Abstract:
At the University of Central Florida Library, the librarians with collection development assignments, and the Head of Collection Development, were frustrated in their attempts to fulfill their responsibilities. Those librarians did not report to the Department Head, but to other departments, and only a small percentage of their time was set aside for collection development. This meant that collection development duties frequently were deferred to other duties. There also was uncertainty about what duties could be expected of these librarians. Some functioned only as liaisons to academic departments, while others did extensive selection of material, wrote collection development policies, and evaluated collections and their use. A survey of medium-sized academic libraries was conducted to ascertain their organizational structure for collection development, and what effect that structure has on the activities performed. Two survey instruments were developed. One was sent to chief collection development officers. That survey asked questions about organizational type, time spent on collection development, patterns of fund allocation, and staff size. The other survey was for completion by collection development librarians, or librarians with collection development responsibilities. Five copies of that survey were sent to each selected institution. Librarians were asked about their job assignments, time spent on collection development, their qualifications, faculty participation, and priorities. Both questionnaires included a list of sixteen collection development activities. Respondents were asked to indicate which activities were desirable, and which ones they had done. Responses were received from 46 of 71 libraries surveyed. The study revealed that librarians defer collection development to other responsibilities and perform few of the activities they feel are desirable for collection development. Many are selecting materials for the collection without having collection development policies or collection evaluations to refer to. Most feel adequately well prepared to do collection development, but many felt they did not have sufficient time for it. Although few libraries of the size studied had separate collection development departments, the librarians in those that did spend more time on collection development, were less likely to defer collection development to other activities, and performed more collection development activities than their colleagues in other types of libraries. It was recommended that a library of this size that is serious about collection development locate librarians with primary assignments in collection development in departments established for that purpose. These librarians should have subject expertise, and sufficient time to write collection development policies, evaluate collections, and conduct circulation studies and user surveys. Further study of the results of the various types of organization for collection development are needed.

Abstract:
This study examines the impact of the advent of e-books on collection development and acquisition in Irish university libraries. Semi-structured interviews with informants working as acquisition librarians, sub-librarians and collection management librarians were conducted to investigate their experiences and perceptions of e-book acquisition and collection management. This study provides a look at these issues from the perspective of diffusion of innovation and change management theories. The study found that librarians face challenges in setting new collection development policies, acquiring new skills and adjusting to new workflows and extra workloads. The study also revealed that the most fundamental problems librarians face in acquiring e-books are the low availability of e-textbooks, the heavy VAT on e-books as well as a lack of “one-stop-shop” opportunities. There were also worries expressed about the future of academic libraries in the e-book acquisition process. Despite the challenges, academic librarians were very positive towards the resulting changes and innovations.

The debate about the role of libraries has been on-going for more than 100 years. Huynh (2004:20) states that, initially, the purpose of public libraries was to educate or teach the public. Over time there has been a gradual shift away from this perspective to that of providing information to all groups in a community. Increasingly a clearer focus has emerged through documents such as the ‘Public Library Manifesto’ and the ‘Library and Information Services (LIS) Transformation Charter’. The Public Library Manifesto (IFLA and UNESCO 1994) addresses the need for a clear policy, “defining objectives, priorities and services in relation to the local community needs”. The Library and Information Services Transformation Charter states that there must be processes in place to gauge and analyse the library services needs of specific communities so that the library can become an information and cultural hub, responsive to the needs of the local community (South African Department of Arts and Culture 2009:20). This research examined the responsiveness of collection development initiatives and processes to the needs of communities served by the City of Cape Town Library and Information Services (COCTLIS), to assess if this constitutes a community driven approach to collection development. The following research questions were investigated: • What does a community-driven approach to collection development entail? • How does the collection development plan (CDP) of COCTLIS support a community-driven approach to collection development? • How are community needs established and assessed? • What other collection development tools and methods are librarians using? A combination of quantitative and qualitative methods were used to gather the necessary data to achieve the research objectives of this study. In particular content and thematic analysis was performed on the collection development plan (CDP) of the COCTLIS. This analysis revealed the frequency and context in which key terms, in the CDP, identify and support COCTLIS’ approach to collection development. In addition a questionnaire survey of a sample of the 104 libraries in COCTLIS was undertaken. The questionnaire was designed to examine librarians’ understanding of the philosophy underpinning collection development in COCTLIS and the extent to which the activities they employ facilitate the achievement of these collection development goals and objectives. It is hoped that this research might lead to identifying a set of principles or guidelines for community responsiveness in collection development by looking at current best practices on the ground in relation to the “old ways”. This research has found that the approach to collection development as practiced in COCTLIS conforms to the ‘textbook’ description of a community or patron-driven approach discussed in the literature. This approach requires a clear focus on establishing and meeting the needs of the communities served by libraries. The focus on community needs is evident as an underlying theme in statements in the CDP of COCTLIS, such as their vision statement. This conclusion is further supported by the understanding displayed by their staff in the practical application of the principles of this approach.

