Abstract:
This paper is devoted to economically scheduling the number of electric transmission/ distribution substations for long-term time horizon (2011 – 2020). The schedule aims at minimizing the total costs while maintaining the problem constraints based on a dynamic programming model. There are many parameters affecting the solution of the problem, these parameters are: initial value of the substation building cost, percentage of yearly increase in the substation building cost, percentage of discount for buying more than one substation, and present and future values of the operation cost. The proposed dynamic programming model will provide Saudi Electricity Company (SEC) with a systematic procedure to arrive at the best decision based on the optimal combination of the number of substations to be built in each year during the planning time horizon. It gives also an overview for the sensitivity range of parameter changes for the same optimal solution, and gives other optimal solution ranges for more changes in the parameters.

Due to the city indoor substations have caused serious noise pollution to the environment, a compatible model has been established to simulate the sound field at the main transformer chamber of a substation indoor and outdoor. Appling the software VA One, based on statistical energy analysis method, the sound filed of one 110kv substation transformer chamber in Nan Chang is taken as an example. Make appropriate noise control program according to the simulation results. Found that the sound pressure level, after reforming the inlet position, has met the requirements compared with the one before. The pressure level conforms to the requirements of the Urban Regional Environmental Noise Standards. Verify the rationality and reliability of the model and method.

Due to its unique advantages in the construction, operation, maintenance and management and other aspects, the digital information substation has achieved rapid development in China in recent years, and many areas are conducting the pilot actively. According to the design features of the Baiyangdian 220kV digital information substation in Baoding City of Hebei Province in China, this paper analyzes some key technologies in the engineering design and implementation. The digital substation is mainly hierarchically constructed by the optoelectronic transformer, the intelligent primary devices and the network secondary devices on the basis of IEC61850 communication protocol, and it is the modern substation that can achieve information sharing and interoperability between the devices. Finally, the paper proposes solutions to the information security issue of the digital information substation.

In the inspection work, inspecting not in time often lead to equipment abnormal and failure. In order to solve the problem, this paper developed an inspection program with the use of RFID technology and a PDA. In order to realize the function of inspection task assignment, equipment information collection, inspection results uploaded and data analysis, a substation inspection management system based on B/S architecture was also designed. Both the inspection program and the management system had been tested in the Yingzhang 220Kv Substation of the Luohe City. The trial operation results conformed to the actual requirements of substation inspection. And the standardized management of the substation inspection could be also realized.

With the rapid development of city construction, contradiction between power supply and demand becomes more marked, so the idea of building 500kV terminal substation is put forward. This paper analyzes the design principle of main electrical connection of 500kV terminal substation, introduces several typical main electrical connection forms and compares the reliability and economy of referred forms between traditional schemes with circuit breakers and disconnecting switches and new schemes with disconnecting circuit breakers (DCB). The new scheme of transformer line block connection with disconnecting circuit breaker is recommended as the prior of 500kV main electrical connection in 500kV smart terminal substation.

Abstract:
Analytical methods that are currently used to determine transformer substation placement in the process of planning the development of low-voltage distribution networks are based on calculating the lengths of future power lines by Euclidean distance, or methods for comparing several alternative placement options taking into account the routes of power lines. Assumptions made in this case lead to the fact that for the selected location of the substation, the total cost of the power lines connected to it may exceed the possible minimum. The use of modern GIS technologies allows simulating the routes of laying power lines on the map bypassing the existing obstacles or finding the cheapest routes for crossing them. These opportunities can be used to improve the quality of designing urban distribution networks through minimizing the construction cost of new power lines. However, the methods of organizing the solution to such a design problem have not yet found practical applications. The aim of the work is to develop a practical method of designing the placement of power substations in the GIS environment and its verification using real data. The paper uses methods of spatial modeling in the GIS environment, including methods of overlay, finding optimal paths on graphs and power grid inventory, as well as discrete optimization methods. A method of computer-aided design of transformer substation placement in urban distribution low-voltage networks is proposed and implemented as a GIS software module, which allows finding the optimal options of the placement cost at the stages of network scheme selection. The paper presents the results of the method analysis based on studying the design of the power grid scheme of Ivanovo city quarters as an example. The results confirm the possibility of using GIS to improve the quality of decisions on the choice of placement of low voltage distribution substations when designing urban electrical networks and can be used in the electrical networks CAD.

