Abstract:
Purpose The purpose of this paper is to reveal difficulties associated with identifying child victims of the 2004 South-East Asia Tsunami at the Thai Tsunami Victim Identification (TTVI) operation in Phuket and explores two strategies that increased child identifications. Design/methodology/approach Data allowing comparison of identification proportions between adult and child (defined as ⩽16 years old) victims of six nationalities and the forensic methods used to establish identification were used in this study. Findings The first 100 days of the operation revealed that the proportion of adult identifications far outweighed the proportion of child identifications. Moreover, the younger the child, the longer the identification process took (p<0.0001). Children under the age of 1 year took an average of 195 days to identify compared to 130 days for children aged 16. Identification was extended, on average, 4.3 days for each year that victims younger were than 16. Identifying large numbers of child victims requires targeted protocols. Two efforts increased child identifications for the TTVI operation: using body length to distinguish post-mortem (PM) DNA samples potentially belonging to children for targeted testing, and singling out deceased parents of missing children who were previously identified by a modality other than DNA, in order to retrieve and test their PM samples as references for kinship matching. Disaster victim identification operations with similar characteristics may benefit from implementing a strategy targeting child identifications. Originality/value The implementation of these two strategies at the TTVI helped to overcome initial complexities, namely, the lack of ante-mortem and PM material, and increased child identifications.

Abstract:
ABSTRACTIn this study, we investigated how Mandarin-speaking children and adults interpret focus structures like Zhiyou Yuehan chi-le pingguo ‘Only John ate an apple’ and Shi Yuehan chi-de pingguo ‘It is John who ate an apple’. We found that children tended to associate focus operators zhiyou ‘only’ and shi ‘be’ with the verb phrase (VP), whereas adults uniquely associated them with the subject noun phrase (NP). To account for this difference, we propose that children initially treat focus operators as adverbials, thus ending up associating them with the VP. In order to assess our proposal, we examined children's understanding of zhiyou-constructions with negation, like Zhiyou Yuehan meiyou chi pingguo ‘Only John didn't eat an apple’. It was found that children, like adults, consistently associated the focus operator with the subject NP in this construction. The findings have an important bearing on language learnability, since negation assists children in reaching the adult-like interpretation.

Abstract:
One-hundred twenty-eight undergraduates were shown a videotape of a staged crime of a young man abducting a child. Participants were instructed to role-play eyewitness behaviors in which they (a) lied to protect the perpetrator; (b) lied to protect the perpetrator but told the truth about the child; (c) lied to ensure the conviction of the perpetrator; or (d) responded truthfully and accurately to the best of their ability. One week later, participants were given a target-present or target-absent photo lineup of both the perpetrator and the child-victim. Participants instructed to lie to protect the perpetrator consistently stated he was not present as opposed to selecting an innocent person. In addition, participants lying to protect the perpetrator were significantly quicker to make identification decisions than participants attempting to make an accurate identification. There were no significant differences between groups in identification performance or in decision times involving the child lineup.

Abstract:
A disproportionately low number of minority students have been identified and placed in programs for gifted students. The realities of the situation relate to the attitudes of planners and teachers, the identification process itself, inadequate research verifying the use of appropriate identification tools, and an inadequate picture of how a program should be designed. Empirical research on identification and planning for the minority gifted child is sparse, but that which is available highlights the need for more extensive research in this area. Exploratory research using The Raven Matrices and chronometric devices as part of the identification process appear to hold promise for developing new hypotheses and proving or disproving those that are presently proposed. More flexibility of planning, more funding for research, more dissemination of information, and improved teacher training on how to recognize clues for identifying exceptional intellectual processing abilities are among the recommendations proposed here to alleviate the problem of discovering the gifted among minority populations.

Abstract:
Children of Jordan below 18 years are particularly at risk and their proportion of all casualties is rising reaching about 28% in 2016, yet limited research has been carried out to address this problem. This study investigates the magnitude and nature of the child road safety problem with the final aim of identifying the necessary interventions to improve child road safety in Jordan. Road crash death data were provided by the Jordan Traffic Institute. Additional data were sought through interviews with the Jordanian Government and other non-government stakeholders such as the UNICEF Makani Centres (community centres for children). A seat belt observational survey was also conducted. All the data were synthesised to provide a much better understanding of the magnitude and nature of the child road safety issue in Jordan. Potential interventions for Jordan to improve its child road safety situation are provided based on the present data analyse.

Abstract—Crimes are at rise and turning into hard for police to become aware of and rescue the Missing Persons. Our Proposed System will use Face Recognition Algorithms and could have the capability for IRIS recognition as well to detect Missing Persons. Face Recognition begins with extracting the coordinates of features such as width of mouth, width of eyes, pupil and comparing the result with the measurement stored in the database and returning the closest record. Nowadays, face recognition techniques are growing around the world. We will be using advanced algorithms like LBPH for our system and also compare to other older algorithms to prove higher accuracy of our system. We will be building a web based system integrated with Backend Machine Learning server. The Backend ML system will handle all the search, detection and recognition using our face recognition and Iris Recognition Model and all the data stored in the database.

