Abstract:

Eligibility for antiretroviral therapy (ART) in HIV-infected patients is defined either by a cluster of differentiation antigen 4 (CD4) count of less than 200cells/mm3 or clinical diagnosis of WHO stage III and IV. Therefore, the decision to start ART becomes difficult when CD4 cell count is not available. With limited laboratory infrastructure, the decision to start ART is usually made based on clinical symptoms leading to late commencement of ART. This calls for alternative criteria to see if nail discoloration (ND) correlates with low CD4 count among untreated HIV infected patients. This will serve as a complementary screening tool for identifying asymptomatic ARV naive HIV patients with a CD4 cell count of less than 200cells/mm3 which signifies 
severe immunosuppression. Study Design and Setting: This was a quantitative cross-sectional descriptive and analytical study involving adult ART naï
ve HIV infected patients in WHO stage I and II. Systematic sampling was used to select the participants from all adult ART naï
ve HIV infected patients attending APIN clinic, located at the Jos University Teaching Hospital (JUTH), Jos, Nigeria. Data Collection: Face-to-face interviews, physical examination and relevant laboratory investigations with selected participants were conducted using a questionnaire guide. Questions on socio-demographic characteristics, clinical data, general physical examinations including finger nail examination and photographing with subsequent laboratory investigations including CD4 count and western blot were employed. Data Analysis: Variables were categorized and data analyzed using descriptive statistics including the frequency, percentage frequency
mean and standard deviation of continuous variables. Association between CD4 count of &le
200cells/mm3 and ND was tested using the chisquare test with an alpha level of 0.05. Prevalence of ND, sensitivity, specificity, positive predictive and negative predictive values and accuracy of the screening test of ND was calculated. Results: 394 patients had their fingernails photographed and assessed. It was shown that distal banded and grey nails were the common types of ND seen with a prevalence of 38%. 200cells/mm3 and ND (p<
0.0001). CD4 count &le
200cells/mm3 was a risk factor for developing ND (RR=2.3[1.8-3.6]). The association has a sensitivity of 78%, specificity of 55%, positive predictive value of 50%, and negative predictive value of 80% and accuracy of test 63%. Conclusion: With a significant association (p<
0.0001) and a sensitivity of 78%, ND can be a useful clinical indicator of immune dysfunction mediated by HIV among patients in WHO stage I or II. ND can either be a clinical sign or a symptom in HIV patients with a CD4 of &le
200cells/mm3 as seen in the study as the specificity and sensitivity of ND compared favourably with other WHO stage III diagnosis. Recommendations: Nail discoloration should complement CD4 count as an additional staging sign to help identify patients likely to benefit from ART especially in resource-limited settings. Finally, all patients with grey or distal banded should be on co-trimoxaxole prophylaxis in line with WHO /national guideline on the use of co-trimoxaxole for all HIV positive patients with a CD4 cell count of &le

Abstract:
Autism Spectrum Disorders (ASD) are a complex array of neurological disorders with a diverse presentation, multiple etiologies, and long-term ramifications. Prevalence of ASD in the United States is about 1 in 50 children as of 2013, making it a significant public health problem. The etiology is not understood, and it is widely accepted that it is multicausal, with genetic and environmental influences. Prior research suggests an association between water source and ASD. Contaminants such as lead, arsenic, mercury, pharmaceuticals and pesticides found in water are associated with developmental disorders suggesting that a systematic review focused on water source was warranted. Following the integrative model of environmental health (IMEH), this study explored the relationship of water source and ASD prevalence among children in Lane County, Oregon. This cross-sectional study utilized retrospective data of 91 open cases in April 2014. The study used chi square and geographical information systems (GIS) aided by cluster analysis to generate risk maps. Investigation of sociodemographic variables allowed comparisons to national data by zip code. Findings indicated no significant relationships or clusters of ASD populations by zip code, and no significant relationships to comorbidities between private or municipal water supplies. The IMEH framework enabled an in-depth data characterization of ASD and underscored the need for additional environmental data and universally standardized comorbidity definitions. Implication for positive social change include recognizing the importance of using social services data in the search for ASD risk factors.

