Venezuela kritikus gazdasági helyzete miatt az elmúlt években több, mint 5.6 millióan hagyták el azországot. Kolumbiában megközelítőleg 1.7 millió venezuelai tartózkodik (2021), Peru a második, Chilea harmadik számú befogadója a kivándorlóknak. A venezuelai migráción kívül, nagyszámú kolumbiai,perui és haiti is érkezett Chilébe, így jelenleg több, mint 1.46 millió bevándorló tartózkodik az andokiországban. A Covid-19 pandémia alatt, Chile lezárta a határait, így a migráció áramlása az illegálishatárátkelőkre összpontosult. A tanulmány fő célja a Covid-19 migrációra gyakorolt hatásának abemutatása és a chilei kormány intézkedéseinek az áttekintése egészen a bevándorlóellenes tüntetésekig.Az elsődleges források, illetve a rendelkezésre álló statisztikák másodelemzése lehetővé teszi a jelenlegitendenciák, a pandémia és a migrációval kapcsolatos kihívások, valamint a jövőbeli szcenáriókelemzését.

Abstract:
Las preferencias de consumo de las personas son de tipo afectivo - cognitivo con base en la percepción de estímulos, y se transforman en necesidades dentro de su contexto sociocultural y territorial. Con el objetivo de evaluar la preferencia de consumo de chiles regionales en 18 centros poblados de los Valles Centrales de Oaxaca, se aplicaron encuestas a 1287 personas mayores de 15 años. Los resultados mostraron que los entrevistados prefieren consumir chile ‘Jalapeño’ (37.7 %), ‘Chile de Árbol’ (18.9 %), ‘Chile de Agua’ (15.8 %) y ‘Serrano’ (13.1 %). En referencia a los chiles regionales, los consumidores prefieren ‘Chile de Agua’ (67.1 %), ‘Paradito’ (13.8 %) y ‘Tusta’ (8.2 %), por su sabor y grado de picor. Las formas preferidas de consumo son: en salsa (36.5 %), relleno (28 %), asado (21.9 %) o rebanado en rajas (11.2 %). Las familias compran desde algunos frutos (62.3 %) hasta un kilogramo (27.3 %) por semana de chiles locales, y existe cierta regionalización de las preferencias de consumo: hacia el sur de los Valles Centrales, además de ‘Chile de Agua, se prefiere ‘Tusta’, ‘Solterito’ y ‘Tabiche’, y en las zonas este, norte y centro se prefiere a ‘Chile de Agua’, ‘Paradito’ y ‘Piquín’. Los encuestados percibieron que los chiles ‘Tusta’ (40.1 %), ‘Piquín’ (37.1 %) y ‘Paradito’ (14 %) son los acervos genéticos que se están perdiendo. La percepción de demanda y utilización documentada en este trabajo muestra que la cocina local puede favorecer la conservación de los chiles regionales.

Abstract:
RESUMEN Este artículo analiza la problemática de la mortalidad infantil en Santiago de Chile durante el gobierno de la Unidad Popular, entre 1970 y 1973, con foco en: entorno de vida de los infantes, problemas alimentarios y principales enfermedades, caracterizándose los puntos críticos de la época, expresados esencialmente en: desnutrición, falta de infraestructura urbana y crisis hospitalaria. El estudio se sustenta en los siguientes registros históricos: prensa, publicaciones médicas y Anuario Estadístico de la República de Chile. Esa base documental permite comprender los proyectos desarrollados por el gobierno de la Unidad Popular, la implementación de planes y el rol de las comunidades en materia de salud infantil. Las conclusiones distinguen: reducción de las cifras de mortalidad; mejoras sanitarias; avance en la prevención de las enfermedades infantiles. Como telón de fondo, la profunda polarización política que derivó en el quiebre institucional.

