This paper aims to discuss the extent of the application-based management efficiency in the Sultanate of Oman Civil Service, by comparison with the practices and experiences of five systems of the civil service or the public in each of the (United States of America, Canada, South Korea, Saudi Arabia, United Arab Emirates). Several variables and address are necessary to achieve reform and development in the civil service such as the situation organizational and strategic system competencies, selection and appointment and based on efficiency, performance evaluation based on efficiency as one of the main functions of human resources management in the public sector, and the framework or efficiency model. In order to become a civil service in Amman of the best practices in the efficient management system at the regional and international level, providing more than ten developmental proposals paper to raise the level of the civil service, because the competency's management of important topics in the development of civil service performance, seen as a tool to shift from the traditional bureaucracy to modern organizations.

Abstract:
This study examines how NPO/NGO-related themes and theories are incorporated into public administration education in South Korea. By analyzing NPO/NGO-related courses in selected public administration programs, this research breaks down their curricula into major categories from the public administration and policy standpoints. This study found that civil society constitutes the public administration environment on the macro-level, while NPO/NGOs are key actors in the participatory governance and contracting-out on the micro-level. From the public policy standpoint, the advocacy function of NPO/NGOs took the central role in the public policy formation stage, while their service delivery function was highlighted in the public policy implementation stage. South Korean PA education is evaluated to take a top-down-style approach in embracing the roles of NPO/NGOs in the public policy implementation process. This study contributes to strengthening ties between PA education and NPO/NGO education and practices.

Abstract:
Recently, the importance of care farming has been emphasized worldwide for the purpose of public health and healing, and, in particular, discussions on innovative transformation and expansion of the care farm ecosystem have continued in terms of convergence of agriculture and welfare. This study aims to present influencing factors based on a hierarchical concept framework for revitalizing care farm ecosystem based on public service innovation. To this end, the AHP methodology was used. Through previous studies, 16 variables were derived within four categories: recognition, structure, leadership, process, and recognition of variables that affect the activation of the care farm ecosystem and conceptualized them through Delphi techniques. In addition, a survey was conducted on 28 stakeholders in care farming to derive the importance of each variable. As a result of the analysis, ‘reliability’ was derived as the most important factor, followed by factors such as human competence, vision, civic participation, and innovation awareness. Hence, it was confirmed that trust and communication between stakeholders are important to lead the innovative public service ecosystem of care farm, and above all, human competence is an important influencing factor.

This study explores ways to improve the security systems of emerging smart cities by conducting a case study of the smart crime prevention service of the Incheon Free Economic Zone (IFEZ) in South Korea. Data from the IFEZ were collected between January 2017 and December 2018 across the smart system’s four functional areas (intelligent video surveillance, suspicious vehicle surveillance, emergency alerts, and abnormal sound sources) and 10 types of situations (emergency, violence, civil complaints, intrusion, kidnapping, loitering, throwing, suspicious vehicle, collision explosion, and sudden event). Descriptive statistics were analyzed to show the limitation of the smart crime prevention service. The results revealed three significant insights into the best practices for smart crime prevention services in smart cities: first, smart crime prevention services are required to verify the accuracy and consistency of collected data; second, the government must establish a consistent process to link all crime prevention services and to secure data linkages; and third, the government must urgently foster and secure experts in specialized institutions to carry out these advised functions. Ultimately, these findings suggest that in-depth discussions of data collection and sharing are required to ensure the optimal development of smart city security services.

Currently, a number of external factors (in particular, sanctions pressure from the US and EU countries, the pandemic of a new coronavirus infection) have a strong negative impact on the socio-economic development of the constituent entities of the Russian Federation. Therefore, the head of almost any Russian region is forced to perform the functions of an anti-crisis manager. The modern system of stimulating the work of civil regional employees can help improve the efficiency of public administration, and as a result, ensure the socio-economic development of a constituent entity of the Russian Federation. The author's approach to this issue is based on the simultaneous application of a number of modern scientific methods, namely index, neural network technologies and mathematical game theory. The use of neural network technologies makes it possible to objectively assess the achieved level of socio-economic development of a constituent entity of the Russian Federation. Taking into account the positive foreign (Singapore and South Korean) experience in the field of civil service reform, it is proposed to make the amount of collective incentive payments (bonus fund) of regional civil servants directly dependent on the achieved level of socio-economic development of the subject of the Russian Federation. In turn, this implies the development of a hierarchical system of collective-individual stimulation of the work of regional civil servants. During the construction of the game-theoretic model, the correct establishment of the relationship between the level of collective incentive payments to regional civil servants and the socio-economic development of a constituent entity of the Russian Federation is ensured. After experimental refinement of the parameters of the game-theoretic model, there is a possibility of its practical application to stimulate the work of regional civil servants in Russia. The introduction of the author's approach into the practice of regional management, firstly, will allow coordinating the activities of ministries and departments, and secondly, will strengthen control over the targeted spending of budgetary funds on bonus payments to civil civil servants.