Abstract:
This dissertation aims to develop methods for statistical predictions based on various types of data from different areas. We focus on applications from reliability and spatial epidemiology. Chapter 1 gives a general introduction of statistical predictions. Chapters 2 and 3 investigate the photodegradation of an organic coating, which is mainly caused by ultraviolet (UV) radiation but also affected by environmental factors, including temperature and humidity. In Chapter 2, we identify a physically motivated nonlinear mixed-effects model, including the effects of environmental variables, to describe the degradation path. Unit-to-unit variabilities are modeled as random effects. The maximum likelihood approach is used to estimate parameters based on the accelerated test data from laboratory. The developed model is then extended to allow for time-varying covariates and is used to predict outdoor degradation where the explanatory variables are time-varying. Chapter 3 introduces a class of models for analyzing degradation data with dynamic covariate information. We use a general path model with random effects to describe the degradation paths and a vector time series model to describe the covariate process. Shape restricted splines are used to estimate the effects of dynamic covariates on the degradation process. The unknown parameters of these models are estimated by using the maximum likelihood method. Algorithms for computing the estimated lifetime distribution are also described. The proposed methods are applied to predict the photodegradation path of an organic coating in a complicated dynamic environment. Chapter 4 investigates the Lyme disease emergency in Virginia at census tract level. Based on areal (census tract level) count data of Lyme disease cases in Virginia from 1998 to 2011, we analyze the spatial patterns of the disease using statistical smoothing techniques. We also use the space and space-time scan statistics to reveal the presence of clusters in the spatial and spatial/temporal distribution of Lyme disease. Chapter 5 builds a predictive model for Lyme disease based on historical data and environmental/demographical information of each census tract. We propose a Divide-Recombine method to take advantage of parallel computing. We compare prediction results through simulation studies, which show our method can provide comparable fitting and predicting accuracy but can achieve much more computational efficiency. We also apply the proposed method to analyze Virginia Lyme disease spatio-temporal data. Our method makes large-scale spatio-temporal predictions possible. Chapter 6 gives a general review on the contributions of this dissertation, and discusses directions for future research.

Abstract:
In this thesis a clustering of the Stockholm county housing market has been performed using different clustering methods. Data has been derived and different geographical constraints have been used. DeSO areas (Demographic statistical areas), developed by SCB, have been used to divide the housing market in to smaller regions for which the derived variables have been calculated. Hierarchical clustering methods, SKATER and Gaussian mixture models have been applied. Methods using different kinds of geographical constraints have also been applied in an attempt to create more geographically contiguous clusters. The different methods are then compared with respect to performance and stability. The best performing method is the Gaussian mixture model EII, also known as the K-means algorithm. The most stable method when applied to bootstrapped samples is the ClustGeo-method.
I denna uppsats har en klustring av Stockholms läns bostadsmarknad genomförts med olika klustringsmetoder. Data har bearbetats och olika geografiska begränsningar har använts. DeSO (Demografiska Statistiska Områden), som utvecklats av SCB, har använts för att dela in bostadsmarknaden i mindre regioner för vilka områdesattribut har beräknats. Hierarkiska klustringsmetoder, SKATER och Gaussian mixture models har tillämpats. Metoder som använder olika typer av geografiska begränsningar har också tillämpats i ett försök att skapa mer geografiskt sammanhängande kluster. De olika metoderna jämförs sedan med avseende på kvalitet och stabilitet. Den bästa metoden, med avseende på kvalitet, är en Gaussian mixture model kallad EII, även känd som K-means. Den mest stabila metoden är ClustGeo-metoden.

