Abstract:
Purpose – The purpose of this paper is to explore the foundation and development of public relations education (PRE) in Australia between 1950 and 1975. Design/methodology/approach – This paper utilises Australian-held primary and official industry association material to present a detailed and revisionist history of PR education in Australia in its foundation decades. Findings – This paper, which locates Australia's first PRE initiatives in Sydney, Melbourne and Adelaide in the 1960s, contests the only published account of PR education history by Potts (1976). The orthodox account, which has been repeated uncritically by later writers, overlooks earlier initiatives, such as the Melbourne-based Public Relations Institute of Australia, whose persistence resulted in Australia's first PR course at Royal Melbourne Institute of Technology in 1964. So too, educational initiatives in Adelaide and Sydney pre-date the traditional historiography. Originality/value – A detailed literature review suggests this paper represents the only journal-length piece on the history of PRE in Australia. It is also the first examination of relationships between industry, professional institutes, and educational authorities.

Thorough consultation and informed consent are required for any work on Aboriginal-owned land in Australia. Consultations for feral camel (Camelus dromedarius) management under the Australian Feral Camel Management Project across the Northern Territory, Western Australia and South Australia were conducted across a vast area, spanning a diversity of cultures and landscape types. Aboriginal organisations from these jurisdictions developed consultative processes that supported Aboriginal communities in making informed decisions on any removal of camels from their country. This article describes the communication techniques used to depict the feral camel issues and opportunities to Aboriginal communities at the local and landscape scale. The decisions that communities arrived at were varied, but consistently focussed on feral camel removal. Their decisions have led to broad-scale feral camel removal under the Australian Feral Camel Management Project, and beyond.

Abstract:
Feral camels occur over almost 3.3 million km2 of the Australian rangelands, including parts of the Northern Territory, Queensland, South Australia and Western Australia. Within this range, pastoral land encompasses an area of 1.39 million km2 (1189 properties). The pastoral industry was identified as one of the key stakeholder groups to work with under the Australian Feral Camel Management Project. The impacts of feral camels fall into three main categories: economic, environmental and social/cultural. It should be noted that not all pastoralists were impacted by feral camels. Under the Australian Feral Camel Management Project, multiple approaches were used to engage the pastoral industry through their involvement in developing partnerships, operational planning, implementation and communication. Critical to the success of the project was the commitment to effectively consult with landholders, build partnerships, respect landholder values, establish effective project governance and adopt a flexible management approach.

Abstract:
The Physician Asthma Care Education (PACE) program significantly improved asthma prescribing and communication behaviours of primary care paediatricians in the USA. We tested the feasibility and acceptability of a modified PACE program with Australian general practitioners (GP) and measured its impact on self-reported consulting behaviours in a pilot study. Recruitment took place through a local GP division. Twenty-five GP completed two PACE Australia workshops, which incorporated paediatric asthma management consistent with Australian asthma guidelines and focussed on effective communication strategies. Program feasibility, usefulness and perceived benefit were measured by questionnaires before the workshop and 1 month later, and an evaluation questionnaire after each workshop. GP were universally enthusiastic and supportive of the workshops. The most useful elements they reported were communication skills, case studies, device demonstrations and the toolkit provided. GP self reports of the perceived helpfulness of the key communication strategies and their confidence in their application and reported frequency of use increased significantly after the workshops. The PACE program shows promise in improving the way in which Australian GP manage asthma consultations, particularly with regard to doctor–patient communication. The impact of the modified PACE Australia program on the processes and outcomes of GP care of children with asthma is now being measured in a randomised controlled trial.

Purpose – The aim of this paper is to report on an exploratory, qualitative study of how small and medium enterprises (SMEs) describe their firm’s relationships with or impact on stakeholders when communicating corporate social responsibility (CSR) on their websites. Design/methodology/approach – Qualitative content analysis was conducted on 22 Australian SME websites from the information media and telecommunications sector. Stakeholder theory was used as the basis for analysis. Findings – An important aspect of CSR communication is reporting the firm’s relationships with stakeholders such as society/communities, ecological environment, employees, customers and suppliers. This paper provides insights into how these relationships are manifested in SME website communications. For example, three-way relationships between the firm and stakeholders were described on some websites, but few explained the impact of their CSR on stakeholders. Research limitations/implications – This study concentrated on identifying the CSR communication on websites from one industry sector in Australia. These limitations provide the basis for future research to explore and compare CSR communication on websites by SMEs from other industry sectors and countries. Practical implications – The findings offer SME owner-managers ideas on different ways they can incorporate details of stakeholder relationships in CSR website communications. Originality/value – There has been little research on how SMEs use channels such as websites to communicate CSR. This paper addresses this gap in knowledge by providing insights into how SMEs describe stakeholder relationships in CSR website communications.

The Australian government's proposed public–private broadband partnership is the latest dramatisation of the constantly shifting roles of the private and public sectors in communications. Over the last century and a half, the sector has been a steady source of new institutional models around the world. This article examines the experience of Australia's main wireless company, AWA, as a private–public partnership for nearly 30 years. Reconstructed as a joint enterprise in 1922 to establish direct wireless telegraph services between Australia and Britain and North America, AWA remained co-owned by the Commonwealth and private shareholders until 1951. Several features of this experience seem relevant to the proposed national broadband partnership: the level of political support for the structure; the implications of changes in the use of wireless technology over the life of the investment; the management of market power; financial performance; and the duration of the arrangement.

