Abstract:
The Punjab education system has witnessed significant expansion in public higher education, both in terms of number of institutions as well as the students’ enrolment with 10 state universities and 48 government colleges. But higher education sector in Punjab still confronts various problems. The extent of various factors of higher educational institutions effectiveness depends on individual features such as demographic variables. This article investigates the difference in the satisfaction of students towards college effectiveness on the basis of demographic variables. The sample of the study comprised of 369 students from the various government colleges of Punjab, and the data was analysed using mean value, t-test and analysis of variance (ANOVA). Results showed that on the basis of gender significance, differences were found in the case of infrastructure facilities, extracurricular activities, financial administration and placement services of the colleges. In the case of level of education, bachelor’s students were most satisfied for infrastructure facilities, placement services, student support services and financial management of the colleges. On the basis of course stream, arts group and commerce group were significantly different on responding towards the academic environment. In the case of college administration, significant differences were found between commerce and science groups, and for extracurricular activities differences were found among arts, commerce and science groups. According to the location of the colleges, significant differences were found in extracurricular activities and financial administration of the colleges.

Abstract:
This study identified predictors of employment for individuals with traumatic brain injury (TBI). Data from 4,923 individuals with TBI were extracted from the Rehabilitation Services Administration’s Case Service Report (RSA-911) database. A multiple logistic regression model using demographics, disability-related variables, vocational rehabilitation (VR) service variables, and their interactions correctly classified 69.5% of the cases as successfully employed or not successfully employed. The model explained approximately 27.1% of the variance in employment outcomes. Results indicated that level of education, race/ethnicity, age at application, preemployment status, Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), comorbid depression, and case expenditure were significantly associated with employment outcomes (all p ≤ .05). VR variables that showed the most significant positive effect on employment outcomes were on-the-job support, job placement, and on-the-job training. Race/ethnicity moderated the effect of college training, supported employment, transportation, and extended evaluation or work trial assessment services on employment outcomes. The findings have implications for promoting the use of those VR services that are strongly related to employment outcomes for persons with TBI. They also point to the need for rehabilitation personnel to address some of the demographic and disability-related barriers to successful employment.

Abstract:
This study assessed the status of implementation of the policies on student affairs and services among state universities in the Island of Samar, as basis for program enhancement. This determined the status of implementation of the following student welfare programs and services, vis-à-vis the policies of SUC’s in Samar Island with respect to admission, career and placement service, economic enterprise development, food services, guidance and counseling, health services, information and orientation service, international student service, research, monitoring and evaluation of student affairs and services, safety and security, scholarship and financial assistance, services of students with special needs, student discipline, student handbook and student housing. The four (4) SUC’s in Samar Island were selected as the locale of this study. These were the University of Eastern Philippines Main Campus (Catarman), North West Samar State University Main Campus (Calbayog City), Samar State University Main Campus (Catbalogan City) and Eastern Samar State University Main Campus (Borongan City) with the university presidents, deans/directors of the Student Affairs and Services, personnel, and students as respondents. Frequency counts, percentages, and weighted mean computations were used to analyze the descriptive data obtained from the respondents of the study who were chosen through complete enumeration for presidents, deans/directors and personnel and random sampling for the students, respectively. The status of implementation of the student welfare programs and services as well as student development program and services in different state universities in the Samar Island, were both rated as “very satisfactory” which means that these programs and services were much implemented. Hence, an action plan was prepared for further enhancement of the student affairs and services in state universities as an offshoot of this study.

Abstract Abstract 2553 Background: Inferior Vena Cava (IVC) filter placement has increased significantly over the past few decades, due to expanding indications for filter placement. Indications for filter placement vary widely depending on which professional society recommendations are followed. Our objectives were to record the number of IVC filters placed in our medium sized metropolitan teaching hospital, assess the effect of medical specialty on placement and evaluate compliance with accepted standards as set by the American College of Chest Physicians (ACCP) and the Society of Interventional Radiology (SIR). Methods: Single-center, retrospective medical record review of all patients who received an IVC filter over 26 months (01/30/2008 - 4/5/2010). Inclusion criteria included patients from both sexes, all ages, filter placement within the aforementioned dates and inpatient procedures performed by interventional radiology. A total of 443 IVC filters were placed in our institution over the time period studied. 48.1% (213) of these filters were placed by interventional radiology. Of these, 187 were reviewed with 26 excluded do to incomplete patient records available at the time of review (July 2010). Medical records were reviewed for patient demographics, clinical course, and compliance with accepted guidelines set by the ACCP and SIR. Results: The average age was 75.3 years and 43.9% of the patients were males. 76.2% of patients were on the medical service (internal medicine and its subspecialties) whereas 22.8% were on non medical services. 87.2 % of filters were recommended by medicine and its subspecialties and 12.8% by non medical specialties. 43.3% of filters placed met guidelines established by the ACCP (Table 1). 79.1% of filters placed met SIR guidelines (Table 2). No documentation was available to assess compliance for 20.9% of filters. 46% of filters placed by internal medicine and its subspecialties met ACCP criteria whereas only 25% of filters recommended by non medicine specialties were compliant with criteria (p value=0.039, 95% CI). Physicians within internal medicine and its subspecialties were compliant with SIR guidelines for 84% of the filters placed, whereas only 46% of non medicine physicians met these indications (p=0.001, 95% CI). 35.8% of filters placed met SIR criteria but did not meet ACCP guidelines. Conclusions: Indications for IVC filter placement varied significantly in this study, less than half of filters placed met ACCP guidelines, yet over three-fourths met criteria set by the SIR, especially when comparing medicine and non medicine specialties. In analyzing the filters which meet indications set by SIR but not ACCP it becomes apparent that most of these are placed for patients classified as “fall risks”, failures of anticoagulation, limited cardiopulmonary reserve and medication noncompliance. Further research needs to be guided towards evaluating if these indications truly merit the placement of an IVC filter. This study strongly suggests a need for harmonization of current guidelines espoused by professional societies. A limitation of our study was that 230 filters placed by vascular surgery and interventional cardiology were not reviewed. Disclosures: No relevant conflicts of interest to declare.

