Abstract The radio spectrum is a limited national resource, essential for some governmental applications and increasingly important for a series of non-governmental applications. The allocation of radio resources is done in a centralized manner, designating frequency managers of the defense system structures as local administrators of the resources allotted to the supported echelon. They have a limited number of frequencies they can assign to the emission sources in their area of responsibility. The article addresses the issue of radio spectrum management in the frequency allocation plans when using a large number of emission and reception sources for means of communication and non-communication in a small area. Locating several emission sources in the same site leads to different types of disturbing signals: emissions outside the bandwidth, harmonics and intermodulation. The article categorizes and describes these sources, presents the results of measurements distinguishing them, as well as the results of implementing some protective measures. Finally, the authors suggest a software solution for the local distribution of frequency resources.

The conditions allowing innovative collective learning of the unpredictable dynamics of caribou populations may be particularly apparent in co-management settings, especially those settings that foster diverse understandings of caribou ecology. This paper examines co-management, specifically caribou co-management in arctic and subarctic North America, for evidence of diverse conceptual constructs among co-management participants. It is suggested that the learning occurring in cross-cultural co-management settings may lead to the development of the humility necessary for the expression and adaptation of diverse understandings of caribou ecology.

The decline in fish stocks worldwide has often been attributed to problems inherent with resources being treated as common property. Government is usually called upon to define and implement solutions, but the issues society face today cannot be dealt with by the classical, state-centred system of the industrial society. In this article, the Dutch case of fisheries management is used to demonstrate how a government-orientated solution, such as the recently inaugurated EU Community Fisheries Control Agency, and a governance-type solution, such as co-management, relate to each other and whether a partnership between government and the market, such as co-management, can serve as an alternative to direct government enforcement. Although the Dutch case is not a true-bred form of co-management, but rather a case of co-enforcement, it can be used to service a theoretical assessment of the possibilities of co-enforcement at a European scale.

The objective of this work is to identify and visualize the intellectual structure of the Lean Manufacturing research field. To achieve this, a bibliometric analysis will be carried out that combines a performance and co-occurrence analysis, to identify and analyze the relationships between the topics that have had the greatest impact on the construction of the knowledge base of this discipline. To achieve this objective, a bibliometric analysis was carried out that began with a search on the Web of Science (WOS) platform with the Lean Manufacturing theme. From this database, the references were exported and subsequently processed using the Bibliometrix software, which allows for both an analysis of indexes and the number of articles, which showed us that it was not until 2012 that a progressive publication of works on the subject begins, of productivity by country, with the USA appearing as the country with the greatest number of publications and the greatest number of citations on the topic analyzed, and of authors and journals with the greatest publications, as well as a co-occurrence analysis, which shows us the keywords most used by the authors and the thematic areas where they are most published, the results of which yielded five clusters or groups of keywords led by the terms Lean Management, Lean, Industry 4.0, Value Stream Map and Six Sigma.
