Abstract:
This dissertation investigates the effects of natural disasters and political institutions on municipalities' climate change policies. Although most theoretical frameworks on policy adoption highlight the roles of extreme events as exogenous factors influencing policy change, most studies tend to focus on the effects of extreme events on policy change at the national level. Additionally, the existing theoretical frameworks explaining local policy adoption and public service provision do not pay attention to the roles of extreme events in local governments' policy choices. To fill those gaps, this dissertation explores the roles of natural disasters and political institutions on municipal governments' climate change policies. It does this by applying the theory of focusing events to local climate mitigation and adaptation actions. Based on the policy change framework, the political market model, and the institutional collective action frameworks, this dissertation develops and tests hypotheses to examine the effects of natural disasters and political institutions on municipalities' climate mitigation and adaptation policies. The dissertation uses 2010 National League of Cities (NLC) sustainability surveys and the 2010 International City/County Management Association (ICMA) sustainability survey to test the hypotheses. Analytical results show that floods and droughts influence local climate change policies and suggest that local governments can take advantage of extreme events when initiating a policy change. The results also suggest that political institutions can shape the effects of natural disasters on municipalities' climate mitigation and adaptation actions.

Abstract:
The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. Conversely, President Bush operated under a domain of gains where he did not connect fossil fuel use with future damages, rather with continued economic growth. President Bush's domain of gains reduced his risk tolerance and resulted in his pursuit of fossil fuel intensive economic development policies. This paper defines the domain that Presidents Clinton and Bush operated under regarding climate change, the independent variable of this analysis. A total of 26 speeches on climate change by these presidents were coded to explicate domain according to two categories of beliefs. The single most salient variable is the decision makers beliefs about the perceived robustness of the current state of scientific knowledge on climate change. The second most important aspect of these decision makers beliefs revolve around the role of fossil fuels in economic growth. Once domain has been defined through the cognitive maps and each decision makers corresponding risk tolerance explicated, the dependent variable of policy preferences are analyzed. Two policy options are analyzed; the business as usual (BAU) option associated with the status quo, as well as a climate protection policy that is reflective of the emissions reductions associated with US compliance with Kyoto. These two policy options are evaluated in three case studies; the economy wide costs of compliance with Kyoto targets for greenhouse gas emissions, the public health impacts of greenhouse gas reductions, and finally against a component of the Kyoto Protocol that allows for international trading of permits to emit greenhouse gases.

Abstract:
While communities in the United States are already experiencing the effects of climate change, scientists project that sea level rise, increased precipitation, and record-breaking extreme weather events will devastate vulnerable regions in the following decades. The absence of federal strategies for climate change adaptation leaves state and city governments with broad discretion to undertake climate change adaptation measures. Yet cities may be unable to adapt to climate change without external assistance, particularly in states where the state leadership has not recognized the need to provide political and financial support to local governments. Collaboration allows cities to pool resources and work across boundaries to ameliorate significant problems such as climate change. Scholars of public administration have extensively researched collaboration. However, we still know little about what factors facilitate horizontal collaboration and why and how collaborative governance may lead to improved policy outputs and outcomes. Using the case of sea level rise preparedness in US cities, this dissertation contributes to better understanding of horizontal collaboration and its effects on public service provision. The analysis draws on quantitative data from surveys, administered to US municipal governments, and qualitative data from semi-structured interviews with city officials. This research has several principal findings. First, organizational propensity to collaborate on sea level rise preparedness is driven by leadership that recognizes the value and need for collaboration, and internal organizational characteristics. Second, horizontal collaboration helps cities advance plans for sea level rise adaptation, particularly when partnering with institutions of higher learning and businesses. Third, the findings show that collaboration with other municipalities and businesses is a positive contributing factor toward better preparedness for sea level rise in US cities. By shedding more light on horizontal collaboration as a tool to help cities adapt to changes in climate, the study contributes to two bodies of literature, including research on climate change policy and collaborative governance. The study also provides a number of recommendations to local policy makers and public administrators on how to facilitate horizontal collaboration to utilize local resources in public problem-solving.

