Abstract:
Some Western scholars have asserted that the high frequency of militarycoup d‘etats in Muslim countries is rooted in Islam. They claim thatcitizens of the Muslim world easily accept military rule because it doesnot run counter to the spirit of Islam. Is this true? Does Islam reallyallow military intervention into politics or coup d’etat? This articleargues that in some contemporary Muslim countries the coup d’etat ormilitary takeover has nothing to do with the basic spirit of Islam.Rather, in those countries, Western colonial rule laid the foundation forthe subsequent takeover of civilian power by the army. Islam does notallow succession to power through force or coup d‘etat. This articleclarifies the position of Islam on the question of civil-military relations.A systematic study on this issue has yet to be done, therefore, there isroom for controversy. In order to explain the civil-military relations inan Islamic polity, this paper first examines Western perspectives oncivil-military relations then highlights Islamic perspectives. Finally, itoffers a brief explanation of military intervention into the politics ofsome contemporary Muslim countries.

It is estimated that by the year 2025, most of the world's population will be located in urban, coastal environments. This knowledge becomes an indicator for the military as to what areas and types of training soldiers will need in preparation for future battles. The United States Marine Corps (USMC) has seen the need to train in actual urban environments in cities across the United States. The USMC conducted one such exercise, Urban Warrior, on March 13, 1999. The city chosen for the exercise was Monterey, California. During this realistic training, the Marines discovered real impediments when organizing the exercise. The problems encountered during this exercise are examples of the impediments that can arise when coordinating with civilian agencies. To overcome potential impediments the Marines found that better coordination could minimize the time and effort required for enhancing civil-military relations. This thesis argues that with better civil-military relations, training exercises, as well as real exercises, which the National Guard will take part, these impediments can be erased or diminished. This thesis concludes that most or all impediments that occurred are preventable by an early, aggressive, and adequately staffed public relations campaign. It concludes further that public relations campaigns should be planned and organized prior to events. This planning and organizing should be conducted on a full-time coordinating and educating basis between military personnel and civilian agencies

CIMIC training of military specialists is a key success factor in modern military operations. This training includes theoretical education, practical training, cultural sensitivity and technical equipment. CIMIC military specialists must have expertise and skills in civil relations, communications, diplomacy and conflict resolution. Their preparation should include simulations, exercises and cooperation with various actors, including humanitarian organizations. An important aspect is also ethical development and the ability to make the right decisions for the benefit of the local population. Ideally, the training of CIMIC military specialists should be integrated into the overall training of armed forces and continuously updated based on experience gained in the field.

Based on the census of 1959, the study examines the phenomenon of post-war widowhood, including the socio-demographic portrait of widows in Sverdlovsk, as well as the characteristics of families headed by widows. The article is based on information from survey forms preserved in the archive and transcribed into a database that includes two tables: “Population of the city of Sverdlovsk. 1959» (4,715 entries) and “Family of the city of Sverdlovsk. 1959» (2,079 entries). To assess the level and frequency of widowhood, general and special coefficients were used to determine the impact of military losses on the family structure of the city, characterised by the archaisation of family and marriage relations as a result of the spread of intra-family consolidation strategies (an increase in the number of extended families). The transformation of single-parent families into typical social organisation was also considered. The unprecedented military losses of the male population during the Great Patriotic War exacerbated the gender imbalance that began to take shape at the end of the 19th century and particularly manifested during the First World War and the Civil War. The 1940s–1950s differ from the 1920s in that this is the time of the completion of the demographic transition, characterised by a change in the model of family and marriage behaviour, a tendency towards family nuclearisation.

Reuse of urban defensive heritage in AlgeriaThe growing interest in the heritage that contemporary society carries with it, and which is reflected in the extent of the debates and issues relating to its preservation and enhancement, runs up, most of the time, to the authentic memory / memory dichotomy. Dynamic. That being said, the reuse of built heritage in the process of renewing the image of our cities (use-value) becomes dependent on a global conception included in a sustainable urban development approach. The monumental heritage, subdivided, generally, into five categories namely; religious, hospitable and funeral, civil (public or private), agricultural and industrial and finally military, raises enormous problems as for its reuse. These are more pronounced towards the military-defensive architecture that is the subject of this contribution. In Algeria, defensive architecture occupies an important part in its heritage site. The typological diversity –the result of a long stratification from the early antiquity to the middle of the last century– as well as the dominant position occupied by this defensive heritage abandoned in the current urban landscape imposes a more urgent care. Therefore, we want, through this communication, to lay the first steps of a patrimonial approach to highlight this or these unknown military architectures and preserve our defensive heritage for which the collective memory is not attested and still painful. The reuse of the defensive heritage in Algeria must first and foremost go through its identification, inventory its various typologies, evaluate its current physical impact and finally explore the different urban alternatives that will result from its reintegration into the urban experience and for sustainable cities and citizens.

