Full textFor the formulation of public policies and strategic investment plans, it is necessary to know the level of social progress achieved within a given community, which is why, in order to obtain an efficient tool, which allows the diagnosis of the level of social progress of In the province of Chincha, the model of the Social Progress Index (IPS), developed by the Social Progess Imperative, has been adapted, the same that has been thought for application in countries; however, in the present investigation, the model was adapted to a more local context, with a provincial scope; as well as the restrictions of a province and its districts were taken into consideration. Finally, the modulation of a model made up of three pillar dimensions for the IPS was achieved: the dimension of Basic Human Needs, the dimension of Foundations of Well-being and finally the dimension of Opportunities; these dimensions are in turn subdivided into four components each, making a total of twelve components, which in turn are supported by specially statistically validated indicators. A survey of primary and secondary information was necessary. Thus, to collect primary information, a questionnaire specially created by CENTRUM Católica for this purpose has been used; In addition to this, secondary information has been collected from specialized government agencies in each of the areas required by the IPS. In order to internalize the internal and external context of the province of Chincha and to have a 360- degree vision, it has been necessary to carry out an analysis of external and internal factors; in this way, the results obtained have been recorded in the External Factors Evaluation Matrix (MEFE) and the Internal Factors Evaluation Matrix (MEFI), which has allowed the identification of strengths, weaknesses, opportunities and threats. Using data from the National Institute of Statistics and Informatics (INEI) The eleven districts have been divided into four zones, for practical purposes of the present investigation, under criteria of socio-economic similarity and geographic limit. Subsequently, after statistical verification of the data entered in the IPS model, a result of 57.26 was obtained as the Social Progress Index, reaching a low average level of social progress. The level of social progress achieved by the Province of Chincha is a product of the average of its zones, observing that the zone that most positively affects is zone three with a score of 58.60, reaching a low average level of social progress; however, the zone with the highest negative incidence is zone four with a score of 55.23 and a medium-low level of social progress. In relation to the results obtained in each of the dimensions, we can see that, in the dimension of Basic Human Needs, the province of Chincha has managed to achieve a level of social progress classified as medium high, with a score of 68.32; being able to conclude that the fundamental needs of the population of the province of Chincha have been met to a greater extent. In relation to the dimension of Foundations of Well-being, a score of 51.11 has been reached, achieving a level of social progress categorized as low. In relation to the Opportunities dimension, a performance of 52.34 points has been achieved, with a level of social progress categorized as low. In the present investigation we will find data and recommendations derived from the analysis of the result of each of the indicators that support the twelve components of the IPS model applied to the province of Chincha, the results are expected to meet the relevant quality standards and serve for the formulation of measures that lead to increased social progress in the province of Chincha.

Full textEl presente documento constituye un planeamiento estratégico para la provincia de Ica, para el periodo 2016-2026, elaborado usando el modelo secuencial de D’Alessio (2015). El objetivo es desarrollar ventajas competitivas en esta provincia, a partir de la correcta identificación de sus fortalezas y del potencial de la organización, para lo cual se definió la visión, que se basa en mejoras en el Índice de Desarrollo Humano y en el Índice de Progreso Social. Para esto habrá que incrementar la producción en distintos sectores económicos; principalmente, en la agroindustria, la pesca y el turismo. A nivel interno, la provincia de Ica tiene diversas fortalezas, entre las que destaca el potencial de desarrollo comercial y la presencia de centros turísticos y culturales. En cambio, entre las debilidades se tiene el bajo grado de inversión para la actividad comercial y empresarial, y el crecimiento desorganizado. A partir de las fortalezas que actualmente se tienen, se identificó el potencial de la organización y su capacidad de generar ventajas competitivas, que se complementan con la conformación de un clúster agroindustrial y otro turístico. Del lado de las oportunidades, se identificaron el crecimiento económico nacional, que estimula el consumo privado, junto con el incremento en las inversiones, a lo cual se le suma la promoción internacional del turismo cultural y gastronómico. Sin embargo, a la vez, se tienen amenazas, como la desaceleración económica y el bajo nivel de investigación y desarrollo, entre otros
The document presents the strategic planning for the province of Ica, developed for the period 2016-2026, based on the Sequential Model of Strategic Process (D'Alessio, 2015). The objective is to work out the competitive advantages of this province, based on the correct identification of its strengths and the potential of the organization, for which the vision was defined, based on the improvements in the Human Development Index, as well as in the Social Progress Index. To this end, the production in different economic sectors should increase, but mainly in agribusiness, fisheries and tourism. Internally, the province of Ica has several strengths, among which the potential for commercial development and the presence of tourist and cultural centers stand out. On the other hand, among the weaknesses are the low degree of investment for commercial and business activity; and the disorganized growth. Based on the current strengths, the organization’s potential and its ability to generate competitive advantages are identified, which are complemented by the formation of an agribusiness cluster and a tourist cluster. Private consumption is encouraged due to the opportunities for economic growth, along with the increase in investment and the international promotion of cultural and gastronomic tourism. But there are also threats, such as the economic slowdown and the low level of research and development, among others