The net effects of various climate policies on households in the United States are assessed, with particular attention to the distribution of economic outcomes across geography, urbanity, and income groups. Climate policy has the potential to assess more costs to low-income households than high-income households (regressive) as well as more costs to rural households than metropolitan. The objective of this study was to improve the understanding of the potential for regressivity, geographic transfers, and rural-urban transfers among climate policy options and to test for ways to mitigate regressivity and unwanted transfers. Using different machine learning algorithms, I created a statistical model of the household carbon footprint (HCF) for an average household in each US Census tract. Policy outcomes were assessed by quantifying the net increase or decrease of annual household expenses (e.g.
electricity, utilities, and gasoline consumption) under 12 different policy scenarios, which included carbon pricing schemes, regulatory standards (Corporate Average Fuel Economy Standards, Clean Energy Standards, and the Clean Power Plan), and a scenario that combined carbon pricing and command-and-control regulation. I found that there is significant variation in carbon footprints with income and geography; income effects are mostly driven by higher footprints related to transportation and consumer products and services, while geographic effects are affected by the carbon intensity of the electricity grid. Carbon pricing, when accompanied with a dividend, is progressive for urban, rural, and suburban households. There are transfers from the Midwest and Plains to the Coasts when the dividend is evenly divided, but this can be mitigated though adjusting the dividend slightly (<8% increase or decrease).
Adjusting the dividend to increase the amount for low-income households and reduce the amount for high-income households benefits rural households more on average, but increases the overall heterogeneity of impacts within each income group. Adjusting the carbon dividend for both geography and urbanity increases the average benefit to low-income households and reduces the heterogeneity of impacts within income groups. The effects of the regulatory policy tends to be regressive and are, on average, a net cost to households who are low income - especially those in rural areas. Combining a carbon price and dividend with regulatory standards can remove the regressive trend of regulations, but regional and urban-rural transfers are harder to mitigate.

This thesis is a study ofthe policy which the Heath Government of 1970-74 pursued towards the United States. The established interpretation of the Govern...'Tlent's policy is that, unlike all other post-war governments, it chose to give clear priority to Britain's relationship with the EEC over that with America, with Heath himself being primarily responsible for this re-orientation in British foreign policy. The thesis seeks to re-assess the Government's policy by conducting a detailed examination of the range ofissues which affected Anglo-American relations (except in intelligence gathering). It has been based primarily upon the government's records but also draws on interviews and correspondence with some of those involved, together with a range of other material. The thesis demonstrates that Edward Heath did not dictate the policy which his Government pursued and that this was based upon close consultation between ministers and officials who attached·great importance to Britain's relationship with / the us. It reveals that, while entry to the EEC had a very important effect on L.'J.e Anglo-A.'Tlerican relationship, a number of other major factors, particularly defence policy, were also very important in determining the Government's relationship with America. British interests in a number of areas, therefore, required the Government to work with the us to influence its policies. The thesis examines in detail the policies which the Government pursued and demonstrates that many ofthe assumptions made about its approach to, for example, the 'Year ofEurope' and the October War during 1973, are profoundly mistaken. Like its predecessors, the Heath Government sought to achieve a balance in its relationships with America and the Community, consciously seeking to get the best ofboth worlds, rather than opting decisively to give priority to the Community over America.

The purpose of this research is to analyze the relationship between the executive and legislative branches of American federal government, during periods within which these two branches are led by different political parties, to discover whether the legislative branch attempts to independently legislate and enact foreign policy by using "the power of the purse" to either appropriate in support of or refuse to appropriate in opposition to military engagement abroad. The methodology for this research includes the analysis and comparison of certain variables, including public opinion, budgetary constraints, and the relative majority of the party that holds power in one or both chambers, and the ways these variables may impact the behavior of the legislative branch in this regard. It also includes the analysis of appropriations requests made by the legislative branch for funding military engagement in rejection of requests from the executive branch for all military engagements that occurred during periods of divided government from 1946 through 2009.

The research question animating this project is ‘what is the nature of neoliberalism’s influence on recent and contemporary US climate change policy?’ Situating itself against several growing bodies of literature which have sought to underscore the fetishism of markets in recent environmental and climate policy agendas under neoliberalism – e.g., the work of Heynen et al (2007) on ‘neoliberal environments’; Paterson and Newell’s (2010) work on neoliberalism and carbon markets; and the work of Dryzek et al (2003) on state forms and ecological modernization – this project argues that any such analysis must be predicated on a considerably more nuanced conception of (a) ‘neoliberalism’, (b) the historic role of states in fostering accumulation, and (c) the nature of policy development within any specific neoliberal context. Applying these theoretical re-conceptualizations to the American context, the project argues that a central tension informing contemporary US climate policy under neoliberalism can be understood a stand-off between two prevailing logics in the federal policy process: on the one hand, Washington’s attempt to build on its tradition of using state power to foster high-tech market development by cultivating the alternative energy realm as a developmental state project, and on the other, the anti-regulationist bent of neoliberalism which seeks to delegitimize the ‘pull’ policies required to ‘creatively destroy’ conventional energy and animate domestic alternative energy markets. Against the general conception of the US as a ‘climate laggard’ whose policy options are restricted market mechanisms and generally anathema to progressive ecological modernization, this body of work shows how the US has managed to develop a robust set of interventionist ‘push’ and ‘pull’ climate policies along ‘alternative policy pathways’, despite the prevailing anti-state rhetoric of neoliberalism.

