Full textThe decentralization process of social policies in the Country, as implemented by the 1988 Federal Constitution of Brazil, led to the reformulation of such policies\' management in States and Municipalities, as regards managerial culture, administrative structure and opening of channels for the civil society\'s participation in the construction, follow-up and assessment of such actions. In this process, the relationships among State, Market and Community should reach a balance, by means of policies based on the model of Political Consensus (OFFE, 1998). In terms of management of municipal public policies, the Managing Board is a channel for the Community\'s participation and places the municipality in position to access state and federal allowances for local social programs. In Sports, the prevalence of the Market\'s interest is reflected in legal rules and Sports development plans implemented within the past two decades in the Country. The record of the existence of Municipal Boards of Sports is very recent in the country, and the knowledge as regards their role and performance towards making the Community\'s participation in the formulation and development of local policies feasible is extremely limited. This research was developed aiming at ascertaining whether the Municipal Board of Sports actually constitutes a space for defining policies and discussion and organization of the interests of the social order\'s different segments - State, Market and Community - into a local Sports policy. Therefore, a case study of the Municipal Board of Sports, Leisure and Physical Activity of Santana de Parnaíba-SP was developed, regarding the period from its creation in 2003 up to 2006, based on the analysis of documental sources, complemented by statements by Board members and the representative of the municipal executive power in the Sports field, relying on the Oral History methodology. The analyses carried out as regards the process\' implementation and the Board\'s activities led to the nonconfirmation of the study\'s hypothesis. A distancing between the municipal government\'s participative proposal and what took place within the sphere of the Sports and the Board\'s policy was ascertained, as well as an absence of encouragement for civil society\'s participation in the process to formulate and follow-up the Sports Policy. Considerations and perspectives as regards filling in the blanks identified in the Board\'s actions are raised aiming 8 at contributing to the improvement of such democratic management mechanism\'s activities in other Brazilian municipalities.

Full textA disaster always means a huge death toll, displacement and inconceivable destruction for a poor country such as Bangladesh. Recently, Bangladesh has taken a holistic approach to prioritising interrelated activities and the involvement of various organisations in disaster management. A number of disaster management committees (DMCs) have been formed to coordinate and implement risk reduction measures. But the levels of success of these organisations have varied in different regions. Improper consideration of local knowledge, corruption of actors, lack of coordination and capacity of actors, etc., are perceived as major causes of this. Primarily, this mini-thesis aims to measure the impact of self-organisation in disaster risk management.

Full textThe questions posed in this study address the different processes that were involved in the decision-making and establishment of the water management organisations, the extent of public participation, as well as features of evident governance in implementing the policies. A critical analysis of the role of stakeholders and the various influences they may have in water management will also be examined. The methodology follows a historical study approach. A thorough document review will be done of the policies and related materials around BMCs, where events will be constructed from the findings. Interviews will be conducted for verification purposes, to verify the desktop findings and to assimilate any conflicts of opinion that might have not been documented.

