Academic literature on the topic 'Citizenship – Portugal'

Drawing on biographic narrative interviews with self-identified lesbian, gay, bisexual, trans, and/or queer polyamorous people in Portugal, this article explores the contradictions and opportunities involved in living as a relationally diverse LGBTQ intimate citizen in Southern Europe. The article starts by unpacking citizenship in relation to dominant sociolegal expectations around monogamy. In this section, it is suggested that the mononormative underpinnings of law and social policy restrain intimate citizenship. The second part of the article explores the legal and cultural meanings attached to coupledom, suggesting the notion of relational performativity as an analytical tool for interpreting cultural norms and expectations around partnering. The last section discusses citizenship and coupledom in light of the biographic narratives produced by LGBTQ polyamorous participants in the INTIMATE study in Portugal. Based on thematic analysis of these narratives, it is argued that the framework of intimate citizenship is not fixed, and the notion of relational citizenship is offered. Arguably, relational citizenship enables a gradual detachment from the strictly monogamous underpinnings of citizenship studies, hence offering an opportunity for further intellectual engagement with intimacy and diversity in the 21st century.

Citizenship functions not only to connect the individual to the sovereign state, but acts to induce feelings of belonging to a certain society. In this scope, managing the irregularity of migrants positions citizenship as a form of gatekeeping, controlling access to society and restraining those who seek it from accessing social membership.In this article, I outline the process by which European stratified citizenship has resulted in the loss of access to rights. This outline will serve to demonstrate how irregularity management strategies, be they high intensity criminalisation strategies as reflected throughout the EU or low intensity with integration measures as seen in Portugal, cumulate in the denial (or concession) of certain categories of people from citizenship.https://doi.org/10.14195/1647-6336_15_6

This paper analyses citizenship and migration regimes in an postcolonial context and presents a focused comparison of the experiences in Portugal and the Netherlands. While colonial regimes in both cases were largely exclusionary, and only towards the end of the regimes hesitantly extended citizenship to the native population, the postcolonial experiences display significant differences. While Portugal is more nostalgic about the colonial affair, cherishing the idea of cultural ties within a Lusophone community, the change was more abrupt in the Netherlands, after an initial transition period. The comparison in this paper highlights how these two countries dealt with the loss of empire.

AbstractThis article investigates the origins of modern citizenship in Portugal through the example of the historical construction of housing as a social right. It argues this process owes much to the centralisation and strengthening of the state undertaken by Salazar's ‘New State’ (1933–74), whose transformative project changed the nature of the relationship between the governing and the governed, making political claims based on social rights plausible. The ensuing political dynamic changed the nature of the social contract in Portugal, tying the legitimacy of the state to the provision of social rights, a factor which eventually contributed to the dictatorship's demise.

This paper synthesizes six conditions for an emancipatory distance education, results from a Ph.D. research. The focus is the “formation for citizenship”, only possible “by the citizenship”, as consciousness process by the individuals, according to the critical perspective adopted. In addition to literature review, interviews were conducted with experts of distance modality from Brazil, Portugal and Venezuela. The work considers that a citizenship education is able to contribute to the emancipation by the individuals in any modality. And discusses data and situationsregarding distance education proposing the following conditions: education by citizenship; collective work; mediated (dialectical mediation) dialogue by the world; participative and flexible design instructional; coherent study materials;and articulation with network social movements.

COORDENAÇÃO DE APERFEIÇOAMENTO DO PESSOAL DE ENSINO SUPERIOR<br>O objetivo da tese é investigar como a admissão da dupla cidadania pela lei de nacionalidade portuguesa, ao se sobrepor a uma cidadania européia, permite novas configurações para a noção de cidadania, desagregando os limites da participação e do pertencimento nacionais. A convergência nas leis de nacionalidade dos Estados-membros e a tolerância à dupla cidadania, características do processo de integração europeu, só podem ser compreendidas a partir do contexto social dentro do qual se processam suas interações. Desde a década de 70, as migrações têm colocado uma série de questões sobre como os Estados e o processo de integração europeu podem e devem responder aos desafios trazidos pela diversidade com a globalização. Após a consolidação do espaço Schengen, a institucionalização da União Européia tem gerado uma nova lógica de exclusão, além daquela centrada no Estado- nação, que opõe a comunidade de cidadãos europeus àqueles que não são nacionais e, portanto, são imigrantes, principalmente os ilegais e sem qualificação. Mas, se ela reforça e reconstrói lógicas de exclusão tradicionais, fornece também, baseada em seu compromisso com os direitos humanos, um novo campo para a discussão acerca da integração das comunidades imigrantes já existentes. O Estado português, nesse sentido, tem desenvolvido uma relação dialética entre a proximidade histórica e cultural do mundo lusófono com as prioridades do processo de integração europeu. Ao analisar as mudanças das leis de nacionalidade de Portugal e sua tolerância à dupla cidadania a partir de década de 80, pode-se verificar como aqueles que obtêm a nacionalidade portuguesa - especialmente os descendentes de portugueses provenientes de ex-colônias - têm a oportunidade de participar do processo excludente da cidadania européia, deslocando, ao mesmo tempo, as fronteiras comunitárias para além dos limites territoriais da União.<br>The goal of this dissertation is to explore how dual citizenship conceded by the Portuguese nationality legislation, overlapped with the European citizenship, allows the formation of new ideas of citizenship, dissolving boundaries of national participation and belonging. The confluence of nationality legislations of the member-states and the tolerance for dual citizenship, as characteristics of the European integration process, can only be understood in the social context in which interactions occur. Since the 1970s, migrations have raised questions about how states and the European integration process could and should deal with the challenges brought by diversity in a globalized world. After the consolidation of the Schengen area, the institutionalization process within the European Union has gone beyond the nation-state, creating a new logic of exclusion, in which a community of European citizens offers resistance to those who are not nationals, therefore to those who are (mostly illegal or non-qualified) immigrants. In fact, this logic reinforces and reconstructs traditional logics of exclusion, but because of its compromise with human rights, it also offers a new topic of discussion related to already existent immigrant communities. Accordingly, the Portuguese state has developed a dialectic relationship between, in one hand, its historical and cultural proximity with the Portuguese-speaking world and, in the other hand, the priorities of the European integration process. Since the 1980s it is possible to verify changes in the Portuguese nationality legislation and in its tolerance to dual citizenship. In this sense, those who obtain the Portuguese nationality - especially descendants of Portuguese immigrants born in former colonies - have the opportunity to participate in the exclusionary process of the European citizenship, at the same time pushing the communitary boundaries beyond the territorial limits of the Union.

