Abstract:
Community colleges enrolled 37 percent of students attending Title IV-eligible, degree-granting institutions in 2000, but by 2012, this had dropped to 33 percent (National Center for Education Statistics (NCES), 2013). At least some of this decline is hypothesized to be due to the rise of for-profit institutions, which enrolled approximately 9 percent of students in 2012, as compared to only 3 percent in 2000 (NCES, 2013). The decline in the share of undergraduate enrollment at public community colleges combined with the increasing share enrolled in for-profit colleges suggests that for-profit and public community colleges may compete for some of the same students, and several studies support this conjecture (Rosenbaum, Deil-Amen and Person, 2006; Cellini, 2009; Iloh and Tierney, 2014). This study is the first large-scale examination of the impact of for-profit colleges on the enrollment and outcomes of students at other postsecondary institutions. I make use of data from the Integrated Postsecondary Education Data System merged with data from the Census, American Community Survey, Bureau of Labor Market Statistics and Grapevine Survey. In the first part of this study, using an event study model in which I interact year with the distance to the nearest newly-opened degree-granting, for-profit college, I estimate the effect of a new for-profit institution opening on community college enrollments and degree completions. In the second part of this study, I estimate the effect of having a new for-profit college open on county education levels. My results suggest that community college enrollments and degree completions do not decline when a new degree-granting for-profit college opens nearby, and these zeros are precisely estimated. Furthermore, I find evidence that the county-level production of short- and long-term certificates increases after a new for-profit college opens, though the number of associate’s degrees does not increase. This evidence should serve to broaden conversations about the role of for-profit colleges in the larger landscape of the American higher education system.

Abstract:
The major purpose for this study was to determine the self-perceived leadership styles of the presidents, vice-presidents, and deans of public community and junior colleges in Texas in 1994. Administrators' choices of leadership style were also compared with personal characteristics of leaders, such as age, gender, title, number of years in current position, number of years in current institution, number of years in administration, degree earned, number of years in teaching, and number of full-time subordinates. The backgrounds of the administrators, particularly their previous experience, control over their respective budgets, size of their budgets (state, local, other, percentage of workers' compensation), and the ethnicity of leaders, were also examined. The Styles of Leadership Survey and a Demographic Information Form were used to collect the data.

Abstract:
This study is an analysis of the development of junior colleges in South Korea from 1963 to 1991 based on a survey of junior college presidents. It also identifies current problems facing junior colleges and future plans of junior college presidents. Chapter I states the problems and the purposes of the study. A brief background, the significance of the study, and methodology are also contained in this chapter. Chapter II contains a review of the literature. Sources related to the background of this study are somewhat limited. However, several studies are reviewed in this chapter. Chapter III describes the evolution of higher education, including modern education, Japanese colonial education, education after the liberation from Japan, effects of the Korean War, higher education reform under the military revolutionary government, 2-year colleges, 5-year higher vocational schools, professional schools and junior colleges. Chapter IV explores political, economic, and social factors influencing the establishment of the junior colleges, as well as societal obstacles to the development of junior colleges. Chapter V explores the problems facing junior colleges. Current academic facilities, including laboratories, gymnasiums, classrooms, computers, library materials, and teaching machines, are evaluated in this chapter. Chapter VI describes the junior college presidents' efforts to solve the problems. The future plans of junior college presidents are explored in this chapter. Chapter VII contains the summary, presentation of findings, conclusions, and recommendations. Recommendations for the future development of junior college education are also included.

Abstract:

This study examined Latino student college experiences at Historically Black Colleges and Universities (HBCUs). Black enrollment at HBCUs has been decreasing and, as a result, HBCUs are turning to non-Black students to make up the enrollment deficit. One group sought after by some HBCUs is Latino students. Comprising 15.2% of the population in the United States, Latinos are the largest minority group and these numbers are expected to grow another 29% by 2050. Five undergraduate students at two HBCUs were interviewed for this qualitative study. Findings revealed five themes from participants' college experiences—campus involvement, cultural integration, faculty involvement, family support, and financing of college education. Administrators in academic affairs, enrollment management, and student affairs can consider the study's findings in order to plan Latino student initiatives. A challenge in American higher education has been the Latino educational pipeline; as such, this study is significant because it expands research on Latino college experiences at HBCUs.

Abstract:
Throughout the United States, colleges and universities are faced with an increasing need for financial funding, while at the same time resources continue to diminish. With the limitations of available funds, community colleges must exhibit efficiencies in the operations of their institutions. External interests, such as governing boards and legislatures, require demonstration of efficient financial management. This evidence is then used to make decisions concerning future financial support for the community college. This study determined if community college chief executive officers use financial performance indicators as provided by the State Auditor's Office and if the chief executive officers of the community colleges value the compilation and the distribution of the financial performance indicators. In the selected colleges, many of the chief executive officers depend on their chief financial officer for understanding and application of financial performance indicators. The performance indicators distributed by the Auditor's Office captured only a snapshot of the college's performance, and failed to fully describe the whole college performance or specific financial events captured by the indicators. Though the indicators had flaws, either through incorrect data or lack of explanation, the CEOs did value their compilation because they provided a means for ‘getting the community college story' to decision makers external to the college.The State Auditor's performance indicators were developed using a university model. Because of the distinct difference in mission between the community college and the university, several of the indicators were not applicable to the community colleges. The CEOs suggested that another set of indicators be developed, using community college input, that would better capture the financial performance of the colleges. The new set of indicators should be simplified and measure only those areas, such as revenues and expenditures, that are truly comparable from one institution to another.