Abstract:
Purpose – The purpose of the present paper is to explore the political discourse present in the show Chile Ayuda a Chile [Chile helps Chile] to support the survivors and victims of the last earthquake hit Chile in 2010. Based on the belief that nationalism plays a vital role in cementing the process of recovery by making survivors believe that they, after all, have a new opportunity to be on feet again. Design/methodology/approach – The visual methodology (enrooted in the analysis of content) is the chosen technique to develop five indicators which replicates the nationalist sentiment of Chileans post-disaster context. The archetype of nationalism is activated whenever the community is in danger. Findings – As Baudrillard put it, the post-modernity is witness of a much wider nation-state’s declination. Nonetheless, current information presented in this report very well contrasts a thesis of this caliber. Far-away of being experiencing a decrease of Nationalism, we argue that in contexts of emergency and chaos, nationality plays an important role to maintain a firm bondage and prevent social fragmentation. Five indicators are found in the discourse of Chile helps Chile, beautiness, sport, coercion, stratification and materiality. Research limitations/implications – The outcome of this research, because of its qualitative nature, does not allows statistical or broader inferences. For this, further investigation is needed. Originality/value – Much of disaster-related texts have been influenced by Jean Baudrillard and his thesis of nation state decline. The originality of this research shows the opposite. As a process of resiliency, the national being still plays a crucial role in revitalizing the social tenets of community in context of uncertainness.

It is recommended as a multi-purpose chile for fresh market, for processing in the green stage, or dehydration into red chile powder. The fruit exhibit a very low pungency and a high concentration of extractable red color.

Abstract:
This analysis reviews the situation of child and adolescent mental health in Chile, organizational determinants, and the initiatives and interventions implemented to enhance child development despite the country’s inequities. Progressive development of national mental health plans is covered, from the country’s first plan in 2000, to growing the number of mental health professionals and the training they receive, such as MhGAP, to the implementation of “Chile Crece Contigo,” whose preliminary evaluations are starting to show some effectiveness. However, the World Health Organization reports that progress in complying with the United Nations Convention of Children’s Rights is insufficient. A set off legislative initiatives on behalf of children and adolescents have been passed, while others are being discussed in Parliament. There is much to be done in the nation as a whole and within its health system to ensure improved child and adolescent mental health and wellbeing. More research into child and adolescent mental health should be undertaken. Adequate funding and policymaking are also crucial to giving priority to child and adolescent mental health in Chile.

La diversidad genética existente en los diferentes tipos de chile en México ha sido poco estudiada. El chile Poblano (Capsicum annuum L.) tiene gran importancia culinaria por ser ingrediente de platillos tradicionales de Puebla; además, constituye una fuente de ingresos para las familias rurales de la región de la Sierra Nevada de Puebla; sin embargo, no existe ningún estudio que determine la diversidad morfológica de las poblaciones nativas de este tipo de chile encontradas en este nicho ecológico. El objetivo de este estudio fue analizar la diversidad morfológica de poblaciones nativas de chiles poblanos de la Sierra Nevada de Puebla. Mediante el uso de descriptores se analizaron 41 poblaciones de chile Poblano, cuatro de chile Ancho, dos de chile Loco, una de chile Miahuateco y el híbrido de chile Ancho “Doroteo” (Ahern Seeds®). Se utilizó un diseño experimental en bloques completos al azar triple en dos localidades de evaluación. En los análisis de varianza combinados se encontraron diferencias estadísticamente significativas en 60% de las variables. Con la selección de 30 variables morfológicas se realizó un análisis de componentes principales, donde las poblaciones de chile Poblano formaron un grupo, separándose del resto de poblaciones evaluadas y del híbrido. Se realizó también un análisis de conglomerados, en el que se definieron cuatro subgrupos. Las poblaciones nativas que conformaron cada subgrupo no tuvieron relación con el lugar geográfico de colecta de su semilla, lo que sugiere el intercambio de germoplasma entre agricultores. En las poblaciones nativas de chile Poblano se encontró diversidad morfológica principalmente en variables de fruto, porte de la planta y precocidad.

