that is also defined by the square of Froude Number representing the damage of tsunami waves on structures and coastlines, and other hydrodynamic parameters, i.e., the distribution of instantaneous flow depths, runup values and the direction of maximum currents, occurred during tsunami inundation by using advanced numerical modeling. The analyses are performed on regular-shaped basins with different bottom slopes and real-shaped topographies using different wave shapes, wave periods and types. Various orientation and amount of coastal and land structures are used in simulations to have results for many different cases. This study provides the opportunity to define the damage of level in residential areas and to test the performance of coastal protection structures. The behavior of tsunami hydrodynamic parameters in shallow and inundation zone is investigated and a correlation is obtained between the average maximum values of square of Froude Number with the wave characteristics and sea bottom slope. After determining hydrodynamic parameters in regular shaped basins, a case study is applied by modeling the March 11, 2011 Great East Japan Tsunami with finer resolution in nested domains. The determination of hydrodynamic parameters in inundation zone during 2011 Japan event is performed in one of the most damaged coastal city Kamaishi.

This thesis presents a framework for the sampling of thermal and effluent jets and plumes using multiple autonomous surface vehicles. The framework was developed with the goal of achieving rapid and accurate in-situ measurement and characterization of these features. The framework is presented as a collection of simulation, estimation and field tools for use within the Mission Oriented Operations Suite (MOOS) and a novel Acoustic Doppler Current Profiling system that is capable of reorientation and real-time feedback. Key features developed within MOOS include a multi-parameter model of thermal and effluent jet and plume fields, online parameter estimation and sensor fusion. Using these tools, a collaborative adaptive sampling strategy is implemented to efficiently sample an industrial jet and plume. The capabilities of this strategy are demonstrated in realistic mission simulations and in field trials using a fleet of autonomous kayaks equipped with environmental sensors.

Full textCovering only 8% of the World Ocean but with 85% of exploited marine resources, coastal systems are important areas for the exchange of materials and energy, playing a crucial role in biogeochemical cycles. Moreover, these environments are marked by strong spatial and temporal heterogeneity of environmental factors, contributing to their complexity. In recent decades, global change exerted on these systems has become so intense that the implementation of long-term monitoring programmes has become essential to extract major trends and predict potential changes. However, the identification of the specific response of these coastal systems remains posed. In France, monitoring of physical and chemical parameters of coastal waters is provided since 1997 by the programme SOMLIT (Service d'Observation en Milieu LITtoral). The aim of this PhD Thesis is therefore to characterize year-to-year variability in physic-chemical properties of the surface layer, at a decadal scale, of the French coastal systems, and to evaluate the respective influence of natural and anthropogenic variability. Firstly, the analysis of these time series shows that the French coastal systems exhibit significant temporal variability, due to hydro-climatic fluctuations at meso and regional scales. Secondly, the development of a new nonparametric multivariate procedure, resulting in the constitution of relative reference states for the rapid detection of changes, allows quantifying the fertilization in nutrient concentrations. Moreover, it is shown that fertilization can be strongly influenced by climate forcing. Thirdly, after the removal of natural climate variability, indicators of human fertilisation are proposed, allowing the quantification of the impact of human activities on French coastal systems. This study proposes a new approach to detect as soon as data become available, potential alterations in all types of systems, with the aim of meeting the scientific and societal assumptions and allowing the adaptive management of coastal environments

Full textThis project assesses the elevation of several vegetation zones of the Los Cerritos Wetlands in Southern California to determine the possible effects of sea level rise on the salt marsh vegetation, the foundation of coastal salt marsh ecology. Steamshovel Sough in the Los Cerritos Wetland contains ideal habitat for the project. This coastal salt marsh is unique in that it abuts artificial elevation gradients of urban development on all sides. The confined nature of the wetland restricts its ability to adjust to future sea levels, a process known as coastal squeeze, which calls the sustainability of this scarce ecosystem into question. In-situ surveying of indicator species Parrish's Glasswort and Pacific Cordgrass (Arthrocnemum subterminale and Spartina foliosa) revealed the habitat elevations above sea level. Modelling various sea level rise scenarios using the habitat ranges determined through in-site surveying reveal expected future habitat zones. Los Cerritos Wetland has a notable susceptibility to sea level rise because of topographic convolutions created by local urban development. One and two foot sea level rise scenarios project substantial zone shifts resulting in pronounced winners and losers. The results here highlight the delicacy of the marsh and its intimate relationship to sea level, and hold a powerful utility to restoration project managers seeking to create a salt marsh that reflects the natural distribution of various habitats and which possesses longevity in the face of the changing environment.

