Abstract:
This paper will discuss the Forced Removal Policy of Aborigine children in Australia from 1912 to 1962. The Forced Removal Policy is a Government sponsored policy to forcibly removed Aborigine children from their parent’s homes and get them educated in white people households and institutions. There was a people’s movement in Sydney, Australia, and London, Englandin 1998to bring about “Sorry Books.” Australia’s “Sorry Books” was a movement initiated by the advocacy organization Australian for Native Title (ANT) to address the failure of The Australian government in making proper apologies toward the Aboriginal and Torres Strait Islander population. The objective of this paper is to examine the extent of cultural genocide imposed by the Australian government towards its Aborigine population in the past and its modern-day implication. This paper is the result of qualitative research using literature reviews of relevant materials. The effect of the study is in highlighting mainly two things. First, the debate on the genocidal intention of the policy itself is still ongoing. Secondly, to discuss the effect of past government policies in forming the shape of national identities, in this case, the relations between the Australian government and its Aborigine population.

This article explores how having children impacted upon (a) paid work, domestic work and childcare (total workload) and (b) the gender division of labour in Australia over a 15-year period during which government changed from the progressive Labor Party to the socially conservative National/Liberal Party Coalition. It describes changes and continuity in government policies and rhetoric about work, family and gender issues and trends in workforce participation. Data from three successive nationally representative Time Use Surveys (1992, 1997 and 2006), N=3846, are analysed. The difference between parents’ and non-parents’ total workload grew substantially under both governments, especially for women. In households with children there was a nascent trend to gender convergence in paid and unpaid work under Labor, which reversed under the Coalition.

Involving children and young people in planning, decision making and the evaluation of services and programs inevitably raises the eyebrows of adults working in the areas of service delivery, program development and policy formulation. Some adults may question young people’s ability to see the ‘big picture’ and to make decisions, and even their right to be engaged in the first place. In challenging these ideas, the Western Australian Office for Children and Youth established a Children’s Advisory Group (CAG) in 2004 – the first of its kind to be created within the Western Australia Government, and one of the first such groups to be set up in Australia.The current Children’s Advisory Group (CAG) is a diverse group often primary school children aged 9-12 years from the Perth metropolitan area. They are actively involved in all aspects of the Office’s operation. The CAG has been evaluated throughout its inaugural year of operation, both in terms of process and impact, and has been found to have a significant impact upon government policy and practice. This paper will outline the process for the establishment and implementation of a CAG and the evaluation of a CAG on government policy. It will highlight evaluation findings and discuss future directions.

Children Australia is entering a new and exciting era in its development. After some 35 years as an academic and practice-oriented publication, the Journal is now set to continue this tradition, but also to broaden its scope in response to the increasing complexity of working with children, young people and their families and carers.Over nearly four decades, we have enjoyed the support of a number of organisations, key activists in the field and practitioners. Established in 1976 under the title of Australian Child and Family Welfare, the Journal was published by the Children's Welfare Association in Victoria as the quarterly journal of the Child and Family Welfare Council of Australia and funded by the Children's Welfare Foundation. Publication of the journal coincided with a number of key policy changes through the 1970s, and in 1979, during the International Year of the Child, it addressed a range of themes that were paramount in the minds of academics and practitioners both in Australia and overseas. The 1980s saw new challenges in the sector, computerisation, the amalgamations of a range of children's agencies, and devolution of services from government in to the non-Government sector, together with major economic change. By the late 1980s, Australia was in recession and many in the sector were facing major organisational changes, particularly in Victoria under the Kennett government.

Abstract:
In Australia and Europe, government agencies and not-for-profit organisations (NFPOs) have had long involvement in the funding and provision of community disability services. Significant change has occurred in Australia over the past two decades in the way government funds are expended, with marketplace mechanisms increasingly being used. As a consequence of economic and governance imperatives, funding of services via NFPOs has changed significantly with a move away from the provision of grants to the contracting of these organisations for the provision of services. In 2013, a new national policy, the National Disability Insurance Scheme (NDIS), was introduced that has impacts for the provision of disability services for children and their families. In particular, Indigenous families are likely to experience barriers in accessing services. This paper reviews the impact of international changes in policy and associated funding models and considers the impacts and research implications of Australia's initial experience of implementation of the NDIS.

Abstract:
Orphanages harness the goodwill of volunteers, visitors and donors to generate funding. However, in recent years, evidence has emerged that in some cases children are being recruited or trafficked into orphanages in order to generate profit from this goodwill. This is known as the ‘orphanage industry’, and the recruitment of children into orphanages for the purpose of profit and exploitation is ‘orphanage trafficking’. Australia is reported to be the largest funder of residential care for children in South East Asia. In 2017, Australia became the first government in the world to consider orphanage trafficking as a form of modern slavery. This article traces the evolution of the recognition of orphanage trafficking broadly, and then focusses on recommendations made by the Australian government following the release of its 2017 Hidden in Plain Sight Report. This article analyses the emerging policy and legislative reforms that are being undertaken by the Australian government and recommends further development to ensure that funding and finances are appropriately directed to divest from orphanages and instead support burgeoning care reform in the South Asian region. Finally, the article responds to critiques of the Australian government’s standpoint on orphanage trafficking as it relates to the over-reliance on institutional care and provides clarification on why a criminal justice response to orphanage trafficking is appropriate.

The case study presented here represents the application of social marketing theory and practice to increase the levels of full age-appropriate childhood immunization as part of the Immunise Australia Program. In 1995, an Australian Bureau of Statistics survey found that only 33% of Australian children up to 6 years of age were fully immunized according to the schedule being recommended at the time, and 52% were assessed as being fully immunized according to the previous schedule (ABS, 1996). In response to this situation, the Australian Government formulated the Immunise Australia Program. This program comprised a number of initiatives, including: ▪ improvements to immunization practice and service delivery; ▪ establishment of a National Centre for Immunisation Research and Surveillance; ▪ negotiation with State and Territory Governments to introduce requirements for immunization prior to commencing school; ▪ financial incentives for doctors and parents/guardians; ▪ a national childhood immunization education campaign; and ▪ a specific Measles Control Campaign. While recognizing the key role played by structural and policy reform within the formulation and implementation of a social marketing strategy, this article focuses primarily on the community education components of this program.

