Abstract:
The object of this research is the analysis of specificity of gustatory preference of Salvador Dali that allows reconstructing gastronomic code of the genius. The results of analysis demonstrate that Dalian gastronomic code is based on the principles of legitimacy, hierarchy and mysticism. Legitimacy is expressed in the precision of the shapes of ingredients and their compatibility, carefully following the recipe, prevalence of the dishes of Catalonian cuisine. Hierarchy of gastronomic practices in life of the genius was associated with his dietary regime and its quality, as well as knowledge of gastronomic preferences. The process of saturation and appearance of delicacies, erotic component of food underlines the mystical component of gastronomic culture of the genius. Overall, the gastronomic code of Salvador Dali demonstrates Cosmo-Psycho-Logos of the artist, structuring at the intersection of emotional and rational, material and spiritual components of gastronomic culture. The indicated problematic is viewed on the basis of culturological analysis of diary notes and recipe book of Salvador Dali, which help to determine the peculiarities of his gastronomic taste and reconstruct his gastronomic code. This article is first to reconstruct the gastronomic code of Salvador Dali and his key elements (legitimacy, hierarchy, and mysticism). The acquired results can be used in further research dedicated to studying personality and works of Salvador Dali, as well as in analysis of individual gastronomic codes that allow bringing more details into psychological characteristics of personality.

Abstract:
Calculation of recipes of dough for bakery products is a significant and routine operation. Doughing is the main stage of technological process in bakery production. The quality of both the dough and the final product is caused by baking properties of flour and also a ratio of water, yeast, salt, sugar and cooking fat. The recipe of a bakery product is developed for the purpose of its production with the required properties due to assigned amount of components. Development of the automated calculator for calculation and correction of the recipes of bakery products is explained by the bakery technologist’s daily need in calculating the amount of components. Basic data for calculation are type, quantity and humidity of the main (flour, grain products) and additional components (sugar, butter, cocoa and others), amount of flour which is used for preparation of ferment. The technique of calculation of recipes of fermented dough and non-fermented dough is considered. There are panels for the choice of a way of doughing, for setting the amount of flour and grain products, and other components, setting additional data, and the result of calculation of recipes. The data found during the calculation of the recipe of bakery products come to the database and are used for controlling the recipes, for proper dosing. The programming language JavaScript with jQuery library is chosen. Programming is carried out in free source code editor Notepad++ The source code editor developed on the basis of Java technology has a number of advantages for industrial consumers. The main advantages are independence of the hardware platform and the operating system. Besides, development of the automated online calculator accessible on any personal computer connected to Internet network simplifies considerably the technologist’s work.

Abstract:
Middle English Medical Recipes: A Metadiscursive Approach This paper seeks to explore Middle English medical recipes from a metadiscursive perspective. This study will draw on Hyland's (2005) metadiscourse model where code glosses, endophoric markers, evidentials, frame markers and transition markers are included in the interactive dimension, and attitude markers, boosters, engagement markers, hedges and self mention are to be found within interactional metadiscourse. I shall apply this framework for the identification and analysis of data in a corpus which comprises a selection of recipes taken from both Middle English Medical Texts (Taavitsainen - Pahta - Mäkinen 2005) and The corpus of early English recipes. The metadiscursive approach to the study of medical recipes will allow us to establish links between authors, texts and audience of the recipe genre and, consequently, to affirm their status as products of social engagement.

The purpose of this research is motivated by the development of mangosteen skin research. Many beneficial ingredients contained in mangosteen peel, such as xanthon which is anti-cancer and anti-oxidant and very beneficial for one's health. The use of mangosteen peel in making steamed batik sponges is as a coloring agent while it is expected to provide benefits when consuming steamed batik sponges. The selection of steamed sponge batik is an appointment of local culture and introduces to tourists. The research method used was an experimental method of adding mangosteen peel to a randomly designed steamed sponge mixture. To test prescription formulations and product quality using organoleptic tests, hedonic tests and consumer acceptance tests. The number of samples used in this study were 15 expert panelists consisting of chefs, academics and practitioners, in addition to general panelists or as many as 100 respondents who were randomly selected. In this study there were three prescription formulations for sample code, namely BKBKM 1 recipe formulation (6% mangosteen skin addition), BKBKM 2 recipe formulation (8% mangosteen skin addition) and BKBKM 3 recipe form (10% mangosteen skin addition). Three recipe formulations were tested on 15 expert panelists who would then produce the most preferred recipe formulations. The recipe from BKBKM 3 is the most preferred recipe formulation. Next, the BKBKM 3 recipe formulation is tested again to respondents or consumers to find out the acceptance test for innovative products. After that, the product is stored at room temperature and in the refrigerator to find out how long the product is safe for consumption.