Full textThe aim of the thesis is thus to improve the field validity for the CFD(Computational Fluid Dynamics) code for waves modelling, by integrating new numerical methods more efficient. The project should eventually lead to make a powerful simulation tool that can be used for forecasting the impact of waves in coastal areas and offshore. It is therefore completely in line with PRINCIPIA development activities in hydrodynamic with the aim of strengthening its position and support its growth. In this paper, we first focus on the specific problem of numerical diffusion for the convection equation that models the two fluid interface discontinuities. Interface compression methods allowing limiting the interface diffusion problem are presented. The main advantages of these compression methods are that they keep properly the interface and minimize the spurious free surface diffusion which may be beneficial in case of strongly nonlinear motion of the free surface. Moreover, they are easy to implement for problems in two or three dimensions. In the other hand, an improvement of the solver is presented; it concerns the development and validation of the Adams-Bashforth multi-scale time integration method which adjusts the time step depending on the local size cell. The advantage of this method is that it significantly reduces the computation time when small cells are mixed with large cells in the mesh domain. Each cell is assigned with a level of CFL only based on a geometric criterion. The improved model is validated. It is confronted with experimental results of 2D solitary wave breaking on a sloping bottom and the 3D dam break problem over a rectangular obstacle. In both cases, a very satisfactory agreement is found, with a better interface definition with the sharpening method and a significant gain in CPU time with Adams-Bashforth multi-scale time integration method

Full textThe coastline is the subject of a very important economic, social and environmental issue. Its abusive exploitation makes it vulnerable, and exposes it to hazards reducing the hability of coastal ecosystems to preserve and maintain themselves. For the management of its coastline, Côte d'Ivoire has ratified almost all the Conventions and International agreements advocating the integrated management of this area. This objective is not easy to achieve because of this initial management sectorized but also because the fragmentation of skills and the lack of connection between the various issues related to conservation and protection of ecosystems benefits, cultural and economics of coastal areas. The search for coordination and coherence at the institutional, politicaln economic and legal levels is essential. Actions have been led, the adoption in 2014 of the law on the coast and the adoption of the new maritime code. These actions to be perfected must allow everyone to participate and facilitate access to justice

Full textFishing, an ancestral activity, contributes to the livelihoods of 10 to 12% of the world's population. Artisanal fisheries generate more than half of the world's catches and provide 90% of the corresponding jobs. In Mexico, it provides employment to over 350,000 fishers, organized mainly in cooperatives. In Sinaloa, the location of the fieldwork, artisanal fisher’s cooperatives have gradually sunk into a crisis that threatens their survival. They are subject to mutually reinforcing endogenous and exogenous challenges. Public policies related to artisanal fisheries that favour the preservation of the environment do not contribute to lifting poverty out of coastal populations. The thesis hypothesizes that poverty exit requires public policies that rely on artisanal fisher's cooperatives and that integrate the three pillars of sustainable development : the environment, the economy and the human rights. On the basis of an in-depth and multidisciplinary case study, the research proposes tools and avenues for action based on an ad hoc model for strengthening cooperatives. In particular, it proposes a tool for diagnosing them, and the following conclusions have been reached : 1) their economic, social and environmental role justifies their perpetuity 2) this perpetuity is the responsibility of both, the cooperatives and other stakeholders 3) environmental public policies must not only integrate the economic and sociocultural dimensions of artisanal fisheries but must also establish legal means to ensure their effectiveness