Full textThis study seeks to analyze the Participative Legislation Committee of the House of Representatives, under the bias of the proposition, organized civil society, suggestions related to social policies, between the years 2001 to 2011. Therefore, initially there will be a review of the literature on what has to be democracy, so that one can understand the various existing types, as well as the principles necessary for democracy to take effect. There will be an approach about direct democracy, as well as indirect democracy (representative). After, it will analyze historically the National Constituent Assembly which culminated in the 1988 Federal Constitution, because it wants to be shown that the mechanisms of popular participation inserted in art. 14, I, II and III of the Magna Carta exhibit large compared with the composition of the Parliamentary Assembly. O presente estudo analisa a Comissão de Legislação Participativa da Câmara dos Deputados, sob o viés da proposição, pela sociedade civil organizada, de sugestões relacionadas a políticas sociais, entre os anos de 2001 a 2011. Para tanto, inicialmente será realizada uma revisão de literatura sobre o que vem a ser democracia, para que se possa compreender os vários tipos existentes, assim como os princípios necessário para que a democracia seja efetivada. Será realizada uma abordagem acerca da democracia direta, assim como da democracia indireta (representativa). Analisa a história da Assembleia Nacional Constituinte que culminou com a Constituição Federal de 1988, pois com isso quer-se mostrar que os mecanismos de participação popular inseridos no art. 14, I, II e III da Magna Carta apresentam larga relação com a composição parlamentar da Assembleia. Enfatiza, também, a democracia brasileira, qual seja, a participativa, assim como a respeito dos mecanismos inseridos nos incisos I, II e III do art. 14 da Constituição. Todo o preceituado até o presente momento se faz necessário para que seja possível compreender os motivos pelos quais a Comissão de Legislação Participativa foi criada. Resumo: A descentralização político-administrativa ocorrida no Brasil a partir da Constituição de 1988 ampliou a autonomia de decisão, o poder e o controle sobre os recursos e responsabilidades dos municípios. Por outro lado, a União e os Estados reduziram seu apoio aos programas de financiamentos e de assistência técnica municipais. Também são conhecidas as dificuldades econômicas e administrativas de boa parte dos municípios brasileiros, notadamente aqueles com baixa população e distantes das capitais administrativas. A partir desse panorama, tem-se buscado novos modelos de governança que possibilitem maior cooperação intermunicipal, uma vez que diversos problemas e potencialidades são comuns a maioria deles. Há exemplos de sucesso desse tipo de cooperação em diversos países. No Brasil, a maioria das iniciativas em curso tem encontrado dificuldades quanto à continuidade das ações. O problema desta pesquisa é discutir "como implementar planos de desenvolvimento regional sem a constituição de autoridade político administrativa para sua gestão?" O objetivo é avaliar as condições que favorecem e dificultam a gestão e implementação de planos regionais e a consequente consolidação das microrregiões. A hipótese é que as associações intermunicipais podem se constituir importantes opções para a gestão e implementação dos planos de desenvolvimento regional em Minas Gerais. A metodologia abrangeu as etapas de: (i) Revisão bibliográfica; (ii) Coleta de dados sobre os Planos Regionais em estudo; (iii) Sistematização e análise de três iniciativas já consolidadas de Governos Estaduais para promover o Desenvolvimento Regional e do recém concluído Plano de Desenvolvimento Regional em Minas Gerais, que foi utilizado como fonte de exemplos; (iv) Apresentação e discussão dos resultados, a partir da idéia central de que a institucionalização de uma região envolve quatro aspectos para aferição das experiências de planejamento regional. Na etapa (v) são apresentadas as principais conclusões: (1) os Governos Estaduais têm grande dificuldade em atuar como agentes de implementação das ações de planejamento e tendem a descontinuar programas de governos anteriores, caso não se consolide instância de governança local; (2) a existência de associações de municípios já consolidadas em Minas Gerais tais como a AMEG, aliada às novas possibilidades institucionais como os consórcios intermunicipais, constituem importantes passos para o início do processo de gestão territorial microrregional no Estado mineiro
Abstract: The political/administrative decentralization in progress in Brazil since the Constitution 1988 amplified decision autonomy, empowerment and control on the resources and duties of the cities. Nevertheless, both federal and states administrations diminished their backing to the finance and municipal technical assistance programs. To aggravate the situation, widespread are the economic and managerial constraints faced by a great deal of brazilian cities, noticeably those which have few inhabitants and are distant from major administrative capital cities. Given such perspective, new managerial structures/patterns which enable greater inter-municipal cooperation have been pursued, since various problems and potentialities are common to the majority of those cities. There are examples of similar successful cooperation actions carried out in many countries. In Brazil, the majority of the initiatives to establish inter-municipal cooperation in progress have been facing difficulty in terms of continuity. The proposition of this study is "how to implement plans of regional development without resorting to political/administrative authorities constituted to their management?" The objective is to evaluate conditions which favor or hinder the management and implementation of regional planning and the consequent consolidation of the "micro-regions". The