PurposeThe purpose of this paper is to investigate the socio-economic background and development of social enterprises in Korea and identify representative social enterprise models. Design/methodology/approachThe typology used in this study focuses on the interaction between civil society, the state and the market in their efforts to solve social problems. As a result, the typology is mainly related with social goals, although the organizational form is also taken into consideration when selecting representative social enterprises in each type so as to present a broad array of developmental histories. FindingsThis paper identified four types of social enterprises: work integration social enterprises; social service provision social enterprises; regional regeneration social enterprises; and alter-economy social enterprises. These types are not immutable; another form of social enterprise might emerge to address a new social issue and lead to a new strand of similar social enterprises. Originality/valueThis study found that the goals of social enterprises in Korea share common characteristics with those of social enterprises in European countries. Another outstanding feature of Korean social enterprises is that most social enterprises other than work integration social enterprises also regard work integration or job creation for the disadvantaged people as one of their important social missions.

Abstract:
This paper analyzes the recent reform initiatives of the civil service system in Korea. The modern civil service system was founded during the Park Jung-Hee Administration. The major characteristics of the system can be summarized as a merit-based, rank-oriented, closed career, and centralized managemetn system. The Korean civil service system was instrumental during the period of government-led growth. However, the 1997 financial crisis and the ensuring economic recession instigated the Korean government reform program, including civil service reform. As the package of civil service reform policies has been formulated and implemented during the Kim Dae-Jung and Roh Moo-Hyun administrations, the Korean civil service system is experiencing a paradigm shift from a rank-oriented, closed career, seniority-based, and centralized management system to a job-oriented, open-career, performance-based, and decentralized system. This article outlines three factors explaining the transformation. For Korean civil service reform to be successful, implementation is required for a certain period of time. The article discusses several tasks that are necessary for fully achieving the reform goals of the participatory government.

To be specific, it is to explore how much the SCS has been politicized after its inception in 2006 and to discover what has strengthened it.Design/methodology/approachThis paper employs the human resource management perspective with five stages, selection, rotation, education, promotion and compensation, which are related with different weights to four causes of politicization: political desire to control, leadership change, public demands and political interest.FindingsThis paper argues that politicization of SCS in Korea has gradually increased during the last 10 years. It also found that, while selection and promotion is strongly politicized, education and compensation is weakly politicized.Originality/valueThis paper mainly draws increasing politicization after it was introduced. Little prior literature has explored the politicization of SCS in human resource management processes and its causes for Korea.

This paper seeks to evaluate the status of civil service reform, which followed the prescription of the so-called neo-liberalism and new public management. The first part of the paper explores the environmental causes that brought about the recent civil service system reform in Korea. Major factors that shape the details of civil service reform are examined. The second part of the paper reviews the reform effort and assesses the outcomes of the reform programs. The tentative evaluation shows that some civil service reform programs produced noticeable achievement while others are in need of continouos attention.

Governmental problems still exist in Japan and Korea even though the two nations have achieved substantial economic and political development in modern times. Such problems include a low ranking in world competitiveness in government and a lack of competency. Furthermore, rigid and closed systems for employment and promotion still prevail without many improvements in human resource management. Recently, both the Japanese and Korean governments have paid serious attention to new challenges such as globalization and informatization. In order to improve competitiveness and competency, both governments have attempted to reform the civil service in more flexible and open manners. Japan and Korea as geographic neighbors have, in general, many similarities, although some may see more differences than similarities. This article cannot provide a full picture of both nations’ governmental problems, but a study of civil service reform is meaningful for improving human resource management in the government of both countries as well as understanding Asian public personnel management.

Abstract:
This research examined the strategy and process of administrative reform in South Korea. The method was using a descriptive qualitative approach with analysis of literature study from secondary data. The results showed that there were six strategies in South Korea administrative reform, i.e.: (1) downsizing; (2) deregulations; (3) reorganization; (4) administrative efficacy; (5) debureaucratization; and (6) decentralization. Downsizing was applied to shrink government institutions in every regime. Deregulations was applied through business privatization and economic liberalization to escape from economic crisis. Reorganization was applied by merging several government institutions to improve the communication process and public service. Administrative efficacy was applied through utilizing and improving e-government in public service. Debureaucratization was applied toward civil servants to promote professional and competent bureaucrats. Decentralization was applied to shorten the decision making process and create contextual local-government policy.

This study examines public employment practices in contemporary Korea based on gender. Findings show that women are poorly represented in the Korean civil service. Although the distribution of women civil servants is increasing in the civil service as a whole, women are greatly under-represented in the higher levels. The ratio of females to males in the upper levels of civil service has not changed over time, and higher civil service positions are still overwhelmingly held by men in the General Service. Most women workers are concentrated at lower levels and segregated in traditionally women-oriented workplaces. Thus, it is necessary to recognize the need for equitable solutions to problems experienced differently by men and women in the Korean public sector. In addition, a brief review of the Japanese civil service is included for a cross-national comparison.

