This work starts from the observation that the “musiques actuelles”, French concept difficult to translate, found in Germany a public and a very open market. It questions the reasons for this success, which can be sought in the dynamics specific to the German music scene and in the implementation of a voluntarist policy of French actors. The research, spanning different scientific fields, is deployed both in France and in Germany and its analysis focuses on the analysis of political discourses and the statements of experts. The researcher tests the legitimacy of the French voluntarist cultural policy to renew knowledge about French cultural policies and support for the export of actual music. The thesis reflects the motivations of the State and the aid mechanisms for export. The competitiveness of the German music market is revealed by the interviewer by the confrontation of the statements. Analyzing the period between 2007 and 2017 allows us to under-stand how the structuring of a sector accompanies the contemporary changes in the music industry. Understanding the specifics aspects of the German market through the prism of its acceptance towards foreign music shows the possibility of a convergence between the habits of the German consumer and the peculiarities of the French “musiques actuelles”, creating a niche where cultural diversity, creativity and Francophilia meet each other. This work identifies the activity of French “musiques actuelles” in Germany still as a marginal practice. The reconsideration of this practice makes it possible to define a new model of export support pointing towards a wider communication in France on the realities of the German market

This thesis studies the integration of environmental issues into French and German energy policies between 1973 and 2000. While the two countries are generally analyzed in terms of their divergences, the question here is whether the development of protection of the environment has not contributed to the phenomena of convergence. To do this, the energy systems of the two countries are studied in their entirety and through a long historical perspective. Beyond the nuclear question, it is indeed the entire energy mix and the evolution of consumption that are questioned here, from the first oil shock and the launch of nuclear programs, until the early 2000s, Which mark the beginning of a new cycle for the energy sector. Over the period as a whole, environmental protection has become a key and structuring issue, particularly through the development of standards and commitments at international and community levels. While the nuclear issue remains a definite element of differentiation, it appears that it responds to different initial constraints between the two countries and is gradually being resolved. In the end, there is a certain degree of convergence of all French and German indicators between 1973 and 2000, to which the protection of the environment contributed with certainty

This research aims to deepen present-day scientific knowledge about politicians’ communication on Twitter in different national contexts. Namely, it proposes a new angle of analysis through the notion of semiosphere. The PhD examines components of political discourse on Twitter, by means of Lotman’s theory of the semiosphere, particularly their structure as a coherent semiotic space created around an “event” on a digital platform. This analysis deals with the questions of modelling, representing and interpreting of an “event” within the discourses put in different cultural contexts. The PhD is based on the quantitative but especially qualitative analysis of different language-based corpora (French, British, German, Russian). The research mobilises a variety of theoretical approaches, in order to set up a contrastive as well as comprehensive approach to the analysis of political communication on Twitter

Health systems in many welfare states are undergoing important transformations, triggered by increasing budgetary pressures and characterized by the growing role of market and rationalization measures. In this context, France and Germany have introduced disease management (DM) programs to deliver more structured patient care and pay-for-performance (P4P) measures to provide financial incentives for providers meeting certain objectives.These reforms, which reflect the increasing role of the State in both statutory health insurance systems, were inspired by Anglo-Saxon models but translated in distinct ways, owing to differences in the two countries’ systems. In Germany, DM and P4P were based on increasing competition between sickness funds and between hospitals, while in France these reforms reflected a shift by its central insurance system “from payer to player”.The positioning of the medical profession vis-a-vis these new instruments of governance, which are hierarchical in nature and impose stronger public accountability, was a key issue in both France and Germany. The negotiation processes were accompanied by a growing disconnect between physician representatives and their memberships in both countries, despite significant differences in the way physicians are traditionally integrated into health system regulation

In Germany, the expansion of "green energy" is soaring since the decision by Angela Merkel in 2011 to phase out nuclear power by 2020. The question is whether renewable energy, as one of the sustainable developmentindicators in Germany, really respects the fundamental principles of the latter? Hence, this first addresses the challenges faced by the German economy and infrastructure. During an election period, and more generally in the current context of ademocratic crisis, politicians often invest one or several self-publishing tools online.Taking the blog as a special case, we will try to understand why and how politiciansuse this tool. More specifically, our work questions the notion of “communicative use”.Can we consider a “construction” and a “form” of this use? To what extent can wespeak of a politician’s autonomy regarding the use of his blog? What aboutcommunication understood as a relationship, an exchange? To answer these questionsand examine a socio-technical dynamic, we need a systemic approach regarding theblog. Through a qualitative analysis, both synchronic and diachronic (2008-2011), fourblogs were studied in parallel: two belong to French politicians (Dominique Bertinottiand Bertrand Delanoë) and two to Romanian politicians (Tusa and Diana DragosDinca). Despite their differences, these blogs – and more specifically the usesattributed to them - reflect a number of similarities grouped around the concept of "thelogic of the use". Our case studies showed the presence of two types of logic. The firstis “the logic of broadcasting”, which currently prevails and is largely influenced by themass media. Second, “the logic of participation” is more visible during elections. Also,looking deeper into an exchange between politicians and Internet users, the surveyreveals a genuine identity problem regarding those very politicians