Abstract:
The purpose of this research is to define grounded theoretical models about factors that influence collection development and collection management of business information resources in public libraries. The study is based on data collected from a multi-site case study of public libraries along the U.S.-Mexico border where there is a critical need for information on starting and expanding small businesses. A framework of structuration theory and cultural hegemony theory informs an analysis of the data. This paper relates to the relevant literature and sets forth implications for research, practice, and further discussion. The three main categories identified from coding the data are library location, modes of production and distribution of business information resources, and the degree of external stakeholder pressure on library business collections. Three model statements defined and supported by the data are: (1) the attributes of funding, librarian qualifications, access to information and communication technologies, size and qualities of the business community, and client expectations that influence business collection development are related to library location in metropolitan or rural areas; (2) new practices in the production of content, formats, and modes of distribution of business materials are more problematic for small libraries due to limited information and communication technology (ICT) devices and insufficient professional training; and (3) external influences and initiatives, such as federal, state, and foundation programs, have more of an impact on business collection development in small libraries than in large libraries. The various properties of these factors are discussed with a focus on how daily routine, tacit awareness, and expectations draw on structural rules and resources to produce and reproduce, or change, library systems and their business collections. The consequences of location in metropolitan or rural areas are identified, and mitigating strategies are suggested. External influences and new modes of production and distribution of business information are implicated in supporting the cultural hegemony of globalization by encouraging the introduction and use of ICTs in public libraries; however, use of ICTs to expand the business collection is dependent upon librarian interest and abilities as well as competing demands for scarce resources.

The aim of this research study is to explore the management of electronic resources used in libraries. Three tertiary institutions were used as case studies. The unit of analysis was the three libraries, with library employees (14) working and managing electronic resources being the unit of observation. Non-random, purposive sampling techniques were used. The finding of this study suggests that the participants do not use the Aleph integrated library system (ILS) optimally to manage electronic resources. Library employees do not keep up with current and new emerging technology trends in the library and academic environment. There is a lack of training, as well as understanding, of business processes and workflows. This is emphasised by a lack of knowledge of library system environments and, finally, the high cost of implementing the library systems. Electronic resource management (ERM) systems emerged in the early 2000s, and it became clear that traditional integrated library systems did not have sufficient capacity to provide efficient processing for meeting the changing needs and challenges of libraries at tertiary institutions. Libraries find it challenging to manage the wide range of licensed electronic resources, collaborating, cooperating and sharing resources with different libraries. The increasing number of electronic resource demands from users for remote or off campus access makes it difficult for libraries to manage electronic resources. As a result of this inability to manage the electronic resources, libraries are not effectively and efficiently using appropriate electronic resource systems to meet their business requirements.

Abstract:

The aim of this study is to examine how work at music departments in public libraries has changed with time. To analyze this, the role of music libraries as well as music library users, selection, holdings, acquisition and technological development have been examined. The examined data consists of qualitative interviews with music librarians and library assistants at public libraries in Sweden. To get a time perspective, handbooks and articles about music departments in libraries have also been analyzed.

This study emanates from Sanna Talja’s discourse analysis of music libraries in Finland. In her study of Finnish music libraries she has found three discourses that give the library different roles in society. The first discourse, The General Education Repertoire, states that the role of the music library is to educate the citizens by supplying a broad record collection with “classics” from all kinds of genres. The second discourse, The Alternative Repertoire, states that the role of the library is to be an alternative to commercial music and the record industry by providing alternative music, that can’t be found everywhere. The third discourse, The Demand Repertoire, states that the role of the library is to satisfy the library users’ needs and thus adapt the collection and acquisitions to the local demand.

The study shows that all three discourses are present at the public libraries examined in this master’s thesis. My interviewees state that they want to offer a broad collection with all genres represented but they find it also important to provide alternative music that is difficult to find elsewhere. At the same time, a demand repertoire, where the collection is more adapted to users’ wishes and needs, gets more common and librarians have a less critical attitude towards certain genres that were formerly banned at public libraries.

The study also shows that work at public libraries has changed a lot with time. The music departments started with only listening service, began later to loan their music collections to the users and now even provide music files that can be downloaded and played on mp3-players. Loan figures of phonograms remain high, but have started to drop, which can partly be due to downloading and the fact that the number of young music library users, such as adolescents, has gone down. The technological development has also changed work at the music library, among other things information research, acquisition and selection. Even though technological development has changed the work and tasks at music libraries, the role of the librarian is still quite the same. An important task still is to search for and provide information even though the strategies and facilities are different.

The purpose of this research was to analyze the periodical collections of public libraries in the Triangle region of North Carolina in terms of young adult titles. Research questions targeted how public librarians provide their young adult patrons with access to periodical collections, address acess to periodicals available through the Internet and develop periodical collections in response to research findings on young adult reading. Collections were evaluated in terms of collection policies, placement, reference to other collections, and content. While the research revealed that collections varied in terms of responses to several of the research concerns, the collections showed some consistency in terms of collection policy and response to research findings.

The research project is based on the belief that Lesbian, Gay, Bi-sexual and Transgender (LGBT) people have specific information needs and interests that public libraries should cater for. The philosophical literature of public libraries states that they have to cater for all sectors of their diverse communities without discrimination. The aim of the research study was to gauge if Cape Town’s library and information services (LIS) include gay and lesbian materials in their collection development policies and procedures. It also aimed at finding out if City of Cape Town Library and Information Services (COCTLIS) provide for the information needs of their gay and lesbian users in their provision of information services. The research problem and the review of literature led to the following research questions: • Do the gay and lesbian library user community constitute a special user group with particular information and reading needs? • If it is accepted that public libraries have a responsibility for the special information and reading needs of gay and lesbian library users, how do they cater for these needs? • How do South African public libraries, specifically the City of Cape Town Library and Information Services (COCTLIS), provide for these needs with their collections and their information services? • Are the public library staffs aware of the UNESCO principles in terms of LIS services for gay and lesbian library users? The first two research questions were answered by means of a review of the theoretical and professional literature. The last two questions were answered by analysis of COCTLIS collection development procedures and policy and a questionnaire survey of library staff. A survey was conducted among librarians in charge of collection development in the COCTLIS libraries early in 2009, collecting data by means of a structured questionnaire. The sample comprised 69 libraries of the total 100, with an even spread across the six city library districts and including a mix of “types” of library (regional and community). The findings of the research study echo the agreement found in the literature that the provision of library services to LGBT people is inadequate. City of Cape Town collection development policy does not have any explicit mention of the LGBT user group. The major finding of the survey is an evident gap between stated beliefs and actual practices. The majority of respondents agree that public library collections should cater for LGBT people but in fact they buy very few books or magazines oriented to gays and lesbians. And only 55% indicate that they do consciously consider the needs of gays and lesbians in their book selection. The information services to gays and lesbians appear to be rather thin. For example, less than 10% include gay and lesbian oriented information in their community information files and only 37% display gay and lesbian oriented information on their community notice boards. The study provides some evidence that practices might differ according to size and position of library. The research study hopes to make a difference in the provision of gays and lesbians in the City of Cape Libraries. It also hopes to remind librarians of the mandate they have to develop their collections to reflect diversity.