Full textMonitoring coastal areas requires both a good spatial resolution, good spectral resolution associated with agood signal to noise ratio and finally a good temporal resolution to visualize rapid changes in water color.Available now, and even those planed soon, sensors do not provide both a good spatial, spectral ANDtemporal resolution. In this study, we are interested in the image fusion of two future sensors which are bothpart of the Copernicus program of the European Space Agency: MSI on Sentinel-2 and OLCI on Sentinel-3.Such as MSI and OLCI do not provide image yet, it was necessary to simulate them. We then used thehyperspectral imager HICO and we then proposed three methods: an adaptation of the method ARSIS fusionof multispectral images (ARSIS), a fusion method based on the non-negative factorization tensors (Tensor)and a fusion method based on the inversion de matrices (Inversion). These three methods were first evaluated using statistical parameters between images obtained by fusionand the "perfect" image as well as the estimation results of biophysical parameters obtained by minimizingthe radiative transfer model in water

Full textCoastal ecosystems, among the most ecologically and economically important ecosystems are highly threatened by the combined influence of global warming and direct anthropogenic forcing. Over the last two decades, concomitant changes in local environment, regional climate, and large-scale hydro-climatic conditions have been observed worldwide. Such changes strongly affect biological compartments, from phytoplankton to top predators, altering the structure and functioning of ecosystems. Changes in biodiversity may occur over long periods resulting from abrupt changes or accumulation of subtle modifications altering in both cases the functioning of ecosystems. One of the current challenge is to find robust diversity metrics in order to characterise changes in biodiversity in relation with local and global drivers. In this context, the general objective of the thesis was the characterisation of the influence of climatic variability on zooplankton communities in coastal zones at a decadal temporal scale. At the local scale, multivariate analyses performed on data from an environmental monitoring (2001-2014) allowed us to characterise de relationships between climatic drivers, environmental variability et an abrupt modification in zooplankton diversity in Arcachon Bay in the mid-2000’s. A comparative approach at the regional scale at the same temporal scale, associating the variability of biodiversity index and multivariate analysis, allowed to identify synchronous changes in zooplankton communities of Arcachon Bay and the Gironde Estuary in the mid-2000’s. The approach concerning the mexican littoral areas (in the south of the Gulf of California) allowed us to characterise climate, pelagic environment and zooplankton diversity variabilities during an extreme ENSO event. The results allowed us to define the basis of a future long term survey in this area of interest in terms of biodiversity

Full textAlgeria is a producing and exporting country of hydrocarbons, but this revenue stream which made live more than 30 million inhabitants will be dried up in less than 30 years. The spectre of it after oil will show itself as we shall expect least unless no measure was taken to face it. One of the substitution solutions to hydrocarbons is to develop the sector of the tourism. It is an economic stake which will assure resources in currencies and their positive effects on the balance of payments. On the redundancy plan, it will allow to increase the employment knowing that there is a distance mattering between the demand and the offer regarding work. It is also an environmental stake because it requires the existence of quality potentialities to assure its sustainability. It is in this frame that we registered our research for a tourist development in Algeria in its integrated dimension, environment-friendly, by supporting our work by taking for study case Algiers, the capital being the showcase of the country. To do it, we established a current situation of the tourism in Algeria and the environmental impacts on the tourist spaces. The tourism is not developed in spite of the diversity of the potentialities and the multiple strategies of tourist development which followed one another. Besides, knowing that the tourist sector undergoes the impacts of the other activities on the environment, we detailed the sources of degradation by returning on the case of Algiers which shows well the catastrophic environmental situation which prevails in the country. ll this allowed to clear perspectives for a development integrated of the tourism on the coast of Algiers, which can be adapted to every entity of the algerian coast