The current problem of refugees cannot be handled with policies that address the root of the problem. The increasing number of refugees in the Southeast Asian region makes transit countries overwhelmed in dealing with this problem. On the other hand, as a refugee recipient country in the last ten years, Australia has had a strict policy in accepting refugees. Australia's approach to return refugee ships to a transit country is a controversial policy because Australia itself is a country that signed the 1951 convention on refugee status. On the other hand, the existence of refugees and asylum seekers has a significant impact on the local community's social changes, and the current refugee policy arrangement is still in the hands of UNHCR ( United Nations High Commissioner for Refugees) under the auspices of the United Nations. There has been no concrete communication to touch the root of the problem of refugees and asylum seekers. Through an enthusiastic approach and communication with community-based management between ASEAN countries and Australia, it is hoped that it can resolve human rights issues related to supervision to empower refugees in society to become citizens of a third country, in this case, Australia.

While there is increasing evidence that the strategic application of ICT in innovative ways can improve the effectiveness of health care delivery, we don?t often discuss the substantial changes to the way health care organisations operate that are required for best practice information management. In an upcoming issue, Australian Health Review is looking to publish feature articles, research papers, case studies and commentaries related to information management and information and communication technologies in health care. The Australian "Committing to Place" Research Project investigates the potential of outreach activities and educational programmes to increase community commitment to natural resource management. New communication technologies offer tools for enhancing participation — in terms of a deeper commitment from communities and participation of a wider range of groups — through their interactive qualities and capacity to link people in different places. The research project evaluates the piloting, by the National Museum of Australia, of several innovative outreach activities which use information and communication technologies specifically for community capacity building and developing platforms for change. With an understanding of evaluation as research to inform decision-making at all phases of project design, the Research Team is evaluating: (1) the effectiveness of each outreach activity in meeting stakeholder objectives, including community participants; (2) the potential each activity has to increase participation in the activity and other activities associated with cultural heritage or natural resources; and (3) progress towards "the higher purpose", that is, the potential for such activities to affect natural resource management outcomes in the long run. The research project is an Australian Research Council Linkage Grant involving the University of Tasmania, the National Museum of Australia, and the Murray–Darling Basin Commission.

Purpose – The purpose of this paper is to analyse an Australian commercial radio talkback show that deployed prank as a strategy to scoop royal news to entertain an Australian audience, often commodified for popularity ratings and sponsorship dollars. Design/methodology/approach – Using textual analysis, the study empirically examined the crisis that followed the 2Day FM’s prank call to the Duchess of Cambridge at King Edward VII Hospital, London. The paper engages with the media-made disaster from the lens of issue and crisis management interrogating social conversations and news stories across three countries, i.e., Australia, Britain and India. Findings – Findings reflect that the media, in this case, radio, far more than any other public entity, is subject to public scrutiny and has a moral obligation to practice with public interest at heart. Both news and social media played crucial roles in the escalation of the crisis that ignited a range of public issues. While social media narratives were abusive, condemning and life-threatening, news stories focused on legality, ethics and privacy. Practical implications – The prank broadcast invited news and social media attention and raised public concern over the ethics of Australian radio entertainment. Crises, whilst often damaging, contribute to the rethinking and rejuvenation of organisational and professional values and practices. Originality/value – This project is significant in that it is the first to use a radio talk show as a case to engage with issue and crisis management literature and interrogate radio practice in Australia. Further, the project identifies this crisis as media-made and develops an innovative crisis lifecycle model.

Purpose The purpose of this paper is to comparatively analyze how top corporations in New Zealand, Australia and the Global Fortune 500 group communicate about climate science. Design/methodology/approach A combination of keyword count and quantitative content analysis is used to develop a reliable set of indicators to measure corporate communication about climate science. Findings Just a few corporations mention or explicitly agree with scientific consensus on climate change and few report science-based targets. They report more frequently on societal risks of climate change, as well as business contribution and responsibility. New Zealand based corporations generally do poor reporting compared to Australian corporations, who do as well as the biggest corporations in the world. Research limitations/implications There is a further need for cross-country research and for more longitudinal analysis to understand how organizations communicate about scientific issues to its stakeholders. Practical implications This paper can inform communication managers about the need to pay attention to how their communication, individually and in comparison with their peers, is likely interpreted by the stakeholders. Managers may attend to scientific consensus messaging to gain stakeholder approval for ambitious business actions on climate change. Social implications Organizations are powerful social and economic drivers. Understanding how they interpret and communicate a scientific issue has implications for public and policy discourses and outcomes. Originality/value This is the first paper to comparatively identify common and contextual drivers of business communication of complex scientific issues. A reliable scale to measure climate science communication by corporations will be helpful for future researchers to replicate in other sectors.

Percy Rollo Brett OBE (11 November 1923 to 8 August 2022) was a highly respected head of the PMG/APO (later Telecom Australia/Telstra) Research Laboratories between 1964 and 1975. He was promoted to Head of Planning for Telecom Australia in July 1975, and then State Manager, Victoria for that organization in 1980–1983. Rollo’s achievements as Director of the Research Laboratories included building links with Australian universities to strengthen the Laboratories’ expertise in longer term research, and masterminding the Laboratories’ move from six different sites in central Melbourne to a single site, in purpose-designed buildings in Clayton, opposite Monash University’s main campus. In the early 1970s, he used the expertise he gained as Chairman of the Telecommunications and Electronics Standards Committee of the Standards Association of Australia to lead the Australian Post Office’s conversion of all its standards to metric. Upon retirement in 1983 he was awarded the OBE.

