This thesis examines two approaches to housing the urban poor in the city of Ahmedabad in the Indian state of Gujarat - the Slum Networking Project, an attempt to institutionalize slum upgrading at the city-level and the Development Plan-Town Planning Scheme mechanism, an enabling approach similar to land readjustment that seeks to deliver serviced land to the urban land market and contains a provision to reserve some of this land for housing for economically weaker sections of society. Given the shifts in thinking in the past three decades around housing policies in developing countries, and particularly in India, from project-level approaches to enabling approaches that attempt to tackle housing shortages and substandard quality at a broader scale, this thesis asks the question: What is the appropriate role of cities in adequately housing their poor populations? In conjunction with this, additional questions explored include: What has been the history of housing strategies in India? What are some relatively successful efforts that are not national-level policies or small community-level projects, but instead use the scale of the city to address this pressing issue? What are the barriers to bringing these methods to scale?This thesis finds that while upgrading approaches may provide basic services to slum dwellers at the project level, attempts to take upgrading to scale must carefully consider the prevalence and implementation capacity of NGO or other intermediaries, the demand of residents for the services offered, the incentives for participation by private sector entities and the pace of urbanization in the city in question.With respect to the Town Planning Scheme mechanism, there has been considerable success in converting agricultural land to serviced urban land and in appropriated land for housing for the urban poor, but concerns remain about the overly centralized nature of the process, its openness to corruption, and its neglect to consider informal or tenants claims on the land to be developed. Finally, it is found that the mere designation and availability of urban land for housing for the poor is not sufficient to instigate housing production and more research is needed to determine appropriate policies to encourage affordable housing development on this land.

Abstract:
Hong Kong’s extremely high density has mesmerised many outsiders for years. Through the devastations of the World War II to the influx of immigration from the Mainland China, Hong Kong has managed to build a remarkable city within the severely limited land mass and inhospitable topography. Hong Kong’s skyscrapers sores into the sky, leaving crevasses of spaces between towers for people and vehicles to flow through. In the Central Business District, elevated walkway connections hovers and criss-crosses every major roads, moving thousands of people on a daily bases. Some people descend into the CBD by hopping on hill-side escalator from nearby residential area of Mid-Levels. Seemingly chaotic yet orderly typical scene of Hong Kong’s CBD is enough to intimidate first timers to Hong Kong. Add flying cars and people in futuristic suits, it will be enough to resemble those images of future envisaged by film makers and architects from the early 20th century. The vertical city of Hong Kong has emerged as one of the first embryonic volumetric cities in the world. Hong Kong continues to defy the conventional Western beliefs in urban planning and development establishing itself as an efficient, vibrant and safe urban model with an extreme density. Yet, the city’s experience remains peripheral to the mainstream debates despite many lessons to be learned from Hong Kong as more cities aspire to intensify in an attempt to establish sustainable living. The reasons for this can be attributed to the general lack of evidence-based research on Hong Kong’s model, especially in vertical urbanism, as well as the reluctance to adapt higher density living in the West, shrouded by grossly misunderstood notions of density. This research begins by demystifying the (mis)understandings of density using Hong Kong as an example and attempts to decode the complexity of Hong Kong’s urban model. The research does this by developing and applying a quantifiable tool – the Volumetric Study - to assess and analyse the current practice of building in Hong Kong and to identify the emerging condition of multiple ground. The complexities of vertical and/or volumetric living are assessed using readily available data and simple field work. It is hoped that the Volumetric Study offers insight into the understanding of how existing buildings operate as well as providing potential guidance for future improvements and development.

Sea-level rise (SLR) is one consequence of global climate change and given Carpinteria's location right along the coast, the City will likely face the threats of sea-level rise and other impacts in greater frequency and intensity. The intent of this administrative draft is to provide a foundation for future development of a Climate Adaptation Plan, a starting point for the City’s climate initiatives. This administrative draft consists of background information on Carpinteria, a preliminary vulnerability assessment, and a list of potential strategies for City-led implementation. An adaptation plan is sound planning that recognizes the community’s vulnerabilities and attempts to minimize climate change impacts through preemptive action.