Abstract:
The use of smart contracts and blockchain tokens to implement a consumer trustworthy ingredient certification scheme for commingled foods, i.e., recipe based, food products is described. The proposed framework allows ingredients that carry any desired property (including social or environmental customer perceived value) to be certified by any certification authority, at the moment of harvest or extraction, using the IGR Ethereum token. The mechanism involves the transfer of tokens containing the internet url published at the authority’s web site from the farmer all along the supply chain to the final consumer at each transfer of custody of the ingredient using the Cricital Tracking Event/Key Data Elements (CTE/KDE) philosophy of the Institute of Food Technologists (IFT). This allows the end consumer to easily inspect and be assured of the origin of the ingredient by means of a mobile application. A successful code implementation of the framework was deployed, tested and is running as a beta version on the Ethereum live blockchain as the IGR token. The main contribution of the framework is the possibility to ensure the true origin of any instance or lot of ingredient within a recipe to the customer, without harming the food processor legitimate right to protect its recipes and suppliers.

Abstract:
One of the most exotic and little-known ritual foods of the Greek community in Sozopol for the so-called damgi (the stamp) - a special kind of fried cakes, which until almost the end of the twentieth century were prepared only here, only by the Greek urban community and only for weddings. Over the years, however, the scope of their preparation and supply has expanded. From ritual props, they become one of the culinary emblems of Sozopol and seduce tourists visiting the city during the active season. In order to preserve the unique recipe and local rituals related to the stamps, a special "Damga Festival" has been established in the Black Sea resort for several years, which aims to preserve and promote this part of the "delicious heritage" of Sozopol. But a well-conceived festival is at the center of old ethnic disputes.

Abstract:
Subject area International business. Study level/applicability Undergraduate level course in international business. Case overview Two fellow students at the Wharton School at the University of Pennsylvania, Wen-Szu Lin and Joseph Sze, reconnected after finishing their MBAs and decided to launch a franchise together in China. The franchise they decided upon was Auntie Anne’s Pretzels. The company had experienced strong growth in Asia with over 85 stores in Thailand, 30 stores in Korea, 25 stores in Malaysia and 8 stores in Japan. Because of these successes, Win and Sze had forecast smooth sailing for their franchise in Beijing. However, things were not as smooth as they had expected. The first challenge was the impounding of their second shipment of pretzel mix for a few weeks. Other problems that they faced had to do with Lin’s inability to write Chinese, although he could speak the language, the lack of regulation of food and ingredients in China which led to their producing some poisonous products, and problems they had with their own employees. Lin and Sze were searching for ways to overcome the cultural and other challenges they faced in Beijing with their franchise. Expected learning outcomes At the conclusion of the case discussion, students should be able to identify the appropriate global strategy for Auntie Anne’s in China; identify whether Lin and Szu were intending to use a production orientation or the marketing concept in introducing Auntie Anne’s Pretzels into China; list and describe challenges the two entrepreneurs encountered in China; develop a list of actions that American businesspeople should follow in anticipating setting up a business in China; and outline a strategy for Lin and Szu to use in attempting to save the Auntie Anne Pretzel franchise in China. The present study aims to understand the dialectal accommodation process of paraibanos who live in Recife (PE), based on Communication Accommodation Theory (GILES et al., 1987) and in the theoretical-methodological contributions of the Variation Theory (LABOV, 1996; 1972). The phonological phenomenon which will allow us to check the accommodation effects is the realization of coronal fricative /S/ in coda position by the fact that this segment clearly marks the difference between the dialects under study. The corpus was constituted by 9 paraibanos informants residing for at least two years in Recife. The collected data were analyzed quantitatively and qualitatively. The quantitative analysis enabled us to identify statistically the factors that are contributing to the accommodation, while the qualitative analysis enabled us the interpretation of subjective data that contributed to the accommodation of the new dialect or the preservation of the dialect of origin. The statistical treatment realized through Goldvarb X (SANKOFF, TAGLIAMONTE & SMITH, 2005) showed, in increasing order of significance, which the most relevant variables were: permanence time, amount of exposure to dialect, following phonological context, the style and the frequency of visits. The qualitative analysis developed through the participants speech allowed us identify the linguistics attitude of the informants. We realized that positive evaluation influenced the linguistic accommodation even as the negative evaluation led them to preserve their dialect of origin as a way of distancing.