Full textMany organic pollutants issued from different sources are present into freshwater and coastal waters. Since these lipophilic contaminants are present at trace levels in water, accumulator compartments such as sediments can be used to assess their concentration in aquatic systems. The objective of the thesis was to assess the exposure in coastal areas to the various families of organic contaminants namely "emerging pollutants" including UV filters, alkylphenols, alkylphenol polyethoxylates, and "persistent pollutants" including polycyclic aromatic hydrocarbons and polychlorinated biphenyls in sediments and water. A major research effort has been given to the investigation spatial and temporal dynamics of the selected pollutants in sediment, allowing the acquisition of a first set of national data (Lebanese).Three rivers and their coastal environment in the eastern Mediterranean have been taken as a case study in addition to the small coastal city that was selected to complete the study in the coastal environment. A first overview of the levels of these hydrophobic contaminants in coastal areas receiving typical eastern Mediterranean inputs is thus provided. The results of chemical analyzes have clearly shown the impact of discharges of untreated effluents into coastal areas via inputs from rivers and direct discharges along the coast, without recreational activities (for UV filters) and industrial effluents discharges (for alkylphenols and alkylphenol polyethoxylates). Transition zones may act like a source of contamination of the three rivers coastal environment in the absence of marine inputs. Elevated concentrations of polycyclic aromatic hydrocarbons and polychlorinated biphenyls were measured in sediments in coastal environments. This contamination has persisted for years after the oil spill that has invaded the Mediterranean coast in 2006. Our overall results indicate that concentrations in sediments of the three studied rivers and the coastline can be classified among the highest levels detected in the Mediterranean basin and may induce toxic effects in aquatic biota. This work may be of paramount importance for the East-Mediterranean region, and particularly for Lebanon, a country which, despite being a signatory to the Barcelona Convention for the Protection of the Mediterranean Sea and is, subsequently involved in monitoring the quality of its marine environment, suffers far different types of discharges of untreated effluent along its coast in the absence of wastewater treatment plants

Full text(SIA).

Full textThis article is about naturalization processes that take place in the regulated rivers of Babrungas river-basin in the northwestern Lithuania, Plungė district municipality. There are 871 units of woody vegetation in the riverside slopes and protective zones of the regulated Babrungas and Dirnupis rivers. Researchers have shown that usually the vegetation is the densest in the middle part of the slope. The width of woody vegetation on the left slope of 1.8 km strip of the Dirnupis river Lap = 2.11 ± 0.14 m, on the right slope Lap = 1.71 ± 0.23 m. On the left slope of 2.2 km strip of the Babrungas river Lap = 1.86 ± 0.44 m, and on the right slope Lap = 1.47 ± 0.27 m. The dispersive analysis allows to claim that given 95% of reliability, width averages of woody vegetation on the slopes do not differ. The widths of protective coast zones of Babrungas and Dirnupis rivers are the same in the woods and meadows, but in arable land they do not meet the environmental requirements. All widths of protective coast zones of arable land were ≥ 5.0 m.

Full textCoastal areas have always been attractive for their economic potential and their touristic and residential interest. They have been massively settled in countries all over the world. However, while coastlines are weakened by human impact, they are also subject to degradations due to climate change. Besides the sea-level rise, often emphasized by the media, we must consider the erosion caused by storms and hurricanes. The current context is strongly marked by the question of the environmental displaced persons who do not have any status. This situation can be illustrated by the small island states whose territory is threatened by the sea-level rise. Thus, the issue of managing these problems in respect with human rights arises to an increased extent. The challenge of this work, supported by different country profiles: Bangladesh, USA, France, Small Island States (including the Maldives, Kiribati, Tuvalu), is to seek the root causes of this dilemma that has become so intense that it leads to displacement, and then to promote and facilitate adaptation in-situ or adopt new displacement policies that are no longer perceived as a failure but as an adaptation strategy towards risks. This change of perspective intends to mobilize legal tools from various branches of law (Urbanism, Insurance, Liability and humanitarian law, etc.). It also intends to respect principles to ensure anticipation and acceptance of the approach by the people. With the study of these examples, we must identify these commons elements and take into account the specificities of each country and each community