As more and more medical service is provided by hospital, a new basis of medical liability, hospital’s organizational duty, has arisen. Hospital typically differentiates various parts of medical service and allocates them to different departments. The division of labor enhances the efficiency and professionality of the service and enables a service which could not have been provided otherwise. It poses, however, new risk that nobody in the organization has a comprehensive understanding of and control over the process. Patients might be unattended by anybody at some point of the process. This risk should be coped with or compensated by the new duty to organize the structure and cooperation in the hospital adequately. In many jurisdictions including Germany, France, the United States and South Korea, this new duty has been acknowledged by legislation and more importantly by jurisprudence. All those show similar landscapes: Hospital’s organizational duty has a function to enlarge hospital’s (civil) liability and/or concentrate medical (civil) liability to the hospital so as to provide the victim, the patient, a better way to be compensated and to preserve the rapport between the attending physician and the patient. It also has a function to lessen the burden of proof from the patient’s side, especially in the context of hospital contagion. It poses a new problem of the influence of the existence and weight of hospital’s own liability for the defective organization upon the individual physician’s medical liability. Last, but not least, there is the problem of the implication of the existence of organizational duty upon the medical criminal liability. This issue has not been addressed thus far perhaps because there are few cases in criminal justice practice. It’s theoretical importance can hardly be exaggerated, though, as it shows dramatically the structural transposition of modern medical service provision and its possible influence on the overall regime of modern medical liability. South Korea has already a few cases that show this issue can arise anytime in practice.

Purpose The purpose of this paper is to explore the value added of exports of services, which increasingly involve intermediate inputs to manufacturing and are indirectly embodied in intermediate and finished good exports to the global market earned by Taiwan and South Korea. Design/methodology/approach This paper uses the World Input-Output Database to examine and compare the competitiveness of service industry between Taiwan and South Korea in China from 1995 to 2011. The author measures the value added of export in two ways: value added in trade (VAiT) and trade in value added (TiVA). Findings The proportion of domestic (intermediate and final demand) VAiT was created by Taiwanese and South Korean exports to China. The services amount share of value added embodied in Taiwanese electrical and optical equipment (ELE) exports to China increased gradually (38.0–45.7 percent) from 1996 to 2011, that was more than that of South Korea (26.7–23.3 percent). Taiwanese financial and business (F&B) service contributed to Taiwanese ELE production exported to China. In service sectors, the proportion of VAiT of Taiwanese F&B service embodied in ELE exports to China increased annually (9.8–11.5 percent), that was similar to that of South Korea (12.2–11.3 percent). Thus, F&B sector played an increasingly important role in service sectors. Taiwanese F&B promotes the ELE export to China with higher efficiency than South Korea does. Originality/value Over the past two decades, the development of information technology and the growth of international specialization and fragmentation of production processes have brought about a global value chains (GVCs) phenomenon in services, which has already been taking place in manufacturing for a long time. Intangible value added of services increasingly involved intermediate inputs from manufacturing and were indirectly embodied in intermediate and finished goods exported to the global market. The focus of this paper is to analyze how the service industry participates in the development of the GVC, with emphasis on the export of ELE production to China in the bilateral trade of Taiwan and Korea with China. In addition to the value-added components, the exports of F&B intermediate products to China have been increasing year by year, and Taiwanese is higher than South Korean. In the bilateral trade between Taiwan or Korea and China, for ELE production exported to China, double counted part of intermediate products is increasing year by year. In terms of the value added of the double counting of F&B exports to China, Taiwan is higher (PDC, 31.23–17.26 percent) than South Korea. (PDC, 8.7–15.12 percent). South Korea and China are not as closely related as Taiwan and China.

PurposeWith dining out increasing globally, policy making and research have been on menu labeling as a source for meaningful nutrition information. Yet, despite attempts to mandate menu labeling and the studies examining consumer's perception of menu nutritional information and how this perception impacts dining behavior and intention to consume, concerns for obesity and malnutrition continue to be at the forefront of public health discussions. This study attempts to comprehend consumers' nutritional goals, intention and food choice behavior, thereby suggesting how to leverage this information for change.Design/methodology/approachUsing survey data and a proposed and validated theoretical model, the study identified the different aspects of consumer's food choice by analyzing the relationship of consumer's perceived importance toward nutrition information, food choice and healthy daily behavior, and intention to improve health.FindingsConsumers who perceive higher importance of nutrition information are more likely to choose healthy food when dining out and have stronger health improvement intention. The results also suggested healthy food choice and healthy daily behavior positively influenced health improvement intention.Originality/valueDespite the previous studies on menu labeling and the numerous policy mandates, there is still concern about the food choice behavior of consumers while eating out. No serious effort exists to regulate food service providers similar to the regulation of other consumer products, whereby consumers are generally protected from harm. This study suggests through education, promotional marketing and industry partnerships, motivating and leveraging consumers' desire for healthy food choices could move food service providers and policy makers to change what information is provided.