Mestrado em Economia e Política Social<br>A realidade das migrações é actualmente complexa e envolve situações de carácter absolutamente distinto. Uma parte significativa das migrações conhecidas continua a dar-se entre os países menos desenvolvidos. Entre os países da Europa Ocidental, e particularmente no caso Português, a questão assume relevância política quando há necessidade de regular os fluxos, estabelecer critérios para entrada no país (ou numa região económica, social ou política) e, partindo da realidade empírica de que a integração não é um processo simples e automático, estabelecer formas de a facilitar, definindo um conjunto de direitos a conferir aos que a esse país (região) acedem, direitos (e obrigações) contextualizados nas regras de convivência estabelecidas por e para os nativos nessa sociedade (de destino). Este trabalho procura primordialmente avaliar a relação entre o Estado e as políticas de imigração, analisando para tal, por um lado, o conceito de Estado e os Regimes de Bem-estar actualmente existentes, e por outro, as políticas de admissão e integração de imigrantes existentes nesses mesmos Estados. Posteriormente é avaliada a situação relativa a Portugal, procurando identificar uma relação entre o Regime de Bem-estar do país e a sua política de imigração.<br>The reality of the migration phenomenon is nowadays complex and involves rather distinct situations. A significant part of today’s known migrations happen within developing countries. Within western countries, as well as in Portugal, the issue becomes particularly relevant when States are required to regulate the flows, to establish the terms for allowing access of foreigners (to the national territory) and, assuming that the integration doesn’t happen without creating social disturbance, to establish ways to facilitate such integration processes, defining the set of rights and obligations applicable to immigrants, in the context of the rules that apply for the native citizens. This work aims primarily to evaluate the relationship between State and immigration policies by analyzing the concept of State and Welfare State in one hand, and in the other hand the policies of admission and integration of immigrants that apply in these States. Finally it evaluates the situation in Portugal, trying to identify a relationship between the Welfare regime of the country and its immigration policy.