Abstract:
The research presented here was based on the assumption that every process of life consisted in a training process. From this, the life history as a methodological bias theoretical way, we sought to understand the way in which a retired teacher reveals her experiences of training and learning. The central question was worded as follows: as the teacher sees the teacher who was constituted in everyday life practices and practices? This study aimed to understand the professional trajectory, peeled in the city of Jacarézinho - PR, in the period 1954-2007, from the life story of a retired teacher, understanding the process of training and practice teacher, loaded with meanings and meanings assigned the exercise of "a teacher". The research adopted a qualitative approach, focuses on the analysis of the narratives produced by the teacher. Three issues were addressed in the research, concomitantly to the narratives of the teacher: life story , based on authors like Gaston Pineau, Jean - Louis Le Grand (2012); Christine Delory - Momberger (2008); memory, addressed from Maurice Halbwachs (2006); Henri Bergson 1999); Michael Pollak (1989); Ecléia Bosi (1983); teacher education , approached from Antonio Nóvoa (1992); Maurice Tardif (2002). We conclude that the trajectory of the life of a teacher is a possible way to understand the assumptions upon which reality is being built and put the subject as producer and historical product of society. The results point to significant elements such as the enhancement of teacher by profession; recognition for their work, quality in their training, respect for student and points of continuity and ruptures in the process be a teacher.

Abstract:
The industries of leather tanning eliminate large amount and diversity of contaminants in aquatic ecosystems and still have the problems arising from the use of chromium in the treatment of leather. Thus the objective of this study was the application of biochemical and genotoxic parameters of teleost Prochilodus lineatus and Serrapinnus notomelassubmitted to in situtests in order to assess the quality of Bandeirantes do Norte River (Rolândia - PR, Brazil), which receives effluents from a tannery. For that it was performed one work with juveniles of P. lineatus submitted to in situ tests in Bandeirantes do Norte River, during the winter, and biochemical and genotoxic biomarkers, chromium accumulation in fish tissues and the concentration of chromium in water and sediment were analyzed. The selected sites were: site A - upstream of the tannery, site B - near the tannery, sites C and D - downstream of the tannery. After 96 h of confinement in cages, blood collection and removal of tissues of animals was carried and water and sediment samples were collected at all sites. Chromium accumulation was determined in liver, kidney and muscle samples. The results showed higher concentrations of chromium in water and sediment from site B in comparison with the other sites and a higher accumulation of chromium in liver of fish caged at site B. Fish from site B showed an increase in activity of ethoxyresorufin-O-deethylase (EROD) and glutathione S-transferase (GST), content glutathione (GSH) andmetallothionein-like proteins (MT-like). These results indicate the higher contamination of site B, as the result of the input of liquid effluents in this location, causing biological changes in the exposed animals. A second study was performed with P. lineatus and S. notomelas submitted to in situ tests in the same sites as the other study, but during the summer, and changes in the same biochemical and genotoxic biomarkers were analyzed. The results obtained were used to calculate an index of integrated biomarkers responses (IBR) for each site. Several changes were observed in the biomarkers analyzed in the two fish species confined in different sites. For both species IBR values showed different patterns, indicating the points with higher contamination. The points near the tannery (B and C) were the sites that showed higher IBR for both species. Thus, it is concluded that the effluent eliminated by the tannery effluent causes the impairment of Bandeirantes do Norte River, with higher contamination at point B, located just past the tannery, resulting in biochemical changes and accumulation of chromium in animals exposed to this contaminated ecosystem.