The last few years have been an awakening time for the people, communities and governments of the global village. Escalating problems in the Middle East, global economic uncertainty and an increase in asylum seekers, refugees and migration worldwide have reignited tensions involving boundaries and borders, both geographical and cognitive. One event which highlighted these tensions in Australia, and which was given much media coverage, was the ‘children overboard’ event in October 2001. Utilising a selection of print news coverage of the event, this paper explores how the ‘children overboard’ event demarcated national identities and spaces through the construction and representation of ‘good’ Australian citizens and ‘bad’ asylum seeker ‘others’. Specifically referring to ‘children overboard’ as an ‘event’, I seek to highlight the constructed and representational nature of ‘children overboard’ as a media story and political tool, one which promoted a continuing threat of ‘others’ to the nation in order to gain support for government policy and legitimize national security, and in so doing creating a model of Australian citizenship and identity based upon fear.

AbstractIn 2009, the Australian states and territories signed an agreement to provide 15 hours per week of universal access to quality early education to all children in Australia in the year before they enter school. Taking on board the international evidence about the importance of early education, the Commonwealth government made a considerable investment to make universal access possible by 2013. We explore the ongoing processes that seek to make universal access a reality in New South Wales by attending to the complex agential relationships between multiple actors. While we describe the state government and policy makers′ actions in devising funding models to drive changes, we prioritise our gaze on the engagement of a preschool and its director with the state government’s initiatives that saw them develop various funding and provision models in response. To offer accounts of their participation in policy making and doing at the preschool, we use the director’s autobiographical notes. We argue that the state’s commitment to ECEC remained a form of political manoeuvring where responsibility for policy making was pushed onto early childhood actors. This manoeuvring helped to silence and further fragment the sector, but these new processes also created spaces where the sector can further struggle for recognition through the very accountability measures that the government has introduced.

Abstract:
An analysis of Australia’s governmental policy towards indigenous peoples has been done. The negative consequences of the colonization of the Australian continent have been revealed, in particular, a significant reduction in the number of aborigines due to the spread of alcohol and epidemics, the seizure of their territories. It is concluded that the colonization of Australia was based on the idea of the hierarchy of human society, the superiority and inferiority of different races and groups of people, and accordingly - the supremacy of European culture and civilization. It is demonstrated in the creation of reservations for aborigines and the adoption of legislation aimed at segregating the country's white and colored populations and assimilating certain indigenous peoples into European society, primarily children from mixed marriages. It has been proven that, considering the aborigines an endangered people and seeking to protect them from themselves, Europeans saw the way to their salvation in miscegenation - interracial marriages and the isolation of aboriginal children from their parents. This policy has been pursued since the end of the XIX century by the 1970s and had disrupted cultural and family ties and destroyed aboriginal communities, although government circles positioned it as a policy of caring for indigenous Australians. As a result, the generation of aborigines taken from their parents and raised in boarding schools or families of white Europeans has been dubbed the “lost generation”. The activity of A.O. Neville who for more than two decades held the position of chief defender of the aborigines in Western Australia and in fact became the ideologist of the aborigines’ assimilation policy has been analyzed. He substantiated the idea of the biological absorption of the indigenous Australian race as a key condition for its preservation and extremely harshly implemented the policy of separating Aboriginal children from their parents. It is concluded that the policy towards the indigenous population of Australia in the late XIX – first third of the XX century was based on the principle of discrimination on racial grounds.

Abstract:
This dissertation profiles the children's television industry in Australia; examines the relationship between government cultural policy objectives and television industry production practices; and explores the complexities of regulating and producing cultural content for child audiences. The research conducted between 1997 and 2002 confirms that children's television is a highly competitive business dependent on government regulatory mechanisms and support for its existence. For example, the Australian Broadcasting Authority's retaining of mandatory program standards for children's programs to date, is evidence of the government's continued recognition of the conflict between broadcasters' commercial imperatives and the public-interest. As a consequence, the industry is on the one hand insistent on the government continuing to play a role in ensuring and sustaining CTV - however, on the other hand, CTV producers resent the restrictions on creativity and innovation they believe result from the use of regulatory instruments such as the Children's Television Standards (CTS). In fact, as this dissertation details, the ABA's intended policy outcomes are inevitably coupled with unintended outcomes and little new or innovative policy development has occurred. The dissertation begins with an investigation into the social, cultural and ideological construction of childhood within an historical and institutional context. I do this in order to explore how children have been defined, constructed and managed as a cultural group and television audience. From this investigation, I then map the development of children television policy and provide examples of how 'the child' is a consistent and controversial site of tension within policy debate. I then introduce and analyse a selection of established, establishing and aspiring CTV production companies and producers. Drawing on interviews conducted, production companies profiled and policy documents analysed, I conclude by identit~'ing ten key issues that have impacted, and continue to impact, on the production of children's television programming in Australia. In addressing issues of industry development, the question this dissertation confronts is not whether to continue to regulate or not, but rather, how best to regulate. That is, it explores the complexities of supporting, sustaining and developing the CTV industry in ways which also allows innovative and creative programming. This exploration is done within the context of a broadcasting industry currently in transition from analogue to digital. As communications and broadcasting technologies converge, instruments of regulation - such as quotas designed around the characteristics of analogue systems of broadcasting - are being compromised. The ways in which children use television, and the ways in which the CTV producers create content, are being transformed. The ten key issues identified in this dissertation, I propose, are crucial to industry development and policy debate about the future of children's television in Australia. In integrating the study of policy with the study of production, I have given prominence to the opinions and experiences of those working in the industry. In doing so, this dissertation contributes to the growing body of work in Australia which incorporates industry with cultural analysis, and which includes the voices of the content providers.