Collection development in academic libraries is going through technology-driven changes relating to the new information technologies ,e.g. -Electronic databases, the Internet and CD-ROM's, joint published materials and audio-visual resources. Libraries are also facing declining budgets and spiralling costs. This research project looked closely at what collection development is and the impact it has on service rendering to undergraduates at the University of the Western Cape. It is also aimed at establishing if the librarians that formulate these policies understand what they (Collection Development Policies) are, and what they should entail.

This study evaluates local citation analysis in comparison to interlibrary loan records and usage statistics as indicators for collection evaluation and development purposes in a special library setting as evidenced through a case study at the Environmental Protection Agency’s Main Library in Research Triangle Park, North Carolina. More specifically, it examines how data gathered from these three tools compare as predictors for future trends in use of journals and as tools for developing parameters and guidelines for anticipatory collection development decisions in a scientific research library. Ultimately, citation analysis is the most successful in predicting the following year’s usage.

Den här studien undersöker förhållandena för att inkludera bloggar i svenska folkbibliotekens kataloger. Varför förvärvas bloggar som blivit böcker, men inte bloggarna själva? Studien söker förståelse för och diskuterar de hinder och möjligheter som påverkar en inkludering av bloggar i katalogerna. Den teoretiska basen består av ett postmodernt perspektiv på biblioteken, och en jämförelse mellan olika sätt att se på folkbibliotekens uppdrag. Studien använder en blandad metod och kombinerar djupare intervjuer för att få insikt i folkbiblioteken, med en enkätstudie riktad till svenska folkbibliotekarier. Frågorna handlade om attityder gentemot bibliotekens uppdrag, bloggen som medieformat, och hur en inkludering av bloggar i bibliotekskatalogen skulle påverka biblioteket idag och i framtiden. Studien fann att bloggens materialitet medför hinder som behöver överbryggas för att en inkludering ska vara möjlig, och uppdragen folkbibliotekarierna håller viktiga gynnar en inkludering av bloggar.

Abstract:
This study evaluates monograph acquisition decisions at an academic health sciences library using circulation and acquisitions data. The goal was to provide insight regarding how to allocate library funds to support research and education in disciplines of interest to the library user base. Data analysis revealed that allocations in 13 subject areas should be reviewed as the cost of circulation was greater than the average cost of circulation of the sample and the average cost of monographs was higher in these subject areas than the average cost of monographs in the sample. In contrast, 13 subjects returned cost of circulation rates lower than the average cost of circulation of the sample. These subjects merit stable budget allocation or increased allocation depending upon collection needs. Overall, this study found that this library is allocating a majority of resources to subjects with above average rates of use.

Inner ring suburbs are vulnerable as they face continual downward pressure amidst increasingly complex post-industrial regional dynamics. Many suburban policymakers focus on housing and commercial development when considering ways to improve their localities through the built environment; they often overlook the potential benefits of community-oriented infrastructure -- namely public libraries, neighborhood recreation facilities, and community festivals/events -- as a catalyst for encouraging economic development and neighborhood social capital. This study asks whether inner ring suburbs that offer vibrant community institutions exhibit greater levels of resilience capacity than those with less vibrant community facilities. Across the country government officials target community institutions for service reduction and/or closure in high-profile proposals to balance budgets in a tight economy. In a number of high-profile urban library budget fights, community protestors cite their library's functions as a safe environment for children after school to socialize and study, a place for public internet access and engaging programming, and as the hub of the community. Such accounts offer a glimpse into the value of community institutions in the making of place. Suburbs are competing to gain and maintain their base of residents in a highly mobile and competitive environment. Tiebout (1956) theorizes that this ease of mobility allows people to act as consumers who choose the community package of services/amenities that best meets their budget and preferences. The group of community institutions at the center of this study - public libraries, parks and recreation facilities, and community festivals/events -- are part of a wider architecture of local community infrastructure that composes a community's package of services and amenities. Public schools are an important element of that community infrastructure and the one that is most often considered to add value to suburban localities. Although public schools are unquestionably a vital community institution, this dissertation challenges the narrative that school quality is the prime suburban value-generator by measuring the value to local resilience of school quality against the vibrancy of these other kinds of community institutions that may nurture community life in different ways. This work addresses three main gaps in the literature. Work measuring the value of, and understanding the effects of, community institutions in local places is scant. Studies linking resilience capacity to a place's institutional fabric often overlook public-oriented, taxpayer-funded, place-based facilities in favor of an emphasis on non-profit organizations. A regional approach with a focus on effects in inner ring suburbs is rare. Through a mixed methods approach utilizing exploratory data analysis and qualitative content analysis on the inner ring Pennsylvania suburbs surrounding Philadelphia, this research considers the effects of community institutions on each of three previously identified resilience components: economic strength, socio-demographic appeal, and community connectivity. Results suggest that townships with middling or low school quality may be supporting forms of community institutions other than public schools as a way to increase appeal when the schools alone are not a sufficient draw. Furthermore, townships possibly gain resilience value from promoting community institutions in an active way. Other findings shed new light on people-oriented approaches to inner ring suburban resilience and sustainable regional development that may be gaining relevance in the context of 21st century place dynamics.

