AbstractThe paper aims to provide an insight about barriers affecting e‐commerce adoption with small to midsized enterprises (SMEs) in Australia. The objective of this research is also to consolidate the factors and determine the level of influence, either positively or negatively from the adopter’s perspective, on the adoption decision. This study also examines the factors influencing e-commerce adoption decisions in small and medium enterprises (SMEs) in Australia. Three groups of factors influencing adoption decisions are identified, including organisational, technology and environmental barriers influencing e‐commerce adoption and implementation in Australia. This paper mainly has used secondary research data and methods to provide a broad investigation of the barriers in Australia, how to overcome the hurdles in SMEs of Australia necessary for SMEs to help facilitate e-commerce adoption. The research is subject to academic journal articles, project reports, media articles, corporation based documents and other appropriate information. In future, questionnaire‐based survey and interview will be conducted with small to midsized businesses in Australia about e‐commerce adoption and implementation. The finding says that one of the most vivid implications of e-commerce for SMEs is the potential for external communication and information gathering for market and product research. However, the most common limitation of e-commerce in Australia is that e-commerce is mainly used for payment purposes only. The study has found that the historical relationship problems between Business Link and SMEs are still causing problems. Cost was not seen as an inhibitor to adopting e‐commerce. Some evidence is emerging that e‐commerce may be able to save failing or struggling businesses. Other unexpected outcomes are that e‐commerce had social benefits for SMEs’ owners in reducing working hours yet still increased sales. The findings also show that in Australia, organisations and manager’s characteristics, perceived benefits, organisational culture, organisational IT competence, technological competency, IT support, availability of financial support, management commitment/support, external pressure and cost of adoption are significant predictors of e-commerce acceptance in the SMEs and have significant relationships with e-commerce adoption in Australia

Hospitals and healthcare organizations are facing an increasingly competitive business environment which demands the efficient use and appropriate evaluation of their tangible and intangible resources and competencies in order to continuously improve their organizational performance. The management of e-commerce/IT outsourcing is a crucial management issue for hospitals and healthcare organizations in recent years since only a small proportion of these organizations have reaped the expected benefits from their outsourcing projects. Therefore, the main objective of this article is to better understand the investment evaluation and benefits realization practices and processes of Australian and Taiwanese hospitals that have outsourced their e-commerce/IT systems. This article provides the opportunity to examine outsourcing practices of a highly developed economy (Australia) and a newly industrialized economy (Taiwan). Some e-commerce/IT outsourcing issues and challenges confronted by hospitals in Australia and Taiwan will be identified, discussed and presented. The findings of this study will assist hospitals and other healthcare organizations to formulate appropriate strategies to better handle the potential issues and challenges in undertaking e-commerce/IT outsourcing projects.

Electronic commerce is causing fundamental changes in the insurance sector. Inherent opportunities of this innovative sales channel are driving the development of a new customer relationship paradigm, development of new products, pursuit of low cost ‘self service’ strategies, and emergence of ‘virtual brokers’. The Australian insurance sector is well positioned to take advantage of electronic commerce due to the high level of PC penetration, high Internet usage, and extensive broadband infrastructure. The perception is that the Australian insurance sector is meeting these challenges. Surprisingly, despite the emergence of electronic commerce as a ‘hot topic’ in the information technology and insurance sector literature, little empirical research has been reported. Much of the extant literature can be criticized as being too generic and superficial. It is argued that until research is focused on specific aspects of electronic commerce, we will fail to capture meaningful insights. The aim of this research project is to develop a research framework appropriate for electronic commerce, research and to apply it to a specific sector (insurance), in a specific geographical region (Australia), using a specific electronic commerce, medium (Internet), for a specific purpose (business to consumer sale of risk products). The research objective is to discover which Australian insurance companies are using electronic commerce for what. The survey found that of the 21 largest Australian insurance companies only 18 have web sites. These sites are mainly used for promotional purposes and not for directly generating sales. Only six companies offer customer-specific pricing of their products. And of these, only four companies sell any of their products over the Internet. Paradoxically, despite pressing business drivers in the insurance sector and a favourable electronic commerce environment in Australia, these findings demonstrate a significant gap between appreciation of the importance of electronic commerce and realization of commercial potential. Whilst most Australian insurance companies are well aware of the special importance of electronic commerce, many fail to take full advantage. Although further qualitative research is recommended to understand why this is so, it is clear that a significant gap remains between the technical capabilities of electronic commerce and actual practice in the Australian insurance sector.