The phonological acquisition considered normal happens when the language of the phonological system domain is spontaneously reached a common thread to most of the children within a certain age group of approximately 04 to 06 years, individual variations are evidenced in the construction of the phonological system. We proposed in this research investigation regarding the deletion / spelling production of coda for 7 students of the 3rd year of elementary school of a Municipal Public School in the city of Recife, from the chart record. The corpus will consist of written texts, observing the relationship between speech and spelling and interference that the written language learning process. The written testing instrument will be applied in order to observe to what extent is given the intervention of speech in writing regarding the deletion of syllable codas r, s, l in medial and final position of words, sentences and texts. We will focus on those records that alter the structure of the syllable, describing the way in which students record or not in its written coda position of syllables consisting of a consonant segment r, s, l. We start from the design based on the syllable syllable theory (SELKIRK, 1982), studies on syllable (HORA, 2006), theory of writing psychogenesis (FERREIRO; TEBEROSKY, 1999), (BORTONI-RICARDO, 2006), among others. As for the methodology, was classified as an experimental research of a qualitative nature, which initially made the collection of written words, containing the syllabic structure of coda filled by r, s, l, which was verified interference of speech in writing and in accordance with the observed errors, was initiated intervention with a didactic sequence with frequency of once a week for two months, using activities with phonological awareness. After completion of this was applied again to the same diagnosis made early in the process, in order to see if there was a change, improvement in students 'writing, where the data were analyzed and showed positive effects of the intervention on participants' performance.

Abstract:
[EN] Multiple-Input Multiple-Output (MIMO) technology in Digital Terrestrial Television (DTT) networks has the potential to increase the spectral efficiency and improve network coverage to cope with the competition of limited spectrum use (e.g., assignment of digital dividend and spectrum demands of mobile broadband), the appearance of new high data rate services (e.g., ultra-high definition TV - UHDTV), and the ubiquity of the content (e.g., fixed, portable, and mobile). It is widely recognised that MIMO can provide multiple benefits such as additional receive power due to array gain, higher resilience against signal outages due to spatial diversity, and higher data rates due to the spatial multiplexing gain of the MIMO channel. These benefits can be achieved without additional transmit power nor additional bandwidth, but normally come at the expense of a higher system complexity at the transmitter and receiver ends. The final system performance gains due to the use of MIMO directly depend on physical characteristics of the propagation environment such as spatial correlation, antenna orientation, and/or power imbalances experienced at the transmit aerials. Additionally, due to complexity constraints and finite-precision arithmetic at the receivers, it is crucial for the overall system performance to carefully design specific signal processing algorithms. This dissertation focuses on transmit and received signal processing for DTT systems using MIMO-BICM (Bit-Interleaved Coded Modulation) without feedback channel to the transmitter from the receiver terminals. At the transmitter side, this thesis presents investigations on MIMO precoding in DTT systems to overcome system degradations due to different channel conditions. At the receiver side, the focus is given on design and evaluation of practical MIMO-BICM receivers based on quantized information and its impact in both the in-chip memory size and system performance. These investigations are carried within the standardization process of DVB-NGH (Digital Video Broadcasting - Next Generation Handheld) the handheld evolution of DVB-T2 (Terrestrial - Second Generation), and ATSC 3.0 (Advanced Television Systems Committee - Third Generation), which incorporate MIMO-BICM as key technology to overcome the Shannon limit of single antenna communications. Nonetheless, this dissertation employs a generic approach in the design, analysis and evaluations, hence, the results and ideas can be applied to other wireless broadcast communication systems using MIMO-BICM.

Abstract:
Recipe recommendation systems play an essential role in helping people decide what to eat. Existing recipe recommendation systems typically focused on content-based or collaborative filtering approaches, ignoring the higher-order collaborative signal such as relational structure information among users, recipes and food items. In this paper, we formalize the problem of recipe recommendation with graphs to incorporate the collaborative signal into recipe recommendation through graph modeling. In particular, we first present URI-Graph, a new and large-scale user-recipe-ingredient graph. We then propose RecipeRec, a novel heterogeneous graph learning model for recipe recommendation. The proposed model can capture recipe content and collaborative signal through a heterogeneous graph neural network with hierarchical attention and an ingredient set transformer. We also introduce a graph contrastive augmentation strategy to extract informative graph knowledge in a self-supervised manner. Finally, we design a joint objective function of recommendation and contrastive learning to optimize the model. Extensive experiments demonstrate that RecipeRec outperforms state-of-the-art methods for recipe recommendation. Dataset and codes are available at https://github.com/meettyj/RecipeRec.