Abstract:
With the influx of high-dimensional data there is an immediate need for statistical methods that are able to handle situations when the number of predictors greatly exceeds the number of samples. One such area of growth is in examining how environmental exposures to toxins impact the body long term. The cytokinesis-block micronucleus assay can measure the genotoxic effect of exposure as a count outcome. To investigate potential biomarkers, high-throughput assays that assess gene expression and methylation have been developed. It is of interest to identify biomarkers or molecular features that are associated with elevated micronuclei (MN) or nuclear bud (Nbud) frequency, measures of exposure to environmental toxins. Given our desire to model a count outcome (MN and Nbud frequency) using high-throughput genomic features as predictors, novel methods that can handle over-parameterized models need development. Overdispersion, when the variance of a count outcome is larger than its mean, is frequently observed with count response data. For situations where overdispersion is present, the negative binomial distribution is more appropriate. Furthermore, we expand the method to the longitudinal Poisson and longitudinal negative binomial settings for modeling a longitudinal or clustered outcome both when there is equidispersion and overdispersion. The method we have chosen to expand is the Generalized Monotone Incremental Forward Stagewise (GMIFS) method. We extend the GMIFS to the negative binomial distribution so it may be used to analyze a count outcome when both a high-dimensional predictor space and overdispersion are present. Our methods were compared to glmpath. We also extend the GMIFS to the longitudinal Poisson and longitudinal negative binomial distribution for analyzing a longitudinal outcome. Our methods were compared to glmmLasso and GLMMLasso. The developed methods were used to analyze two datasets, one from the Norwegian Mother and Child Cohort study and one from the breast cancer epigenomic study conducted by researchers at Virginia Commonwealth University. In both studies a count outcome measured exposure to potential genotoxins and either gene expression or high-throughput methylation data formed a high dimensional predictor space. Further, the breast cancer study was longitudinal such that outcomes and high-dimensional genomic features were collected at multiple time points during the study for each patient. Our goal is to identify biomarkers that are associated with elevated MN or NBud frequency. From the development of these methods, we hope to make available more comprehensive statistical models for analyzing count outcomes with high dimensional predictor spaces and either cross-sectional or longitudinal study designs.

It is recommended that the City of Guadalupe prepare and implement a small-scale business expansion and retention program using existing service providers in the area. This type of program model seems to hold the most potential for Guadalupe. A mixed-methods approach including in-depth cases studies of existing economic development programs and an analysis of opportunities and constraints in Guadalupe informs a set recommendations for future economic development in the City. Data was collected in three phases: short interviews with a variety of economic development program staff, short interviews with Guadalupe business owners and City officials and in-depth interviews with staff from five selected case-study programs.

A study of star counts in young open clusters NGC 884 (11.5~14 Myr) and NGC 663 (9~14 Myr) is presented on the basis of images from Digitized Sky Survey (DSS). Within a sky area of 1°*1° centered at the two clusters, there are 15381 stars and 22353 stars brighter than completeness instrumental magnitude limit for NGC884 and NGC663, respectively. The following results are derived from the assumed distance 2500 pc for NGC884 and 2800 pc for NGC 663. From the least square fits to the data, the projected stellar number density distributions is consistent with King's model. The best-fitted parameters for NGC 884 are k = 23.45 stars/pc2, rc = 3.27 pc, and rt = 20.72 pc. Based on the tidal radius, the mass of NGC884 is about 3300 M⊙. For NGC 663, the best-fitted parameters are k = 18.09 stars/pc2, rc = 4.07 pc, and rt = 14.25 pc, with mass ~1100 M⊙.

Spiders, as natural enemies to many insects, play an important role in an ecosystem. They also contribute to a healthy and stable wetland ecosystem. The purpose of this research is to find the clustering and diversity of the spiders in different vegetation types of Aogu Wetland, Chiayi County. From August 2013 to August 2014, we set up four sampling areas in Aogu Wetland, using sweep nets to collect spiders. We collected 15,467 spiders in total. Among them, 4,576 were adults and 10,891 were immature. They belong to 14 families and 141 species. The ratio of females to males is about 3.7 to one. The species richness is 16.61. The species evenness is 0.70. The diversity is 3.47. The biggest family is the family Araneidae, which has 53 species, followed by the family Theridiidae, with 19 species, and the family Salticidae, 16 species. The family Oxyopidae , which has 1,614 spiders (35.3%), claims to be the biggest family, followed by the family Thomisidae, with 1,115 of them (24.4%), and the family Araneidae, with 820 (17.9%). The biggest species is Oxyopes sertatus, which has 827 spiders (18.1%), followed by Oxyopes macilentus, with 784 (17.1%), Runcinia albostriata, with 337 (7.4%), Ebrechtella pseudovatia, with 218 (3.7%), brechtella tricuspidatus, with 196 (4.3%), and Thomisus labefactus, with 175 (3.8%). In the grass area, we collected 1,611 adult spiders, and the Oxyopes macilentus is the biggest species, which has 332 spiders (20.6%). In the land shrubs area, we collected 1,677 adult spiders, with the Oxyopes sertatus as the biggest species, which has 499 spiders (29.8%). In the water shrubs area, we collected 699 adult spiders, and the Oxyopes sertatus was also the biggest species, with 66 spiders (9.4%). In the swamp oak area, we collected 577 adult spiders, and the Hippasa holmerae is the biggest species, which has 61 spiders (10.6%).