Dissertação de Mestrado em Política Social<br>Este estudo procura analisar e refletir a relação entre Paulo Freire e o Movimento Graal, através do encontro destes com Maria de Lourdes Pintasilgo e as líderes do Movimento, até à construção da experiência educativa em Portugal e das consequentes práticas e políticas sociais esboçadas pelo Graal(1970 a 1974). O contributo desse encontro, pesquisado através da análise bibliográfica, documental e entrevistas, é o objetivo principal deste trabalho que pretende, compreender o percurso construído em prol da educação e cidadania, a transformação e as mudanças sociais a partir da educação que iria nortear o que foi concebido como políticas sociais pensadas pelo Movimento Graal em Portugal, nos difíceis tempos que antecederam a Revolução de Abril de 1974. A metodologia de Paulo Freire, apropriada e adaptada pelo Movimento Graal, pode ser experimentada ,trabalhada diretamente com ele, podendo ir além de fazer ler e escrever,visando a transformação social e o combate as desigualdades. A educação apresenta-se assim como um processo de conscientização, onde o dialogo ocupa lugar central, fundamento para a promoção e desenvolvimento das políticas sociais.<br>This study seeks to analyze and reflect the relationship between Paulo Freire and the Graal Movement, through their encounter through Maria de Lourdes Pintasilgo and the Movement leaders, to the construction of the educational experience in Portugal and the consequent social practices and policies outlined by the Grail (1970 to 1974). The contribution of this meeting, researched through bibliographical, documentary and interviews analysis, is the main objective of this work, which aims to understand the course built for the benefit of education and citizenship, transformation and social changes based on education that would guide what was conceived as social policies thought by the Grail Movement in Portugal in the difficult times that preceded the Revolution of April of 1974. Paulo Freire's methodology, appropriated and adapted by the Grail Movement, can be experienced, worked directly with him, and can go beyond reading and writing, aiming at social transformation and combating inequalities. Mestrado em Gestão de Recursos Humanos<br>As práticas de sustentabilidade assumem-se como um novo requisito do século XXI que desafia as empresas a reinventar as suas formas de atuar, com o objetivo de dar resposta às novas exigências em três eixos diferentes: económico, social e ambiental. A gestão de recursos humanos desempenha um papel estratégico na concretização daquele requisito. O presente estudo insere-se nesta área de investigação, ainda bastante incipiente em Portugal, e visa contribuir para a literatura nesta área através da análise da relação entre as práticas sustentáveis de gestão de recursos humanos, o work engagement, comportamentos de cidadania organizacional para o ambiente, desempenho individual, identificação organizacional, e a perceção da lógica organizacional para a sustentabilidade. O estudo parte da premissa que os objetivos de sustentabilidade de uma organização precisam de estar alinhados com as práticas, políticas e atividades da gestão de recursos humanos para que possam representar uma vantagem competitiva. Com base numa metodologia quantitativa e uma amostra de 72 colaboradores de uma multinacional do setor alimentar em Portugal, os resultados demonstram que existe uma relação positiva entre as práticas sustentáveis de recursos humanos e a lógica organizacional para a sustentabilidade, bem como uma relação significativamente negativa entre os comportamentos de cidadania organizacional para o ambiente e o desempenho individual. O estudo comprova ainda que a perceção da lógica organizacional para a sustentabilidade medeia parcialmente a relação entre as práticas sustentáveis de recursos humanos e a identificação organizacional.<br>Sustainability practices become a new requirement of the 21st century that challenges companies to reinvent their ways of acting, in order to respond to the new requirements in three different dimensions: economic, social and environmental. Human resources management plays a strategic role in fulfilling this requirement. The present study is part of this research area, still very incipient in Portugal, and aims to contribute to the literature in this area by analyzing the relationship between sustainable practices of human resources management, work engagement, organizational citizenship behaviors for the environment, individual performance, organizational identification, and perceived organizational rationale for sustainability The study assumes that an organization's sustainability goals need to be aligned with human resource management practices, policies and activities so that they can represent a competitive advantage. Based on a quantitative methodology and a sample of 72 employees from a multinational food sector in Portugal, the results show that there is a positive relationship between sustainable human resources practices and perceived organizational rationale for sustainability, as well as a significantly negative relationship between organizational citizenship behavior for the environment and individual performance. Tese apresentada à Universidade Fernando Pessoa como parte dos requisitos para obtenção do grau de Doutor em Ciências da Informação, especialidade em Biblioteconomia e Arquivo<br>Esta dissertação tem por objetivo procurar uma resposta cientificamente válida à questão de saber porque motivos, ao longo da história das bibliotecas públicas, mormente nos séculos XIX e XX, não se consolidou um sistema de bibliotecas públicas de rede nacional, pese embora terem sido envidados esforços nesse sentido, nomeadamente pela produção legislativa. Na primeira parte, o trabalho principia por analisar as políticas culturais e a sua concretização nas políticas de informação, contextualizando os sistemas bibliotecários neste âmbito. Conforme explicitamos, diferentes abordagens ideológicas e sociopolíticas das políticas culturais e de informação determinam naturalmente distintos sistemas bibliotecários. Neste quadro, foi também analisada a génese e o desenvolvimento das correntes teóricas da Ciência da Informação, procurando identificar e compreender as influências e os contributos que este hodierno campo do conhecimento recolheu das diversas correntes filosóficas e ideologias políticas através do tempo. A análise dos sistemas bibliotecários incidiu sobre os organismos internacionais que refletem, propõem, promovem e influem internacionalmente as políticas adotadas ao nível dos diversos Estados; nomeadamente a organização que congrega todas as associações de bibliotecários e o organismo das Nações Unidas que é a Unesco. É igualmente contemplada a descrição dos organismos que se encarregam da difusão destas políticas bibliotecárias internacionais. A segunda parte deste trabalho desenvolve e analisa diacronicamente o processo de implementação e crescimento das bibliotecas e da leitura pública em Portugal, desde a abertura ao público de bibliotecas privadas (nos finais dos século XVIII) ao percurso e evolução da constituição da rede de bibliotecas públicas, considerando os principais momentos históricos (Liberalismo, República, Estado Novo e Democracia). A terceira e última parte deste trabalho consistiu no estudo empírico da Rede Nacional de Bibliotecas Públicas, procedendo à respetiva avaliação. Colocados os objetivos e questões de investigação é, seguidamente, apresentada a metodologia de trabalho e a componente de estudo de caso que assentou na elaboração de duas matrizes de inquérito por questionário lançados aos responsáveis políticos e técnicos pelas bibliotecas públicas do país. Cumpridos os objetivos traçados no início deste trabalho confirmamos as questões levantadas quanto à importância da política bibliotecária e salientamos as principais fragilidades.<br>The aim of this dissertation is to find a valid scientific answer to the reason why, throughout the history of public libraries, particularly in the 19th and 20th centuries, was a national network of public libraries not consolidated, even though the numerous efforts made to attempt it, especially in the production of laws. In part one, the work starts by analyzing cultural policies and their impact on information policies, bringing context to library systems. As we explain in the study, different ideological approaches and social policies of the cultural and information policies naturally determine different library systems. It was also analyzed is this focus the creation and development of Information Science’s theories, looking to identify the influences and contributions that this modern field of knowledge has acquired from the different philosophical and political ideology ideas throughout time. The library systems analysis was focused on the international organizations that reflect, propose, promote and make an international influence on the adopted policies by different nations; in particular the organization that conglomerates all library associations and the United Nations division which is UNESCO. The description of organizations that divulge international library policies is also contemplated. Part two of the study diachronically develops and analysis the implementation process and growth of libraries and public reading in Portugal, from the public opening of private libraries (by the end of the 18th century), to the trajectory and evolution of the public libraries network’s creation, in context with the most relevant historical periods (Liberalism, Republic, Estado Novo and Democracy). The third and final part of this study consists on the empirical study of the Rede Nacional de Bibliotecas Públicas, through its evaluation. The objectives and hypothesis of the inquiry are introduced, followed by the presentation of the work methodology, and the study case component that consisted on two different questionnaires sent to the political agents responsible by the network and the public libraries’ technicians throughout the country. By fulfilling the objectives intended at the beginning of the study we have confirmed the hypothesis related to the importance of library policies, and we also show its frailties.<br>Cette dissertation a pour but de chercher une réponse scientifiquement valable à la question de savoir pour quels motifs, tout au long de l’histoire des bibliothèques publiques, surtout aux XIXème et XXème siècles, on n’a pas consolidé un système de bibliothèques publiques de réseau national, malgré tous les efforts faits dans ce sens, notamment par la production législative. Dans la première partie, ce travail commence par l’analyse des politiques culturelles et leur concrétisation dans les politiques de l’information, en mettant en contexte les systèmes bibliothécaires dans ce cadre. Tel que nous l’explicitons, des abordages idéologiques et sociopolitiques différents déterminent naturellement des systèmes bibliothécaires distincts. Dans ce cadre, on a aussi analysé la genèse et le développement des courants théoriques de la Science de l’Information, tout en cherchant d’identifier et de comprendre les influences et les contributions que cet actuel domaine de la connaissance a cueillies dans les divers courants philosophiques et idéologies politiques à travers le temps. L’analyse des systèmes bibliothécaires s’est centrée sur les organisations internationales qui reflètent, proposent et influencent internationalement les politiques adoptées au niveau des divers États ; notamment l’organisation qui regroupe toutes les associations de bibliothécaires et l’organisation des Nations Unies qui est l’UNESCO. La description des organisations qui se chargent de la diffusion de ces politiques bibliothécaires internationales est également considérée. La deuxième partie de ce travail développe et analyse diachroniquement le processus de mise en oeuvre et de croissance des bibliothèques et de la lecture publique au Portugal, depuis l’ouverture au public de bibliothèques privées (à la fin du XVIIIème) au parcours et évolution de la constitution du réseau de bibliothèques publiques, en tenant compte des principaux moments historiques (Libéralisme, République, Estado Novo et Démocratie). La troisième et dernière partie de ce travail comprend l’étude empirique du Réseau National de Bibliothèques Publiques, en faisant son évaluation. Posés les objectifs et les hypothèses de la recherche, on présente ensuite la méthodologie de travail et la composante d’étude de cas qui s’est établie sur l’élaboration de deux matrices d’enquête par questionnaire présenté aux responsables politiques et techniques des bibliothèques publiques du pays. Atteints les objectifs indiqués au début de ce travail, nous confirmons les hypothèses avancées quant à l’importance de la politique bibliothécaire et nous soulignons les principales fragilités.

