The ability to successfully innovate on a sustained basis is critical in today�s �hyper-competitive� environment characterised by increasingly rapid technological change and shortening product life cycles, and where competitors quickly imitate sources of competitive advantage. At the same time, organisations find managing innovation difficult; both larger firms who fight to avoid being outplayed by smaller, more nimble competitors, and smaller firms struggling to compete against the resources and reach of larger, global competitors.
This research develops an assessment instrument designed to assist organisations to improve their ability to innovate. An inductive, case-based methodology is adopted utilising action research techniques to develop the Innovation Capability Assessment instrument. The starting point of the research was an extensive analysis of the corporate entrepreneurship and innovation literature. The literature provided a basis for understanding what question areas might need to be included in such an instrument and led to the development of an initial theoretical framework and a preliminary assessment instrument.
The preliminary assessment instrument was further developed and refined via five exploratory case studies. Three subsequent confirmatory case studies were used to validate the instrument�s effectiveness. The case studies were carried out at Australian organisations operating within a variety of industries and of varying sizes, all of whom were looking to improve their innovation performance. Data was collected through interviews with key members of each organisation and through assessment and action planning workshops involving participants from a cross-section of each organisation. The case studies led to additional assessment questions being added to the instrument, and the rationalisation of others.
This research identifies the enablers of organisational innovation and finds that these are common to all the case organisations involved in the fieldwork. The innovation enablers form the basis of the Innovation Capability Assessment instrument that measures innovation performance against 21 questions within three key assessment areas: strategic management of innovation, the internal environment, and a series of innovation competencies. The relative importance of each innovation enabler to the organisation is also assessed.
The Innovation Capability Assessment instrument is shown to be very relevant across a variety of organisation types and sizes. In addition, it is useful for an organisation to identify and prioritise weaknesses, and develop actions for improving their innovation capability.

There have been a limited number of studies carried out on employee workplace identity. There have been many studies carried out on organizational change; however, they have been carried out mostly from an instrumentalist perspective where the topic of organizational change has been treated in isolation from other aspects of organization. The question of how a relationship exists between employee workplace identity and organizational change has been left unanswered. This thesis applies narrative theory as a conceptual bridge across identity and change. By considering how employees derive a sense of workplace identity from the workplace narratives, and organizational change as the destruction of existing workplace narratives and adoption of new workplace narratives, it is possible to gain new understandings of these concepts. A theory is developed which explains how narrative theory creates a relationship between identity and change. This new theory is further developed to explain how narrative theory creates a relationship between organizational identity, culture, leadership, conflict, and change. The new extended theory is applied to a narrative presentation of empirical data, which offers a powerful explanatory lens for understanding the relationship between these chosen aspects of organization.

This research regards universities as highly influential entities. Aside from producing and disseminating knowledge, one of the purposes of higher education is to contribute to the intellectual development of a society. In addition to this original purpose universities also have unique characteristics which, when recognised, can help them with designing new and creative approaches to marketing communication strategies. To identify these distinctive qualities, this study implemented an interpretive communication audit that focuses on the specifics and characteristics of international communication activities at Victoria University (VU).
Specifically, this study set out three key research objectives: to identify specifics and characteristics of a university that can serve as a valuable source for designing new approaches to university marketing; to explore the creative potential of students to actively contribute to the development of university marketing and to test the viability of an interpretive communication audit within the university framework, while using the subjective insight and experience of a researcher.
Emphasising the interpretive approach, this thesis analysed the interpretations of the University’s communication given by the international and domestic students of VU. In particular, focus groups and action groups, in which 29 VU students participated, served as specific methods for collecting these individual opinions and understandings. Following the philosophical and methodological practice of an interpretive communication audit, this thesis used students’ as well as the researcher’s own interpretations for developing creative feedforward that gives concrete recommendations on how to work with the University’s communication activities. The outcome of this mainly reveals how a university can benefit from cooperating with students on developing marketing strategies. Additionally, the last chapter of this thesis sets out specific ideas Victoria University can use for preparing new communication activities.

