Abstract:
The federal Highway Safety Improvement Program (HSIP) has been associated with the reduction in fatal crashes since 2006, but the reasons for the reduction remain largely unknown. This paper examines the reduction in fatal crashes in terms of different types of first harmful events that can provide insight into crash causes and prevention strategies. In this study, fatal crashes were categorized into four types: overturn, collision with motor vehicle in transport, collision with fixed object, and collision with nonmotorist. Fixed-effects and mixed-effects Poisson models were used to estimate the magnitudes of fatal crash reduction by first harmful events for each state. Fatal crashes due to collisions with nonmotorists and motor vehicles in transport have been reduced by 10% and 5.3%, respectively, compared with the 2001 to 2005 period. Fatal crashes due to overturn and collision with a fixed object decreased in some states but remained unchanged or increased in other states. Nevertheless, the numbers of national fixed-object and overturn fatal crashes have been reduced by 3% and 0.7%, respectively, as a whole. This study also investigated possibilities that could be associated with the magnitudes of the reductions, for example, the different traffic laws among states. It was found that although different safety improvement projects were implemented to target the various types of crashes, the improvements were also likely to be beneficial to other crash types. These are referred to as spillover effects. Nationally, fatal crashes have decreased since the introduction of the HSIP partly because of the reduction in fatal crashes due to collisions with nonmotorists and motor vehicles in transport and partly because of spillover effects.

Abstract:
Analysis of the trends of military-technical confrontation in the aerospace sector allows us to identify a number of areas that directly affect the information and control side of the operation of aviation radio control systems, including: group use of means of attack and defence; the qualitative complexity of the laws of the mutual spatial placement of the aircraft; high dynamics, nonstationarity of environment; use of control modes and information support on the verge of buckling, which is characteristic of super-maneuverable aircraft and intensively maneuvering targets tracking systems; the discrepancy of the dynamic properties of airborne targets and interceptors; growing complexity of information support algorithms. Mathematical apparatus used for synthesis of aircraft control systems must provide: effective guidance on targets maneuvering under complex laws, including the change of signs of derivatives; guaranteed withdrawal from the boundaries of stable (dangerous) work, including collision prevention in groups; accounting for the discrepancy between the dynamic properties; redistribution of control priorities in the guidance process; universality of the formation of guidance methods and feasibility of information support algorithms. Analysis of the possibilities of classical optimization methods based on minimization of quadratic quality functionals showed that they are not able to meet the totality of these requirements and thus new approaches are required. As such, it is proposed to use the synthesis of control signals that are optimal for a minimum of quadratic-biquadrate quality functional. The application of this approach in the framework of computationally efficient local optimization is considered. An example of the synthesis of a method of guidance, illustrating the possibility of the formation of control signals, providing guidance of inertial aircraft to intensively maneuvering targets accounting for both linear and nonlinear dependences on the operation errors and the mismatch of the dynamic characteristics of the target and interceptor.

Abstract:
Article is devoted to a role of world religions in the modern international relations and world politics. The phenomenon of world religious revival, his connection with globalization processes, formation of the multi-polar, polycivilization world is investigated. A research objective is the analysis of tendencies of a desecularization of the world community, the reasons and possible consequences of this process in global measurement. Article includes Introduction, three analytical sections and the Conclusion. In Introduction the phenomenon of world religious revival and approaches to his studying is presented. It is asked about a desecularization of the world community as a possible subject of the new direction of the international political researches – the international religious studies. The thesis about crisis of secular bases of modern political system of the world is proved in the first section. Revision of bases of a world order and standards of belonging to the world community from positions of the reviving religious fundamentalism, the cultural and political and social and economic bases of this process are considered. In the second section the role in a desecularization of the world community of political Islam (Islamism) is analyzed. It is noted that the greatest danger of politicization of Islam consists in emergence of difficult surmountable civilization break in the world community between the Western world (still confident in universality of the values) and the world of Islam. In the third section the possibilities of prevention of disintegration of the existing system of the international relations and collision of the cultural worlds are considered. The main attention is paid to processes of a global political institutionalization of such dialogue and its justification in the concept of global ethics – purposeful coordination and gradual connection of the basic moral and ethical values concluded in great religious and cultural traditions of the world. In the final section of article the conclusion is drawn that process of an institutionalization of civilization dialogue (civilization communication) it isn’t finished yet and didn’t become irreversible.

Abstract:
Purpose The purpose of this paper is to focus on the reference model of a grid-like supply network that enables formulation of delivery routing and scheduling problems in the context of the periodic vehicle routing problem. Design/methodology/approach The conditions for seamless (collision-free) synchronization of periodically executed local transport processes presented in this paper guarantee cyclic execution of supply processes, thereby preventing traffic flow congestion. Findings Systems that satisfy this characteristic, cyclic deliveries executed along supply chains are given and what is sought is the number of vehicles needed to operate the local transport processes in order to ensure delivery from and to specific loading/unloading points on given dates. Determination of sufficient conditions guaranteeing the existence of feasible solutions that satisfy these constraints makes it possible to solve the considered class of problems online. Practical implications The computer experiments reported in this paper show the possibilities of practical application of the proposed approach in the construction of decision support systems for food supply chain management. Originality/value The aim of the present work is to develop a methodology for the synthesis of regularly structured supply networks that would ensure fixed cyclic execution of local transport processes. The proposed methodology, which implements sufficient conditions for the synchronization of local cyclic processes, allows one to develop a method for rapid prototyping of supply processes that satisfies the time windows constraints given.

