Relays from ABB & GE, and stage two is process bus level including IEDs, CBs and Merging Units for sample values (SVs) Measurements. Through this project, interoperability facilities are inherent in IEC61850 communication standard are utilized to communicate and share substation events and reports among protection relays from different manufacturers such as ABB and GE and other. To implement this fundamental aspect of IEC61850 the overall communication system is connected to Ruggedcom switches and configured according to IEC61850 standards, using proprietary software packages and a system configuration (SCL). In fact, the main idea for development of Victoria zone substation laboratory is to provide power engineering students, and industries like utilities for hands on experience such as how to perform tests in IEC61850 functions using various software tools from different manufacturers. The main work for this research project was to identify the current industry requirements for SAS and design and develop a simulation system for the use of academic back ground. Therefore, to fulfil this task successfully my background as SAS design engineer work experiences contributed to a greater extent to design and implementation process of this research project. Moreover, with the extension of the IEC61850 from substation automation level to cover distribution & transmission automation for IEC61850- 9-2 LE. In short, Victoria University’s model zone substation laboratory can be utilized for R&D purposes customizing for any research studies based on IEC61850 communication standard, and given the capabilities offered by IEC61850 standard and limited implementation at substation level, development of a test bench for further utilization of IEC61850 in Power System Automation level is appreciable.

Austen, Tyrone. "A homelessness report card for Victoria, British Columbia: establishing the process and baseline measures to enable annual homelessness reporting." Thesis, 2010. http://hdl.handle.net/1828/2940.

Full text
Abstract:
Systems-level homelessness report cards are an intricate part of managing and resolving homelessness within a community. Homelessness report cards can be used to both educate communities around the complexities of homelessness and capture pertinent data required to formulate evidence-based strategies towards ending (rather than managing) homelessness. The process of developing and implementing homelessness report cards can be fraught with challenges relating to: limited resources; fragmented information; and political roadblocks. To help reduce the potential of these roadblocks, a system-level Homelessness Outcome Reporting Normative framework (the “HORN Framework”) was developed. The HORN Framework is based on a literature review and synthesis of the best-practice, systems-level homelessness report card development and implementation methods. The framework was then tested in a case study with the Greater Victoria Coalition to End Homelessness (GVCEH), through the creation of their 2010 Greater Victoria Homelessness Report Card. The framework and case study results are presented in this thesis.

Cook, Marie. "Australian stories of coffee in Melbourne and environs: a selective cultural history." Thesis, 2005. https://vuir.vu.edu.au/18154/.

Full text
Abstract:
It is difficult to locate the genesis of any subject of creative and critical inquiry. However, I consider I embarked on this MA research project because having a decent coffee was important to me, and I did not know why. I recall the precise moment I realised I was attaching special meaning to coffee. I was in a new cafe at Airey's Inlet, seaside town on the Great Ocean Road in Victoria, my home State, and I had ordered a cafe latte: The woman serving me was in her sixties and appeared to be out of her depth; she was most likely helping her daughter set up the cafe and trying to be useful. I imagined she lived on one of the surrounding farms - she reminded me of my mother. Her hands had probably made a thousand morning teas for shearers with big pots of tea, the best china for the jug of milk and tea cups, and big baskets of scones with cream and jam. But using an espresso machine had baffled her. I, on the other hand, no longer wanted the life of tea and demanded a decent coffee (Cook, 2005:15). At that moment I realised there were a number of reasons for me wanting that coffee to be 'decent'. They related to my growing up in the country and wanting to live in the city, to my experience of cafe life in Europe, and finally to personal rebellion - against certain conservatism of the 1970s in Australia, and ultimately against a colonial English custom of tea. This project is located in food and social history and focuses particularly on the introduction of espresso coffee to Melbourne in the 1950s and '60s, as in my view the Italian cafes of that period had the greatest influence upon present cafe culture. However, this project is not pure social or food history, as it synthesises my own personal experience, and that of my interviewees, with archival, scholarly and more journalistic/literary research, and with a particular approach to the writing of non-fiction narrative, known as 'creative non-fiction'. The final thesis can be seen therefore as a fusion of qualitative and scholarly research, with memoir and oral history - or, in summary, as what I have termed a 'selective cultural history'.

Kneebush, Trent. "Hi-tech place, Melbourne : technology precincts and the development of high technology industry in metropolitan Melbourne." Thesis, 1994. https://vuir.vu.edu.au/17933/.

Full text
Abstract:
In essence, the following thesis examines the development of high technology industry (HTI) in metropolitan Melbourne. The thesis focuses on an assessment of the Victorian Government's spatially-focussed HTI development policy known as the 'Technology Precincts Policy" (TPP) which was adopted in 1988. Under this policy, five technology precincts have been established in Melbourne to encourage the development of HTI. Two main approaches were employed to evaluate the TPP, namely, a review of relevant literature and an analysis of unpublished data obtained from and produced by the ABS specifically for this thesis. The primary analysis involved determining the geographical orientation and locational preferences of HTI in Melbourne compared to the location of the five designated technology precincts. From the findings of the two research approaches, it is concluded that the TPP is not relevant, accurate or successful policy in terms of the development of HTI in Melbourne. This is primarily because the policy is too spatially-focussed and the designated technology precincts do not reflect the actual factors that influence the location and development of HTI in Melbourne. Given the thesis findings, an alternative HTI development policy for Melbourne is recommended. The recommended policy focuses on the Melbourne metropolitan area as a whole and would involve a range of integrated and co-ordinated State Government initiatives and measures. Its goal would be an economic and urban environment in Melbourne which encourages innovation and HTI development throughout the metropolis, rather than seek a specific outcome in a particular spatial order.

Glanville, Louise. "Women going places : women and transport in a competitive environment." Thesis, 1996. https://vuir.vu.edu.au/17935/.

Full text
Abstract:
The place of women in transport planning and development has been marginal if not invisible. This has resulted in a lack of recognition of their needs and of the distributional impacts that current transport policy and directions have on women. It has also led to limited attention being paid to women and women's experiences in their use of both cars and public transport: their travel patterns and mobility issues remain largely unexplored. In addition, the current policy environment of privatisation and competition in the transport arena contributes to the exacerbation of women's disadvantaged status, and does little to encourage gender sensitivity in transport policies and practice. The thesis explores these issues with particular reference to the travel experiences of fifteen different w o m e n living in various parts of Melbourne and Victoria. It also uses material collected from a number of transport policy makers and service providers to ascertain the dimensions of the new competitive environment.

O'Halloran, Michael. "Working conditions of Vietnamese-Australian people with limited English language skills." Thesis, 1999. https://vuir.vu.edu.au/32976/.

Full text
Abstract:
This dissertation examines a number of aspects of the Vietnamese-Australian community and traces their progress from the mid-1970s when the bulk of these migrants were refugees. The rates of unemployment over the past two decades for this group are the focus of much research and the results of this research are discussed at length. Similarly, the types of employment that these people entered are studied in depth by eminent researchers, and these results are also discussed. The main focus of this study, however, concerns the working conditions of members of the Vietnamese-Australian community who are not very proficient in the English language. A number of these people were interviewed for this project and produced some very important data. The interviewees talked of their working conditions, which included their rates of pay, and the entitlements that they should legally receive, but do not. There are a perceived number of reasons for the plight of these workers, and the people who endure such pay and conditions discuss these reasons.