In essence, the following thesis examines the development of high technology industry
(HTI) in metropolitan Melbourne. The thesis focuses on an assessment of the Victorian
Government's spatially-focussed HTI development policy known as the 'Technology
Precincts Policy" (TPP) which was adopted in 1988. Under this policy, five technology
precincts have been established in Melbourne to encourage the development of HTI.
Two main approaches were employed to evaluate the TPP, namely, a review of relevant
literature and an analysis of unpublished data obtained from and produced by the ABS
specifically for this thesis. The primary analysis involved determining the geographical
orientation and locational preferences of HTI in Melbourne compared to the location of the
five designated technology precincts.
From the findings of the two research approaches, it is concluded that the TPP is not relevant, accurate or successful policy in terms of the development of HTI in Melbourne.
This is primarily because the policy is too spatially-focussed and the designated
technology precincts do not reflect the actual factors that influence the location and
development of HTI in Melbourne.
Given the thesis findings, an alternative HTI development policy for Melbourne is
recommended. The recommended policy focuses on the Melbourne metropolitan area as
a whole and would involve a range of integrated and co-ordinated State Government
initiatives and measures. Its goal would be an economic and urban environment in
Melbourne which encourages innovation and HTI development throughout the metropolis,
rather than seek a specific outcome in a particular spatial order.

It is difficult to locate the genesis of any subject of creative and critical inquiry.
However, I consider I embarked on this MA research project because having a decent
coffee was important to me, and I did not know why. I recall the precise moment I
realised I was attaching special meaning to coffee. I was in a new cafe at Airey's Inlet, seaside town on the Great Ocean Road in Victoria, my home State, and I had ordered a
cafe latte:
The woman serving me was in her sixties and appeared to be out of her depth;
she was most likely helping her daughter set up the cafe and trying to be useful.
I imagined she lived on one of the surrounding farms - she reminded me of my
mother. Her hands had probably made a thousand morning teas for shearers
with big pots of tea, the best china for the jug of milk and tea cups, and big
baskets of scones with cream and jam. But using an espresso machine had
baffled her. I, on the other hand, no longer wanted the life of tea and demanded a
decent coffee (Cook, 2005:15).
At that moment I realised there were a number of reasons for me wanting that coffee to
be 'decent'. They related to my growing up in the country and wanting to live in the
city, to my experience of cafe life in Europe, and finally to personal rebellion - against certain conservatism of the 1970s in Australia, and ultimately against a colonial English
custom of tea.
This project is located in food and social history and focuses particularly on the
introduction of espresso coffee to Melbourne in the 1950s and '60s, as in my view the
Italian cafes of that period had the greatest influence upon present cafe culture.
However, this project is not pure social or food history, as it synthesises my own
personal experience, and that of my interviewees, with archival, scholarly and more
journalistic/literary research, and with a particular approach to the writing of non-fiction
narrative, known as 'creative non-fiction'. The final thesis can be seen therefore as a
fusion of qualitative and scholarly research, with memoir and oral history - or, in
summary, as what I have termed a 'selective cultural history'.

Communication skills are essential to the practice of medicine, and are now included in most medical curricula. Training in communication skills requires an experiential approach to teaching and assessment that focuses on mastery of performance. Simulated patients were introduced to the Communication Skills course for third year medical students at The University of Melbourne in 1995. This thesis describes the evaluation from the first two years of their use, and is set within the body of literature regarding this innovative educational method. The fundamental research question was: Did the introduction of simulated patients represent an improvement and enrichment in the teaching of communication skills to third year medical students? Small businesses represent by far the largest proportion of business entities within Australian business, and as such represent a vital component of the country’s economic structure (ABS, 2016). There has been a significant increase in the Australian population due to immigration from a range of countries. In fact, Australia is now very diverse, with migrants arriving from more than 200 countries across the world. There are approximately 5.3% of all small businesses that are run by Vietnamese entrepreneurs in Australia (ABS, 2016). It is clear from this figure that Vietnamese small businesses make up a significant proportion of this sector in Australia. This thesis examines the dynamics of Vietnamese migrants in small business in Victoria. The consideration of environmental and personal factors in understanding Vietnamese migrant business start-ups, survival and Ethnic Entrepreneurship theories has been the focus of discussion for this study. Firstly, there is a general consensus of what contributing environmental and personal factors influence the Vietnamese migrant in business start-up. Secondly, the thesis looks at how these factors are associated with the Ethnic Entrepreneurship theories identified in the literature. Lastly, the work identifies what factors have contributed to the Vietnamese migrant in sustaining their small business.