This dissertation paper aims to study the transition from participation and representation political models at peru to a communication model, in a context of decay of social actors and of political institutions. The text has six chapters. The first one deals with the relation of cultural industries with the building of national symbolisms and of the transition from dialogical and territorial modes of communication (classical populisms) to contemporary simulations in political communication. The second one studies the organization of the medium. After a very short historical approach, there is an overview of that current functioning of the networks, particularly of political programs and daily news. The relations of the political system with tv networks are analyzed in the third chapter, according to a classification which combines two axes. We can find a national-military model, a neopopulist and a liberal-authoritarian. Important features are concluded concerning the influence of the armed forces. On the fourth chapter, the results of a sample applied in lima to 512 persons are presented, as well as the results of the group dynamics and of interviews in depth. The issue of the publics and of reception processes is developped therein. Chapter five deals with the 1990 election. It is the core of the field research. It studies how fujimori, an outsider of japanese origin, succeeded over the novelist mario vargas llosa. The last chapter is situated inside the new situation. The neoliberal adjustment program applied by fujimori set the conditions for terrorism and ennemy to make more progress. This dissertation explores the specific way in which West German governments have developed strategies in international public relations and it discusses more particularly their implementation in France between 1958 and 1969. A cornerstone of this study is the creation by the Federal Republic of Germany of an official information doctrine that was intended to reflect the democratic orthodoxy of the newly created state. Its analysis not only reveals the many continuities between the Weimar Republic and post-war West Germany, but it also points out the permanence of political staff and institutional structures. The rise of international public relations as an essential tool in the country’s foreign policy is first examined in the light of Chancellor Konrad Adenauer’s efforts to make the FRG regain international leeway in its early first few years. Secondly, this study demonstrates that the Soviets’ Berlin ultimatum in November 1958 led the West German Parliament to agree with the reinforcement of the country’s international public relations policy. Competition with the German Democratic Republic as well as the West German governments’ need to stay well away from propaganda are the two criteria which inform the analysis of the action carried out in France by West German diplomatic services in cooperation with the Federal Press and Information Office. Whereas West Germany’s official attitude overseas has frequently been described as “non-assertive”, this dissertation contends that it should more justly be reassessed as a form of relentless, albeit it carefully discreet, action. Based on recent findings in the field of cognitive linguistics with regard to the semantic activity of the mind and the general modus operandi of the construction of meaning, this thesis looks at persuasion in the media, political adverts and audiovisual meaning. For the purposes of this research we have conducted an in-depth analysis of a series of adverts from the electoral campaign in Mexico in the year 2000, which many consider to be a prototype of current trends in (tele)political communication. The observations presented map out a "cognitive radiography" of the configurations under-specified by the audio/scripto/visual indicia, and make it possible to explain the mental processes involved. Intended to be innovative, this window allows the reader to enter a world dotted with cognitive entities : mental spaces, elements, connections and semantic structures, whose flotations, projections and blends direct the drawing of inferences and in this way after the representational panorama of the participants. Distancing itself from structuralist and more conventional approaches to the subject - both sociological and psychological - the starting point for this research is where cognition meets power, an advantageous viewpoint from which it's possible to form the following observation : the cognitive influence of political adverts rests in their capacity to under-determine the mental operations of the particpants and to act as guidance in this way for their activity of meaning construction. These explorations have two concerns : that of proposing solid methodological principles for analysing audiovisual texts and images and the -much greater- task of advancing our knowledge in the scarcely explored reaches "From meaning to persuasion"

The uncertainty of economic environment and competitive pressure put the issue of mobility at the center of HR concerns in major companies. This work consists in analyzing the effects of managerial communication, applied to mobility, on the building of managers identity. This research shows limits and risks specific to communication process, especially in Orange France, before the social crisis of 2009. It focuses on the concept of mobility and on the way companies have seized it to build a real doxa to serve their policies. Working back and forth between the analysis of institutional written messages and managers words, this approach highlights the argumentative, narrative and semiotic involved processes. The conclusions of this work raise a further concern about the concept of relational ethics in companies

