Abstract:
This symposium essay contends that the image of the common law drawn by the Supreme Court in the Confrontation Clause context is both distorted and incomplete. In particular, the Court and scholars defending originalist positions rely almost entirely on English sources in their reconstruction of the common law basis for the Confrontation Clause, thereby neglecting the diversity of American common laws from the time of the Founding, a diversity that has already been unearthed by a number of legal historians. By drawing on hitherto untapped sources to furnish a bottom-up reconstruction of how testimony was treated in local criminal courts within mid- to late-eighteenth-century New Jersey, this essay demonstrates that, in at least some jurisdictions, the originalist vision of common law did not apply. The common law cannot, therefore, furnish a univocal answer to questions about the original meaning of the Confrontation Clause.

Abstract:
If you scan through the law reports ofthe last century or so, you will come across a sprinkling of references to Natural Law, commonly in conjunction with some such phrase as “manifest nonsense”.1 Introductory books dealing with the sources of law hardly place it in the forefront of their treatment, to say the least; and anyone writing a practitioners' manual on some practically useful area of law who began with a chapter on Natural Law would be thought to have taken leave of his senses. Go back two or three hundred years or so and the picture looks very different. References to the law of nature abound in the reports of the seventeenth and eighteenth centuries; institutional writers dealing with the Common Law will regularly list Natural Law as one of its principal sources, and when Stewart Kyd wrote the first English book on what we would now call company law2 the obvious starting pointfor his first chapter was the work of the Natural Lawyers of the previous century. England, like everywhere else in Europe, had been caught up in a fervour of Natural Law thinking. Legal historians, of course, are well aware of this, but commonly portray it in their books as part of the background against which the Common Law was worked out, rather than as an integral part ofthe story of English law's development.3 This downplaying of the practical significance of Natural Law represents something of a lost opportunity, not merely because it can give a frame of reference within which some sense can be made ofthe reorientation of English law in the eighteenth century, but also because it provides an important point ofcontact between the all-too-insular history ofEnglish law and the apparently more homogeneous legal history of the rest of Europe.

Abstract:
America's Vietnam War had profound ramifications beyond its immediate effect on Southeast Asia and the United States. This dissertation utilizes the debate over Vietnam between the United States and its major European allies, Britain, France, and West Germany, as an analytical framework to examine inter-allied relations. The "Vietnam problem" strained the traps-Atlantic alliance and revealed the respective self-interest of the four member nations. The British, French, and West Germans had serious misgivings about the American strategy in Vietnam, based on a differing view of the nature of the conflict and a pessimistic assessment of American chances for success in South Vietnam. Equally important, the Europeans feared that Washington might disengage from Europe and that the fighting in Southeast Asia might develop into a major, perhaps even a world war. European security hence might be dangerously undermined by further American escalation in Vietnam. According to the European powers, the Cold War should be primarily fought in Europe. Although London, Paris, and Bonn were deeply apprehensive about the American engagement in Vietnam, they failed to develop a unified policy to affect American decision-making because they were unable to transcend their nationalistic agendas. Presidents Kennedy and Johnson unsuccessfully attempted to win substantial European support for America's role in Vietnam. to the United States, Vietnam was a prime domino that could not be allowed to fall and Washington viewed European concerns as parochial and counter-productive. The essentially unilateral approach of the United States in Vietnam led to tragic failure. as a result of the Vietnam experience, Washington realized that it could not fulfill all its global obligations without the backing of its European allies. The lack of a cohesive policy toward America's engagement in Vietnam revealed inherent shortcomings in the foreign policy-making of the European nation-states, which were still guided by a nationalistic, self-interested approach. Britain, France, West Germany, and the United States painfully recognized that in order to successfully meet global challenges they needed to listen more closely to each other and develop a mutualistic policy that would better serve their shared interests as allies and friends.