<p>This article celebrates the recent decision of the High Court of Australia in Betfair Pty Ltd v Western Australia to revise the uniquely Australian concept of abridged proportionality that frames the Cole v Whitfield saving test for section 92 of the Australian Constitution. The critique that the article makes of abridged proportionality takes the form of a comparison<br />with the continental European concept of robust proportionality. The comparison reveals that, unlike robust proportionality, abridged proportionality poses a twofold risk: one, that the test might save laws or measures that have a discriminatory effect on interstate trade and commerce if they have a purpose that is not protectionist; and, two, that the<br />test might not save laws or measures that, in effect, legitimately regulate interstate trade and commerce if they have a purpose that is indeed protectionist. Thus, the article argues that abridged proportionality cannot preserve the Australian common market with the same level of strength that robust proportionality has. In conclusion, the article celebrates the fact that, since Betfair Pty Ltd v Western Australia, the High Court of Australia is now free to analyse not only the purpose but also the effect of any law or measure under challenge when it considers future cases on section 92.</p>

AbstractChina and Australia are extremely significant trade partners and investors. Australia has a very well established competition law, now called the Competition and Consumer Law 2010, with a well-established merger regime. China has a relatively new competition law, the Anti-Monopoly Law 2007. This article compares merger control in the two jurisdictions. The Ministry of Commerce (MOFCOM) has already referred to an Australian decision in rejecting a merger, the only reference to a foreign decision to date, which confirms the utility of the comparison. This article critically evaluates the determinations of MOFCOM and compares the approach of the Australian Competition and Consumer Commission (ACCC), the Australian regulator. It assesses the transparency and predictability of procedures and decision-making in the two jurisdictions.

Abstract:
Indonesia has experienced an increase in users of e-commerce platforms, resulting in increased income for sellers, both individuals and entities, who conduct online sales transactions. Therefore, the Indonesian government sets a tax policy for online sellers. However, the Indonesian government still has several obstacles, one of which is that e-commerce transactions have an eternal nature. To answer these problems, the author compares the taxation policies on e-commerce transactions that apply in Indonesia with the tax policies on e-commerce transactions that apply in other countries, namely the European Union, Australia, South Korea, India, China, the United States, and Japan. The writing method used by the author is a literature study method. This paper shows that the taxation policy on e-commerce transactions in Indonesia, the European Union, Australia, South Korea, India, China, the United States, and Japan imposes a Value Added Tax (VAT) or the like as a consumption tax on goods. And services as well as sales tax and Income Tax. In addition, several countries have created platforms or special teams to manage taxes from e-commerce transactions, namely the platform Mini One Stop Shop (MOSS), now called OSS (European Union); Korean Fair Trade Commission (KFTC) (South Korea); Professional Team for E-Commerce Taxation (Protect) (Japan). Therefore, Indonesia needs to follow the example of the European Union, South Korea, and Japan in terms of establishing a system or team dedicated to managing tax collection from e-commerce transactions

The use of e-commerce systems has increased substantially in the past five years, and now a number of companies in the construction industry have joined consortiums to develop e-commerce portals. These new systems encourage companies to review the way in which existing processes are undertaken, and often re-engineered process are introduced. It is important to understand the difference between the terms e-commerce and e-business, e-commerce refers to buying and seeling transactions which use some24The Australian Journal of Construction Economics & Building Page (iii)form of electronic media, while e-business suggests a review and redefinition of business models linked to the greater use of IT. It is argued that the greater use of the internet and e-commerce, and the move towards the integration of applications will compel construction companies to re-engineer processes and introduce e-commerce systems. A series of business drivers and business designs are discussed in later sections of this paper.There are many benefits associated with the introduction of e-commerce systems, and these include increases in GDP, real wages and employment together with reduced transaction costs. It has been forecast that there will be more than 400,000 companies in Australia using e-commerce systems by 2005 (NOIE 2000). For the construction industry, the benefits will include increased project efficiencies, communications, control, and reduced design and construction times as well as reduced costs (BuildOnline 2000). In the past year, two local consortiums have been formed to develop and offer e-commerce applications, and this heightens the need for all companies to reflect on how they might engage with these new technologies.