In this study, the pattern of n-alkanes of fifteen species collected in a naturalized grassland grazed by sheep in the Archipelago of Chilo, Chile was analyzed. The concentrations of odd-chain n-alkanes between C23 and C31 were placed on the recommended values for obtaining reliable estimates of consumption. It was also observed that species showed marked differences in their individual patterns. The results show a promising horizon to advance in determining the composition of the diet of sheep grazing in the Archipelago of Chilo (Chile).

Abstract:
This study aimed to identify the magnitude of child victimization and polyvictimization in incarcerated individuals in northern Chile. A sample of 229 adults deprived of liberty in northern Chile was recruited. The results showed that incarcerated individuals presented significant percentages of child abuse and sexual victimization experiences (58.6% and 58.4%, respectively). In the analysis by sex, males suffer more frequently victimization by common crimes and peer victimization in their childhood. Sexual victimization was reported more frequently in females. The results reflect the high rates of child victimization and polyvictimization among the incarcerated population in northern Chile. The results can be useful in developing public policy for incarcerated individuals sensitive to their childhood victimization experiences and their mental health.

The Chilean government has announced its commitment to achieving its fiscal target and containing expenditure growth. The fiscal target aims to reduce the structural balance by 0.2 percent of GDP for each year of the four-year Presidential term from 2018–21. To achieve this target, the government announced a four-year consolidation plan to gradually reduce expenditure each year by approximately US$1.1 billion to realize a total of US$4.4 billion in savings over the period.1 The government has achieved its 2018 structural balance target. The BCCh is considering broadening access to its services beyond commercial banks and some Financial Market Infrastructures (FMIs). The services include settlement accounts, intra-day liquidity, standing deposit and lending facilities, and eligibility for ELA. Banks have always had access to these services, while Central Counterparties (CCPs) and the Securities Settlement System (SSS) were granted access to a settlement account in 2009. The BCCh is considering extending its services to various types of Nonbank Financial Institutions (NBFIs) to enable it to more closely manage and mitigate financial stability risks.

Abstract:
Chile’s very strong fundamentals, policy frameworks, and macroeconomic track record have been instrumental in helping the economy absorb the impact of recent shocks, including the social unrest in late 2019. Over the past three decades, Chile has been enjoying a very solid macroeconomic performance. The robust growth has resulted in one of the largest reductions in poverty and highest incomes per capita in the region. Owing to the fiscal rule and the long record of prudent fiscal policy, public debt is low by international standards and the country enjoys steady sovereign access to capital markets at favorable terms. The credible inflation-targeting framework has delivered low and stable inflation with well-anchored inflation expectations. The sound financial system is supported by an effective regulatory and supervisory framework. International reserves are at a comfortable level. The authorities remain fully committed to maintaining very strong policies and policy frameworks. Despite showing one of the highest levels of resilience among emerging market economies, Chile’s open economy remains exposed to substantial external risks, such as those stemming from a prolonged Covid-19 outbreak.

In response to a request from Mr. Ignacio Briones Rojas, Minister of Finance of Chile, a remote mission was conducted by a joint team of staff from the International Monetary Fund (IMF) and the secretariat of the Organisation for Economic Co-operation and Development (OECD) during April – October 2020. The mission’s main purpose was to assist the Minister of Finance with technical support to review Chile’s tax expenditure methodology and its corrective excise taxes. The present report reflects the findings of the mission. This report was written jointly by the IMF and the OECD, with the IMF team leading the work assessing tax expenditures in the corporate income tax (CIT) and the analysis of excises, and the OECD team leading the work assessing tax expenditures in the personal income tax (PIT) and value added tax (VAT). A presentation of the main findings was given to the Minister of Finance on October 6, 2020. The report incorporates comments provided by the Ministry and the Chilean Revenue Administration.