Abstract:
The aim of this bachelor thesis is to investigate how collection development implemented in a changed media landscape affects the professional identity of librarians. The study is based on three questions: Which problems, quandaries or possibilities are librarians experiencing in collection development? What does the idealistic view of collection development look like - and how does it relate to librarians’ actual work? How does all these factors related to collection development affect the profession of librarianship? Former research indicates that collection development is not that uncomplicated, and it discusses all kinds of practical issues. There is though a lack of former research in the relationship between collection development and profession, which is the aim of this investigation taking place in small public libraries in the north of Sweden. To answer our questions six librarians were interviewed in a ”semi-structured” way. In the analysis we applied Roger Säljös construction of the sociocultural theory and related it´s concepts to lines of reasoning in our result. The results and analysis showed that in the current media landscape there are many factors and considerations affecting the collection development process. First there are fundamental documents and policies, written based on the democratic mission of the library and then, because there is a certain ambiguity in the directives, there are the librarians’ interpretations, which sometimes might be based on personal ideologies. All this in combination with failing collection development tools forces the librarians into a certain controlling role.

Abstract:
Public libraries are the largest mediators of literature to young children in Sweden. They are obligated to pay special attention to children, and to offer various literature and service that meets the needs of different people. It’s important that libraries offer a wide range of literature that shows a diversity of people and relations for children to be able to relate and thereby find the motivation to keep on reading. Norm creativity (normkreativitet) is a method used to challenge and broaden already existing norms. This essay study how Swedish children librarians apply norm creativity in their everyday practice. This is done by conducting a qualitative analysis in which I’ve interviewed five children’s librarians in five randomly selected public libraries about purchase, weeding, selection for storytelling and highlighting of books in the library.  Shove, Pantzar and Watsons practical social theory is used to describe how librarians can either change norms or deliberately or unconsciously help consolidate already prevailing norms in their everyday practice. The theory contains three elements; material, competence and meaning.  The result shows that it´s up to one and each librarian to apply norm creativity and that it´s very different how well-informed and motivated they are. Lack of published materials and problem finding reviews affects the purchases. The librarians also reflect on how some published books have the purpose to show diversity at the expense of quality.

In the absence of a state-sponsored South African archive that focuses on collecting, ordering, cataloguing and preserving special music collections for research, the Documentation Centre for Music (DOMUS) was established in 2005 as a research project at the University of Stellenbosch. Music research in South Africa is often impeded by inaccessibility of materials, staff shortages at archives and libraries, financial constraints and time-consuming ordering and cataloguing processes. Additionally there is, locally, restricted knowledge of the existence, location and status of relevant primary sources. Accessibility clearly depends on knowing of the existence of materials, as well as the extent to which collections have been ordered and catalogued. An overview of repositories such as the Nasionale Afrikaanse Letterkundige Museum and Navorsingsentrum (NALN), the now defunct National Documentation Centre for Music and the International Library of African Music (ILAM) paints a troubling picture of archival neglect and disintegration. Apart from ILAM, which has a very specific collecting and research focus, this trend was one that ostensibly started in the 1980s and is still continuing. It could be ascribed to a lack of planning and forward thinking under the previous political dispensation, aggravated by policies of transformation and restructuring in the current one. Existing sources supporting research on primary materials are dated and not discipline-specific. Thus this study aims to address issues of inaccessibility of primary music materials by creating a comprehensive and ongoing national electronic database of special music collections in South Africa. It is hoped that this will help to alert researchers to the existence and status of special music collections housed at various levels of South African academic and civil society.

The Community Library (BCo) of the Universidade Federal de São Carlos (UFSCar) has a lack of physical space for the growth of library collections and at the same time keeps bibliographies that may not be anymore interesting of making part of Basic and complementary bibliography for teaching plans of undergraduate courses of this university. The lack of bibliographic material thinning policy has been an obstacle for the administration of the library with the aim to remove the collection that is not interest of the users of the BCo and consequently make the better use of the library's physical space, such as the inclusion of new acquisitions and/ or expand study spaces to users. The aim of this mastering dissertation is to evaluate the bibliographic collection of BCo and propose a thinning policy to contribute to the rationalization of physical space. For this, are considered the lack of relevant circulation of the collection of the last 3, 7 and 10 years respectively, by existing knowledge area on the campus of UFSCar in San Carlos city. The methodology approach is the action research, providing both participation of the professional staff of the BcO and the community as well, as the expected implementation of thinning practices that should result of this dissertation.
A Biblioteca Comunitária (BCo) da Universidade Federal de São Carlos (UFSCar) sofre com a falta de espaço físico para o crescimento do acervo bibliográfico ao mesmo tempo que mantém no seu acervo obras que, podem não mais ser de interesse em fazer parte da bibliografia básica e complementar dos planos de ensino dos cursos de graduação. A falta de uma política de desbaste de material bibliográfico tem impedido que a administração da biblioteca possa proceder a retirada, do acervo, de obras que não mais interessam ao usuário da BCo e assim fazer um melhor uso do espaço físico da biblioteca, como a inclusão de novas aquisições e/ou ampliar espaços de estudo aos usuários. Este trabalho se propõe a avaliar o acervo bibliográfico da BCo e propor uma política de desbaste que possa contribuir para a racionalização do espaço físico. Para isso, considera-se a falta de circulação de parte relevante do acervo, nos últimos 3, 7 e 10 anos respectivamente, por área de conhecimento existente no campus da UFSCar em São Carlos. A metodologia proposta é a da pesquisa-ação, tanto pelo caráter participativo do corpo de profissionais da BCo e da própria comunidade, como pela expectativa de implementação de práticas de desbaste que deverão resultar do trabalho.