The Action Research project studies the role of information management and knowledge generation in establishing overseas political and trade activity to assist regional development in Australia. It is the work of a researcher whose background in information management ranges across more than 30 years working in the newspaper and regional economic development industries. It applies a hybrid term called “communicative creativity” – distilled from Wieman’s (1963) Doctrine of Creative Interchange and Habermas’s (1984) Theory of Communicative Action – to the researcher’s professional practice of facilitating the development of two entities – the economic development organization and its method of facilitating opportunities in China – against Nonaka and Takeuchi’s (1995) Five-Phase Model of the Organisational Creation Process. The thesis describes how the researcher’s previous career and life experience in China are used in the establishment of a model that will assist his current career in regional economic development. It explains the reasons for choosing the Participatory Action Research method and uses the researcher’s personal and professional voices in a multi-vocal, neopragmatic style blended with visual rich picture presentation involving graphics and photos to tell the story. The thesis – with its style and voices – is a soft systems picture in its own right. The research outcome is a knowledge management model for promoting. Selling, organising and conducting a trade mission into China.

This diploma thesis provides insight into the current status of Slovakian and Australian electronic commerce markets and differences between them. The main objective is to evaluate the level of development of e-commerce in Slovakia. For evaluation of the situation, we use comparison with Australia. Partial objective is to provide full picture of the e-commerce in Slovakia and its competitiveness, to describe opportunities and to point out the prospects for future development, as well as weaknesses and shortcomings in this area. The work is divided into three chapters. The first chapter is theoretical, defines the concepts of e-commerce, its history, subjects and applications. In the second chapter, which is already analytical, we select and evaluate differences between those two countries in the areas that determinate the growth of e-commerce in the country. The last chapter analyzes and evaluates the state of electronic commerce particularly from the perspective of businesses and especially from the perspective of companies.

Electronic marketplaces have proliferated as use of the Internet has become widespread in business. A rapid growth in the number of marketplaces, followed by a period of stringent consolidation, as market makers develop a greater understanding of effective business models, has resulted in a climate of uncertainty and confusion. As with many aspects of e-commerce the drive towards participation is fuelled less by strategy planning than by a fear of lagging behind competitors or losing first mover advantage. In this climate of uncertainty organisations often bypass effective evaluation of the benefits that can be realised from participation in e-marketplaces, thereby exacerbating the process facing them and hampering effective decision-making. Evaluation is perceived as a fraught subject within the Information System field, and particularly within the business community which adheres to tried and trusted, albeit often inappropriate, methods such as financial or technical evaluation. The difficulties involved in effective evaluation of systems are well documented; these will increase as systems become more pervasive throughout organisations and those of their trading partners. Calls for a more holistic approach to evaluation are increasing, based on a developing appreciation of interpretive methods of research within the Information Systems discipline. However, the understanding that the social, political and cultural factors affecting and organisation have an impact on the uses and advantages of systems is by no means universal, and empirical evidence of this view is only slowly emerging. This research examines the benefits that can be realised from participation in an electronic marketplace by taking an interpretive approach to the evaluation. It examines the nature of electronic marketplaces to provide clarity to a confused and dynamic environment. The study then focuses on the development of evaluation studies within the IS discipline to identify how an effective evaluation method for assessing the benefits of e-marketplace participation can be achieved. An empirical examination of an organisation’s participation in an electronic marketplace is used to identify the benefits that are realisable and the issues that impact on them. The case study is conducted through an interpretive lens, using a content, context, process (CCP) approach based on existing IS literature. This enables a crucial understanding of the internal and external environments influencing the organisation and its realisation of potential benefits. To allow for the range of interpretations and reflections required to fully address the complexity of the issues involved in such a case study, a variety of research influences such as dialect hermeneutics, critical realism and case study theory are drawn into the research model. The case study organisation’s motivation for participating in an e-marketplace was primarily cost savings. Over the two years of the study, several more potential benefits were identified, such as supply chain efficiencies, greater market awareness and a widening of the supplier base. However, the organisation’s commitments to its local and regional communities, its need to retain status and some consideration of existing relationships needed to be balanced against the gains that might be realised. In some cases the organisation chose to forgo a potential benefit in favour of socially or politically motivated actions. Cultural factors also influenced their actions, particularly as they moved towards extending participation in the marketplace to gain from a global sourcing strategy. The contribution of this research lies in two areas. Firstly, it was existing evaluation literature to development a framework for the evaluation of benefits in the complex area of electronic marketplaces, thereby extending and informing the call for more inclusive and interpretive evaluation studies. Secondly, the research contributes empirical evidence to support the recognition of benefits to be gained from electronic marketplaces and shows how the realisation of the economic benefits is impacted by the social, political and cultural factors that influence an organisation.

