Abstract:
As governments increasingly search globally for strategies to improve child welfare outcomes, it is vital to consider how policies and programs developed in other countries are likely to suit local conditions. Routinely collected child welfare administrative data can provide contextual information for cross-national comparisons. This article examines out-of-home care in Australia compared to other developed countries, and explores possible explanations for differences in patterns and trends. In doing so, it also examines the similarities and differences between NSW, Victoria and Queensland. It is argued that a sound understanding of how out-of-home care is used, the profile of children in care and the influences on data can assist policy makers to match proposed solutions to clearly understood current problems. The imperative is to plan and implement policies and programs that locate out-of-home care within a range of child welfare services that meet the diverse needs of children and families within local contexts.

Young people leaving care are arguably one of the most vulnerable and disadvantaged groups in society. Compared to most young people, they face numerous barriers to accessing educational, employment and other developmental and transitional opportunities.Using information from interviews and a range of documents, this study compares the leaving care supports currently available in two Australian states, Victoria and New South Wales. Attention is drawn to the history of the leaving care debate in both states, the nature of the existing legislative and program supports for care leavers in each state, the key political and policy actors that have either helped or hindered the development of leaving care policies and services in each state, and the principal unmet needs of care leavers in each state.The findings suggest that NSW leads the way in terms of providing effective legislative and program supports to care leavers. The differences between Victoria and NSW are attributed to a number of factors including particularly the different relationships between the respective government bureaucracies and non-government child welfare sectors.

For many children placement is still commonly used as a solution it is easier to place a child than to promote change within many multi-deficit families.

Between 1972 - 1980, eighteen regional offices were opened by state welfare authorities in Victoria, with the long term prospect that a comprehensive set of programmes would be developed in each region. This is part of an extensive policy change in which the reception of children into care will proceed by more diverse and local arrangements. Safe custody options already include small residential units and foster care and the very term “reception centre” is no longer part of official language. Substantial progress has been made along these lines and of the two central reception centres, Allambie (25-150 residents) is in the process of being closed and Baltara (45-70 residents) is to be redeveloped. In the most recently published planning documents redevelopment of these facilities had been anticipated by December 1990.1 However, not a great deal is known about the population of these two centres, about reception processes and why some children proceed quickly through the process and others do not. This paper examines the present status of reception centres in Victoria and reports upon a preliminary study of the reception centre population for the period 1986-1987. An argument is made that there is a case for revising reception policy and practice not only in existing centres but, in proposed new facilities and for giving more attention to services, for children and families who present with unusual difficulties.

Case management systems were designed to open the way for increased participation of young people and their families in child welfare interventions, and, their standardised format provides a valuable opportunity to use ICT in social work practice. Existing research is unclear about how effectively case management affects participation, nor, the impact of ICT on social work interventions. This paper describes the findings of qualitative research with service users about their experiences of case management and how ICT could further their involvement in critical decisions for families. Service users are keen to use ICT and this could help overcome the limitations of paper-based case management systems and exploit the communication potential of the internet and mobile phones. However, before ICT could be used, the complex ‘digital divide’ affecting disadvantaged families would need to be addressed and social workers’ understanding and current use of ICT would need to be explored.

Children Australia is entering a new and exciting era in its development. After some 35 years as an academic and practice-oriented publication, the Journal is now set to continue this tradition, but also to broaden its scope in response to the increasing complexity of working with children, young people and their families and carers.Over nearly four decades, we have enjoyed the support of a number of organisations, key activists in the field and practitioners. Established in 1976 under the title of Australian Child and Family Welfare, the Journal was published by the Children's Welfare Association in Victoria as the quarterly journal of the Child and Family Welfare Council of Australia and funded by the Children's Welfare Foundation. Publication of the journal coincided with a number of key policy changes through the 1970s, and in 1979, during the International Year of the Child, it addressed a range of themes that were paramount in the minds of academics and practitioners both in Australia and overseas. The 1980s saw new challenges in the sector, computerisation, the amalgamations of a range of children's agencies, and devolution of services from government in to the non-Government sector, together with major economic change. By the late 1980s, Australia was in recession and many in the sector were facing major organisational changes, particularly in Victoria under the Kennett government.

