This chapter explores the real-life operation of six higher education systems that align with the theoretical models identified in Chapter 2. Three states follow a largely market-based approach: Chile, England, and the United States. Three states follow a largely human rights-based approach: Finland, Iceland, and Sweden. The chapter describes each system in terms of how it aligns with the particular model before evaluating the system in relation to the signs and measures of successful higher education systems identified in Chapter 3. This chapter provides conclusions as to the relative likelihood of each approach facilitating the achievement of higher education teaching and learning purposes.

Abstract:
In this chapter, the authors argue that the rapid, extensive, and efficient expansion of the Inca into northern Chile was not the consequence of random decisions. On the contrary, the cases studies presented show strategic geopolitical decision-making aimed to reduce conflict for resources and land between local leaders and foreign polities. These indigenous leaders and foreign imperial representatives became active agents in the promotion and implementation of the state programs. The case studies explored comprise Zapahuira, Tarapacá Viejo, and Catarpe. By transforming the economic, political, and ideological systems, the authors also argue that the Inca integrated northern Chile into a broader socioeconomic network through the Capac Ñan.

Abstract:
Chapter 4 provides an in-depth case study of water policy in Chile from the 1970s to present, including an evaluation of the outcomes of water policy under the privatized system from a human rights perspective. The chapter interrogates Chile’s reputation as a privatization success story, finding that although Chile meets the narrow definition of the human right to water and sanitation in terms of access, quality, and price, it fails to meet the broader definition that includes citizen participation in water management and policy decisions. The chapter argues that Chile’s relative success in delivering water services is attributable to strong state capacity to govern the water sector in the public interest by embedding neoliberal reforms in state interventions. The Chile case shows that privatization is not necessarily antithetical to human rights-consistent outcomes if there is a strong state role in the private sector.

This chapter considers the ways in which presidents deploy legislative powers in coalition management. It covers decree and statute powers, and at least three types of veto powers: package, partial, and amendatory. It discusses the impact of a variety of system-level factors (electoral and party system), coalition-level factors (presidential party size and ideological composition), and conjunctural factors (crisis and time) on the relative cost of the deployment of legislative tools. It examines case studies from Ukraine, Chile, Russia, Benin, and Brazil to highlight different types of legislative tool deployment. It also uses MP survey evidence to assess the relative importance of legislative powers in coalition maintenance, and to discuss the propensity of legislators to delegate their legislative powers to presidents.

This chapter traces how exile became an institutionalized mechanism of exclusion and underscores the paradoxical connection between citizenship and exclusionary modernity in the region. It stresses how these countries experienced policies of massive deterritorialization of citizens to counteract a widened involvement in public arenas and politics, and that the very drive of modernization generated new social forces, which these political systems were unable to include through democratic institutionalization. It discusses the cases of Paraguay, with its cycles of authoritarian rule and political turmoil generating massive exile and expatriation; Argentina and its recurrent waves of territorial displacements; Uruguay and the mass expatriation and exile of its citizens in the authoritarian period; and post-1973 Chile, also with massive exile and global dispersion.

Community-acquired pneumonia (CAP) is defined as an acute infection of the pulmonary parenchyma in someone who has not recently had close contact with the health care system. Common presentations include abrupt fever and chills, productive cough, purulent sputum, dyspnea, pleuritic chest pain, and the absence of rhinorrhea and sore throat. Prompt antibiotics and admission to the correct level of care are essential in emergency management. Chest radiographs and dry computed tomography (CT) scans can be extremely useful in confirming the diagnosis of CAP in immunocompetent patients. Assessment of the airway, breathing, and circulation is essential. Adequate fluid resuscitation, early appropriate antibiotics, and careful attention to monitoring are still mainstays of treatment. Clinical decision tools like CURB-65 and PORT score can help identify low-risk patients when making decisions about whether or not to admit.

This book provides a fresh, comprehensive view of the musical life and its cultural context in Santiago, Chile, from its foundation in 1541 to the end of the colonial period, roughly in 1810. Combining the study of archival documents, secondary sources, and music scores, it deals with different aspects of musical life in the cathedral (Chapter 1), convents and monasteries (Chapter 2), private houses (Chapter 3), and public spaces (Chapter 4), considering, as well, the life and function of musicians as crucial agents in the music field (Chapter 5). Despite its focus on a particular city of Latin America, it raises this issue from a broad perspective that explores its links with other urban centers (especially Lima), within the globalizing framework of the colonial system. The idea of music as a “sweet penance,” belonging to a nun harpist in a convent of Santiago at the end of the eighteenth century, gives rise to the consideration of duality as an essential trait of the period and its music.

The Cosmic Mystery Tour is a brief account of modern physics and astronomy presented in a broad historical and cultural context. The book is attractively illustrated and aimed at the general reader. Part I explores the laws of physics including general relativity, the structure of matter, quantum mechanics and the Standard Model of particle physics. It discusses recent discoveries such as gravitational waves and the project to construct LISA, a space-based gravitational wave detector, as well as unresolved issues such as the nature of dark matter. Part II begins by considering cosmology, the study of the universe as a whole and how we arrived at the theory of the Big Bang and the expanding universe. It looks at the remarkable objects within the universe such as red giants, white dwarfs, neutron stars and black holes, and considers the expected discoveries from new telescopes such as the Extremely Large Telescope in Chile, and the Event Horizon Telescope, currently aiming to image the supermassive black hole at the galactic centre. Part III considers the possibility of finding extraterrestrial life, from the speculations of science fiction authors to the ongoing search for alien civilizations known as SETI. Recent developments are discussed: space probes to the satellites of Jupiter and Saturn; the discovery of planets in other star systems; the citizen science project SETI@Home; Breakthrough Starshot, the project to develop technologies to send spacecraft to the stars.