Full textSandy beaches and coastal dunes still represent a significant portion of the coastal of Nord-Pas-de-Calais, northern France. These sandy accumulation landforms, which sometimes constitute the only defense protecting low-lying coastal areas from coastal flooding, are particularly vulnerable to sea level rise associated with climate change. The main objectives of the thesis were to analyze shoreline change and coastal sediment budget at the regional scale, to assess the role of changes in sediment volume on shoreline stability, and to evaluate areas at risk from coastal hazards in the near future, using airborne topographic LiDAR data collected between 2008 and 2014 and aerial photographs from 1963 to 2009. Analyses of shoreline change revealed spatially as well as temporally variables evolutions.Seaward shoreline progradation occured along several stretches of coastline at multidecadal and short times-scales, while significant coastal retreat took place at other sites during the same time periods. The comparison between coastline evolution and the initial volume of the upper beach in 2008 showed that the higher retreat rates were mainly observed in areas where the upper beach was lacking at high tide. Our results also suggest that there is a sediment volume threshold on the upper beach at each site above which the coastline is stable or progrades seaward. Mapping of areas at risk of marine flooding in 2050, taking into account a projection of sea level rise due to climate change, clearly shows that the submersion of coastal dunes would take place at several sites during storm-induced high water level events. The mapping of these areas at risk being based on topographic data collected in December 2013 and January 2014, coastal flooding is very likely to occur much earlier than 2050 at several sites, however, where very high rates of coastal retreat result in severe erosion of the coastal dunes. The calculation of sediment budget based on the repetitive LiDAR surveys shows that, overall, sediment accretion predominates over the entire regional coastal zone. This accretion is particularly significant for the upper beach and coastal dunes, except for a few sites that are characterized by a strong sediment deficit (particularly Wissant bay and the Northern shore of the Authie estuary). These results suggest that the coastal zone of Northern France does not experience sediment shortage, but is rather dominated by sediment storage in the backshore of the sand beaches

Full textDuring their life cycle, most of the marine coastal fish species use nursery grounds which quality influence their recruitment and then the conservation of their populations. However, the construction of ports impair irremediably fish nursery function of the coastal areas impacted. The ultimate aim of the PhD research was to assess if ports could provide suitable alternative nursery habitats for coastal fish species. Firstly, abundances of the juveniles of four Diplodus species were surveyed in five marinas located along the French Mediterranean coast. This showed that coastal fishes can successfully settle and grow inside these artificialized coastal areas. Moreover, increasing the complexity of port habitats can considerably enhance their suitability for juveniles, especially at the youngest stages. Secondly, body condition, growth rate and metal contamination in the juveniles of two Diplodus species (D. sargus and D. vulgaris) were compared between different ports and natural areas in the Bay of Toulon. Juvenile growth and condition can be equivalent between fish collected from ports and from adjacent natural areas. Contamination levels in fish were low, even in highly polluted areas. Finally, otolith composition in the juveniles of D. sargus and D. vulgaris was investigated in three ports and two natural areas in the Bay of Toulon. None of the port related had systematically higher concentrations in otoliths from Diplodus juveniles collected in ports. Therefore, otolith microchemistry cannot provide a unique and reliable fingerprint discriminating ports and natural areas. Nevertheless, otolith microchemistry could provide an effective natural tag to determine the contribution of ports to adult stocks provided that a library of all potential juvenile habitat fingerprints is established. All these results confirm that ports can be used as alternative nursery habitats by marine coastal fishes. Ecological engineering projects aiming at increasing structural complexity of port habitats seem promising for biodiversity and fish stock conservation

Coastal areas have to cope with increasing risks related to SLR. The Ebro Delta is a valuable ecosystem representative of the vulnerability of coastal areas to SLR. Rice production is the main economic activity, occupying ca. 65 % of the total surface is sensitive to SLR, and the increase in soil salinity, the most limiting factor. Thus, it is necessary to analyse the impacts of SLR, i.e. flooding and soil salinization, and to develop appropriate adaptation measures. We built spatial models (1 × 1 m) in areas prone to be flooded, sediment loss, soil salinity, and rice production loss. We coupled data from GIS with GLMz and models were run under different scenarios predicted by IPCC (AR5) up to 2100. We also evaluated the feasibility of an innovative nature-based adaptation measure consisting in reintroducing sediments trapped in basin reservoirs into the delta plain. Elevation (inversely related) was the most important variable in explaining soil salinity, thus, models predicted a decrease in normalized Rice Production Index following the delta elevation gradient. Subjected to the scenario considered, the models predict a RPI reduction from 62.1 % in 2010 to 54.6 % by 2100 in the most conservative scenario (SLR = 0.53 m); and to 33.8 % in the worst considered scenario (SLR = 1.8 m), with a decrease of profit up to 300 € per hectare. For the same scenarios, the flooded rice fields’ area ranged 36-90 %, and the sediment loss 122-418 million tonnes. The nature-based adaptation measure proposed had a positive effect on rice production, and it can be considered as an innovative management option for maintaining the Ebro Delta ecosystem services although SLR. Our models can be applied to other deltaic areas worldwide, helping farmers and stakeholders to identify vulnerable areas to SLR impacts and to develop management plans.