Tese de Doutoramento em Política Social<br>Em todo o mundo, as pessoas com deficiência enfrentam situações de desvantagem em todos os domínios da vida. Entre estas, incluem-se maiores níveis de pobreza, piores indicadores de saúde, níveis educacionais mais baixos, menor probabilidade de participação no trabalho e no emprego, remunerações menos elevadas, piores condições laborais e oportunidades mais reduzidas de progressão na carreira (World Health Organization 2011). Como consequência desta posição social de desvantagem, as pessoas com deficiência constituem um grupo-alvo importante para a política social. Em muitos países, as políticas da deficiência abrangem áreas tão diversificadas como a saúde, segurança social, educação e emprego. Em geral, as políticas da deficiência dizem respeito à criação e implementação de leis, prorrogativas e proibições, acções estatais e estratégias de taxação que respondem a problemas e necessidades das pessoas com deficiência e das suas famílias (Pinto and Fiala 2015). Até aos anos 1970, o modelo médico da deficiência era o paradigma na base das políticas da deficiência. A preocupação central destas políticas era a prevenção, cura ou eliminação da deficiência e, sempre que tal não fosse possível, a assimilação do corpo e da mente das pessoas com deficiência às normas e estruturas dominantes. A responsabilidade do Estado, nesta abordagem, consiste no desenvolvimento e implementação de leis, políticas e práticas que promovem a segregação e reabilitação das pessoas com deficiência (Rioux and Fraser 2006; Tremain 2006). Desde a emergência do modelo social da deficiência, nos anos 1970, as políticas da deficiência têm sido crescentemente informadas por uma abordagem de direitos humanos. A responsabilidade do Estado e, por inerência, as abordagens políticas, alteram-se quando são guiadas por um entendimento sociopolítico da deficiência. Nesta abordagem, já não é a pessoas com deficiência que tem que ser curada, reabilitada ou assimilada em normas e estruturas hegemónicas, mas são estas que têm que se transformar para acomodar as necessidades das pessoas com deficiência. O direito das pessoas com deficiência a um acesso e cidadania igualitários torna-se um dos principais objectivos políticos. Nos últimos anos, as abordagens de “workfare”, que determinam quem tem acesso a um estatuto de cidadania, tornaram-se predominantes nas políticas da deficiência a nível supranacional e nacional (Abberley 2002). Em muitos países, os benefícios tradicionalmente atribuídos a pessoas com deficiência foram restringidos ou eliminados e a participação em medidas de “workfare” – a participação económica das pessoas com deficiência – tornou-se um pré-requisito para acesso a apoios sociais (Morris 2011; Soldatic and Chapman 2010; Owen and Harris 2012; Soldatic and Meekosha 2012; Bussemaker 2005a). Um dos principais objectivos destes desenvolvimentos políticos é reduzir o “peso significativo” que os benefícios sociais, incluindo as prestações por deficiência, colocam nas finanças públicas (OECD 2010, 12), mas também são o reflexo da importância que o trabalho e o emprego assumem nas sociedades contemporâneas. De facto, a ligação entre a identidade e o estatuto ocupacional, apesar de não ser necessariamente uma experiência universal, tornou-se particularmente dominante nos Estados de bem-estar Ocidentais, em que a participação no mercado de trabalho representa um marco importante de valorização da identidade social (Beck 2001b; Galer 2012; Abberley 2002). Como consequência, aspectos que tendem a ser encarados como positivos, como os efeitos da ocupação e participação laboral sobre o bem-estar individual, raramente são problematizados, tanto na literatura genérica de Política Social, como na literatura sobre deficiência. Os decisores políticos afirmam, pelo contrário, que o emprego e estatuto ocupacional são elementos centrais para a participação plena dos cidadãos na vida económica, social e cultural. O direito ao trabalho é, assim, essencial para a realização de outros direitos humanos e forma uma dimensão inseparável e inerente da dignidade humana. O trabalho deve providenciar uma base de sustento para a pessoa e para a sua família e, quando livremente escolhido e aceite, pode contribuir para o desenvolvimento pessoal e reconhecimento social dentro da comunidade (United Nations 2012b; OECD 2010). O presente estudo visa reflectir criticamente sobre a implementação do direito ao trabalho e emprego, tal como consagrado na Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência, em Portugal e na Alemanha. Estes dois países divergem em diversos pontos: Portugal, por exemplo, é habitualmente classificado como um Estado de bem-estar do Sul da Europa, em que a família é o locus primário de solidariedade e apoio social (Karamessini 2007; Ferrera 1996). Em contraste, a Alemanha, geralmente classificada entre os Estados de bem-estar conservadores (Esping-Andersen 1990), apresenta um nível elevado de proteção social e um sistema de benefícios generoso. Adicionalmente, ambos os países têm abordagens diferenciadas no que se refere à participação das pessoas com deficiência no mercado de trabalho. No entanto, Portugal e a Alemanha integram a União Europeia e foram afectados por legislação supranacional, como a Directiva Europeia relativa à Igualdade no Emprego ou a Estratégia Europeia para a Deficiência 2010-2020 ou, de forma ainda mais proeminente, pela Convenção sobre os Direitos das Pessoas com Deficiência (CDPD), que ambos os países assinaram e ratificaram. O objectivo do presente estudo é identificar como as diferenças e semelhanças entre estes dois países afectam as realidades das pessoas com deficiência. Para este efeito, é necessária uma estratégia de pesquisa dual, que integre tanto a análise de leis e políticas (o nível dos sistemas), como a monitorização de experiências individuais. • Como foi o direito ao trabalho e emprego (CDPD) traduzido nas leis, políticas e programas nacionais, no contexto alemão e português? • Como é que as pessoas com deficiência, na Alemanha e em Portugal, experienciam, na prática, a efectivação do direito ao trabalho e emprego? • O que se pode aprender, a partir dos casos alemão e português, que permita informar desenvolvimentos políticos futuros nesta área, ajudando a avançar o direito ao trabalho das pessoas com deficiência na Alemanha, em Portugal e noutros contextos? Enquanto as duas primeiras questões visam produzir conhecimento sobre a situação nos dois países, a terceira questão de investigação dirige-se à dimensão comparativa do estudo, procurando identificar boas práticas que possam influenciar desenvolvimentos políticos em ambos os países. Enquadrando-se no âmbito da teoria crítica, este estudo inclui tanto uma análise crítica das molduras legislativas, documentos políticos e estudos de avaliação de políticas, como uma avaliação crítica da situação de facto. Para recolher informação sobre a eficácia das leis, políticas e práticas existentes, foram conduzidas 38 entrevistas semiestruturadas aprofundadas com pessoas com deficiência residindo na Alemanha e em Portugal. Os resultados deste estudo indicam que alterações legislativas recentes, em ambos os países, fortaleceram uma abordagem da deficiência à luz de um modelo de direitos humanos – pelo menos, ao nível formal. Não obstante, o direito ao trabalho e ao emprego carece ainda de implementação plena. A análise crítica revela que a exclusão e discriminação com base na deficiência, no mercado de trabalho, é ainda generalizada. Enquanto na Alemanha o emprego apoiado aumenta o risco de a pessoa se sentir excluída ou de experienciar condições de trabalho pouco dignas, também possibilita uma resposta alternativa ao emprego, numa escala elevada, que não se regista em Portugal. Em Portugal, as pessoas com deficiência apresentam maior risco de desemprego e, devido à insuficiência de medidas de apoio, designadamente medidas de emprego de longa duração, as redes familiares e outras redes de apoio, são chamadas a compensar este défice, incluindo financeiramente. A análise comparativa sistémica apontou ainda que a interseccionalidade da deficiência com outros factores interfere com os resultados das políticas e medidas existentes. Enquanto a posição de desvantagem das participantes do sexo feminino parece ser um fenómeno transnacional, regista-se uma diferenciação binacional quando a idade dos participantes é tomada em consideração. Em suma, enquanto o sistema alemão providencia os melhores níveis de proteção para os cidadãos mais velhos com deficiência que ainda se encontram a trabalhar, as medidas portuguesas focam-se prioritariamente no acesso ao trabalho e emprego e, consequentemente, são mais benéficas para jovens com deficiência em busca de trabalho. Em ambos os países, no entanto, as pessoas com deficiências intelectuais ou psicossociais encontram-se na situação de maior desvantagem. Pesem embora as lacunas e obstáculos evidenciados, a análise revelou oportunidades de aprendizagem bilateral. As recomendações apontadas pelos participantes e a avaliação crítica das leis e políticas em vigor constitui uma fonte valiosa de apoio ao desenvolvimento de políticas futuras na área do emprego. Globalmente, a tese conclui que políticas sociais que apoiem a inclusão das pessoas com deficiência no trabalho e emprego criam estruturas económicas e sociais mais justas e igualitárias, não apenas para as pessoas com deficiência, mas para todos.<br>The present study critically reflects on the implementation of the right to work and employment as enshrined in the UN Convention on the Rights of Persons with Disabilities in Portugal and Germany and frames it within the wider scope of Social Policy. Including the narratives of disabled people themselves, the results of this study indicate that recent legislative changes in both countries strengthen a human rights approach to disability. However, the right to work and employment still lacks full implementation. The critical analysis reveals that exclusion from and discrimination in the labour market on the ground of disability is still widespread. Despite persisting gaps and obstacles, the analysis shows that there is scope for binational learning and presents recommendations for future policy development.<br>N/A