This chapter traces the origins of the common law of England and explains its boundaries. It was brought into being through the machinery of royal justice as developed in the twelfth century; this was sometimes peripatetic (eyres and assizes), sometimes stationary in the royal palace at Westminster, and sometimes local (justices of the peace). Attention is drawn to alternative forms of justice outside the common law, particularly local custom, mediation, and arbitration. The second part of the chapter explores the boundaries of the common law in relation to the sea, the king’s possessions in France, and the law in Wales, Ireland, and Scotland.

Abstract:
The system of ownership of floors and apartments represents a developed form of the forms of class ownership. In addition to the old image that prevailed in the old laws of the ownership of classes, represented by the system of ownership of the top and bottom, it appeared in Europe as a result of the acute housing crisis in which the system of ownership of floors and apartments occurred. The law was adopted The Egyptian civil system adopted this system, and from it the majority of laws in Arab countries were taken. This advanced system of tiered ownership is based on dividing the vertical building into tiers or apartments owned by multiple persons, separate ownership and common ownership in the building structure, its land and all the common parts intended for the common use of the owners. Although the Iraqi civil law did not adopt the system of ownership of floors and apartments in its texts, the Iraqi legislator tried to fill this legislative deficiency in the Real Estate Registration Law No. (43) of 1971, and despite that, the system of ownership of floors and apartments remained unorganized and constituted completely in Iraqi legislation, The Iraqi legislator has made many attempts to fill this shortcoming, the most recent of which was his issuance of the Law Regulating Ownership of Floors and Apartments in Buildings No. (61) of 2000. However, the change that Iraq witnessed after 2003 made it necessary to reconsider the legislative regulation of the system of ownership of floors and apartments, from During the development of a new regulation in line with the investment laws and instructions in Iraq and in the Kurdistan Region of Iraq. We have divided our research into three demands. In the first requirement, we discussed the legislative history of the ownership system of floors and apartments in Iraqi law. In the second requirement, we discussed the legal systems applied in the ownership of classes. As for the third requirement, we devoted it to discussing ways to manage the common parts in the system of ownership of floors and apartments. . We concluded our research, with a conclusion in which we mentioned the most important conclusions, the most important of which is the distinction of the system of ownership of floors and apartments from the system of ownership of the top and bottom, and the multiplicity of Iraqi laws that dealt with this system by organizing without the existence of a comprehensive law for all its provisions applicable to all parts of Iraq, and we suggested finding a new legal organization in the Iraqi legislation , by regulating the substantive provisions of the system of ownership of floors and apartments in the Iraqi civil law, and the necessity of developing a special law dealing with the detailed provisions of this system.

Abstract:
The article is devoted to the analysis of the reasons and conditions for the commission of murders for hire. It is noted that contract killings are becoming a common occurrence in such periods of history, which are characterized by economic or political crises, an insufficiently clear and effective system of government, legal nihilism of citizens, the drain of professional personnel from law enforcement agencies, the fall of moral and ethical foundations in society. The author comes to the conclusion that with all the variety of factors causing contract killings, one of their main reasons is the desire for personal gain and the elimination of competitors.

Abstract:
The Japanese criminal justice system has gone through transformations in its modern history, adopting the models of European Continental Law systems in the 19th century as part of Japan’s modernisation process, and then the Anglo-American Common Law orientation after WWII. More recently, citizen judges have been introduced to the criminal justice process, a further move towards an adversarial orientation with increased focus on orality and courtroom discourse strategies. Yet, the actual legal process does not necessarily represent the adversarial orientation found in Common Law jurisdictions. While previous research from cultural and socio-historical perspectives has offered valuable insights into the Japanese criminal court procedures, there is hardly any research examining how adversarial (or non-adversarial) orientation is realised through language in Japanese trials. Drawing on an ethnographic study of communication in Japanese trials, this paper discusses a ‘hybrid’ orientation to the legal process realised through courtroom discourse. Based on courtroom observation notes, interaction data, lawyer interviews and other relevant materials collected in Japan, trial participants’ discourse strategies contributing to both adversarial and inquisitorial orientations are identified. In particular, the paper highlights how accusation, defence and morality are performed and interwoven in the trial as a genre. The overall genre structure scaffolds competing narratives, with prosecution and defence counsel utilising a range of discourse strategies for highlighting culpability and mitigating factors. However, the communicative practice at the micro genre level shows an orientation to finding the ‘truth,’ rehabilitation of offenders and maintaining social order. The analysis of courtroom communication, contextualised in the socio-historical development of the Japanese justice system and in the ideologies about courtroom communicative practice, suggests a gap between the practice and official/public discourses of the justice process in Japan. At the same time, the findings raise some questions regarding the powerful role that language plays in different ways in varying approaches to delivery of justice.