Background: Employer skill requirements of graduates are monitored by Graduate Careers Australia, but health services management (HSM) specific employability skills (ES) perceived by graduates to be important on the job and their perceptions of skills they need to improve are not well reported. Academics need this feedback to improve course employment outcomes by helping current students identify and articulate appropriatecompetencies to potential employers. Also teaching of industry requirements can help improve job matching for employers. Method: Recent graduates working in HSM in New South Wales, Australia were surveyed to rate ES for importance and rate their own skill levels on the same items. The gap between these two ratings was identified for 44 ES. Results: ES important to recent graduates in rank order were: verbal communication skills, integrity and ethical conduct, time management, teamwork, priority setting, ability to work independently, organisational skills, written communication, being flexible and open minded and networking. Highest self-ratings were found for integrity and ethical conduct, ability to work independently, being flexible and open minded, tertiary qualifications, interpersonal skills, written communication skills, time management, life-long learning, priority setting and administration skills. Generally graduates rated their skills lower than their ratings of importance. Conclusions: Recent graduates can provide valuable feedback to universities about ES required for HSM positions and identify their own skill gaps for development at work or through study. Generic skills rather than job-specific skills are what they rate as most important. Closer engagement of universities and employers is recommended especially through placements. Purpose – The purpose of this paper is to compare and contrast perceptions about the research-practice “gap” as it may apply within management accounting, from the perspective of professional accounting bodies in Australia and Germany. Design/methodology/approach – The findings reported in this paper is based on the collection and analysis of data from interviews with 19 senior representatives from four Australian Professional bodies and 14 representatives of German Professional accounting bodies. Findings – In Australia and Germany, there exist common as well as unique barriers preventing a more effective engagement of academic research with practice. Common to both countries is the perception that the communication of research represents a major barrier. In Australia, practitioner access to academic research is seen to be a principal obstacle; in Germany, the relevance of topics researched by academics is perceived to represent a significant barrier to academic research informing practice. Research limitations/implications – This paper directly engages with, and extends recent empirically based research into the extent to which academic research may “speak” to management accounting practice. It extricates both common and specific barriers contributing to the oft-quoted “research-practice gap” in management accounting, and points to the pivotal nature of an intermediary to act as a conduit between academics and practice. Originality/value – By investigating this issue in two quite different cultural, educational, academic and practice contexts, this paper provides much-needed empirical evidence about the nature, extent and pervasiveness of the perceived research-practice gap in management accounting, and provides a basis for further investigation of this important topic.

John Philip was struck by a car and killed on Saturday 26 June 1999 in Amsterdam where he was visiting the Centre for Mathematics and Information Science. He was a Fellow of the Royal Society, a Fellow of the Australian Academy of Science, a Fellow of the American Geophysical Union, a Foreign Member of the All-Union (later Russian) Academy of Agricultural Sciences, and only the second Australian Foreign Associate of the US National Academy of Engineering. He was the first non-American recipient of the Robert E. Horton Medal, the highest award for hydrology of the American Geophysical Union. In 1998 he was made an Officer of the Order of Australia for 'service to the science of hydrology, to scientific communication in promoting the interests of science for the community, and to Australian culture through architecture and literature'. This memoir discusses John Philip's character and his work as Australia's most distinguished environmental physicist. It explores his management of science and his role in the Australian Academy of Science as well as his poetry and his fascination with architecture.

Background and context: Lung cancer is estimated to be the fifth most commonly diagnosed cancer and leading cause of cancer death in Australia, representing 9.2% of all new cancer cases (n = 138,321) diagnosed and 18.9% of all cancer deaths (n = 48,586). The 5-year survival rate for those with lung cancer is 16%, compared with 68% for all cancers combined (between 2009 and 2013). Lung cancer is also the leading cause of cancer burden in Australia and patients affected by lung cancer may experience high levels of unmet need with associated psychological distress and decreased quality of life. Cancer Australia, Australia's national cancer control agency, developed the national Lung Cancer Framework: Principles for Best Practice Lung Cancer Care (Framework) to provide evidence-based, best practice information, strategies, tools and resources to support local adoption of the 5 principles for best practice management of lung cancer (principles): patient-centered care; multidisciplinary care; timely access to evidence-based care; coordination, communication and continuity of care; and data-driven improvements. Aim: The framework aims to improve the outcomes and experiences of people affected by lung cancer in Australia by supporting national uptake of the principles. Strategy/Tactics: Cancer Australia: • established a Lung Cancer Advisory Group to advise on strategies for national implementation of the framework and its principles • conducted a national lung cancer demonstration project, with advice from an Expert Steering Group, to demonstrate the delivery of lung cancer care according to the principles across a range of service delivery settings, and identify key factors contributing to ongoing delivery of best practice cancer care • completed systematic reviews for each principle to determine the effectiveness of the principles in improving lung cancer care processes and outcomes. Program/Policy process: To support national adoption of the framework and its principles, Cancer Australia: • developed a promotion and communication strategy for widespread national dissemination • convened a National Summit to bring together policy makers, clinical stakeholders and consumers to support local application of the principles, and drive optimal care for people affected by lung cancer • identified and communicated consumer, service, and system-level approaches to aid sustainable use of the principles. Outcomes: The evidence-based approach to the development of the framework and its principles identified ways to improve the healthcare system to achieve better outcomes for those affected by lung cancer in Australia. A coordinated approach to the delivery of the National Summit supported those involved in lung cancer care to share and adopt innovative and multilevel strategies for best practice care. What was learned: Embedding strategies to support implementation of the principles, responsive to local context, was key to enabling sustainable improvements in national lung cancer control.

Kangaroos are culturally significant to Aboriginal people but Aboriginal people are generally not involved in kangaroo management or in the kangaroo industry. Our research has provided the first opportunity for Aboriginal people in South Australia to present their perspectives on the commercial harvest of kangaroos. Research methods were qualitative, involving consultations with authoritative Aboriginal people about their perspectives, aspirations, and how they see their rights and interests in relation to the commercial harvest of kangaroos. We found diverse views on this topic from Aboriginal research participants. For some Aboriginal people, strict cultural protocols preclude any involvement in the commercial harvest, but for people from other regions where the cultural laws concerning kangaroos are quite different, there is interest in developing enterprises based on kangaroo harvest. Despite the diversity of views about commercial kangaroo harvest, Aboriginal people across South Australia highly value kangaroos, and want to be included in decision-making processes for kangaroo management. There is potential for appropriate engagement of Aboriginal people in kangaroo management through improved communication, greater understanding and respect for the diversity of Aboriginal perspectives and protocols regarding native wildlife.