This study attempts to identify and explore the psychodynamics of Australian and Korean business encounters in Seoul, Republic of Korea, by describing and discussing 'Australian-ness' and 'Korean-ness' as representations of what I will call 'National character in-the-mind'. A guiding hypothesis is that in highly charged emotional settings, like those associated with foreign business encounters, National character in-the-mind acts as a psychological and emotional container, and a protective screen to hide more intricate institutional anxieties and defences. The data supporting the study is drawn from my interviews with 12 Australian and 6 Korean business people conducted between 3 and 14 June 1996 in Seoul, Republic of Korea. The study also reflects my experience and role as researcher in the research as a source, creator and interpreter of data through the exploration of my own introspection. The findings demonstrate how Australian-ness and Korean-ness appear to represent projections of the human imagination, willed within the bounds of individual experience and perception. A model for evaluating Cultural Misunderstanding and Defensive/Adaptive Behaviour is proposed with the aim of seeking improved understanding of the Australian and Korean National character. The model applies learning from the research experience which emphasises the need for Australian and Korean business people to take a more adaptive approach to the contrary behaviours they encounter. The model also acknowledges the value of investing time to establish and maintain cross-cultural business relationships based on access, whereby Australian and Korean business people see themselves as resources of mutual gain, reducing the potential for misunderstanding, fear and mistrust and the subsequent invocation of defensive responses.

This study primarily examines the cultural and commercial practices of editors and publishers who commission and acquire content in independent Australian publishing houses. My research spans a 30-year transitional period in book publishing from 1970 to 2000 - a period marked by rapid and unstable shifts in publishing culture, reflecting wider social, political, economic and technological change. In a global market economy, more than ever before, the acquisition of local content is critical in fostering original ideas and works by Australian authors. A series of semi-structured interviews with editors and publishers provides a direct source of personal experience and professional industry-based knowledge. These narratives address and engage with individual and collective values, beliefs, assumptions and attitudes which reflect particular personalities and publishing styles. They also contribute to an understanding of the editors' and publishers' commissioning role, where knowledge and content are taken up and developed and publishing decisions are made. An analysis of editors' and publishers' responses further explores the diversity of commissioning and acquisitions environments in which they live and work. Publishing houses are profiled and works of fiction and non-fiction are identified and discussed in an attempt to unpack how and why they were commissioned and developed for publication, and to what social and cultural effect. The dynamics of organisational structure and publishing culture are explored by analysing general and specific publishing models. Editors and publishers discuss how publishing companies operate and offer insights into, and perceptions of, organisational structure and publishing culture and, importantly, how both impact on commissioning practice. Issues of identity, representation and institutionalisation are identified as they relate to developments and trends within publishing and public culture, as a whole, and the ways in which they intersect. This nexus of culture and power is explored through the cultural production of Australian content, and in particular, in Chapters Five and Six, with the impact of second-wave feminism on Australian publishing culture and cross-currents in the production and publication of Aboriginal and Torres Strait Islander works.