Abstract:
Donald Blount is recognized around the world for his contributions to high-speed marine vehicles of various types for more than 50 years. A highlight of his career has been the revolutionary high-speed craft, DESTRIERO, which holds the combined east- and west-bound Atlantic crossing elapsed time record and the fastest east-bound crossing record for which its development history has been presented in numerous forums. An in-depth look at his career beyond this singular achievement will be shared in honor of his numerous contributions to the marine industry during his lifetime of bringing science and technology to the waterfront. Donald Blount began his formal career in 1954 as an intern at David Taylor Research Center while a student at Virginia Polytechnic Institute. He was hired by DTRC and worked in the model test basin and in the tests and trials branch. In 1959 he successfully tested into a naval architecture position. He concluded his degree in Mechanical Engineering at George Washington University in 1963. Also in 1963, Gene Clement and Donald published "Resistance Tests of a Systematic Series of Planing Hull Forms" in SNAME Transactions which concluded two years of testing in Tank 3 at DTRC and of the subsequent analysis of Model Series 62. He worked in Jacques Hadler's division conducting individual research and directing engineering programs relating to emerging technology in the field of hydrodynamics. He served as Project Engineer in the ship powering, small craft, propeller and full-scale trials branches. He volunteered and served two years as a civilian with NRDUV (Naval Research and Development Unit, Viet Nam) including being in Viet Nam during the summer of 1968. Throughout 1967 while acting as branch head, he received casualty reports from the field for trend monitoring. During his in-country tour in 1968, he personally participated in nine missions on the rivers of the Mekong Delta and offshore. Upon returning from his service he found that his position as Trials Branch Head at DTRC was no longer available and he chose to transfer to the Combatant Craft Engineering Department in Norfolk, Virginia as Technical Manager in 1969. He was responsible for planning, organizing and monitoring research and development programs for small craft and their systems. He also evaluated technological trends and selected promising approaches to achieve significant advances in performance. Department of Defense and other governmental agencies. He was promoted to Department Head in 1981 where he was responsible for design, engineering and testing of all non-commissioned navy craft. He supervised 80 government employees and an additional 45 contracted technical staff. The department developed contract plans and specifications used to procure navy boats and craft. He served as advisor to all levels of the Department of Defense on issues relating to state-of-the-art technologies required for producing high-speed small craft. Throughout his civil service tenure he maintained a small, private consulting practice for the recreational boating industry and when he retired from the Civil Service in 1990, he took his consulting practice full time as a naval architect and professional engineer providing hydrodynamic expertise with an emphasis on sea-keeping, propulsion, maneuvering, control and dynamic stability for high speed and special purpose commercial, military and recreational craft. Donald has published numerous papers and has received several honors in recognition of his contributions. He maintains several professional society memberships, is a professional engineer registered in Virginia and North Carolina and has professional interests including marine archaeology and the collection of antiquarian naval architectural books about boat and yacht design. He is currently writing a book regarding the technical design of small craft. An attempt is made here to present Donald's many contributions in bringing science and technology to the waterfront.

Фокс был одним из наиболее верных сторонников Генриха VII, поэтому его назначение в Даремскую епархию преследовало цель поставить северные земли под более жесткий контроль короны. Даремская епархия всегда играла важную роль в управлении пограничных земель и их обороне. Даремский палатинат служил источником пополнения как для войск, так и для гражданской администрации. За время своего пребывания на севере Фокс проявил себя не только как гражданский, но и военный администратор. Он получил посты в пограничной администрации, должности в местной системе управления. Епископ служил посредником между персоналом пограничной администрации и монархом. Принял Фокс участие и в столкновениях с шотландцами, венцом которых стала оборона замка Норэм. This article focuses on Richard Fox's involvement as Bishop of Durham in the management of the Anglo-Scottish border. The lands bordering Scotland were a serious worry for London. Fox was one of Henry VII's most loyal supporters, and his appointment to the Diocese of Durham was to bring the north more firmly under Crown control. The Diocese of Durham had always played an important role in administering and defending the borderlands. Durham Palatine served as a source of replenishment for both troops and civil administration. During his time in the north, Fox proved himself not only a civilian but also a military administrator. He secured posts in border administration, posts in local government. The bishop mediated between the staff of the border administration and the monarch. Fox also took part in battles with the Scots, culminating in the defence of Norham Castle. He was also regularly involved in negotiations with the Scots. Fox was instrumental in the successful negotiation of the marriage between the King of Scotland and Princess Margaret of England. The activity of Richard Fox, Bishop of Durham, in administering the borderlands shows the peculiarities of royal policy in the north under the first Tudor. Henry VII preferred to enlist the help of trusted men in troublesome regions, often with no links to local elites. The members of the clergy had many advantages in this regard. They were far less surrounded by relatives and more dependent on the monarch. The high degree of royal confidence allowed the bishop to become the de facto vicar of the Crown in Northumberland. Positions in border administration, as well as in various local commissions, only legitimized this state of affairs.