hypothesis is that the inter-municipal associations might represent important options for the management and implementation of regional development plans in Minas Gerais. The methodology ranged the stages: (i) bibliographic revision; (ii) Collection of data on the Regional Plans in study; (iii) Systematization and analysis of three currently consolidated initiatives by states administrations to foster regional development and the recently concluded Regional Development Plan in Minas Gerais, which will be utilized as a source of examples; (iv) Presentation and discussion of the results based on the premise that the institutionalization of a given region involves four aspects to assess the experiences on regional planning. At stage (v) the main findings are presented: (1) the state governmental authorities experience great difficulty to act as agents for the implementation of planning actions and tend to discontinue programs implemented by previous administrations, in case an instance of governance is not consolidated. (2) the existence of currently consolidated municipal associations in Minas Gerais, such as AMEG, together with new institutional possibilities like inter-municipal consortia represent important steps to the commencement of the process of territorial management in Minas Gerais State

Full textLined in the genesis of national political organization, seeks to reduce the complexity of social and political organization prevailing system, consolidating on key historical events, responsible for building the basis of citizenship and consequent awareness of the need for interaction between rulers and ruled, thus was born the institute of ombudsman public in order to fill the gap of communication and society participation in governance state. This work, in addition to addressing the roots of generating political support base of the institute of ombudsman, brings to fore the changing needs of the institute in national and international bias, limiting the playing field, major public and private actions that corroborated and corroborate the organization and structuring of public sector ombudsmen. Concomitantly, entered to the world of e-governance in favor of a new relational format, improving the emancipatory process of transparency, participation and democratization National. We highlight special attention to the model used in the Federal Executive, the body that is driving the Ombudsman General of the Union, as the work under the Ministry of Agriculture, Livestock and Supply argued that motivated the main arguments (theoretical and empirical) of this research.
Referendado na gênese da organização política nacional, busca-se reduzir a complexidade social e política do sistema de organização vigente, consubstanciando-se nos principais acontecimentos históricos, responsáveis pela construção da base de cidadania e consequente conscientização da necessidade de interação entre governados e governantes. Assim, nasce o instituto das ouvidorias públicas, a fim de preencher a lacuna da comunicação e participação da sociedade na gestão pública estatal. O presente trabalho, além de abordar as raízes políticas geradoras da base de sustentação do instituto de ouvidorias, traz à baila o contexto evolutivo do instituto no viés nacional e internacional, delimitando o campo de atuação e principais ações que corroboraram e corroboram com a organização e estruturação do setor de ouvidorias públicas. De forma concomitante, adentrou-se no universo da governança eletrônica, em prol de uma nova formatação relacional, aprimorando o processo emancipatório da transparência, participação e redemocratização Nacional. É dada especial atenção ao modelo utilizado no âmbito do Executivo Federal, do órgão motriz que é a Ouvidoria-Geral da União, como os trabalhos desenvolvidos no âmbito da Ouvidoria do Ministério da Agricultura, Pecuária e Abastecimento, que sustentaram e motivaram os principais argumentos (teóricos e empíricos), da presente pesquisa.

A Constituição brasileira de 1988 representou um marco na mudança de paradigmas do controle social no País ao reconhecer o direito da Sociedade Civil ao controle das ações do Estado. No ano de 2012, foi realizada a 1ª Conferência Sobre Transparência e Controle Social (1ª CONSOCIAL), evento nacional organizado pelos órgãos de controle interno de governo em suas diferentes instâncias, cujo tema central foi "A Sociedade no Acompanhamento e Controle da Gestão Pública" e objetivou a elaboração do Plano Nacional de Transparência e Controle Social, que pretende se tornar um importante instrumento de combate à corrupção. O aparato governamental disponibilizado para a realização deste evento, que mobilizou perto de um milhão de pessoas e envolveu 40% da municipalidade da federação, pode representar um indicativo do insipiente exercício de combate à corrupção pela sociedade no País. A 1ª CONSOCIAL representa um fato que merece um volume maior de estudos sobre o tema, pois sua realização não mostra que foram vencidos os fatores impeditivos da participação da sociedade brasileira no combate à corrupção. O objetivo desta dissertação é oferecer uma contribuição para o movimento de ampliação da participação social desencadeado pela Conferência, apresentando possíveis fatores explicativos do baixo grau de participação social no Brasil, a partir da experiência da 1ª CONSOCIAL, entre os anos de 2011 e 2012 e, com isso, propiciar novas questões que levem a estudos futuros. Os resultados aqui apresentados são decorrentes de uma pesquisa qualitativa, baseada em um estudo de campo, onde o método de análise de conteúdo foi empregado para avaliar entrevistas semi estruturadas e a observação participante em duas etapas da conferência, a do Estado do Rio de Janeiro e a nacional em Brasília. Acrescentou–se a este estudo uma breve abordagem da estrutura montada e disponibilizada na Internet pela Controladoria Geral da União (CGU) de orientação à realização do evento.