Dead Cars in Westall is a collection of interlocking narratives, examining the
everyday practices of multicultural migrancy, postcolonial sexuality and commodity
culture in the cosmopolitan global/local nexus of Melbourne. These narratives are
supported by postmodern and poststructuralist theoretical underpinnings pertaining to
gender, sexuality, class, race/ethnicity and popular culture. Utilizing a bricolage of
qualitative methodology, the stories are autoethnographic and automobilic and
describe mobile subject positions, which traverse time and space. The 'dead car way'
of resistance, influenced by Chela Sandoval's Methodology of the Oppressed and
explicated throughout the text, produces a third space of cultural possibility, that of
the Uiminal' or the space in-between, whereby the subject is constantly in flux.

The place of women in transport planning and development has been marginal if not
invisible. This has resulted in a lack of recognition of their needs and of the distributional
impacts that current transport policy and directions have on women. It has also led to limited
attention being paid to women and women's experiences in their use of both cars and public
transport: their travel patterns and mobility issues remain largely unexplored. In addition,
the current policy environment of privatisation and competition in the transport arena
contributes to the exacerbation of women's disadvantaged status, and does little to
encourage gender sensitivity in transport policies and practice.
The thesis explores these issues with particular reference to the travel experiences of fifteen
different w o m e n living in various parts of Melbourne and Victoria. It also uses material
collected from a number of transport policy makers and service providers to ascertain the
dimensions of the new competitive environment.

The Metropolitan Fire Brigade (MFB) Melbourne, is at the crossroads. Change is
sweeping the economic and political environment within which international fire
services operate. The MFB is not insulated from this change. Unless alternative
productivity strategies can be achieved, the emergency response sector of the Brigade
will suffer the same fate as the corporate sector of the MFB and other statutory
authorities. Downsizing within this sector has been occurring in response to the above
conditions over the past four years.
This study investigates the impact of change upon public safety agencies in general,
then compares data gathered on the MFB against this to:
• Identify the level of organisational commitment that currently exists;
• Develop an understanding of the impact of downsizing upon public sector
employees.
This study reviews the body of literature concerned with culture and change,
downsizing and outsourcing and examines and builds upon the framework of previous
research, particularly in the area of downsizing and its impact upon survivors.
The study was designed as a one shot correlational study. A questionnaire was designed
and administered to the population. Responses were analysed and discussed in context
with the referenced literature.
This study extends previous research in that it compares those findings with current
findings. Low morale, job insecurity, poor communication and negativity have been
identified as consistent with that of previous research (Brockner 1992; Brockner, Grover
and Blonder 1988; Cascio 1993). In other areas the findings vary from previous
research, in that organisational commitment remains high, contrary to the literature.

Macroeconomic competition between regions and countries has intensified dramatically
in recent years, and as a result, selection of a favourable location and organisation of a
logistics node plays an important role in determining a region’s ability to participate in
emergent globalisation opportunities. Global connectivity of an area and its related
industries, together with their ability to retain and further develop a ‘competitive
advantage’, requires a significant review of the way in which a region interfaces with
the rest of the world.
The Logistics City-Cluster concept, which is one of the latest manifestations of a
logistics node, is believed to be a suitable strategy to address these changes.
However, whilst the Logistics City-Cluster is accepted by industry as a viable and
unique concept, the nature of composition, characteristics and impact is still
fragmented and very limited. The continued growth of this new strategy has made it
imperative to develop a coherent knowledge base, ensuring future orderly
development. Hence, this research was twofold: first, it sought to contribute to the
theoretical knowledge of the common enabling elements of a Logistics City-Cluster and
of their core influential factors; and secondly to explore the underlying assumptions that
sustainable regional growth can be provided by such a concept.