Mestrado em Comunicão Multimédia<br>A problemática dos direitos Humanos, sendo um tema atual e urgente, encontra na instituição cinema – em filmes, festivais e mostras – um espaço privilegiado para sua veiculação e discussão, com a possibilidade de superar preconceitos e alargar conhecimentos, a partir da sua força comunicacional e lúdica. Nesse sentido, o presente trabalho tem como objetivo central investigar a relação entre a produção cinematográfica de António-Pedro Vasconcelos e a temática dos direitos Humanos e cidadania. Este estudo, feito a partir da análise temática, teve como objeto a produção ficcional em longa-metragem e o ponto de partida foi o filme Jaime, realizado no ano de 1999. A investigação permitirá compreender a noção de Humano presente na obra do cineasta português e que direitos Humanos nela são abordados com maior ou menor destaque. Para além das preocupações da realização audiovisual estudam-se também as motivações ideológicas do cineasta. Estes dados foram obtidos a partir de pesquisa em diversas fontes e confrontados com o resultado da entrevista realizada junto ao cidadão e cineasta António-Pedro Vasconcelos.<br>The Human Rights issue, as a current and urgent theme, found in cinema institution - in films, festivals and exhibitions - a privileged space for conveying and discussion, with the possibility of overcoming prejudices and extending knowledge, by the use of its communicational and entertaintment strength. In this sense, the present study aims to investigate the relationship between film production by António-Pedro Vasconcelos and the Human Rights and citizenship theme. This study, made through the thematic analysis, had as its object the fictional feature film production and the starting point was the film Jaime, made in 1999. The present research will approach the Human concept contained in the work of the Portuguese filmmaker and which human rights in it are covered with more or less emphasis. In addition to visual realization, it also will study the filmmaker’s ideological motivations. These data were obtained from research in different sources and confronted with the result of the interview made with both citizen and filmmaker António-Pedro Vasconcelos.