Abstract:
Municipal unauthorized immigration policy, as an area of study, is underexplored. The literature is in the early stages of development, and little specific theory to guide research exists. To advance this emerging field, my study addresses two questions. First, what unauthorized immigration policies do local governments pursue, under what circumstances, and for what reasons? Second, what explains city-to-city variation in municipal responsiveness to the policy preferences and interests of residents without legal status? The dissertation also presents a typology of municipal responsiveness to unauthorized immigrants, based on my exploratory research. To explain intercity differences in the policy processes and choices of local government, I explore three possible explanations--Hero's (1998) social diversity thesis, urban regime theory, and political culture and policy entrepreneurship. My study engages these theoretical ideas with the findings of a comparative case study of three mid-size, reemerging gateway cities: Sacramento, California; Denver, Colorado; and Portland, Oregon. I explore whether associations between local factors and municipal unauthorized immigration policy emerge in the recent history of the three case cities. Analysis of data gleaned from document study suggests that political culture, as expressed through entrepreneurial political leaders, has been important in shaping regime development and subsequent policy action on unauthorized immigration, while differences in the ethnoracial structure of cities accounts for variation in policy approach.

This study investigates the phenomenon of ethnic interest groups as domestic sources of influence on the making of foreign policy on a cross-national basis. The attempt is made first to develop a framework for comparing theoretically the role of ethnic groups in various governmental systems. Once completed, the various conceptual assumptions are applied to the activities of domestic ethnic interest groups in the United States and Canada concerned with policy for the Middle East and the Arab-Israel conflict. The focus is primarily on the American and Canadian pro-Israel lobbies during the period between October 1973 and September 1982. Data for domestic Arab ethnic constituencies are also considered where relevant, but more as logical counter-points to the North American Jewish communities than as bases for full and complete cross-ethnic comparison. The principal objective of this study is to compare the political influence of two interest groups of the same faith and fundamental purpose but of different systems of government and political cultures.

Global climate change is anticipated to raise the overall temperatures and is likely to increase future mortality attributable to heat. Predicting future health consequences of higher temperatures at the regional, national and global level based on historical temperature-mortality relationships can be challenging due in part to the uncertainties in the location-specific temperature-mortality relationship, the heat threshold, and how populations will adapt or acclimatize. This study reviews published estimates of the warm season temperature-mortality relationships around the world and explores the heterogeneity in terms of the magnitude of the relationship and the threshold. We also investigate the potential effects of adaptation and acclimatization on the estimates of excess heat-related deaths based on empirical evidence, and propose a method that can be used in future projections to address the uncertainties. This study contributes to the literature of projecting the future public health burden of heat-related effects, which provides valuable information to climate policy decision making.

Abstract:
This thesis has three separate parts. In the first part I report the first ex post study of the economic impact of sea level rise. I apply two econometric approaches to estimate the past effects of sea level rise on the economy of the USA, viz. Barro type growth regressions adjusted for spatial patterns and a matching estimator. The unit of analysis is 3063 counties of the USA. I fit growth regressions for 13 time periods and I estimate numerous varieties for both growth regressions and matching estimator. Although there is some evidence that sea level rise has a positive effect on economic growth, in most specifications the estimated effects are insignificant. Therefore, I cannot confirm the implicit assumption of previous ex-ante studies, in particular that sea level rise has in general negative effect on economies. In the second part I fit Ricardian regressions of agricultural land values for 2830 counties of the USA on past sea level rise, taking account of spatial autocorrelation and heteroscedasticity. I find a significant, hill-shaped relationship. Hence, the outcomes are mixed. Mild sea level rise increases, while more pronounced sea level rise causes land values to fall. The results are robust to a set of variations. In the third part I explore an unprecedented dataset of almost 6,000 observations to identify main predictors of climate knowledge, climate risk perception and willingness to pay (WTP) for climate change mitigation. Among nearly 70 potential explanatory variables I detect the most important ones using a multisplit lasso estimator. Importantly, I test significance of individuals' preferences about time, risk and equity. The study is innovative as these behavioural characteristics were recorded by including experimental methods into a live sample survey. This unique way of data collection combines advantages of surveys and experiments. The most important predictors of environmental attitudes are numeracy, cognitive ability, inequity aversion and political and ideological world-view.