Purpose – The purpose of this paper is to identify the structure of strategic investments and the effect of each investment category on business performance in two leading information and communication technology (ICT) countries, the USA and South Korea. Design/methodology/approach – This is a longitudinal comparative study of the relationship between strategic investments and organizational performance of major telecommunication service providers (TSPs) in the two leading ICT countries, the USA and South Korea. Findings – The study found that a sufficient amount of strategic investments in technological innovations is the driving force for TSPs’ business performance. However, strategic investment structures differ among TSPs, depending on their market position, whether the first mover in the market or a follower, and on their country’s market characteristics. Moreover, even though both countries’ TSP markets are oligopolistic in nature, the market is more saturated in Korea and thus competition appears to be fiercer there than in the USA. The stronger oligopolistic market in Korea has lead TSPs to compete primarily on their marketing strategies, while TSPs in the USA do so based on technological innovation. Originality/value – The findings of the study shed new insights that can help both TSPs in developing their competitive strategies and government policy makers in assuring healthy competitive telecommunication markets in their countries.

To improve the quality of life (QOL) of the citizen, it is essential to not only to secure a quantitative stock, such as the number or extension of individual infrastructure, but to also understand the perspective of the public on service levels and the demand for infrastructure. In this study, an infrastructure service level assessment model that reflects the demands of citizens is proposed, and the importance and adequacy of infrastructure service indexes for setting priorities and goals for the investment of government funds in infrastructure are verified. The evaluation items used in this model included usability, accessibility, and recovery speed. The infrastructure service level for 12,500 Korean citizens was surveyed using the proposed assessment model, and the results reveal that the satisfaction of citizens with their residences had a significant effect on the QOL improvement, and that the level of infrastructure performance in a residential area significantly affected the satisfaction of citizens with their residences. In addition, the results revealed that the quantitative and qualitative aspects of infrastructure should be simultaneously considered. Lastly, the possible application of this model for the evaluation of the effectiveness of investment for infrastructure improvement is proposed.

This study, therefore, aims to propose a methodology for evaluating water social service for 18 basins near major water resources in South Korea. It aims to promote advanced water resource management, secure water equity, and improve inadequate policy implementation. In addition, it proposes a methodology for comprehensive water management evaluation linked with integrated river evaluation with respect to water quality and water quantity. Accordingly, contrary to the common assumption that the entire population has easy access to the supplied water, the status of water service was assessed objectively. The status of water management per sector was also visually represented, through which the vulnerabilities of water management could be intuitively diagnosed. Based on the possibility of utilizing the study results to determine the basic direction for water management, the methodology of this study has been proposed as a tool for establishing an efficient water management policy.

The Korean government also announced the Plan for the Advancement of ODA in 2010, which committed it to an unprecedented increase in the volume of NGO assistance and called for methods of multidimensional cooperation with NGOs. Against this backdrop. this paper aims to analyze the governmemt-NGO partnership for development cooperation in Korea. After reviewing the mechanisms of OECD DAC members' partnerships with their NGOs and then Korean government-NGO partnerships in a comparative per spective, we conclude that both the Korean government and development NGOs are still facing many challenges for better partnership for NGOs, these are accountability and sustainability issues, a tendency toward service delivery, proselytizing activities of Christian faith-based organizations, and a lack of capacity For the government, it is uncertainty about its public commitment, an unclear vision and philosophy regarding ODA, an insufficient civil soci1ety partnership program, and a need for clear policy objectives for NGO support programs.

The Korean government is activating an integrated nurse care service, in which all inpatient care services are provided by a proper nursing team without a caregiver or a guardian staying at the hospital. This study was to examine the influence of empathy and self-efficacy on the elderly nursing practice of nurses at integrated nurse care service wards in South Korea. A cross-sectional descriptive design was employed. Participants included 238 nurses who were working at integrated nurse care service wards in hospitals in Seoul, South Korea. Measures were a general characteristics form, the Empathy Construct Rating Scale, the Korean Self-Efficacy Scale, and the Korean Elderly Nursing Practice Scale. Data were collected from February to May 2017. The findings show a slightly higher level of empathy; an almost intermediate level of self-efficacy; and a high level of elderly nursing practice in Korean nurses at integrated nurse care service wards. The only factor found to impact significantly on elderly nursing practice was empathy. The findings suggest that nurses need to enhance empathy toward the elderly to improve elderly nursing practice. It is necessary to provide strategies or interventions in the nursing management for improvement of the empathy of nurses at integrated nurse care service wards in South Korea.