Abstract:
The purpose of this work is to study the self-starting of induction motors for the auxiliary needs of power plants and substations as well as the mutual influence of motors on each other under short-term voltage dips and after voltage recovery on the buses to which these motors are connected. The object of the research is the operating VIII section with the capacity of 0.4 kV of the auxiliary service system with 9 induction motors of the heat and power plant no.1 in the city of Dushanbe (Republic of Tajikistan). Simulation modeling was carried out in the software package Electrical Transient Analyzer Program (USA) using algebraic and simplified differential equations to determine the values of indicators of static and dynamic stability of auxiliary needs of power plants and substations. As a result of modeling, the values of indicators of static and dynamic stability of the auxiliary needs system of power stations are determined. Based on the results obtained the margins of static and dynamic stability of auxiliary needs of power plants and substations are constructed and the conditions for implementing the optimal self-start, which allow to ensure uninterrupted operation of responsible mechanisms with induction motors at voltage dips are determined. The developed methods for studying the self-starting of power plant and substation auxiliary need induction motors ensures more accurate determination of the values of static stability voltages and dynamic stability time. The developed simulation model allows to specify and determine the success of induction motor self-starting in the systems of power plant and substation auxiliary needs. The developed methods are recommended for more precise selection of operating values for relay protection and automation as well as technological protection in the systems of auxiliary needs of power plants and substations with induction motors for more reliable operation of the main and auxiliary technological equipment.

Abstract:
According to the Department of Energy of the USA, today’s electrical distribution system is 97.97% reliable. However, power outages and interruptions still impact many people. Many power outages are caused by animals coming into contact with the conductive elements of the electrical substations. This can be prevented by covering the conductive electrical objects with insulating materials. The design of these custom-built insulating covers requires a 3D as-built plan of the substation. This research aims to develop automated methods to create such a 3D as-built plan using terrestrial LiDAR data for which objects first need to be recognized in the LiDAR point clouds. This paper reports on the application of a new algorithm for the segmentation of planar surfaces found at electrical substations. The proposed approach is a region growing method that aggregates points based on their proximity to each other and their neighbourhood dispersion direction. PCA (principal components analysis) is also employed to segment planar surfaces in the electrical substation. In this research two different laser scanners, Leica HDS 6100 and Faro Focus3D, were utilized to scan an electrical substation in Airdrie, a city located in north of Calgary, Canada. In this research, three subsets incorporating one subset of Leica dataset with approximately 1.7 million points and two subsets of the Faro dataset with 587 and 79 thousand points were utilized. The performance of our proposed method is compared with the performance of PCA by performing check point analysis and investigation of computational speed. Both methods managed to detect a great proportion of planar points (about 70%). However, the proposed method slightly outperformed PCA. 95% of the points that were segmented by both methods as planar points did actually lie on a planar surface. This exhibits the high ability of both methods to identify planar points. The results also indicate that the computational speed of our method is superior to that of PCA by 50%. It is concluded that our proposed method achieves better results with higher computational speed than PCA in the segmentation of planar surfaces.

Abstract:
The voltage profile of the catenary between traction substations (TSSs) is affected by the trolleybus current intake and by its position with respect to the TSSs: the higher the current requested by the bus and the further the bus from the TSSs, the deeper the voltage drop. When the voltage drops below 500V, the trolleybus is forced to decrease its consumption by reducing its input current. This thesis deals with the analysis of the improvements that the installation of an BESS produces in the operation of a particularly loaded FS of the DC trolleybus network of the city of Bologna. The stationary BESS is charged by the TSSs during off-peak times and delivers the stored energy when the catenary is overloaded alleviating the load on the TSSs and reducing the voltage drops. Only IMC buses are considered in the prospect of a future disposal of all internal combustion engine vehicles. These trolleybuses cause deeper voltage drops because they absorb enough current to power their traction motor and recharge the on board battery. The control of the BESS aims to keep the catenary voltage within the admissible voltage range and makes sure that all physical limitations are met. A model of FS Marconi Trento Trieste is implemented in Simulink environment to simulate its daily operation and compare the behavior of the trolleybus network with and without BESS. From the simulation without BESS, the best location of the energy storage system is deduced, and the battery control is tuned. Furthermore, from the knowledge of the load curve and the battery control trans-characteristic, it is formulated a prediction of the voltage distribution at BESS connection point. The prediction is then compared with the simulation results to validate the Simulink model. The BESS allows to decrease the voltage drops along the catenary, the Joule losses and the current delivered by the TSSs, indicating that the BESS can be a solution to improve the operation of the trolleybus network.