Se por um lado, a sua importância e inferência na performance dentro do contexto empresarial têm sido crescente, caracterizando a necessidade de um entendimento cada vez maior por parte das empresas, por outro, o investimento das corporações de grande porte, caminham cada vez mais em direção dos países com crescimento exponencial sustentado, como são o BRIC, o que cna uma necessidade fomentada de pesquisa nesta área de pesquisa para estas regiões. Este estudo pretendeu investigar, avaliar e mapear a influência do capital e do CCO na satisfação de vida e desempenho no trabalho do funcionário de nível superior, no contexto empresarial brasileiro e português, com o objetivo de identificar quais as diferenças existentes nestes duas realidade, devido ao investimento crescente do segundo para com o primeiro. Genericamente, encontramos clara influência das dimensões do CCO tanto para o desempenho no trabalho como para a satisfação de vida do trabalhador, assim como presença também marcada das duas dimensões do capital Social. Mais especificamente, foi entendido pelo nosso estudo que a realidade empresarial brasileira necessita que as empresas criem mecanismos que fomentem os laços entre colegas, a conscienciosidade, altruísmo e virtude cívica dos seus funcionários, pois assim aumentará o desempenho. Já para o contexto português, apenas a conscienciosidade e a virtude apresentaram significativa relação. Desta forma, conclui-se que para o investimento das empresas português no Brasil, estas precisam ter atenção à dimensão estrutural - relação com colegas - promovendo-a e à necessidade patente que os brasileiros têm de ajudar os seus colegas - comportamento altruísta - para aumentar o desempenho no trabalho. No que se refere a satisfação de vida, que se mostrou estreitamente relacionada com o desempenho, o brasileiro apenas precisa notar confiança nos colegas, senti-se altruísta e consciencioso, ao passo que o português necessita criar fortes laços com os colegas, mas não fomentar o comportamento altruístico. Desta forma as empresas investidoras apenas precisam ter atenção mais uma vez a necessidade de prestar ajuda especifica que o brasileiro sente, promovendo workshops com os próprios funcionários, por forma a estes passarem o seu conhecimento, monitorias, estágios, entre outros. Estes resultados demonstraram que cada continente, país (possuidor ou não da mesma língua) e/ou cultura comporta diferenças significativas no contexto empresarial, assim tornase difícil implementar técnicas e comportamentos internacionais e esperar que os resultados sejam exatamente iguais. Este estudo espera dar alguns instrumentos de comparação para que as empresas portuguesas entendam, a este nível, a realidade brasileira.<br>Since long ago, the themes of social capital and organizational citizenship behavior (OCB) have been extensively researched and studied in the V.S., though these have received little attention in terms of other international contexts. On the one hand, its importance and inference performance within the business environment have been increasing, characterizing the need for an increased understanding by firms, on the other hand, investment by large corporations, walk increasingly direction of countries with sustained exponential growth, as BRIC countries, which creates a need for research in this area encouraged the search for these regions. This study intended to investigate, assess and map the influence of capital and of the CCO in life satisfaction and job performance of top-Ievel employee in Brazilian and Portuguese business environment, in order to identify differences between those two realities, because increasing investment from the second to the first. Generally, we find clear influence ofboth dimensions ofthe CCO to perform at work and for the life satisfaction of workers, and also marked presence of the two dimensions of social capital. More specifically, it was understood by our study that the Brazilian business reality requires companies to create mechanisms that foster ties between colleagues, conscientiousness, altruism and civic virtue of its officials, as well as increase performance. As for the Portuguese context, the only virtue and conscientiousness showed a significant relationship. Thus, we conclude that for investment firms Portuguese in Brazil, they need to pay attention to the structural dimension - relationship with colleagues - promoting it and need to clear the Brazilians have to help their colleagues - altruistic behavior - to increase job performance. Regarding life satisfaction, which was closely related to performance, Brazilians need only belive in colleagues trust, I was unselfish and conscientious, whereas the Portuguese need to create strong bonds with colleagues, but not to encourage altruistic behavior. Thus investment firms only need to pay attention once again the need to assist states that the Brazilian feel, providing workshops with the employees themselves, so they pass their knowledge, tutoring, internships, among others. These results demonstrated that each continent, country (with or not possessing the same language) and / or culture involves differences in a business context, so it is difficult to implement technical and intemational behavior and expect that the results are exactly alike. This study hopes to give some means of comparison to understand that Portuguese firms at this leveI, the Brazilian reality.

