Abstract:
The article introduces Vbinary, a parametrized variable-length prefix integer coding. The coding is considered by means of examples in comparison with existing codings, including Golomb/Rice and Elias codings. A naming schema is proposed that allows to specify the coding parameters concisely. Vbinary coding utilizes unusual n-ary extension technique which makes the coding versatile, usable for both bit-based and byte-based data streams. By varying parameters, Vbinary coding can be made efficient for small numbers or large numbers, tailored to specific data distribution, tuned for efficient encoding and decoding. Potential uses for the coding are network protocols, on-disk and in-memory data representation, and final stages of data compression algorithms.

Abstract:
For this paper, we analyze the achievable sum rate of zero-forcing (ZF) pre-coding and Maximum Ratio Transmission (MRT) pre-coding with Matrix Normalization in massive MIMO system with Imperfect CSIT. We compare the performances of these two pre-codings and find that ZF pre-coding outperforming MRT pre-coding in the high SNR region while MRT pre-coding outperforming ZF pre-coding in the low SNR region. Then we derive the threshold of the pre-coding selection and provide the procedure of pre-coding schemes selection.

Abstract:
The important thing to consider in the process of sending optical fiber network signals is theselection of line coding types. Line coding is a process of converting digital data into digital signals sothat they can be transmitted in optical fiber networks. Line codings commonly used are NRZ and RZ.Therefore, this research discussed the comparison of the performance of NRZ and RZ line codings infiber-optic networks in terms of Q-Factor, BER, and Eye Diagram. The result of this research was thecharacteristic form of the electric signal line coding NRZ with one data element using one signalelement, while in the RZ coding line, one data element used two signal elements. The maximum risetime variable using the RZ coding line is 0.3 bits, while the NRZ coding line is 0.7 bits. The bestrectangle shape model using line coding RZ is sine while line coding NRZ is exponential. Themaximum bit rate using the RZ coding line is 11.5 Gbps while using the NRZ coding line is 18 Gbps.The maximum transmission distance using the RZ and NRZ coding line is 75 km. Another output ofthis research is a practicum module that can be used by students of the Electrical Engineering StudyProgram to understand optical communication systems, especially line coding RZ and NRZ. Based onthe results of student assessments of 87.6% and the post-test score which is higher than the pre-testscore, the practicum module is feasible as teaching material.

Network Coding is used to increase network throughput. In the network coding, network data packets will be encoded by the sender and the encoded data packets can be used by different receivers to recovery the same original data packets. This increases the network transmission efficiency. Coding on data will consume the computing resources and this becomes the bottleneck of network codings practicability. In this paper, we assume that the coding happens at the end of the network and we conduct some tests on the pc and hand-devices. Our results show that network coding can work well on current PC, and we need a native device support to make the network coding working on the hand-devices.

Abstract:
We review our experiment on quantum source and channel codings, the most fundamental operations in quantum info-communications. For both codings, entangling letter states is essential. Our model is based on the polarization-location coding, and a quasi-single photon linear optics implementation to entangle the polarization and location degrees of freedom. Using single-photon events in a subset of possible cases, we simulate quantum coding-decoding operations for nonorthogonal states under the quasi-pure state condition. In the quantum channel coding, we double the spatial bandwidth (number of optical paths), and demonstrate the information more than double can be transmitted. In the quantum source coding, we halve the spatial bandwidth to compress the data and decompress the original data with the high fidelity approaching the theoretical limit.

The Comparative Manifesto Project (CMP) provides the only time series of estimated party policy positions in political science and has been extensively used in a wide variety of applications. Recent work (e.g., Benoit, Laver, and Mikhaylov 2009; Klingemann et al. 2006) focuses on nonsystematic sources of error in these estimates that arise from the text generation process. Our concern here, by contrast, is with error that arises during the text coding process since nearly all manifestos are coded only once by a single coder. First, we discuss reliability and misclassification in the context of hand-coded content analysis methods. Second, we report results of a coding experiment that used trained human coders to code sample manifestos provided by the CMP, allowing us to estimate the reliability of both coders and coding categories. Third, we compare our test codings to the published CMP “gold standard” codings of the test documents to assess accuracy and produce empirical estimates of a misclassification matrix for each coding category. Finally, we demonstrate the effect of coding misclassification on the CMP's most widely used index, its left-right scale. Our findings indicate that misclassification is a serious and systemic problem with the current CMP data set and coding process, suggesting the CMP scheme should be significantly simplified to address reliability issues.

High efficiency video coding (HEVC) has dramatically enhanced coding efficiency compared to the previous video coding standard, H.264/AVC. However, the existing rate control updates its parameters according to a fixed initialization, which can cause errors in the prediction of bit allocation to each coding tree unit (CTU) in frames. This paper proposes a learning-based mapping method between rate control parameters and video contents to achieve an accurate target bit rate and good video quality. The proposed framework contains two main structural codings, including spatial and temporal coding. We initiate an effective learning-based particle swarm optimization for spatial and temporal coding to determine the optimal parameters at the CTU level. For temporal coding at the picture level, we introduce semantic residual information into the parameter updating process to regulate the bit correctly on the actual picture. Experimental results indicate that the proposed algorithm is effective for HEVC and outperforms the state-of-the-art rate control in the HEVC reference software (HM-16.10) by 0.19 dB on average and up to 0.41 dB for low-delay P coding structure.

The primary issue with this type of learning is the environment in the coding or programming sector. As building up infrastructure and an environment is critical. Another concern is the interaction between the teacher and student because progress tracking is unavailable in the existing systems.

Abstract As occupational data play a crucial part in many social and economic analyses, information on the reliability of these data and, in particular on the role of coding agencies, is important. Based on our review of previous research, we develop four hypotheses, which we test using occupation-coded data from the German General Social Survey and the field test data from the German Programme for the International Assessment of Adult Competencies. Because the same data were coded by several agencies, their coding results could be directly compared. As the surveys used different instruments, and interviewer training differed, the effects of these factors could also be evaluated. Our main findings are: the percentage of uncodeable responses is low (1.8–4.9%) but what is classified as “uncodeable” varies between coding agencies. Inter-agency coding reliability is relatively low κ ca. 0.5 at four-digit level, and codings sometimes differ systematically between agencies. The reliability of derived status scores is satisfactory (0.82–0.90). The previously reported negative relationship between answer length and coding reliability could be replicated and effects of interviewer training demonstrated. Finally, we discuss the importance of establishing common coding rules and present recommendations to overcome some of the problems in occupation coding.

As well as introducing the Coding Labour section, the authors explore the diffusion of code across the material contexts of everyday life, through the objects and tools of mediation, the systems and practices of cultural production and organisational management, and in the material conditions of labour. Taking code beyond computation and software, their specific focus is on the increasingly familiar connections between code and labour with a focus on the codification and modulation of affect through technologies and practices of management within the contemporary work organisation. In the grey literature of spreadsheets, minutes, workload models, email and the like they identify a violence of forms through which workplace affect, in its constant flux of crisis and ‘prodromal’ modes, is regulated and governed.