Abstract:
The prerequisite for the study was the spread of views in the academic literature that the category of public welfare, without accounting for concretising factors, was a void abstraction, and that in Russia, public welfare was seen as the dominant principle over the individual. The main purpose of the study is to analyse the content of the term ‘the welfare of each and everyone’ in Russian legal theory. The author uses the methods of conceptual history and intellectual history to analyse the concept of ‘the welfare of each and everyone’ in the works of pre-revolutionary authors and the relationship between the concepts of ‘the welfare of each and everyone’ and ‘the common good’. The author determined that: ‘public welfare’ can be classified as fiction, purpose, method, interest and balance, depending on the context of use and semantic scope. The term ‘the welfare of each and every one’ became theoretically meaningful (as an objective, method, and interest), and was enshrined in law in Russian Empire in the XVIII -early XX centuries. The term was understood as achieving the common good, preserving the good of everyone and the reduction of public harm. Twentyfirst century Russian legal theory uses the related notion of ‘public welfare’, understood as a fiction, a goal, a method, an interest, a balance. The main findings of the study suggest that today the ‘public welfare’ is reduced to bringing benefits to anyone and everyone (D. I. Dedov), which is close to the historical understanding of ‘the welfare of each and every one’. The public welfare theory incorporates progressive elements such as the veil of ignorance, the win-win principle, and shapes institutions, resources, practices and formulates the issue of the emergence of a new generation of human rights.

Abstract:
The purpose of the present study is to investigate the status of the core curriculum in higher education doctoral programs from the perspective of program directors. We used online survey analytic techniques to query program directors about their EdD and PhD programs in higher education, credit hours, and curricular content. Our study confirms previous work finding that there is common agreement in the subject matter areas of organization, leadership, administration, and history. What our work adds is that there is a growing consensus among higher education doctoral programs about the position of higher education law and finance in the curricular core. In addition, we find there is a growing interest in public policy and community colleges over time, with a majority of EdD programs including instruction in these areas. Nevertheless, majoritarian agreement does not meet at a level wherein consensus can be inferred, especially within PhD programs where requirements are more varied across programs. In addition, while there is an increasing trend in the inclusion of multiculturalism in higher education doctoral programming, multiculturalism is not currently part of higher education’s core. We conclude with research and practice implications for doctoral programs in higher education as a field of study.

Este trabajo analiza la enseñanza de la fotografía en los estudios de Historia del Arte, partiendo del origen de esta asignatura en los programas de licenciatura, y haciendo un balance sobre el proceso de adaptación a los nuevos grados y másteres que se han desarrollado con la reforma de la enseñanza universitaria de los últimos años, analizando su transformación y/o desaparición. Se plantea asimismo una reflexión sobre cómo ha ido cambiando epistemológicamente esta enseñanza, realizando un recorrido por la evolución de esta materia en los estudios universitarios, prestando especial atención al uso tradicional de esta disciplina y a las semejanzas y diferencias que se han generado en el contexto de los estudios europeos de Historia del Arte, trazando una correlación y análisis comparado con otros países. Asimismo, partiendo de nuestra experiencia como profesores e investigadores en asignaturas de fotografía y arte contemporáneo de los grados de Historia del Arte y de Bellas Artes, se señalan los principales problemas derivados del modelo de enseñanza tradicional y de las nuevas necesidades que Bolonia precisa. En este sentido, se desarrolla un trabajo de campo, tanto para analizar su protagonismo o en su defecto su carencia en los estudios artísticos, así como de las innovaciones docentes que se han desarrollado en estas materias. Por último, se reflexiona sobre el uso de la fotografía como fuente para la Historia del Arte, las metodologías docentes para su enseñanza y los retos que impone la cultura digital en la que se desarrolla su investigación, docencia, conservación y gestión.