John Philip was struck by a car and killed on Saturday 26 June 1999 in Amsterdam, where he was visiting the Centre for Mathematics and Information Science. He was a Fellow of the Royal Society, a Fellow of the Australian Academy of Science, a Fellow of the American Geophysical Union, a Foreign Member of the All–Union (later Russian) Academy of Agricultural Sciences, and only the second Australian Foreign Associate of the US National Academy of Engineering. He was the first non–American recipient of the Robert E. Horton Medal, the highest award for hydrology of the American Geophysical Union. In 1998 he was made an Officer of the Order of Australia for ‘service to the science of hydrology, to scientific communication in promoting the interests of science for the community, and to Australian culture through architecture and literature’.This memoir discusses John Philip's character and his work as Australia's most distinguished environmental physicist. It also explores his management of science as well as his poetry and his fascination with architecture.

The growth of Indian Information Technology (IT) sector has resulted in many Indian IT expatriates conducting projects at international client sites. Yet little is known about the sociocultural communication challenges these expatriates encounter. Adopting a qualitative, interpretive approach, semi-structured interviews were conducted with 47 Indian IT expatriates at client sites in Australia. The cultural validation and sociocultural competencies framework of the Excellence in Cultural Experiential Learning and Leadership Intercultural Skills Program was used to analyse expatriates’ workplace interactions. Respondents reported a lack of understanding of the ‘unwritten’ sociocultural communication rules in Australia. Communication differences contributed to their frustrations and dissatisfaction during expatriation. Insights into Indian IT expatriates’ experiences of negotiating communication competencies abroad can inform cross-cultural management scholarship and cross-cultural training. Making cultural norms explicit by embedding a cultural learning framework in cross-cultural training programs can contribute to productive, culturally diverse workplaces. The findings may provide fresh perspectives for organizations who prepare or receive expatriates, especially Indian professionals on assignment in Australia or other western countries.

The way each person communicates depends on culture; language, rules, and norms of each. Culture has the responsibility for all communicative behavior and meaning that everyone has. Communication difficulties faced by the individuals involved are caused by differences in their respective cultural expectations. Differences in cultural expectations can lead to fatal risks, one of which is a misunderstanding. In intermarried family life there will be a misunderstanding of intercultural communication, which involves all family members. This situation can lead to an agreement to recognize one culture that will dominate or develop another culture which is a fusion of the two cultures (third culture), or even both cultures can go together in one family. This study discusses family communication in mixed marriage couples between Indonesia and Australia. The research carried out is intended to find out and analyze the negotiation of self-identity in interactions, conflict management mediated by face and culture, family communication processes, inhibiting factors, and supporting family communication in mixed marriage couples between Indonesia and Australia. Using advanced negotiation theory and symbolic interaction theory. In this study, the authors used a descriptive qualitative method. The data collection techniques used are through observation, interviews, and documentation. Data obtained shows that Mindfulness: Acceptance of new cultures, in terms of language (using both languages), nature (Australia: Individualism-Indonesia: collectivism). Mindlessness: Stereotype, perspective, building tolerance, dealing with habits, opening up to accept a new culture.

The purpose of this article on the policy legacies from Australia’s early telecommunications history is not to present a counterfactual to Australia’s choice of public monopoly provision of early telecommunications services, but rather to indicate the extent that politics limited the private sector’s role in deploying early telegraph and telephone infrastructure in Australia. The article begins by outlining a theoretical framework for analysing government’s role in deploying new telecommunications technologies, before investigating some of the less familiar literature on the historical impact of government intervention on the private sector in the early Australian telegraph and telephone industries. It then discusses some of the political issues relating to the subsequent liberalisation of the telecommunications industry in Australia and concludes with a discussion of the historical legacies of government intervention on the private sector in the Australian telecommunications industry.

Purpose The purpose of this paper is to introduce and critique frameworks of communication in Australian bushfire management. Achieving bushfire preparedness is a complex process that centres on meaningful communication and relationships between fire emergency agencies and the residents at risk. However, the practice of bushfire communication in Australia might better be described as bricoleur-like, applying and adapting whatever is at hand from the broader media panoply, rather than involving a more deliberative and comprehensively planned approach to preparedness. Design/methodology/approach This paper builds on different frameworks of communication, beyond the traditional transmission and power models, to establish alternative ways in which communication may take place in bushfire preparedness. It is built from coupling theoretical and social science approaches to communication and through interviews and fieldwork in four states across Australia. The aggregation of these data became the basis to examine how communication was taking place among these constituents. Findings Communication as transmission still remains dominant from the perspective where expertise is marshaled among fire agency specialists and disseminated to the public. Communication as power highlights that the persistence of the transmission process can reinforce power dynamics, diminishing empowerment, participation and capacity-building for change by the community. Recognising the importance for understanding audiences, communication as marketing pays closer attention to attitudes to influence behaviour. Finally, communication as community elaborates the conversational aspects of knowledge flow, through social networks, bringing a particular focus to bear on the greater need for community agency. Originality/value The authors put forward these frameworks as ways to analyse, critique and propose different ways that communication can, and does, occur, resulting in different kinds of interaction and impact. The authors argue that an awareness of such frameworks is significant in assisting the communities and fire authorities in bushfire preparedness.

