Mortimore, Jo. "Innovatory staffing practices in City Technology Colleges." Thesis, University College London (University of London), 1997. http://discovery.ucl.ac.uk/10021776/.

Abstract:
This study explored the use of staff in a sample of institutions specifically designed to be innovative - City Technology Colleges (CTCs). The research focused on theories of educational change developed by Gross, Giacquinta and Bernstein (1971) and Fullan (1991) in order to evaluate the benefits, problems and cost-effectiveness of innovative associate (non-teaching) staff posts. Eight CTCs, providing a geographical spread and a variety of innovative posts, were selected. In each, four posts (15 women and 17 men) were chosen for detailed study. The posts covered: • support for management and administration (10) • support for the curriculum (13) • support for both management and curriculum (9). Two hundred and two semi-structured interviews were conducted with governors, senior and linemanagers, teachers and postholders during two phases of fieldwork undertaken between autumn 1993 and summer 1995. The freedom of CTCs provided scope for the opportunistic use of postholders' skills. The majority of posts were judged to be cost-effective. The benefits of the innovative posts included improved opportunities for students and staff to gain from associate staff expertise; managers and teachers, respectively, having more time for planning and pedagogy; and more cost-effective use of resources. Problems were related to teachers' resistance, lack of clarity in the posts and excessive responsibilities being given to postholders. Gross et al's and Fullan's theories were congruent with the fmding of the study but neither theory was sufficient to explain the success or failure of innovation in these CTCs. The concept of culture - both positive aspects (which enabled staff, including those who were not teachers, to feel part of a new innovative venture) and negative aspects (teaching or industrial sub-cultures preventing the innovations from taking root) - emerged as a useful explanatory concept. The study concluded with implications for policy, practice and further research. Gross, N, Giacquinta, J. and Bernstein, M. (1971) Implementing Organizational Innovations, New York: Basic Books. D'Anjou, Leslie Milbourne. "Assessing Information Technology and Business Alignment in Local City Government." ScholarWorks, 2016. https://scholarworks.waldenu.edu/dissertations/1964.

Full text
Abstract:
Top executives are interested in more transparent and formalized structures, applicable measurements, and clear justification of alignment. Limited or improper information technology governance (ITG) affects the business strategy that will ultimately influence the overall business alignment in local city government agencies (LCGAs). The problem addressed in this study was the lack of information regarding LCGAs IT/business strategic alignment maturity model (SAMM) level and the LCGAs' employment size. The purpose of this survey study was to evaluate 48 LCGA participants in the Southwestern part of the United States and compare their alignment perceptions with their cities' employment size. The theoretical framework for this study was based on ITG and business strategy as measured by the SAMM instrument. An online survey was used for data collection and data results were analyzed using descriptive statistics and an Analysis of Variance. After using the SAMM instrument, the current snapshot maturity level of LCGAs was 2.49 out of a maximum 5.0 level. Results illustrated no significant relationship between LCGAs alignment maturity levels and a city's size. This study empowers positive social change by providing LCGAs 6 incremental steps to improve the overall alignment maturity level in areas of transparent and formalized structures, applicable measurements, and improved alignment measures.

Starting from the idea of city as an amplified field for communication and art, this theoretical-pratical research aims to investigate artistic experimentations that involve the handling of new technologies, mobile devices and locative medias, establishing a direct relation with Fortaleza city. Based on a route passed through observation, participation, construction of relations and experience exchanges, it was made an analysis from the work of three artists that operate in Ceara's capital: David da Paz, CecÃlia Andrade and Andrà Lopes. The approximation and diversity of these artistic proposals bring matters like assemblage of collaborative practises; dialogues between geo localized video performances and nomad poetics; erasures and dispute of urban imaginary; notions of public, private and virtual social medias on daily environments; neighbourhood, proximity and surroundings connected to the use of ordinary technologies; contributing to the construction of a thought that presents possible configuration dynamics of contemporary cybercities. Based upon notions of sitespecific and De Certeau's view about ways to invent and practise the daily life, critical outcomes are build from a social space connected by creative ways of being a part of a city tensioned by informative flow and intense political-economic-social transformation process.

Corbett, David. "Exploring the potential of technology in enabling the inclusive co-production of space." Master's thesis, University of Cape Town, 2016. http://hdl.handle.net/11427/22727.

Abstract:
The potential of emerging technology to address poly-urban issues is a growing focus on the agendas of cities worldwide. However, there is a lack of consensus regarding how and in whose interests it should be applied - should the aim be to establish 'smart cities' or to encourage 'smart citizens'? The 'bottom-up' approach advocates the latter and recognises the potential of technology to facilitate the prioritisation of issues and co-production of spaces. Particularly in a developing context where resources are severely limited, the ability to prioritise interventions to have maximum impact is exciting. However, these projects and the processes which enable them are under-researched. In this dissertation, a combination of Network Action Research and case study methods are used to guide the application of a selection of digital tools in combination with semi-structured and indepth interviews, surveys, and focus groups to a specific context. The products of this are insights regarding the processes which enable inclusive bottom-up smart city projects; the application of the Network Action Research method; and a context-specific resource of information to guide the future prioritisation of projects and planning in the study area. This dissertation explores the value of inclusive participation in planning, and the role that technology can play in facilitating this. However, it also uncovers the complex and non-linear nature of these projects, ultimately arguing that although technology is a valuable resource, it is not a catch-all. A hybridised approach to bottom-up smart city projects is crucial to their success.