Abstract:
Level of Traffic Stress (LTS) is a bicycle quality of service measure originally developed by the Mineta Transportation Institute (MTI) that categorizes road infrastructure into four levels based on amount of traffic stress perceived by a bicyclist. The concept builds on research indicating that bicyclists can be grouped based on their comfort level. Riders identifying as strong and fearless as well as enthused and confident bicyclists represent most of the current users of the bicycle network across the US. However, there is a large group of cautious and concerned bicyclists that might be more likely to bike if the bicycle infrastructure were less stressful. This research applies the LTS methodology to quantify low stress bicycle access around the West End, Oakland City, and Lakewood/Ft. McPherson (Metropolitan Atlanta Rapid Transit Authority) MARTA rail stations. The Equitable Transit Oriented Development (TOD) typology analysis conducted by Reconnecting America identified these station areas as highly vulnerable with lagging markets. Additional analysis compares the existing low stress network, improved low stress networks, and the entire (low and high stress) bike network. Ultimately this work can serve as a model for both transportation planners interested in improving bike access both in general and specifically to transit.

Abstract:
In response to recent storms like Superstorm Sandy and sea-level rise influenced by climate change, cities, particularly those located at the coast, have taken initiative to combat these growing threats with adaptive urban planning. Although civilians residing in susceptible neighborhoods are often the most vulnerable socioeconomically, there has been minimal evidence that planning has accounted for the characteristics of vulnerability. This thesis evaluates the recent planning efforts and vulnerability of Norfolk, VA and New York City to gauge the progress being made toward reducing citizen vulnerability and raising adaptability and preparedness. The most recent peer-reviewed research is consulted to forge the evaluation framework and also to recognize breakthroughs and conformity. After analyzing the performance of the sets of planning documents in both cities, it is evident that the ability to effectively plan for the public’s vulnerability is contingent in part on inter-governmental capacity, but more specifically on disaster experience.

The purpose of this project is to evaluate the response of coastal community comprehensive plans to the threats posed by sea level rise. The communities evaluated are Chincoteague, VA, Ocean City, MD, and Rehoboth Beach, DE. The results of the evaluations illustrate to what extent these communities are prepared to deal with sea level rise and provide a basis for recommendations to improve plan quality. The level of community risk and the components of the individual comprehensive plans are evaluated using new models created for this project. Risk level is measured using computer disaster simulations, topographic and demographic data. The plan evaluation criteria include standard plan quality benchmarks and hazard mitigation and adaptation elements suggested by numerous agencies and resources. The plan evaluations range in quality from “poor” to “excellent”. These evaluations will be used to create policy strategies and recommendations for addressing the threat of sea level rise.

The birth of democracy in South Africa in 1994 not only meant the end of apartheid, but also served as the catalyst for community participation in the affairs of local government. Despite the creation of an enabling environment, i.e. the adoption of the concept of Developmental Local Government and Integrated Development Planning Framework to ensure the participation of communities, public participation remains contested today and still does not achieve its expected results. A range of problems besets public participation in governance and development planning. Accordingly, this thesis presents a case study of the barriers to meaningful public participation as well as exploration of the context and extent of public participation in Ward 28, Elsies River, Cape Town, South Africa. The investigation examined the link between public participation, development planning and service delivery. In order to achieve the stated aim, the researcher employed a combination of quantitative and qualitative methods including secondary analysis, observation, informal interviewing, focus group discussions as well as the administration of a structured questionnaire to various stakeholders. Based on the empirical results of this research, the study provides a number of developmental guidelines and public participation recommendations to enhance planning and service delivery, especially in poor communities.