Abstract:
The purpose of this policy report is to elucidate the current Arctic strategies and capabilities of the major Arctic nations – Canada, Denmark, Norway, Russia, and the United States – with the aim of identifying American shortcomings in the region and potential policy suggestions to correct these failings. The report first illuminates the potential for resource gain in the Arctic, specifically with respect to oil and natural gas and the potential for commercial growth represented by new Arctic shipping routes. The report also discusses the difficulties associated with reaping the rewards of the Arctic, specifically the lack of maritime infrastructure, the additional costs and risks associated with operating in the Arctic, and the speed with which the Arctic is melting. In general, the report finds that Arctic nations other than the United States are moving aggressively to protect their current and future commercial gains in the Arctic operating space. All countries are doing so by adhering to international legal standards such as the UN Convention on the Laws of the Seas and creating Arctic-specific domestic policies. The much vaunted military expansion in the Arctic is nothing more than countries attempting to protect and police their economic gains in the region. The United States has fallen far behind in all of these regards, and stands to lose out in the Arctic if it does not correct this situation immediately. The report presents the following suggestions for the United States: Create an “American Arctic Policy” document at the Executive level Accede to the UN Convention on the Law of the Sea Approve or facilitate funding for a new heavy icebreaker, while solving the question of the Polar Sea Adjudicate an appropriate compromise on the Beaufort Wedge dispute with Canada Improve bilateral capabilities and create agreements with Russia in the Bering Strait and Canada in the Beaufort Sea Strengthen international Arctic cooperation through strong Arctic Council leadership

Canada and the United States are two of the most energy-intensive countries in the world and have an immense impact upon their surrounding environment. Both countries have committed to contributing to the stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, in accordance with the United Nations climate change regime. Their climate change-related energy policies do not, as yet, show any sign of achieving that objective, especially in light of the fact that greenhouse gas emissions are on the rise. This thesis consequently argues that not enough is being done by Canada-US to fulfill their commitments under the climate change-regime and tests that hypothesis.

Abstract:
In 1997, both the United States (U.S.) and the European Union (EU) signed the Kyoto Protocol, the first legally binding international treaty with targets for greenhouse gas emissions reductions. However, in 2001, the United States withdrew from the Protocol. This thesis seeks to understand some of the reasons why the European Union embraced the Kyoto Protocol while the United States did not. Using an overall framework of comparative politics, research is undertaken through three lenses. First, an overview of public opinion toward global warming and climate change in the U.S. and the EU analyzes potential differences or similarities from surveys carried out in each area. Second, I examine the prevailing political ideology in each polity, with emphasis on the period when climate change arose as a major global challenge. Finally, two case studies examine the theory of environmental federalism and how it might affect climate change policy action. I obtained the following results. Public opinion research has revealed that, on average, the American public is nearly as concerned with climate change as the European public. However, the overarching political ideology in the U.S. was one of conservatism, while that in Europe was one of social democracy, with left and center-left governments, contributing to a greater or lesser degree, and through indirect mechanisms, to the political stances adopted. Finally, the case of Germany shows that member state actions, such as the implementation of ambitious reductions targets, can still play a crucial role in leadership even in the presence of action at the central government level (EU). The California case study shows that state-level efforts can rise to fill a vacuum created by the absence of central government action. In the end, behavior of each polity regarding international climate agreements, particularly the Kyoto Protocol, cannot be explained in simple terms.; The complexity of the issues revolving climate change require further interdisciplinary research and collaboration among multiple actors including scientists, policymakers, nongovernmental organizations, and other stakeholders.