Some two billion people have been affected by the consequences of natural hazards over the last ten years, 95% of which were weather-related (such as floods and windstorms). Fires swept across large parts of California, and in Australia caused unprecedented destruction to lives, wildlife and bush. This picture is likely to become the new normal, and indeed may worsen if unchecked. The Intergovernmental Panel on Climate Change (IPCC) estimates that in some locations, disaster that once had a once-in-a-century frequency may become annual events by 2050.Disaster management needs to keep up. Good cooperation and coordination of crisis response operations are of critical importance to react rapidly and adequately to any crisis situation, while post-disaster recovery presents opportunities to build resilience towards reducing the scale of the next disaster. Technology to support crisis response has advanced greatly in the last few years. Systems for early warning, command and control and decision-making have been successfully implemented in many countries and regions all over the world. Efforts to improve humanitarian response, in particular in relation to combating disasters in rapidly urbanising cities, have also led to better approaches that grapple with complexity and uncertainty.The challenges however are daunting. Many aspects related to the efficient collection and integration of geo-information, applied semantics and situational awareness for disaster management are still open, while agencies, organisations and governmental authorities need to improve their practices for building better resilience.Gi4DM 2020 marked the 13th edition of the Geoinformation for Disaster Management series of conferences. The first conference was held in 2005 in the aftermath of the 2004 Indian Ocean earthquake and tsunami which claimed the lives of over 220,000 civilians. The 2019-20 Australian Bushfire Season saw some 18.6 million Ha of bushland burn, 5,900 buildings destroyed and nearly three billion vertebrates killed. Gi4DM 2020 then was held during Covid-19 pandemic, which took the lives of more than 1,150,000 people by the time of the conference. The pandemic affected the organisation of the conference, but the situation also provided the opportunity to address important global problems.The fundamental goal of the Gi4DM has always been to provide a forum where emergency responders, disaster managers, urban planners, stakeholders, researchers, data providers and system developers can discuss challenges, share experience, discuss new ideas and demonstrate technology. The 12 previous editions of Gi4DM conferences were held in Delft, the Netherlands (March 2005), Goa, India (September 2006), Toronto, Canada (May 2007), Harbin, China (August 2008), Prague, Czech Republic (January 2009), Torino, Italy (February 2010), Antalya, Turkey (May 2011), Enschede, the Netherlands (December, 2012), Hanoi, Vietnam (December 2013), Montpellier, France (2015), Istanbul, Turkey (2018) and Prague, Czech Republic (2019). Through the years Gi4DM has been organised in cooperation with different international bodies such as ISPRS, UNOOSA, ICA, ISCRAM, FIG, IAG, OGC and WFP and supported by national organisations.Gi4DM 2020 was held as part of Climate Change and Disaster Management: Technology and Resilience for a Troubled World. The event took place through the whole week of 30th of November to 4th of December, Sydney, Australia and included three events: Gi4DM 2020, NSW Surveying and Spatial Sciences Institute (NSW SSSI) annual meeting and Urban Resilience Asia Pacific 2 (URAP2).The event explored two interlinked aspects of disaster management in relation to climate change. The first was geo-information technologies and their application for work in crisis situations, as well as sensor and communication networks and their roles for improving situational awareness. The second aspect was resilience, and its role and purpose across the entire cycle of disaster management, from pre-disaster preparedness to post-disaster recovery including challenges and opportunities in relation to rapid urbanisation and the role of security in improved disaster management practices.This volume consists of 22 scientific papers. These were selected on the basis of double-blind review from among the 40 short papers submitted to the Gi4DM 2020 conference. Each paper was reviewed by two scientific reviewers. The authors of the papers were encouraged to revise, extend and adapt their papers to reflect the comments of the reviewers and fit the goals of this volume. The selected papers concentrate on monitoring and analysis of various aspects related to Covid-19 (4), emergency response (4), earthquakes (3), flood (2), forest fire, landslides, glaciers, drought, land cover change, crop management, surface temperature, address standardisation and education for disaster management. The presented methods range from remote sensing, LiDAR and photogrammetry on different platforms to GIS and Web-based technologies. Background: People with communication disability often struggle to convey their health information to multiple service providers and are at increased risk of adverse health outcomes related to the poor exchange of health information. Objective: The purpose of this article was to (a) review the literature informing future research on the Australian personally controlled electronic health record, ‘My Health Record’ (MyHR), specifically to include people with communication disability and their family members or service providers, and (b) to propose a range of suitable methodologies that might be applied in research to inform training, policy and practice in relation to supporting people with communication disability and their representatives to engage in using MyHR. Method: The authors reviewed the literature and, with a cross-disciplinary perspective, considered ways to apply sociotechnical, health informatics, and inclusive methodologies to research on MyHR use by adults with communication disability. Research outcomes: This article outlines a range of research methods suitable for investigating the use of MyHR by people who have communication disability associated with a range of acquired or lifelong health conditions, and their family members, and direct support workers. Conclusion: In planning the allocation of funds towards the health and well-being of adults with disabilities, both disability and health service providers must consider the supports needed for people with communication disability to use MyHR. There is an urgent need to focus research efforts on MyHR in populations with communication disability, who struggle to communicate their health information across multiple health and disability service providers. The design of studies and priorities for future research should be set in consultation with people with communication disability and their representatives.

Our aim was to document current communication and information-sharing practices and to identify the barriers and enablers to good practices within the context of care planning for chronic condition management. Further aims were to make recommendations about how changes to policy and practice can improve communication and information sharing in primary health care. A mixed-method approach was applied to seek the perspectives of patients and primary health-care workers across Australia. Data was collected via interviews, focus groups, non-participant observations and a national survey. Data analysis was performed using a mix of thematic, discourse and statistical approaches. Central barriers to effective communication and information sharing included fragmented communication, uncertainty around client and interagency consent, and the unacknowledged existence of overlapping care plans. To be most effective, communication and information sharing should be open, two-way and inclusive of all members of health-care teams. It must also only be undertaken with the appropriate participant consent, otherwise this has the potential to cause patients harm. Improvements in care planning as a communication and information-sharing tool may be achieved through practice initiatives that reflect the rhetoric of collaborative person-centred care, which is already supported through existing policy in Australia. General practitioners and other primary care providers should operationalise care planning, and the expectation of collaborative and effective communication of care that underpins it, within their practice with patients and all members of the care team. To assist in meeting these aims, we make several recommendations.