Abstract:
In August 2000, Justice O�Loughlin of the Federal Court of Australia handed down the decision in Cubillo v Commonwealth in which Lorna Cubillo and Peter Gunner took action against the Commonwealth Government, arguing that it was vicariously liable for their removal from their families and communities as children and subsequent detentions in the Northern Territory during the 1940s and 1950s. The case is the landmark decision in relation to legal action taken by members of the Stolen Generations. Using the decision in Cubillo as a key site of contestation, my thesis provides a critique of legal positivism as the dominant jurisprudential discourse operating within the Anglo-Australian legal system. I argue that the function of legal positivism as the principal paradigm and source of authority for the decision serves to ensure that the debate concerning reconciliation in Australia operates rhetorically to maintain whiteness at the centre of political and discursive power. Specifically concerned with the performative function of legal discourse, the thesis is an interrogation of the interface of law and language, of rhetoric, and the semiotics of legal discourse. The dominant theory of evidence law is a rationalist and empiricist epistemology in which oral testimony and documentary evidence are regarded as mediating the relationship between proof and truth. I argue that by attributing primacy to principles of rationality, objectivity and narrative coherence, and by privileging that which is visually represented, the decision serves an ideological purpose which diminishes the significance of race in the construction of knowledge. Legal positivism identifies the knowing subject and the object of knowledge as discrete entities. However, I argue that in Cubillo, Justice O�Loughlin inscribes himself into the text of the judgment and in doing so, reveals the way in which textual and corporeal specificities undermine the pretence of objective judgment and therefore the source of judicial authority.

Abstract:
Calls for an integrated food policy to tackle the new fundamentals of the food system have been regularly made by academics, policymakers, the food industry and civil society for over a decade in many countries but, despite some changes, much of the old policy framework remains entrenched. This gap raises questions about why policy innovation has proved so difficult. This study responded to that research problem through a qualitative, interpretivist comparative study of how two countries attempted to improve their policy integration, via two specific policy integration projects: the UK’s Food Matters/Food 2030 process (2008-2010) and Australia’s (2010-2013) National Food Plan. It applied a conceptual framework fusing historical institutionalism and the public policy integration literature, focusing on the policy formulation stage. Fieldwork was conducted in both countries, including interviews with key informants; and publically-available documents about the policy projects and broader policy systems were analysed. The findings suggest the two policy projects represent a food policy shift from single-domain ‘policy taker’, towards multiple domain ‘policy maker’, but both fell short of what might be classed as ‘integration’ in the literature. The research identifies how tensions between domains are sidestepped, and makes broader propositions around how multiple values and goals co-exist in this contested policy space, and the need for improved value agreement capacity. It also highlights a general lack of focus on integration as a process. It explores how the legacy of historical fragmented approaches, plus political developments and decisions around institutional design, and a more general trend of hollowing out of national government, impact on how integrated food policy can be formulated in a particular country setting. It therefore proposes an emerging ‘institutionalist theory of food policy integration’, conceptualising the dimensions of integration, and multiple institutional influences on integration attempts.

Promoting the quality of school education has been an issue of international, national and local significance in Australia over the past three decades. Since 1973 the pursuit of quality in school education has been embedded in the rhetoric of educational discourse and framed by the wider policy context. This study focuses on the Commonwealth (federal) government's policy agenda to promote the quality of schooling between 1987 and 1996. During this ten year period, successive Labor governments sought to promote quality through a range of policy initiatives and funding programs. Through extensive documentary research, fifty semi-structured interviews and one focus group with elite policy makers and stakeholders, the study examines how the Commonwealth government's 'quality agenda' was constructed and perceived. An analysis of relevant government reports and ministerial statements provides documentary evidence of this agenda, both in terms of stated policy intentions and the actual policy initiatives and funding programs set in place in the period 1987-1996. Set against this analysis are elite informants' perspectives on Commonwealth policy-making in this period - how quality was conceptualised as a policy construct and as a policy solution, the influences on Commonwealth policies for schools, whether there was a 'quality agenda' and how that agenda was constructed and implemented. Informants generally perceived quality as a diffuse, but all-encompassing concept which had symbolic and substantive value as a policy construct. In the context of Commonwealth schools' policies, quality was closely associated with promoting equity, outcomes, accountability, national consistency in schooling and teacher quality. Promoting the quality of 'teaching and learning' in Australian schools took on particular significance in the 1990s through a number of national policy initiatives brokered by the Commonwealth government. An exploration of policy processes through interview data reveals the multi-layered nature of policy-making in this period, involving key individuals, intergovernmental and national forums. In particular, it highlights the importance of a strong, reformist Commonwealth Minister (John Dawkins), a number of 'policy brokers' within and outside government and national collaboration in constructing and maintaining the Commonwealth's 'quality agenda' for schools. While several Australian education ii policy analysts have described policy-making in this period in terms of 'corporate federalism' (Lingard, 1991, 1998; Bartlett, Knight and Lingard, 1991; Lingard, O'Brien and Knight, 1993), a different perspective emerges from this study on policymaking at the national level. Despite unprecedented levels of national collaboration on matters related to schooling in this period, this research reveals an apparent ambivalence on the part of some elite policy makers towards the Commonwealth's policy agenda and its approach to schools' policy-making within the federal arena. Policy coherence emerged as a relevant issue in this study through analysis of interview data and a review of related Australian and international policy literature. Overall, informants perceived the Commonwealth's quality agenda to be relatively coherent in terms of policy intentions, but much less coherent in terms of policy implementation. Perceptions of Commonwealth domination, state parochialism, rivalry, delaying tactics and a general lack of trust and cooperation between policy players and stakeholders were cited as major obstacles to 'coherent' policy-making. An analysis of informants' views on policy-making in this period highlights features of coherent policy-making which have theoretical and practical significance in the Australian context. This research also demonstrates the benefits of going beyond the study of written policy texts to a richer analysis of recent policy history based on elite interviewing. The wide range of views offered by elite policy makers and stakeholders in this study both confirms and challenges established views about policy-making in the period 1987-1996. Elite interviewing lent itself to a grounded theory approach to data collection and analysis (Glaser and Strauss, 1967; Strauss and Corbin, 1998). This approach was significant in that it allowed relevant issues to emerge in the process of research, rather than relying on 'up front' theoretical frameworks for the analysis of data.