Abstract:
Structural Equation Modeling (SEM) is used to test the proposed model in five different policy areas: education, health care, criminal justice, economic development, and environmental policies. Results of the analysis indicate that, while state diversity is positively associated with state innovation and state policy adoption, inclusion of state socioeconomic and political variables in the analysis decreases the relative influence of state diversity on innovation and policy outcomes. Furthermore, the relative influence of diversity, socioeconomic, and political variables differs among the policy areas used in this study. Three major themes are noticed here: the overwhelming significance of state political characteristics to state innovation, the relatively moderate significance of state socioeconomic characteristics to state policy outcomes and state innovation, and the low significance of state diversity variables to state policy outcomes.; The question of policy origination is the very essence of state public policy analysis. This study provides an overview of the previous research on innovation, as defined by Rogers (1962, 2003) and Walker (1969), and determinants models of state policy formulation, as they relate to innovation and policy adoption on the state level. The literature review indicates that previous research mostly focused on the internal state characteristics such as political and socioeconomic variables to explain state differences in policy adoption. The literature also indicates a general lack of empirical research relating diversity to innovation and policy adoption. State governments have to deal with diversified populations and workforces whether they want to or not. The number of immigrants from other countries as well as migrants from other states is constantly growing. For instance, in just the five years from 2000 to 2005, we added almost 5.5 million immigrants, and that figure represents only those who are documented. These people are coming from all over the world. They speak different languages, are accustomed to different foods, and have different religious affiliations. It would be unrealistic to expect them to have social and political values similar to those of people born and raised in the United States. The impact and the overall influence of such diversity on state policy formulation have not yet been fully explained. The growing importance of diversity in the United States calls for its inclusion into state policy adoption models. This study proposes a new model including a construct of diversity as one of the determinants of state policy adoption. The reasoning for the new model is twofold: first, to determine the potential influence of diversity on innovation, and second, to determine whether diversity also influences state policy adoption.

This thesis analyses the current regulatory regimes in the European Union---in particular Germany---and the United States governing the authorization of global mobile personal communications by satellite (GMPCS).
Current satellite licensing regimes fail to take into account the international character of satellite telecommunications. The reliance on a national public interest standard does not properly address the interests of the community of states, industry and consumers and is not suitable to meet the aspirations of international space law. The international harmonization of frequencies and international standardization are indispensable for the introduction of these new services. The establishment of an international communications regulator with the power to adopt binding decisions if required is the most suitable way to address these problems. However, the development of an international public interest standard with clear policy objectives will be hard to achieve.
With regard to the different aspects of ground segment licensing, a gradual approach is the best way to balance the different interests and concerns in this field. The International Telecommunications Union GMPCS MoU and the development of European regulations show a feasible way to achieve a regulatory regime that facilitates the introduction of these new services. Lighter regulations, possibly the introduction of one stop shopping procedures, mutual recognition of licenses and the introduction of general authorizations are measures that can and should be taken at the international level. The interdependence of earth and space segment licensing may lead to the understanding that some aspects of earth segment licensing should also be regulated at international level.
The question will be whether States, industry and users are able to reconcile their interests and the sometimes opposing trends of international cooperation and international competition for the benefit of "all mankind".

Abstract:

Heat stress due to ambient outdoor temperatures is a workplace hazard that has not been well studied or characterized. The incidence of occupational heat-related illness is unknown. Heat-related morbidity and mortality have been well-studied at the population level, however it cannot be determined if these findings extend systematically to workers exposed to high heat conditions. Remarkably, there is no U.S. federal standard to protect workers from the peril of elevated environmental temperatures and few states have protective regulations. This dissertation research will add to the limited knowledge base of occupational heat-related illnesses, by characterizing worker fatalities due to environmental heat stress. Three independent, but related, research strategies were designed, executed, and completed to evaluate the current research, as well as knowledge gaps, and to thoroughly describe these fatalities based on available information.

This work was initiated with a thorough literature review to summarize research findings that characterize U.S. occupational heat-related morbidity and mortality and identify gaps in the existing research literature. This review of science, health, and medical databases found that few studies examine ambient heat stress or characterize the incidence of occupational heat-related illnesses and outcomes. Significantly more research examining the heterogeneity of worker and environmental risk factors to heat exposure is needed to identify unsafe working conditions and implement practical, evidence-based heat-stress policies and interventions. The subsequent study describes the epidemiological characteristics of heat-related deaths among workers in the U.S. from 2000 to 2010. Fatality data were obtained at the Bureau of Labor Statistics from the confidential on-site Census of Fatal Occupational Injuries database. Fatality rates and risk ratios with 95% confidence intervals were calculated by year, sex, age group, ethnicity, race, state, and industry. Between 2000 and 2010, 359 occupational heat-related deaths were identified in the U.S., for a yearly average fatality rate of 0.22 per 1 million workers. Highest rates were found among Hispanics, men, the agriculture and construction industries, the states of Mississippi and Arkansas, and very small establishments. This study provides the first comprehensive national profile of heat-related deaths in the U.S. workplace. Prevention efforts should be directed at small businesses, states, industries and individuals who may be at increased risk of heat stress.