From this the researcher develops a framework to test two new strategic alignment instruments designed to measure the espoused preparedness of organisations to operate virtually and the readiness of an organisation to collaborate virtually. These instruments are designed to assist organisations in recognising and exploiting their degree of virtuality and can support organisations in developing new organisational forms that fully leverage the value of their ICT assests. Prior research has attempted to address strategic alignment issues either internally, externally or holistically. A new approach was necessary.

Abstract:
The majority of SMEs have neither the internal expertise nor financial resources to enable in-house development of electronic commerce and therefore turn to the services of website design consultants to assist them. Unfortunately, they often engage consultants without any clear idea of their intended e-business strategy and without due care as to effective engagement processes. This frequently leads to ineffective e-business development and a highly disaffected group of small entrepreneurs. The study suggests that there is a significant gap between the intended strategies of SMEs and the actual e-business strategy implemented. The study aimed to investigate the relationship between Australian Small and Medium Enterprises, Internet strategy and the engagement of website design consultants. The objectives of the research project were firstly, to identify factors including SME engagement of website design consultants, and other factors presented in previous research that may influence the success of online organizations. Secondly, to construct a framework for analysing those factors' which may influence the success of online organizations. Finally, to provide a set of critical development factors that may be used by Australian SMEs to implement the online organisation. The research methodology chosen used an interpretivist perspective and incorporated a multiple cross-case study approach. Four research instruments were employed in the study to enable triangulation of data and to increase validity and reliability. A pilot study was conducted and the results were used to refine and develop the data collection methods, procedures and theory development for the main study. The expected outcomes of the research project included developing a framework to enhance negotiations between website design consultants and Australian SMEs; to design a set of critical development factors, in relation to Internet strategy and consultant engagement, that may be used by Australian SMEs and consultants to facilitate the implementation of the online organization; and to provide a summarised report to Dow Digital in fulfilment of the requirements of the research funding, and to publish a number of papers based on the research project.

AbstractThis chapter examines recent developments in the regulation of insurance claims handling in the United Kingdom and in Australia. It commences by reviewing the relevant Insurance Core Principles developed by the International Association of Insurance Supervisors which articulate the standards that national supervisors should implement to effectively regulate the handling of claims and the resolution of disputes with policyholders. From this basis, it then examines the various rules developed by the Financial Conduct Authority to regulate claims handling in the United Kingdom, and through the use of case studies discusses how compliance with these rules has been monitored and enforced. The chapter then examines the legal framework for regulating insurance claims handling in Australia, which has been significantly expanded following the implementation of the reforms recommended by the 2019 Royal Commission into Misconduct in the Banking, Superannuation and Financial Services Industry. The chapter concludes that the approaches adopted in these two jurisdictions could provide a model for similar jurisdictions considering similar regulatory challenges.

This article provides the opportunity to examine outsourcing practices of a highly developed economy (Australia) and a newly industrialized economy (Taiwan). Some e-commerce/IT outsourcing issues and challenges confronted by hospitals in Australia and Taiwan will be identified, discussed and presented. This paper looks at the development of Electronic Commerce specialisations in an MBA program, and particularly at a recent specialisation developed at Victoria University, Australia for its local and overseas MBA students. These MBA specialisations are very popular in Australia, and half of the MBA programs with specialisations have one in an e-Commerce related field. An examination of some of these specialisations highlighted in the literature, or in Australian universities, shows that the two most popular topics in them are e-Marketing, the management of e-Commerce in business and e-Commerce business models. Victoria University has recently introduced an e-Commerce specialisation that targets these areas, as well as other popular uses of Internet technologies in business and the development of e-Commerce web sites. This specialisation is explained in the paper, along with the different modes ol the specialisation delivered at Victoria University campuses in Melbourne, Singapore and Beijing.