This study surveyed 115 Australian parents’ knowledge, views, and feelings of food allergy management and guidelines in primary schools. Although most parents were knowledgeable about food allergy management and related guidelines, half of them had limited understanding on how schools identify and respond to anaphylaxis, or teachers’ recent training in anaphylaxis. Overall, parents’ satisfaction surrounding the schools’ food allergy management was mixed. Yet they highly appreciated the schools’ efforts and practices in preventing the risks of food allergy, for example by identifying affected children and/or raising awareness about food allergies among the school community. Despite these efforts, parents were concerned about their child’s overall safety at school, especially in playground and non-routine activities such as school camps and lapses in communication and implementation of state guidelines. To address these concerns, parents suggested many improvements in the schools’ practices and guidelines, including proactive communication with parents on matters of food allergy. The implications of these findings for educators, along with recommendations for further research are presented.

PurposeThe purpose of this study is to identify strengths and weaknesses in knowledge sharing between related post-bushfire investigative agencies. Based on this study, such a sharing of knowledge is essential to enhance collaboration amongst practitioners in the reduction and management of the risk of bushfires.Design/methodology/approachThe authors use a case study methodology; the research design is based on comparative analysis of six post-bushfire investigative departments in Italy and Australia (Victoria). A total of 44 bushfire investigators were interviewed between 2012 and 2013, across the two countries. Using focus groups and face-to-face interviews, the extent and quality of intra- and interagency knowledge sharing is analysed.FindingsDespite the desire to collaborate, there are three main conditions that prevent an effective interagency collaboration within the bushfire investigation network, namely, separation, unidirectionality and interpersonal disengagement. This study finds that knowledge sharing suffers from a missing “feedback system” culture, where agencies give each other feedback with strictly bureaucratic purposes, rather than create an ongoing learning mechanism that develops after every investigation. At agency level, we also find that, sharing investigative knowledge and experience through daily and planned meetings is a standard practice to police members; but this is not found in the fire agencies. When made cross-country comparisons between Australia and Italy, the existence of common courses, joint manuals and the sharing of human resources witnessed in Australia (Victoria) is something that would benefit Italian agencies still trapped in a competitive and jurisdictional mindset. At the same time, Australian agencies might want to reconsider the separation between bushfire suppression and investigation, a distinction that has been made clear in Italy through the creation of full-time bushfire investigator positions.Practical implicationsThis paper contributes to the improvement of interagency collaboration through the development of an investigative “social knowledge”. It reinforces the assumption that, to reduce and effectively manage the risk of bushfires, a combined effort from different stakeholders involved in forensic investigation is necessary.Originality/valueGiven the lack of research undertaken in the area of bushfire investigation, the current paper represents a unique piece of work. It is unusual, not only in identifying the current issues within the bushfire investigation network but also in providing agencies with theoretical and practical insights on how to reduce the extremely high number of bushfires and their risks.

Background: In December 2017, the Australian National Cervical Screening Program transitioned from 2-yearly cytology-based to 5-yearly human papillomavirus (HPV)-based cervical screening, including a vaginal self-collection option. Until July 2022, this option was restricted to under- or never-screened people aged 30 years and older who refused a speculum exam. We investigated the perspectives and experiences of stakeholders involved in, or affected by, the initial implementation of the restricted self-collection pathway. Methods: Semi-structured interviews were conducted with 49 stakeholders as part of the STakeholder Opinions of Renewal Implementation and Experiences Study. All interviews were audio recorded and transcribed. Data were thematically analysed and coded to the Conceptual Framework for Implementation Outcomes. Results: Stakeholders viewed the introduction of self-collection as an exciting opportunity to provide under-screened people with an alternative to a speculum examination. Adoption in clinical practice, however, was impacted by a lack of clear communication and promotion to providers, and the limited number of laboratories accredited to process self-collected samples. Primary care providers tasked with communicating and offering self-collection described confusion about the availability, participant eligibility, pathology processes, and clinical management processes for self-collection. Regulatory delay in developing an agreed protocol to approve laboratory processing of self-collected swabs, and consequently initially having one laboratory nationally accredited to process samples, led to missed opportunities and misinformation regarding the pathway’s availability. Conclusions: Whilst the introduction of self-collection was welcomed, clear communication from Government regarding setbacks in implementation and how to overcome these in practice were needed. As Australia moves to a policy of providing everyone eligible for screening the choice of self-collection, wider promotion to providers and eligible people, clarity around pathology processes and the scaling up of test availability, as well as timely education and communication of clinical management practice guidelines, are needed to ensure smoother program delivery in the future. Other countries implementing self-collection policies can learn from the implementation challenges faced by Australia.

The increasing prevalence of large-scale data breaches prompted Australia to strengthen the Privacy Act by enacting the Privacy Amendment (Notifiable Data Breaches) Act to regulate the behaviour of entities entrusted with personal data. However, this paper argues that these legislative instruments are ineffective when dealing with data breaches and their associated problems. In supporting this conclusion, this paper first develops a criterion for effective data breach law, and then evaluates the Australian framework against this criterion to determine its operational effectiveness. In addition, this paper analyses practical developments in the area of data-breach law to garner insights as to how the Australian framework can be made more effective. Ultimately, this paper concludes that the Australian framework is ineffective when dealing with large-scale data breaches, and recommends future legislative amendment as a means of bolstering its effectiveness.