Lastly, to further characterize these fatalities, research was performed to: 1) determine the ranges of heat index and temperature at which workers fatally succumb to environmental heat; 2) identify risk factors that may influence heat-related deaths; and 3) translate these findings to policy recommendations. The Census of Fatal Occupational Injuries and the National Climate Data Center were used to identify worker heat-related deaths in the U.S., 2000- 2010, and to assign a maximum daily temperature and heat index to each case. Demographic, meteorological, and geographical variables were analyzed to evaluate any differences in fatal heat exposure. The National Weather Service temperature alert tools, the Excessive Heat Event warning and the heat index category chart, were utilized to assess community threshold suitability for workers subjected to exertional heat stress. Of the 327 cases that qualified for the analysis, there were no differences found in mean temperatures and heat indexes between the sexes, races, age groups, ethnic groups, and industries. Southern workers died at significantly higher temperatures than workers in the North. This study supports the use of heat index and temperature as a guide when evaluating environmental conditions for workers.

Population-level heat index threshold alerts are unsuitable for preventing exertional heat stress and new warning systems should be developed. Since heat-related health hazards at work can be anticipated before they manifest, preventive measures can be implemented before illness occurs. With no federal regulatory standards to protect workers from environmental heat exposure, and with climate change as a driver for adaptation and prevention of heat disorders, it is increasing sensible and imperative for the Occupational Safety and Health Administration to take action. National leadership is needed to promulgate regulations, develop new heat alert tools using the heat index as a metric, and promote state-specific occupational heat stress prevention policies.

ENGLISH ABSTRACT: The United States of America (USA) has a new president in the White House - a president whose rhetoric appears to distance himself from the policies of the previous administration. This also appears to hold true for his approach with regard to nuclear nonproliferation. The overarching research aim of this study is to explore whether the Obama administration’s policy with regard to nuclear non-proliferation will differ significantly from that of the Bush administration. The broader subject of nuclear non-proliferation will be subdivided into three themes, namely: disarmament, proliferation by non-nuclear states and nuclear terrorism. In order to sketch the international context within which the USA’s policy must be viewed, an overview of the nuclear non-proliferation regime is provided. This will be followed by an exploration of disarmament, proliferation by nonnuclear states (with Iran and North Korea as case studies) and nuclear terrorism. In each case, a comparison between the Bush administration and the Obama administration’s policies will be done. Finally, an analysis will be done of the main similarities and differences between the two administrations’ approaches, with a focus on the use of hard, soft and smart power. The study concludes that the primary difference between the Bush and Obama administration’s approaches is that Bush pursued only one policy option (hard power) at a time, while Obama intends to use many different policy options (smart power) at the same time, with a focus on increasing the use of soft power. This sort of pragmatism may just be what the USA needs right now in order to address the problem of nuclear proliferation.

This project investigates the question of why local governments cooperate with one another for service provision and coordinated policies. It proposes that the selection of interlocal cooperation among local leaders in the Unites States can be best understood as a diffusion process by which local elites learn from the cooperative experiments of neighboring jurisdictions and reproduce them in order to realize similar gains when it makes sense to do so. This process, I argue, is driven by the mechanisms of learning, development of networks of trust, and interlocal competition. The project presents theory, methods, and results in three manuscripts. The first uses a newly constructed longitudinal dataset of financial transfers by local governments to show that localities are more likely to cooperate when larger shares of their neighbors were cooperating in the past. This process is amplified in regions with more intense interlocal competition. The second manuscript demonstrates that the diffusion of cooperation is most intense within particular types of local service provision, namely those that involve capital-intensive and system-maintenance functions of government, such as highways, sewers, and water delivery. Finally, the third paper presents results from an original, national survey of mayors and councilors that involved embedded experiments to tease out the hypothesized mechanisms of diffusion. Findings provide strong support for the role of development of trust and learning in the spread of interlocal cooperation.

Abstract:
The following paper explores the relationship between the tobacco industry and the United States government. Through an extensive literature review, I conclude that the government is perpetuating the tobacco crisis in the United States by aligning their policymaking actions with the interests of the industry in exchange for receiving campaign support. I find that the primary method of support the industry provides is through monetary contributions, essentially bribing legislators to assist them on tobacco control regulations. I argue that this mode of persuasion is most effective because the tobacco industry is appealing to the egos of the legislators by bolstering their finances which in turn greatly enables them to sustain their power in office. For future research, I recommend analyzing this relationship regarding the rising trend of e-cigarettes and vaping, especially among adolescents.