A presente pesquisa foca a formação de coleções de livros digitais nas bibliotecas universitárias públicas do Brasil. Essa recente tipologia de livros parece impor elementos novos que devem ser considerados ao se planejar sua introdução num acervo. Esses novos elementos abarcam uma gama de questões que interferem não só na cadeia das operações de organização, tratamento e recuperação da informação, mas, se situam em fases anteriores a começar pela seleção e aquisição das coleções digitais. Toma-se como universo de investigação as bibliotecas universitárias públicas brasileiras por serem organismos que, impulsionados pelo avanço dos recursos tecnológicos, necessitam criar um ambiente inovador para o desenvolvimento de pesquisas proporcionando aos usuários novas coleções e facilidades de acesso o que nos leva a analisá-las com o objetivo de elucidar variáveis presentes nesse processo. Questiona-se como e em que bases (políticas e ou diretrizes) realizam-se a seleção das coleções de livros digitais adquiridos pelas universidades públicas do Brasil para alicerçar essas escolhas. Com isso, o objetivo da pesquisa é averiguar os parâmetros de seleção dos livros eletrônicos para inserção nas coleções das bibliotecas universitárias públicas, se as políticas contemplam os recursos digitais para a formação dessas coleções. A pesquisa pode ser classificada como descritiva, com uma abordagem qualitativa e quantitativa. A técnica de coleta de dados que melhor se adequou a proposta foi o método survey, utilizando como instrumento de coleta de dados o questionário estruturado via web e o mapeamento nos portais das Universidades. A partir do referencial teórico levantado verificou-se que o mercado de livros digitais no Brasil está em franca expansão, porém a oferta de livros técnico-científicos em português que suprem as necessidades das bibliotecas universitárias, ainda é restrita. A partir da análise dos dados constatou-se que, a maior parte das universidades públicas federais, disponibilizam coleções de livros digitais em duas modalidades: assinatura e acesso perpétuo, cujo conteúdo é selecionado parcialmente pelas universidades. Esses livros digitais são disponibilizados nas plataformas dos editores ou agregadores/distribuidores de conteúdo, que são também responsáveis pelo acesso, armazenamento e controle dos direitos autorias, ainda que, em alguns casos, a custódia dos livros seja da universidade. Houve uma simetria no resultado referente à política de desenvolvimento de coleções, metade declarou que o acervo de livros eletrônicos atende a política e a outra metade que atende parcialmente.
This research focuses on the formation of collections of digital books in university public libraries of Brazil. This recent book´s typology seems to impose new elements that should be considered when planning its introduction in collections. These new elements cover a range of issues that affect not only the chain of the organization operation, processing and retrieval of information, but it lies at the earlier stages starting with the selection and acquisition of digital collections. Take as the universe of research the Brazilian´s university public libraries that driven by the advancement of technological resources, needs to create an innovative environment for the development of research providing for users new collections and access facilities which leads us to analyze them in order to elucidate the variables in the process. Wonders how and on what basis (politics and guidelines) are held selection of collections of digital books purchased by public universities in Brazil to underpin these choices. Thus, the aim of the research is to ascertain the parameters selection of electronic books for inclusion in the public collections of university libraries, if it policies includes digital resources for the formation of these collections. The research can be classified as descriptive in a qualitative and quantitative approach. The technique of data collection that best suited the proposal was the survey method, using as an instrument of data collection structured questionnaire via web portals and mapping in the Universities. From the theoretical referential was verified that the digital book market in Brazil is booming, but the provision of technical and scientific books in Portuguese to serve the needs of academic libraries, is still limited. From the data analysis it was found that most federal public universities, offer collections of digital books in two ways: subscription and perpetual access, whose contents are partially selected by the universities. These books are available in digital platforms of publishers or aggregators / distributors of content, which are also responsible for the access, storage and control of copyrights, although in some cases, the custody of the books is in the university. There was a symmetry in the results for the collection development policy, half stated that the collection of electronic books meets policy and the other half backorders.

The electronic resources play an important role in the university libraries along with their rapid growth. Since they are different from the traditional resources, the university libraries face more challenges than ever. Therefore, the electronic collection development policies have become one of the most important issues in the university libraries. This research was conducted by questionnaires, and the purpose of this research is to investigate the development of electronic collections, formulation of electronic collection development policies and the perspectives on such policies in the university libraries. Major findings of the research are as follows: 1. Regarding the development of electronic collections: (1) The type of collections has shifted towards digitization and diversification; (2) Most university libraries purchase the electronic resources through consortia, agents or publishers; (3)Most material budgets devoted to electronic resources are between 10%-19% and 20%-29%; (4) University libraries face a lot of difficulties in developing electronic collections. 2. Regarding the formulation of electronic collection development policies: (1) Half of the university libraries have already adopted electronic collection development policies in one of the two modes: (i) incorporating electronic resources into established policies; (ii)establishing guidelines for electronic resources; (2)Electronic collection development policies focus on selecting and acquiring library collections; (3) Journal and reference divisions participate most frequently in formulating electronic collection development policies.; (4) Most university libraries strictly follow the existing electronic collection development policies when developing electronic collections; (5)University libraries that have not established electronic collection development policies still have certain guidelines in developing electronic collections; (6)University libraries that have not established electronic collection development policies confront difficulties; (7)66% of university libraries that have not established electronic collection development policies do not have clear plans to establish the policies. 3. Regarding the views on formulating electronic collection development policies: (1) Most university libraries are inclined to present electronic collection development policies in one of the two modes: (i) incorporating electronic resources into established policies; (ii) establishing guidelines for electronic resources; (2) Among the items of electronic collection development policies, “Interlibrary Cooperation”、“Marketing”、“ Information Freedom and Censorship” have attracted little attention from university libraries.