Abstract:
This qualitative study examined the participatory experiences of people with an intellectual disability as members of government disability advisory bodies in Australia. These forums are one of the strategies adopted by governments to enable people with an intellectual disability to participate in the formulation of social policy. Such opportunities have arisen from progressive policy that frames people with an intellectual disability as full citizens with equal rights to inclusion and participation in society. Little research has considered how people with an intellectual disability experience the participatory opportunities that have grown from this recognition of their rights. This reflects the more traditional focus on their status and participation as consumers and service users. The central question of this study is how people with an intellectual disability experience participation in government advisory bodies, and how such forums can be inclusive and meaningful. This study positions people with an intellectual disability as the experts about their own experiences by relying primarily on their first person accounts of their experiences. Ethnographic and case study methods were employed including in-depth interviews with the central participants, document analysis, observation of the work of the advisory bodies and interviews with others involved in advisory bodies. Analysis led to the development of a typology of participation that describes the political and personal orientations people have to participation. The study found that structures and the processes used by advisory bodies can mediate people�s experiences; however more significantly, the experiences of people with intellectual disability are shaped by their perception of how they are regarded by others. Central to this is the efficacy of support based on the development of collegiate relationships, similar to the notion of civic friendship described by Reinders (2002), rather than support that is solely focussed on tangible accommodations The study concludes that citizen participation bodies have not fully recognised the personal and political potential of members with an intellectual disability. It presents evidence that people with an intellectual disability are capable of this form of participation, can provide legitimate and informed perspectives on policy and can engage meaningfully, given full recognition of their capacity to participate as well as structures and processes that enable this.

[Truncated abstract] The aim of this study was to analyse the changing dynamics within and between government and non-government education sectors in relation to the Curriculum Framework (CF) policy in Western Australia (WA) from 1995 to 2004. The Curriculum Council was established by an act of State Parliament in 1997 to oversee the development and enactment of the CF, which was released in 1998. A stated aim of the CF policy was to unify the education sectors through a shared curriculum. The WA State government mandated that all schools, both government and non-government, demonstrate compliance by 2004. This was the first time that curriculum was mandated for non-government schools, therefore the dynamics within and between the education sectors were in an accelerated state of transformation in the period of study. The timeframe for the research represented the period from policy inception (1995) to the deadline for policy enactment for Kindergarten to Year 10 (2004). However, given the continually evolving and increasingly politicised nature of curriculum policy processes in WA, this thesis also provides an extended analysis of policy changes to the time of thesis submission in 2007 when the abolition of the Curriculum Council was formally announced - a decade after it was established. ... The research reported in this thesis draws on both critical theory and post-structuralist approaches to policy analysis within a broader framework of policy network theory. Policy network theory is used to bring the macro focus of critical theory and the micro focus of post-structuralism together in order to highlight power issues at all levels of the policy trajectory. Power dynamics within a policy network are fluid and multidimensional, and power struggles are characteristic at all levels. This study revealed significant power differentials between government and non-government education sectors caused by structural and cultural differences. Differences in autonomy between the education sectors meant that those policy actors within the non-government sector were more empowered to navigate the competing and conflicting forms of accountabilities that emerged from the changes to WA curriculum policy. Despite both generalised discourses of blurring public/private boundaries within the context of neoliberal globalisation and specific CF goals of bringing the sectors together, the boundaries continue to exist. Further, there is much strategising about how to remain distinct within the context of increased market choice. This study makes a unique and significant contribution to the understanding of policy processes surrounding the development and enactment of the CF in WA and the implications for the changing dynamics within and between the education sectors. Emergent themes and findings may potentially be used as a basis for contrast and comparison in other contexts. The research contributes to policy theory by arguing for closer attention to be paid to power dynamics between localised agency in particular policy spaces and the state-imposed constraints.

Since the early 1990’s, issues of sustainability involving community, government and industry have gained momentum, and the environment has become the focus of numerous studies, such as those undertaken by Young and Hayes (2002); Yuan (2001); Staley (2006); Mellahi and Wood (2004); Hezri and Hasan (2006); Dowse 2006; Wilmhurst and Frost (2000); and Qian, Burritt and Monroe (2010). Cotter and Hannan (1999, p.11) also discussed the impetus of a United Nations summit in 1992, known as the Earth Summit, which resulted in Local Agenda 21, a blueprint for action to achieve sustainable development. Global sustainability is currently a major focus for policies in both the public and private sectors. Local government in Australia is currently undergoing historic changes as a result of a major thrust to restructure through amalgamation, in order to improve efficiencies and effectiveness in local government. Amalgamations are considered necessary for the financial survival of local government, as there is growing evidence to suggest that too many small councils will not be financially viable in the future. Moreover, local government worldwide is now more accountable than ever before for sustainable policy choices and the impact of those policy choices on their communities. Sustainable policy choices of local councils worldwide will have an enormous economic and environmental impact on the planet. Previous studies into the effects of sustainability issues and their relationship to local councils have been carried out by Kloot and Martin (2001); O’Brien (2002); Reid (1999); Bulkeley (2000); and Tebbatt (2006). This empirical quantitative study examines the sustainability policy choices of local government Australia-wide, and looks specifically at the determinants of such choices in local government. It also investigates the influence of stakeholders on the sustainability policy choices of each local government, the results of which have the potential to affect society’s quality of life. Identifying stakeholders who influence sustainability policy choices is therefore of great importance for the future. All five hundred and fifty eight local Australian government entities listed by the Australian Local Government Association (ALGA) were invited to participate in this study. Data were gathered through the use of a structured questionnaire, and an analysis was undertaken to identify those stakeholders who influence the sustainability policies of Australian local government. This is the first research to examine all Australian local government entities to find out why they make the sustainability choices they do. To date, most studies relating to local government have been in areas of disclosure, such as those carried out by Royston (2001); Priest, Ng and Dolley (1999); and Piaseka (2006). The findings of this study support the assertion of Mitchell, Agle and Wood (1997), that stakeholder salience is positively related to the cumulative number of the three variable attributes of power, legitimacy and urgency. In addition, this study ranked stakeholders from one to eight according to the perceptions of local government CEOs. It is interesting to note that, of the listed stakeholders, government did not rank as number one. The results indicated that stakeholder influence on local government sustainability policy choices varied depending on local government size, location, and whether they were urban or rural according to their government classification. The researcher was surprised to learn that many councils did not know their own government classification. The study also revealed that local government took sustainability seriously in all its forms and applications. As in previous research, the CEO of each council was selected as the respondent for the questionnaire. It was discovered that many of the larger councils had specialist positions dealing with these issues. This study is significant because it contributes original research in the area of stakeholder influence on sustainability policy choices of local government in Australia. It is important for future sustainability studies to have an understanding of which stakeholders influence local government in making their sustainability policy choices. This study also clarifies the perceived salience of local government stakeholders from the perspective of Australian local government CEOs. Moreover, the study proves quite clearly that local government is not homogenous, and the potential exists for future studies to investigate the importance and consequence of heterogeneous local government in Australia and around the world.