Abstract:
This study deals with finding a way to enable citizen-led urban innovation through technology while concentrating on various aspects of controversial city developments. Therefore the literature concerning this topic is first investigated and current online systems designed for citizens to engage in city development decisions explored. In addition, literature, approaches and systems related to conflict resolution are also presented and discussed. By means of applying multiple design cycles, including several user studies, an online platform for citizens to elaborate controversial ideas for the city together was developed. These design cycles were focused on first finding a suitable process to elaborate on ideas and find consent. The process implementing this is tested during two workshops that portray the procedure that would be realised on the platform. Findings after each workshop are used to revise the process. In order to design a user interface that could implement such a process first an expert focus group was asked to brainstorm solutions for multiple design questions. Considering this input two platform mock-ups were created and shown to participants to receive feedback. A final prototype of the online platform was then implemented and tested in a final user study. During this study participants elaborated an idea together to test the whole resulting product, while being able to use the online platform in an in the wild setting. In spite of discovering how dependent the usage of the platform is on its users, the feedback received for the general idea of using an online platform to elaborate on ideas and find consent was overall positive.

Abousaber, Inam. "WiMax technology adoption by SMEs in the city of Jeddah, Saudi Arabia." Thesis, Brunel University, 2012. http://bura.brunel.ac.uk/handle/2438/7169.

Full text
Abstract:
This research focuses on developing a framework for Worldwide Interoperability for Microwave Access (WiMax) technology adoption by Small and Medium Enterprises (SMEs) in the Kingdom of Saudi Arabia (KSA). WiMax has emerged as a technology to overcome the limitations of traditional and existing broadband technologies and support a great number of organisations and consumers/citizens in providing a higher speed over substantial distances i.e. in areas that are difficult for wired infrastructure to reach. Despite all the interest in the types of broadband adoption as demonstrated by SMEs in several countries, there seems to be slow progress and lack of information supporting the decision making process for WiMax technology adoption by SMEs specifically in the context of KSA. This may illustrate that SMEs adopt WiMax technology solutions at a slower pace and make them characterised as laggards in terms of new technologies adoption. This research takes into consideration this literature gap and makes a step forward and investigates on WiMax technology adoption by SMEs in KSA with an organisational cultural view, vendors’ commercialisation strategies and government policies by analysing the normative literature related to this research. The data collection of this study was carried out in two phases including quantitative and qualitative approaches. The first phase of the research provided results indicated that, the Saudi SMEs who participated in this research are strongly dominated by clan culture and adhocracy culture. These cultures also have a positive impact on the Internet technologies adoption such as WiMax by SMEs. It is found that, the combination of clan and adhocracy cultures in Saudi SMEs is making them more likely to adopt latest Internet technologies. In the second phase, the results showed a wide difference in views among SMEs, WiMax vendors and government agencies involved in WiMax technology diffusion to SMEs in Saudi Arabia. Although WiMax technology started as an innovation that has the potential to be disruptive and could replace the widely diffused fixed wire line Internet connection, the research findings showed an interesting deviation from this path. In particular, the WiMax technology market analysis in Saudi Arabia highlighted the vendors’ tendency to treat WiMax technology as a sustaining innovation. Research findings also indicated that, the Saudi government provided funds for Information and Communications Technology‘s diffusion in the country. However, the level of awareness displayed by SMEs is persistently low. Knowledge deployment, mobilisation, innovation directive and subsidy have been emphasised by SMEs as the most important government interventions that might have an impact on WiMax adoption by them. Finally, further important issues have been uncovered by the research such as taxation, experience exchange, herd culture/bandwagon, consumer right protection and customer service in relation to the adoption of WiMax by SMEs. The perceived future prospect of these additional issues has been considered as an influence on adoption of WiMax technology by SMEs. The findings of this research can be useful to guide analysts and researchers in determining critical aspects of the complex issues involved in technologies adoption, and lead to suggestions for further valid research.

Abstract:
In a world recently declared urban, each day technology plays a more important role in society. A majority of people seem to believe in technology not only for solving everyday problems and for supporting the current production and economic systems, but also for the redress of environmental problems that are caused to a large extent by the same technology that has driven society to the current standards. In this direction, megacities (i.e. cities with more than ten million inhabitants) represent a valuable example of both the problems caused by high urbanization rates and the possibility of solving them using technology. However, the mere development of technology does not guarantee its immediate adoption and successful implementation by a given society. In this thesis, one of the largest megacities in the world (i.e. in terms of population) was chosen as a case study for the analysis of the adoption and diffusion of environmental technology. Mexico City is studied through a set of interviews with local stakeholders from academia, government, industry and other external organizations such as non-profit organizations and international institutions. This approach resulted in the identification of different obstacles to the adoption and implementation of technologies, but also led to a successful case of technology adoption that allowed for the understanding of important traits that facilitated not only such adoption, but also the subsequent diffusion and spread to other cities. Although the thesis has a strong focus on the demand side (in this case Mexico City), the supply side (in this case the Swedish environmental technology sector) is also considered and analyzed. By using statistical data of common enterprise and economic nature, the composition of the sector was described and analyzed with the intention to identify important areas and behavioral traits that could give insight into the hindrances that the sector faces when exporting its offerings. Given the interest that the Swedish government has put in the sector for contributing to the country’s economic growth, the different studies commissioned for the assessment of the sector are also discussed in this thesis. The different conclusions and suggestions made by the different agencies entrusted with this task are shown and analyzed. Conclusions are drawn regarding the need for designing strategies that consider local conditions, that are flexible and adaptive to a highly dynamic environment and that pay particular attention to the development of strong demonstration projects that facilitate overcoming the distrust normally created when new technologies are introduced in a society.