Background Across England, around 60,000 people live in mental health supported accommodation: residential care, supported housing and floating outreach. Residential care and supported housing provide on-site support (residential care provides the highest level), whereas floating outreach staff visit people living in their own tenancies. Despite their abundance, little is known about the quality and outcomes of these services. Objectives The aim was to assess the quality, costs and effectiveness of mental health supported accommodation services in England. The objectives were (1) to adapt the Quality Indicator for Rehabilitative Care (QuIRC) and the Client Assessment of Treatment scale for use in mental health supported accommodation services; (2) to assess the quality and costs of these services in England and the proportion of people who ‘move on’ to less supported accommodation without placement breakdown (e.g. to move from residential care to supported housing or supported housing to floating outreach, or, for those receiving floating outreach, to manage with fewer hours of support); (3) to identify service and service user factors (including costs) associated with greater quality of life, autonomy and successful move-on; and (4) to carry out a feasibility trial to assess the required sample size and appropriate outcomes for a randomised evaluation of two existing models of supported accommodation. Design Objective 1 – focus groups with staff (n = 12) and service users (n = 16); psychometric testing in 52 services, repeated in 87 services (adapted QuIRC) and with 618 service users (adapted Client Assessment of Treatment scale). Objectives 2 and 3 – national survey and prospective cohort study involving 87 services (residential care, n = 22; supported housing, n = 35; floating outreach, n = 30) and 619 service users followed over 30 months; qualitative interviews with 30 staff and 30 service users. Objective 4 – individually randomised, parallel-group feasibility trial in three centres. Setting English mental health supported accommodation services. Participants Staff and users of mental health supported accomodation services. Interventions Feasibility trial involved two existing models of supported accommodation: supported housing and floating outreach. Main outcome measures Cohort study – proportion of participants who successfully moved to less supported accommodation at 30 months’ follow-up without placement breakdown. Feasibility trial – participant recruitment and withdrawal rates. Results The adapted QuIRC [QuIRC: Supported Accomodation (QuIRC-SA)] had excellent inter-rater reliability, and exploratory factor analysis confirmed its structural validity (all items loaded onto the relevant domain at the > ± 0.3 level). The adapted Client Assessment of Treatment for Supported Accommodation had good internal consistency (Cronbach’s alpha 0.89) and convergent validity (r s = 0.369; p < 0.001). Supported housing services scored higher than residential care and floating outreach on six out of seven QuIRC-SA quality domains. Service users had a high prevalence of severe self-neglect (57%) and vulnerability to exploitation (37%). Those in supported housing (25%) and floating outreach (20%) experienced more crime than those in residential care (4%) but had greater autonomy. Residential care was the most expensive service (mean cost per resident per week was £581 for residential care, £261 for supported housing and £66 for floating outreach) but supported users with the greatest needs. After adjusting for clinical differences, quality of life was similar for users of supported housing and residential care (mean difference –0.138, 95% confidence interval –0.402 to 0.126; p = 0.306), whereas autonomy was greater for supported housing users (mean difference 0.145, 95% confidence interval 0.010 to 0.279; p = 0.035). Qualitative interviews showed that staff and service users shared an understanding of service goals and what constituted effective support. After adjusting for clinical differences, those in floating outreach were more likely to move on successfully at 30 months’ follow-up than those in residential care [odds ratio (OR) 7.96; p < 0.001] and supported housing (OR 2.74; p < 0.001), and this was more likely for users of supported housing than residential care (OR 2.90; p = 0.04). Successful move-on was positively associated with scores on two QuIRC-SA domains: the degree to which the service promoted ‘human rights’ (e.g. facilitating access to advocacy) and ‘recovery-based practice’ (e.g. holding therapeutic optimism and providing collaborative, individualised care planning). Service use costs for those who moved on were significantly lower than for those who did not. Recruitment in the feasibility trial was difficult: 1432 people were screened but only eight were randomised. Barriers included concerns about accommodation being decided at random and a perceived lack of equipoise among clinicians who felt that individuals needed to ‘step down’ from supported housing to floating outreach services. Conclusions We did not find clear evidence on the most effective model(s) of mental health supported accommodation. Indeed, our feasibility study suggests that trials comparing effectiveness cannot be conducted in this country. A range of options are required to provide appropriate support to individuals with differing needs. Future work Future research in this field requires alternatives to trials. Service planners should be guided by the mental health needs of the local population and the pros and cons of the different services that our study identified, rather than purely financial drivers. The study examines career guidance services provided by school counsellors in secondary schools in Kano state. The study used 387 sample respondents drawn through purposive sampling from randomly selected schools. Questionnaire instrument with satisfactory psychometric properties was employed in data collection process. The results show that school counsellors assist students to identify their strength, abilities and learning style, help students to make appropriate career pathway selection, set educational and career goals, search for information about careers and work choices. However, school counsellors underperform in helping students to make future educational planning, college selection and placement. Moreover, no significant difference was found among gender excepts in educational Planning, college selection and placement with female students having better educational planning, college selection and placement. It is concluded that the school counsellors play greatly in the area of career decision making, goal setting and personal awareness. However, it is recommended that school counsellors should improve services involving future educational planning, college selection and placement.