AbstractThe positive view of child migration held by UK Government officials in the inter-war period was not based on any regular system of inspections of the institutions in Australia to which children were sent. During the Second World War, UK Government officials became more of reported problems at several of these institutions, relating to standards of accommodation, management, care, training and after-care. This chapter traces the growing awareness of these problems and the UK Government’s response to them. Whilst policy-makers’ positive assumptions about child migration were challenged, and specific issues and institutions were known to require significant improvement, overall confidence in the value of child migration remained. Despite evidence of organisational failings in Australia, Australian welfare professionals were trusted to address these problems, and suggestions about the need for greater control from the United Kingdom were seen as a backward-looking attempt to limit the autonomy of Britain’s Dominions.

AbstractThis chapter examines the policy context and administrative systems associated with the resumption of assisted child migration from the United Kingdom to Australia in 1947. During the Second World War, the Australian Commonwealth Government came to see child migration as an increasingly important element in its wider plans for post-war population growth. Whilst initially developing a plan to receive up to 50,000 ‘war orphans’ shortly after the war in new government-run cottage homes, the Commonwealth Government subsequently abandoned this, partly for financial reasons. A more cost-effective strategy of working with voluntary societies, and their residential institutions, was adopted instead. Monitoring systems of these initial migration parties by the UK Government were weak. Whilst the Home Office began to formulate policies about appropriate standards of care for child migrants overseas, this work was hampered by tensions between the Home Office and the Commonwealth Relations Office about the extent to control over organisations in Australia was possible.

AbstractThe Introduction sets this book in the wider context of recent studies and public interest in historic child abuse. Noting other international cases of child abuse in the context of public programmes and other institutional contexts, it is argued that children’s suffering usually arose not from an absence of policy and legal protections but a failure to implement these effectively. The assisted migration of unaccompanied children from the United Kingdom to Australia is presented, particularly in the post-war period, as another such example of systemic failures to maintain known standards of child welfare. The focus of the book on policy decisions and administrative systems within the UK Government is explained and the relevance of this study to the historiography of child migration and post-war child welfare is also set out.

AbstractAustralia’s education system reflects its history of federalism. State and territory governments are responsible for administering education within their jurisdiction and across the sector comprising government (public), Catholic systemic and other independent schooling systems. They collaborate on education policy with the federal government. Over the past two decades the federal government has taken a greater role in funding across the education sector, and as a result of this involvement and the priorities of federal governments of the day, Australia now has one of the highest rates of non-government schooling in the OECD. Funding equity across the sectors has become a prominent issue. Concerns have been compounded by evidence of declining student performance since Australia’s initial participation in PISA in 2000, and the increasing gap between our high achievers and low achievers. This chapter explores Australia’s PISA 2018 results and what they reveal about the impact of socioeconomic level on student achievement. It also considers the role of school funding and the need to direct support to those schools that are attempting to educate the greater proportion of an increasingly diverse student population including students facing multiple layers of disadvantage.

AbstractWhether the children of immigrant populations, including refugees, integrate into the host society is a key challenge facing all countries with large immigrant populations. In Australia, this is crucial given rising numbers and anxieties over refugee settlement in recent decades. Forced migration and displacement due to violence, persecution, or natural disasters with families undertaking perilous journeys fleeing their homes often could mean a turning point and at the same time a stressful event that may have severe negative psychosocial and long-term effects. This can be particularly acute among refugee children, who are typically the least prepared to migrate, have experienced hardship associated with violence and persecution, and must grow up in a new country. From a life course perspective, the integration and wellbeing of refugee children is shaped by the timing and context of migration, including their age at migration and country of origin. In this chapter we draw on longitudinal data from Building a New Life in Australia (BNLA) to offer new evidence in our understanding of the integration and wellbeing of refugee children in Australia and policy recommendations to address the social disadvantages facing this population. Our findings indicate that refugee children are outperforming their parents, making intergenerational progress. However, we find some major differences by gender and national origin across a range of outcomes.

Success in achieving environmental goals is intrinsically dependent on policy decisions, firm decisions, and consumer decisions. Understanding how consumer product adoption jointly depends on policy incentives and firm design decisions is necessary for both firms and governments to make optimal decisions. This paper demonstrates a methodology for assessing the linkage between policy incentives and firm decisions on the level of consumer adoption of a particular technology. A policy optimization is formulated and technology-adoption indifference curves are constructed to allow firms to identify the most profitable direction for product development given the policy environment, and similarly to allow government organizations to set policies that maximize technology adoption given firm decisions. As an example we use the residential solar electricity industry in New South Wales, Australia. Consumer choice is modeled using a mixed logit choice model estimated with hierarchical Bayes techniques from stated preference experiment data.