Kinmen is a place rich in Minnan culture, its traditional settlements, in comparison to an urbanized and modernized Taiwan, and those of mainland China’s Minnan areas, are considerably well-preserved, and can be viewed as one of the last true “gene pools” of Minnan architecture. In recent years, in an effort to preserve traditional features from disappearing from modernization, the government has been actively promoting the restoration and adaptive reuse of the traditional settlements buildings. When traditional settlements are formed, they are social organizations developed according to environmental factors such as the local climate and terrain, combined with the cultural customs. However, the designs have often overlooked the factor of fire safety, such as insufficient safe separation distance for adjacent buildings, building fire retardancy, insufficient space of surrounding road networks. In an event of fire, this would present a dilemma for firefighting and rescue. This research focuses on the field investigations of Kinmen’s Guningtou village as well as simulations held inside traditional settlements. These simulations are to seek out the difficulties the Kinmen County’s fire department might encounter in a fire in a traditional settlement. After which an analyzation would present the best rescue arrangements, allowing firefighters to successfully perform their firefighting and rescue missions. The research results showed that the Kinmen County’s fire department were undermanned and had insufficient mobile pumps, further hindering the ability of younger firefighters to conduct effective long range deployments. In a long range deployment, the installments of a mobile pump every 100 metres, can effectively transport water to combat a fire, guaranteeing the safety of all fire personnel. In addition, it is suggested that the traditional settlements of Kinmen be organized into different rescue zones, each commencing separate rescue exercises, further increasing the personnel’s familiarity of the environment.

Due to the change of economic and social circumstances, our Government has to response the promotion and construction of organic agriculture and recreational agriculture. Which has became an important strategy for making agricultural policy. Under the context, all of the people of Luoshan Village in Fuli Township, Hualien County, will be expected to joint to promote the construction of organic leisure farming village towards integration of production, life and ecology concept of integrated development. After several years of promotion, the Luoshan organic village has been gradually carried out, and had some preliminary results. But there are still some issue need to be solved, for example, high production costs of organic farming, not easy to get organic related materials, difficulty of obtaining the yield and breed of organic agricultural and the lack of recreational resources. The industry cluster has a complementary advantages and healthy competition with other market. It is the solution to improve competitiveness and strengthen the food security system in the Hualien area base on the stronghold of Luoshan organic village and integrate with its surrounding neighboring. Zhutian, Shipai, Yongfeng, and Fengnan are those villages expected to develop and construct the organic industry clusters. For the formation of a comprehensive expansion of cultivation area of organic agriculture, may solve current organic agriculture issue. Also increase of organic crop yield and diversify agricultural goods, improve competitiveness, strengthen the security system of agriculture and the sustainable development of leisure agriculture. This study was based on Michael Porter diamond Model, the application questionnaire survey, interviews, review of historical data analysis and other methods are discussed. The results showed that: Due to geographical proximity people who neighboring to Luoshan, the cognition of Luoshan organic village was increased, willingness of participate was mostly positive. The fundamental agricultural environment and agricultural resource of the four villages are abundant to diversify agricultural goods, sufficient manpower, there still is plenty of related industries can support and shows a good potential to develop leisure industry. The location is an advantage to development industrial clusters, in order to reduce production costs there are willing to cooperate with neighboring villages to reduce the cost, and improve planting techniques. Organic agriculture is not only the world wide trend but also important agricultural publicity. In addition, the "Agricultural production and certification management law" contributes to organic development the related departments are willing to promote it. Substantially, it is probability to develop organic industrial clusters. Construction an organic village is an opportunity for rural development. However, in order to construct appropriate organic village it is important to strengthening of the concept of an organic village, interaction, and views exchange to achieve consensus, then organic village can be an opportunity for rural development.