BACKGROUND: Recent studies show small-bore chest tubes, commonly 14 French pigtail catheters (PCs), are noninferior to large-bore chest tubes for treating various conditions, and they are associated with better patient comfort. The Medical College of Wisconsin implemented a bedside procedure service (BPS) that has been trained in the placement of PCs as an adjunct to its interventional radiology department. METHODS: The data regarding consults for PC placement was collected by the BPS over a 2-year period. Primary outcomes reviewed were insertion-related complications (IRCs), unsuccessful attempts (UAs), and adverse outcomes (AOs) because the authors believe these represent the safety and effectiveness of the group. It was determined which services consulted the BPS for PC placement, the indications for consults, and a brief review of declined PC consults. RESULTS: Of the 124 accepted consults, the service had 3 IRCs (2.4%), 2 UAs (1.6%), and 3 AOs (2.4%). A total of 18 consults were declined. The BPS was consulted by 12 services with 8 primary reasons for PC placement. CONCLUSIONS: At high-volume, tertiary care centers, and with the support of cardiothoracic surgical and interventional radiology services, procedure-focused hospitalists can safely serve as an adjunct service for PC placement in selected hospitalized patients.

Purpose This paper aims to describe the development and evaluation of integrated intensive support service (ISS) for adults with learning disabilities who have complex needs and are at risk of admission to an inpatient unit. Design/methodology/approach Existing services were remodelled. The service explored external service models and established an integrated ISS comprising intensive community support and intensive support beds. Findings Data indicates that the majority of people referred to the service avoid both admission to an inpatient unit and placement breakdown. Most people admitted to the inpatient unit are not known to community services. Length of stay has significantly reduced. Practical implications Other services can use the information to remodel how to provide intensive support and avoid admission to an inpatient unit. Originality/value It demonstrates how remodelling can drive improvements to reduce placement breakdown and risk of admission.

Over the last 40 years, federal legislation has led to improved access to public education for students with disabilities. Today, more than six million students receive special education and related services through American public schools; however, evaluation practices for eligibility determination largely have remained unchanged. Assessment approaches used for identification, program planning, and evaluation of progress, arguably, have been insensitive to cultural differences, contributing to disproportional representation of children from different backgrounds in specific special education disability categories, and inefficient because they are too broad to immediately inform instructional planning for both students within and across disability categories. This article critiques current practices for identifying children for special education services and offers considerations, grounded in developmental and cognitive neuroscience, that could lead to more useful assessment approaches that optimize all students’ learning.

The goal of residential services should be placement in the least restrictive setting. Individuals and programs who make placement decisions should therefore understand what skills are needed to move from a more restrictive residential setting (ICF-MR) to a less restrictive semi-independent living services (SILS) program. A survey instrument, Independent Living Evaluation and Training Program, was sent to 128 directors of SILS, directors of Class A ICF-MR group homes, and directors of combined programs (SILS/ICF-MR). Directors were asked to identify what they believed to be prerequisite skills for placement into SILS programs. Seventy surveys were returned, representing a 56% response rate. Large differences were found among and between directors of the ICF-MR group homes, SILS providers, and those directors offering both programs. ICF-MR program directors identified more skills and rated skills as being more important than did SILS directors.

A microcomputerized adaptive testing system was developed for placing students into various levels of college mathematics courses. Based on the student's math background, an initial cluster is identified for the testing. Using either a Bayesian or Maximum Likelihood decision, the testing is branched to a lower cluster or higher cluster depending on the student's performance. Based on the final estimate of math ability, appropriate courses are suggested. The feasibility of the system was examined with respect to three criteria: 1) item pool characteristics, 2) item performance, and 3) students' and advisors' reactions. Although the results show room for improvement, the system is promising as a placement instrument.

Abstract Most youth in transition services with labels of intellectual and developmental disabilities (IDD) have poorer employment outcomes than their peers with other or without disabilities. One alternative approach to address this challenge provides youth with IDD access to transition services in the context of a college or university campus. College-based transition services (CBTS) provide students with IDD access to college courses, internships, and employment during their final 2 to 3 years of secondary education. A quasi-experimental design evaluation of one college-based transition services model, Think College Transition, found that, after controlling for student baseline scores, the college-based transition services had a significant effect on students' scores of self-determination at post-test. Implications for further refining the model are discussed.