Abstract:
Identifying pornographic text online is practically useful to protect children from access to such adult content. However, some authors may intentionally avoid using sensitive words in their pornographic texts to take advantage of the lack of human audits. Without prior knowledge guidance, real semantics of such pornographic text is difficult to understand by existing methods due to its high context-sensitivity and heavy usage of figurative language, which brings huge challenges to the porn detection systems used in social media platforms. In this paper, we approach to the problem as a document-level porn identification task by locating and integrating sentence-level evidence and propose a novel Evidence-Aware Neural Porn Classification (eNPC) model. Specifically, we first propose a basic model which locates porn indicative sentences in the document with a multiple instance learning model, and then aggregate the sentence-level evidence to induce document label with self-attention mechanism. Moreover, we consider label dependencies within local context. Finally, we further enhance the sentence representation with prior knowledge produced by an automatic porn lexicon construction strategy. Extensive experimental results show that our model exhibits consistent superiority over competitors on two real-world Chinese novel datasets and an English story dataset.

The identification of talented children is a current issue of ongoing debate and interest for people concerned with the education of the talented. This paper suggests that in considering the culturally diverse talented child, there is a need to incorporate a multicultural perspective to the identification process. In this way, the process of inter-cultural understanding will contribute to the identification of the talented child from non-English speaking background.

Abstract:
INTRINSIC PITCH PROCESSING LIMITATIONS OF cochlear implants constrain the perception of music, particularly melodies. We tested child implant users' ability to recognize music on the basis of incidental exposure.Using a closed-set task, prelingually deaf children with implants and hearing children were required to identify three renditions of the theme music from their favorite TV programs: a flute rendition of the main (sung) melody, a full instrumental version without lyrics, and the original music. Although child implant users were less accurate than hearing children, they successfully identified all versions of songs at above-chance levels——a finding that contradicts widespread claims of child and adult implant users' difficulties with melody identification. We attribute their success primarily to timing cues that match those of the original music.

Abstract:
The author presents the outlines of a theory of subjectivity that is anchored in processes of identification. Subject formation is a continual process of becoming that is constituted by three interrelated processes: (1) intrapsychic factors within each child; (2) effects of participation in groups on the kinds of identifications and disidentifications a child adopts; and (3) effects of the discursive practices of society on the kinds of subjectivity a particular child performs. The author begins by outlining Melanie Klein's theory of the development of individual subjectivity through early object relations. Then, using neo-Kleinian writings, the effect of group membership on the child's evolving sense of subjectivity is explored. Ways in which specific discursive environments at home, at school, in popular culture and media etc. can either open up possibilities for expanded subject identification for children or limit those possibilities are then explored. Finally, the author explores the pedagogical implications of this way of thinking, focusing on the ethical responsibilities of teachers to understand the workings of otherness in subject formation so that they might create classroom communities that foster empathy and positive identity formation and diminish the capacity of children to hate and exclude others.

Abstract:
Abstract: From last few years there are many missing person cases reported at police station which are not yet solved. In our project we are solving this issue using various machine learning algorithms like SVM, KNN etc. Basically, using facial expressions, we can train model and depending on matched feature we will get known persons identity. This will generate fast and accurate results. For this we are taking missing person dataset from Kaggle. In output we will get persons identity depending on various classified features like gender, age, geographical location. Results will be forwarded to police for further investigation. In this, there are countless number of people missing every day from which most of them are children. This project proposes a system that would help the police and the public by accelerating the process of searching using face recognition. When a child goes missing, the police can upload the picture of the missing person by taking the latest picture of child or person from the parents when the case is registered and gets stored in the database. In this model, an automated facial recognition system for missing child, person and stored in database. Then classification done like teen, with without marks, with without beard and when person is founded after long years system perform matching with teen, with without marks, with without beard and give results

Abstract:
Objective The aims of the present study were to describe the prevalence of vulnerability in a cohort of newborns, identify the factors that increase the risk of vulnerability and examine whether those who are most vulnerable are receiving home visits. Methods A prospective cross-sectional study was performed using data collected from questionnaires completed by child and family health nurses and obstetric discharge summaries for each mother–baby dyad. Descriptive frequencies and percentages are used to describe the proportions of children who were vulnerable, offered services and had risk factors for vulnerability. Categorical data were compared using Pearson’s Chi-squared analysis. Results In all, 1517 newborns were included in the present study. Of these, 40.5% were identified as vulnerable and 13.9% had two or more risk factors for vulnerability (95% confidence interval (CI) 12–16%). The most common risk factors were biological. Across all newborns, 33.7% were visited at home, and 74.6% of vulnerable newborns were offered a home visit. Children identified as vulnerable were more likely to have a home visit than those who were not (z for 95% CI=1.96; P<0.1). Conclusions Although the high reported prevalence of identified risk needs to be confirmed in further studies, identifying vulnerability allowed the offer of home visiting to be directed towards those most likely to benefit. What is known about the topic? Of the Australian child population, 10–20% are vulnerable to adverse health, developmental and wellbeing outcomes. Vulnerable infants are at a greater risk of becoming vulnerable children, adolescents and adults over the life course. Biological and psychosocial risk factors for vulnerability are well described. Families with the greatest need are often the least likely to access or receive support, and have lower utilisation of preventative health services despite evidence that support in the first few years of life can significantly improve long-term outcomes. What does this paper add? This paper provides a detailed description of vulnerabilities in a cohort of newborns and demonstrates that it is possible to assign risk of vulnerability within existing child and family health services using tools that identify biological and psychosocial risk factors. Identification of vulnerability risk allows prioritisation of services to those with the greatest need. What are the implications for practitioners? It is possible to identify vulnerability risk within child and family health services. This allows those families at risk of future adverse health, developmental and wellbeing outcomes to be prioritised to receive health services and supports.