The implementation of farmhouse institution has been 6 years since year 2000. From the official statistics, the individual farmhouse is still the main choice for farmers. This reveals that the cluster farmhouse which adopts and promotes by government authority has some shortcomings. In addition, the owners who own cluster farmhouse are nothing to do with agricultural operation. These may result from the rules and enforcement of cluster farmhouse. Therefore, this study conducts a comparative analysis of formal and informal rules of individual and cluster farmhouse so as to understand the reasons why farmers do not choose the cluster farmhouse with incentives provided by central government. The main conclusion and policy suggestions for farmhouse are as follows: 1. The transaction costs including searching cost, policing cost and enforcement costs for individual farmhouse is much low than that for cluster farmhouse. In addition, the incentive provided from government for cluster farmhouse is not enough. The above two reasons lead to the result that individual farmhouse is the main choice for farmers. 2. The advantage of individual farmhouse is the freedom of varied style choice and low transaction cost while its shortcoming is safety problem and lack of public facilities. The advantage and shortcoming of cluster farmhouse are opposite from individual farmhouse. 3. The implementation of farmhouse is influence by the lack of adaptation of local government, professional comprehensive and election pressure so that the implantation is different from the original basic concept of farmhouse. 4. Policy recommendation: (1) To review the original basic concept of farmhouse and to encourage the cluster farmhouse together with country district rather the scatter development. (2) To review the definition of farmhouse so that all the farmhouse can be use for agricultural function instead of accommodation. This study investigates the education competitiveness and the cluster relationship of counties and cities in Taiwan. This study adopts secondary survey data of educational force study from PARENTING WORLD magazine by using ALSCAL analysis of the MDS and the Ward's Method of the Hierarchical Cluster. The study is to understand people’s perceptions and preferences of the education competitiveness by grouping 4 dimensions: governmental investment and leadership satisfaction, reading ability, teaching ability, and concern for the minority groups. The results of this study show that respondents’ images of Tainan City, Taoyuan County, Yunlin County, Pingtung County, Yilan County are improved and almost the same as that of Taipei after the onsolidation. Respondents’ images of Taichung and Kaohsiung, Hsinchu, Miaoli County, Nantou County, Chiayi County, Kinmen County are worse. Respondents’ images to the five Special Municipalities before the consolidation were equally excellent. After the consolidation, Taipei is still the benchmark of educational ompetitiveness and the other four Municipalities are still in the transitional period of the ntegration. This study suggests central education authorities support local subsidies and provide more resources to high schools. Local government should improve teaching quality in high schools and support teachers. Follow-up study is recommended by using primary data to analyze differences in demographic variables, updating data and investigating the different developments of counties and cities in Taiwan.

Yunlin County is in slowly-development for a long time, the No. 6 Naphtha Cracking Project stable development after the group of Formosa Plastics Group enters to Mailiao since 1993, the petrochemical and steelworks of Formosa Plastics Group expressed entered. For region's advance, it hoped can be attraction manufacturer which close to the related industry to enter and investment by the industrial cluster effect, and can drive the region's economy. After the Mailiao industrial park establishes many years, in the industrial district had the certain degree development, but actually does not see to the local economy development has the obvious growth. The purpose of this study was to understand cluster type of participation of elementary special teachers in collaborative team in Hualien county. This research adopted questionnaire. The questionnaire was adopted from “The participation of elementary school special education teachers in collaborative team” by Mei-Chuan Tseng(2003). There were 85 elementary special education teachers teaching in Hualien county in the 104th academic year. The research was analyzed by SPSS including distribution, percentage, mean, t-test, ANOVA, sequence, multiple regression analysis and cluster analysis. The results of study were as follows: 1. Elementary special education teachers in Hualien county had high understanding, positive attitude and medium involvement. 2. Elementary special education teachers in Hualien county had difficulty in communication and administrative support. 3.There was no difference among gender, age, professional background, serve seniorityof special education teaching ,the area of school and the number of class in the understanding, attitude and involvement. 4. There was significant difference in educational background ,but there was no difference in the attitude and involvement. 5. The knowledge and attitude of special education teachers toward cooperative team service could explain 31% variance of the participation, and the effect of the “attitude” are forecast highly. 6. The cluster type of participation of elementary special education teachers in collaborative team in Hualien county can be divided into four types, which is“Obedient type”, “Aggressive type”, “Negative type” and “Rational type”. 7. There was significant difference in the understanding , and the results were in the following order: “Aggressive type” , “Rational type”,“Negative type”, “Obedient type”. 8. There was significant difference in the attitude , and the results were in the following order: “Aggressive type” , “Obedient type”,“Rational type”, “Negative type”. 9. There was significant difference in the involvement , and the results were in the following order: “Aggressive type” , “Obedient type”,“Rational type”, “Negative type”. 10.According to the study of the results ,author made some suggestions to the administration agency of education, administration agency of school and special education teachers ,and future research.