This work deals with the resurgence of socialism in post-Soviet Russia from 2008 to 2017 through the lens of new information and communication technologies. It is composed of a reticular chorography showing the socialists virtual communities spread in the Russian segment of the Internet and a political typology including 66 partisan organizations all representative of this political field’s complexity and diversity. With this aim in mind, we studied the conditions of the revival of socialism in contemporary Russia since the financial and economic crisis of 2008 (neoliberalism, globalization, market democracy). This period coinciding with the accession of Dmitrij Medvedev to the presidency through a project of political and social modernization, we observed that this phenomenon was going in hand with the development of new multimedia tools allowing the socialist activists and their sympathizers to take back the control of their narratives in the informational territories they occupy in the cyberspace. Finally, we observed that the fracture lines inherent to the Russian socialism were on the verge of changing due to the transition to postmodernity because new ideological splits and new political identities are now emerging in these territories. The given narrative antagonisms being emphasized by the practice of online political communication (including the uses Russian socialists make of music in their virtual communities), we point out that they actually contribute to the production of alternative visions of reality in a polemological way

The Andean Community that involves Bolivia, Colombia, Ecuador and Peru, declared 2011 as the Andean year of social integration, and put a major focus on the politic, equality, participation and identity challenges. Such a commitment reveals a growing awareness of the popular involvement issues, and is part of a global trend toward a broader dialogue with the populations since the mid-2000s. The CAN General Secretariat developed in particular an institutional communication enhancing the sense of an Andean identity and citizenship as vectors for the involvement and participation ofthe populations in the regional game. Since the 9/11 attacks, the national intelligence communities have been considerably strengthened in many states, for example in France, in the United Kingdom, in Germany or in Belgium. These also have been reorganised. Furthermore, the intelligence services have been provided with additional means and a larger legal framework following the adoption of the antiterrorism legislation. This exposed the services to the media. Moreover, the information and transparency requirements made by citizens and parliamentarians increased in the last years. This made the intelligence services emerge from the shadows. The question about the services' image then arose. This image is a product of history and culture, but now it also evolves in function ofthe media, the news and the visibility of some actions. However, the failures are more mediatised than the successes. This image has become a challenge for the intelligence and security services because, whether positive or negative, it has consequences on political, organizational and legislative issues. Therefore, most of the French, British, German and Belgian services developed a communication policy and a real strategy: the publication of reports, websites, exhibitions,merchandising... The intelligence services use a wide range of tools. However, their communication efforts are disparate. The UK and Germany have a head start in the field. France is more shy, and Belgium even more

This dissertation focuses on two main themes: the implementation of the neo-liberal system in Mexican politics and the telenovela El Candidato, broadcasted during the presidential campaign of 2000 in which Vicente Fox, of the PAN, ended 71 years of domination of the PRI. The political axis reveals indications of an agreement between the PAN leaders and the last two PRl presidents' close circles, an agreement then validated at the poIls. The election of Vicente Fox revealed the desire for social change. In the 2000 electoral political panorama, Vicente Fox established himself as a candidate, not from a political party but of dominant ideology. Although he represented the opposition, he was the only candidate able to ensure the continuity of the system. His presidential mandate proved that, instead of breaking away from the model that he c1aimed he would replace, he represented the continuity of it. The role that the telenovela El Candidato played in favor of Fox is completely unknown. Social science scholars have provided logical and traditional explanations, however until now, no one has scientifically shown the role of the brain, of cultural narratives, of emotions and of the telenovela in this electoral process. Using examples from El Candidato sequences, this research attempts to show how fiction constructed cognitive configurations that encouraged its audience/voters to vote for Vicente Fox rather than for another candidate. The dissertation underlines the common source of a presidential election and of a telenovela, a source found in the blending of cultural narratives and emotions

How to facilitate the integration’s of the ICT in the SME? This is the question asked by the Colombian’s Government since the end of the nineties.Seven years after defining the regional strategy eLAC 2007 and twelve years after the signature of the Florianopolis’ Declaration, we open a new way of thinking about the impact of the actions developed by the Colombian’s Government in order to promote the ICT in the micros, smalls and mediums companies between 2000 and 2010.The study of various sources available in this area, together with the achievement of several interviews and the application of a survey instrument, allowed us to define the context and the global issue of the ICT integration in the SME from three points of view such as: the orientation of the Public Policies ICT, the programs’ application, and the scope of the Governments’ strategy.This research’s program helped us to identify the major obstacles in the participation of the SME in the Information Society, and to generate a series of conclusions and recommendations which can contribute to improve the Government’s action. This will give it one more chance to reach the objectives fixed by the National Development Plan