Abstract:
Despite a slight decrease in the number of accidents at work on German construction sites, a large number of accidents on construction sites occurred as a result of the collision of different trades. An important potential is in the optimization of the safety and health by making available predefined information about work safety for all involved trades. The aim of the project is the application of the BIM-method and the use of RFID-technology and Augmented Reality to improve work safety in the real estate and construction industry. It has to identify, define, and standardize information relevant to work safety so that they can be used for prevention-measures with Building Information Modeling (BIM). To do so, a process map was developed to map all relevant occupational health and safety processes during the lifecycle phases of a building. Therefore, all work safety-relevant processes have to be identified and defined. Furthermore, a demonstrator was developed in order to show possibilities like the usage of Augmented Reality (AR) and a commercially available tablet with a web app, in combination with Bluetooth beacons and RFID technology, based on a common data base. This will lead to the possibility of cross-company planning regarding work safety-relevant processes with BIM as well as the optimization of work safety in additional use of AutoID-Technologies.

This article studies Finnish abortion-seeking women in the 1950s and 1960s byinvestigating the life situations of the abortion-seeking women and their possibilitiesto regulate childbearing under the 1950 Abortion Act. During the 1950s and 1960s,abortion was legal in Finland only on medical, ethical or eugenic grounds. The dataconsists of patient documents of the Finnish Family Federations (Vestliitto) Tamperesocial counseling service (sosiaalineuvola) from the years 1955 and 1968 and thedocuments mainly comprise abortion requests. Results show that in 1955 83 percentand in 1968 68 percent of the abortion-seeking women were married. 90 percent ofthem had two or more children and the mothers often requested abortion because ofpoor financial or social circumstances. The family conditions of these women wereoften described as difficult, as they had the main responsibility for taking care of andproviding for their families. The majority of the abortion requests were denied. In 1955,only 16 percent of the abortion-seeking women received an affirmative decision fromthe Family Federation whereas the share of admitted abortions in 1968 was 42 percent.The documents show a severe collision between the womens wishes for abortion and thesocietys interest to prevent abortions for pronatalist reasons. The data also indicatesthat women were not treated equally because their own determined and persistantbehaviour as well as the doctoral practices influenced the abortion decisions.

Abstract:
The northern Adriatic Sea has long been known as the foraging and developmental habitat of loggerhead sea turtles. Previous literature on stranded, floating, sighted, and accidentally caught sea turtles is fragmentary and mainly obtained from this shallower northern part. This work presents data on 272 records of stranded, floating, sighted and accidentally captured turtles within the entire Croatian Adriatic. The data was collected through the national stranding network for strictly protected marine species run by the Croatian Agency for the Environment and Nature during a six-year period (2010-2015). We focused on analysing spatial and temporal observations, age structure, and reporting sources. The collected morphometric data revealed that most measured C. caretta (85%) were immature individuals found stranded and floating at sea. These observations were location-dependent with a tendency towards the shallow northern areas (≤200 m). Most of the stranded individuals were severely decomposed preventing the determination of possible mortality causes. Most non-decomposed individuals had fishery- or boat-inflicted mechanical injuries confirming fishing activities and boat collisions as threats to young C. caretta individuals in the Croatian Adriatic Sea. Results also revealed an important contribution of local people in reporting the C. caretta strandings and sightings whereas most accidentally caught individuals were reported by unknown sources. Altogether, the data presented in this paper indicate possibilities for improving the ongoing sea turtle monitoring and conservation activities along the entire Croatian Adriatic coast.

Abstract:
The doctoral thesis analyses driver’s conduct while solving situations associated with crossing of pedestrians across the road in cases of various design of pedestrian crossings and at different conditions. The thesis deepens the knowledge of the human factor impact on the occurrence of a traffic accident involved vehicle and pedestrian and thesis also complements knowledge for the needs of the analysis of traffic accidents, especially in solving the pre collision phase and at assessment of possibilities for collision prevention by involved participants. The thesis deals with driver’s conduct, various models of the conduct as well as the thesis focuses on the visual perception, the process of information processing, the driver’s conduct and the reaction time. In terms of the solution suitable types of experiments were designed and implemented. Based on performed measurements a method of processing and evaluating data on drivers’ conduct was found as well as more significant data set was obtained for a detailed analysis of drivers' conduct in different driving situations. The assessed quantities of drivers' conduct were analysed with respect to the dangerousness of driving situations. For these purposes, the categories of the dangerousness of driving situations were defined (situations completely safe, with increased danger, dangerous and critical), into which the analysed driving situations were subsequently included. To enable the quantification of this classification of situations into the categories of the dangerousness, the coefficient of the dangerousness (so called K) was defined. From the detailed analysis of the obtained data, the limit values of this coefficient were determined, and these were subsequently verified using data from the solution of real traffic accidents. Concurrently the analysis verified the suitability of using this hazard coefficient in the analysis of traffic accidents, especially for a detailed assessment of the possibilities of collision prevention.