Abstract:
At present time, climate and energy issues are important subjects in the international market and environmental technology is a rapidly growing concept. Many companies in Sweden have developed much in-house knowledge in environmental technology. Therefore, they have great opportunity to export. In the sustainability perspective, export has not only benefits in the economic aspect, but also advantages for the environment. Development of appropriate business models is necessary for supporting environmental technology export. In this research an attempt was made to explore business model elements and offerings for export of environmental technology. The relevant theories in environmental technology characteristics, customization, product service systems and business models were used. The case studies included a Swedish municipality-owned company, its subsidiaries and a Swedish private company which was active in export. Empirical data were collected by conducting of interviews. The results reflect the business models and offerings of the studied cases. The analysis of cases provided findings for environmental technologies characteristics which have effect on export business models.Furthermore, six categories for making distinction among different elements of business models in literature were defined in this study. By analysis of the cases a new category which entailed new elements was added as the seventh category. The mentioned categories are useful in business model formulating for export of environmental technology.

Abstract:
Published Article
The emergence of Information Technology (IT) is increasingly influencing the socio-economic and physical landscape of cities. It has also resulted in development of predominantly IT based industrial cities. These cities have the opportunities and challenges with respect to the development of their socioeconomic, infrastructural and environmental conditions because of the influence of the IT based industrial activities. This article therefore pertains to the analysis of the perspective impacts of IT industry and allied activities on the development of an emerging IT industrial activity based city. For this purpose, Pune, an emerging IT city in India was considered as a case study. Survey research methodology and a system dynamics modelling approach were employed to measure the influential socio-economic, infrastructural and environmental parameters of the city by considering the city as a system. This research shows that the location of IT industry and associated functions contribute significantly towards the socio-economic development of a city in terms of IT industry export, State Gross Domestic Product (SGDP), per capita SGDP, employment generation, to name some relevant aspects. However, there would be a reduction in satisfaction level of the infrastructure and an increase in environmental stress in the system, which needs strategic attention. Further, the model results and scenarios can facilitate evolving of feasible policy and strategic guidelines for the wholesome development of such cities.

Abstract:
This study examines the effect of an intervention called Native Numbers on the development of number sense and quantitative skills in low-SES preschool children (ages 5 to 6) in Mexico City, using a randomized control trial (RCT). Native Numbers (NN) is a math curriculum built as an application for iPads that includes activities on number concepts, relations, ordering and counting. The study was conducted in 2014, with eight participating schools and an analytic sample of 249 students. The intervention lasted two weeks in each school, and compared students randomly assigned to a group using NN with a group using iPads with no educational content. Data was collected on pre and post measures of student’s cognitive skills, as well as contextual information from families. This study shows a small potential positive effect of Native Numbers on quantitative abilities of children, though there is a lack of statistical power to find significant effects. However, heterogeneous effects of the treatment were found for mothers’ schooling. A statistically significant interaction between treatment and mother’s years of education revealed that the impact of the treatment was significantly higher for children whose mothers had fewer years of education. The frequency of home numeracy activities was also statistically significant in this model.

Abstract:
As the capabilities and scalability of the Internet grow largerand become more advanced, new opportunities arise that enableusers to make use of this enhanced manner in which to distributedata. One particular example of this is Wireless Sensor Networks -networks consisting of small sensors with wireless communicationcapabilities, which can monitor and record environmental phenomenawith the intention of forwarding the obtained information toindividual clients or centralized servers for data mining. Thesetypes of networks are often deployed in relatively hazardousenvironments, which may challenge the efficiency and performanceof the wireless connectivity between nodes. A joint effort between multiple partners, called the GreenIoTproject, aims to deploy a Wireless Sensor Network in Uppsala,Sweden. The partners of the project seek to learn more about thelevel of performance that can be expected by the network invarious scenarios, such as when the distance between thetransmitting nodes is increased and when the line of sight betweenthem is disrupted. The insights gained from this research are tobe used for optimal configuration and deployment of the nodes, inorder to ensure a reliable and high-performance network. Using theknowledge obtained from previous work in the area, methods andexperiments were developed for assessing the effects that thesedemanding situations have on the performance of the wirelesslinks. The results showed that the observed metrics of the links, such asthe strength of the received signal and the packet receptionratio, differed greatly depending on the environment in which theexperiments were conducted. Based on the outcomes of theexperiments, a conclusion was made that field tests on planneddeployment sites before installation in the testbed will likely benecessary to ensure sufficient reliability in the network. Wheninvestigating potential areas of improvements to the existingtestbed architecture, it was found in related work that techniquessuch as adaptive power and channel control provide higherperformance in lossy and high-density networks. Since the nodesused in the project are compatible with existing solutionsproviding this functionality, these kinds of enhancements shouldprove to be beneficial for the future operation of the GreenIoTtestbed.