Abstract:
This study investigated the effectiveness of the English programme for year one students, at Baish Community College (Males, BCCM), Jazan Community Colleges (Males, JCCM and Females, JCCF), College of Engineering (Males), and College of Design and Architecture (Females). Research tools were a programme evaluation form and two short placement tests. This study focused heavily on the students’ progress of learning English. Two placement tests were used: one at the beginning of the semester, and the other on the second half of the semester with a two-month gap. The average of all groups on the first placement test was 18.5 out of 50. ANOVA analysis showed no significant differences between groups averages at p < 0.05 (p-value was 0.26). The level at the start is similar to all groups (homogeneous students). The second placement test showed a slight learning progress. The average of all groups was 21 out of 50, but with a high variation in percentages of gain amongst groups. Objective: In 2014, Florida implemented Senate Bill 1720 (SB 1720), which drastically reshaped developmental education practices across the 28 public state colleges. Under the reform, around two-thirds of students became exempt from developmental education. Yet, many students were still required to take the placement test. If they scored below college-ready, they were assigned to developmental education courses using new accelerated strategies. This study focuses on the policy effects on these non-exempt students that received little attention in existing research but also were affected by the reform. Methods: Drawing on student-level data from two first-time-in-college cohorts who were enrolled in state colleges prior to SB 1720 and two cohorts who were enrolled after, this study uses multinomial logit models to predict non-exempt students’ first-year math and English outcomes. Results: We find that non-exempt students benefit from the policy, with significantly higher percentages of students enrolling in and completing college-level and advanced English and math courses after the reform. In addition, non-exempt English students with the lowest level of college readiness experienced the greatest gains post-reform in the completion rates in college-level and advanced English courses. While in math, non-exempt students who scored college-ready experienced the greatest increases post-reform in completion rates in college-level and advanced math courses. Conclusion: Although non-exempt students are not directly affected by the placement policy changes under SB 1720, they still benefit from the reform because of the new instructional strategies and enhanced academic advising and support services.

The purpose of this study was to investigate whether successfully closed (Status 26) African Americans and White Americans differed in the type of vocational rehabilitation (VR) services received. Authors used the chi-square and phi coefficient to ascertain the association and significance between the independent and dependent variables, respectively. The results revealed the three services most commonly received by African Americans were maintenance, transportation, and adjustment training. The three services most commonly received by white Americans after successful case closure included college or university training, physical and mental restoration, and diagnostic or assessment, processes. In addition, job placement, job referral, and “other” were statistically significant for African Americans and miscelIaneous for White Americans, The races did not differ on business or vocational training, counseling, and on-the-Job training. The article also identifies some implications for VR counselors.

Best practices in juvenile justice call for the individualized matching of services to assessed dynamic risk factors, with services delivered at sufficient dosage. However, prior work has largely ignored whether this recipe for recidivism reduction is as effective for adolescents with extensive traumatic exposure as it is for those without. The current study leverages a statewide sample of 1,666 juveniles released from residential placement (84.6% male, 59.8% Black, 11.9% Hispanic). We examine the associations of individual-level service matching and achieving dosage targets established by Lipsey’s Standardized Program Evaluation Protocol (SPEP) during residential placement with changes in dynamic risk during placement and recidivism post-release among juveniles with extensive adverse childhood experiences (ACE) exposure and those without. Results demonstrate heightened traumatic exposure is related to smaller reductions in dynamic risk and to an increased probability of reoffending, but that youth receiving matched services coupled with adequate dosage leads to greater treatment progress (dynamic risk reduction) and lower recidivism post-release for both low-ACE and high-ACE youth. Implications for juvenile justice practice and policy are discussed.

The present study was conducted in 20 college libraries of Darjeeling district of West Bengal to analyze the use of library resources and services by student users. The survey research method using structured questionnaires was adopted for the collection of data from the users. A total of 400 questionnaires were distributed randomly to the users, out of which 364 completely filled-in questionnaires were received back and included in the analysis. The findings reveal that majority of student users visit the college libraries on a regular basis mainly for the purpose of burrowing and returning library books. Most of the college libraries have easily accessible location, good layout, sufficient lighting & ventilation and neat & clean premises. The college libraries are mostly having the collection of text books but the collection of journals/magazines is found to be inadequate in many college libraries. It has been found that only few college libraries offer open access to all documents, electronic information resources, daily newspapers and syllabus & question papers to users. Most of the college libraries under study need to improve the services in regard to issuance of sufficient number of documents, adequate numbers of computers for users, provision of internet and photocopy services, exhibition of newly acquired documents, reference service and reading tables, chairs & space. The lack of internet in the library, short library hour, lack of user orientation/education and insufficient number of computers are found to be the major problems identified to affect the use of library.

Placement in special education classes for the socially and emotionally disturbed (SED) requires appropriate assessment of referred children. Pennsylvania is one of the few states mandating a psychiatrist's evaluation for placement in these classes. Psychiatric input, however, is usually quite limited; frequently the evaluation takes place solely in the psychiatrist's office and information about the child's school behavior is limited to the written referrals. These conditions make accurate and useful psychiatric assessment difficult. This paper describes a multidisciplinary team approach that enhances communication between the school and the team. A program integrating assessment and consultation services is provided. A unique feature of the program includes structured observations of the child at school; this system is described in detail.

It investigated the participants’ experience with the health care services delivered regarding maternal and child health care, health education, nutrition, environmental sanitation of the community, and education regarding reading, writing, and numeracy services. The results of the study provided baseline information for policymakers in designing programs, setting standards, and taking necessary actions. The study revealed that people in the community must assume personal responsibility to become self-reliant. The presence of the nursing and education students was meant only to facilitate and help the residents.