Cybersecurity risks have become obstinate problems for critical water infrastructure management in Australia and worldwide. Water management in Australia involves a vast complex of smart technical control systems interconnected with several networks, making the infrastructure susceptible to cyber-attacks. Therefore, ensuring the use of security mechanisms in the control system modules and communication networks for sensors and actuators is vital. The statistics show that Australia is facing frequent cyber-attacks, most of which are either undetected or overlooked or require immediate response. To address these cyber risks, Australia has changed from a country with negligible recognition of attacks on critical infrastructure to a country with improved capability to manage cyber warfare. However, little attention is paid to reducing the risk of attacks to the critical water infrastructure. This study aims to evaluate Australia’s current cybersecurity attack landscape and the implemented controls for water infrastructure using a systematic literature review (SLR). This study also compares Australia in the context of global developments and proposes future research directions. The synthesis of the evidence from 271 studies in this review indicates the importance of managing security vulnerabilities and threats in SCADA water control systems, including the need to upgrade the contemporary water security architecture to mitigate emerging risks. Moreover, human resource development with a specific focus on security awareness and training for SCADA employees is found to be lacking, which will be essential for alleviating cyber threats to the water infrastructure in Australia.

Purpose The purpose of this paper is to examine the process of collective leadership in emergency management organisations. More specifically, the authors investigate the conditions that enable or prevent collective leadership amongst key actors in the emergency management network in bushfire investigations. We also examine how chief investigators facilitate the conditions to effectively distribute leadership and the role of social networks within this process. Design/methodology/approach A qualitative case study approach was undertaken, and 18 semi-structured interviews were carried out with chief investigators, 6 at each of three agencies in Australia. A framework for understanding collective leadership (Friedrich et al., 2016) was used to examine key leadership constructs, baseline leadership and outcomes relative to bushfire investigations. Findings Findings demonstrate that there is no evidence of collective leadership at the network level of bushfire investigations. There is mixed evidence of collective leadership within bushfire investigation departments, with the Arson Squad being the only government agency to engage in collective leadership. The authors found evidence that government bureaucracy and mandated protocols inhibited the ability of formal leaders to distribute leadership, gauge a clear understanding of the level of skill and expertise amongst chief investigators and poor communication that inhibited knowledge of investigations. Research limitations/implications The study was limited to three bushfire investigative agencies. A future study will be carried out with other stakeholders, such as fire investigators and firefighters in the field. Practical implications For the government, emergency management agencies and other stakeholders, a key enabler of collective leadership within the emergency management network is the presence of a formal leader within a network. That leader has the authority and political ability to distribute leadership to other experts. Social implications The paper contributes to developing a better understanding of the efficacy and challenges associated with the application of collective leadership theory in a complex government bureaucracy. There are positive implications for the safety of firefighters, the protection of the broader community, their properties and livestock. Originality/value The authors address the lack of literature on effective leadership processes amongst emergency management agencies. The paper contributes to extending collective leadership theory by unpacking the processes through which leadership is distributed to team members and the role of institutions (i.e. fire investigation bureaucracy) on social networks within this integrative process. The authors provide new insights into the practice of collective leadership in complex bureaucratic organisations.

Purpose – Opportunities for malicious cyber activities have expanded with the globalisation and advancements in information and communication technology. Such activities will increasingly affect the security of businesses with online presence and/or connected to the internet. Although the real estate sector is a potential attack vector for and target of malicious cyber activities, it is an understudied industry. This paper aims to contribute to a better understanding of the information security threats, awareness, and risk management standards currently employed by the real estate sector in South Australia. Design/methodology/approach – The current study comprises both quantitative and qualitative methodologies, which include 20 survey questionnaires and 20 face-to-face interviews conducted in South Australia. Findings – There is a lack of understanding about the true magnitude of malicious cyber activities and its impact on the real estate sector, as illustrated in the findings of 40 real estate organisations in South Australia. The findings and the escalating complexities of the online environment underscore the need for regular ongoing training programs for basic online security (including new cybercrime trends) and the promotion of a culture of information security (e.g. when using smart mobile devices to store and access sensitive data) among staff. Such initiatives will enable staff employed in the (South Australian) real estate sector to maintain the current knowledge of the latest cybercrime activities and the best cyber security protection measures available. Originality/value – This is the first academic study focusing on the real estate organisations in South Australia. The findings will contribute to the evidence on the information security threats faced by the sector as well as in develop sector-specific information security risk management guidelines.

Purpose – Communication of risk management (RM) practices are a critical component of good corporate governance. Research, to date, has been of little benefit in informing regulators internationally. This paper seeks to contribute to the literature by investigating how listed Australian companies disclose RM information in annual report governance statements in accordance with the Australian Securities Exchange (ASX) corporate governance framework. Design/methodology/approach – To address this study’s research questions and related hypotheses, the authors examine the top 300 ASX-listed companies by market capitalisation at 30 June 2010. For these firms, the authors identify, code and categorise RM disclosures made in the annual according to the disclosure categories specified in ASX Corporate Governance Principles and Recommendations (CGPR). The derived data are then examined using a comprehensive approach comprising thematic content analysis and regression analysis. Findings – The results indicate widespread divergence in disclosure practices and low conformance with the Principle 7 of the ASX CGPR. This result suggests that companies are not disclosing all “material business risks” possibly due to ignorance at the board level, or due to the intentional withholding of sensitive information from financial statement users. The findings also show mixed results across the factors expected to influence disclosure behaviour. While the presence of a risk committee (RC) (in particular, a standalone RC) and technology committee (TC) are found to be associated with some improvement in disclosure levels, the authors do not find evidence that company risk measures (as proxied by equity beta and the market-to-book ratio) are significantly associated with greater levels of RM disclosure. Also, contrary to common findings in the disclosure literature, factors such as board independence and expertise, audit committee independence and the usage of a Big-4 auditor do not seem to impact the level of RM disclosure in the Australian context. Research limitations/implications – The study is limited by the sample and study period selection as the RM disclosures of only the largest (top 300) ASX firms are examined for the fiscal year 2010. Thus, the findings may not be generalisable to smaller firms or earlier/later years. Also, the findings may have limited applicability in other jurisdictions with different regulatory environments. Practical implications – The study’s findings suggest that insufficient attention has been applied to RM disclosures by listed companies in Australia. These results suggest RM disclosures practices observed in the Australian setting may not be meeting the objectives of regulators and the needs of stakeholders. Originality/value – The Australian setting provides an ideal environment to examine RM communication as the ASX has explicitly recommended RM disclosures areas in its principle-based governance rules since 2007 (Principle 7). This differs from other jurisdictions where such disclosure recommendations are typically not provided and provides us with a benchmark to examine the nature and quality of RM disclosures. Despite the recommendation, the authors reveal that low levels and poor RM communication are prevalent in the Australian setting and warrant further investigation.