Дисертація присвячена актуальній науково-практичної проблеми пошуку і розробки нових способів для вимірювання опору ЗП, розробки нових конструкцій ЗП, що дозволяють спростити реконструкцію ПС, а також створення і вдосконалення математичних моделей і програм для розрахунку електричних характеристик ЗП довільних конструкцій. Аналіз результатів обстеження існуючих ЗП ПС, виявив серйозні порушення, які призводять до відхилення параметрів від норми і до необхідності модернізації ЗП ПС. Показано, що модернізація ЗП призводить до відновлення його нормованих параметрів. Розроблено математичні моделі ЗП простих дворівневих конструкцій з горизонтальних або кільцевих електродів. В результаті дослідження електричного поля виявлено, що потенціал на поверхні землі над центром квадратного заземлювача може бути вище, ніж над електродом. Удосконалено математичну модель складного дворівневого ЗП ПС, розроблений метод розрахунку його електричних характеристик. Проведено дослідження впливу глибини закладення сітки верхнього рівня ЗП ПС, товщини шару зволоження, просихання або промерзання ґрунту і конструкції ЗП на його електричні характеристики. Виконано теоретичне обґрунтування методу та розроблено спосіб вимірювання опору ЗП ПС в умовах щільної забудови території. Метод застосуємо при будь-якому характері неоднорідності ґрунту, будь-яких розмірах і конфігурації ЗП і довільному розміщенні вимірювальних електродів без відшукання точки нульового потенціалу. Експериментально досліджені електричні характеристики дворівневого ЗП ПС методом фізичного моделювання в електролітичній ванні. Отримані результати показали хороший збіг з результатами розрахунків.

The analysis of the results of the inspection of existing grounding devices of substations revealed serious violations that lead to deviation of parameters from the norm and to the need for modernization of grounding devices of substations. It is shown that the modernization of grounding devices leads to the restoration of its normalized parameters. Mathematical models of grounding devices of simple two-level structures of horizontal or ring electrodes are developed. As a result of the investigation of the electric field, it is revealed that the potential on the surface of the ground above the center of the square grounding electrode can be higher than above the electrode. The mathematical model of complex two-level grounding devices of substations is enhanced. The method of its electrical characteristics calculating is developed. The influence of the depth of the grid of the upper level of the grounding devices of the substations, the thickness of the humidification layer, the drying or freezing of the soil and the design of the grounding devices on its electrical characteristics was studied. Based on the theoretical substantiation of the method, a technique for measuring the resistance of grounding devices of substations in conditions of dense building of the territory is developed. The method is applicable for any kind of ground heterogeneity, any size and configuration of grounding devices and arbitrary placement of measuring electrodes without finding a zero potential point. Electric characteristics two-level the grounding devices of substations are experimentally researched by method of physical modeling in an electrolytic bathtub. The received results showed good coincidence to results of calculations.

People often resist the establishment of substations when it is located near their communities. In this study, we want to understand people’s opinions of substations establishment and their risk perception of it. People may distrust the governments or authorities and may not believe them in according to the governments and authorities’ dishonest behavior. This study tries to investigate the effects of trust on the residents’ perception of risk. Using descriptive statistics analysis and cumulative logistic regression for analyzing the survey data, the main results may be summarized as follows: 1.The establishment of substations is perceived to residents by full of compelled, chronic, unobvious, and uncontrollable hazard. 2.The participants who perceive higher level of trust in Taiwan Power Company’s management technology would perceive lower level of risk. In contrast, those who perceive lower trust in Taiwan Power Company’s management technology would perceive higher level of risk. 3.The perception of trust and risk would decrease if Taiwan Power Company could provide adequate information to those who distrust it. In this study, we just focus on the lay people’s knowledge of substations establishment and try to figure out relationship between trust and risk perception. We suggest the further research could try to discuss this issue of the experts.