Abstract:
A combustion system has been optimized for the Cummins N14 diesel engine using KIVA-RIF to meet CPCB2 emission norms. It has been developed to reduce lube oil soot while meeting the legislative requirements for PM and NOx. The optimization involves closed cycle combustion simulation at three operating conditions: 110%, 75% & 50% load at rated speed. A combustion CFD code, KIVA-RIF has been calibrated to simulate the experimental results at all these points. Qualitative comparison has been done between soot on liner from simulation to lube oil soot from experiments. Parameters studied during combustion simulation involved the study of piston bowl profile, injector configuration (number of holes, spray angle, and through flow), injection timing and swirl. From combustion simulation, a deep spray angle bowl has been observed as a promising solution due to improved emissions and lube oil soot. The combustion recipe identified has a characteristic PM vs NOx curve for injection timing swing. Validation of simulation results with engine testing in terms of PM, NOx, and lube oil soot has been observed in good agreement.

Abstract:
Nowadays, in the context of increasing traffic, extending road network, and environmental protection, an important target is to develop sustainable roads through the use of by-products derived from various manufacturing processes that can lead to the reduction of environmental degradation. Blast furnace slag is the resulting material during the casting processes of the iron. This is a non-metallic process that is obtained by melting the chemical compounds from the sterile, ash coxe, and the founders. As a result of global research, it has been found that an ecological asphalt mixture (with slags as aggregate) can be used as a pavement layer. However, there are inconveniences related to poor moisture susceptibility. In this context, this paper presents the study of moisture susceptibility of asphalt mixtures with blast furnace slags starting from a basic recipe of AC 31.5 type with natural aggregate and replacing the natural aggregate with slag in different percentages. The paper presents the tests carried out on 15 asphalt mixture recipes with partial and total replacement of natural aggregates with slag artificial aggregates and compared to a classic recipe where 100% natural aggregates were used. The used tests were chosen to characterize the water-related behavior: water absorption and indirect tensile strength test. The results indicate that asphalt mixture with slag aggregates can be a valuable resource in designing asphalt mixtures and satisfactory performance has been achieved.

Abstract:
Learning effective recipe representations is essential in food studies. Unlike what has been developed for image-based recipe retrieval or learning structural text embeddings, the combined effect of multi-modal information (i.e., recipe images, text, and relation data) receives less attention. In this paper, we formalize the problem of multi-modal recipe representation learning to integrate the visual, textual, and relational information into recipe embeddings. In particular, we first present Large-RG, a new recipe graph data with over half a million nodes, making it the largest recipe graph to date. We then propose Recipe2Vec, a novel graph neural network based recipe embedding model to capture multi-modal information. Additionally, we introduce an adversarial attack strategy to ensure stable learning and improve performance. Finally, we design a joint objective function of node classification and adversarial learning to optimize the model. Extensive experiments demonstrate that Recipe2Vec outperforms state-of-the-art baselines on two classic food study tasks, i.e., cuisine category classification and region prediction. Isentropic analysis in this country originated with a particular purpose in view, namely as a means of using moisture distribution to determine flow patterns in the atmosphere It revealed, very successfully, certain theoretically anticipated patterns. Subsequently it has come into general use in connection with upper-air analysis but for the most part its application is dominated by the original particular purpose. A rather different approach is to use isentropic analysis in a more purely descriptive fashion as the principal tool for upper-air analysis. This demands that an isentropic chart represent synoptically as much useful information as possible and that all phases of its preparation receive due care.

Abstract:
The problem of students’ critical thinking development in the context of information security becomes important in international and national educational policies as a means of fostering active citizenship and in turn sustainable development. The purpose of the given research is to introduce theoretical substantiation and experimental approbation of students’ critical thinking development in the context of information security. The skills of critical thinking help students to cope with the bulk of information they daily receive. However, there is still no conventional methodology for critical thinking development in university students. In our study we suggest possible ways to develop critical thinking in university students via introducing some special courses into the curriculum, and consider the results of the experimental study conducted on the basis of two Ukrainian leading universities. In order to improve the students’ skills of critical thinking the author suggested implementing the special course “The specifics of students’ critical thinking in the context of information security”, and an optional distance course on optimization of students’ critical thinking on the background of information and communication technologies. After the implementation of the suggested courses the indicators of students’ critical thinking development showed positive changes and proved the efficiency of the special courses as well as the general hypothesis of the study.