Purpose The purpose of this paper is to investigate a research model of employee empowerment along with its contextual determinants (i.e. leader-member exchange (LMX) and schedule flexibility) and primary consequence (i.e. service performance) for restaurant workers in New Zealand and South Korea. The study further examines a moderating role of national differences derived from the power distance theory for the hypothesized paths between empowerment and its determinants and consequences. Design/methodology/approach This study utilized traditional paper-and-pencil surveys for data collection. A final sample of 303 service employees from restaurants in New Zealand (n=152) and South Korea (n=151) was used to test research hypotheses by structural equation modeling using LISREL (version 8.80). Findings The study concludes with two core findings supporting research hypotheses. First, as hypothesized, employees who consider their schedule flexible with high LMX quality with their immediate supervisor are more likely to feel empowered, and empowered workers are more likely to perform well in customer services. Furthermore, the results show that the impact of schedule flexibility and LMX on empowerment and the impact of empowerment on service performance are more salient among South Korean employees than their New Zealand counterpart. Originality/value Based on job characteristics, work adjustment, and social exchange theories, this study develops and tests a research model of employee empowerment including service context-relevant determinants, i.e., schedule flexibility and LMX, as well as a crucial work outcome, i.e., service performance, using two different national samples. The findings of this study contribute to the body of knowledge in understanding the organizational dynamic of employee empowerment in the service industry, suggesting that managers incorporate relevant contextual practices to promote empowerment, which ultimately enhances employees’ service performance. It is also recommended that such practices are carefully implemented, taking into consideration the cultural background of the workforce.

Over recent decades, it has become essential to establish preventive long-term maintenance plans for public housing developments. Also, deterministic maintenance strategies have been increasingly replaced by those based on reliability and risk, which are probabilistic. Efforts to obtain optimized long-term maintenance plans have included management of service life and prediction of service lifetime. Accordingly, the present research develops a system for various finishing works of public housing and analyzes the service life pattern of each component using a probabilistic approach. For the analysis, this research analyzed 46,201 South Korean public housing maintenance records from the last 21 years and determined the maintenance frequency distribution. The purpose of the research is to suggest efficient long-term maintenance plans using the analyzed results of service life patterns. Results from the analysis showed that each component has a different service life pattern that can be applied to establish the service lifetime and decision making for floating maintenance. Since the interaction between finishing works is affected due to various components and parameters, the results are useful to reduce the uncertainty and risk of deterministic maintenance plans. The meaning of this research is to analyze the service life pattern using a probabilistic approach and recommend how to establish an efficient maintenance system.

The South Korean aviation market has grown rapidly since the emergence of Low-Cost Carriers (LCCs), and in response to this emergence, the two Full-Service Carriers (FSCs) of South Korea adopted the airline-within-airline (AWA) model and introduced their LCCs to compete with independent LCCs (ILCCs). A few years back, ILCCs filed a petition against Asiana Airlines, one of the two FSCs in South Korea, as Asiana Air was launching another subsidiary on the model of AWA. This, interestingly, indicates that AWA are doing well in the South Korean aviation market. However, a detailed study is required to evaluate the performance of this model, as in the global market the success of AWA is blurred. This study attempts to shed light on the performance of South Korean AWA, which may provide fruitful insights considering the post-COVID-19 dynamics of the aviation market.

Purpose - Since the success of low-cost airlines in Thailand in 2014, the low-cost airline industry has expanded the market for long-haul flights. The objective of this study is to determine the impact of long-haul low-cost carriers (LHLCs) on tourism demand and aircraft movements between Thailand and two East Asian countries. Design/Methodology - The study includes the total number of air travellers (AIR) as the dependent variable and the explanatory variables are the total number of full service carrier (FSC) aircraft movements, long-haul low cost airline (LHLC) aircraft movements, inbound travellers from Japan and South Korea (ITOR), and outbound travellers from Thailand to Japan and South Korea (OTOR). Approach - To examine the long-run relationship between the variables, this study employed the pooled mean group autoregressive distributed lag model using 96 monthly data between 2012 to 2019 (8 years) of air traffic and tourism data between Thailand and Japan, and Thailand and South Korea. Findings - The results of the study conclude that LHLC airlines have been motivating demand for travel between Thailand, Japan and South Korea. LHLC airlines have attracted travellers from Japan and South Korea to Thailand and also serviced Thai travellers travelling to Japan and South Korea. The LHLC airlines have given travellers more options to choose from. The reduced airfares have made travel more affordable, which has motivated travel intentions. However, questions relating to the sustainability of the LHLC airlines’ operations remain as the services have lower cost efficiency and rate of aircraft utilisation compared to the short haul business. Originality of the research - LHLC airlines are relatively new operations in the Asia-Pacific market. This study contributes to the knowledge of these airlines in the aviation industry by identifying whether they increase tourism demand in a country.

This paper examines the changed social circumstances of older people in South Korea and specifically the increased need for formal health and social services for those who are frail and have no informal carers. The article begins with a summary account of the country's exceptionally rapid demographic, economic and social transformations, which demonstrates a widening gap between the population's expectations and needs, and health and social service provision. It then examines the recently initiated and now burgeoning welfare programmes, with particular attention to health and social services for sick and frail older people. Most extant care services are accessed mainly by two minorities: the very poor and the rich. The dominant policy influence of physicians and a history of conflict between traditional and western medicine probably underlies the low current priority for ‘care’ as opposed to ‘cure’, as also for the management of chronic conditions and rehabilitation. Neither long-term care services nor personal social services are well developed. There is a marked disparity between the acute services, which are predominantly provided by private sector organisations in a highly competitive market and broadly achieve high standards, and public primary care and rudimentary residential services. The latter are weakly regulated and there are many instances of low standards of care.