The settlement of substation is the key of success in promoting the major economic construction. Both the dynamic equipments of technology and enhancement of quality of life depend on the high-quality and unlimited power supply. Therefore, it is indeed important and necessary to build up a substation. However, the indirect negative influence upon the public health and property or the raised social cost caused by contention has been the major topic in modern society. The main purpose of this research is to probe the influence upon housing price caused by substation. Hence, the consideration factors toward a substation are the neighbor interval surrounding a substation and distance from a substation. Here we use the last three years (2008~2010) data in regard with the transaction of residential buildings with elevators of south area of Taichung city of the current evaluation of Taiwan real estate to proceed with a empirical study; meanwhile, we combine with the special analysis tool of geographic information system (GIS) to deal with the spatial variables of key features of housing. Afterward, we set up a housing hedonic price model by using the quantile regression. According to the experimental result, the influence upon housing price caused by substation mainly centers on high-priced housings; moreover, a positive effect toward housing price may be caused only for the housings that are 500~2500 meters far from a substation. That means the housing price shall not be decreased by the settlement of substation only if the high-priced housings are at least 500 meters away from a substation. For the purchasers of low-priced and middle-priced housings, they don’t care about if the housing is located near a substation or the distance from a substation.

Due to citizens’resistance for the substation location, Taiwan Power Company plans to build substation in multiple use. The new plan is going to use extra space to built housing based on the regulation. Those housing could be rented or sold to the staffs of Taiwan Power Company. The purpose of this research is to discuss the feasibility of building housing by multiple use of substation, and to understand the willingness and preference of housing type and housing price for Taiwan Power Company staff. In order to collect data, this study conducts a questionnaire survey. The result shows that most Taiwan Power Company staffs were willing to buy the housing on substation location if the Taiwan Power Company could offered lower housing price. In addition, most respondents said they didn’t worry about the security of substation.

The purpose is to study the real estate value affected by power substation then determines necessity of building indoor substation that help Taiwan power company to plan infrastructure of electric power .It will show how real estate value affected by substation, infrastructure and market in this research. We collect the trade price of town house, apartment and mansion in Tainan (North district ,East district and West-Centre district) during 2013 and 2015.The source is from the Real Price Registration System constructed by Ministry of the Interior The result shows town house, apartment and mansion has different value in this area. The trade price is determined by the type of building .Indoor or outdoor substation is less one station in the radius 500m of researching zone. The price affected by building age is obvious, the higher price the larger gloss floor area and younger age. However, correlation between larger floor area of mansion and trade price is negative. Mansion will be devalued by outdoor substation but indoor substation. The correlation between the type of substation and trade price is obvious. The correlation between trade price and school and Public Park that fascinated infrastructures is positive. The trade price of the mansion is affected by economy.

As critical systems shall withstand different types of perturbations affecting their functionalities and their service level, resilience is a very important requirement. Especially in an urban critical infrastructures where the occurrence of natural events may influence the state of other dependent infrastructures from various different sectors, the overall resilience of such infrastructures against large scale failures is even more important. When a perturbation occurs in a system, the quality (level) of the service provided by the affected system will be reduced and a recovery phase will be triggered to restore the system to its normal operation level. According to the implemented recovery controls, the restoration phase may follow a different growth model. This paper extends a previous time-based dependency risk analysis methodology by integrating and assessing the effect of recovery controls. The main goal is to dynamically assess the evolution of recovery over time, in order to identify how the expected recovery plans will eventually affect the overall risk of the critical paths. The proposed recovery-aware time-based dependency analysis methodology was integrated into the CIPCast Decision Support System that enables risk forecast due to natural events to identify vulnerable and disrupted assets (e.g., electric substations, telecommunication components) and measure the expected risk paths. Thus, CIPCast can be valuable to Critical Infrastructure Operators and other Emergency Managers involved in a crisis assessment to evaluate the effect of natural and anthropic threats affecting critical assets and plan proper countermeasures to reduce the overall risk of degradation of services. The proposed methodology is evaluated in a real scenario, which utilizes several infrastructures and Points of Interest of the city of Rome.

Abstract:
The current heating system in Yinchuan city, the capital of the Ningxia Autonomous Region in northwest China, is investigated and analyzed. Lacking an integrated planning, the heating systems have developed with low energy efficiency, high environment emission and economic cost. The choice of heating energy structure vary between coal and gas, the heating modes including gas-fired CHP, coal-fired CHP, gas-fired boiler and coal-fired boiler are facing challenges. In this paper, several innovative planning scenarios are proposed to achieve high energy efficiency, low environment emission and reasonable economic cost. In the heating schemes, three innovative technologies are designed. The first technology is waste heat recovery based on the Co-generation-based absorption heat-exchange (Co-ah) cycle. The waste heat can be both from circulating water or flue gas in CHP heating system and the industrial waste heat recovery. The second technology is the heating network with large temperature difference. The third technology is the gas distributed peak-shaving, gas-driven absorption heat-exchange in the substation.