Megersa, Kelbesa. Creating Green Jobs in Developing Countries. Institute of Development Studies, March 2021. http://dx.doi.org/10.19088/k4d.2021.054.

Abstract:
This rapid literature review examines evidence on interventions have been used to create green jobs in developing countries. The ‘green jobs’ concept does not have a singular and universally accepted definition. Many development organisations have come up with their own definitions, however all definitions share both an “environmental” and “decent jobs” component. Green job growth has been mostly documented in developed countries and some rapidly growing middle-income countries. However, it is becoming clearer that a green economy can create more and better jobs in all parts of the world (including the poorer developing countries) – and that these jobs can be ‘decent’. There are, however, some difficulties. Some new (green) jobs created in the food, agriculture, and recycling sectors (particularly in developing countries) can hardly be considered ‘decent’ – i.e., due to their poor labour standards. In some cases, climate change is also having a negative impact on jobs. Donors have a crucial role to play in supporting and financing green jobs initiatives and ‘green employment’ across developing countries – given the inadequate investment in the sector, growing unemployment issues and their unique vulnerability to climate change. Nevertheless, the ‘green jobs’ sector – thus far – has only been able to receive limited financial assistance from donors. Lack of focus and funding by donors and development agencies not only stymies the creation of green jobs in developing countries, but it can also result in the loss of many existing jobs and livelihoods, particularly in agriculture, because of climate change. Furthermore, the funding for most green jobs programmes by donors usually tends to be project-based, which fails to be part of a larger strategy to promote sustainable development – thus, limiting its impact. However, it is worth noting that there is relatively limited donor programming on ‘green jobs’ – i.e., most donor funded jobs creation programmes are not explicitly ‘green’. Another poignant observation is the general lack of proper programme evaluation, especially independent evaluation, on donor interventions around ‘green jobs’ (which are usually small projects). As such, there is a lack of good evidence base.

Phillips, Jake. Understanding the impact of inspection on probation. Sheffield Hallam University, 2021. http://dx.doi.org/10.7190/shu.hkcij.05.2021.

Abstract:
This research sought to understand the impact of probation inspection on probation policy, practice and practitioners. This important but neglected area of study has significant ramifications because the Her Majesty’s Inspectorate of Probation has considerable power to influence policy through its inspection regime and research activities. The study utilised a mixed methodological approach comprising observations of inspections and interviews with people who work in probation, the Inspectorate and external stakeholders. In total, 77 people were interviewed or took part in focus groups. Probation practitioners, managers and leaders were interviewed in the weeks after an inspection to find out how they experienced the process of inspection. Staff at HMI Probation were interviewed to understand what inspection is for and how it works. External stakeholders representing people from the voluntary sector, politics and other non-departmental bodies were interviewed to find out how they used the work of inspection in their own roles. Finally, leaders within the National Probation Service and Her Majesty’s Prisons and Probation Service were interviewed to see how inspection impacts on policy more broadly. The data were analysed thematically with five key themes being identified. Overall, participants were positive about the way inspection is carried out in the field of probation. The main findings are: 1. Inspection places a burden on practitioners and organisations. Practitioners talked about the anxiety that a looming inspection created and how management teams created additional pressures which were hard to cope with on top of already high workloads. Staff responsible for managing the inspection and with leadership positions talked about the amount of time the process of inspection took up. Importantly, inspection was seen to take people away from their day jobs and meant other priorities were side-lined, even if temporarily. However, the case interviews that practitioners take part in were seen as incredibly valuable exercises which gave staff the opportunity to reflect on their practice and receive positive feedback and validation for their work. 2. Providers said that the findings and conclusions from inspections were often accurate and, to some extent, unsurprising. However, they sometimes find it difficult to implement recommendations due to reports failing to take context into account. Negative reports have a serious impact on staff morale, especially for CRCs and there was concern about the impact of negative findings on a provider’s reputation. 3. External stakeholders value the work of the Inspectorate. The Inspectorate is seen to generate highly valid and meaningful data which stakeholders can use in their own roles. This can include pushing for policy reform or holding government to account from different perspectives. In particular, thematic inspections were seen to be useful here. 4. The regulatory landscape in probation is complex with an array of actors working to hold providers to account. When compared to other forms of regulation such as audit or contract management the Inspectorate was perceived positively due to its methodological approach as well as the way it reflects the values of probation itself. 5. Overall, the inspectorate appears to garner considerable legitimacy from those it inspects. This should, in theory, support the way it can impact on policy and practice. There are some areas for development here though such as more engagement with service users. While recognising that the Inspectorate has made a concerted effort to do this in the last two years participants all felt that more needs to be done to increase that trust between the inspectorate and service users. Overall, the Inspectorate was seen to be independent and 3 impartial although this belief was less prevalent amongst people in CRCs who argued that the Inspectorate has been biased towards supporting its own arguments around reversing the now failed policy of Transforming Rehabilitation. There was some debate amongst participants about how the Inspectorate could, or should, enforce compliance with its recommendations although most people were happy with the primarily relational way of encouraging compliance with sanctions for non-compliance being considered relatively unnecessary. To conclude, the work of the Inspectorate has a significant impact on probation policy, practice and practitioners. The majority of participants were positive about the process of inspection and the Inspectorate more broadly, notwithstanding some of the issues raised in the findings. There are some developments which the Inspectorate could consider to reduce the burden inspection places on providers and practitioners and enhance its impact such as amending the frequency of inspection, improving the feedback given to practitioners and providing more localised feedback, and working to reduce or limit perceptions of bias amongst people in CRCs. The Inspectorate could also do more to capture the impact it has on providers and practitioners – both positive and negative - through existing procedures that are in place such as post-case interview surveys and tracking the implementation of recommendations.

