Abstract:
Addressing anti-social behaviour (ASB) has been a major policy priority of New Labour since it came to power in 1997. This is reflected in a series of legislative powers enabling a range of agencies to take legal action to tackle ASB (e.g. Crime and Disorder Act 1998; Police Reform Act 2002; Anti-Social Behaviour Act 2003; Serious Organised Crime and Police Act 2005) and in a number of national policy initiatives (e.g. the Home Office ‘Together’ Campaign, 2003; the Respect Action Plan, 2006; the Youth Task Force Action Plan, 2007). These developments are the subject of a growing body of academic analysis and critique, much of which has focused on the use of the ASB powers in the regulation of particular neighbourhoods and communities, especially social housing areas of predominantly White working-class residents (Burney, 2005; Flint, 2006), and of young people, again mostly White and working class (Squires and Stephen, 2005). Specific service or practice developments arising out of ASB policy have also been analysed, for example, Family Intervention Projects (Nixon et al., 2006, 2008), Anti-Social Behaviour Teams (Prior et al., 2006), and the use of ASBOs (Squires, 2006; Matthews et al., 2007) and Dispersal Orders (Crawford and Lister, 2007).

<p class="ResumoeAbstract">Este artigo faz uma análise das atividades de ensino da produção textual propostas no livro didático. Nosso objetivo é refletir sobre o quanto e se estas atividades promovem a construção da autonomia nas produções escritas dos alunos. Nosso objeto de estudo são as atividades presentes no exemplar do professor do livro intitulado Português: linguagens, 4ª edição, volume único, do ensino médio, de Cereja e Magalhães, da Atual Editora, 2013. Nossa análise baseia-se nos estudos de Bakhtin (2003, 2006); Zozzoli (2002, 2006); Belmiro (2000); Ginsburg, 1989; Leffa, 2000; Possenti (2009) e Renaut (2004), entre outros. Este estudo exploratório, é de caráter qualitativo e de cunho interpretativista. Os resultados revelam que as propostas de ensino de produção escrita analisadas não promovem a autonomia relativa do sujeito escritor e, ao invés disso, reforçam práticas de ensino de escrita direcionadas e limitadoras. </p>

Abstract:
Background This study aimed to examine the evolution of genotypic drug resistance prevalence in treatment-failing patients in the multicentre, Italian, Antiretroviral Resistance Cohort Analysis (ARCA). Methods Patients with a drug resistance genotype test performed between 1999 and 2006 at failure of a combination antiretroviral therapy and with complete treatment history were selected. The prevalence of resistance was measured overall, per calendar year, per drug class and per treatment line at failure. Results The overall resistance prevalence was 81%. Resistance to nucleoside reverse transcriptase inhibitors (NRTIs) declined after 2002 (68% in 2006; χ2 for trend P=0.004); resistance to non-NRTIs (NNRTIs) stabilized after 2004; and resistance to protease inhibitors (PIs) declined after 2001 (43% in 2006; P=0.004). In first-line failures, NRTI resistance decreased after 2002 ( P=0.006), NNRTI resistance decreased after 2003 ( P=0.001) and PI resistance decreased after 2001 ( P<0.001). Independent predictors of resistance to any class were HIV type-1 transmission by heterosexual contacts as compared with injecting drug use, a higher number of experienced regimens, prior history of suboptimal therapy, higher viral load and CD4+ T-cell counts, more recent calendar year and viral subtype B carriage, whereas the use of PI-based versus NNRTI-based regimens at failure was associated with a reduced risk of resistance. There was an increase of type-1 thymidine analogue and of protease mutations L33F, I47A/V, I50V and I54L/M, whereas L90M decreased over calendar years. Conclusions During more recent years, emerging drug resistance has decreased, particularly in first-line failures. The prevalence continues to be high in multiregimen-failing patients.

<p class="Resumo">Neste artigo, apresentamos um estudo sobre o uso de nomenclaturas atribuídas às pessoas com deficiência no decorrer dos anos no contexto educacional brasileiro. Pretendemos discutir as concepções de profissionais envolvidos no ensino inclusivo ao adotarem determinados termos lexicais. Para tanto, buscamos aporte teórico em Mantoan (2003), Skliar (2003; 2006), Jannuzzi (2004), Sassaki (2005), Reis (2006; 2013), Vieira (2013), Santos e Reis (2016), dentre outros. Para realização do estudo, foi utilizada a metodologia investigativa qualitativa, fundamentada em Gil (2002) e Silveira e Córdova (2009). Os dados de pesquisa foram obtidos por meio de questionários e de entrevistas com professores da cidade de Damolândia, no Estado de Goiás. Os resultados deste estudo revelam que, no contexto pesquisado, apesar de os princípios de inclusão terem propiciado a criação de diversas leis e decretos, ainda é preciso refletir muito sobre o tema. Nesse sentido, evidencia-se também a necessidade de políticas públicas que visem a dar uma nova dinâmica aos discursos e práticas educacionais inclusivas vigentes. <strong></strong></p><div> </div>