This dissertation explores ordinary Venezuelans’ receptions concerning Hugo Chavez’s political discourses on TV. Its aim is to propose an analytical frame focused on receivers and their concrete practices, including particular attention to the social anchoring of the entire reception process: exposition, attention, interpretations and deferred receptions. For each of these stages, relationships to politics come into play, guiding and conditioning their receptions. This in-depth multi-modal research is based on focus groups, questionnaires, observations and individual interviews, giving light to the importance of social conditions through the reception process. Main results highlight on the one hand the role of the political and politicized competences, and on the other hand the ordinary relations to politics through 4 different types of interpretation: through political lecture, through moralization, through identification and through materialization. The interpretation stage, as much as the integrality of the reception mechanisms, show a strong collective dimension, socially anchored and related to the interactions produced during the domestic, familiar or larger collectives. Finally, this study allows to explore the political communication effects research question, from the ordinary citizens’ point of view under a bottom-up perspective
Esta tesis explora las recepciones ordinarias de los discursos políticos televisados. En el marco de la Venezuela de Hugo Chávez, este trabajo propone un modelo de análisis de la recepción de los discursos políticos focalizado sobre los receptores, sus prácticas concretas, modelo atento también a los arraigamientos sociales de estos procesos. La recepción se compone de varias etapas, entre exposición, atención, interpretación y recepciones diferidas. Para cada una de estas etapas, las relaciones a lo político entran en juego, guiando y condicionando sus recepciones. Esta encuesta multimodal y profundizada, entre entrevistas colectivas, cuestionarios, observaciones y entrevistas individuales, destaca primero la importancia de las condiciones sociales de recepción de los discursos políticos. Los resultados obtenidos subrayan después el papel de las competencias políticas y politizadas, y más allá, de las relaciones a lo político sobre las interpretaciones, las cuales se analizan en cuatro tipos distintos: interpretaciones por lectura política, por moralización, por identificación y por materialización. Estas interpretaciones, tal cual como todos los mecanismos de recepción, tienen además una fuerte dimensión colectiva, socialmente determinada y tributaria de las interacciones que se juegan dentro de los colectivos de recepción ordinarios, que sean domésticos, familiares o de nivel más amplio. Al final, esta tesis permite de interrogar de nuevo los efectos de la comunicación política, desde abajo y del punto de vista de la recepción

The present study pointed out the three factors (contact language, culture et technics) as the cause for the absence of any instruction that can be legitimately called the instruction for communicative ability for learners on institutional multilingualism : first, the absence of theoretical construction of the foundation for the principle of acquisition of academic language ; second, the absence of instruction for communicative ability for school and university curricula teaching/learning, that is content based communication instruction. As one way of solving these problems, this case study presented a theoretical framework – the development of teaching, learning, self-formation et self-appraisal – for French as a Foreign Language based on I. C. T. (Information and Communication Technology). The framework aims at the redefinition for “particular francophonie”, based on digital multisupport, for exemple CD and Internet, already formed social, cultural, technical and communicative abilities. Located in the intersection of the fields of History of Exhibitions and History of International Cultural Relations, this thesis studies the construction of a particular image of the Mexican nation abroad through the medium of art, and the ways in which this image was perceived by diverse audiences in different countries. The thesis analyzes the circulation, mediation and reception of Mexican art in a transnational context for the first major traveling exhibition of Mexican art in Europe.Between 1952 and 1953, the exhibition Art mexicain du précolombien à nos jours (Mexican art from pre-Columbian times to the present day) was successively presented in Paris, Stockholm, London and Mexico City. This cultural event draws upon a long prehistory that dates back to the 1920s. After several failed attempts, the idea of presenting an exhibition of Mexican art in Europe reemerges in the postwar period driven by the Mexican government and a constellation of European state and non-state actors, leading up to the opening of the exhibition in Paris on May 20, 1952.The thesis studies the stakes that various promoters had in the exhibition as well as the ways in which its curatorial discourse crystallized a nationalist rhetoric that stresses the continuity of the mexican artistic genius through the ages. It further investigates the different receptions and interactions within the Euro-American space by analyzing the various representations of Mexico articulated by the European publics; conversely, it examines the ways in which Mexican society resignifies the European reactions vis-à-vis Mexican art and adapts them to the local context. Moreover, this work scrutinizes the approvals and rejections expressed by the Mexican public with regard to the particular image of lo mexicano promoted by the state. The thesis demonstrates how this exhibition became a model for the display of Mexican art abroad, reappearing several times in various declensions over the following decades as a trademark of Mexican cultural diplomacy