Medical students from Kings’ College London (KCL) have a 3 week placement in Lambeth Community CAMHS services. Despite this being a good opportunity for learning and development, the feedback from students reports that they often feel lost and were unable to fulfil the potential of the placement. The main challenges reported were identifying beneficial educational experiences and gaining clinically relevant exposure. This exposure includes getting involved beyond observation and following a patient longitudinally. These challenges will likely have a knock-on effect on their attitude towards Psychiatry and overall enjoyment of CAMHS placements when there is already a struggle to recruit trainee Psychiatrists.MethodA structured and immersive educational placement was designed through consultation with previous students, the multidisciplinary team and the university program directors. This included: •A new induction•Having a role in initial assessments of young people•Formalised medical and psychology teaching•Communication sessions•Case discussions in a ‘grand round’ format providing opportunity for end of placement assessmentFeedback was gathered using the Qualtrics analytical software, which was easily accessible through student's mobile devices.Pre placement questionnaires were used to assess the student's initial level of knowledge, expectations from the placement and motivation or interest in a career in CAMHS. Post placement questionnaires were used to assess any change in the above baseline scores. Brief, online feedback was collected after every clinical activity and was used to assess the interest and utility of each attended session during the placement. The questionnaire feedback was analysed and using these data, adjustments were made to improve the program for the next students in a “Plan-Do Study-Act” quality improvement methodology format. We analysed whether improving placement experience and learning affected students’ interest in careers in Psychiatry.ResultThe Quality Improvement Project is currently on-going and results are pending. So far, there is an improvement in student attendance and engagement following the introduction of induction, structure and active involvement in case management.ConclusionThe COVID-19 pandemic has resulted in community services having significantly reduced face to face contact, therefore our proposed changes for future cycles include various virtual elements. Ensuring medical students have access to online platforms such as Microsoft teams is vital in ensuring an effective medical student placement can be established Although the change to more remote working has been challenging , it is vital that medical students gain appropriate clinical experience during their Psychiatry placement to support further developments in Psychiatric recruitment.

Relationships among consumer demographic variables, services, and employment outcomes for 25,218 15 to 18 year old youth with learning disabilities were examined using the Rehabilitation Services Administration database from 2012. The 25,218 individuals were randomly split for cross-validation purposes into Sample One and Sample Two. A separate logistic regression was run for each sample. Variables significant for both samples included being African American, college and occupational training, and job placement. The correct classification of the logistic regression for Sample One was 67.1% and for Sample Two it was 66%. African American males had significantly lower successful employment rates than White or Hispanic males. African American females had significantly lower successful employment rates than White or Hispanic females. Mean earnings per week for White males and females combined were significantly higher than African American males and females combined. Hypotheses for the above findings include White and Hispanic youth using job placement resources at educational institutions, cultural mistrust, and rehabilitation counselors following youth’s expressed preferences. Implications for practice include engaging ethnically diverse consumers in vocational rehabilitation through an empowerment approach and viewing family involvement in transition planning as a continuum.

Health situation report suggests that medical students should be provided with a rural clinical placement to make them familiar with the rural workplace. Hence the present study was conducted with the aim of assessing the attitude of the interns of RajaRajeswari Medical College and Hospital (RRMCH), Bengaluru, towards compulsory Rural Health Services.Methods: A cross sectional study was conducted at RRMCH, Bengaluru for a period of two months. All the interns willing to participate and present on the day of study were included. Consent was taken and the information was collected by using a self administered semi-structured questionnaire. The participants were asked to respond on a five point Likert scales, ranging from strongly agree to strongly disagree. The data was analyzed using SPSS version 21.0 and Pearson’s chi-square test was applied.Results: Out of 100 interns, majority (56%) was females, 85% were Hindu by religion and 68% were from urban locality. Out of 100 interns, only 14% showed positive attitude towards compulsory rural health services. The reasons for positive attitude were that it provides a good exposure of general practice and an opportunity for independent working.Conclusions: In the present study, only 14% interns showed positive attitude towards rural health services. Perceived factors such as Isolation from family and Inadequate Hospital infrastructure emerged as barrier for the interns to opt for rural services.

Under Florida’s developmental education (DE) reform since 2014, recent public high school graduates and active-duty military personnel became exempt from DE and traditional placement tests. The legislation also required colleges to provide accelerated instruction strategies for students remaining in DE and offer enhanced advising and support services for all incoming students. Focusing on the differential policy impacts on exempt and nonexempt students, we used statewide administrative data to examine changes in first-year completion rates for gateway math and English courses before and after the reform. Overall, and for those deemed to be college-ready, nonexempt students benefited more from the reform; however, the opposite is true for students who were not college-ready, with exempt students benefiting more. This study confirms that each component of the reform has played a role in contributing to its success.

Another was offered financial incentives for good grades. A third group combined both interventions. Service use was highest for women and for subjects in the combined group. The combined treatment also raised the grades and improved the academic standing of women. These differentials persisted through the end of second year, though incentives were given in the first year only. This suggests study skills among some treated women increased. As a result, a large number of female inmates with mental illness are returning home with less preparation for the challenges of community living and self-sufficiency. Therefore, this study aimed to: (1) establish a benchmark of knowledge for rehabilitation professionals relative to the specific structure of job placement services needs of the target population at intake and (2) ascertain the reliability of the instrument used to measure such need for services for the target population. The findings indicated that the following factors were important in the vocational rehabilitation of the target population: vocational evaluation, independent living skills training, assessment of vocational readiness, maintenance of healthy family relations, professional assistance with child care and transportation, employer attitudes, rehabilitation agency policies and scope of services, and professional preparations of placement personnel.