The paper will address commonly used materials in Hydrogen service and their limitations as the service conditions (like pressure) get into more challenging areas. For example, Aluminum has good history of use in hydrogen applications upto 3000 psig. It’s compatible with Hydrogen even at pressures higher than 15,000 psig. However, are we comfortable in continued use of Aluminum and similar low melting point materials at higher pressures for containing Hydrogen? The paper is expected to provide basis for a discussion on this safety issue. In addition, the paper will include a discussion around pressure vs stress level limits for common materials. A user friendly material selection chart will be presented for the benefit of the audience.

En una necesidad por repensar nuestros pasados recientes y su resignidicación en el presente, comencé a trabajar con la memoria del exilio republicano español en México focalizada en la tercera generación. El propósito de Recuerdos del futuro es reflexionar, a partir de la producción visual, acerca de las posibilidades del recuerdo por medio de acciones que activan la performatividad de la memoria. Estas memorias se movilizan a través de mecanismos que cobran cuerpo en acciones-performance colectivas. De este modo, el trabajo que estoy desarrollando ha tomado forma en distintos dispositivos como un ensayo visual, una coreografia desarrollada a partir de entrevistas o un coro, elaborado con nietos del exilio a partir de fragmentos de las canciones que cantaban en sus familias. Sin embargo, ha sido con mis ultimas obras las que me gustaría determe brevemente, una playlist elaborada colectivamente y un taller, han servido para reubicar mi práctica artística desde nuevos formatos que entienden como indispensable la discusión colectiva, el trabajo colaborativo y compartir las experiencias que generar una memoria común y un entendido por venir. Todas las canciones son nuestras, es un cancionero construido de forma colectiva a través de la difusión y participación en redes sociales. El playlist se basa en canciones que hayan sido emblemáticas para el reconociemiento de los participantes como sujetos políticos en algún momento de su vida. Esto va ligado, en principio, a las canciones de los contextos históricos a los que cada uno pertenece o heredó. El taller esta enfocado en generar un relato paralelo por medio de las narraciones y vivencias transmitidas en el ámbito familiar referentes a eventos históricos, como un ejercicio de ampliación de la “historia oficial”. Es un taller práctico que consiste en trabajar con los recuerdos familiares dándoles forma por medio de la creación de un fanzine como un posible nuevo libro de historia compuesto por collages, texto, dibujos y fotografías. En definitiva la investigación que estoy llevando acabo pasa por crear dispositivos que puedan generar un entendido común, con una memoria compartida, catártica y performativa como activadora de estos recuerdos que reverberan en el presente. http://dx.doi.org/10.4995/ANIAV.2017.5793

Gracias a la nota de clase, los alumnos y profesores de Enfermería disponen de un material que les permitirá desarrollar estrategias para apropiarse de los aspectos relacionados con el origen de la enfermería y su influencia en el avance del cuidado como esencia del quehacer profesional. Los hechos históricos desde una mirada crítica y reflexiva permiten valorar y reconocer en las diferentes épocas de la historia situaciones del contexto social, político y económico que contribuyeron a los cambios para el presente de la profesión y los desafíos del futuro; esto debido a que la historia, como parte inherente de una sociedad, se escribe de manera permanente por los modos cambiantes de la humanidad. Hay un presente con legados históricos que fortalecen una profesión que está evolucionando constantemente en cuanto a construcción como ciencia, con los referentes teóricos que los alumnos identifican por primera vez. Asimismo, la forma como se comprende, valora e interpreta contribuirá a que se empoderen y lideren cambios en su práctica profesional y se fortalezca la calidad del cuidado y la identidad profesional.