<span class="fett">Zielsetzung:</span> Die jährliche Auswertung der Behandlungsdaten stationärer Suchthilfeeinrichtungen Deutschlands ermöglicht differenzierte Analysen des Versorgungssystems, der Patientencharakteristika und der erzielten Ergebnisse (www.deutsche-suchthilfestatistik.de). Auf Basis dieser Statistik lassen sich Trends dokumentieren, Qualitätsverbesserungsmaßnahmen planen und die Tätigkeiten der Einrichtungsmitarbeiter strukturieren und erleichtern. </p><p> <span class="fett">Methodik:</span> Die Auswertung des Jahres 2006 basiert auf den nach den Vorgaben standardisierter Datensätze aggregierten Daten von 37.321 Patienten (davon 32.441 Beender) in 157 stationären Einrichtungen für Alkohol-, Drogen- und Medikamentenabhängige (2005: 36.102 Patienten in 140 Einrichtungen, 31.569 Beender). Es werden Angaben zu Patienten-, Behandlungs- und Ergebnischarakteristika erhoben. </p><p> <span class="fett">Ergebnisse:</span> Die Einrichtungsstichprobe hat sich von 2005 auf 2006 erneut vergrößert (+12 %). Die größte Teilnehmergruppe an der deutschen Suchthilfestatistik im stationären Bereich sind Rehabilitationseinrichtungen (86 %). Heime und Übergangseinrichtungen (11 %) und Krankenhäuser (3 %) stellen nur zu einem sehr geringen Teil Daten zur Verfügung, sodass über diese beiden Einrichtungstypen keine verlässlichen generellen Aussagen getroffen werden können. Die geschätzte Erreichungsquote von 64 % aller stationären Einrichtungen basiert auf einer Hochrechnung aller stationären Einrichtungen in Deutschland von 245. Mit 74 % liegt der Anteil der Patienten mit alkoholbezogenen Störungen (schädlicher Gebrauch und Abhängigkeit nach ICD-10) erneut niedriger als in den Vorjahren (2006: 74 %; 2005: 77 %; 2004: 81 %). Der Anteil von Patienten mit opiatbezogenen Störungen (2006: 9 %; 2005: 8 %; 2004: 6 %) sowie cannabisbezogenen Störungen (2006: 4 %; 2005: 3 %; 2004: 2 %) ist dagegen leicht angestiegen. Der Anteil Pathologischer Glücksspieler an den Hauptdiagnosen ist im Vergleich zum Vorjahr konstant geblieben (1,1 %). Die häufigste zusätzliche Diagnose zu einer Hauptdiagnose ist eine cannabisbezogene Störung (zwischen 13 % und 91 %). 75 % aller Patienten sind männlich. Patienten mit alkoholbezogenen Störungen sind durchschnittlich 45 Jahre alt, Patienten mit opiatbezogenen Störungen 32 Jahre. Die durchschnittliche Behandlungsdauer liegt in der Regel bei 12 Wochen. Etwa 72 % der Patienten mit alkohol- und 39 % der Patienten mit opiatbedingten Behandlungen werden planmäßig entlassen. </p><p> <span class="fett">Schlussfolgerungen:</span> Die Vergrößerung der Einrichtungsstichprobe im Vergleich zum Vorjahr bietet erneut Anlass zu Freude. Da die inhaltliche Einrichtungszusammensetzung sich nicht grundlegend geändert hat, lässt sich eine relativ große Stabilität bei der Verteilung der Hauptdiagnosen, der soziodemografischen sowie behandlungsbezogenen Daten beobachten. Zu begrüßen ist ebenfalls die Erstellung einer verbindlichen Einrichtungsdatenbank, welche aktuell in Arbeit ist und bis Ende des Jahres 2007 abgeschlossen sein wird.