Full textWith the increasing industrial development and significant population growth worldwide, the coastal areas have received many pollutants from wastewater. Pollutants include wastewater from the drainage system, treatment plants, and industrial activities. Their influences seriously affect and damage water quality. In developing and developing countries, the impacts of wastewater on the coastal area are more serious due to many sources directly discharging on the coastal areas. At the same time, the local population and decision-makers are not aware of the consequences of the coastal environment. In this context, assessment actions must be developed and implemented with the relevant approaches that can deal with limited field data sets. The use of modelling tools can allow simulating the various wastewater sources and their effects on the coastal areas. The simulation results have significant educational value and can be used to raise awareness of the public and decision-makers. This research is focusing on developing an assessment methodology of wastewater sources on coastal water quality. The approach is applied to Danang City (Vietnam). Danang City is the third-largest city of Vietnam with a 74 km-long coastline and many major touristic development projects along the shoreline. Some sources of wastewater directly discharge into the Danang City coastal area. Following the development of a modelling tool based on hydrodynamic and water quality simulations. This research proposes seven scenarios to assess the effects of wastewater on the coastal area of Danang City. Scenario 1 simulates the effect of wastewater from the drainage system of North-West and South-East areas. Scenario 2 simulates the impact of the first flush phenomenon from South-East and North-West areas. Scenario 3 suggests three sub-scenarios of wastewater diffusion from the outlet of the WWTPs. Scenario 4 keeps the same direction of the observed wind but changes its speed to simulate the dispersion of pollutants on the coast. Scenario 5 simulates with direct discharge into the sea of 43 outlets along the coast, which may achieve directly to the sea when following conditions occur: heavy rain, power outage, wastewater overpassing the capacity of the treatment plant. Scenario 6 proposes three sub-scenarios of changing a flow-directed wall at the outlet of the Phu Loc Channel. Scenario 7 simulates when moving the outlet of Phu Loc channel far from the coastline. The proposed modelling approach is based on a combination of modelling tools dedicated to simulating pollutants associated with urban runoff, wastewater sources, and dispersion within the marine environment. One hydrodynamic model - Mike Urban model with MOUSE engine - calculates the flow discharge of wastewater at the outlets of the sewage network for North-West and South-East areas of Danang City. A water quality model - MOUSE TRAP, based on the MOUSE package - is used to calculate the concentration of pollutants during the first flush phenomenon. The water quality model is used to analyse the sensitivity of contaminants in the first flush phenomenon. In order to assess the impact within the coastal area, the various sources are injected within a 2D hydrodynamic model covering the full coastal region and the water quality evolution is simulated. In the approach, the Mike 21 FM 2D hydrodynamics model is coupled to a water quality model - Mike 21 FM ECOLab - to simulate the water quality and to identify the diffusion of NH4+ and PO43- on the coast of Danang. The domain is set up over an area of about 5,000 km2 (70 x 70 km). The results show the feasibility of the modelling approach for the assessment of the coastal area water quality by coupling the urban model and the coastal model. The method implemented in Danang is used to model the spatial distribution of pollutants within the coastal area and to assess impacts

Full textArtificial reefs are a classical tool used to sustain small scale fisheries. In Marseille's Bay, the largest Mediterranean artificial reef system was deployed for this purpose. This system is a valuable opportunity to better understand the trophic functioning of artificial reefs, by (1) characterizing the organic matter (OM) sources, (2) determining how they are used by low trophic level consumers and (3) following their fate in the trophic networks. These issues were assessed by three approaches:C and N stable isotope ratios, biochemical composition of OM sources and fish stomach content.OM sources display isotopic and biochemical differences reflecting their functioning. Suspended POM is variable, under the influence of allochtonous inputs and controlled by climatic forcing. POM represents the main OM source of the artificial reef food webs. The benthic primary production has heterogeneous C and N stable isotope ratios and exhibits mainly high insoluble carbohydrates contents. Benthic primary production is integrated into trophic networks mainly in the form of detritus. Eventually the sediment organic matter is a detrital pool, characterized by a low variability and a poor nutritional quality.Artificial reefs do modify the organization and the functioning of natural fish communities, and provide diversified and important food resources. Stable isotope and stomach content analyses confirm the consumption of artificial reef invertebrates by small carnivorous fishes, preyed themselves by piscivorous predators. All these results confirm that artificial reefs can efficiently increase fish biomass by local production based on phytoplanktonic and local benthic OM sources