El objetivo de la presente investigación es Interpretar las vivencias de la discapacidad, a partir de la narrativa de estudiantes universitarios de la modalidad virtual del departamento de Boyacá. Esta investigación se inscribe en el paradigma de naturaleza cualitativa, enfoque hermenéutico. Se seleccionarán a los participantes por bola de nieve o en cadena hasta la saturación teórica. Se recolectará la información por medio de una entrevista a profundidad, no estructurada basada en un derrotero temático afín a las categorías de análisis. Cada entrevista será grabada, transcrita y analizada. Posteriormente se realizará la codificación y categorización, para estructurar la historia de vida de cada participante. Este análisis e interpretación de los datos, requiere de un proceso de categorización y triangulación de los mismos, la comparación constante en cada uno de los pasos, y la ejecución de un análisis de contenido y un análisis visual. Así mismo se deberá elaborar matrices, que permitan la interpretación de la información, para finalmente comunicar los resultados obtenidos. Se realizará la comunicación de los resultados en primera medida a los participantes de la investigación quienes validarán la información y en segunda medida se realizará la comunicación relativa a los informes de corte académico.

Este trabajo analiza la resignificación del legado cultural indígena en la obra de varios intelectuales argentinos vinculados al espiritualismo (Joaquín V. González, Ricardo Rojas y Ernesto Quesada) entre fines del siglo XIX y los años treinta. En contraste con perspectivas hegemónicas que devalúan la alteridad indígena — como en el caso de Estanislao Zeballos y Bartolomé Mitre —, estos autores destacan la importancia de los vínculos socio-culturales entre las elites tradicionales y los indígenas. Forjados especialmente en el noroeste argentino (NOA) desde la Conquista, estos lazos se basarían en el supuesto vínculo de los grupos indígenas con las “grandes” civilizaciones precolombinas, y en su participación en las guerras de emancipación. Al imaginar instancias de convivialidad entre actores sociales antagónicos, estos discursos tienden a ocultar asimetrías implícitas a lo largo de la historia nacional, y a negar a los indígenas como sujetos sociales activos en el presente.

El presente documento de trabajo se centra en el proceso de desarrollo de un simulador que permita llenar los campos de un documento denominado epicrisis y generar un documento XML-CDA y PDF, en el marco del proyecto denominado “Diseño y construcción de un documento HL7 CDA para historia clínica colombiana”. En el proyecto “Diseño y construcción de un documento HL7 CDA para historia clínica colombiana”, se plantea el desarrollo de un simulador basado en software para ser usado en la formación de estudiantes de la escuela de ciencias de la salud de la Universidad Nacional Abierta y a Distancia. El propósito del software es poder brindar a los estudiantes una experiencia mucho más completa que la actual, a través del diligenciamiento del documento epicrisis que incluye aspectos legislativos, conjuntos estandarizados de datos y el uso de estándares como Loinc y HL7. En adelante se procede a explicar el proceso de desarrollo del simulador y su respectiva justificación de acuerdo con las necesidades del proyecto.