Abstract:
Recent sustainability research has focused on urban systems given their high share of environmental impacts and potential for centralized impact mitigation. Most previous works rely on descriptive statistics obtained from place-based case studies representing major cities, metropolitan areas, and counties using emissions inventories that may have inconsistent and/or limited scope (e.g., transportation and residential emissions only). This limits the potential for general insights and decision support related to the role of urbanization in CO2 emissions reduction. Here, I implement generalized linear and multiple linear regression analyses to obtain robust insights on the relationship between urbanization and CO2 emissions in the U.S. I used consistently derived county-level scope 1 & 2 CO2 inventories for my response variable while predictor variables included dummy-coded variables for county geographic type (central, outlying, and non-metropolitan), median household income, population density, and climate indices (heating degree days (HDD) and cooling degree days (CDD)). There is statistically significant difference in per capita emissions by sector for different county types, with transportation and residential emissions highest in nonmetropolitan (rural) counties, transportation emissions lowest in central (most urbanized) counties, and commercial sector emissions highest in central counties. More importantly, contrary to most previous findings, there is not enough statistical evidence indicating that per capita scope 1 & 2 emissions differ by geographic type, ceteris paribus. These results are robust for different assumed electricity emissions factors. Given that emissions production rate in more urban counties are not significantly different from that of less urban ones and population is concentrated in urban counties, significant national emissions reduction could be achieved if efforts are focused on central counties. There are various climate mitigation techniques – both from the supply and demand side. Given the large contribution of transportation in total county emissions and the fact that this technology bridges the transportation and electricity sector which is currently the biggest contributor to CO2 emissions, I investigated the emission reduction benefits from driving electric instead of gasoline vehicles. Vehicle electrification has also received sustained support from the local to the supranational level and is seeing an optimistic market trend. I characterize and assess the uncertainty in CO2 emissions per mile travelled for vehicles in the U.S. given regional variation and uncertainty in electricity emissions factor (marginal vs average, generation- vs consumption-based, different regional boundaries), driving pattern, and daily vehicle miles traveled (DVMT). I also investigate vehicle emissions estimates under convenience (vehicle starts charging when it arrives at home) and delayed (vehicle starts charging at 12am) charging. Using marginal emissions factors results in electric vehicle emissions estimate that are higher than average emissions estimates in the northeastern and north central U.S., and lower emissions in the south central U.S. In other regions, using marginal emissions versus average emissions factors may lead to differences in emissions estimates by as much as 28%. Delayed charging leads to higher emissions, given that off-peak electricity demand is supplied by fossil generators in most regions (e.g., coal). Using marginal emissions estimates, the Nissan Leaf electric vehicle has lower operation emissions compared to the Toyota Prius (the most efficient US gasoline vehicle) in western U.S., and the Leaf has higher operation emissions in the north central, regardless of assumed charging scheme and estimation method. In other regions the comparison is uncertain because of regional variation and uncertainty in emission factor estimates. Consumption- and generation-based marginal emissions also significantly (5 % - 28%), enough to result unclear comparison results. Average vehicle emissions estimates under different regional boundary definitions also differ significantly (e.g., state-based estimates deviate from National Electricity Reliability Commission (NERC) region-based estimates by as much as 122%). Other factors such as driving pattern and daily vehicle miles traveled also influence vehicle emissions. I conduct a locational comparison of electric and gasoline vehicle life cycle emissions in the U.S. taking into consideration the regional variation in the joint effect of consumption-based marginal electricity emission factors, driving pattern (city, highway or combined), and daily vehicle miles traveled (DVMT) distribution. I find that electricity generation emissions rate, determined by grid mix and charging scheme, has the largest influence on electric vehicle emission levels and the emissions differences of gasoline and electric vehicles. Secondary to this is urbanization level, especially for PHEVs, as it influences driving pattern and daily vehicle miles traveled. Highest CO2 emission reductions from electric vehicles can be attained in metropolitan counties in CA, TX, FL, NY, and New England states. Policies for wider adoption of electric vehicles such as incentives and other adoption facilitating mechanisms including investments in public charging infrastructure are encouraged in metropolitan counties, especially the denser ones. On the other hand, these policies are discouraged in north central states where electric vehicles would only increase emissions because of a relatively carbon-intensive grid. These findings reflect the pivotal role of the electricity and transportation sectors nexus in achieving national goals of CO2 emission reductions. Unless the U.S. decarbonizes its electricity system further, electric vehicles will only be beneficial in climate mitigation efforts in certain locations in the country.