Our research was established as part of the Interdisciplinary Research Program on Languages, Objects, Territories and Hospitality (LOTH). It has tried to confirm that only social networks can not constitute a single support for managing local democracy and satisfying collective demands. The researcher proposed a rather mixed approach (CiRM) integrating all the essential components to modernize and fundamentally improve the client's functioning of the state (physical, human, virtual and technological). This approach was supported by a series of field surveys that will demonstrate the deficit suffered by the Moroccan state despite high (but untidy) technological investments in ICT. It is to these questions that this thesis provides answers and analytical tools in order to present a new way to establish governance: any elected government will be essentially evaluated on the rate of satisfaction of the expectations of citizens and To its action plan announced via a weighting logic and through publicly known "indicators" of performance (known by all) and identified in advance (To avoid falling into the trap of distortion of information between the Citizen and the State)

At the end of the year 2010, the Ivorians organized a presidential election after a decade of civil war. Since then, these elections are still in the news because of their critical outcome: murderous post-electoral crisis in 2011, complicated national reconciliation and, since the year 2016, mutinies in the ranks of a composite and transitional army. This study considers the Ivorian presidential elections of 2010 as a social sciences study subject and is devoted to the political campaign communication of three "great candidates" : Henri Konan Bédié of the Democratic Party of Côte d'Ivoire (PDCI), Laurent Gbagbo of the Presidential Majority (LMP) and Alassane Ouattara of the Rally of Republicans (RDR). The scientific purpose here is to determine the different axes of partisan communication, which illuminate the socio-political profile and behavior of the Ivorian voter in the 2010 presidential election. More specifically, our investigations are devoted, on the one hand, to the determination of the Ivorian electorate in its social, political and cultural composition, but also psycho-sociological dimension. This electorate is here defined in terms of voting intentions, or motivation to vote for a particular candidate. On the other hand are observed the means of communication used by these major candidates who become structuring points of the Ivorian political field by endorsing the mandatory parties. In this electoral confrontation to capture the majority of voices, the study shows how interfere a very strong political representations and imaginings, which consecrate these candidates into challengers of national political life and polls of the moment. These issues affect and differentiate campaign political communication strategies, which the thesis analyzes by collecting data and resources that influence them below and structure both the speeches and the media practices of the candidates studied. Clearly, the electoral context of 2010 and its sociohistorical determinants forge communication strategies and the media behavior of major candidates

This research focuses on the analysis of changes and evolutions of the public space in two different contexts - France, an "old" democracy and Kazakhstan, a "recent" democracy ". This concept is analyzed through the study of media coverage of an election campaign and presidential elections in the French and Kazakh press. The main objective is to grasp the way in which, through the construction of the image of the president, the press discourse highlights contradictions between, on the one hand, the development of public space and democracy, and on the other, the need to sanctify and personalize the image of the “sovereign”. The case studies concern French presidential elections of 2012 and Kazakh presidential elections of 2011 and 2015. The corpus consists of 2385 articles from the following newspapers: Libération, Le Figaro, Le Nouvel Observateur and Le Point for France, and Kazakhstanskaya pravda (The Truth of Kazakhstan), Egemen Kazakhstan (Independent Kazakhstan), Svoboda slova (The Freedom of speech) and Zhas Alach for Kazakhstan. We adopt a quantitative and qualitative analysis of the press discourse. Quantitative analysis is based on a survey processed with Modalisa software. The qualitative analysis is based on three concepts: the construction of the "two bodies" (Ernst Kantorowicz), the construction of the candidate's ethos (Patrick Charaudeau) and the narrative schema (Algirdas Julien Greimas). The comparative analysis includes: the comparison of the image of the candidates within the same newspaper and then between two newspapers of the same country and, finally, between the press discourses of the two countries. This research is structured in three parts. The first part is a historical analysis of the construction of the "sovereign" image: from sacralization to desacralization under the influence of the emergence and development of public space. The second part studies contemporary public spaces and the evolution of the image of the "sovereign" towards personalization. The last part studies the construction of the three semiotic regimes (sacralisation, desacralization and personalization) in the press of the two countries