Abstract:
This article consists of an ethnographically informed analysis of the ‘logic’ guiding civil society activism in Nepal at three distinct points in its recent history. The paper details these ‘logics’ (‘service logic’ (1990 2000), a ‘peace logic’ (2001-2004) and a more radical and egalitarian logic (2005-2006)) and then relates the corresponding types of civil society (civil society I, civil society II and civil society III, respectively) to broader political developments in the country. It is argued that the changes in the logic underpinning civil society activism can clearly be attributed to the changing patterns of macro power configurations and to distinct challenges faced by the urban literate class over the previous two decades.

Background. Much of the literature on obesity has consistently documented the unprecedented rise in body weight over the past 2 decades. Less attention is paid to future projections of the population distribution of body mass index (BMI). Objective. To forecast the distribution of BMI in children (6—17 years) and adults (>17 years) in the United States (US) by age group, sex, and race over the period 2004—2014. Methods. Analysis of Medical Expenditure Panel Survey data (2001—2002 and 2004— 2005) to estimate and compare the 1-year transitions across BMI categories for children and adults. Forecasting distributions of obesity over 2004—2014 using a probabilistic population-level simulation model and validating it with prevalence data from 2005—2006 National Health and Nutrition Examination Survey. Results. During 2004— 2005, a majority of adults in each BMI category remained in the same category after 1 year, these estimates being not significantly different than the corresponding estimates in 2001—2002. Among children, stabilities within BMI categories are low during 2004—2005, and compared with 2001—2002, transition probabilities into overweight class 2 from other BMI categories increase substantially. Forecasts reveal significant increases in the risk of overweight category among children 6 to 9 years old (5% to 14% in 5 years), with a greater increase anticipated in males, and increases in the overweight category for many years to come for adults, although the adult obesity prevalence remains at the current levels. Conclusions. Although the absolute levels of obesity remain high among US adults, the growth in obesity appears to have stagnated. On the contrary, continued growth in the prevalence of the highest BMI category for children is anticipated.

Abstract:
Electoral geographers are mostly concerned with mapping the responses of voters to different political candidates, while they also work to explain the factors that influence those responses. Yet most studies do not consider how different geographic contexts can affect the political perceptions of voters. In particular, people who live in close proximity to one another may come to embrace similar beliefs and values, while broader social and economic processes may divide these individuals into separate camps. Thus, electoral studies performed at the local level may produce different results than those done at the regional or national level. In exploring how different scales of analysis can give different interpretations of voting patterns, this research gathered data from a series of elections that took place in Virginia. These elections, which occurred between 2003 and 2006, span a variety of federal and state offices, with each presiding over a certain geographic jurisdiction. The study proceeded to map the results of each election in terms of three different types of geographic areas: precincts, counties, and legislative districts. The maps displayed the majority winners within each of these areas, giving a rough indication of the bases of support for each of the different candidates. The study then determined the number of instances where two neighboring areas both favored the same candidate, as well as the number of cases where they voted for opposing candidates. These data helped to shed light on the autocorrelation structure of voting patterns in Virginia, revealing how people in the same general vicinity tend to vote together. Overall, the results of this study demonstrate that smaller geographic units (e.g., precincts) exhibit greater autocorrelation in voting than do larger areas. This observation agrees with the concept of sectionalism, which asserts that location and culture are key influences on voting behavior. However, the data also suggest that class differences are a major source of electoral cleavage, as people from different social and economic backgrounds tend to settle in different areas. The use of multiple scales of analysis thus presents multiple explanations for the voting trend of a given location.