Venezuela experimenta la recesión económica más severa y prolongada de su historia económica moderna. El país ha perdido tres cuartas partes de su Producto Interno Bruto, produciendo, como consecuencia, una degradación extrema de las condiciones materiales de vida de sus habitantes. En este contexto, no existe una evaluación apropiada de los efectos que esta profunda crisis económica ha tenido sobre los indicadores socioeconómicos de las clases medias en Venezuela. Este documento técnico hace uso de las fuentes de microdatos disponibles para analizar empíricamente el tamaño y la evolución reciente de la clase media venezolana a la luz de la reciente crisis económica. En líneas generales, se corrobora una caída abrupta y sistemática tanto en el tamaño de la clase media venezolana, así como del poder de consumo de quienes todavía forman parte de ella. En 2020 se verifica que aproximadamente 9 de cada 10 familias que era considerada de clase media a principios de la década pasada, ya no lo es. Además, el análisis dinámico de los datos muestra evidencia de que una porción muy importante de familias de clase media ha perdido su estatus sobretodo en los últimos años, tendencia comprobada por la evolución indicadores no monetarios, relacionados con los niveles multidimensionales de bienestar y seguridad económica de las familias de estratos medios. Venezuela llegó a ser el hogar de la más grande, sólida y próspera clase media de la región, hoy en día, la situación ha cambiado radicalmente: una parte importante de el acervo de capacidades y capital humano de la clase media ha alimentado la ola de emigración de venezolanos de los últimos años, mientras la otra parte, la poción que permaneció en Venezuela, sufre la erosión de sus condiciones en el marco de la depresión económica y la crisis humanitaria. En general, existe amplio consenso sobre el efecto positivo que tiene la clase media sobre el bienestar, el crecimiento económico, la equidad y la estabilidad de las economías, en este sentido, la rehabilitación de la clase media venezolana deberá formar parte de cualquier programa de recuperación futura.

Ante la crisis sanitaria del COVID-19 y su crisis económica asociada, Colombia está enfrentando múltiples desafíos sin precedentes en la historia moderna del país en términos de su magnitud y complejidad. Por un lado, la pandemia ha puesto en evidencia la alta exposición y vulnerabilidad del país a diversos choques domésticos como externos. Por otro lado, se presenta una oportunidad para consolidar a Colombia mediante cambios económicos, sociales e institucionales profundos que coadyuven a un crecimiento de mediano plazo sólido, inclusivo y sostenible al cambio climático. Los desafíos de desarrollo que enfrenta Colombia ante el choque del COVID-19 se analizan en los planos fiscal, externo, empresarial y social. Donde se describen las vulnerabilidades del país cuenta y se dan algunas propuestas de política para enfrentar la crisis y lograr una recuperación económica resiliente y sostenible en tiempos de post COVID-19. Estas propuestas tienden a promover el diálogo de políticas de forma proactiva y constructiva.

Es aquí donde nos proponemos hacer una pausa para revisitar el camino recorrido y reunir las experiencias que al paso del tiempo hemos atesorado como extraordinarias. Estás por recorrer un proyecto editorial colaborativo que celebra los primeros diez años de la Unidad de Vinculación Artística (UVA). Diez años que se expresan en 10 fanzines o números donde cada uno representa una arista desde donde mirar esta primera década. Ubicada en el corazón de Tlatelolco, la UVA ha acompañado en sus procesos de iniciación, formación y creación artística a más de 10,000 personas. A través de nuestros talleres libres y nuestra adorada biblioteca comunitaria “Alaíde Foppa” hemos sido cómplices de niñas, niños, jóvenes, adultos y personas mayores. Para ellxs, y para los que están por venir, nuestro total agradecimiento. Doce talleristas —artistas de diversas disciplinas, interesados en la educación e investigación a través del arte— acudieron al llamado para dimensionar y proyectar nuestra historia. A través de sus voces se hacen evidentes los pilares de nuestra comunidad: la educación no formal, el reconocimiento del otro como vértice de la experiencia educativa y por último, la integración de la carga cultural que representa el barrio de Tlatelolco: nuestro territorio. This summary reviews evidence on the urban flooding impact, risk factors, and management and mitigation measures in Lagos and other cities in Nigeria. Flooding is a common problem every year in many cities across Nigeria, but the impacts of flooding are poorly documented. There is no consistent set of statistics at a national or sub-national level that can be used to compare the impacts of flooding across cities, and reports that focus on particular flood events are often incomplete. The literature notes the principal factors contributing to flood risk including uncontrolled urban growth, inadequate and poorly-maintained drainage systems, solid waste management practices, weakness in institutional capacity and coordination, and warning systems and public awareness. The evidence base for flood impacts, risks, and mitigation efforts at the city level in Nigeria is limited, and much of the information available is low quality, inconsistent, or outdated. Many rely on surveys of city residents rather than objective empirical data, and some of these surveys appear to be poorly designed. A significant number of the academic publications available have been published in non-mainstream journals without the usual level of academic peer review. Recent information is scarce, and a significant amount of the available evidence dates from 2011 and 2012, which coincides with an episode of nationwide flooding that was among the worst in Nigeria’s history.