The paper provides a process and design overview of a large Master of Commerce unit (from hereon referred to as 'The Unit') at a University in Australia. The skills flowing from a creative and analytical mindset have been noted as crucial in the future. The Unit develops these two mindsets as complimentary by taking a multidisciplinary approach to curriculum design. By outlining the theoretical frameworks applied in the curriculum design and development and the approaches to teaching and learning, especially during the Pandemic, it is hoped that other academics and learning design teams will be able to draw inspiration that they can apply to their contexts. It is possible that the challenges that have arisen during this process may be applicable and have been experienced by other teaching teams in higher education institutions and certainly during the emergence of online learning during the Pandemic. This paper first discusses the approach we took in the curriculum design, informed by the Scholarship of Teaching and Learning (SoTL) Principles and Biggs' 3P's model of teaching and learning. The paper then focuses on design principles utilised to create the online learning management system for students.

Abstract The Chevron-operated Gorgon asset is the largest single resource project in Australia, with a portfolio of offshore gas fields to supply gas via two trunklines (Gorgon and Jansz-Io) to a three-train, 15.6 MTPA LNG plant and a 300 TJ/D domestic gas plant on Barrow Island. Gorgon will be a legacy project, with decades of production anticipated from the development of backfill fields gas resources. To realise the value of the asset, it is critical to select the right projects and execute them at the right time. Greater Gorgon Integrated Production Modelling (IPM) has been developed by Chevron Australia's gas supply team on behalf of the Gorgon Joint Venture (Australian Subsidiaries of Chevron, ExxonMobil, Shell, Osaka Gas, Tokyo Gas and JERA) to specifically enable optimisation of both the subsurface and surface value chain. It integrates reservoirs, wells, and subsea production networks to enable rigorous assessment of various portfolio-level development and planning scenarios. The focus of this paper is on the Jansz-Io trunkline, which is initially supplied by the massive depletion drive Jansz-Io field, and the key decision of how to maintain production post development of the Gorgon Stage 2 (GS2) project. To inform this key decision, extensive evaluation was conducted using coupled INTERSECT (IX) IPM model to assess Jansz-Io Compression (J-IC) concepts (floating platform vs subsea compression). The IX-IPM model includes either detailed IX dynamic simulation or simplified material balance (MBAL) reservoirs, and a detailed production system that captures the full pressure hydraulics and their complex interactions. Using this IX-IPM model, a systematic staircase approach was applied, starting with a minimum facility concept, before sequentially adding more functionalities (power, capacity, phasing and backfill fields tie-in) and quantifying their incremental benefits. This enabled comprehensive understanding of the compression model's pressure hydraulic performance and various value trade-offs at each step. A fit-for-purpose, fixed power compression model was implemented to commence the staircase assessment. Once subsea compression was selected, and as the assessment matured, vendor compressor performance curves were adopted for more rigorous modelling. Overall, the Greater Gorgon coupled IX-IPM model has proved to be invaluable in the assessment of the J-IC concept select and supported the Final Investment Decision (FID) on J-IC in 2021. The coupled IX-IPM model is continually refined with greater engineering resolution and additional production history to support the wider Gorgon asset decisions.

13 uranium mines operated in the South Alligator Valley of Australia’s Northern Territory between 1953 and 1963. At the end of operations the mines, and associated infrastructure, were simply abandoned. As this activity preceded environmental legislation by about 15 years there was neither any obligation, nor attempt, at remediation. In the 1980s it was decided that the whole area should become an extension of the adjacent World Heritage, Kakadu National Park. As a result the Commonwealth Government made an inventory of the abandoned mines and associated facilities in 1986. This established the size and scope of the liability and formed the framework for a possible future remediation project. The initial program for the reduction of physical and radiological hazards at each of the identified sites was formulated in 1989 and the works took place from 1990 to 1992. But even at this time, as throughout much of the valley’s history, little attention was being paid to the long term aspirations of traditional land owners. The traditional Aboriginal owners, the Gunlom Land Trust, were granted freehold Native Title to the area in 1996. They immediately leased the land back to the Commonwealth Government so it would remain a part of Kakadu National Park, but under joint management. One condition of the lease required that all evidence of former mining activity be remediated by 2015. The consultation, and subsequent planning processes, for a final remediation program began in 1997. A plan was agreed in 2003 and, after funding was granted in 2005, works implementation commenced in 2007. An earlier paper described the planning and consultation stages, experience involving the cleaning up of remant uranium mill tailings and other mining residues; and the successful implementation of the initial remediation works. This paper deals with the final planning and design processes to complete the remediation programme, which is due to occur in 2009. The issues of final containment design and long term stewardship are addressed in the paper as well as some comments on lessons learned through the life of the project.