Esta pesquisa tem como objetivo tecer uma crítica ao governo Lula e sua abordagem da miséria brasileira. Para tanto, concentra-se na articulação entre política assistencial via Bolsa Família à classe trabalhadora, por um lado, e política econômica dedicada à vultosa remuneração às burguesias nacionais e estrangeiras, por outro. Igualmente, destina-se atenção à concepção difundida pelo presidente Lula, além dos representantes do Banco Mundial, segundo os quais a articulação acima referida seria uma “revolução silenciosa”. A realização dessa pesquisa contou com o referencial teórico fundado no materialismo histórico, a partir do qual se edificou o campo categorial necessário ao cumprimento dos objetivos listados
This research aims to make a criticism of the Lula government and its approach to the Brazilian poverty. To do so, it focuses on the articulation between, on one hand, welfare policy Family Grant to the working class and, second, economic policy dedicated to pay big money to domestic and foreign bourgeoisies. Este trabalho propõe-se a apresentar uma análise discursiva dos jornais Folha de S. Paulo e O Globo, durante a eleição presidencial de 2006, para verificar como esses meios de comunicação construíram o seu jogo discursivo nesse período. Para isso, foram analisadas 50 capas do O Globo e 80 da Folha de S. Paulo, de agosto a outubro. Porém, foram separadas 10 edições de cada impresso de forma aleatória devido à quantidade excessiva dos periódicos. A escolha desses jornais ocorreu pelo fato de serem considerados os mais vendidos do país e por pertencerem aos estados de maior influência nacional: Rio e São Paulo. A análise foi feita nas primeiras páginas, pois são vistas não só por leitores dessas mídias, mas por várias pessoas que passam pelas bancas diariamente. Esta pesquisa se fundamenta, principalmente, na teoria da ADF (Análise de Discurso de Linha Francesa), pois esclarece como ocorre o funcionamento dos veículos de comunicação. É, também, a partir da história da imprensa, dos jornais O Globo e Folha, que é possível compreender a relação desses veículos com a verdade, como esses a produzem. Os jornais, aparelhos ideológicos de Estado, divulgam a verdade construída, permitida, por uma classe sempre dominante. Os resultados comprovaram que os dois impressos construíram um discurso para beneficiar determinado candidato e prejudicar outro. Para isso, mascararam os aspectos negativos de um e evidenciaram os do oponente.
This work intend to show a discursive analysis of Folha de S. Paulo and O Globo, in the course of presidential election of 2006, to verify how these media built a discursive game in this time. Then 50 cape of Globo and 80 of Folha de S. Paulo was analyzed, between august and October. However, 10 editions were a random separated. The choice of these newspapers is because of these presses are considerate the most sold of Brasil and belong of the bigger importance states of nation: Rio and S. Paulo. This analysis was made in the first page of newspapers, because it can be seen only not its readers, any kind of people that goes to the newsstand everyday. This research use ADF tool (French line of Discourse Analysis), because it can explain how can be performance of these media. Trough press history could be possible understand better the relationship between media and truth, how these presses build this. The newspapers, ideological instrument of State, propagate the built truth, allowed, for always dominant class. The resulted showed that these newspapers built a discourse to benefit a candidate and prejudice the other. Then, these media masked negative aspects about one and evidenced these of opponent concurrent.

JSME (Japan Society of Mechanical Engineers) published the first edition of a FFS (Fitness-for-Service) Code for nuclear power plants in May 2000, which provided rules on flaw evaluation for Class 1 pressure vessels and piping, referring to the ASME Code Section XI. The second edition of the FFS Code was published in October 2002, to include rules on in-service inspection. Individual inspection rules were prescribed for specific structures, such as the Core Shroud and Shroud Support for BWR plants, in consideration of aging degradation by Stress Corrosion Cracking (SCC). Furthermore, JSME established the third edition of the FFS Code in December 2004, which was published in April 2005, and it included requirements on repair and replacement methods and extended the scope of specific inspection rules for structures other than the BWR Core Shroud and Shroud Support. Along with the efforts of the JSME on the development of the FFS Code, Nuclear and Industrial Safety Agency, the Japanese regulatory agency approved and endorsed the 2000 and 2002 editions of the FFS Code as the national rule, which has been in effect since October 2003. The endorsement for the 2004 edition of the FFS Code is now in the review process.

Abstract:
This paper uses the Mexican Social Mobility Survey 2006 to analyze intergenerational social mobility as it relates to entrepreneurial activity. First, the paper analyzes whether entrepreneurs experience greater upward social mobility than self-employed workers or employees. Second, probit models are estimated to identify whether predetermined characteristics are the main determinants of the decision to become an entrepreneur. Third, using the propensity score matching method (PSM), the paper estimates the effect of entrepreneurial activity on income. Results show that entrepreneurs have more options for upward social mobility. For entrepreneurs with low-income parents, it is more difficult to reach the top of the socioeconomic distribution compared to those with middle- or upper-class parents. Second, the probability of becoming an entrepreneur increases when the respondent's father was an entrepreneur. Finally, the mean effect of entrepreneurial activity on income is positive, and is greater for those whose parents belonged to the extreme ends of the socioeconomic distribution.

Current standards and regulations for gas transmission pipelines classify pipeline corridors into location classes and specify design factors accordingly. In the U.S., the current class location system was developed in the 1950's to mitigate increased potential of equipment impact due to frequent excavation activities in developed areas (Shires and Harrison 1998, Michalopoulos and Babka 2000). By using relatively low design factors for populated areas, the increased wall thickness provides extra protection to resist equipment impact with corresponding increase in costs. The primary objectives of this project were to examine the current class location system and develop supplementary criteria that would enhance pipeline safety by applying risk-based or reliability-based methods. This report covers four related topics dealing with 1. assessment area, 2. end boundary between different class locations, 3. enhanced prevention and maintenance for class upgrade, and 4. development of a new safety class system.