For Internet banking to compete effectively with traditional brick-and-mortar banking, managers must identify the key determinants of customer satisfaction. While many studies exist on Internet banking, and there is a large base of marketing literature on customers’ perceptions of luxury products, research on the service quality of luxury brands in Internet banking is scarce. Our study investigates service quality that exert influence on customer satisfaction with Internet banking most, along with the moderating role of customer type on the relation between service quality and customer satisfaction. The moderation analysis in our study is the test of difference between general customers and VIP customers which are created according to customer type. Using a web survey of 645 general and VIP (very important person) customers who use Internet banking systems, we examined the effects of fix factors that have an influence on service quality: usefulness, ease of use, and system security, reliability, responsiveness, and empathy. In the full sample, all factors that affect Internet banking quality also affected customer satisfaction significantly. Usefulness, ease of use, and system trust, responsiveness, and empathy are more important in VIP customer satisfaction than in that of general customers, while system security is a more important factor for general than for VIP customers. Our study results indicate that general and VIP customers differently perceive service quality that are relevant to customer satisfaction.

This study examined the development, direction, and characteristics of the North Korean forest restoration policy when compared to similar restoration policies established in South Korea. The success factors of South Korea’s Forest Conservation and Afforestation Project were classified into four forest policy categories: (a) policy and system improvement, (b) evaluation and capacity building, (c) people’s participation encouragement, and (d) restoration foundation creation. Similarities in terms of these aspects were found when compared with the Forest Restoration Battle of North Korea. For policy and system improvement, South Korea established the 1st and 2nd Forest Conservation and Afforestation Plans and transferred the control of the Korea Forest Service to its Ministry of Home Affairs. Similarly, North Korea established a forest development plan and a command unit for the Forest Restoration Battle. For evaluation and capacity building, South Korea utilized a tree monitoring and forestry association. North Korea is obtaining these effects through both a socialist competition movement and agroforestry. Further, South Korea aimed to promote people’s participation through a nursery project, a tree planting movement, and a responsible afforestation system, whereas North Korea adopted agroforestry, a patriotic forest movement, and a responsible forest system. Finally, South Korea succeeded in replacing forest fuels with fossil fuels, clearing slash-and-burn fields, and performing erosion control. By comparison, North Korea is promoting the development of replacement fuels, such as ultra-high-grade anthracite coal and the formation of separate firewood forests. North Korea has revised its forest law to strengthen penalties for deforestation activities, such as anthropogenic forest fires, and replaced erosion control works with agroforestry, which allows for slope management. Among the four aspects, the largest difference was found for restoration foundation creation. Therefore, this area can provide a guideline for future inter-Korean forest cooperation.

According to the analysis results, the technical and pure technical efficiencies were higher in the service industry than in the manufacturing industry. The factors affecting efficiency were also different between the two industries. This study is significant because it evaluates the innovation activity efficiency of small and medium manufacturing and service companies in South Korea and provides specific criteria and a rationale to improve the efficiency.

This research empirically tested a theoretical model by defining senior customers’ intentions to use robot service restaurants emerging in South Korea. Non-face-to-face services have become increasingly important for seniors. Therefore, restaurant marketers should cater to senior customers’ needs by sustaining robot service restaurants. The study analyzed 243 questionnaires to verify the reliability and validity of the measurement items. The research hypotheses were examined using structural equation modeling (SEM). The suggested model comprised three stages: motivated consumer innovativeness (MCI), perceived value, and planned behavior (attitude, intention to use). The results revealed that senior customers’ perceived values positively influenced attitude and were enhanced by hedonically MCI (hMCI) and socially MCI. Moreover, the hedonic and social elements of motivation improved the attitude and usage intentions of robot service restaurants for senior customers. However, these relationships differed in terms of the income level of the customer groups. For the low-income senior-level group, hMCI was more influential on the perceived value. This study is meaningful because it analyzes the effect of MCI of seniors on the perceived value of robot service restaurants, which are growing rapidly in South Korea. It has empirically proved the moderating effect of different income groups, providing practical implications.

Ordinary least squares and generalized least squares regressions were employed to measure the policy’s effect on four sprawl measurement criteria: physical growth containment, land and housing values, community service provision cost, and commuting cost. Relaxing the greenbelt guided new development inside the greenbelt and decreased the percentage change in property tax and land price relative to the urban core throughout the region. The relaxation decreased fiscal burden in areas beyond the greenbelt; however, commuting data analyses showed that the commuting costs remained high.