Children exposed to intimate partner violence (CE-IPV) are at increased risk for later health and social difficulties. To date, studies have primarily focused on CE-IPV as a unitary construct; this may lead to the mistaken assumption that all subtypes of CE-IPV (i.e., exposure to direct or indirect physical abuse, or exposure to emotional abuse) are equally harmful requiring similar responses from child welfare services. The purpose of this study was to examine child welfare responses by CE-IPV subtype in a large Canadian child welfare sample. Using data from the Canadian Incidence Study of Reported Child Abuse and Neglect–2008 ( N = 2,184), we examined child welfare responses to CE-IPV subtypes or their co-occurrence. Information was obtained from child welfare workers’ reports. Cases with co-occurring subtypes of CE-IPV were more likely to be substantiated and involved multiple incidents compared with that with single CE-IPV subtypes. Cases with direct physical CE-IPV and co-occurring CE-IPV were also more likely to remain open and have an application considered or made to child welfare court. Exposure to emotional IPV was the least likely to warrant interventions by welfare services, including referrals to specialized services. These results suggest that within CE-IPV subtypes, there is evidence of different responses (recommendations and services) once a case has been opened by a worker. Future research is needed to examine the effectiveness of the responses and outcomes for children following child welfare interventions.

Focusing on child and youth services in Victoria this research is a theoretical conceptualisation of the governance of front line work. The research addresses the question of how multiple rationalities of practice are experienced by front line workers. In exploring the contemporary context for practice, the research provides an analysis of the history and development of non-government organisations and human service professions and their roles in delivering publicly funded welfare services.The discursive practices associated with the concepts of managerialism and contractualism are explored in terms of how front line work is configured and controlled. The research combines a critical examination of two modalities of surveillance and control of front line work (the Registration Standards for Community Service Organisations and the Looking After Children Framework). These case examples are positioned as exemplars of modalities of surveillance and control that represent contemporary administrative and managerial logics. I offer a detailed analysis of the interplay between these instruments and particular logics of social work practice.The concepts of governmentality (Foucault, 1991) and habitus (Bourdieu, 1990) are developed to articulate a more embodied understanding of human service practice where interpretation is positioned at the centre of action. Using material collected from interviews with front line staff, the concept of habitus is further expanded to articulate an understanding of practice that explores how multiple rationalities are configured and enacted. The analysis positions the embodied histories of individual front line workers as the key influence in the construction of practice.This analysis addresses a significant gap in the understandings of work in the human services and contributes a new and critical understanding of the instruments of control and discretionary practice in the human services. The research concludes with a consideration of pathways to enact a practice that critically engages with contemporary modalities of governance.

The existing District Health Information System in South Africa can be described as a facility based Information System, focusing on the clinics and hospitals and not on the community. Consequently, only those who access health services through these facilities are included in the system. Many children do not have access to basic health and social services and consequently, are denied their right to good health. Additionally, they are excluded from the routine Health Information System. Policy and resource decisions made by the District Managers, based on the current health facility information, reinforces the exclusion of these already marginalised children. The premise behind this research is that vulnerability of children can be tackled using two interconnected strategies. The first is through the creation of awareness of the situation of children and the second through mobilising the commitment and action of government and society to address this situation. These strategies can be supported by designing an Information System for action
an Information System that can be used to advocate and influence decisions and policies for the rights of these children
an Information System that includes all children. An interpretive participatory action research approach, using a case study in a rural municipality in South Africa, was adopted for the study of a child-health Community-Based Information System. The context in which the community is placed, as well as the structures which are embedded in it, was examined using Structuration Theory. This theory also influenced the design of the Information System. As the aim of the research is to change the Information System to include vulnerable children, a Critical Social Theoretical and longitudinal perspective was adopted. In particular, concepts from Habermas, such as the creation of a public sphere and the &rsquo
Ideal Speech Situation&rsquo
, informed the methodology chosen and were used to analyse the research undertaken.

Based on the research conducted in this municipality, four main changes to the Health Information System were made. These were: &bull
determination of the community&rsquo
s own indicators
&bull
changes in data collection forms
&bull
creation of forums for analysis and reflection, and
&bull
changes in the information flows for improved feedback. Other practical contributions of the research are the development of local capacities in data collection and analysis, the development of practical guidelines on the design of a child-health Community-Based Information System, and the development of strategies for enabling participation and communication. In line with the action research approach adopted, and the desire to link theory and practice, the research also contributed on a theoretical level. These contributions include extending the use of Structuration Theory, in conjunction with Habermas&rsquo
Critical Social Theory, to the empirical context of South Africa
addressing the gap of Community-Based Information Systems in Information System design
extending the debate on participation and communication in Information Systems to &rsquo
developing&rsquo
countries, and developing generalisations from a qualitative case study.