Mestrado em Ciências Empresariais<br>O presente estudo aborda a influência de diferentes condições, isto é, das variáveis demográficas (antiguidade, escolaridade, idade e género) e das dimensões de comportamento de cidadania organizacional (comportamento altruísta, comportamento cívico e comportamento cínico), no desempenho individual. Baseia-se em dados recolhidos através de um inquérito online realizado a 47 colaboradores da Cintra Portugal e usa o método fuzzy-set Qualitative Comparative Analysis (fsQCA). De forma global, as soluções intermediárias apresentam níveis de cobertura e de consistência adequados tendo em conta a variável de resultado (desempenho individual). Os resultados mostram semelhanças e diferenças nas configurações de condições suficientes que conduzem à presença e ausência do desempenho individual entre os conjuntos de dados (chefias, subordinados e empresa - composta pelas chefias e subordinados). Verifica-se que, de um modo geral, quer seja pela ausência quer seja pela presença, para o outcome presença de desempenho individual e para o outcome ausência de desempenho individual, todas as condições são relevantes, com especial enfase para os comportamentos de cidadania organizacional. Além disso, constata-se que quando é realizado um estudo individual para cada uma das condições demográficas, as condições de comportamento de cidadania organizacional alteram-se. Por fim, quer o modelo que considera todas as condições quer o modelo que considera os comportamentos de cidadania organizacional e apenas uma condição demográfica demonstram uma importância relativa superior das condições comportamento altruísta e comportamento cívico para alcançar o desempenho individual.<br>This study addresses the influence of different conditions, ie, demographic variables (length of service, education, age and gender) and the dimensions of organizational citizenship behavior (altruistic behavior, civic behavior and cynical behavior) on individual performance. It's based on data collected through an online survey of 47 employees of Cintra Portugal and uses the fuzzy-set Qualitative Comparative Analysis method (fsQCA). Globally, the intermediate solutions have adequate coverage and consistency levels in regarding the outcome variable (individual performance). The results show similarities and differences in terms of the configurations of sufficient conditions that lead to the presence and absence of individual performance in the data sets (supervisors, subordinates, and company - composed of the supervisors and subordinates) highlighting cynical behavior and altruistic behavior conditions. It is observed that, in general, whether by absence or presence, for the outcome presence of individual performance as for the outcome absence of individual performance, all the conditions are relevant, with a special emphasis on organizational citizenship behaviors. In addition, it is observed that when an individual study is carried out for each of the demographic conditions, the conditions of organizational citizenship behavior change. Finally, either the model that considers all conditions or the model that considers organizational citizenship behaviors and only a demographic condition demonstrates a higher relative importance of the altruistic behavior and the civic behavior conditions to achieve individual performance.

AbstractPortugal has achieved significant legal changes in LGBTI+ rights. However, bisexuality is still regarded as suspicious, leading to invisibility and silence. This chapter analyses bisexual citizenship in Portugal, starting with the theoretical debate around this concept and subsequently taking intimate citizenship as a useful analytical concept in uncovering the institutionalization of compulsory heterosexuality and monosexuality. Through the lens of an empirical study based on ongoing PhD research, it analyses bisexual citizenship and explores how bisexual people construct and express their intimate citizenship. Focused on the challenges and constraints faced by bisexual activism in Portugal, analysed data will feed the theoretical debate on intimate citizenship in Portugal and contribute to (re)thinking about the status of bisexual people as sexual subjects.

AbstractThis chapter discusses queer and feminist uprisings as way of creating a politics of the common in the scenario of the bleak perspectives of Capitalocene, neoliberal rationalities governing the economies, with hard-right conservative parties in power in several countries. Starting with the global level, the text first takes a look at feminist organizing against hard right specifically in Brazil, with the #elenao movement. Focusing on regional southern European contexts, the text analyses the Critical Pride movement in Madrid and in Left Bloc political party in Portugal. Tackling recent political and social contexts, the text looks at these two possibilities as way of counteracting (neo)liberal perspectives on identities and politics by creating a common ground with other social movements. This is a project of alliances, an enactment of the common.