The survey collects 212 data only from actual users of STV, who have experienced STV functions or services, in South Korea.</p><p><strong>Findings:</strong> The results of service-oriented model based on extended Technology Acceptance Model (TAM) indicate that ‘interactivity’, ‘content quality’, and ‘simplicity’ as service characteristics influence intention to use STV.</p><p><strong>Research Limitation/implication:</strong> First, the STV industry should establish a distribution structure that generates sufficient profits for content providers as done in Smartphone market. Second, Services of STV should be provided to allow two-way communication and to allow users to engage in active interactions with other users.</p><strong>Originality/Value of paper:</strong> This study makes contributions to research on both new products and service adoption by providing richer explanations of the mechanisms acting on the actual use of STV. (1) Background: Onsite clinics are increasingly common features of corporate health promotion programs. These clinics allow employers to offer convenient care to employees at their workplaces, which can lead to reduced healthcare expenditure and improved productivity. The objective of this study was to build basic data by qualitatively exploring employees’ experiences and perspectives on onsite clinics in a semiconductor company, as one part of the project to examine and improve the health management system of a large semiconductor company in Korea. (2) Methods: This study adopted the methodology of “Consolidated Criteria for Reporting Qualitative Research” (COREQ-32 checklist). Semi-structured interviews were conducted for this study over a two-month period. For data analysis, a codebook was developed and the constant comparative method was used. (3) Results: Most employees perceived convenience and a sense of belonging as the benefits of onsite clinics, while barriers to the use of onsite clinics included a lack of communication, concerns about confidentiality, and a provider-centered system. Promotion of onsite clinic services and affiliated physicians, employee-centered service provisions, and trust-building in healthcare information privacy were considered necessary to strengthen the role of onsite clinics as a primary care provider in the workplace. (4) Conclusions: The results of this qualitative study help us to gain a better understanding of employees’ perspectives on the onsite clinic’s service and roles.

The pressure on water infrastructure has increased due to an increase in the number of aging water pipes. Aging pipes are prone to failure, causing significant financial losses and service disruptions. The increasing number of aged pipes and limited budget for pipe rehabilitation or replacement necessitates water infrastructure asset management to ensure sustainable water supply services. In this study, contingent valuation was used to estimate the willingness to pay (WTP) and value improved water supply services through the implementation of asset management. To estimate the WTP at the individual and county levels, we performed a nationwide survey including eight provinces and 24 counties/cities with distinct water supply service performances. At the individual level, the median WTP estimated using the double-bounded dichotomous choice model was 249.50 KRW/month (0.22 USD/month). The results showed that high-level satisfaction of customers with water supply services and positive price perception of water bills resulted in a high WTP. At the county level, decreasing water supply service performances were associated with a low WTP, indicating that proper interventions by local utilities are required to achieve sustainable water supply services. Our results provide a quantitative basis for decision-making in implementation of water infrastructure asset management.

General digital healthcare services among social community members positively affect individuals’ healthcare and reduce medical social services’ burden, contributing to the development of society. Accordingly, it is necessary to induce healthcare behaviors through the continuous usage of digital healthcare services among social community members and to examine significant social impact factors in this regard. This study empirically analyzes the impact of three social impact factors – social capital, social support, and social value – on the continuous usage of digital healthcare service with healthcare behaviors and e-health literacy as media. To this end, a survey was conducted among 363 individuals who had used digital healthcare services in Korea, and the statistical data were analyzed. Social capital and social value were found to affect healthcare behaviors, e-health literacy, and continuous usage intentions, but social support did not. Based on this result, it was confirmed that the factors regarded by digital healthcare service users as necessary were the values and perceptions shared in society and the group, information and active communication rather than direct public support.

Abstract:
Purpose The purpose of this paper is to examine the link between sport event volunteer service performance and sport spectator experience that leads to future intentions. Design/methodology/approach Subjects were the international visitors at a mega sporting event in South Korea (n=431). The sample was randomly drawn based on convenience sampling method. Partial least squares structural equation modeling was utilized to test the hypotheses. The adequacy and statistical significance of the path models were confirmed by individual indicator loadings, average variance explained, bootstrap t-statistics and convergent validity. Findings Volunteer service performance significantly predicted event satisfaction, event image, and host city image and indirectly influenced intentions to revisit the event and host city. Event image predicted host city image, event satisfaction and intention to revisit the event. Host city image predicted event satisfaction and intention to revisit the host city. Event satisfaction predicted both intentions to revisit the event and the host city. Originality/value Sport event volunteers are in direct contact with spectators; therefore the performance of volunteers’ service may have an impact on establishing event and host city images perceived by visitors at the event. The research findings suggest that sport event volunteer performance positively affects image formation and further induce international visitors to revisit both the event and the host city. One of the key findings includes the important role of event satisfaction in the association between volunteer performance, image formation and future behavior.