Abstract:
In spite of the abundance of opening-mode fractures in the earth's upper crust, knowledge about their spatial arrangement remains limited. The spatial arrangement of fractures refers to the patterns of fracture positions in space. On one-dimensional analyses, fracture position can be obtained by combining fracture apertures, spacings, and their sequence along a one-dimensional scanline. Previous approaches failed to account for fracture position and fracture size, thus a new technique, normalized correlation count (NCC), was used to overcome these limitations. This technique was designed to distinguish random from non-random (fractal, inherited/imposed, periodically arranged fractures, or periodically arranged clusters) spatial arrangements of fractures. In addition, another method to quantify the attributes of microfractures in rock samples larger than a thin section was developed and used to quantify their spatial arrangements. NCC indicated that where statistically significant (non-random) clusters exist, large fractures are more clustered than small ones. Differential clustering according to fracture size was detected in data sets from different lithologies at outcrop and rock-sample scale, suggesting that this phenomenon is related to development of fracture systems as opposed to host rock lithology and scale. Fracture clusters with power-law variation of spatial correlation with length scale are not strictly natural fractals because clusters occur in cascades at discrete values of length scale and not in a continuous fashion. Some statistically significant clusters with a power-law of spatial correlation are formed by smaller clusters with a power-law of spatial correlation that are also periodically arranged. Fractures from the Cupido Fm. in the Monterrey salient were grouped in three categories based on their trace morphology, cement composition, and timing of fracture cements with respect to fracture opening. Fractures at outcrop scale in two of the categories exhibit low percentages of synkinematic cement and random arrangements, whereas fractures in the remaining category exhibit large amounts of synkinematic cement and periodically arranged clusters. An evolutionary model of fracture development based on subcritical propagation is proposed. This model suggests that mechanical layering increases during cluster development, explaining the non-random clustering within interclustering domains at outcrop scale and implies that cluster spacing increases with mechanical layering but decreases during evolution towards cluster saturation.

A new sampling strategy for soil surveillance was developed in this study, which is different from systematic and grid sampling. Due to spatial variability in natural, geostatistics are commonly applied to estimate the spatial distribution of heavy metals pollution in soil. To enhance efficiency, different strategies are used, assisting with surveys to reduce the sampling numbers. Both over limit rate and screening rate are calculated as evaluation index. The result showed that kriging method is superior to the other methods in all cases. Especially in reducing the soil samples in half, i.e., case II, 88.3% of detection limit is achieved. For Spatial autocorrelation, it only has 3 combinations. Its performance is between kriging method and random sampling. However, for Regional drainage method, although it can prove that the pollution which is related to irrigation and drainage, but it can’t identify the hot spots. This study suggests that in soil surveillance of heavy metals pollution the sampling process can be divided into two stages: the system-type method (e.g., Bottle Rack Grid method) is used in first stage. And then, based on the previous results, kriging method is used to do finer sampling design. It can effectively enhance the implement of agricultural land investigation and restoration.

Take a broad view of the research of Industry cluster at present and rely mainly on Hi-Tech industry , regional range, but the clustering phenomena of the traditional industry and recreation industry cause the care of the scholars from all walks of life in recent years, for example: The bicycle industry of the middle part and flowers horticulture industry,etc.. The curved horticulture industry of Taiwan has developed already over 100 years so far, because the government encourages planting from 1984, found the advantage of Taiwan horticulture industry progressively . But after Taiwan joined WTO 2002, the foreign competitor increased, domestic horticulture competition advantage of industry threatened by foreigner gradually. In view of this, Chang-hua county always renowned for the flowers , horticulture industry is in the planning of the county government, namely hope to rebuild the competition advantage with the strength of clustering through the establishment of the national-level flowers garden. In view of this, this research uses Industry cluster theory, probe into the competi-tion advantage of the recreation industry (horticulture industry ) of the community. This research adopts the quality to study and carry on depth interview to clustering members of community's horticulture industry, contrast that and cooperate with the analysis of documents , theory and cross. Clustering members of the community depended on the close or distant relation in-fluences technological diffusion, and afftects the diffusion of community's technology; The lack of interaction between government and community , cause and link up the de-ficiency of the respect; Shortage of the research and development technology of Hi-Tech, cause and limit the competitive position of horticulture , it is unable to meet consumer market's demands, influence the market competitiveness .