This chapter describes and analyzes the effectiveness of two methodological techniques, cognitive mapping and geographical information systems (GIS), for identifying social service resources. It also examines the processes used to integrate hand-drawn map information into geocoded data points and provides recommendations for improving efficiency and precision. As a first step to integrate Jefferson County social service delivery into community-based child welfare “systems of care” (SOC), both formal and informal services had to be identified. Cognitive mapping, a process by which participants draw visual representations of geographical areas, was conducted with 247 participants in Jefferson County, Colorado. Over 3,500 resources were identified and entered into a GIS to analyze the availability, capacity, and distribution of social services in the county and within communities. Identification of community resources via cognitive mapping and GIS analysis provide: (1) a comprehensive database of existing services; (2) a basis to build communication networks and cooperation among government and community providers; (3) the ability to create an efficient system that avoids duplication of efforts; (4) an understanding of the geographical distribution of resources; (5) the identification of resources lacking in the county and specific communities; and (6) knowledge differences among diverse participant groups.

ICT has become increasingly prevalent in the development and provision of social services for children and families. ICT has enabled social innovation in children’s services and the wider social services sector through its contribution to the transformation of service management and implementation, cost-efficiency improvement and the effectiveness of service delivery. ICT-enabled social innovation (IESI) can help to address the increased demand on social welfare services, for example through improved coordination between professionals and enhanced communication with service users. These changes are presented through a number of case studies of ICT in children’s services in Europe. One of these is the development of tools for data collection by the National Child Protection Observatory in cooperation with local authorities in France. Another example is the KOMBIT standardised ICT system for the case management of children at risk in Denmark. One further example is Alborada, a shared information system in Andalucía (Spain), which facilitates data sharing and coordination between professionals from health, education and social services working with children with developmental difficulties. The analysis of the case studies has allowed the formulation of some key recommendations for the development of ICT-enabled innovation in children’s services in terms of the role that policy can play in driving forward ICT-enabled services, ICT’s role in meeting children’s needs, and professionals’ training and development for the successful introduction and implementation of ICT in children’s services.

Abstract This chapter details the progression of Spanish residential care through a period of civil war followed by 40 years of dictatorship, when large institutions prevailed. The arrival of a democratic government in the late 1970s marked the beginning of a period of transformation in child welfare, including the introduction of family foster care and the expansion of family support services, the evolution of standards for residential care, and the development of research alliances with Spanish universities to identify effective strategies for residential staff training. Spain’s residential care population includes a high percentage of unaccompanied minors who, along with youth who present with severe behavioral and emotional problems, are a present focus of concern. The chapter concludes with the matrix used throughout the book, which provides information about the current policy context, key trends and initiatives, characteristics of children and youth served, preparation of residential care personnel, promising programmatic innovations, and present strengths and challenges.

The Third Five-Year Plan (1961–66) aimed at reducing the crude birth rate in India to 25 per 1,000 population by 1973, however this goal has not been achieved. Several other demographic goals were set later, to be achieved by specified years, but they were deferred or revised. One major reason for the failure to achieve these goals was thought to be the lack of adequate infrastructural facilities for the family welfare program, thus it was decided to improve the institution–population ratio. The primary objective of this study is to assess the quality of interaction between clients and providers, and the quality of family welfare services. More specifically, the study examines how family welfare program personnel interact with clients in a given setting, the quality of interaction, how frequently such interaction takes place, the provider's view of, and satisfaction with, the information and quality of family welfare services provided, and the client's view of, and satisfaction with, the information and quality of family welfare services received. The focus of the investigation is on the family welfare program—the maternal and child health and family planning programs.

In 1992, the Ministry of Health and Family Welfare and the United States Agency for International Development, New Delhi, began the Innovations in Family Planning Services Project (IFPS) under the management of the State Innovation in Family Planning Services Agency (SIFPSA), Lucknow. The goal was to reduce the fertility rate in Uttar Pradesh by expanding and improving family planning (FP) services. To achieve this, the IFPS project will support service innovations in the public and nongovernmental sectors and through contraceptive social marketing mechanisms. The Baseline Survey in Uttar Pradesh (BSUP) is being undertaken as one important component of the IFPS project. The BSUP is designed to provide information on fertility, FP, and maternal and child health care that will be helpful in monitoring and evaluating population and family welfare policies and programs. SIFPSA has designated the Population Council as the nodal organization responsible for providing technical guidance for the survey. The Indian Institute of Health Management Research, Jaipur, will conduct the survey in the district of Nainital.

To achieve this, the IFPS project will support service innovations in the public sector and nongovernmental sectors and through contraceptive social marketing mechanisms. The Baseline Survey in Uttar Pradesh (BSUP) is being undertaken as one important component of the IFPS project. The BSUP is designed to provide information on fertility, FP, and maternal and child health care that will be helpful in monitoring and evaluating population and family welfare policies and programs. SIFPSA has designated the Population Council as the nodal organization responsible for providing technical guidance for the survey. The responsibility of conducting this multicentric survey in the district of Pithoragarh was given to the Indian Institute of Health Management Research, Jaipur.