The library is a growing organism. As a result, establishing a collection development policy is the first task. It provides librarians a guide when selects books and executes the distribution of book budget reasonably. Moreover, it can offer a reference among libraries’ cooperation. Collection development policy in academic library aims at its courses, depths and levels in order to make the selections, acquisitions and preservations. The purpose is to define the principles of book selection and the scope of selected books. Along with the changing environment, collection development policy should be revised appropriately so that it can work flexibly and be the guideline. With the coming of digital age, Internet will be the basic resources on education and research. Academic libraries must break down the limitations of traditional work patterns and use of collection resources to maximize. The purpose of this study is to evaluate library collection development policy and analyze the effectiveness of its implementation, so this study is conducted by literature review and in-depth interviewing. The former is to understand policy implications of collection development policies in eight academic libraries and compare to their contents; the latter is to learn the current situation of collection development policies by interviewing eight librarians. The conclusions of this study are as follows: In the parts of policies, it must (1) set up the depth level and outline of library collections; (2) modify periodically and adjust library collection development policies. In the parts of implementation, it must (1) establish multiple collection evaluation system; (2) involve the proportional system in collection allocation of resources. Finally, several suggestions are proposed for the academic libraries and researchers as a reference.

Fundamentally, the program is based on the model of users as the drivers of library acquisitions. By imbedding order records in the library catalog and by identifying user needs through interlibrary loan requests, the library is able to acquire targeted information resources that more efficiently meet the research needs of our users. This service significantly enhances the user experience and allows the UA Libraries to see greater use of our resources.

The purpose of the dissertation was to evaluate the Russell High School library collection in meeting the curricula needs of learners. A study population consisting of 150 learners, 13 teachers, the librarian and Principal was surveyed by means of questionnaire and interview. Three types of questionnaires were used, one each for the learners, the teachers and the librarian. The Principal's interview was based on a checklist. Results were discussed in terms of frequencies and cross-tabulations of responses were made. Results are graphically displayed in the form of tables, pie charts and bar charts. The present situation of the library and its problems are discussed with regard to resources, the availability and suitability of the present collection, types of materials used, and satisfaction with the library by users as well as encouragement from teachers and the librarian to learners in the use of the library. The discussion was situated within the current requirements of Outcomes-Based Education as guided by Curriculum 2005 and 21. The study findings indicated that learners and teachers were satisfied with the library stock although a need for books, especially new titles, was identified. Learners and teachers felt that more books and better infrastructure for example, computers, television sets, and more space were needed. It was also revealed, however, that the budget was severely limited. These findings are discussed within the framework provided by a review of international, African and local school libraries. Recommendations for possible future services are made in the light of this discussion.

Non-book materials have a unique role to play in university libraries of South Africa, as they re-inforce what has been learnt and facilitate presentation of subject matter to fulfil the needs of teaching and learning of institutions. The key problem of the study was that non-book materials though very important as sources of information like books, appear to be little or not used in South African university libraries. This may be caused by unclear policy presented in formal or informal collection development policies. The general aim of the study was to find out collection development practices, policies and use of non-book materials in South African university libraries. To this end the specific objectives were: To find out how non-book materials in university libraries are collected and maintained as part of teaching, learning and research. To get some understanding on the policies and patterns the university libraries follow in the development of non-book materials. To find out the manner in which non-book materials are funded and acquired. To find out the extent to which library orientation, instruction and user education cover non-book materials. The study therefore examined the collection development and usage of nonbook materials in university libraries of South Africa. All the South African university libraries except University of Zululand where the researcher works and is the AV-librarian were included in the study. The major method of study chosen was the survey method and the questionnaire was used for data collection. The methods of analysis used were the univariate and bi-variate methods and the basic type of statistics, the descriptive statistics. Libraries surveyed showed that they favoured non-book materials, and above all they do have the most NBM that are available in all formats. The study guided the researcher in making the following recommendations: The need for improvement of the NBM information services in libraries. That clear policies, whether written or not, for selection and acquisition of NBM be reviewed in libraries in South Africa. The role of NBM specialist is important and needs to be redressed. That the academic staff, library staff and students work together as a team and devise a program of library user education integrated with curriculum.

Mozambique academic libraries are quite vulnerable in hybrid collection development for various reasons. In the process of collection development, physical collections have dominated the Mozambican libraries’ scene because they can acquire printed materials relatively easily. Digital materials, on the other hand, have caused difficulties due to the costs of subscribing to databases and poor technological infrastructure generated by insufficient resources. This work aims to understand the strategies followed by the libraries of Mozambican higher education institutions for the development of their hybrid collections, and to highlight the acquisition patterns, trends of integration of the collections and general challenges they face in this area. To answer the research questions, we have conducted the literature review and collected empirical data from university library documents and through semi-structured interviews with librarians responsible for collection development in three universities. The research adopted a qualitative study method and investigated three university libraries in Mozambique. As a result, we have identified collection development strategies used for the development of hybrid collections. These are partly overlapping as they must help to solve similar problems, and some strategies are specific to a university, because of different conditions and opportunities. It was also realized that, despite the efforts of those university libraries, there is a general weakness in state funding. The influence of external investment proved to be a great positive differential in the working areas of the affected libraries. It was also found out that university libraries participate and use the potential of the Mozambican library consortium AMOBAP unequally and the integration of institutional repositories is not on the same stage among the libraries.