Monetary Policy Report - April 2022. Banco de la República, June 2022. http://dx.doi.org/10.32468/inf-pol-mont-eng.tr2-2022.

Full text
Abstract:
Macroeconomic summary Annual inflation continued to rise in the first quarter (8.5%) and again outpaced both market expectations and the technical staff’s projections. Inflation in major consumer price index (CPI) baskets has accelerated year-to-date, rising in March at an annual rate above 3%. Food prices (25.4%) continued to contribute most to rising inflation, mainly affected by a deterioration in external supply and rising costs of agricultural inputs. Increases in transportation prices and in some utility rates (energy and gas) can explain the acceleration in regulated items prices (8.3%). For its part, the increase in inflation excluding food and regulated items (4.5%) would be the result of shocks in supply and external costs that have been more persistent than expected, the effects of indexation, accumulated inflationary pressures from the exchange rate, and a faster-than-anticipated tightening of excess productive capacity. Within the basket excluding food and regulated items, external inflationary pressures have meaningfully impacted on goods prices (6.4%), which have been accelerating since the last quarter of 2021. Annual growth in services prices (3.8%) above the target rate is due primarily to food away from home (14.1%), which was affected by significant increases in food and utilities prices and by a rise in the legal monthly minimum wage. Housing rentals and other services prices also increased, though at rates below 3%. Forecast and expected inflation have increased and remain above the target rate, partly due to external pressures (prices and costs) that have been more persistent than projected in the January report (Graphs 1.1 and 1.2). Russia’s invasion of Ukraine accentuated inflationary pressures, particularly on international prices for certain agricultural goods and inputs, energy, and oil. The current inflation projection assumes international food prices will increase through the middle of this year, then remain high and relatively stable for the remainder of 2022. Recovery in the perishable food supply is forecast to be less dynamic than previously anticipated due to high agricultural input prices. Oil prices should begin to recede starting in the second half of the year, but from higher levels than those presented in the previous report. Given the above, higher forecast inflation could accentuate indexation effects and increase inflation expectations. The reversion of a rebate on value-added tax (VAT) applied to cleaning and hygiene products, alongside the end of Colombia’s COVID-19 health emergency, could increase the prices of those goods. The elimination of excess productive capacity on the forecast horizon, with an output gap close to zero and somewhat higher than projected in January, is another factor to consider. As a consequence, annual inflation is expected to remain at high levels through June. Inflation should then decline, though at a slower pace than projected in the previous report. The adjustment process of the monetary policy rate wouldcontribute to pushing inflation and its expectations toward the target on the forecast horizon. Year-end inflation for 2022 is expected to be around 7.1%, declining to 4.8% in 2023. Economic activity again outperformed expectations. The technical staff’s growth forecast for 2022 has been revised upward from 4.3% to 5% (Graph 1.3). Output increased more than expected in annual terms in the fourth quarter of 2021 (10.7%), driven by domestic demand that came primarily because of private consumption above pre-pandemic levels. Investment also registered a significant recovery without returning to 2019 levels and with mixed performance by component. The trade deficit increased, with significant growth in imports similar to that for exports. The economic tracking indicator (ISE) for January and February suggested that firstquarter output would be higher than previously expected and that the positive demand shock observed at the end of 2021 could be fading slower than anticipated. Imports in consumer goods, retail sales figures, real restaurant and hotel income, and credit card purchases suggest that household spending continues to be dynamic, with levels similar to those registered at the end of 2021. Project launch and housing starts figures and capital goods import data suggest that investment also continues to recover