As policy makers accept climate change as an irrefutable threat, adaptation planning has emerged as a necessary action for countries, states, and municipalities. This thesis explores adaptive responses to climate change in 17 cities, comparing municipal plans created to "battle" a global problem at the local level. Incorporating capitals and megacities from both the developed and developing worlds, this analysis studies whether municipal responses to the impacts of climate change adhere to the conventional understanding of who needs to adapt and how they are planning for adaptation. The three assumptions challenged in this analysis are (1) that mitigation is primarily a responsibility of the global north while adaptation is the primary response of the global south, (2) that adaptive action is planned in response to vulnerability, and (3) that mitigation action and groups pave the way for subsequent adaptation through the creation of knowledge and global networks on climate issues. Through a comparison of the levels of resource and hazard assessment, objective frameworks, levels of coordination, citizen involvement mechanisms, and concern for equity that city governments are using to develop climate action plans, I argue that municipalities are not using the resources and priorities ascribed to them by the global community. Instead, global networks and programs, as they are now, encourage the creation of perfunctory adaptation statements, rather than specific actions.

Full textEsta tesis explora un fenómeno peculiar de la gobernanza urbana: a saber, el reciente auge de la planificación urbana estratégica. Durante las últimas décadas, un número creciente de ciudades adoptó planes estratégicos que, siguiendo un formato y una fórmula sorprendentemente similares, imaginan y proyectan la ciudad del futuro. Analizo “el futuro” expresado en la planificación estratégica como un escenario disputado en el presente, facilitando proyectos urbanos concretos y consolidando determinadas agendas de planificación. Basada en una base de datos original de 373 planes estratégicos, la tesis demuestra que esta estrategia de planificación urbana se ha difundido en todo el mundo desde la década de 1990. Un análisis cualitativo temático de 40 planes revela que, independientemente del contexto local específico, los planes estratégicos promueven una agenda de planificación similar que prevé que una ciudad se vuelva "competitiva" y "verde". Finalmente, la tesis se basa en el caso de Río de Janeiro para mostrar que la adopción de la planificación estratégica es instigada por la combinación de una variedad de factores desencadenantes, entre ellos, a) tener a Barcelona como modelo de ciudad central, b) una fuerte influencia de el “establecimiento de agenda” generado por organizaciones multilaterales (como ONU-Hábitat) y, c) su enfoque en la “creación de consenso” que reúne a actores públicos y privados.

With the current trend in planning and urban design aspiring towards incrementally executed, phased-in projects, it becomes necessary to ask if this strategy is based upon anything more than anxiety, fear and apprehension leveled in the face of reelection-minded city leaderships, institutionalized planning bureaucracies and developer-driven market forces. The notion that cities evolve in well-proportioned, single-serving digestible bites is as untenable as the notion that a singular logical diagram of physical organization can alone dictate a city's character and evolution. Constrained by these two notions the current practice of urban design appears both hemmed in and characterized by the contradiction of Burnham's charge and OMA's 'taboo.' While this 'taboo' may, somewhat correctly, be associated with previous notions of grandeur and oversimplified static models of urban evolution, it should be recognized as a severe constraint on the space of possible solutions to urban issues. As such it represents an obstacle to the formation of new ideas and models, particularly in cities undergoing the most dramatic transformations. Proposing a line of inquiry focused about the notion of radically-large scale urban design proposals this thesis inquires as to the appropriateness of such designs for post-industrial North American cities. It seeks to occupy and explore the 'taboo' which lies at the heart of the paradox of the urban proposition today.

Teritorijų planavimo dokumentų sprendinių poveikio vertinimas yra įtvirtintas įstatymais, tačiau Lietuvoje nėra aiškios sistemos, leidžiančios kiekybiškai įvertinti svarbiausius ekologinius rodiklius, be to, ir patys rodikliai nėra apibrėžti. Disertacijos tyrimo objektas – miesto ekologija, ją suvokiant kaip bendrosios ekologijos dalį, veikiančią ir veikiamą miestų aplinkoje. Darbe pasiūlytas miesto ekologijos modelis, kuris būtų tinkamas planavimo specialistams ir sudarytų prielaidas efektyviau valdyti pagrindines miestų ekologijos problemas. Modelis orientuotas į kiekybinį vertinimą ir, atsižvelgiant į poveikio kryptį, yra sudarytas iš dviejų pagrindinių dalių: išorinės ir vidinės miesto ekologijos. Įvertinus, kad miestų įtaka pasauliniams ekologiniams procesams yra mažai tyrinėta, detalesnei analizei buvo pasirinkta būtent išorinė miesto ekologija ir labiausiai ją veikiantys atliekų ir energetikos sektoriai. Remiantis tarptautiniais teisiškai įpareigojančiais susitarimais, nustatytos ribinės vertės – emisijų mažinimas nuo 8 % iki 30 %. Atliekų ir energetikos sektorių emisijos susietos su planuojant naudojamais kiekybiniais parametrais ir nustatytais emisijų mažinimo tikslais. Em um mundo que, pouco a pouco, é dominado pela urbanização, observar a realidade citadina significa observar de perto a vida da maior parte dos habitantes do planeta. Nas Relações Internacionais, esse movimento é algo que Matt Davies chama de encontrar o internacional no everyday (2016, p.2). Este trabalho observa a cidade do Rio de Janeiro como laboratório de análise das desigualdades, exclusões e marginalizações comumente manifestadas no espaço urbano. Levando em conta as especificidades do Rio de Janeiro como cidade pós-colonial, e o papel outrora conferido ao planejamento urbano como instrumento do aperfeiçoamento da ordem social, este trabalho investiga as contínuas negociações, brandas ou fortes, entre conformações e rupturas, dos indivíduos com as formas e normas da cidade. Partindo do ponto de vista de alguns dos grupos marginalizados no Rio de Janeiro, através de uma metodologia de standpoint e da narrativa de estórias, busca-se ressaltar as insuficiências do planejamento urbano frente à complexidade do everyday carioca e discutir sua tendência de criar fronteiras que delimitam acessos condicionados à cidade baseados em fatores como raça, gênero e classe socioeconômica.
In a world that is, little by little, dominated by urbanization, to observe the city s reality is to closely observe the life of the majority of the planet’s inhabitants. In International Relations, this movement is something that Matt Davies calls finding the international in the everyday (2016, p.2). This dissertation observes the city of Rio de Janeiro as a laboratory for analyzing inequality, exclusions and marginalization commonly manifested in the urban space. Taking into account the specificities of Rio de Janeiro as a postcolonial city, and the role formerly conferred to urban planning as an instrument for the improvement of social order, this work investigates the continuous negotiations, soft or hard, between conformation and rupture, of individuals with the city’s forms and norms. From the point of view of some of the marginalized groups in Rio de Janeiro, through a standpoint methodology and narrative, the aim is to highlight the inadequacies of urban planning in face of the complexity of the Carioca everyday and to discuss the tendency to create borders that condition the access to the city based on factors such as race, gender and socioeconomic class.
