Abstract:
Modern public personnel administration has developed as a reform movement, in reaction to the abuses of the patronage system. The progressive reform movement emerged from the corrupt "machine politics," and was largely based on the need for administrative expertise and professionalism. Even the merit system, however, is not neutral or value-free (Thompson, 1983; Kranz, 1976; Rosenbloom, 1973). Kranz (1974) aptly captures this point: "throughout American history, the concept of merit in public employment has had a rubbery texture, stretching or contracting to cover the prevailing ethos, but at no time either before or after adoption of the civil service reforms of the 1880's has actual merit (defined as the ability to perform a specific job) prevailed as the predominant or exclusive method of selecting the American bureaucracy" (p.436). Obviously the merit system has always had many other considerations to compete with. Its substance has shifted in response to a variety of political and social forces (Mosher, 1982; Nigro & Nigro, 1980).

Abstract With the election of a new Taoiseach, Leo Varadkar, TD, in June 2017, a number of changes were made to government departments. A new Department of Rural and Community Development was established, taking functions from the Department of Arts, Heritage, Regional, Rural and Gaeltacht Affairs (renamed the Department of Culture, Heritage and the Gaeltacht), and from the Department of Housing, Planning, Community and Local Government (renamed the Department of Housing, Planning and Local Government). The employment brief was moved to the Department of Social Protection to create the Department of Employment Affairs and Social Protection. Finally, the Department of Jobs, Enterprise and Innovation was renamed the Department of Business, Enterprise and Innovation.

Abstract:
In the developing world, there is a need to create awareness in civil servants regarding the importance of carrying out in-depth analyses of official data, in order to ensure policy-formulation aimed at improving the lives of the people. This paper reports on an attempt to achieve this at the first level of civil service, through an innovative approach in rendering a course entitled “Quantitative Tools for Decision-Making” to the probationary officers of the 43rd Common Training Program at the Civil Services Academy of Pakistan. The course was wholly based on data pertaining to the 2011 Punjab Multiple Indicator Cluster Survey (MICS 2011). Feedback from participants in the four-month-long course provides motivation for recommending the ongoing adoption of this approach at all levels of civil service. Similar strategies may prove to be worthwhile in many other developing countries of the world striving to create statistical awareness in civil servants.

Drawing on a case study of recent reforms in the Dominican Republic, this technical note derives lessons about strategies to professionalize the civil service. As in other countries with less professionalized civil services, the Dominican Republic's political economy is biased against reform: promises of public employment tend to be important to successful electoral mobilization. Nonetheless, passage of a new public service law and its partial implementation were achieved. The case study finds that the construction of a broad societal coalition demanding reform may account for this puzzle. For legislative approval, alliance formation extended to not only traditional reform allies, such as the international community, NGOs, business associations, the media, progressive governing legislators and a politically influential minister, but also novel allies, including opposition parties. Reform implementation was fostered by the periodic and well-publicized societal monitoring of an achievable set of reform objectives aligned with the strategic priorities of the Ministry of Public Administration. As a result, political incentives were tilted towards legal reform passage and incremental compliance in civil service subsystems such as organizational structures, information systems and training not perceived as threatening to core electoral mobilization interests, yet not in more politically contentious subsystems, such as recruitment and selection. The case study underscores the desirability of constructing broad societal coalitions to enable civil service professionalization particularly in contexts where potential societal veto actors with vested interests, such as public sector unions, are largely absent. It also underscores the continued weight of political economy constraints in conditioning the subsystems in which civil service reform implementation may be achieved.