The research aims to provide an understanding of local governance in an outer metropolitan area of Melbourne. Through the examination of the policy framework that
has established and maintained community governance in Victoria by the State Government from the period of local government amalgamations in 1994 to the present day and the use of a case study, Hume City Council, the thesis has descriptive and analytical elements drawing on empirical inquiry using case study methodology. The case study method has been chosen because it is most suitable for discovering how the community participants perceive their level of governance and their desires for future governance structures.
Since the dramatic reforms of local government in Victoria, there have only been two governance reviews; at Hume City Council in 2000 and at Delatite Shire in 2002. In
addition, minor boundary realignments were made to the Cities of Melbourne and Moonee Valley in 2007. These are the only attempts at a review of the structure of local
Understanding Outer-Urban Governance: A case study of local
government in Victoria since the Kennett Government reforms. This thesis reaches the conclusion that the concept of wicked problems is applicable to the management of the case study and other complex problems created as a result of amalgamation. The wicked problem context of this thesis cites decision making as the major focus. Through
decisions about authority, governance, identity and community consultation the key concept of trust is questioned which has led to the inherent unsatisfactory resolution of the selected local government wicked problems.

This dissertation examines a number of aspects of the Vietnamese-Australian community
and traces their progress from the mid-1970s when the bulk of these migrants were
refugees. The rates of unemployment over the past two decades for this group are the
focus of much research and the results of this research are discussed at length. Similarly,
the types of employment that these people entered are studied in depth by eminent
researchers, and these results are also discussed.
The main focus of this study, however, concerns the working conditions of members of
the Vietnamese-Australian community who are not very proficient in the English
language. A number of these people were interviewed for this project and produced some
very important data. The interviewees talked of their working conditions, which included
their rates of pay, and the entitlements that they should legally receive, but do not. There
are a perceived number of reasons for the plight of these workers, and the people who
endure such pay and conditions discuss these reasons.

This thesis investigates different styles of government which accord different
opportunities for participation of 'power to the people'. An understanding of
democratic theory is thus essential as perspectives on democracy illustrate numerous
styles of democratic practice and opportunities for citizen involvement. While an
object of this theses is to locate styles of democracy used by modern liberal
governments, the focus of the research explores the exercise of responsible
citizenship. Democratic behavioural techniques of the citizen are carefully examined
both in theory and practice. The case being made is that citizens, accustomed to a
participatory style of democratic government, have been trained in the 'arts of
participation' to act as a caretaker of both their lives and environment. With a shift in
the style of government towards an elitist democratic approach, practised by the
Kennett Government, the responsible citizen, as caretaker, is excluded from
government decision-making processes. In response to the closing off of participatory
mechanisms in favour of the elitist style of government, the responsible citizen, is
turned into a person engaging in acts of civil disobedience in order to maintain his or
her vigilance over the lives and environment of his or her community.

This study investigated the phenomenon of government electronic and mobile service delivery including mobile government service mechanisms. It is an area of management and information systems yet to be fully developed in many parts of the world with considerable variation in success and experience.
The study concentrates on a gap in knowledge relating to the significant areas of influence which inhibit or promote successful government electronic and mobile service delivery and therefore the overall success of government projects and initiatives. In addressing the knowledge gap, this study delivers a success factors model which identifies, and categorises those significant areas and factors which directly impact on the success of government service delivery initiatives.
It achieves the success factors model in five phases. An extensive review of contemporary literature in the area, the proposing of an initial model of government electronic and unified mobile service delivery as derived from the literature review. An in-depth case study of the Victorian government’s experience and minor case studies of Finland and Singapore relevant to the topic, and independent comment from the World Bank. A verification of the model from the data collected; an analysis of the data and conclusions of the study.
Results from this study indicated there are six major areas of significance in the successful delivery of government services by electronic and mobile media. Within these six areas of significance there are domains of influence with success factors and inhibitors to the successful service delivery using these forms of technology. Also it identifies the relationships between success factors, inhibitors and areas of significance, which affect the overall success of projects and initiatives.
Recommendations for further research in this field include: change management of government technology environments, education for mobile-government users; redefining information silos within government to delivery unified mobile government and securing government service delivery by delivery platform.