The Taiwan’s aborigines do not have better employment opportunities than the Han people. Although Taiwan government has deployed many employment initiatives and services for them to get jobs, it seems the unemployment rate is still high at 8-9%. These specific activities could not take on the same track with the aborigines’ working characters. Many researches show the problems are caused by the diversities of the aborigines’ work values.   The aborigines immigrate to the cities and get used to the social structural transforms. These immigrants have better chances to renew their work values which represent self-understanding, self-evaluation, self-esteem, career development and planning confidence. This helps them to like the joy of working. The attitude is the key to solve the unemployment problems. Therefore, the objective of this research is to explore the content of the city aborigines’ work values. The author compares two different clustered city aboriginal communities which are located at An-chi community, Shin-Bow village, Fan-yun siang, Chang-hu county and Hwa-tong villiage, Shi-chi town, Taipei county). The research method was using questionnaire and interviewing to collect structured data for the related policy suggestions and further employment services references.   In summary, this research collected 37 questionnaires and interviewed 13 aboriginal people. After statistics surveys and qualitative analysis, the main findings are indicating as follows. 1.The overall samples’ variances analysis of work values  reveals that there are three personal attributes (gender,  vocations and marriage) being significant between objective  values and tool values. 2.The variances analysis of work values in Chang-hu county  shows that objective values and tool values are significant  within five characteristics (gender, ages, marriage, salary  and job). 3.The variances analysis of work values in Taipei ounty  indicates that objective values and tool values are  significant within four traits (vocations, economies,  education and job). 4.The interviews could not measure the work values in deep  psychology level. There are four main findings as follows  shown.  (1) Person-situation interaction issues may affect the    performance of the work values.  (2) Renewing the traditional impressions could help them to    build up self-implementation work values.  (3) Wishing a steady job could ensure people in the aspects    of self-esteem and responsibilities. 5.The different clustered city aborigines’ work values were  affected by the social workers who involved in career  services, immigrations influences, work ethic and family  education impacts.      The research suggestions are illustrated as follows. 1.Policy: The government should review the influence factors  which affect the city aborigines’ work values, the impacts  from the job seeking events organized by the social working  groups, and the family education effects. 2.Execution: To understand the various city aborigines’  personalities and realize the diverse work values could  provide them suitable career development services. This  ensures their job seeking motivation and willing. The  performance of employment services would be better.

Due to the surges of globalization, the central government in Taiwan has devolved the financial responsibilities as well as autonomy to local governments. Thus, the promotion of local investment has become a way to achieve these goals. Under such circumstances, the investment promoting policy cannot be made by the traditional policy-making and should increase perspectives of marketing to improve the effectiveness. In the meantime, the density of similar and closely-connected companies is extremely high in specific regions. These industrial clusters bring edge on innovations, externality and scale economies. Therefore, constructing the industrial clusters becomes the key of raising competitability in countries. However, the theories of local investment promoting and industrial clusters are relatively overlooked in the current literature. For this reason, this thesis completes the current literature by developing a network of local industry cluster governance through linking together network governance and stakeholder concepts. Furthermore, this thesis employs a case study of local investment promoting policy and the optoelectronics industry in Taoyuan. This case has plentiful materials for local marketing, diamond model, and network governance analyses. The empicial findings indicate that the formation of the optoelectronics industry in Taoyuan is caused randomly. The advantages of clusters include convenient acquisition of factors of production, small and medium size panel demand increase, complete supply chain and the successful strategy of production. However, the Taoyuan investment promoting policy is not the major cause of the formation. The Taoyuan investment promoting policy is seriously influenced by the central government, yet it performs excellent administrative efficiency. Concerning the network governance of Taoyuan optoelectronics industrial clusters, the local government highly cooperates with companies, while the civil society is relativey weak in this relation. If the participant companies take root in the city, the actor of civil society will have a chance to increase its importance. Therefore, the ideal relation of network governance between local government and industrial clusters will be achieved.