Full textSpatial Data Infrastructures (SDIs) have been implemented over the last twenty years in particular in order to contribute to Environmental Policy by improving geographic information access and sharing processes. Given the current dynamics of both production and circulation of environmental geographic information, the general aim underlying this research is part of the general framework for a better understanding of environmental management practices. This research focuses specifically on French SDIs and their contribution to Integrated Coastal Zone Management (ICZM), a complex form of territorial governance for which the collection and sharing, particularly via SDIs, of geographic information have been identified, since the 2000s, as a major component on which to found coastal and marine public policies. However, the real contribution of SDIs depends on the answers they provide to their users. From a methodological perspective, this PhD is implemented by an exploratory research approach focusing on the usages and needs of coastal stakeholders as well as on the complex and dynamic nature of SDIs. The research approach is divided into two phases: - A national online survey examined by a triple analysis: Statistical analysis, Social Network Analysis (SNA) and thematic analysis;- A sub-national case study based on semi-structured interviews with key informants and analyzed thematically and by Data Flow Diagrams (DFD). These data collection and analysis techniques have been selected and implemented in an integrated and complementary approach to enable understanding, explanation and generalization of the "SDI system" in the context of ICZM. For each phase of the research, three types of results emerged: the profile of users, the type of SDIs playing a role in the management of French coasts, and their contribution to the management of these areas. The above-described research has resulted in a contribution to the knowledge of SDI appropriation and the associated information flows

Full textThe issue of marine renewable energies raises complex legal problems which interest the Law in its International, European and Domestic dimension. The effervescence of public and private initiatives on the matter requires a tailored approach to improve and develop legal instruments to support development of ocean energies. This approach elicits three levels of analysis. According to the International Law, it is marked by an environmental objective resulting from public interest. In this sense, marine energy conversion does not generate greenhouse gas emissions and its impact on the marine environment is generally minimal. With the help of these renewable energies, States will be able to respect their supranational commitments, particularly regarding climate change. In addition, the Law of the Sea provides legal certainty in the use of ocean space, by defining not only rights but obligations to coastal states. At the European level, legal certainty is connected to the target of at least 20 % share of energy from renewable sources in the Union's gross final consumption of energy by 2020, and is especially encouraged by the North Seas Countries' Offshore Grid Initiative in the context of the Europe's emerging renewable energy market. On a National perspective, the analysis of Comparative Law highlights the best practices related to offshore renewable development in terms of promoting investment and sustainable ocean management

Full textRising sea levels and coastline recession have become a major issue about which society requires knowledges and solutions. The shorelines most threatened are low seacoasts which are both places of century-old traditions of coastal protection and localities exploited for tourism attracted by their beaches. This material and social vulnerability explains our choice of three municipalities: Vias, Agde and Marseillan (France, Gulf of Lion). These cases highlight features that permit pertinent observations on the subject. Erosion and coastal flood have shaped their landscape and planning. Can socioeconomics systems adapt to this new vulnerability? Resilience is the capacity to anticipate, react and bounce back after a disturbance. This approach allows us to understand how local communities react to vulnerability and plan new forms of resilience and adaptation. We use semi-structured interviews to build monographs and contrast theoretical resilience against real life experiences. These three territories are used to gather empirical knowledge in order to clarify the issues at stake and the need to abandon the concentration of activities on shorelines. Finally, we discuss how a new approach known as integrated coastal zone management; can overcome the complexity of the real situations encountered and underpin solidarity between all the stakeholders. Using a more versatile system, integrated coastal zone management, can help to maintain activities, limit conflicts of interest between public and private stakeholders and strengthen their mutual trust