AbstractAimsRecovery Colleges are opening internationally. The evaluation focus has been on outcomes for Recovery College students who use mental health services. However, benefits may also arise for: staff who attend or co-deliver courses; the mental health and social care service hosting the Recovery College; and wider society. A theory-based change model characterising how Recovery Colleges impact at these higher levels is needed for formal evaluation of their impact, and to inform future Recovery College development. The aim of this study was to develop a stratified theory identifying candidate mechanisms of action and outcomes (impact) for Recovery Colleges at staff, services and societal levels.MethodsInductive thematic analysis of 44 publications identified in a systematised review was supplemented by collaborative analysis involving a lived experience advisory panel to develop a preliminary theoretical framework. This was refined through semi-structured interviews with 33 Recovery College stakeholders (service user students, peer/non-peer trainers, managers, community partners, clinicians) in three sites in England.ResultsCandidate mechanisms of action and outcomes were identified at staff, services and societal levels. At the staff level, experiencing new relationships may change attitudes and associated professional practice. Identified outcomes for staff included: experiencing and valuing co-production; changed perceptions of service users; and increased passion and job motivation. At the services level, Recovery Colleges often develop somewhat separately from their host system, reducing the reach of the college into the host organisation but allowing development of an alternative culture giving experiential learning opportunities to staff around co-production and the role of a peer workforce. At the societal level, partnering with community-based agencies gave other members of the public opportunities for learning alongside people with mental health problems and enabled community agencies to work with people they might not have otherwise. Recovery Colleges also gave opportunities to beneficially impact on community attitudes.ConclusionsThis study is the first to characterise the mechanisms of action and impact of Recovery Colleges on mental health staff, mental health and social care services, and wider society. The findings suggest that a certain distance is needed in the relationship between the Recovery College and its host organisation if a genuine cultural alternative is to be created. Different strategies are needed depending on what level of impact is intended, and this study can inform decision-making about mechanisms to prioritise. Future research into Recovery Colleges should include contextual evaluation of these higher level impacts, and investigate effectiveness and harms.

Recently, such problems are showing their usefulness to communication networks, where facilities could be servers or routers offering connectivity services to clients. In this paper, we deal with the effect of mutation and crossover operators in GA for node placement problem. We evaluate the performance of the proposed system using different selection operators and different distributions of router nodes considering number of covered users parameter. The simulation results show that for Linear and Exponential ranking methods, the system has a good performance for all rates of crossover and mutation.

ABSTRACT Introduction The community-oriented primary care (COPC) services model is an approach prescribed by the Medical Council of India for existing medical colleges in India from their respective urban and rural health training centers (RHTCs). However, the evidence of whether it is better as compared with pure primary health care approach in the Indian context is lacking in the literature. Therefore, it becomes imperative to study this area for its further expansion. Materials and methods The study was done in the catchment area of RHTC and neighboring primary health center (PHC; Makhiyali) attached to the medical college in the district of Western Uttar Pradesh in India. Three surveyed villages out of six villages from July 1, 2016, to December 31, 2016, were taken in this study. Finally, the COPC vs primary health care approach comparison was done on four outcome parameters. Results The utilization of COPC services from RHTC area as compared with primary health care services from PHC area was significantly better for all diseases combined (p < 0.005) and also in the category of management of upper respiratory tract infections (p < 0.0001) and nutritional deficiencies (p < 0.05). On further applying COPC services model, it was also found that RHTC services were significantly better as compared with PHC services in terms of socioeconomic impact on health from services (p < 0.0000), identification of health needs from services (p < 0.0000), and participation in health care services (p < 0.05). Conclusion The COPC services model appears to be successful in the delivery of health care services from RHTC of a medical college as compared with pure primary health care approach delivered from a PHC. However, authors suggest more in-depth multicentric studies on this issue before generalization of COPD model usage across the world. Participation in advanced academic programs such as Advanced Placement (AP) and International Baccalaureate (IB) has been associated with higher student achievement and college readiness. In addition, AP and IB are widely recommended and implemented as services for gifted and talented students. Students who participate in these programs tend to be more successful in college admissions, scholarships, college grade point averages, and college completion rates. Black and Hispanic students do not generally participate in AP and IB programs at the same rate as same-school White students, leaving White students to benefit disproportionately in the transition from high school to college. This study analyzed ethnicity gaps in AP and IB programs longitudinally from 2001 to 2011 in 117 suburban high schools. Results indicated that AP/IB participation increased for all students over time ( d = 0.74). There were ethnicity gaps in 2001 and again in 2011 between Black and Hispanic student AP/IB participation and White student AP/IB participation, and the gaps neither increased nor decreased substantially over time. This study also examined school factors associated with AP/IB ethnicity gaps and found that overall schoolwide college readiness and the proportion of minority faculty at each school were moderately associated with changes in the magnitude of the gaps. Teacher experience and changing student demographics in schools showed little to no association with changes in the magnitude of the ethnicity gaps.

Customers are generally characterized by having different requirements in selection from the product offer. They are interested in the so-called differentiated offers on the market because the differentiation of services is based on providing higher added value to the customers in comparison with competitors. One of the ways of possible solution is the use of value chain which enables company to find the opportunities to differentiate its product portfolio. The value chain can be used for finding the sources of differentiation and suitable placement in a customer value chain, for identifying a way to create the value of competition as well as for ensuring of the most profitable placement in supply and distribution value chains. Contribution focuses on the possibility of using diagnostics of value chains in services and it also presents a draft sequence of the diagnostic phases applied in the evaluation of activities/processes contained in the value chains. An important part of this contribution is connected with the ideas about the completion of traditional value chain with virtual value chain. It presents the proposals to discussion which should currently integrate the virtual world of information into further value chains of service company activities.