Este documento reseña la gestión del Banco de la República entre 2017 y 2020, un período durante el cual el Banco logró consolidar una inflación baja y estable, con tasas de crecimiento cada vez más cercanas al potencial. A partir de marzo de 2020 se adoptaron políticas novedosas que lograron evitar una crisis profunda en medio de la pandemia del Coronavirus, un choque de enormes dimensiones para la humanidad. De otra parte, se tomaron medidas importantes tendientes a fortalecer la Administración del Banco, con un mayor control de los recursos financieros destinados a los distintos objetivos del Plan de Desarrollo. El Banco continúa siendo la institución estatal independiente que genera mayor confianza entre los colombianos por su transparencia, su ajuste a exigentes metas de resultados macroeconómicos y empresariales, y por el cumplimiento efectivo de las funciones de banca central y culturales encomendadas por la Constitución y la ley. RESUMEN EJECUTIVO La economía colombiana enfrentó en los últimos cuatro años algunos de los eventos que mayor impacto han tenido sobre su desempeño en más de un siglo. El precio internacional del petróleo cayó a menos de la tercera parte entre junio de 2014 y enero de 2016 y, nuevamente, entre septiembre de 2018 y abril de 2020; se presentaron frecuentes choques en el precio local de los alimentos, y la pandemia reciente ocasionó uno de los mayores desastres que ha padecido la humanidad en su historia. El Banco de la República (Banrep), sus directivos y empleados tuvieron que responder rápidamente a las nuevas circunstancias, un proceso que ha implicado grandes cambios en la forma como se han ejecutado y cumplido las funciones de la banca central y las del área cultural a cargo de la organización. De otra parte, el Plan Estratégico 2017-2021 sentó las bases para el nuevo programa de modernización del Banco, y en el presente Informe de gestión 2017-2020 se describen y analizan los retos enfrentados en el período y la forma en que se adaptó y modernizó la institución para hacerles frente. También se mencionan los principales desafíos que se avizoran hacia el futuro, con el fin de contribuir al diseño de los planes de la administración entrante. En este Resumen ejecutivo se presenta una síntesis del documento completo. En la sección II se hace un recuento de la situación económica de Colombia y el mundo en el cuatrienio reciente, y las medidas de política adoptadas por la Junta Directiva del Banco de la República (JDBR) para mantener la inflación baja y estable y contribuir a la recuperación del crecimiento de la economía. En la sección III se registran los avances y logros en los temas estratégicos del Plan Estratégico 2017-2021. En particular, se mencionan la política monetaria y de estabilidad financiera, la política cambiaria, la política de pagos, y otros temas relacionados con la eficiencia y eficacia en el Plan. La sección IV está dedicada a la gestión cultural, y en la sección V se describe la evolución de los temas de apoyo táctico para el logro de los objetivos del Plan: capital humano y cultura organizacional, tecnología e infraestructura; se incluye, además, un resumen de los avances en materia ambiental. En la sección VI se presentan los principales elementos de la respuesta del Banco ante la emergencia sanitaria del COVID-19. En la sección VII se describe el manejo de las reservas internacionales y se analizan el presupuesto y las utilidades del Banco. En la sección VIII se enuncian algunos desafíos futuros.