A escolha do tema deste trabalho Final de Mestrado recaiu sobre a Cidade Multinível como conceito impulsionador para a regeneração Urbana da envolvente do Parque das Nações. A área envolvente a poente do Parque das Nações é um espaço esquecido, entre a faixa ribeirinha (fortemente intervencionada em consequência da Exposição Internacional de 1998) e os Olivais (Norte e Sul). Um espaço de grande potencial desconetado dos territórios envolventes devido à forte presença de um património industrial obsoleto e degradado, e confluência de grandes infraestruturas de acessibilidade. Considerando os objetivos e localização desta proposta foi desenvolvida a compreensão de temáticas sobre a evolução do planeamento urbano, fragmentação urbana, infraestruturas e cidade multinível, como meio de sustentação à resolução das problemáticas identificadas. A proposta contempla a consolidação da zona a norte da Gare do Oriente e a reestruturação urbana da área a sul. Propõe o desenvolvimento de uma infraestrutura multinível que funcionará como meio de conexão entre territórios até então apartados. Esta intervenção pretende promover uma imagem arquitetónica de referência e uma qualidade de vivência de espaço público, característico do Parque da Nações, mas contrariamente ao que acontece neste, atuar como um tecido unificador e não como um espaço isolado.
ABSTRACT: This Master thesis theme is Multilevel City as a driving concept for the urban regeneration of the surroundings areas of Parque das Nações. The surroundings areas of Parque das Nações are a forgotten space, between the riverside strip (heavily intervened as a result of the International Exhibition in 1998) and the area of Olivais (North and South). A space with great potential demarcated by a disconnection with the surrounding territories in consequence of the presence of an obsolete and degraded industrial heritage and the confluence of great accessibility infrastructures. Considering the objectives and location of this proposal, the understanding of themes as urban planning evolution, urban fragmentation, infrastructures and multilevel city were developed. The proposal seeks to consolidate the north area of Gare do Oriente and develop an urban reorganization of the south area. It proposes the development of a multilevel infrastructure that will act as a unifying element between separated territories. This intervention intends to intervene in order to promote an architectural image of reference and a public space quality experience, very characteristic of the Parque das Nações. The resulting area will act as a unifying factor.

Abstract:
This thesis investigates the effectiveness of Low Impact Development Infrastructure (LIDI) and Green Infrastructure (GI) in reducing flooding resulting from heavy rainfall events and sea-level rise, and in improving stormwater quality in the City of Miami Beach (CMB). InfoSWMM was used to simulate the 5, 10, and 100-year, 24-hour storm events, total suspended solids (TSS), biochemical oxygen demand (BOD), and chemical oxygen demand (COD) loadings, and in evaluating the potential of selected LIDI and GI solutions in North Shore neighborhood. Post-development results revealed a decrease of 48%, 46%, and 39% in runoff, a decrease of 57%, 60%, and 62% in TSS, a decrease of 82%, 82%, and 84% in BOD, and a decrease of 69%, 69%, and 70% in COD loadings. SWMM 5.1 was also used to simulate the king tide effect in a cross section in Indian Creek Drive. The proposed design simulations successfully demonstrated the potential to control flooding, showing that innovative technologies offer the city opportunities to cope with climate impacts. This study should be most helpful to the CMB to support its management of flooding under any adaptation scenarios that may possibly result from climate changes. Flooding could be again caused as a result of changes in inland flooding from precipitation patterns or from sea-level rise or both.

Abstract:
This study examines how community development and mainstream environmental groups form coalitions in state-level urban environmental legislation and the effect these coalitions have upon larger processes of institutional change. I argue that the alignment of community development and environmental interests is essential in the efforts to flatten the existing power hierarchy around land use decision-making and open up new possibilities for urban form. It helps to form a "counter-institutional" response which combines "pragmatic" and "purist" interests to resolve the social and environmental dilemmas of land use. This study begins by establishing the extent of the institutional divide between community development and environmentalism through an archival analysis of the 1970s debate over national land use legislation. It then presents two case studies of policies which seek to close this divide: (1) the New York Brownfield Opportunity Area Program of 2003 which was initiated by community groups and (2) the California Senate Bill 375 of 2008 which was initiated by environmental groups. The case studies employ interview data, surveys of organizations, observations of public meetings, and document review. The cases examined provide examples of attempts to expand potential governance outcomes by forming "heterarchic" alliances across policy silos in order to make land use regulation responsive to the wider concerns of urban environmentalists. I find that heterarchy is achieved in the California case, but not in the New York case. The varying degrees to which urban and environmental advocacy groups are able to bridge the institutional divide between them is determinant of these outcomes. The extent to which heterarchic governance is achieved, in turn, impacts the ability of each policy to change the institutional structure of land use regulation.