Recently, a multitude of conceptual architectures and theoretical foundations for fog computing have been proposed. Despite this, there is still a lack of concrete frameworks to setup real-world fog landscapes. In this work, we design and implement the fog computing framework FogFrame—a system able to manage and monitor edge and cloud resources in fog landscapes and to execute Internet of Things (IoT) applications. FogFrame provides communication and interaction as well as application management within a fog landscape, namely, decentralized service placement, deployment and execution. For service placement, we formalize a system model, define an objective function and constraints, and solve the problem implementing a greedy algorithm and a genetic algorithm. The framework is evaluated with regard to Quality of Service parameters of IoT applications and the utilization of fog resources using a real-world operational testbed. The evaluation shows that the service placement is adapted according to the demand and the available resources in the fog landscape. The greedy placement leads to the maximum utilization of edge devices keeping at the edge as many services as possible, while the placement based on the genetic algorithm keeps devices from overloads by balancing between the cloud and edge. When comparing edge and cloud deployment, the service deployment time at the edge takes 14% of the deployment time in the cloud. If fog resources are utilized at maximum capacity, and a new application request arrives with the need of certain sensor equipment, service deployment becomes impossible, and the application needs to be delegated to other fog resources. The genetic algorithm allows to better accommodate new applications and keep the utilization of edge devices at about 50% CPU. During the experiments, the framework successfully reacts to runtime events: (i) services are recovered when devices disappear from the fog landscape; (ii) cloud resources and highly utilized devices are released by migrating services to new devices; (iii) and in case of overloads, services are migrated in order to release resources.

Relationships among consumer demographic variables, services, and employment outcomes for 2,472 As ian Americans with depressive/mood disorder were examined using the Rehabilitation Services Administration data bases for three years from 2009 through 2011. The 2,472 Asian American individuals were randomly split for cross-validation purposes into Sample 1 and Sample 2, each with 1,236 individuals. A separate logistic regression was run for each sample, and variables that were statistically significant for both samples were receipt of SSI/SSDI, college training, and job placement. The correct classification of each logistic regression was 69.2% and 69.7%, respectively. Average weekly earnings were statistically significant by gender in Sample 1, t (1,234), 3.40, p = .001, and in Sample 2, t (1,234), 3.1, p = .01, with males earning statistically significantly more per week thanfemales. Suggested hypotheses for the above findings and implications for practice with consumers with depressive/mood disorder are provided.

Based on this, this paper studies the active participation of college students’ ideological and mental health support service based on fuzzy cluster analysis algorithm. Compared with the disadvantages of the current mainstream discrete optimization analysis models on mental health (such as high-dimensional enterprise model, Dajiaweikang model, and short-range group control model), which need to set the known data gradient interval, this paper creatively adopts the fuzzy cluster analysis algorithm, based on the characteristics of different types of college students’ ideological and mental health problems. Combined with the improved star discrete analysis model, this paper constructs the active participatory evaluation strategy of college students’ ideological and mental health support services. On this basis, the model can not only record and store the participatory data of ideological and mental health support for students of different grades but also match and track different types of data based on special framework conditions, so as to achieve numerical normal analysis and directional matching for the data coupling mode of college students’ ideological and mental health support services. On the other hand, the Planck constant factor is used to classify different types of ideological and psychological factor data, and combined with the idea of fuzzy clustering, the hierarchical analysis and quantitative calibration of different types of data groups are realized, so as to improve the reliability and authenticity of the active participation in college students’ mental health support services. The results show that this star discrete analysis model can analyze the active participation of college students’ ideological and mental health support services according to the data matching degree of different levels and can effectively improve the analysis efficiency of data vectors. Compared with the traditional research methods on the active participation of college students’ ideological and mental health support services, this method can realize the matching and tracking of different types of data, so as to make a numerical and normal analysis on the data coupling mode of college students’ ideological and mental health support services.

The Department of Education by virtue of DepEd Memo 424 series of 2007 recognizes guidance counselors and the implementation of Career Guidance Programs in public secondary schools. In relation to this, every school should have a carefully planned, organized, well-written, and expertly implemented guidance program. These guidance p services must be functional and generally should not be separated from each other. The study looked into the level of implementation of the guidance programs of national high schools in Northern Samar in terms of individual inventory services, information services, counseling services, in school placement and in-school follow-up. The study also identified problems encountered in the implementation of the guidance services. The main respondents of the study are the guidance counselors of the schools. To validate the claims, school administrators, teachers, and students answered the evaluation questionnaire. Eleven national high schools participated in the study. Statistical tools included frequency counts, percentages, weighted means. Of the five services, individual inventory services, information services, and counseling services were rated “implemented” while in-school placement and in-school follow-up were rated “much implemented”. Problems on the lack of guidance counselors assigned in some schools”, “lack of funds” and “no adequate orientation on administrators and teachers regarding the function of guidance “were considered “serious” problems. The study recommended the hiring of full-time guidance counselors in schools, and orientation of the administrators and teachers on the importance of guidance in high school, and the financial support of the administrators on the services related to guidance.