Abstract:
The worldwide lack of consensus regarding what constitutes a Smart City leaves the concept vulnerable to being seized by a rhetoric of technological consumption, to which urban and social improvements might not be of concern. In a scenario where case studies and off-the-shelf solutions are widely used, a troubling fact arises: many of said cases and solutions where designed for North-American, European and Asian cities, which have social dynamics signifi cantly different from the ones seen in Brazilian and Latin-American cities. This research aims to contribute to systematic critical approaches seeking to comprehend Smart City discourse and it\'s practical developments in the context of Latin-American metropolises. By way of a panoramic view of the phenomena and the comparison of different academic and non-academic sources, an attempt is made to understand the evolution of Smart City discourse over the last twenty years. This discourse is them compared to the practices and phenomena typically present in Latin American metropolises, with São Paulo\'s Metropolitan Region as a reference. Several conceptual frailties and fantasies surrounding the Smart City and the general attribution of knowledge to cities - or any other technical object - are raised. The very validity of the term Smart City is put into question and the importance of qualifying the discussion on future urban scenarios is made evident. The plural and complex nature of the urban environment calls for a refl ection capable of producing new possibilities of discourse and design practices. The essential pillars for such a refl ection are proposed, as well as a few directives and remarks in an attempt to incorporate it into the design of urban spaces. Finally, new dimensions are proposed to guide analytical attempts towards recognizing the troublesome aspects outlined in this research.

Abstract:
Thesis (Ph. D.)--Massachusetts Institute of Technology, Engineering Systems Division, Technology, Management, and Policy Program, February 2005.
Includes bibliographical references (p. 227-239).
Technology plays an important role in dealing with air pollution and other environmental problems faced by developing and developed societies. This research examines if technological solutions alone, such as end-of-pipe and process control technologies, can achieve substantial and sustained emissions reduction from the industrial sector in the Mexico City Metropolitan Area (MCMA). Environmental standards for most of the criteria pollutants have frequently been violated in the MCMA. Severe air pollution in the MCMA, and the roles of point and area sources, particularly industrial sector, are the prime motivating factors for this research. Industrial sources of air pollution play a significant role in aggravating the air pollution problem in the MCMA. This research focuses on a 25-year horizon for socio-economic growth of the MCMA, and its implications on industrial energy demand, and pollutant emissions. I develop a simulation model to estimate industrial energy demand and emissions from the MCMA industrial sector. The model incorporates industrial growth rate, changes in the structure of industry and energy intensity, pollution control technologies, fuel-switching, technological progress, etc. I find that the level of industrial activity, driven by the macroeconomic environment, plays a significant role in shaping the long-term industrial air-pollution trajectory in the MCMA. I use two cost measures for evaluating cost-effectiveness of various strategies. First, the direct cost, which includes capital, operation & maintenance cost. Second, the policy cost includes direct cost and the cost of foregone production due to policy of deindustrialization.
(cont.) Performance of a strategy is highly dependent on which measure of cost is chosen for the decision-making process. The abatement strategies which look attractive when only capital cost of the control technologies and investment in renewal of the production stock is considered, are no longer preferred when the policy cost is used. When only direct cost is considered, deindustrialization dominates the list of cost- effective options. However, when total policy cost of options is considered, reducing the structure adjusted energy intensity (SAEI) emerges as most dominant option. Further, I use a sectoral abatement approach to look at.the cost-effectiveness and estimate the potential cost savings from market-based regulatory instruments in achieving emission reductions. I find that the savings from using flexible, market-based mechanisms are large enough to warrant a serious consideration in environmental policymaking to achieve air-pollution abatement goals. On basis of the scenario analysis, I conclude that technology options alone are not sufficient to meet the industrial air pollution abatement goals in the MCMA. However, an aggressive implementation of technology and policy options can result in achieving sustained and substantial emissions reduction. The structural shift from high energy intensity industries to low energy intensity industries, and deindustrialization, moving the industrial activity away from the MCMA, should form an integral part of the policy making process. The current institutional framework in the MCMA to manage the environment is not geared to integrate the technology and policy options.
(cont.) A paradigm shift -- from environmental policymaking for industrial sector to industrial-environmental policymaking -- is needed for attaining substantial and sustained emissions reduction, so that policy options such as deindustrialization and structural shift can be incorporated in the environmental policy making for the industrial sector.

This article analyses the impact of the IOTA distributed ledger technology (DLT) on smart cities. The world population is rapidly increasing while at the same time trends such as urbanization shape future demographics. Thus, fast-growing cities face the challenge of increasing demands in resources such as energy, water, transportation, while at the same time aiming to increase life quality by reducing burdens such as pollution and waste. The concept of a “Smart City” emerged with the ambition to solve a city’s issues by creating social and economic advantages while providing efficient resource allocation processes. Nevertheless, current information communication technologies tend to underperform a smartcities systems requirement since the quantity of connected devices increases which slows down the transition of a city becoming smart. The distributed ledger technology IOTA promises to enable automated, feeless transactions and processes with a high level of integrity, which may impact the development of smart cities. In this research the IOTA technology is introduced and investigated. The advantages of IOTA compared to conventional information communication technologies and the blockchain technology are highlighted. Thereafter, the current state of IOTA in smart cities is reviewed by analysing current research and use cases. To investigate the concept of a smart city the smart city initiative framework, including its subcategories is introduced. Additionally, different experts working on IOTA integrations related to smart city initiatives were interviewed giving insights into their field ofexpertise. Finally, an analysis and discussion of the IOTA technology use cases are put into relation with the multi-level perspective framework (Geels, 2006) highlighting the positive impact of IOTA on the development of smart cities.