Transport of anthropogenic carbon dioxide in pipelines from capture site to storage site forms an important link in the overall Carbon Capture, Transport and Storage (CCTS) scheme. The thermodynamic properties of CO2 are different from those of other gases such as natural gas that are transported in pipelines. Recent full-scale burst tests from the projects SARCO2 and COOLTRANS indicated significant variations in correction factors necessary to predict the arrest of a running ductile fracture. In addition, CO2 can be a potential hazard to human and animal life and the environment. While consequence distances of natural gas pipelines are well established and documented in standards, this is not the case with CO2. The research focused CO2SAFE-ARREST joint industry project (JIP) aims to (1) investigate the fracture propagation and arrest characteristics of anthropogenic CO2 carrying high strength steel pipelines, and (2) to investigate the dispersion of CO2 following its release into the atmosphere. The participants are DNV GL (Norway) and Energy Pipelines CRC (Australia). The project is funded by the Norwegian CLIMIT and the Commonwealth Government of Australia. The joint investigation commenced in 2016 and will continue to 2019. The experimental part of the project involves two full-scale fracture propagation tests using X65, 610mm (24“) pipe and two 6″ shock tube tests, with all tests filled with a dense phase CO2/N2 mixture. The full-scale tests were made up of 8 pipe lengths each, with nominal wall thicknesses of 13.5 mm and 14.5mm. The dispersion of the carbon dioxide from the full-scale test sections was measured through an array of sensors downwind of the test location. The tests were conducted in 2017/2018 at Spadeadam, UK. Following a short review of the background and outcomes of previous CO2 full-scale burst tests, this paper provides insight on the aims of the overall experimental program along with summary results from the first full-scale fracture propagation test, carried out in September 2017. Two companion papers provide further details on the first test. The first companion paper [IPC2018-78525] discusses the selection of pipe material properties for the test and the detailed fracture propagation test results. The second companion paper [IPC2018-78530] provides information on the dispersion of the CO2 from the first full-scale test, along with numerical modelling of the dispersion.

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

The Longitudinal Study of Indigenous Children (LSIC; also called Footprints in Time) is the only longitudinal study of developmental outcomes for Aboriginal and Torres Strait Islander children globally. Footprints in Time follows the development of Australian Aboriginal and Torres Strait Islander children to understand what Indigenous children need to grow up strong. LSIC involves annual waves of data collection (commenced in 2008) and follows approximately 1,700 Aboriginal and Torres Strait Islander children living in urban, regional, and remote locations. This LSIC Primary School report has been produced following the release of the twelfth wave of data collection, with the majority of LSIC children having completed primary school (Preparatory [aged ~5 years] to Year 6 [aged ~12 years]). Primary schools play a central role in supporting student learning, wellbeing, and connectedness, and the Footprints in Time study provides a platform for centring Indigenous voices, connecting stories, and exploring emerging themes related to the experience of Indigenous children and families in the Australian education system. This report uses a mixed-methods approach, analysing both quantitative and qualitative data shared by LSIC participants, to explore primary school experiences from the perspective of children, parents and teachers. Analyses are framed using a strengths-based approach and are underpinned by the understanding that all aspects of life are related. The report documents a range of topics including teacher cultural competence, racism, school-based Aboriginal and Torres Strait Islander education activities, parental involvement, engagement, attendance, and academic achievement.