but would remain below pre-pandemic levels. Consumption growth is expected to decelerate over the year from high levels reached over the last two quarters. This would come amid tighter domestic and external financial conditions, the exhaustion of suppressed demand, and a deterioration of available household income due to increased inflation. Investment is expected to continue to recover, while the trade deficit should tighten alongside high oil and other export commodity prices. Given all of the above, first-quarter economic growth is now expected to be 7.2% (previously 5.2%) and 5.0% for 2022 as a whole (previously 4.3%). Output growth would continue to moderate in 2023 (2.9%, previously 3.1%), converging similar to long-term rates. The technical staff’s revised projections suggest that the output gap would remain at levels close to zero on the forecast horizon but be tighter than forecast in January (Graph 1.4). These estimates continue to be affected by significant uncertainty associated with geopolitical tensions, external financial conditions, Colombia’s electoral cycle, and the COVID-19 pandemic. External demand is now projected to grow at a slower pace than previously expected amid increased global inflationary pressures, high oil prices, and tighter international financial conditions than forecast in January. The Russian invasion of Ukraine and its inflationary effects on prices for oil and certain agricultural goods and inputs accentuated existing global inflationary pressures originating in supply restrictions and increased international costs. A decline in the supply of Russian oil, low inventory levels, and continued production limits on behalf of the Organization of Petroleum Exporting Countries and its allies (OPEC+) can explain increased projected oil prices for 2022 (USD 100.8/barrel, previously USD 75.3) and 2023 (USD 86.8/barrel, previously USD 71.2). The forecast trajectory for the U.S. Federal Reserve (Fed) interest rate has increased for this and next year to reflect higher real and expected inflation and positive performance in the labormarket and economic activity. The normalization of monetary policy in various developed and emerging market economies, more persistent supply and cost shocks, and outbreaks of COVID-19 in some Asian countries contributed to a reduction in the average growth outlook for Colombia’s trade partners for 2022 (2.8%, previously 3.3%) and 2023 (2.4%, previously 2.6%). In this context, the projected path for Colombia’s risk premium increased, partly due to increased geopolitical global tensions, less expansionary monetary policy in the United States, an increase in perceived risk for emerging markets, and domestic factors such as accumulated macroeconomic imbalances and political uncertainty. Given all the above, external financial conditions are tighter than projected in January report. External forecasts and their impact on Colombia’s macroeconomic scenario continue to be affected by considerable uncertainty, given the unpredictability of both the conflict between Russia and Ukraine and the pandemic. The current macroeconomic scenario, characterized by high real inflation levels, forecast and expected inflation above 3%, and an output gap close to zero, suggests an increased risk of inflation expectations becoming unanchored. This scenario offers very limited space for expansionary monetary policy. Domestic demand has been more dynamic than projected in the January report and excess productive capacity would have tightened more quickly than anticipated. Headline and core inflation rose above expectations, reflecting more persistent and important external shocks on supply and costs. The Russian invasion of Ukraine accentuated supply restrictions and pressures on international costs. This partly explains the increase in the inflation forecast trajectory to levels above the target in the next two years. Inflation expectations increased again and are above 3%. All of this increased the risk of inflation expectations becoming unanchored and could generate indexation effects that move inflation still further from the target rate. This macroeconomic context also implies reduced space for expansionary monetary policy. 1.2 Monetary policy decision Banco de la República’s board of directors (BDBR) continues to adjust its monetary policy. In its meetings both in March and April of 2022, it decided by majority to increase the monetary policy rate by 100 basis points, bringing it to 6.0% (Graph 1.5).