This thesis project is a speculative proposal; it assumes that 3D printing technology is a major manufacturing and construction method in the future. The industrial revolution that has begun in the 19th century was the transition to a new manufacturing process. This transition included going from hand production to machine production and eventually changed the entire way of making things, buying things, moving things, and etc. The changes of our life led to the transformation of our cities. Current cities were formed based on the Industrial Supply Chain that enables flow of materials and products from supplier to customer. This supply chain decided locations of factories, retails, roads, ports, warehouses, and etc that have structured cities. In recent years, 3D printing has attracted increasing attention. The prospect of printing machines has inspired enthusiasts to proclaim that 3D printing will bring "the next industrial revolution", while others have reacted with skepticism and point to the technology's current limitations. However, 3D printing could proliferate rapidly over the coming decade. Improvements in speed and performance could enable unprecedented levels of mass customization, simplified supply chains, and even the "democratization" of manufacturing as consumers begin to print their own products. Although there has been a number of studies on the 3D Printing technology itself and its impact on economy, less attentions have been paid to its spatial impact or impact on our cities. As the industrial revolution transformed cities, 3D Printing is expected to change our current cities in many ways, as it will change the way of making, moving, buying things again. The fact that 3D Printing can be done near the point of consumption, implies several possible scenarios of future cities This thesis illustrates different degrees of influence of the technology in the city of Sana'a, Yemen. The city has four distinct areas currently: the historical world heritage site, a partially protected area, a modernized area, and an informal settlement. The four distinct areas will be changed in different ways by different uses of 3D printing technology. The tower house, which is one of the most significant building typologies of the city, is used to examine and compare the influences of the technology. More specifically, the ornament of the tower house and possible scenarios of transformation are the main design focus of the project. Ornament will appear in different scales and configurations in the future city of Sana'a, from high resolution ornament to inhabitable ornament.

Bailey, Elizabeth. "The development of the city technology college programme : 1980s conservative ideas about English secondary education." Thesis, London School of Economics and Political Science (University of London), 2016. http://etheses.lse.ac.uk/3449/.

Full text
Abstract:
This thesis explores the discussion of conservative ideas about secondary education in England between 1979 and 1986. Education policy reforms in the 1980s reflected changing ideologies about the role of the state and about the role of education in society. City Technology Colleges (CTCs), proposed in 1986, embodied many of these changes. CTCs were a new type of school within the state system, with control over their own funding, admissions and operations; they were intended to have a technology focus within a broad curriculum and were partially funded and managed by industry sponsors. The CTC programme is relevant to the study of the history of education for two reasons: because of the relationship of the CTC policy to the general discussion of ideas in an important period of reform; and because of its legacy in the policies that followed. This thesis adds to the historical narrative about the 1980s discussion of different conservative education policy ideas concerning choice and diversity, the aims and purposes of education, and funding and management. This thesis also considers the influence of ideas discussed by external groups on internal Conservative Government policy discussion. The similarity of ideas and language between the external and internal discussions indicates the important contribution of interest groups to the intellectual atmosphere in this period. This thesis connects these ideas to those that informed the CTC policy. The elements of the policy and the ideas referenced by actors introducing the policy are examined to determine how they reflected prominent contemporary thinking. This thesis draws on archival and published documents and on a few interviews. The findings underscore the role of certain key actors in the development of the CTC policy as well as the consistency of ideas used by conservatives throughout this period, including those that underlay the CTC policy.

Maps of chosen areas in Chicago, San José, London and Shibuya, areimported from Open Street Map into matlab in order to run LTE networksimulations for various scenarios. Firstly, two path loss models arecompared, the empirically based WINNER model and a set of sitespecificmodel. Secondly, low load network simulations are runseparately at two different carrier frequencies, 700MHz and 2GHz, forcity specific base station deployments. Simulation results show thatuser performance is quite unique for each city and that deploymentstrategies and city environments are strongly influencing path gain,SINR and throughput. In general, user performance in UL issignificantly worse at 2GHz than at 700MHz, whereas DL performance isnot as affected by the change in carrier frequency.

The commercial and informal sectors contribute with significant amounts of emissions to the atmospheric pollution problem of the Mexico City Metropolitan Area (MCMA). It is more the case for some pollutants than for others, but, in any case, policies tackling the emissions of these sectors have been very few, and of very limited effect. Even the measurement of the emissions is believed to be underestimated, especially for the informal sector, which is mostly unaccounted for in the recent emissions inventories developed in the MCMA. This thesis intends to improve the estimation of commercial and informal emissions in MCMA, through a qualitative assessment of the range of emission sources in these sectors, and an emissions model based on the integrated scenario analysis methodology implemented in the Mexico City Program at MIT. The ultimate goal of this research is to propose and evaluate new policies to reduce commercial emissions, both formal and informal, in MCMA.

Gordon, Kayla. "THE USE OF MOBILE TECHNOLOGY IN PROFESSIONAL PLANNING AND LOCAL GOVERNMENT PRACTICE." DigitalCommons@CalPoly, 2014. https://digitalcommons.calpoly.edu/theses/1280.

Full text
Abstract:
As advances in web and mobile technologies have rapidly changed the world of businesses, they have also begun to fundamentally change the way local governments understand and interact with their communities. In an effort to evaluate the use of online and mobile technology for government work, this thesis examines the use of mobile technology as a vehicle for local government practice, specifically looking at the field of urban planning. These opportunities have been broadened with the introduction of Internet-enabled mobile devices, as location-based information is used to increase awareness of user activity, movements and behaviors in real-time conditions and specific contexts (Kwak et al., 2010). This paper (1) explores how mobile technology is currently influencing planning practices, (2) defines a taxonomy for current mobile applications, and (3) hypothesizes how these technologies will influence the future of the planning profession. Findings from a survey of local planning agencies about their interactions with web and mobile technologies demonstrate that although many planners own a smartphone or tablet and are aware of existing mobile potential, they are not entirely dependent on those devices for work purposes. Currently, many planners take advantage of basic productivity software (email, word processing, search engines, online forms, etc.), but do not utilize planning specific mobile applications to support their work. Despite pressure from citizens, elected officials, and younger staff members to integrate more interactive technologies in planning work, there are often numerous barriers to implementing mobile technologies, especially for agencies in smaller jurisdictions.