The research is to realize the current situation and the difficulties that Web-base Learning for teacher professional development at county/city level. Different from face-to-face learning、teachers』 e-learning is an activity that uses web-based learning platform to improve the growth of professional teaching for junior high and elementary school teachers. The researcher interviewed ten different subjects who are responsible for teachers』 web-base learning and four teachers who participated in the web-base learning. The research results show that the important factors to influence teachers』 web-base learning progress are the motivation and policies made by the educational administration. The limitations are low quality of the classes、over-weighted proportion of computer science curriculum、the immature collaborated team work、high percentage of learners』 dropping out、not well supervised web based curriculum 、lack of encouragements for teachers to start new classes、out-of-date rules、and external resource involvements . We suggest that educational administration establish a group of advisor and reinforce their e-learning.They can strengthen the organization structure from current resource center、and make a series of training plans. Besides、they can combine digital resources with industry and cooperate with each other to promote the width and depth of e-learning. As for e-learning courses、we can examine and evaluate the courses、and raise teachers』 willing to take part in starting e-learning classes. At last we improve the advantage of using e-learning courses through the way of school-based e-learning.

Abstract:
This dissertation examines the emergence and implementation of a new intermediary mechanism of farmland tenancy in Japan with a focus on farmers’ perspectives. Japan’s government introduced the Farmland Bank (FB) program in 2014 in an attempt to avoid further farmland abandonment and revitalize the farming industry. By design, the program gives more power to prefectural authorities to accommodate new actors and resources in tenancy arrangements even without farmland owners’ consent so as to expedite farmland aggregation and generate better economies of scale. This is a major turning point since the postwar agrarian reform where owners have been given a primary decision-making role in private farmland use. The research draws on semi-structured interviews with farmers, government officials and experts, which were conducted intermittently between 2016 and 2018. By taking a multi-level governance approach, the study shows a change in the farmland governance model from the centralized control of individual property to the decentralized, multi-level coordination for collective tenancy arrangements, to which farmers actively contributed along with the interlocking institutional transitions of farming families and villages. With the decline in the life security function of farmland, they have increasingly disengaged from farming and allowed for political and conceptual shifts of farmland from owner-oriented to user-driven and from family property to the commons of the society. The study finds that despite a massive budget injection, the FB program has only marginally facilitated farmland aggregation. Yet, the case study of two communities reveals that the program has been driving a ‘soft’ coercion of farmers’ land-use practices via economic rationality. Moreover, it has disconnected owners from farmland but failed to enshrine tenants’ commitment to long-term farmland management. Complementary attention to subjective, intangible and cultural aspects of farmland would help to avoid possible one-time profit seeking land-use.

As a legally binding spatial planning instrument, Urban Planning should be used to create exercise-friendly environments to cope with public health issues in an aging society such as dementia. This research aims to investigate the exercise preferences and demand among high-risk cohort of dementia (older women with normal cognitive function or with mild cognitive impairment (MCI)). Meanwhile, analyze the relationship among exercise space planning, exercise behavior and cognitive function of older women. The research methods are questionnaire, second-hand information collection and expert interviews. And four villages in Tainan are selected as the empirical study area. The result shows that almost 30% participants have MCI or serious cognitive impairment. In addition, the findings also support that exercise space planning has a positive effect on both exercise behavior and cognitive function of older women. Therefore, we can conclude that shaping supportive environments for exercise is crucial. Moreover, this research proposes several suggestions for amending relevant laws and regulations of exercise space planning. The suggestions span across the level of planning, the level of Periodical Overall Review of Urban Planning and the level of design.