<p><strong>Abstract.</strong> <strong>Research problem</strong>: The analysis of the user’s preferences concerning the layout and graphic design of mapping tools in the mobile mapping application is the problem touched upon in the research. The authors focused on six public web mapping services (Google Maps, Bing Maps, Here WeGo, ArcGis Maps and the Polish geoportal: geoportal.gov.pl), analyzing them in terms of their graphic variability and the functionality of their mapping tools.</p><p>The <strong>aim</strong> of the research carried out was to test the user’s preferences concerning the number and layout of buttons in the web mapping service. The research also touched upon the issue of variability in graphic web design of mapping tools in mobile cartography. The authors concentrated on the following six mapping tools, also referred to as buttons: Geolocation, Change layers, Search, Default range maps, Measure, Route. Those functions most frequently occurred on selected web mapping services. The authors could learn about their usefulness through subjective choices of respondents.</p><p><strong>Method</strong>: One hundred respondents took part in the research and, by means of the anonymous online questionnaire, they answered some questions and decided upon the number, layout and visual aspect of buttons. The comparison of subjective user’s preferences in the layout of mapping tools to the system of public web mapping services has made the research innovative.</p><p>The <strong>results</strong> obtained allow one to draw the conclusion that the user’s preferences differ from the solutions utilized on mapping portals and have been employed for the comparative analysis of the eight most popular global web mapping services. The study conducted by means of the eye-tracking method demonstrated that objective functionality (time and method of specific task execution) differs from subjective evaluation made by map users on smartphones and large desktop display screens.</p>

This paper presents an object-event mechanism based overlay network simulation experimental platform (ONSP). The platform adopts object-oriented approaches to provide an effective application-layer active network simulation method. The method abstracts network elements, simulates the change of system performance through parameters setting, and introduces users session triggered by event. This strategy conducts experiments avoiding unnecessary construction of actual physical network, so that to save the cost of the experiment and to make mass network tests possible. At another time, the platform has established a complete performance evaluation model, and can synthetically measure the relative performance of variety of services to ensure the accuracy of test results. The productions in this paper will provide important support to overlay network services technology, QoS-assure technology, and applications of distributed multimedia systems.

The purpose of this study was to develop an information base on educational service delivery for limited English proficient (LEP), handicapped students in 145 randomly selected school districts in California. Information on the districts was gathered both from existing data banks and a survey questionnaire. The survey instrument was returned by 104 districts for a response rate of 71%. Information was gathered on the following: proportion of LEP students in special education programs; the procedures commonly used in the screening, identification, evaluation, and reevaluation of LEP, handicapped students; educational placement options; and the curricula and instructional practices employed. The study concluded that quantitatively the state was doing well relative to identification and placement into special education of LEP students but that qualitative aspects of service delivery are frequently contrary to those recommended by both theory and research.

e18222 Background: Percutaneous lines and drains provide a less invasive alternative to operative procedures for patients with cancer. We categorized outcomes for placements among solid tumor patients hospitalized on the medical oncology services of a tertiary care academic center. Methods: Consecutive cases (n=71, Mar-Sept 2016) were identified by electronic medical record orders for non-vascular lines and drains placed in solid tumor patients hospitalized on medical oncology services and confirmed by retrospective chart review. Percutaneous nephrostomy tubes, pleurx catheters (abdominal and thoracic), gastrojejunostomy/gastric tubes, biliary drains, and wound/abscess drains were included. Retrospective chart review was used to categorize 30-day outcomes including those deemed related or possibly related to the placement that resulted in a phone call, office visit, ED evaluation, or hospital readmission. Results: Mean age at placement was 62 years and 53% of patients were female. All patients had metastatic tumor. The majority of patients had an Eastern Cooperative Oncology Group Performance Status of 3-4 (63.4%). Patients with gastrointestinal, gynecological and genitourinary malignancies required more procedures than all other tumor types combined. The 30-day mortality rate following line and drain placement was 32.4%. Of these deaths, 43.5% occurred prior to discharge and 30.4% occurred within two weeks. 40.8% of patients required ED evaluation or hospital readmission and 29.6% of patients required an office visit or phone call within 30 days. Conclusions: Although percutaneous interventions are generally safe and minimally invasive, there is a high 30-day mortality rate associated with line and drain placement among hospitalized patients with advanced cancer. Among patients who expired, over forty percent of deaths occurred during the index hospitalization, suggesting placements are occurring at the end of life, may potentially reflect overuse and may represent a missed opportunity to address goals of care. In data centers, cloud-based services are usually deployed among multiple virtual machines (VMs), and these VMs have data traffic dependencies on each other. However, traffic dependency between VMs has not been fully considered when the services running in the data center are expanded by creating additional VMs. If highly dependent VMs are placed in different physical machines (PMs), the data traffic increases in the underlying physical network of the data center. To reduce the amount of data traffic in the underlying network and improve the service performance, we propose a traffic-dependency-based strategy for VM placement in software-defined data center (SDDC). The traffic dependencies between the VMs are analyzed by principal component analysis, and highly dependent VMs are grouped by gravity-based clustering. Each group of highly dependent VMs is placed within an appropriate PM based on the Hungarian matching method. This strategy of dependency-based VM placement facilitates reducing data traffic volume of the data center, since the highly dependent VMs are placed within the same PM. The results of the performance evaluation in SDDC testbed indicate that the proposed VM placement method efficiently reduces the amount of data traffic in the underlying network and improves the data center performance.