Abstract:
Walden University College of Social and Behavioral Sciences This is to certify that the doctoral dissertation by Nathasha Brooks-Harris has been found to be complete and satisfactory in all respects, and that any and all revisions required by the review committee have been made. Review Committee Dr. Mark Gordon, Committee Chairperson, Public Policy and Administration Faculty Dr. Michael Knight, Committee Member, Public Policy and Administration Faculty Dr. Michael Brewer, University Reviewer, Public Policy and Administration Faculty Chief Academic Officer Eric Riedel, Ph.D. Walden University 2017 There is a digital divide between Baby Boomers and Millennials in the way they communicate and use technology in the New York City public sector workplace. The purpose of this empirical phenomenological study was to explore the phenomenon of generational communications between Baby Boomers and Millennials in the New York City workplace and to understand their lived experiences of how they communicate and use technology in their job. The conceptual framework consisted of two theories: Cameron & Quinn's competing values framework and Prensky's digital natives/digital immigrants. A total of 21 New York City workers (10 Baby Boomers and 11 Millennials) from various agencies participated in semi structured interviews and answered the DISC Classic Profile, an instrument that showed their communication styles. The data were analyzed using the Stevick-Colazzi method and Dedoose data analysis procedure to find groups of meaning and themes. Research found benefits and challenges of technology that impacted communications; how organizational culture impacted technology use and communications; fears about using and learning technology; differences in relationships affecting Baby Boomers and Millennials; and differences in communication styles affecting management and subordinates. Recommendations for future research include conducting a similar qualitative study on Generation X and a quantitative study on Baby Boomers and Millennials. The findings of this study will contribute to positive social change through the implementation of reverse mentoring, knowledge management and transfer, succession planning, and human resource management.

Full text
Abstract:
This project presents the first large-scale study of the preservation and alteration of Late Bronze Age vitreous materials from the Near East. An understanding of the processes that affect buried glasses is of importance both in the conservation of ancient artefacts and as analogues for the disposal of vitrified nuclear waste. This project has focused on the vitreous material from Nuzi, a mid 2nd millennium BC site in Iraq, held at the Semitic Museum at Harvard University. This is one of the largest assemblages of vitreous material known from the Late Bronze Age, containing a wide range of objects. A survey was made of the assemblage and the distribution of vitreous materials across the site was established. It was found that the majority of these materials are associated with high-status and religious areas of the city. Over 150 samples of vitreous material, including 90 LBA glasses, were characterised in detail, using a variety of analytical techniques including, SEM-EDS, SEM-WDS, LA-ICPMS and XRD. Compositional analysis suggested that the antimony-opacified glasses may have been manufactured at a higher temperature than the translucent glasses; supported by a series of experiments replicating the opaque glasses. The results also showed that the alteration of the glasses was highly variable, both in the degree of alteration and the composition and morphology of the alteration layers. This variability could not be correlated with the original location of the objects on the site, including objects from the same room, and it was concluded that small microenvironmental changes were responsible for producing the large range of variation seen. In addition, a distinction was noted between the alteration of translucent and opaque glasses, which was found to be repeated in the dissolution experiments with the opaque glass having a much higher dissolution rate. The alteration experiments have established a dissolution rate for LBA composition glasses and indicated that replica glasses are a good analogue for archaeological glasses of the same type. It is suggested that the dependence on the burial environment of archaeological glasses, an open system, compared to the closed system of nuclear waste glasses means that the use of data from archaeological glasses in looking at the effects of long-term burial on nuclear waste glasses has to be carefully applied.

Mobility is traditionally thought of as freedom to access more goods and services. However, in my view, mobility is also largely about personal freedom, i.e., the ability to exceed one's physical limitations, in essence, to become "more than human" in physical capabilities. This thesis explores novel designs for omni-directional motion in a mobility scooter, car and bus with the aim of increasing personal mobility and freedom. What links these designs is the use of split active caster wheel robot technology. In the first section, societal and technological impacts of omni-directional motion in the city are examined. The second section of the thesis presents built and rendered prototypes of these three designs. The third and final section, evaluates implementation issues including robotic controls and an algorithm necessary for real world omni-directional mobility.

This study aims to evaluate the technical and economic performance of dairy cattle, identify the main barriers in activity, indicating the possible causes by identifying the technological profile of milk producers. In order to achieve this goal, it was made with data collected through survey questionnaires to the producers of milk Quixeramobim, Cearà State. Based on the literature review, we divided the system of milk production to conduct the evaluation of the technological level of the producers, in three components: management of the activity, system infrastructure of production and herd management. We analyzed to plot the producersthe following factors: marketing, productivity, racial profiling of herds, expenses incurred and gross revenues from the activity. Next, we determined the technological indices for each component separately and for all of them, based on its recommended technology, creating the mean rates of technology and technology index for dairy cattle. The producers were stratified by means of cluster analysis, presented as the technological level and used to analyze the individual contribution of each and every indicator in the index constituents. The evaluation of cost was performed using the methodology of the Integrated Agricultural Costs - CUSTAGRI. We identified four levels of technology which were subsequently laminated and used for the analysis of technological, economic, cost estimates and assessment of profitability. The survey showed that the main deficiency of the producers is to adopt appropriate management practices. Access to credit, labor, unskilled and lack of public policies aimed at promoting the dairy industry also adversely affect the results. The dairy industry in the region proved to be a profitable activity, with levels of profitability appropriate to the region and capable of delivering sustainable development in rural areas.