The main contribution of this paper with respect to previous work is the use of data on subjective perceptions to identify the Latin American middle classes. This paper provides a set of comparisons between objective and subjective definitions of middle-class using data from the 2007 World Gallup Poll. Seven objective income-based definitions of social class are contrasted with a self-perceived social status measure. Mismatches between the objective and the subjective classification of social class are the largest when the objective definition is based on median incomes. Mismatches result from the fact that self-perceived social status is associated not just with income, but also with personal capabilities, interpersonal relations, financial and material assets, and perceptions of economic insecurity. Objective definitions of the middle class based on absolute incomes provide the lowest mismatches and the most accurate differentiation of the middle class from other classes.

The Shia Hazaras in Pakistan are one of the most persecuted religious minorities. According to a 2019 report produced by the National Commission for Human Rights, a government formed commission, at least 509 Hazaras have been killed since 2013 (NCHR 2018: 2). According to one of the Vice Chairs of the Human Rights Commission Pakistan, the country's leading human rights watchdog, between 2009 and 2014, nearly 1,000 Hazaras were killed in sectarian violence (Butt 2014). The present population of Shia Hazaras is the result of three historical migrations from Afghanistan (Hashmi 2016: 2). The first phase of migration occurred in 1880 1901 when Abd al Rahman Khan came to power in 1880 in Afghanistan and declared war against the Hazaras as a result of a series of revolts they made against the regime.

In this paper we aim to disentangle how sectoral economic growth affects the growth of the middle class size using state-level data of Bolivia from 2000 to 2017, a country with limited data, breaking the three main economic activities into subsectors aiming for more specific results. By means of a Bayesian hierarchical longitudinal model for small samples, we find that the commerce and services sectors have the biggest impact, even though mining and agriculture also have a positive effect on the increase of the middle class in Bolivia. Our results also suggest that both formality and public social investment have a significant, yet smaller, effect.

The Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 mandat¬ed the research and management of the nation’s deep-sea coral resources through establishment of the National Oceanic and Atmospheric Administra¬tion’s Deep Sea Coral Research and Technology Program. The challenge for Alaska was daunting, where expansive, world-class fisheries often coincided with extraordinarily rich coral habitats for a high-latitude region. The first chal¬lenge was to inventory known locations of deep-sea corals. Many coral records and some museum collections existed from Alaska, but the taxonomy of cor¬als was little studied and field iden¬tification of corals was problematic. Formal bycatch programs and research activities in recent decades provided many more specimens for taxonomic study, but guides to species were largely incomplete, inaccurate, and outdated given the fast pace of species discovery in Alaska. We provide a comprehen¬sive, up-to-date guide, detailing 161 coral taxa identified from museum collections, primary literature, and video records. Each profile includes a description, images for each taxon, taxonomic history, biology, ecology, geographical distribution, and habitat, including depth distribution. Corals are found in the six regions of Alaska but the coral fauna of the Aleutian Islands is by far the most species rich. The state of taxonomy for some coral groups is ex¬cellent, while others require additional collections and more taxonomic work. Construction of this guide resulted in descriptions of several antipatharian species, published separately from this guide (Alternatipathes mirabilis, Bathypathes alaskensis, B. ptiloides, B. tiburonae, and Parantipathes pluma) and the scleractinian Flabellum (Flabel¬lum) oclairi Cairns, sp. nov. described herein. The guide provides informa¬tion for targeting new collections and identifying areas of high abundance and indicator species of vulnerable marine ecosystems. Stakeholders can now more adequately assess Alaska’s coral resources and risks from natural and anthropogenic stressors.

Abstract:
Between 2000 and 2013, Latin America has considerably reduced poverty (from 46.3% to 29.7% of the population). In this paper, we use synthetic panels to show that, despite progress, the region remains characterized by substantial vulnerability that also affects the rising middle-class. More specifically, we find that 65% of those with daily income between $4 and 10, and 14% of those in the middle-class, experience poverty at least once over a ten-year period. Furthermore, chronic poverty remains widespread (representing 91% and 50% of extreme and moderate poverty respectively). Differences between rural and urban areas are substantial. Urban areas, which are now home to most moderate poor and vulnerable, are characterized by higher income mobility, particularly upward mobility. These findings have important implications for the design of effective social safety nets. These need to mix long term interventions for the chronic poor, especially in rural areas, with flexible short-term support to a large group of transient poor and vulnerable, particularly in urban areas.