Abstract:
This is a study of the discourse contest concerning the officialisation of English in the United States. It consists of an analysis of the language of that discourse shaped by a belief that discourse is a rather neglected but potentially illuminating area of examination of language and literacy policy. The study seeks to understand the processes and content of language policy as it is being made, or performed, and is influenced by a critique of the theory and practice of language policy which tends to adopt technicist paradigms of examination that insufficiently elucidate the politics of the field. ¶ Accordingly a systematic gathering of the texts of language disputation in the US was collected. These texts were organised in response to the methods of elicitation. Semi-elicited texts, elicited texts and unelicited texts were gathered and tested to be sure that they constituted a fair representation of the concourse (what had been said and was being said about the issue) over a 15 year period. Those statements, or texts, that had particular currency during the 104th Congress were selected for further use. An empirical examination of the subjective dispositions of those activists involved in the making of official English, or of resisting the making of official English, was conducted. ¶ This examination utilised the Q methodology (inverted factor analysis) invented by William Stephensen. The data from this study provided a rich field of knowledge about the discursive parameters of the making of policy in synchronic and diachronic form. Direct interviews were also conducted with participants, and discourse analysis of ‘naturally occurring’ (unelicited texts) speeches and radio debates and other material of persuasion and disagreement was conducted. ¶ These data frame and produce a representation of the orders of discourse and their dynamic and shaping power. Against an analysis of language policy making and a document analysis of the politics of language in the United States the discourses are utilised to contribute to a richer understanding of the field and the broad conclusion that as far as language policy is concerned it is hardly possible to make a distinction with political action. ¶ The theoretical implications for a reinvigorated language policy theory constitute the latter part of the thesis. In the multi-epistemological context that postmodernity demands, with its skepticism about the possibility of ‘disinterest’, the thesis offers its own kinds of data triangulation, and the making central of subjective dispositions and political purposes and engagements of the principal anatagonists.

The Framework Convention on Climate Change has yet to deal with tropical deforestation although it represents an important source of greenhouse gas emissions. In December 2005 negotiations on a possible regime to reduce emissions from deforestation resume under the impulse of a regime proposal based on the concept of compensated reduction. Over the course of 2006 Panamanian policy-makers working within the National Environmental Authority (ANAM) determine that such a regime is in the interest of Panama given that the integrity of the Kyoto Protocol's existing flexibility mechanisms is protected. However reducing its deforestation rate is not currently possible for Panama due to ANAM's limited institutional capacity to act on the field and limited political capacity to influence the national agenda. Important up-front flows of funds from developed countries combined with the adoption of a progressive project based compensation mechanism could contribute to reverse this trend.

Abstract:
The purpose of this thesis is to analyze climate change initiatives in China, the United States, and California, determine where they fall on a spectrum from climate change leader to climate change laggard, and evaluate the need for more effective collaboration among these entities in order to collectively tackle the global threat of climate change. This thesis supplements existing literature in the field by synthesizing the climate change activities of three important players in the global arena: China, the United States, and California. This thesis is different from other research, however, by underscoring the collaboration between these three entities and specifically recommending cap and trade as a mechanism through which to reduce greenhouse gas emissions. In this thesis, I claim that on a spectrum from climate change laggard to climate change leader, the United States settles as a laggard, California emerges as a leader, and contrary to popular belief, I argue that China is transitioning between the two. Moreover, I emphasize the importance of more collaboration – especially more substantive collaboration – between these key players in order to achieve significant global emissions reductions because they will stimulate other partnerships around the world and trigger more collective action on climate change. Finally, I offer cap and trade as a viable option through which these three entities can work together to reduce their contribution to global greenhouse gas emissions.

Abstract:
David Rusk claims in Cities Without Suburbs that elastic American cities are less segregated than other American cities. I demonstrate through statistical analyses that there is a strong correlation between Rusk's elasticity (an index comprised of a central city's annexation history since 1950 and its population density) and his income segregation index. The statistical correlation between these two variables is stronger than between Rusk's segregation index and any other variable I test, including city age, size, regional location, and black population percentage. I then consider several hypotheses that may explain these correlations and propose that the continuous annexation of peripheral, developing land by a central city prevents the incorporation of affluent suburbs. Suburban boundaries, especially those of affluent suburbs, function as population sorting mechanisms, which segregate migrant households by socioeconomic status and life-style. I ascertain that only rapidly growing, unbounded central cities prevent or ameliorate segregation by being elastic.