Abstract:
Thesis (Ph.D. (Information Studies)) --University of Limpopo, 2009
This research report serves as an empirical investigation into the utilization of information technology to support information and knowledge management in law firms, as well as an attempt to design an information and knowledge management model for law firms. Members of the legal profession attached to law firms in the Polokwane City were investigated to find out how optimally they utilize information and communication technologies to support information and knowledge management in their daily operations. The research indicated that there are several ways in which information technology could be used to support the creation, organization, and transfer of information and knowledge in law firms, for the benefit of both lawyers and their clients . In order to provide for an empirical basis for this research, a survey research method, through the use of the questionnaires and interviews, was conducted, followed by a detailed content analysis of law firm websites. An in-depth literature review on the utilization of information technology to support information and knowledge management in law firms was also carried out to determine the findings of other studies that have been conducted elsewhere on the current topic. The results of this research showed that lawyers attached to law firms in the city of Polokwane appear to be non-users of information technology in as far as information and knowledge management is concerned. Most of the members of the law firms in the city seem to be utilizing information technology for basic purposes such as word processing, legal research, client billing, and communication through the e-mail. Other information and knowledge management tools, such as intranets, extranets and web portals, appear not to be utilized by most of the law firms in the city. Based on the findings of this research project, an information and knowledge network model, in a form of Wireless Local Area Network for the law firms in the Polokwane City, is proposed. This network could be utilized by law firms operating in the city to deposit, organize, retrieve, and share information and knowledge collaboratively through the use of information technology. Factors that should be taken into consideration in attempting to implement the proposed model are also discussed. At the end of the research report, some recommendations on encouraging lawyers to utilize information technology optimally are provided, together with recommendations for future research.

Abstract:
Metropolitan areas are constantly evolving, and the smart city concept is gaining traction throughout local governance. The new paradigm for cities lands on an organic, efficient and interconnected structure, where the citizen is placed at the centre. Information and communication technologies (ICT) are the main technological enablers for this change and for citizen engagement, city services and applications (Apps) as one of the channels possible to use. The main objective of the present study is to find the key determinants that enable the adoption of city mobile apps. A theoretical model was created, and an online survey conducted to gather insights of the citizens' perspectives regarding the city apps. The results indicate the model is valid and that perceived usefulness and perceived ease of use are important components to the adoption of city apps. In addition, it was possible to identify some organizational and individual impacts recurring from the use of these apps. This study contributes to a new model of city apps adoption and provides evidence to organisms involved on the implementation and development of these apps.

Among various police routine duty types, those that interfere human rights the most, such as spot check or alcohol breath test, is often easy to arise conflicts between law enforcement and civilians. Sometimes when the situation goes worse, violent attack or resistant by the potential suspects might be happened. With the principle of proportionality in mind, although carrying gun or baton as defense weapon during their duty, most of the time police officers in Taiwan would rather use martial arts and arresting skills instead of batons or guns. Therefore, the quality of police officers’ applied skills has great influence on the safety of process during law enforcement and arrestment. Nowadays police officers’ applied skills for arrestment include capture and grappling skills, Judo, Taekwondo and integrated arrestment skills. The researcher conducted a questionnaire to evaluate the current practice of applied skills for arrestment after undergoing whole year training, and having police officers of Taoyuan City as the research objects. Different factors such as genders, ages, ranks and seniority were considered and compared as well. The research found out that of all kinds of applied skills for arrestment, and of all research objects, when confronting potential suspects in real situations, it is the skills that related to the martial art, Judo, that had the most often been triggered instantly to carry out. Whilst there are no significant difference among genders, ages, ranks or seniority. To conclude, the research propose four suggestions: For the police units, it is the first priority to build up the professional evaluation of necessity to increase the effectiveness of the regular whole year training. Secondly, effectuating applied skills training thoroughly and increasing the training frequencies. For instructor, the primary task is to establish the curriculum files, for the purpose of understanding the effectiveness of training. Then participating in advanced programs actively, and exchanging experiences with peers, to improve teaching techniques. Keywords: police officer, whole year training, arrestment, Judo, Capture and Grappling, Taekwondo, integrated arrestment skills.

Abstract:
Today our cities have surpassed the industrial state that originally organized them, where our social network is no longer bound by the limits of the cities streets, sidewalks, blocks and city centers, but rather by our internet connection. Our cities have become “global-cities” or mere hyperlinks to a global network of information where we have the world at our disposal at the blink of an eye. Technologies i.e. the internet, mobile technology, virtual environments etc. provide us with infinite information, connectivity, accessibility and even experience. One can argue that the way we live and experience our lives is directly associated with our technological capabilities and accessibility to these technologies. While this connectedness exists virtually through the streaming of data throughout space, it cannot be experienced physically. This network of information possesses relationships amongst itself as well as with everything else in the world. While our cities today have become digital melting pots, their image does not reflect the informational state of our society, but rather still resembles the industrial city. Since virtual environments are nothing more then an extension of the physical environment, we cannot limit our perception of space to the way in which we currently experience it, but must understand the various levels of complexity which define the space in all dimensions. While Boston City Hall Plaza currently exists as a baron sea of bricks, it contains virtual information which digitally connects it to the rest of the world. This information, variable X, will be the cities design input to creating new spatial relationships, in turn circulating people into these programmatic voids, as well as reflect the state of our society.