Abstract:
This research study has several objectives. The first is to research graphic novels and comic books, their history and the issues this visual and literary medium has had with censorship, with preconceived notions that the medium is only meant for a juvenile audience, and with the development of rating standards. The second objective is to study current literature that has been written by scholars and librarians on this medium. This exploration of graphic novels and comic books and the scholarship and collection development efforts related to them provides a foundation for considering the issues and challenges which current and future librarians may have to face, in maintaining this literary form in library collections. The third objective is to conduct a focus group and to survey librarians in Tennessee from a range of backgrounds in order to consider a number of questions, including: if these librarians have encountered patrons who challenged having these books included in their institutions’ collections, what age range the surveyed librarians believe this medium is meant to appeal to, and how the librarians would rate content in comic books and graphic novels; such as, violence, language, sexual activity, etc.; including terms used by publishers in their rating standards to describe different levels of content. The results from this study showed there was quite a difference between what librarians feel is appropriate for the levels they were given and the types of content; with there being usually at least a 2 - 3 year age difference between the top two to three options chosen or there being a difference between the participants selecting an age range and selecting either “All Ages” or “None” as appropriate. The literature research and the data obtained from the survey along with the responses received from the focus group indicate that, since the majority of participants stated they “sometimes” experienced selection difficulties and problems with cataloging and shelving these books, picking an appropriate age range for a comic book or graphic novel is very subjective and librarians and publishers are still a long way away from agreeing on the appropriateness of the content.

University libraries have gradually yet greatly changed in some ten years. Traditionally, their collections are composed mainly of print materials; but the composition has now been leaning toward the inclusion of nonprint materials with increasing proportions of the electronic and digital forms which are the combinations of characters, sounds, and images. Library collections are thus enriched and nature of their contents a lot more diversified. All these should be attributed to the application of new information technology. The development of computer technology has stimulated and supported the rapid revolutionary changes in the library world. Computers, with gigantic capacity for storage and superb speed for response , can deal with various kinds of materials, elevate productivity by reducing man-made mistakes and enforcing all necessary controls. In collaboration with telecommunication facilities, they can promote library cooperation, enlarge the quantity of information dissemination, improve the functions and efficiencies of libraries ,and raise the quality of public services. There are indeed mutual benefits for the team of libraries, computers and telecommunication systems in the information services. For the libraries, the benefits are availability and accessibility of digitized and networked information which assures the wholesome and efficient utilization of materials, thus more clearly reveal all functions of the libraries. For computers and telecommunication systems, being applied on library services, their functions in real life and significance to all the populations of the world can be further and better evidenced .Such a teamwork brought out a superb turn in library history. Since the libraries have begun dealing with electronic, digital and networked materials, there have been quite considerable impacts upon library collections. This study hence aims at the investigation of the impacts of CD and networked resources on collection development of university libraries in Taiwan. The materials in question are those documents and publications issued by the publishers in electronic forms, systematically collected and processed by the libraries to build the electronic collections, making them accessible to the users via computers,telecommunication systems, and networks. In addition to the statements of motivation and purposes, anticipated findings, research methods and procedures,scope and limitations, this thesis would endeavor in literature study and terminology explanation. The study then is primarily on goals and functions of libraries, collection development, interrelations and interactions between libraries and CD and network resources, and the relevant topics. Conclusions and suggestions would be made according to the theories and practices studied, in terms of changes in collection policies, transition of types of materials collected, enforcement of cooperative collection, establishment and utilization of library collections, as well as evaluation and weeding of library collections.

In this study attention was given to the vast amount of information in periodicals which is not usually utilized in media centres. The popularity of periodicals amongst teenagers should be used to stimulate research in this relevant, updated medium which contains the most recent facts on such a wide range of topics. The promotion of magazines as a resource of information received attention and certain strategies to promote the utilisation of periodicals were suggested. The whole process of planning, budgeting and ordering of periodicals was looked at from the user's point of view, especially to 'satisfy the user's information needs. These information needs must first be established and thereafter the best medium must be obtained in order to satisfy them. A communication system was formulated by which teachers and pupils could be informed of the latest arrivals as well as the latest information on a specific topic. Secondly, a system was devised which can be used to analyse and index information from periodicals and keep it on record until it can be taken up in the catalogue, whether it is in pamphlet form, or as bound magazines. This way, no information from periodicals need be wasted or lost due to the lack of printed indexes in South Africa.

This research creates an intelligent agent for automated collection development in a digital library setting. It uses a predictive model based on facets of each Web page to select scholarly works. The criteria came from the academic library selection literature, and a Delphi study was used to refine the list to 41 criteria. A Perl program was designed to analyze a Web page for each criterion and applied to a large collection of scholarly and non-scholarly Web pages. Bibliomining, or data mining for libraries, was then used to create different classification models. Four techniques were used: logistic regression, non-parametric discriminant analysis, classification trees, and neural networks. Accuracy and return were used to judge the effectiveness of each model on test datasets. In addition, a set of problematic pages that were difficult to classify because of their similarity to scholarly research was gathered and classified using the models. The resulting models could be used in the selection process to automatically create a digital library of Web-based scholarly research works. In addition, the technique can be extended to create a digital library of any type of structured electronic information.