AbstractThe development of policies and targeted initiatives that promote or support active participatory citizenship for vulnerable young adults with low skills has largely passed unnoticed in Southern Europe in the last decade. Despite the existing lifelong learning (LLL) strategies, most countries in the area do not place active citizenship for low-skilled young adults as a priority. This chapter is based on the results of the European research project EduMAP (Horizon 2020), and focuses on participation of unemployed young adults with low skills (hence early school-leavers) in educational activities that either focus or promote active citizenship in Southern Europe (Greece, Cyprus, Malta, Italy, Spain and Portugal). More specifically the chapter explains the reasons behind low participation rates among vulnerable young adults in the region. South European countries are not yet showing any favourable conditions for increasing participation of the low-skilled unemployed young adults in such programmes. Some of the countries that were hit by economic depression in particular, face –not necessarily for the same reasons– major barriers for implementing policies to increase the number of low-skilled young adults in active citizenship oriented courses. The chapter concludes that one of the problems in promoting active citizenship through adult education activities is that the programmes delivered in the region are still not competence-based. Adult education is not high in the value system, and therefore low skilled young adults do not appear motivated to obtain such skills and competences. A key challenge therefore is to deliver a service that simultaneously meets the needs of the learners, provides sufficient responses to the needs of the local societies, and stimulates further demand.

he extreme situation connected with the outbreak of the pandemic coronavirus has forced foreign language teachers worldwide to challenge their teaching competences and approaches when teaching remotely. Now, more than ever, foreign language teachers are forced or encouraged to implement digital materials, learning objects and environments. Meanwhile, foreign language teachers’ knowledge, skills and attitudes related to Digital Citizenship Education (DCE) are tested and challenged, too. The aim of this paper is to explore how confident and knowledgeable about DCE foreign language teachers are in order to offer activities that can enhance the development of language learners’ digital citizenship competences. This study presents the survey findings of the ERASMUS+ project: “Digital Citizenship Education and Foreign Language Learning” (Dice.Lang), which brings together five European partner universities: University of Munich, University of Aveiro, University of Latvia, University of Limerick, and Siena Italian Studies. There were 627 foreign language teachers (312 pre-service teachers and 315 in-service teachers) in total who participated in the online survey representing Germany, Ireland, Italy, Latvia, and Portugal. The findings highlighted the needs foreign language teachers have to develop and apply their expertise on DCE in their language lessons. The authors of the paper present their vision to address the teachers’ needs, providing and analysing samples of a comprehensive set of open educational resources (OER) available in English and additional European languages. These OER, which have been designed by the Dice.Lang consortium and confirmed by the questionnaire results, aim at developing language learners’ digital citizenship competences. The resources intertwine the five DCE strands created by the consortium (Critical Digital Literacies; Intercultural and Transcultural Perspective on Digital Exchanges; Identity-oriented Component; Content-oriented Perspective and Critical and Meta-reflective Component) with the existing European theoretical frameworks.

Higher education is confronted with two broad missions, either prepare graduates for the world of work, or prepare well-rounded students that combine broad-spectrum qualities of citizenship, responsibility, and professional expertise. The employability skills have been widely studied, while the attributes related to holistic education are still scarcely investigated. This paper examines the skills and other attributes that employers seek when hiring graduates. It confronts the perceptions of employers regarding the skills associated with employability and the abilities and characteristics linked to holistic education. This is an exploratory research based on original and qualitative data collected in 2020 through interviews with employers (n=8) from different sectors in Portugal. Empirical findings indicate that all employers prioritise employability skills, such as communication, teamwork, and learning abilities. We found more dispersion regarding the attributes of holistic education and a large consensus was found for interdisciplinarity, self-reflection, and personal and social responsibility. The data show that the attributes that help to address society’s problems and challenges still seem to be regarded as quite irrelevant in the recruitment process.

This paper addresses pedagogical practices developed in the context of the Communication Design BA at Lusófona University in Porto, Portugal, aimed at highlighting the importance of social design innovation as a fundamental field of application for the area of design hence promoting a socially aware design practice towards human needs and global sustainability. These practices are based on collaborations made with local social institutions, such as Portuguese Red Cross, Alzheimer Portugal Association, and Eu Sou Eu - Association for the Social Inclusion of Children and Young People, and are anchored on three axes: (i) the need to integrate students in the professional activity, through the development of specific projects for real contexts; (ii) the inexistence of curricular units structured in the scope of Social Design in the curricular programs of Design BAs in Portugal; (iii) the difficulty of social institutions to harness the potential of Design tools and methodologies to respond to the needs of both the institution and the community it serves, due to the lack of human and financial resources. Since 2018, several projects have been developed with students including fundraising campaigns, cognitive stimulation materials for individuals with dementia, signage for day care centres and visual identities. These projects provided students with a professional context, requiring direct contact with the client, in-depth knowledge of the institution and awareness of the community it serves to achieve suitable solutions. For their development, Design Thinking methods were used as the basis of a work process divided into three essential phases: (i) problem definition which included meetings with the client, visits to the institution, interviews with its collaborators, research on issues related to the institution and the community it serves; (ii) project ideation where ideas were discussed and tested, the financial and material feasibility was assessed, as well as the suitability of the project under development regarding the defined problem; (iii) project implementation which included the production and dissemination of the project and possible future developments, envisaging the materialization of a professional relationship between student and institution beyond the academic context. These projects highlighted the importance of the designer's role as a social agent: students were confronted with real social problems found in the community (situations of poverty, domestic violence, special educational needs, dementia), and the needs of the institutions themselves. At the end of each project, the knowledge acquired was not limited to the domain of academic design exercises, but extended to social learning, humanitarian values and ways of acting through design projects aimed at citizenship. It is argued that in times of change, marked by the growing identification of social needs, the Designer can assume an essential role as a social agent. Hence the need to integrate social issues in Design curricular programs, envisaging an approach to Design that is more oriented towards human needs and in line with the global sustainability and social equality. In this paper, design methodologies adopted for these projects are described with a view to the replication of this pedagogical model in other contexts.