Abstract The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural (well) integrity and environmental management for all offshore oil and gas operations and greenhouse gas storage activities in Australian waters, and in coastal waters where regulatory powers and functions have been conferred. The Australian offshore petroleum industry has been in operation since the early 1960s and currently has approximately 57 platforms, 11 floating facilities, 3,500km of pipelines and 1000 wells in operation. Many offshore facilities are now approaching the end of their operational lives and it is estimated that over the next 50 years decommissioning of this infrastructure will cost more than US$40.5 billion. Decommissioning is a normal and inevitable stage in the lifetime of an offshore petroleum project that should be planned from the outset and matured throughout the life of operations. While only a few facilities have been decommissioned in Australian waters, most of Australia's offshore infrastructure is now more than 20 years old and entering a phase where they require extra attention and close maintenance prior to decommissioning. When the NOGA group of companies entered liquidation in 2020 and the Australian Government took control of decommissioning the Laminaria and Corallina field development it became evident that there were some fundamental gaps in relation to decommissioning in the Australian offshore petroleum industry. There are two key focus areas that require attention. Firstly, regulatory reform including policy change and modification to regulatory practice. Secondly, the development of visible and robust decommissioning plans by Industry titleholders. The purpose of this paper is to highlight the importance and benefit of adopting good practice when planning for decommissioning throughout the life cycle of a petroleum project. Whilst not insurmountable, the closing of these gaps will ensure that Australia is well placed to deal with the decommissioning challenge facing the industry in the next 50 years.

Going to bed each night in a sleepout—a converted verandah, balcony or small free-standing structure was, for most of the 20th century, an everyday Australian experience, since homes across the nation whether urban, suburban, or rural, commonly included a space of this kind. The sleepout was a liminal space that was rarely a formal part of a home’s interior, although it was often used as a semi-permanent sleeping quarter. Initially a response to the discomfort experienced during hot weather in 19th century bedrooms and encouraged by the early 20th century enthusiasm for the perceived benefits of sleeping in fresh air, the sleepout became a convenient cover for the inadequate supply of housing in Australian cities and towns and provided a face-saving measure for struggling rural families. Acceptance of this solution to over-crowding was so deep and so widespread that the Commonwealth Government built freestanding sleepouts in the gardens of suburban homes across Australia during the crisis of World War II to house essential war workers. Rather than disappearing at the war’s end, these were sold to homeowners and occupied throughout the acute post-war housing shortage of the 1940s and 1950s, then used into the 1970s as a space for children to play and teenagers to gain some privacy. This paper explores this common feature of Australian 20th century homes, a regional tradition which has not, until recently, been the subject of academic study. Exploring the attitudes, values and policies that led to the sleepout’s introduction, proliferation and disappearance, it explains that despite its ubiquity in the first three-quarters of the 20th century, the sleepout slipped from Australia’s national consciousness during a relatively brief period of housing surplus beginning in the 1970s. As the supply of affordable housing has declined in the 21st century, the free-standing sleepout or studio has re-emerged, housing teenagers of low-income families.

In recent years, software development in the Kyrgyz Republic demonstrated 60-70% growth rate. Kyrgyz software products are exported to Central Asian neighbors and to the Western countries such as Italy, Australia and Holland. With the highest Internet penetration in the region and pool of qualified staff Kyrgyzstan has real chances to sustain the growth rate of the industry. Moreover, the cheap labor creates comparative advantage for local software producers. The break-up the Soviet Union lead to bankruptcies of traditional industries in the Kyrgyz Republic and thousands of highly qualified engineers were left unemployed. Simultaneously since independence Kyrgyz government implemented number of reforms to encourage development of Information and Communication Technologies which lead to the establishment of ICT infrastructure in the region. The paper analyzes the development trend of the software production industry in the Kyrgyz Republic. We will also overview international experience as in the leading software producers as well as in neighboring countries. The study also builds projections for the next decade and draw on certain policy implications. In addition the paper will provide policy recommendations. The data used is from by the Association on IT companies, questionnaires, National Statistics Committee, Word Bank and Asian Development Bank.

These firms not only strive to be dominant players in one market, but with their giant monopoly power and domination of online ecosystems, they want to become the market itself. They are gaining not just economic, but also political power. This can be illustrated by Donald Trump’s campaigns, in which he attempted to influence the sovereign will, as the sovereign power is vested in the people. The Trump campaigns' use of Facebook's advertising tools contributed to Trump's win at the 2016 presidential election. After criticism of that election, Facebook stated that it would implement a series of measures to prevent future abuse. For example, no political ads will be accepted in the week before an election. Another example of how Big Tech firms can effect the sovereign is by national legislator. For example, Australia had a dispute with digital platforms such as Facebook and Google. That was because Australia began to develop a News Media and Digital Platforms Mandatory Code. To persuade the Australian legislature to abandon the idea of this code, Facebook prevented Australian press publishers, news media and users from sharing/viewing Australian as well as international news content, including blocking information from government agencies. Such action demonstrated how large digital platforms can affect the flow of information to encourage the state and its legislature to change their position. Because of such pressure, Australia eventually made adjustments to the code in order to find a compromise with the digital platform. Also, when we are referring to political power, it should include lobbying and the European Union legislator. Tech giants are lobbying their interests to influence the European Union’s digital policy, which has the most direct effect on member states, given that the member states are bound by European Union law.