Purpose – The purpose of this paper is to examine the validity of the already suggested positive relationship between marketing alliance orientation and market performance in a service context, and to investigate the mediating role of alliance marketing program creativity (AMPC) in the relationship in detail. Design/methodology/approach – To empirically test the hypotheses, a mail survey was conducted among firms with experience of service alliances in South Korea. A 725 research sample was selected (128 responded) from a database compiled by the Korea Investors Service-Financial Analysis System which provides comprehensive corporate and financial information on firms listed on the Korea Stock Exchange. partial least squares analysis was performed to test the hypotheses. Findings – Alliance orientation positively associated with market performance (H1), alliance orientation had a significantly positive effect on alliance marketing program meaningfulness and novelty (H2), and in turn, alliance marketing program meaningfulness and novelty had a significantly positive effect on market performance (H3). In terms of the determination of mediation type, full, or partial, the authors confirmed that the relationship between alliance orientation and market performance was fully mediated by AMPC (novelty and meaningfulness), by finding that the significantly reduced direct effect from alliance orientation to market performance in the mediation model. Research limitations/implications – Alliance marketing program meaningfulness and novelty perform the role of full mediators, implying that the meaningfulness, and novelty of AMPC are absolutely indispensable conditions in order for alliance orientation to lead market performance. Moreover, different from the previous studies, the research suggests that alliance marketing program meaningfulness and novelty are equally important antecedents of market performance. Originality/value – The positive relationship between alliance orientation and market performance in the service context was empirically tested, and the full mediating role of AMPC was confirmed. The importance of AMPC in the service context is highlighted.

Purpose: The Health Insurance Review and Assessment Service (HIRA) in South Korea initiated a quality assessment (QA) program for blood transfusion healthcare services in 2020 to ensure patient safety and appropriate blood use. This study examines the quality of blood transfusion services since the first national QA program for blood transfusion services in Korea.Methods: We analyzed HIRA claims and QA investigation data based on inpatient medical records from all tertiary, general, and primary hospitals between October 2020 and March 2021. The target population was patients aged 18 years and older who received either total knee arthroplasty or red blood cell transfusion. The QA indicators for transfusion healthcare service consisted of four quality indicators and four monitoring indicators.Results: We analyzed the results of QA indicators for transfusion service from the medical records of 189,668 patients from 1,171hospitals and expressed indicators as proportions. The average results for evaluation indicators were as follows: transfusion checklist presence, 64.8%; irregular antibody tests, 61.8%; transfusions in which the hemoglobin levels before transfusion met the transfusion guidelines for patients undergoing total knee arthroplasty, 20.6%, and transfusions in patients undergoing total knee arthroplasty, 59.3%. The average results for monitoring indicators were as follows: transfusion management implementation in medical institutions, 56.9%; preoperative anemia management in anemia patients undergoing total knee arthroplasty, 43.9%; one-unit transfusions, 82.5%; and the transfusion index.Conclusion: The quality of blood transfusion healthcare varied and the assessment revealed that there is scope for improvement. Hospitals require more effective blood transfusion management and this can be facilitated by providing feedback on the QA results about blood transfusion healthcare services to medical institutions, and by disclosing the results to the public.

Forests of South Korea were severely depleted during the wars and because of poor management in the intervening periods. By 1953, at the end of the Korean war, a significant portion of the forests was completely destroyed. Exposed land was denuded and urgent action was needed to re-establish tree cover in order to reduce erosion.This paper describes the special situation and task faced by the Korean Forest Service in reforestation of the country and securing of planting stock, to a large degree by introducing exotic species and hybrid varieties through the efforts of the Institute of Forest Genetics of Korea. Tree improvement strategies used, results, and environmental consequences of this unique effort as seen thirty years later also are discussed. Creating a sustainable urban space should allow everyone to benefit from urbanization regardless of their ability. Spatial equity is one of the significant factors of sustainability. Several studies have explored pedestrian accessibility and spatial equity, but few researchers have addressed daily retail activities. This study aimed to examine the equity of pedestrian accessibility to neighborhood retail and service (NRS) establishments in Seoul, Korea. Accessibility of NRSs was measured by pedestrian direction API and spatially clustered by local indicators of spatial association (LISA). Equity was examined using the Mann–Whitney U test to test the difference between socioeconomic and built environment variables between high and low accessibility areas. We found that vulnerable groups favored access to the NRSs over more affluent groups. This study’s results suggest that urban planners and designers should contemplate ways to enhance the walkability of the residents and continually monitor accessibility to prevent urban problems, such as food deserts and retail deserts. Additionally, the results provide empirical evidence for achieving equity in urban development and urban retail systems to further enhance sustainability.

The purpose of this paper is to examine the association between corporate environmental responsibility (CER) activities and investment efficiency as measured by overinvestment, and whether the industry-level competition affects this association. We investigate a sample of 2285 non-financial firms with fiscal year-end in December listed in the Korea Stock Exchange Market for the period of 2013–2018, measuring the investment efficiency by overinvestment model. Using environmental scores from the Korea Corporate Governance Service to measure CER activities, we show that, on average, firms can decrease overinvestment behavior through CER activities in South Korea. Moreover, in firms in a highly competitive market, the negative association between CER activities and overinvestment is pronounced, indicating that strong product market competition are effective in monitoring managerial opportunistic behavior. These results are robust, even after controlling for different setting and alternative CER. These findings also suggest that the relationship between CER and overinvestment appears to be benefit firms that are sound and sustainable and honestly present their financial information.