Abstract:
Welcome to the first issue of Public Communication Review for 2012. There have been some delays in publishing this second volume because of changes to roles and the teaching and research commitments of editorial staff, which academics will understand. We apologise to authors whose work has been delayed and we are working on speeding up the review and publication process. This issue did not have a pre-planned theme, but two important perspectives on issue management and crisis communication are provided. In the first, we have given more space than the usual article length to an analysis of a major crisis at a university in Europe. While this occurred a few years ago, the article by Martial Pasquier and Etienne Fivat from the Institut de Hautes Études en Administration Publique (the Swiss Graduate School of Public Administration – IDHEAP) provides a forensic analysis of a crisis unfolding, the actions taken by management (and desirable actions not taken), and the repercussions and effects that continued long after the initial incident. The article provides a ‘thick description’ of actions and thinking inside a crisis, as well as media and public reactions, and is informative for organisations and their communication staff. The second perspective on this theme is provided by an experienced Australian practitioner in a professional article. Tony Jaques has a long career working in issue management consulting, along with some academic teaching, and he provides salutary reminders of how crises often arise out of issues that are poorly handled or not addressed at all by management. Tony also explores the future of issue management including evolution from reactive responses to a proactive form of agenda-setting and framing by governments and policy-makers, the impact of social media, the relationship between issue management and crisis management, and the positioning of issue management within organisations. Before these two thematically related articles, this issue presents an analysis of a recent health communication campaign. In our lead article, Deborah Wise and Melanie James from the University of Newcastle in Australia use discourse analysis to examine one particular element of the communication campaign to promote use of a vaccine that prevents the development of Human Papilloma Virus (HPV) Types 16 and 18 which cause 70 per cent of cervical cancers. In a similarly detailed approach to that of Pasquier and Fivat, Wise and James analyse one brochure using discourse analysis to explore its text and visual content, paying attention to framing, presuppositions, register, modality, foregrounding and backgrounding of particular issues or themes, as well as omissions (what is not said). Their sentence-by-sentence analysis contributes understanding of the techniques of discourse analysis and illustrates the role and importance of deep knowledge to achieve effective communication through an information resource such as a brochure. This issue also includes an article based on a paper presented to the Third International PR History conference in Bournemouth, UK in 2011 by Robert Crawford and the editor. While being circumspect about publishing our own work, this article addresses an important gap in Australian PR scholarship – the lack of a comprehensive localised history of the development of public relations practice and the role and influence of PR socially, culturally and politically. Hence, the title refers to an ‘outside in’ perspective, noting that most PR histories to date have been written about PR for PR. This article examines a significant national cultural event, Australia Day, to identify how it was established, maintained in spite of opposition over many decades, repositioned to adapt to a changing social, cultural and political environment, and finally institutionalised with the Bicentenary celebrations of European settlement (1988) and celebrations for the new millennium. This article prompts us to issue a reminder to our readers to submit articles, tell your colleagues about Public Communication Review, and refer your students to the free online site – http://epress.lib.uts.edu.au/journals/index.php/pcr. As a ‘young’ journal, we do need to attract more quality submissions to achieve our goals of promoting scholarship across the diverse field of public communication and contributing to the dissemination of research in Australia and Asia Pacific. Abstract:
Vessels cause considerable disturbance to cetaceans world-wide, with potential long-term impacts to population viability. Here we present a comprehensive review of vessel impacts to cetacean behavior in Australian waters (2003–2015), finding inadequate protections to be in place. The majority of these studies found trends of decreased animal travel and resting behavioral states as well as low compliance to regulations, and they recommended further regulatory action such as greater enforcement or monitoring, or passive management strategies. As a case study, we conducted the first field assessment of vessel compliance with the Wildlife (Marine Mammal) Regulations 2009 in Gippsland Lakes, Australia, and provide the first assessment of the endangered Gippsland Lakes Burrunan dolphin (Tursiops australis) population’s behavioral ecology. Dolphin behavior and vessel regulation compliance data were collected during boat-based surveys of Gippsland Lakes from July 2017 to January 2018, with a total of 22 dolphin group sightings resulting in 477 five-minute point samples. 77% of dolphin sightings involved vessel interactions (within 400 m), and 56 regulation breaches were observed. These breaches were most severe in summer (mean = 4.54 breaches/hour). Vessels were found to alter dolphin behavior before, during, and after interactions and regulation breaches, including increased mating (mate guarding) and milling behavioral states, and increased ‘fish catch’, ‘high leap’ and ‘tail slap’ behavioral events. These behavioral changes may indicate masking of the dolphins' acoustic communication, disturbance of prey, increased dolphin transition behaviors, and/or induced stress and changes to group structure (including increased mate guarding). While our results provide evidence of short-term altered behavior, the potential for long-term effects on population dynamics for this threatened species is high. In the context of reported inadequate cetacean protection Australia-wide, our management recommendations include greater monitoring and enforcement, and the utilisation of adaptive management.