The Australian Government and industry groups have been discussing the projected “skills shortage” for a number of years. This concern for the future is mirrored in many countries including the USA and the UK where the risk is not having sufficient skilled people to realise the projects being proposed. Growing tertiary qualified practicing engineers takes time and commitment but without the excitement of the possibility of such a career being seeded in the youth of the world, school leavers won’t be attracted to engineering in sufficient numbers. In response, one successful model for exciting school children about engineering and science careers is the international F1inSchools Technology Challenge which was created in the UK in 2002 and implemented in Australia in 2003. It is now run in over 300 Australian Schools and 33 countries. In the Australian context, the program is managed and promoted by the Reengineering Australia Foundation. It is supported and fostered through a range of regional hubs, individual schools and some exceptional teachers. Presented in this paper are some perspectives drawn particularly from the Australian experience with the program over 10 years — which by any measure has been outstanding. The F1inSchools model has been designed specifically through its association with Formula One racing to attract the intrinsic interests of students. It is based on the fundamentals of action learning. Role models and industry involvement are utilised as motivation modifiers in students from Years 5 to 12. While immersing children in project based learning, the program explicitly encourages them to engage with practicing mentors taking them on a journey outside their normal classroom experience. In this program, students have the opportunity to use the design and analysis tools that are implemented in high technology industries. Their experience is one of reaching into industry and creative exploration rather than industry reaching down to them to play in a constrained and artificial school based environment. Anecdotally F1inSchools has been very successful in positively influencing career choices. With the aim of objectively assessing the impact of the program, doctoral research has been completed. Some key findings from this work are summarized and reported in this paper. The children involved truly become excited as they utilise a vehicle for integration of learning outcomes across a range of educational disciplines with a creative design focus. This enthusiasm flows to reflective thought and informed action in their career choice. As a result of F1inSchools, students are electing to follow engineering pathways and they will shape tomorrow’s world.

Education is a basic human right that every child ought to enjoy. Sustainable Development Goal 4 is also to ensure inclusive and equitable quality education and to promote lifelong learning opportunities for all by year 2030. Nigeria recognizes education as a fundamental human right and is signatory to the Convention on the Rights of the Child (CRC). In 2003, the Government of Nigeria passed into Law the Child Rights Act aimed at facilitating the realization and protection of the rights of all children. Nigeria also enacted the Universal Basic Education (UBE) law, which provides for a 9-year free and compulsory basic education to fast-track education interventions at the primary and junior secondary school levels. Nomads have been defined as people; who mainly live and derive most of their food and income from raising domestic livestock. // They move from place to place with their livestock in search of pasture and water. Because of this, sending their children to school becomes a big issue for them and the girl child is the worst affected. Girl-child education is the education geared towards the development of the total personality of the female gender to make them active participating members of economic development of their nation. Education also helps girls to realize their potentials, thus enabling them to elevate their social status. This paper which adopts descriptive research design examined the factors hindering adequate participation of the nomadic girl child in formal Education. Religious factors and beliefs, poverty ,Parents’ attitude, underdevelopment and insecurity, Educational policy and home-based factors, were some of the hindering factors identified, among others. Ways of enhancing their participation were suggested and recommended, such as training in literacy and vocational skills, mobile education and improved political will. These will make the girl child become functional in the society.

[Extract] In 2019 Playgroup Australia established a National Advisory Group, including representatives from government, not-for-profit, community and research sectors, to support the development of a National Playgroup Statement. The forthcoming statement is intended to provide a unifying voice for playgroup provision in practice, research and policy nationwide. Two core strategies were recommended by the National Advisory Group to support the development of the Playgroup Statement. These were: a) a literature review canvassing the existing evidence base of outcomes and benefits of playgroup participation for children and families; and b) a stakeholder consultation strategy to capture children’s and families’ experiences and perspectives of playgroup participation, and the impact of playgroup participation on their lives. This report details the findings from the stakeholder consultation strategy.

Most, if not all advanced economies have suffered gravely from the 2008 global financial crisis. Growth, productivity, real income and consumption have plunged and inequality, and in some cases poverty, spiked. Some countries, like Germany and Australia, were better able to cope with the consequences but austerity has taken its toll even on the strongest economies. The UK is no exception and the more recent period of economic recovery might be halted or even reversed by the political, economic, and policy uncertainty created by the Brexit referendum. This uncertainty related risk to growth could be even greater if the UK leaves the economic and legal framework provided by the EU. This CAGE policy report offers proposals from different perspectives to answer the overarching question: What is the role of a government in a modern economy after the global financial crisis and the Brexit vote? This review looks at approaches to promote birth registration among marginalised groups, in order to inform programming in Pakistan. It draws on a mixture of academic and grey literature, in particular reports by international development organizations. While there is extensive literature on rates of birth registration and the barriers to this, and consensus on approaches to promote registration, the review found less evidence of measures specifically aimed at marginalised groups. Gender issues are addressed to some extent, particularly in understanding barriers to registration, but the literature was largely disability-blind. The literature notes that birth registration is considered as a fundamental human right, allowing access to services such as healthcare and education; it is the basis for obtaining other identity documents, e.g. driving licenses and passports; it protects children, e.g. from child marriage; and it enables production of vital statistics to support government planning and resource allocation. Registration rates are generally lower than average for vulnerable children, e.g. from minority groups, migrants, refugees, children with disabilities. Discriminatory policies against minorities, restrictions on movement, lack of resources, and lack of trust in government are among the ‘additional’ barriers affecting the most marginalised. Women, especially unmarried women, also face greater challenges in getting births registered. General approaches to promoting birth registration include legal and policy reform, awareness-raising activities, capacity building of registration offices, integration of birth registration with health services/education/social safety nets, and the use of digital technology to increase efficiency and accessibility.