The study focused on the evaluation of the psychology book collection at UNITRA library. In particular, the study investigated the adequacy of the psychology book collection in terms of accessibility, availability, and pertinence. A sample of 264 respondents was selected from a population of 1123 students. A proportionate random sampling was used to select respondents from each stratum. The survey method was used, and questionnaires were administered to the sample of 1995 registered psychology students at UNITRA from Year 1 to Honours level. The questionnaire focused on the research questions, relating to accessibility , availability, and pertinence of the psychology collection. The data was analysed by means of a statistical package, SAS. The results were interpreted in relation to the variables. The findings revealed that accessibility and availability were affected by: the attendance of the first library orientation programme which is usually offered at the beginning of the year; the availability of library services at high school; the number of copies of the same title in the library; library opening hours; attitude of the librarians; procedure for locating books; number of borrower cards; and the age of books in the library. The identification of entries representing books on the catalogue, and the location of books on the shelves were found to be easier for those users who had attended library orientation and those who had libraries at their high school. It was recommended that lecturers and librarians should encourage students to also use the subject catalogue in order to get more books on the same subject. A number of other recommendations were suggested taken from the findings and other authorities on the subject to improve the accessibility, availability and pertinence of the psychology collection. The development of a written collection development policy would make the implementation of the above recommendations easier.

The research project is based on the belief that Lesbian, Gay, Bi-sexual and Transgender(LGBT) people have specific information needs and interests that public libraries should cater for. The philosophical literature of public libraries states that they have to cater for all sectors of their diverse communities without discrimination. The aim of the research study was to gauge if Cape Town’s library and information services (LIS) include gay and lesbian materials in their collection development policies and procedures. It also aimed at finding out if City of Cape Town Library and Information Services (COCTLIS) provide for the information needs of their gay and lesbian users in their provision of information services. The research problem and the review of literature led to the following research questions:• Do the gay and lesbian library user community constitute a special user group with particular information and reading needs?• If it is accepted that public libraries have a responsibility for the special information and reading needs of gay and lesbian library users, how do they cater for these needs?• How do South African public libraries, specifically the City of Cape Town Library and Information Services (COCTLIS), provide for these needs with their collections and their information services?• Are the public library staffs aware of the UNESCO principles in terms of LIS services for gay and lesbian library users?The first two research questions were answered by means of a review of the theoretical and professional literature. The last two questions were answered by analysis of COCTLIS collection development procedures and policy and a questionnaire survey of library staff.A survey was conducted among librarians in charge of collection development in the COCTLIS libraries early in 2009, collecting data by means of a structured questionnaire. The sample comprised 69 libraries of the total 100, with an even spread across the six city library districts and including a mix of “types” of library (regional and community).The findings of the research study echo the agreement found in the literature that the provision of library services to LGBT people is inadequate. City of Cape Town collection development policy does not have any explicit mention of the LGBT user group. The major finding of the survey is an evident gap between stated beliefs and actual practices. The majority of respondents agree that public library collections should cater for LGBT people but in fact they buy very few books or magazines oriented to gays and lesbians. And only 55% indicate that they do consciously consider the needs of gays and lesbians in their book selection. The information services to gays and lesbians appear to be rather thin. Fo example, less than 10% include gay and lesbian oriented information in their community information files and only 37% display gay and lesbian oriented information on their community notice boards. The study provides some evidence that practices might differ according to size and position of library.The research study hopes to make a difference in the provision of gays and lesbians in the City of Cape Libraries. It also hopes to remind librarians of the mandate they have to develop their collections to reflect diversity.

This study aim is to compare the change in the content and collection development in the merger of libraries between the Taiwan and Mainland China universities, the samples chosen in this study are Chiayi University in Taiwan, and Zhejiang University in Mainland China. This study adopts the literature analysis and interview , the main results of this study are as follows: 1. It is easy to integrate formally, but it’s rather difficult to combine in substance in the amalgamative process of the university. 2. The decision thinking of "Great is beauty" can not promise the target that promotes the academic research level in the merger of universities. 3. The mode of the merger between better universities deprives the chance to develop independently for each school originally. 4. The construction of the merger of university libraries is organized toward the profession branch libraries. 5. The management mechanism in the merger of university libraries adopts that the headquarters emphasizes the administration management and technical services, and other branch libraries focus toward the reader services. 6. The proportion of budget in the electronic resources (ie. the virtual collection) is promoting gradually in the merger of university libraries. 7. The most important work is to unify the library automation system and create the previous collection resources for the merger of university libraries. 8. It has different way to weed out useless collections and handle with the copies for each library. 9. The circuit to deliver the service of materials becomes a special prospect for the merger of university libraries. 10. The merger of universities brings new chance for the multi-campus library. The following suggestions are proposed to take reference according to the study: 1. The education authorities should explore the effective strategy besides the university merger activity to promote the level of the academic research. 2. The merger process of the university libraries should communicate and undergo careful thinking in order to construct the ever-developed vision. 3. The locatoins of the headquarters about the merged universities and libraries should consider various advantage conditions to increase the chance and the popularity of the follow-up development of the benefit. 4. The construction of the merged universities and libraries is appropriate toward the direction programming of the compound library, and to promote the proportion that the virtual collections gradually, with the request of physically academic research. 5. It is better to extend the organization of the merged university and to promote the professional quality toward the expert-librarian .

It was found that both libraries have recently adapted their collection development policies to accommodate electronic resources although their budgets did not increase accordingly. The recruitment of ICT knowledgeable staff tends to be a problem at both libraries. Resources are shared via interlending and document supply with Unisa Library as a model in southern Africa. Both libraries add their holdings to the national bibliographies and Sabinet and are members of GAELIC. However, the UNAM library is a passive partner. A consortium within Namibia’s borders is suggested to improve resource sharing.