The Constitution of 1988 was a milestone in changing paradigms of social control in the country to recognize the civil society right to control the actions of the State . In 2012, was held the 1st Conference on Transparency and Social Control ( 1st CONSOCIAL ), a national event organized by government internal control organs in its different bodies, whose theme was "The Society Monitoring and Control the Public Management" and aimed at the elaboration of the National Plan for Transparency and Social Control , which aims to become an important tool for fighting corruption. The available government apparatus for this event, which involved close a million people and involved 40 % of federation municipality, may represent an indication of incipient exercise by society to combat corruption in the country The 1st CONSOCIAL is a fact that deserves a higher volume of studies on the subject, because its realization does not show that the impediments were overcome participation of Brazilian society in fighting corruption. This dissertation objective is provide a contribution to the movement of increasing social participation triggered by the Conference, presenting possible explanations of the low degree of social participation in Brazil , from the experience of the 1st CONSOCIAL , between the years 2011 and 2012 , and thereby , providing new questions that lead to future studies . The results are derived from a qualitative study , based on a field study where the method of content analysis was used to evaluate semi-structured interviews and participant observation in two stages of the conference, the State of Rio de Janeiro and national in Brasilia . Added to this study a brief approach to the structure built and made available on the Internet by the Comptroller General (CGU ) orientation to the event .

Full textThis paper intends to identify the potentialities and the constraints of the development of digital democracy in Brazil. Digital democracy consists of enacting electronic participation tools throughout the public policy cycle, aiming at enhancing social control and democratization of public management. This research employs the case study method for analyzing three digital democracy experiences in Brazil at the federal, state, and local levels: respectively, public e-consultations; Digital Cabinet; and Digital Participatory Budgeting. These initiatives indicate that it is possible to apply e-Participation tools for i) the democratization of each stage of the public policy cycle and ii) increasing the number of participants in comparison to in-person experiences. Nonetheless, one can observe the underutilization of the ICT‘s potential and an unsatisfactory pattern of feedback from the public management about the inputs of society delivered by these tools. Besides the problems related to digital divide, some political, organizational, and institutional issues limit the impact and the adoption of e-participation, out of which is worth underscoring the role of civil servants‘ bureaucracy and the lack of institutional arrangements to sustain the digital democracy operation.
Este trabajo tiene como objetivo identificar las potencialidades y los factores limitadores existentes en el desarrollo de la democracia digital en Brasil. La democracia digital consiste en el empleo de herramientas de participación electrónica en el ciclo de políticas públicas con la finalidad de promover la democratización y el control social de la gestión pública. El método empleado fue el estudio de caso de tres experiencias de democracia digital que abarcan los niveles federal, regional y municipal: las consultas públicas electrónicas, el Gabinete Digital y el Presupuesto Participativo Digital, respectivamente. El análisis de las iniciativas apunta a la posibilidad de: i) adopción de la e-participación en diferentes etapas del ciclo de políticas públicas, y ii) la significativa ampliación del número de participantes en comparación con las experiencias presenciales. Sin embargo, todavía se percibe un escaso aprovechamiento de las tecnologías y un patrón insuficiente de respuesta de la administración pública a las contribuciones de la sociedad encaminadas a través de esas herramientas. Además de los problemas relacionados con la exclusión digital, factores políticos, organizativos e institucionales limitan el impacto de la e-participación, de los cuales se destacan el papel de la burocracia y la carencia de arreglos institucionales que sustenten la operación de la democracia digital.