The arts do not exist in vacuum and cannot be valued in abstract ways; their value is how they make people feel, what they can empower people to do and how they interact with place to create legacy. This research presents insights across Australia and Aotearoa New Zealand about the value of arts and culture that may be factored into whole of government decision making to enable creative, vibrant, liveable and inclusive communities and nations. The COVID-19 pandemic has revealed a great deal about our societies, our collective wellbeing, and how urgent the choices we make now are for our futures. There has been a great deal of discussion – formally and informally – about the value of the arts in our lives at this time. Rightly, it has been pointed out that during this profound disruption entertainment has been a lifeline for many, and this argument serves to re-enforce what the public (and governments) already know about audience behaviours and the economic value of the arts and entertainment sectors. Wesley Enoch stated in The Saturday Paper, “[m]etrics for success are already skewing from qualitative to quantitative. In coming years, this will continue unabated, with impact measured by numbers of eyeballs engaged in transitory exposure or mass distraction rather than deep connection, community development and risk” (2020, 7). This disconnect between the impact of arts and culture on individuals and communities, and what is measured, will continue without leadership from the sector that involves more diverse voices and perspectives. In undertaking this research for Australia Council for the Arts and Manatū Taonga Ministry for Culture & Heritage, New Zealand, the agreed aims of this research are expressed as: 1. Significantly advance the understanding and approaches to design, development and implementation of assessment frameworks to gauge the value and impact of arts engagement with a focus on redefining evaluative practices to determine wellbeing, public value and social inclusion resulting from arts engagement in Australia and Aotearoa New Zealand. 2. Develop comprehensive, contemporary, rigorous new language frameworks to account for a multiplicity of understandings related to the value and impact of arts and culture across diverse communities. 3. Conduct sector analysis around understandings of markers of impact and value of arts engagement to identify success factors for broad government, policy, professional practitioner and community engagement. This research develops innovative conceptual understandings that can be used to assess the value and impact of arts and cultural engagement. The discussion shows how interaction with arts and culture creates, supports and extends factors such as public value, wellbeing, and social inclusion. The intersection of previously published research, and interviews with key informants including artists, peak arts organisations, gallery or museum staff, community cultural development organisations, funders and researchers, illuminates the differing perceptions about public value. The report proffers opportunities to develop a new discourse about what the arts contribute, how the contribution can be described, and what opportunities exist to assist the arts sector to communicate outcomes of arts engagement in Australia and Aotearoa New Zealand.

Wales has seen a rise in both the number and rate of children looked after. The rate is now higher than any time since the 1980s. In addition, Wales has consistently had more children looked after per 10,000 of the population than the rest of the UK. This trend is a cause for concern; particularly the impact on the outcomes of children who are taken into care in terms of educational attainment, health, unemployment, homelessness, and criminal justice. Moreover, the Covid-19 pandemic is expected to have worsened the situation. To understand better the factors influencing care rates, the Welsh Government commissioned the Wales Centre for Public Policy and the Centre for Children’s Social Care Research and Development (CASCADE) at Cardiff University to undertake a survey with the children’s social care (CSC) workforce.

Children with disabilities suffer disproportionately from the learning crisis. Although they represent only about 1.5% to 5% of the child population, they comprise more than half of out-of-school children globally. Inspired by a commitment that every child has the right to quality education, a growing global drive for inclusive education promotes an education system where children with disabilities receive an appropriate and high-quality education that is delivered alongside their peers. The global commitment to inclusive education is captured in the Sustainable Development Goal 4—ensuring inclusive and equitable education and promoting lifelong learning opportunities for all. This paper explores inclusive education for children with disabilities in Mongolia’s mainstream education system, based on a 2019 survey of more than 5,000 households; interviews with teachers, school administrators, education ministry officials, and social workers; and visits to schools and kindergartens in four provinces and one district of the capital city. Mongolia has developed a strong legal and policy framework for inclusive education aligned with international best practice, but implementation and capacity are lagging. This is illustrated using four indicators of inclusive education: inclusive culture, inclusive policies, inclusive practices, and inclusive physical environments. The conclusion presents a matrix of recommendations for government and education sector development partners.

In 2019, Cambodia had been enjoying its steady economic growth until the coronavirus disease (COVID-19) pandemic hit the country from February 2020 in the form of severe infectious diseases, causing both economic and social problems for people from all walks of life, especially poor and vulnerable families. The IDPoor Equity Card, a poverty identification and registration system, was introduced in Cambodia to provide cash to poor pregnant women and children since 2016. Given its continued success, Cambodian Prime Minister Samdech Hun Sen announced the implementation of the Cash Transfer Program (CTP) using the IDPoor Card system. The CTP provided cash to poor and vulnerable households across the country affected by the pandemic. Executing the first large-scale cash transfer program in history presented significant challenges for the Government of Cambodia. In addition to implementing the program, which had to adhere to the three principles of equity–equality–efficiency, the government had other challenges to overcome, such as the limited number of tablets and facilities to accommodate the many people waiting in line to withdraw cash. Under the guidance of the central government, particularly the Economic and Finance Policy Committee, a technical working group was established to lead the implementation process; coordination among local governments, local councils, agencies, and the poor and needy; review of the IDPoor database; establishment of the digital payment system; and training of local government staff. This enabled the CTP to effectively distribute cash to poor and vulnerable households during the pandemic.

Although low-income parents’ dependence on low-fee private schools has been actively documented in the past decade, existing research and policy discussions have failed to recognise their heavy reliance on low-fee tuition providers in order to ensure that their children complete the primary cycle. By mapping a vibrant supply of low-fee tuition providers in two neighbourhoods in the twin cities of Rawalpindi and Islamabad in Pakistan, this paper argues for understanding the supply-side dynamics of this segment of the education market with the aim of designing better-informed policies, making better use of public spending on supporting private-sector players to reach the poor. Contrary to what is assumed in studies of the private tuition market, the low-fee tuition providers offering services in the Pakistani urban neighbourhoods are not teachers in government schools trying to make extra money by offering afternoon tutorial to children from their schools. Working from their homes, the tutors featured in this paper are mostly women who often have no formal teacher training but are imaginative in their use of a diverse set of teaching techniques to ensure that children from low-income households who cannot get support for education at home cope with their daily homework assignments and pass the annual exams to transition to the next grade. These tutors were motivated to offer tuition by a combination of factors ranging from the need to earn a living, a desire to stay productively engaged, and for some a commitment to help poor children. Arguing that parents expect them to take full responsibility for their children’s educational attainment, these providers view the poor quality of education in schools, the weak maternal involvement in children’s education, and changing cultural norms, whereby children no longer respect authority, as being key to explaining the prevailing low educational levels. The paper presents evidence that the private tuition providers, who may be viewed as education entrepreneurs, have the potential to be used by the state and development agencies to provide better quality education to children from low-income families.