This research focuses on the Result of the Teachers in Learning Information Technology. The researcher had proceeded samplings to elementary school teachers of Kaohsiung City with self-organized questionnaires-- “The investigation questionnaire on the Result of the Teachers in Learning Information Technology”. 507 questionnaires out of 735 questionnaires were effectively reclaimed. Statistical analyses, such as item analysis, factor analysis, reliability analysis, t Test and one-way ANOVA, Pearson Correlation Analysis, Stepwise Multiple Regression, and Analysis of Moment Structure were applied to the data using SPSS15.0 and AMOS 7.0 software. The conclusions of this research include: 1. For lifestyle, it is dominated by cognitive tendency of "family-oriented tendency", except for a weak performance in "fashion tendencies". 2. The overall learning difficulty in information technology is medium to low, with a highest "self-capacity difficulty" sub-level and a low "family difficulty" sub-level. 3. The overall learning attitude in information technology is medium to high, with a highest "social awareness of learning" sub-level and a lowest "interest in learning" sub-level. 4. The overall learning intention in information technology shows a medium to high level, with a highest "computer orientation" sub-level and a lowest "communication orientation" sub-level. 5. The younger the age, the stronger the "fashion tendency" awareness in junior staff, whereas people in the position of a director have a higher "community involvement tendency", and people below the age of 30 years-old have a lower "family-oriented tendency" awareness than those over the age of 40 years old. 6. The elderly people, or people without college education or spend less than one hour on the Internet, have higher "self-capacity difficulty" awareness. 7. Male subject teachers and teachers who are also directors, below 30 years of age and spend more time on the computer or the Internet, have a stronger awareness in learning attitude in information technology. 8. Male subject teachers who on average spend more than 4 hours on the computer or the Internet daily, have a stronger awareness in learning intention in information technology. 9. Different levels of lifestyle show a significant difference in information technology learning attitude and intention; the higher the score in lifestyle, the stronger the awareness in information technology learning attitude and intention. 10. Different levels of information technology learning difficulty and learning attitude show a significant difference in learning intentions; the lower the score in information technology learning difficulty, the higher the learning intention in information technology, and the higher the score in information technology learning attitude, the higher the learning intention in information technology. 11. The is a significant negative correlation between self-capacity difficulty and interest in learning, self-confidence in learning, and the overall learning attitude in information technology; there is a significant negative correlation between family difficulty, overall learning problem in information technology, and self-confidence in learning; there is also a significant negative correlation between family difficulty and social awareness of learning. 12. There is a significant negative correlation between self-capacity difficulty, family difficulty, overall learning difficulty in information technology, and computer orientation, internet orientation, and overall learning intention in information technology, in which there is also a significant negative correlation between family difficulty and communication orientation. 13. There is a positive relationship and mutual influence between all levels in learning attitude in information technology and learning intention in information technology. 14. Primary school teacher's learning difficulty and learning attitude in information technology have a predictive power on learning intention. 15. The overall theoretical model constructed has a sound goodness of fit, while lifestyle, information technology learning attitude, and learning difficulty have an impact and high explanatory power on information technology learning intention. 16. After the interaction between lifestyle, information technology learning attitude, and learning difficulty, the greatest impact on all sub-levels of information technology learning intention was Internet orientation. In accordance with the research results mentioned above, this research has proposed specific recommendation to the government administrative offices of education, elementary schools and follow-up researchers.

Abstract:
Policy rhetoric and the media portray Information and Communication Technology (ICT) as a means to social and economic empowerment. The ubiquitous presence of mobile telephony and proliferation of digital networks imply a critical role for these technologies in overcoming the tyrannies and constraints of space. Academic literature draws from a range of disciplines but fails to address the significance of new technologies for African-, and South African cities. Debates on technologies and urban spaces reflect a Northern bias and case literature that dwells on the developmental aspects of ICT do not engage with the broader significance with regards to urban change in African cities. This research addresses these gaps by examining the metropolitan and local transformative qualities of ICT in a South African city, Durban. Three cases were selected. The first examined the city of Durban as place and policy space. Geographic data was used to analyse distribution of technology access. Perusal of policy documentation and newspaper articles together with open-ended interviews informed the analysis of ICT policy and discourse in relation to access. The second case tracked a process by which web sites were developed for 8 community organisations in marginalised places in Durban. This was an action research project where participant observation, interviews and focus groups were methods used to collect data. The third case was concerned with the ways in which technology is used by informal traders active in the city. Photography, interviews and focus groups comprised the methods used in this instance. Actor-network theory was used in all three cases in the analysis of the field work, uncovering material and human actors, network stabilisation processes and agency in determining the transformative potential of ICT at city and local scales. The distribution of ICT access in Durban was found to follow a spatial trajectory resembling historical patterns of investment and resource distribution. The inclusion of ICT policy on the municipal agenda has deepened the complexity of the local governance terrain. Digital Durban may be promoted as developmental but its transformative qualities are limited; its goals are aligned with the needs and agendas of a broad range of actors, not necessarily in support of inclusion. Network relations are determined by aligned strategic agendas as actors are enrolled into the actor-network through translation. A failed web development process showed that translation processes are core to stabilising network relations. Work with informal traders indicated that appropriation of technology is informed by livelihood strategies. Innovation is enabled when translation extends to appropriation. More in-depth research is needed on how technology is moulded and appropriated to suit livelihoods. Throughout the research the spatial dimensions of the relationship between ICT and networks were considered. The network spaces that emerge from actor relations do not correspond with the physical spaces usually considered in policy. Future work on these contradictions is necessary in order to provide insights into how more meaningful public intervention can be enabled; the true spaces of transformation.
